Oda-\u00d6\u011frenci \u0130li\u015fkisi ve \u00d6\u011frenci \u00d6rg\u00fctl\u00fcl\u00fc\u011f\u00fc, \u00dcniversitelerde Neo-Liberal D\u00f6n\u00fc\u015f\u00fcm ve Piyasala\u015fma, \u00dcniversite-Sanayi-Toplum \u0130li\u015fkisi ve M\u00fchendislik E\u011fitimi, Kriz-\u0130stihdam-\u0130\u015fsizlik ve M\u00fchendislikte Kad\u0131n\u0131n Yeri alt ba\u015fl\u0131klar\u0131nda; Adana, Ankara, Bursa, Denizli, Diyarbak\u0131r, Edirne, Eski\u015fehir, \u0130stanbul, \u0130zmir, Kocaeli, Mersin ve Zonguldak \u015eubelerinde yap\u0131lan yerel kurultaylarda tart\u0131\u015f\u0131larak olu\u015fturulan g\u00f6r\u00fc\u015fler Ankara\u2019da yap\u0131lan Kurultay\u0131m\u0131zda ortakla\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>14\/15 Mart 2009 tarihlerinde 18 \u015fube, 45 \u00fcniversiteden 500 \u00f6\u011frenci \u00fcyenin kat\u0131l\u0131m\u0131yla \u201cM\u00fchendis: Toplumun \u00d6znesi mi? Sermayenin Nesnesi mi?\u201d ana temas\u0131 ile ger\u00e7ekle\u015ftirdi\u011fimiz \u00d6\u011frenci \u00dcye Kurultay\u0131 2009 sonu\u00e7 bildirgesini a\u015fa\u011f\u0131da kamuoyuna sunuyoruz.<\/p>\n<p>Kurultayda ortaya \u00e7\u0131kan fikirlerin \u00fclkenin \u00fcreten, sanayile\u015fen, demokratikle\u015fen, \u00f6zg\u00fcrle\u015fen ve hak\u00e7a b\u00f6l\u00fc\u015fen bir \u00fclke olma yolunda katk\u0131lar sunaca\u011f\u0131 inanc\u0131nday\u0131z.<\/p>\n<p>Yak\u0131n ge\u00e7mi\u015fe bakt\u0131\u011f\u0131m\u0131zda \u00fclkemizde uygulamaya konulan ve 12 Eyl\u00fcl askeri darbesiyle birlikte yayg\u0131nla\u015fan politikalar t\u00fcm toplumu ciddi bir bi\u00e7imde etkilemi\u015f, demokratik de\u011ferlerin, \u00fcretme, payla\u015fma ve dayan\u0131\u015fma duygular\u0131n\u0131n a\u015f\u0131nd\u0131\u011f\u0131 bir s\u00fcre\u00e7 ya\u015fanm\u0131\u015ft\u0131r. Bu durum \u00e7e\u015fitli toplumsal kesimleri bireyselle\u015ftirerek yaln\u0131zla\u015fmaya y\u00f6neltmi\u015f, \u00f6rg\u00fctlenme ve \u00f6rg\u00fctl\u00fc m\u00fccadele olgusunu da zay\u0131flatm\u0131\u015ft\u0131r.<\/p>\n<p>\u0130nsanlar d\u00fc\u015f\u00fcnmekten ve sorgulamaktan uzakla\u015ft\u0131r\u0131larak kal\u0131plara sokulup birbirinden yal\u0131t\u0131lmakta, vah\u015fi rekabet ortam\u0131 i\u00e7inde insanlara birbirlerinin omzuna basarak y\u00fckselmenin tek ge\u00e7erli yol oldu\u011fu \u00f6\u011fretilmektedir. Bu durum insanlar\u0131 toplumsal s\u0131n\u0131flar\u0131 g\u00f6remeyen bir bi\u00e7imde, apolitik ve \u00f6rg\u00fcts\u00fcz bir \u015fekilde sermayenin s\u00f6m\u00fcr\u00fcs\u00fcyle y\u00fcz y\u00fcze b\u0131rakmaktad\u0131r.