Vakf\u0131n en \u00fcst y\u00f6neticisi hepimizin yak\u0131ndan tan\u0131d\u0131\u011f\u0131 bir isim: ihsan Do\u011framac\u0131 Hoca Hazretleri. Bili\u015fim Konusu o zamanlar yeni olmas\u0131na ra\u011fmen S\u0130SAG&#8217;da bu konuda birikim ve personel var. 1975 y\u0131l\u0131 son aylar\u0131ndan itibaren 170 S\u0130SAG \u00e7al\u0131\u015fan\u0131 m\u00fchendis D\u0130SK&#8217;e ba\u011fl\u0131 Sosyal-i\u015f Sendikas\u0131&#8217;nda \u00f6rg\u00fctlenir ve sendikal \u00f6rg\u00fctlenme ortaya \u00e7\u0131k\u0131nca, i\u015fveren 9 i\u015f\u00e7inin i\u015fine son verir. S\u00fcre\u00e7 i\u00e7inde 3 i\u015f\u00e7i daha i\u015ften \u00e7\u0131kar\u0131l\u0131p ve 4 i\u015f\u00e7i de bask\u0131 ile istifa ettirilince beyaz yakal\u0131lar\u0131n ilk grevinin ko\u015fullar\u0131 haz\u0131rlanm\u0131\u015f olur. Ve 115 g\u00fcn s\u00fcren zorlu bir grev s\u00fcrecinin ard\u0131ndan S\u0130SAG \u00e7al\u0131\u015fanlar\u0131 zaferle ta\u00e7land\u0131r\u0131rlar grevlerini.<\/p>\n<p><strong>Kim bu beyaz yakal\u0131lar?<\/strong><\/p>\n<p>Geleneksel i\u015fg\u00fcc\u00fc kategorizasyonudur; Sanayi proleteryas\u0131na &#8216;mavi yakal\u0131lar&#8217; denir. Daha \u00e7ok hizmet sekt\u00f6r\u00fcnde \u00e7al\u0131\u015fan iyi e\u011fitimli, mavi yakal\u0131lara nazaran iyi para kazanan, h\u00e2lihaz\u0131rda y\u00f6neticilik yapan yahut y\u00f6netici aday\u0131&#8217; konumunda bulunan b\u00fcro \u00e7al\u0131\u015fanlar\u0131ysa &#8216;beyaz yakal\u0131&#8217; diye adland\u0131r\u0131l\u0131r.<\/p>\n<p>Medya, bankac\u0131l\u0131k, sigorta, bili\u015fim ve benzeri sekt\u00f6rlerde \u00e7al\u0131\u015fan, \u00fcniversite mezunu, \u00e7o\u011funlu\u011fu en az bir yabanc\u0131 dil bilen ve esnek \u00e7al\u0131\u015fma ko\u015fullar\u0131na sahip bu kitle, &#8220;yeni orta s\u0131n\u0131f&#8221; olarak tan\u0131mlan\u0131yor ve hizmetler sekt\u00f6r\u00fcn\u00fcn en \u00f6nemli bile\u015fenlerinden birisini olu\u015fturuyor. 20.y\u00fczy\u0131lla birlikte, hem d\u00fcnyada hem de T\u00fcrkiye&#8217;de geleneksel i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n niceliksel ve niteliksel bir \u00f6nem kayb\u0131na u\u011frad\u0131\u011f\u0131, hizmet sekt\u00f6r\u00fcn\u00fcn ekonomideki pay\u0131n\u0131n sanayi sekt\u00f6r\u00fcn\u00fcn \u00f6n\u00fcne ge\u00e7meye ba\u015flad\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcr. \u00dcretim s\u00fcrecinde, kafa eme\u011fi kol eme\u011fine a\u011f\u0131r basan \u00fccretlilere verilen genel bir tan\u0131mlama olarak beyaz yakal\u0131lar, bedensel emekleri a\u011f\u0131r basan geleneksel mavi yakal\u0131 i\u015f\u00e7ilerden ay\u0131rmak i\u00e7in kullan\u0131lan terimdir. Sanayile\u015fmenin ilk d\u00f6nemlerinde i\u015fverenlerce y\u00fcr\u00fct\u00fclen i\u015flerin bir b\u00f6l\u00fcm\u00fcn\u00fc \u00fcstlenmeleri, daha ayr\u0131cal\u0131kl\u0131 \u00fccret almalar\u0131 ve g\u00f6rece homojen bir yap\u0131 olu\u015fturmalar\u0131 nedeniyle kimilerince i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n d\u0131\u015f\u0131nda say\u0131lan