Neoliberal serbestle\u015ftirme, \u00f6zelle\u015ftirme, sendikas\u0131zla\u015ft\u0131rma, ta\u015feronla\u015ft\u0131rma, esnek istihdam politikalar\u0131, \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131n a\u011f\u0131r olu\u015fu, kad\u0131n, gen\u00e7, \u00e7ocuk eme\u011fi s\u00f6m\u00fcr\u00fcs\u00fc ve kay\u0131td\u0131\u015f\u0131 istihdam i\u015f kazalar\u0131 ve meslek hastal\u0131klar\u0131n\u0131n artmas\u0131na neden olmaktad\u0131r.<\/p>\n<p>2010, 2011, 2012 y\u0131llar\u0131nda ya\u015fanan i\u015f kazalar\u0131nda toplu \u00f6l\u00fcmler (Esenyurt yang\u0131n\u0131nda 11 ki\u015fi, Adana Baraj Kapa\u011f\u0131 patlamas\u0131nda 10 ki\u015fi, Elbistan K\u00f6m\u00fcr Madeni g\u00f6\u00e7\u00fc\u011f\u00fcnde 10 ki\u015fi, OST\u0130M patlamalar\u0131nda 20 ki\u015finin hayat\u0131n\u0131 kaybetmesi) olmas\u0131 nedeniyle 2012 y\u0131l\u0131nda 6331 say\u0131l\u0131 \u0130\u015f Sa\u011fl\u0131\u011f\u0131 G\u00fcvenli\u011fi Yasas\u0131 \u00e7\u0131kart\u0131ld\u0131. Yasan\u0131n g\u00fcndemde oldu\u011fu d\u00f6nemde, &#8220;i\u015f kazalar\u0131 ve meslek hastal\u0131klar\u0131n\u0131n bu yasa ile \u00f6nlenemeyece\u011fini&#8221; s\u00f6yledik, nitekim ger\u00e7eklik de \u00f6yle oldu. Zaten \u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131 da kamuoyunu yat\u0131\u015ft\u0131rmak i\u00e7in yasal d\u00fczenleme yapm\u0131\u015ft\u0131 ve yasan\u0131n yay\u0131mlanmas\u0131n\u0131n \u00fczerinden 2 y\u0131l bile ge\u00e7memi\u015f olmas\u0131na ra\u011fmen defalarca de\u011fi\u015ftirildi. \u0130\u015f G\u00fcvenli\u011fi Uzmanl\u0131\u011f\u0131, hekimli\u011fi ve di\u011fer sa\u011fl\u0131k personeline ili\u015fkin y\u00f6netmelikler defalarca de\u011fi\u015ftirildi ancak kazalar h\u0131z kesmeden devam etmektedir.<\/p>\n<p><strong>M\u00fchendislik ve hekimlik d\u0131\u015flan\u0131yor, Bakanl\u0131k kadrolar\u0131 ve i\u015fverenler kay\u0131r\u0131l\u0131yor<\/strong><\/p>\n<p>\u0130SG, t\u0131p bilimleri ve m\u00fchendislik bilimleri ile ba\u011f\u0131nt\u0131l\u0131 \u00e7ok-bilimli bir konudur ancak bu bilimlerin katk\u0131lar\u0131 engellenmektedir.<\/p>\n<p>\u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Yasas\u0131, i\u015f\u00e7i sa\u011fl\u0131\u011f\u0131n\u0131n korunmas\u0131n\u0131, geli\u015ftirilmesini i\u015fverenden \u00e7ok, uzmana, hekime y\u00fcklemi\u015fken, yay\u0131mland\u0131\u011f\u0131ndan bu yana i\u015f g\u00fcvenli\u011fi uzman\u0131n\u0131n, i\u015fyeri hekiminin, di\u011fer sa\u011fl\u0131k personelinin i\u015fyerlerine verece\u011fi hizmet s\u00fcresi, s\u00fcrekli olarak azalt\u0131lmaktad\u0131r. Zira ama\u00e7, i\u015f kazalar\u0131n\u0131 ve meslek hastal\u0131klar\u0131n\u0131 \u00f6nlemek de\u011fil, uzman\u0131n, hekimin, di\u011fer sa\u011fl\u0131k personelinin i\u015fyerlerine maliyetini azaltmakt\u0131r. Uzman\u0131n, hekimin, di\u011fer sa\u011fl\u0131k