<\/p>\n<p>Bunun sonucu olarak m\u00fchendislik mesle\u011fi de ciddi bir deformasyona u\u011framakta, bu ko\u015fullarda yeti\u015fen bireyci ve kariyerist gen\u00e7 m\u00fchendisler, ya\u015fad\u0131klar\u0131 topluma yabanc\u0131la\u015farak, toplumdan ve m\u00fchendisli\u011fin etik de\u011ferlerinden koparak elit bir s\u0131n\u0131f olu\u015fturma \u00e7abas\u0131 i\u00e7erisine girmektedirler.<\/p>\n<p>Ancak bu ya\u015fam\u0131n alternatifi m\u00fcmk\u00fcnd\u00fcr. \u00d6rg\u00fctlenmi\u015f bir toplum yap\u0131s\u0131 i\u00e7erisinde sorgulayan, d\u00fc\u015f\u00fcnen, d\u00fc\u015f\u00fcnd\u00fcklerini eyleme d\u00f6n\u00fc\u015ft\u00fcrebilen, birlikte \u00fcretebilen, bunlar\u0131n yan\u0131nda \u00f6zg\u00fcrl\u00fc\u011f\u00fc do\u011fru tan\u0131mlayan, toplumsal \u00f6zg\u00fcrle\u015fmeyi savunan bir gen\u00e7lik m\u00fcmk\u00fcnd\u00fcr. Bu gen\u00e7lik \u00f6zerk, demokratik, bilimsel bir \u00fcniversite e\u011fitiminin savunucusu ve ayn\u0131 zamanda ba\u015fka bir d\u00fcnya yakla\u015f\u0131m\u0131n\u0131n da ta\u015f\u0131y\u0131c\u0131s\u0131 olacakt\u0131r.<\/p>\n<p>\u00dcniversitelerde ya\u015fanan neo-liberal d\u00f6n\u00fc\u015f\u00fcm ve piyasala\u015fman\u0131n bir \u00fcst belirleyeni vard\u0131r. T\u00fcrkiye kapitalizminin 24 Ocak 1980 sonras\u0131 ya\u015fad\u0131\u011f\u0131 neo-liberal de\u011fi\u015fim, d\u00f6n\u00fc\u015f\u00fcm \u00fcniversiteleri de do\u011frudan etkilemi\u015ftir. 12 Eyl\u00fcl\u2019 \u00fcn kurumu Y\u00d6K eliyle \u00fcniversiteler bask\u0131 alt\u0131na al\u0131nm\u0131\u015f ve ticarile\u015ftirilmi\u015ftir. Emperyalist yap\u0131lanmalar\u0131n dayatmalar\u0131 ve T\u00dcS\u0130AD gibi yerli akt\u00f6rlerin kat\u0131l\u0131m\u0131yla olu\u015fturulan ekonomik programlara uygun bir bi\u00e7imde dizayn edilen \u00fcniversiteler ger\u00e7ek birer ticarethaneye \u00e7evrilmi\u015ftir. Art\u0131k har\u00e7lardan \u00fcniversite i\u00e7i temel hizmetlere, ula\u015f\u0131mdan bar\u0131nmaya t\u00fcm unsurlar ticarile\u015ftirilmi\u015f, piyasan\u0131n k\u00e2r amac\u0131na ve h\u0131rs\u0131na terk edilmi\u015f durumdad\u0131r.<\/p>\n<p>Di\u011fer yandan bug\u00fcne kadar \u00fcniversite-sanayi i\u015fbirli\u011fi \u00fczerine \u00f6nerilen modellerin b\u00fcy\u00fck bir k\u0131sm\u0131 meseleyi bir i\u015fbirli\u011fi olarak de\u011fil, toplumdan yal\u0131t\u0131lm\u0131\u015f \u00f6zel sermaye gelirlerinin b\u00fcy\u00fct\u00fclmesi ve \u00fcniversitelerin de bu anlay\u0131\u015fla ku\u015fat\u0131larak \u00f6zel sermayenin i\u015fg\u00fcc\u00fc deposu konumuna yakla\u015ft\u0131rm\u0131\u015ft\u0131r. T\u00dcS\u0130AD ve di\u011fer