bu kesimin, \u00fcretimin \u00e7e\u015fitlenmesi, teknolojinin geli\u015fmesi, hizmetler sekt\u00f6r\u00fcn\u00fcn \u00f6nem kazanmas\u0131, e\u011fitim paylar\u0131 h\u0131zla artm\u0131\u015ft\u0131r. Nihayet 2006&#8217;da, ILO &#8216;ya g\u00f6re hizmet sekt\u00f6r\u00fcn\u00fcn k\u00fcresel istihdamdaki pay\u0131 y\u00fczde 40&#8217;a \u00e7\u0131karak, pay\u0131 y\u00fczde 39&#8217;un alt\u0131nda bulunan tar\u0131m\u0131 tarihte ilk kez geride b\u0131rakm\u0131\u015ft\u0131r. S\u00f6z konusu pay, baz\u0131 geli\u015fmi\u015f \u00fclkelerde ise y\u00fczde 72&#8217;nin \u00fczerindedir.<\/p>\n<p>T\u00fcrkiye&#8217;de de 1970&#8217;lerde toplam istihdam\u0131n y\u00fczde 50&#8217;sinden fazlas\u0131 tar\u0131m sekt\u00f6r\u00fcnde yer al\u0131rken, bu oran tar\u0131m sekt\u00f6r\u00fcndeki h\u0131zl\u0131 daralma ile 2008&#8217;in Aral\u0131k ay\u0131nda 24,7&#8217;ye gerilemi\u015ftir. Bunun yan\u0131 s\u0131ra, toplam istihdam\u0131n y\u00fczde 19,7&#8217;sinin sanayide, y\u00fczde 5,4&#8217;\u00fcn\u00fcn in\u015faat sekt\u00f6r\u00fcnde, y\u00fczde 50,2&#8217;sinin de hizmetler sekt\u00f6r\u00fcnde oldu\u011fu g\u00f6r\u00fclmektedir.<\/p>\n<p>Hizmet i\u015fi, genellikle kullan\u0131m de\u011feri yaratan eme\u011fe dayanan ve daha \u00e7ok \u00fcretken olmayan emek t\u00fcrlerini i\u00e7ine alan bir sekt\u00f6rd\u00fcr. Bu \u00f6zelli\u011finden \u00f6t\u00fcr\u00fc baz\u0131 yazarlar taraf\u0131ndan ayr\u0131 bir s\u0131n\u0131fsal konum temelinde de\u011ferlendirilmekte ve sonu\u00e7ta beyaz yakal\u0131lar i\u015f\u00e7i s\u0131n\u0131f\u0131 kapsam\u0131 d\u0131\u015f\u0131nda tutulmaktad\u0131r. Oysa, eme\u011fin kullan\u0131m de\u011feri yarat\u0131yor olmas\u0131ndan \u00e7ok toplumsal i\u015fb\u00f6l\u00fcm\u00fc i\u00e7indeki yerinin \u00f6nemli oldu\u011fu unutulmamal\u0131d\u0131r. Yani, eme\u011fin somut bi\u00e7iminden \u00e7ok sosyal konumu \u00f6nemli olup, eme\u011fin \u00fcretken<\/p>\n<p>kapitalizmin yaratt\u0131\u011f\u0131 yapay bir b\u00f6l\u00fcnmeden ibarettir. Bu nedenle, hizmet eme\u011fini ayr\u0131 bir emek t\u00fcr\u00fc olarak g\u00f6rmek kuramsal a\u00e7\u0131dan olanakl\u0131 de\u011fildir. Hizmet \u00fcretiminin, emek etkinli\u011finin bir t\u00fcr\u00fc\/bir boyutu oldu\u011fu, dolay\u0131s\u0131yla hizmet i\u015f\u00e7isinin s\u0131n\u0131f i\u00e7i bir sekt\u00f6r\u00fc temsil etti\u011fi ger\u00e7e\u011fi g\u00f6z \u00f6n\u00fcnde bulunduruldu\u011funda, her iki \u00fcretim aras\u0131ndaki fark, yaln\u0131zca \u00fcr\u00fcn\u00fcn madde olarak de\u011fil, hizmet bi\u00e7iminde ger\u00e7ekle\u015fmesinden \u00f6teye gitmemektedir.