personelinin ayda, 8 dakika, 12 dakika, 16 dakika g\u00f6rev yapt\u0131\u011f\u0131 i\u015fyerlerinde i\u015f kazalar\u0131 ve meslek hastal\u0131klar\u0131n\u0131n azalmas\u0131n\u0131 beklemek saf dillik olur. Yasan\u0131n yay\u0131mlanmas\u0131ndan bu yana yap\u0131lan t\u00fcm d\u00fczenlemeler, \u00e7al\u0131\u015fanlar\u0131n sa\u011fl\u0131\u011f\u0131n\u0131 korumaya y\u00f6nelik de\u011fil, i\u015fverenlerin \u00e7\u0131karlar\u0131n\u0131 korumaya y\u00f6neliktir. Nitekim \u00f6nce yasan\u0131n y\u00fcr\u00fcrl\u00fck tarihi \u00f6telenmi\u015f, ard\u0131ndan yap\u0131lan t\u00fcm d\u00fczenlemelerde uzman ve hekim \u00fccretinin d\u00fc\u015f\u00fcr\u00fclmesi g\u00f6zetilmi\u015ftir.<\/p>\n<p>Yasa ile i\u015fyeri hekimi, m\u00fchendis, teknik eleman ve di\u011fer sa\u011fl\u0131k personeline verilecek e\u011fitim hizmetleri, d\u0131\u015far\u0131dan sat\u0131n alma yoluyla ticari dan\u0131\u015fmanl\u0131k hizmetlerine d\u00f6n\u00fc\u015ft\u00fcr\u00fclm\u00fc\u015ft\u00fcr. \u0130\u015f g\u00fcvenli\u011fi m\u00fchendisli\u011fi ile teknisyenlik, &#8220;i\u015f g\u00fcvenli\u011fi uzmanl\u0131\u011f\u0131&#8221; alt\u0131nda bir tutulmu\u015f; \u00f6zel \u00f6\u011fretim kurumlar\u0131na yetki tan\u0131nmas\u0131yla m\u00fchendislik meslek \u00f6rg\u00fctlerinin fonksiyonu d\u0131\u015flanm\u0131\u015f, Bakanl\u0131k kadrolar\u0131 kay\u0131r\u0131lm\u0131\u015ft\u0131r. Bir uzman\u0131n birden \u00e7ok i\u015fyerinde dan\u0131\u015fmanl\u0131k hizmeti vermesi yoluyla &#8220;tam zamanl\u0131 i\u015f g\u00fcvenli\u011fi m\u00fchendisli\u011fi&#8221; d\u0131\u015flanm\u0131\u015f, uzmanlar yanlar\u0131nda \u00fccretli olarak \u00e7al\u0131\u015ft\u0131klar\u0131 i\u015fverene ba\u011f\u0131ml\u0131 k\u0131l\u0131nm\u0131\u015f; i\u015f kazalar\u0131nda i\u015fverenlerin sorumlulu\u011fu ortadan kald\u0131r\u0131lm\u0131\u015f, i\u015fverenlere &#8220;i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi uzman\u0131&#8221; olma olana\u011f\u0131 tan\u0131nm\u0131\u015ft\u0131r.<\/p>\n<p>Yasadan sonra, y\u00fczlerce e\u011fitim kurumu, 1.500 \u00fcn \u00fczerinde Ortak Sa\u011fl\u0131k ve G\u00fcvenlik Birimi (OSGB) kurulmu\u015f, fakat sonradan yap\u0131lan d\u00fczenlemeler sonucu, e\u011fitim kurumlar\u0131 ve OSGB\u2018ler kapanmaya ba\u015flam\u0131\u015f, \u00fclkemiz e\u011fitim kurumu ve OSGB \u00e7\u00f6pl\u00fc\u011f\u00fcne d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr.<\/p>\n<p><strong>Uluslararas\u0131 \u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Konferans\u0131nda i\u015f\u00e7ilerin sorunlar\u0131 tart\u0131\u015f\u0131lmayacak<\/strong><\/p>\n<p>5-7 May\u0131s 2014 tarihlerinde \u0130stanbul\u2018da d\u00fczenlenecek olan Uluslararas\u0131 \u0130\u015f Sa\u011fl\u0131\u011f\u0131 G\u00fcvenli\u011fi Kongresi\u2018nde \u00e7al\u0131\u015fanlar\u0131n sorunlar\u0131 de\u011fil, yine i\u015fverenlerin sorunlar\u0131 tart\u0131\u015f\u0131lacakt\u0131r.