sermaye \u00f6rg\u00fctlerinin \u00fcniversiteye m\u00fcdahalesi hep bu y\u00f6nde olmu\u015f; \u201ctoplam kalite y\u00f6netimi, y\u00f6neti\u015fim\u201d v.b. modeller \u00fcniversiteye de s\u0131zm\u0131\u015ft\u0131r. Bu m\u00fcdahalelerle e\u011fitim ve \u00f6\u011fretim kurumlar\u0131nda \u00fcretilen bilgi, e\u011fitilmi\u015f insan g\u00fcc\u00fc ve niteli\u011fi, toplumsal gereksinimler do\u011frultusunda de\u011fil, sermayenin ihtiya\u00e7lar\u0131 do\u011frultusunda belirlendi\u011fi piyasac\u0131 anlay\u0131\u015f\u0131 egemen k\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>\u00dcniversitelerin her biriminde kademeli olarak hayata ge\u00e7irilen \u00f6zelle\u015ftirmeler, \u00fcniversitelerin bilimsel ara\u015ft\u0131rmalar i\u00e7in kullanmas\u0131 gereken t\u00fcm kaynaklar\u0131n\u0131n sermayenin hizmet ve g\u00fcd\u00fcm\u00fcne sokulma \u00e7abas\u0131 kapitalizm ko\u015fullar\u0131nda \u00fcniversiteye y\u00fcklenen misyonu bize g\u00f6stermektedir.<\/p>\n<p>Sermayenin \u00fcniversitelere y\u00fckledi\u011fi misyon kar\u015f\u0131s\u0131nda bizler; insan, bilim, teknik ve toplumsal gereksinimler odakl\u0131 bir e\u011fitim anlay\u0131\u015f\u0131na ve kamu yarar\u0131n\u0131 g\u00f6zeten bir kalk\u0131nma plan\u0131 gereksinimine sahip \u00e7\u0131kmaya devam edece\u011fiz. Sanayile\u015fmi\u015f ve demokratikle\u015fmi\u015f bir toplum yaratman\u0131n ana arterlerinden birisi olarak \u00fcniversite, Odam\u0131z\u0131n \u00f6ncelikli ili\u015fki i\u00e7erisinde oldu\u011fu bir odak ve disiplindir.<\/p>\n<p>G\u00fcn\u00fcm\u00fczde dalga dalga yay\u0131lan k\u00fcresel ekonomik kriz, \u00fclkemizdeki yap\u0131sal bunal\u0131m \u00f6geleriyle \u00e7ak\u0131\u015fm\u0131\u015ft\u0131r. Art\u0131k, her g\u00fcne sanayi \u00fcretimi, ithalat, ihracat, bor\u00e7, d\u00f6viz kuru ve yeni i\u015fsizlik haberleriyle uyan\u0131yoruz. Kapitalizmin sadece k\u00e2r etme h\u0131rs\u0131na odaklanan toplumsal yap\u0131s\u0131n\u0131n bug\u00fcn nas\u0131l itibar kaybetti\u011fini hep birlikte g\u00f6r\u00fcyoruz.<\/p>\n<p>Ya\u015fad\u0131\u011f\u0131m\u0131z kriz ger\u00e7ekten bizi te\u011fet ge\u00e7memekte, T\u00fcrkiye ekonomisi her ge\u00e7en g\u00fcn daha da dibe vurmaktad\u0131r. Her \u015feyden \u00f6nce bilmeliyiz ki, bu bunal\u0131m, kapitalizme \u00f6zg\u00fc yap\u0131sal sorun ve d\u00f6ng\u00fcler ile \u00f6zellikle so\u011fuk sava\u015f sonras\u0131nda \u015f\u0131mar\u0131k bir hevesle s\u00fcrd\u00fcr\u00fclen \u201ctam serbestle\u015fme\/liberalizasyon\u201d politikalar\u0131n\u0131n a\u00e7\u0131k bir sonucudur. Serbestle\u015ftirmeyle