<\/p>\n<p>Buna kar\u015f\u0131l\u0131k, s\u0131n\u0131fsal temelden bak\u0131ld\u0131\u011f\u0131nda, hizmet sekt\u00f6r\u00fcnde \u00e7al\u0131\u015fanlar\u0131n b\u00fcnyelerinde kimi olumsuz unsurlar bar\u0131nd\u0131rd\u0131klar\u0131 g\u00f6r\u00fclebilir. Hizmet \u00fcretiminde s\u00f6m\u00fcr\u00fc olgusu a\u00e7\u0131k\u00e7a ve do\u011frudan g\u00f6zlenemedi\u011fi gibi, b\u00fcrokratik \u00e7al\u0131\u015fmadan ya da m\u00fc\u015fteri ile y\u00fcz y\u00fcze ili\u015fki i\u00e7inde bulunmaktan kaynaklanan kimi zaaflar \u00e7al\u0131\u015fanlara damgas\u0131n\u0131 vurmaktad\u0131r. Hizmet \u00fcretirken do\u011frudan de\u011fi\u015fim de\u011feri yerine kullan\u0131m de\u011ferinin yarat\u0131l\u0131yor olmas\u0131 ve &#8220;ayr\u0131cal\u0131kl\u0131 bilgiye&#8221; sahip bulunulmas\u0131, \u00f6zellikle s\u0131n\u0131f bilincinin geli\u015fmesi a\u00e7\u0131s\u0131ndan elveri\u015fsiz bir ortam yaratmaktad\u0131r. Beyaz yakal\u0131lar\u0131n daha \u00e7ok orta s\u0131n\u0131f de\u011ferlerine y\u00f6neldikleri ve s\u0131n\u0131f atlama \u00f6zlemlerinin pe\u015finde sistemin hegemonyas\u0131n\u0131n ta\u015f\u0131y\u0131c\u0131l\u0131\u011f\u0131na hizmet ettikleri bilinen bir ger\u00e7ektir. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n a\u011f\u0131r sald\u0131r\u0131 alt\u0131nda bulundu\u011fu d\u00f6nemlerde s\u0131n\u0131fa \u00f6nc\u00fcl\u00fck edecek kadar militan bir y\u00fckseli\u015f i\u00e7inde bulunduklar\u0131 anlar olsa bile, ekonomik konjonkt\u00fcr\u00fcn d\u00fczelmesiyle uzla\u015fmac\u0131 ve stat\u00fckocu tutumlar\u0131na geri d\u00f6nd\u00fckleri tarihin g\u00f6zlerinden ka\u00e7mamaktad\u0131r.<\/p>\n<p>Beyaz yakal\u0131lara g\u00fc\u00e7l\u00fc ve ayr\u0131cal\u0131kl\u0131 olduklar\u0131n\u0131 s\u00fcrekli duyumsayacak \u015fekilde ya\u015famak \u00f6\u011fretilmi\u015f ve onlar da bu g\u00fcc\u00fc \u00e7al\u0131\u015ft\u0131klar\u0131 i\u015fyeri ile i\u015fyerinin ba\u011fl\u0131 oldu\u011fu sermaye grubuyla \u00f6zde\u015fle\u015fmede bulmu\u015flard\u0131r genellikle. \u0130\u015fverene ve i\u015fyerine duyulan aidiyet duygusu o denli g\u00fc\u00e7l\u00fcd\u00fcr ki, i\u015fyeri, yapt\u0131klar\u0131 i\u015f fark\u0131nda olarak ya da olmayarak ya\u015famlar\u0131n\u0131n merkezine oturur. Genellikle, kendilerini delicesine bir \u00e7al\u0131\u015fma temposuna teslim ederek i\u00e7ten i\u00e7e kendilerini i\u015f i\u00e7in vazge\u00e7ilmez olarak g\u00f6rmeye ba\u015flarlar ve bu &#8220;inanca&#8221; i\u015f g\u00fcvencesi olarak sar\u0131l\u0131rlar.<\/p>\n<p>Beyaz yakal\u0131lar\u0131n \u00e7o\u011fu, i\u00e7inden yeti\u015fip geldi\u011fi \u00f6zel okul, kolej, dershane, iyi bir \u00fcniversite, kariyer g\u00fcnleri, yabanc\u0131 dilleri, formatla\u015fm\u0131\u015f ve kendilerini t\u00fcm\u00fcyle \u00f6zde\u015fle\u015ftirdikleri \u00f6zge\u00e7mi\u015fleri, \u00e7okuluslu \u015firket ayr\u0131cal\u0131klar\u0131 g\u00fczerg\u00e2h\u0131nda bireyci bir anlay\u0131\u015fa sahip ne yaz\u0131k ki. \u00d6rg\u00fct deyince umac\u0131 g\u00f6rm\u00fc\u015f gibi irkilen, sendika deyince burun k\u0131v\u0131r\u0131p kendisine yak\u0131\u015ft\u0131ramayan ve soyu t\u00fckenmi\u015f bir kurum olarak g\u00f6ren tav\u0131rlar\u0131na s\u0131kl\u0131kla rastlan\u0131r. \u00c7o\u011funa g\u00f6re d\u00fcnyan\u0131n kural\u0131 dayan\u0131\u015fma de\u011fil rekabettir ve onlar b\u00fct\u00fcn oyunlar\u0131n kurallar\u0131n\u0131 bildiklerini d\u00fc\u015f\u00fcn\u00fcrler.