<\/p>\n<p><strong>T\u00fcrkiye\u2018deki i\u015f kazalar\u0131na ili\u015fkin baz\u0131 veriler<\/strong><\/p>\n<p>Yararland\u0131\u011f\u0131m\u0131z SGK verilerinin aktif sigortal\u0131 kay\u0131tl\u0131 \u00e7al\u0131\u015fanlar\u0131 kapsad\u0131\u011f\u0131, b\u00fct\u00fcn SGK verilerini de\u011ferlendirirken \u00f6zellikle g\u00f6zetilmelidir. Bu verilere g\u00f6re i\u015f kazas\u0131 ve meslek hastal\u0131\u011f\u0131 sonucu \u00f6l\u00fcm say\u0131s\u0131, 2011\u2018de 10\u2018u meslek hastal\u0131\u011f\u0131 sonucu olmak \u00fczere 1.710; 2012\u2018de 1\u2018i meslek hastal\u0131\u011f\u0131 sonucu olmak \u00fczere 745, \u0130\u015f\u00e7i Sa\u011fl\u0131\u011f\u0131 ve \u0130\u015f G\u00fcvenli\u011fi Meclisi (\u0130S\u0130GM) verilerine g\u00f6re de en az 878\u2018dir. 2013 verileri SGK taraf\u0131ndan hen\u00fcz a\u00e7\u0131klanmam\u0131\u015ft\u0131r ancak \u0130S\u0130GM verilerine g\u00f6re 2013\u2018te en az 1.235 i\u015f\u00e7i i\u015f kazas\u0131 ve meslek hastal\u0131\u011f\u0131 sonucu ya\u015fam\u0131n\u0131 yitirmi\u015ftir. Yine \u0130S\u0130GM verilerine g\u00f6re 2014\u2018\u00fcn ilk \u00fc\u00e7 ay\u0131nda en az 276 i\u015f\u00e7i \u00f6lm\u00fc\u015ft\u00fcr. Son y\u0131llarda i\u015f kazalar\u0131 sonucu toplu \u00f6l\u00fcmler artmaktad\u0131r. T\u00fcrkiye 100 bin \u00e7al\u0131\u015fan ba\u015f\u0131na \u00f6l\u00fcml\u00fc i\u015f kazalar\u0131nda Avrupa\u2018da birinci, d\u00fcnyada \u00fc\u00e7\u00fcnc\u00fc s\u0131radad\u0131r.<\/p>\n<p>\u0130\u015f kazalar\u0131 son y\u0131llarda tekrar y\u00fckseli\u015fe ge\u00e7mi\u015ftir. 2010 y\u0131l\u0131nda 62.903, 2011 y\u0131l\u0131nda 69.227, 2012 y\u0131l\u0131nda 74.871 i\u015f kazas\u0131 olmu\u015ftur. 2012\u2018de 2.036 \u00e7al\u0131\u015fan i\u015f kazas\u0131 sonucu, 173 \u00e7al\u0131\u015fan meslek hastal\u0131\u011f\u0131 sonucu, toplam 2.209 \u00e7al\u0131\u015fan s\u00fcrekli i\u015f g\u00f6remez olmu\u015ftur. \u0130\u015f kazalar\u0131 ve meslek hastal\u0131klar\u0131 sonucu 1.597.241 g\u00fcn ge\u00e7ici i\u015f g\u00f6rmezlik olu\u015fmu\u015f, \u00e7al\u0131\u015fanlar 49.886 g\u00fcn\u00fc hastanede ge\u00e7irmi\u015flerdir.<\/p>\n<p>2012\u2018de i\u015f kazalar\u0131n\u0131n y\u00fczde 49,5\u2018i i\u015fyerlerinin y\u00fczde 61,7\u2018sini olu\u015fturan ve 1-49 aras\u0131 \u00e7al\u0131\u015fan\u0131 olan \u0130\u015fyeri Sa\u011fl\u0131k ve G\u00fcvenlik Birimi ile i\u015fyeri hekimi, i\u015f g\u00fcvenli\u011fi m\u00fchendisi, i\u015fyeri hem\u015firesi veya sa\u011fl\u0131k memuru istihdam zorunlulu\u011fu bulunmayan i\u015fyerlerinde ya\u015fanm\u0131\u015ft\u0131r. \u0130\u015f kazalar\u0131n\u0131n y\u00fczde 9,3\u2018\u00fc i\u015fyerlerinin y\u00fczde 9,7\u2018sini olu\u015fturan ve 50-99 i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131ran