birlikte finansal sermayenin k\u0131sa d\u00f6nemli, spek\u00fclatif nitelikli kararlar\u0131n\u0131n sanayile\u015fme hedeflerinin \u00f6n\u00fcne ge\u00e7ti\u011fi bir lale devri ya\u015fanm\u0131\u015ft\u0131r. T\u00fcrkiye\u2019de b\u00fct\u00fcn iktidarlar ve en son AKP iktidar\u0131, \u00fcretim, yat\u0131r\u0131m, planlama ve sanayile\u015fmeyi d\u0131\u015flayan sanal para hareketlili\u011fi, piyasaya s\u00fcrekli s\u0131cak para giri\u015fini sa\u011flama yoluyla d\u0131\u015f bor\u00e7lanman\u0131n \u00f6nde gelen akt\u00f6rleri olmu\u015flard\u0131r. \u015eimdi esas olarak bu d\u00f6nemin sona yakla\u015ft\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz.<\/p>\n<p>Krizin b\u00fcy\u00fcmesi ile talep ve \u00fcretimdeki daralma sanayideki m\u00fchendisleri yo\u011fun olarak etkilemekte ve \u015fimdiden y\u00fczde 5\u2019e yak\u0131n bir istihdam daralmas\u0131 yani i\u015ften \u00e7\u0131karma s\u00f6z konusudur. Ocak 2009\u2019da sanayide i\u015fsizlik oran\u0131 y\u00fczde 19,3\u2019e ula\u015fm\u0131\u015ft\u0131r. \u00dclke genelinde resmi rakamlara g\u00f6re 3 milyon ki\u015fi i\u015fsizdir. Eksik istihdam, i\u015f aramaktan vazge\u00e7enler ve mevsimlik i\u015fsizlik kategorileri de kat\u0131ld\u0131\u011f\u0131nda bu say\u0131 6,5 milyona ula\u015fmaktad\u0131r. \u00c7al\u0131\u015fabilecek her d\u00f6rt insandan biri i\u015fsizdir.<\/p>\n<p>\u00dclkemizde ve d\u00fcnyada 21. y\u00fczy\u0131lla beraber bir\u00e7ok teknik geli\u015fme kendisini i\u015f sahas\u0131nda g\u00f6sterirken ge\u00e7en zamana ra\u011fmen hala bir ilerleme kaydedilmeyen cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131 kamu ve \u00f6zel sekt\u00f6rde kendini hissettirmektedir. Cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131n\u0131n sonu\u00e7lar\u0131ndan biri, \u00e7al\u0131\u015fan kad\u0131nlar\u0131n ayn\u0131 i\u015fi yapt\u0131klar\u0131 halde erkeklerden daha az kazan\u0131yor olmalar\u0131d\u0131r.<\/p>\n<p>\u201cM\u00fchendislik\u201d denince akla ilk gelen \u201cerkek mesle\u011fi\u201d tan\u0131mlamas\u0131 ve erkeklere yak\u0131\u015ft\u0131r\u0131lmas\u0131, di\u011fer \u00e7al\u0131\u015fma alanlar\u0131nda oldu\u011fu gibi m\u00fchendislikte de kad\u0131nlar\u0131 geri plana itmi\u015ftir. D\u00fcnya n\u00fcfusunun yar\u0131s\u0131n\u0131 olu\u015fturan kad\u0131nlar\u0131n i\u015f saatlerinin % 66\u2019s\u0131n\u0131 doldurduklar\u0131n\u0131, buna kar\u015f\u0131l\u0131k toplam gelirin % 10\u2019una, \u00f6zel m\u00fclklerin ise ancak % 1\u2019ine sahip olduklar\u0131 bir ger\u00e7ektir.