<\/p>\n<p><strong>Sistemin \u0130haneti!<\/strong><\/p>\n<p>Neoliberalizmin d\u00fcnya \u00e7ap\u0131nda uygulamaya ge\u00e7irdi\u011fi politikalar ve yol a\u00e7t\u0131\u011f\u0131 ekonomik krizler s\u00fcrecinde, t\u00fcm emek\u00e7i katmanlar ve tabii beyaz yakal\u0131lar i\u015fsizli\u011fe ve sefalete mahkum olmaktan kurtulam\u0131yorlar. Beyaz yakal\u0131lar, y\u0131llarca dost bildikleri kapitalizmin &#8220;ihanetine&#8221; u\u011fruyor ve bankac\u0131lardan mimarlara, asistanlardan m\u00fchendislere kadar bir\u00e7ok meslek grubundan insan, sistemin ayr\u0131nt\u0131lar\u0131na hakim bu geni\u015f kesim, bug\u00fcn \u00e7ok iyi tan\u0131d\u0131\u011f\u0131 kapitalizmden yedi\u011fi tokad\u0131n \u015fa\u015fk\u0131nl\u0131\u011f\u0131n\u0131 ya\u015f\u0131yor. Beyaz yakal\u0131lar\u0131n sand\u0131\u011f\u0131n\u0131n aksine, onlar\u0131n hi\u00e7 de sistemin vazge\u00e7ilmez unsurlar\u0131 olmad\u0131\u011f\u0131, durgunluk ve kriz s\u00fcre\u00e7leriyle beraber ortaya \u00e7\u0131km\u0131\u015f bulunuyor. \u00d6rg\u00fcts\u00fczl\u00fckleri, onlar\u0131 d\u00fc\u015f\u00fck \u00fccretlere, haklar\u0131n\u0131n budanmas\u0131na ve i\u015ften at\u0131lmalar\u0131na neden olan sistem kar\u015f\u0131s\u0131nda daha da savunmas\u0131z k\u0131l\u0131yor.<\/p>\n<p>Prometheus Dan\u0131\u015fmanl\u0131k Genel M\u00fcd\u00fcr\u00fc Y\u00fccel At\u0131\u015f, yapt\u0131klar\u0131 bir ara\u015ft\u0131rmaya g\u00f6re, beyaz yakal\u0131lar aras\u0131nda i\u015fsizlik art\u0131\u015f\u0131n\u0131n \u015fef, m\u00fcd\u00fcr yard\u0131mc\u0131s\u0131 ve m\u00fcd\u00fcr konumundaki &#8220;orta d\u00fczeyde&#8221; 2006&#8217;da y\u00fczde 22&#8217;den 2007&#8217;de y\u00fczde 35&#8217;e, genel m\u00fcd\u00fcr yard\u0131mc\u0131s\u0131, direkt\u00f6r, genel m\u00fcd\u00fcr konumundaki &#8220;\u00fcst d\u00fczeyde&#8221; 2006&#8217;da y\u00fczde 13&#8217;den 2007&#8217;de y\u00fczde 21&#8217;e y\u00fckseldi\u011fini belirtiyor.<\/p>\n<p>\u0130lkokulla ba\u015flayan e\u011fitim s\u00fcre\u00e7lerinde y\u00fczlerce s\u0131navdan ge\u00e7ip, okul s\u0131ralar\u0131nda dirsek \u00e7\u00fcr\u00fcten, ailelerinin mutfa\u011f\u0131ndan, pazar\u0131ndan k\u0131st\u0131\u011f\u0131 paralar har\u00e7l\u0131klar\u0131 olan, baz\u0131lar\u0131 lisans e\u011fitimiyle yetinmeyip ald\u0131klar\u0131 e\u011fitimin \u00fczerine master\/doktora yapan, yurt d\u0131\u015f\u0131nda en iyi okullarda okuyan bu insanlar i\u00e7in sonu\u00e7 ger\u00e7ekten ac\u0131: T\u00fcm bu yetenek ve vas\u0131flar\u0131na ra\u011fmen &#8220;i\u015fsizler&#8221; !<\/p>\n<p>Sonu\u00e7ta, evin \u015f\u0131mar\u0131k \u00e7ocu\u011fu olarak kas\u0131m kas\u0131m kas\u0131l\u0131rken evden kovulmu\u015f \u00e7ocuklara d\u00f6n\u00fc\u015fmekte beyaz yakal\u0131lar. Ge\u00e7ti\u011fimiz y\u0131l\u0131n ortalar\u0131ndan itibaren \u00f6nemli bir g\u00fcndem maddesi olarak a\u00e7\u0131\u011fa \u00e7\u0131kan IBM T\u00fcrk&#8217;deki bili\u015fim \u00e7al\u0131\u015fanlar\u0131n\u0131n m\u00fccadelesi hat\u0131rlanmas\u0131 gereken ilk \u00e7arp\u0131c\u0131 \u00f6rnek.