i\u015fyerlerinde; y\u00fczde 22,5\u2018i i\u015fyerlerinin y\u00fczde 19,2\u2018sini olu\u015fturan ve 100-499 aras\u0131 i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131ran i\u015fyerlerinde; y\u00fczde 18,7\u2018si i\u015fyerlerinin y\u00fczde 9,2\u2018sini olu\u015fturan ve 500+ i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131ran i\u015fletmelerde ya\u015fanm\u0131\u015ft\u0131r. \u0130\u015f kazalar\u0131n\u0131n y\u00fczde 58,98\u2018i 1-99 i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131ran i\u015fyerlerinde, y\u00fczde 41,2\u2018si 100+\u00fczeri i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131ran i\u015fletmelerde ger\u00e7ekle\u015fmi\u015ftir.<\/p>\n<p>\u0130\u015f kazalar\u0131n\u0131n en y\u00fcksek oldu\u011fu anlar genelde i\u015fg\u00fcn\u00fcn\u00fcn ilk saatleri ile son saatlerindedir. 2012\u2018de, 8 saatlik i\u015fg\u00fcn\u00fc \u00fczerinden, 12.304 kaza (y\u00fczde 16,4) birinci i\u015f saatinde, 34.200 kaza (y\u00fczde 46) ilk \u00fc\u00e7 saatte; 8.289 (y\u00fczde 11) kaza son i\u015f saatinde, 23.235 kaza (y\u00fczde 31) son \u00fc\u00e7 i\u015f saatinde ya\u015fanm\u0131\u015ft\u0131r.<\/p>\n<p>\u0130\u015f kazalar\u0131n\u0131n faaliyet gruplar\u0131na g\u00f6re da\u011f\u0131l\u0131m\u0131nda, k\u00f6m\u00fcr ve linyit \u00e7\u0131kart\u0131lmas\u0131 8.828 i\u015f kazas\u0131 (y\u00fczde 11,79) ile birinci, fabrik metal \u00fcr\u00fcnleri 7.045 i\u015f kazas\u0131 (y\u00fczde 9,40) ile ikinci, ana metal sanayi 5.127 i\u015f kazas\u0131 (y\u00fczde 6,84) ile \u00fc\u00e7\u00fcnc\u00fc s\u0131rada yer alm\u0131\u015ft\u0131r. Fabrik metal \u00fcr\u00fcnler ile ana metal sanayi birlikte al\u0131nd\u0131\u011f\u0131nda metal sanayi birinci s\u0131raya yerle\u015fmektedir. Birbirine \u00e7ok yak\u0131n faaliyet gruplar\u0131 birlikte d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, \u00f6nceki y\u0131llarda SGK istatistiklerine yans\u0131d\u0131\u011f\u0131 gibi i\u015f kazalar\u0131nda yap\u0131 i\u015fleri, metalden e\u015fya imalat\u0131 ve k\u00f6m\u00fcr madencili\u011fi yine \u00f6n s\u0131ralardad\u0131r.<\/p>\n<p>En fazla \u00f6l\u00fcm ya\u015fanan faaliyet gruplar\u0131 s\u0131ralamas\u0131nda 127 ki\u015fi (y\u00fczde 17) ile in\u015faat faaliyetleri birinci s\u0131rada, 73 ki\u015fi (y\u00fczde 9,8) ile kara ve boru hatt\u0131 ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 ikinci s\u0131rada gelmektedir. ilk s\u0131radaki bina in\u015faat\u0131, \u00fc\u00e7\u00fcnc\u00fc s\u0131radaki bina d\u0131\u015f\u0131 yap\u0131lar\u0131n in\u015faat\u0131 ve d\u00f6rd\u00fcnc\u00fc s\u0131radaki \u00f6zel in\u015faat faaliyetlerinde ger\u00e7ekle\u015fen \u00f6l\u00fcm say\u0131s\u0131 ise 256\u2018d\u0131r (y\u00fczde 34,4). \u00d6l\u00fcml\u00fc i\u015f kazalar\u0131n\u0131n \u00fc\u00e7te biri yap\u0131 i\u015flerindedir.