<\/p>\n<p>Bir di\u011feri ise evdeki cinsiyete dayal\u0131 i\u015f b\u00f6l\u00fcm\u00fcn\u00fcn i\u015f ya\u015fam\u0131nda da devam ederek; \u201ckad\u0131n i\u015fi\u201d \u201cerkek i\u015fi\u201d ayr\u0131m\u0131n\u0131 olu\u015fturmas\u0131d\u0131r. Bunun sonucunda sayg\u0131nl\u0131\u011f\u0131, beceri gereksinimi ve \u00fccreti y\u00fcksek i\u015fler \u201cerkek i\u015fi\u201d olarak tan\u0131mlan\u0131rken; daha az beceri gerektiren, d\u00fc\u015f\u00fck \u00fccret verilen i\u015fler de \u201ckad\u0131n i\u015fi\u201d olarak tan\u0131mlanmaktad\u0131r. Ayr\u0131ca \u00fclkemizde i\u015fverenler kad\u0131nlar\u0131 tercih etmemektedir.<\/p>\n<p>Mesle\u011fin icras\u0131nda i\u015fverenler taraf\u0131ndan gerekli oldu\u011fu varsay\u0131lan niteliklerin (tarafs\u0131zl\u0131k, mant\u0131ksall\u0131k, rekabet\u00e7ilik) sadece erkeklere y\u00f6nelik nitelikler oldu\u011fu y\u00f6n\u00fcndeki \u00f6nyarg\u0131lar nedeniyle, kad\u0131n m\u00fchendisler erkek meslekta\u015flar\u0131ndan daha az tercih edilmektedir. \u00d6\u011frencilik hayat\u0131nda \u00e7ok ba\u015far\u0131l\u0131 olan kad\u0131n m\u00fchendislerin i\u015f ya\u015fam\u0131nda tercih edilmemeleri \u00f6nyarg\u0131 ve cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131d\u0131r. \u00d6rne\u011fin: \u201caskerli\u011fini yapm\u0131\u015f m\u00fchendisler aranmaktad\u0131r\u201d tarz\u0131 ilanlara \u00e7ok fazla rastlamaktad\u0131r.<\/p>\n<p>TMMOB\u2019nin temel de\u011ferlerinden birisi de kad\u0131n erkek e\u015fitli\u011fidir. Buna y\u00f6nelik politikalar art\u0131r\u0131larak devam edilmelidir.<\/p>\n<p>T\u00fcm bu nedenlerden dolay\u0131 \u00d6\u011frenci \u00fcye stat\u00fcs\u00fcyle Odam\u0131za \u00fcye olunmas\u0131, biz gen\u00e7ler i\u00e7in \u00f6nemli bir olanak olarak g\u00f6r\u00fclmektedir, bu \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcn daha da geli\u015ftirilmesi i\u00e7in \u015eubelerde ve \u00fcniversitelerde daha fazla mesleki, sosyal, k\u00fclt\u00fcrel ve \u00f6rg\u00fct\u00e7\u00fc bir motivasyonun benimsenmesi ve d\u00fczenli bi\u00e7imde \u00d6\u011frenci Komisyonlar\u0131n\u0131n faaliyetlerinin devam etmesini \u00f6nemsiyoruz.<\/p>\n<p>Bu anlay\u0131\u015f ve tespitlerle biz Makina M\u00fchendisleri Odas\u0131 \u00f6\u011frenci \u00fcyeleri olarak \u015fu taleplerimizi kamuoyuna duyuruyoruz.<\/p>\n<p><strong>Taleplerimiz<\/strong><\/p>\n<p>\u00a0\u00a0\u00a0 * K\u00fcreselle\u015fme ve sermaye isteklerine g\u00f6re \u00fcniversitelerin yap\u0131land\u0131r\u0131lmas\u0131 uygulamalar\u0131ndan vazge\u00e7ilmelidir.<br \/>\u00a0\u00a0\u00a0 * Bask\u0131c\u0131 yakla\u015f\u0131mlara son verilmeli, d\u00fc\u015f\u00fcnce \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fc k\u0131s\u0131tlayan, toplumu tek tiple\u015ftiren ve d\u0131\u015flayan 301. madde vb. d\u00fczenlemeler kald\u0131r\u0131lmal\u0131, ayd\u0131n k\u0131y\u0131m\u0131n\u0131n derhal \u00f6n\u00fcne ge\u00e7ilmeli, sorumlular yarg\u0131lanmal\u0131d\u0131r. Y\u00fckselen milliyet\u00e7ilik ve lin\u00e7 k\u00fclt\u00fcr\u00fc reddedilmeli, farkl\u0131 g\u00f6r\u00fc\u015f ve halklar\u0131n bir arada ya\u015fama hakk\u0131 g\u00fcvence alt\u0131na al\u0131nmal\u0131d\u0131r.<br \/>\u00a0\u00a0\u00a0 * Ba\u015fta e\u011fitim sistemi olmak \u00fczere toplumu muhafazak\u00e2rla\u015ft\u0131rmaya y\u00f6nelik t\u00fcm gerici uygulamalara son verilmelidir.<br \/>\u00a0\u00a0\u00a0 * Planlamac\u0131 bir anlay\u0131\u015fla, toplumsal gereksinimleri, \u00fcretimi, istihdam\u0131 ve ya\u015fam boyu e\u011fitimi, \u00fclkenin bilim ve teknoloji yeterlili\u011finin g\u00fc\u00e7lendirilmesini temel alan e\u011fitim politikalar\u0131 ya\u015fama ge\u00e7irilmelidir.<br \/>\u00a0\u00a0\u00a0 * K\u00fcrt sorunun \u00e7\u00f6z\u00fcm\u00fc i\u00e7in demokratik y\u00f6ntemler benimsenmeli, sava\u015fa, silahlanmaya ayr\u0131lan b\u00fct\u00e7e e\u011fitime, bilime ve tekni\u011fe ayr\u0131lmal\u0131 ve anadilde e\u011fitim olmal\u0131d\u0131r.<br \/>\u00a0\u00a0\u00a0 * E\u011fitim her kademede e\u015fit ve paras\u0131z olmal\u0131d\u0131r. Genel b\u00fct\u00e7eden e\u011fitime aktar\u0131lan pay yeterli seviyeye getirilmeli ve \u00fcniversite b\u00fct\u00e7elerinde bilimsel ara\u015ft\u0131rmalara ayr\u0131lan pay art\u0131r\u0131lmal\u0131d\u0131r. Bu \u00e7er\u00e7evede herkese paras\u0131z, nitelikli bir e\u011fitim hakk\u0131n\u0131 savunuyor, e\u011fitimdeki e\u015fitsizli\u011fi ve sermaye kesiminin daha \u00e7ok k\u00e2r etmesine dayal\u0131 bir m\u00fchendislik anlay\u0131\u015f\u0131n\u0131 reddediyor, \u00fcniversitelerin sadece bilim \u00fcreten mekanlar olmas\u0131, yeti\u015fen m\u00fchendislerin sadece \u00e7al\u0131\u015fma hayat\u0131nda de\u011fil toplumsal ya\u015famda da faydal\u0131 ve verimli olmalar\u0131 i\u00e7in sa\u011fl\u0131kl\u0131 bir \u00fcniversite-sanayi-toplum ili\u015fkisinin kurulmas\u0131n\u0131 istiyoruz. Erke\u011fin, toplum hayat\u0131nda kad\u0131n\u0131n \u00fczerindeki egemenlik ve bask\u0131s\u0131n\u0131n kald\u0131r\u0131lmas\u0131n\u0131n ancak e\u015fitlik\u00e7i ve \u00f6zg\u00fcrl\u00fck\u00e7\u00fc bir toplum tahayy\u00fcl\u00fc i\u00e7erisinde bi\u00e7imlenebilece\u011fini biliyor, her alanda bunun m\u00fccadelesini verece\u011fimizi duyuruyoruz.