<\/p>\n<p>74.871 i\u015f kazas\u0131n\u0131n 56.414\u2018\u00fc (y\u00fczde 75,34\u2018\u00fc) 1.000\u2018in \u00fczerinde en fazla i\u015f kazas\u0131 ya\u015fanan 13 ilde olmu\u015ftur. Bu iller s\u0131ras\u0131yla \u0130stanbul, \u0130zmir, Bursa, Manisa, Zonguldak, Tekirda\u011f, Kocaeli, Ankara, Denizli, Kayseri, Adana, Antalya ve K\u00fctahya\u2018d\u0131r. En fazla i\u015f kazas\u0131, sanayi yo\u011funlu\u011fu olan illerde ya\u015fanmaktad\u0131r. 10\u2018un alt\u0131nda en az i\u015f kazas\u0131 ya\u015fanan iller A\u011fr\u0131, Mu\u015f, Siirt, \u015e\u0131rnak ve Ardahan olarak g\u00f6r\u00fcnmektedir. \u0130\u015f kazas\u0131 yok g\u00f6r\u00fcnen iller ise \u00c7orum, Hakkari ve I\u011fd\u0131r\u2018d\u0131r.<\/p>\n<p>\u0130\u015f kazas\u0131 sonucu \u00f6l\u00fcmlerin en fazla oldu\u011fu 17 il s\u0131ras\u0131yla \u0130stanbul, Ankara, \u0130zmir, Bursa, Gaziantep, Konya, Kocaeli, Adana, Hatay, Manisa, Antalya, Erzurum, Zonguldak, Mersin, Elaz\u0131\u011f, Kayseri ve Tekirda\u011f\u2018d\u0131r. En y\u00fcksek \u00f6l\u00fcm oran\u0131na sahip iller K. Mara\u015f (128 i\u015f kazas\u0131, 36 \u00f6l\u00fcm, y\u00fczde 28) ve Batman (103 i\u015f kazas\u0131, 26 \u00f6l\u00fcm, y\u00fczde 25)\u2018d\u0131r.<\/p>\n<p>Meslek hastal\u0131klar\u0131 SGK istatistiklerinin en gayri ciddi yan\u0131n\u0131 olu\u015fturmaktad\u0131r ve 81 il i\u00e7inde yaln\u0131zca 26 ilde 395 vakadan ibarettir! 395 vakan\u0131n 336\u2018s\u0131 (y\u00fczde 85\u2018i) 5 ilde (Zonguldak 221, Ankara 63, \u0130stanbul 21, \u0130zmir 20, Kocaeli 11); di\u011fer 59 vaka 21 ildedir. 55 ilde meslek hastal\u0131\u011f\u0131 vakas\u0131 yoktur! 395 vakan\u0131n 246\u2018s\u0131 slikoz ve slikotuberk\u00fcloz, 26\u2018s\u0131 kur\u015fun ve kur\u015fun tozlar\u0131, 14\u2018\u00fc nikel ve bile\u015fikleriyle ilgilidir. Meslek hastal\u0131\u011f\u0131 sonucu \u00f6l\u00fcm yaln\u0131zca 1\u2018dir! D\u00fcnyada i\u015f kazalar\u0131 oran\u0131 y\u00fczde 44, meslek hastal\u0131klar\u0131 oran\u0131 y\u00fczde 56 iken T\u00fcrkiye\u2018de i\u015f kazalar\u0131 oran\u0131n\u0131n y\u00fczde 99,48 meslek hastal\u0131klar\u0131n\u0131n binde 52 oran\u0131nda olmas\u0131 SGK istatistiklerinin sorunlu yap\u0131s\u0131na i\u015faret etmektedir.<\/p>\n<p>Kad\u0131nlar\u0131n en fazla i\u015f kazas\u0131 ya\u015fad\u0131klar\u0131 faaliyet gruplar\u0131, tekstil \u00fcr\u00fcnleri imalat\u0131 (1.140 kaza), g\u0131da \u00fcr\u00fcnleri imalat\u0131 (729 kaza), giyim e\u015fyalar\u0131 imalat\u0131 (369 kaza), ta\u015f\u0131ma i\u00e7in depolama ve destek faaliyeti (311 kaza), perakende ticaret (310 kaza) metalik olmayan \u00fcr\u00fcnler imalat\u0131 (249 kaza) ve yiyecek ve i\u00e7ecek hizmeti faaliyetleridir (283 kaza). Bu 7 faaliyet grubunda ya\u015fanan 3.391 i\u015f kazas\u0131, kad\u0131nlar\u0131n ge\u00e7irdi\u011fi toplam 5.781 i\u015f kazas\u0131n\u0131n y\u00fczde 57,75\u2018idir.
