Bunlar\u0131n ba\u015f\u0131nda da ekolojik sisteme verdi\u011fi hasar geliyor.\u00a0<\/strong><\/p>\n<p><strong>E\u011fer hava ula\u015f\u0131m\u0131 sekt\u00f6r\u00fcn\u00fcn d\u00fcnya genelinde tamam\u0131n\u0131 bir \u00fclkeymi\u015f gibi farzedip, atmosfere en fazla karbondioksit salanlar listesine d\u00e2hil edersek, 2009 y\u0131l\u0131n\u0131n rakamlar\u0131na g\u00f6re 7\u2019nci s\u0131rada gelmekte (International Energy Agency, 2011). Karbondioksit sal\u0131m\u0131 d\u0131\u015f\u0131ndaki di\u011fer etkileri de hesaba kat\u0131ld\u0131\u011f\u0131nda, iklim de\u011fi\u015fikli\u011finin nedenlerinin %3\u2019\u00fc havac\u0131l\u0131k sekt\u00f6r\u00fcnden kaynaklan\u0131yor.<\/strong><\/p>\n<p><strong>O zaman ne olacak, havayolu hi\u00e7 kullan\u0131lmas\u0131n m\u0131? Hay\u0131r, kullan\u0131ls\u0131n.<\/strong><\/p>\n<p><strong>Ancak hem k\u00fcresel piyasan\u0131n vazge\u00e7ilmez bir altyap\u0131s\u0131, hem de kendi i\u00e7inde s\u00fcrekli geni\u015fleyen bir pazar olarak g\u00f6r\u00fcld\u00fc\u011f\u00fc s\u00fcrece, bu i\u015f s\u00fcrd\u00fcr\u00fclebilir olmaktan \u00e7\u0131kacak.<\/strong><\/p>\n<p><strong>Bu y\u00fczden enerjinin verimli kullan\u0131m\u0131ndan, u\u00e7u\u015f say\u0131s\u0131n\u0131n ihtiya\u00e7lara g\u00f6re belirlenmesine\/s\u0131n\u0131rland\u0131r\u0131lmas\u0131na kadar ince hesap gerektirecek bir meseleyi d\u00fc\u015f\u00fcnmek gerek.<\/strong><\/p>\n<p><strong>\u00d6te yandan, havayolu ula\u015f\u0131m\u0131n\u0131n s\u00fcrekli geni\u015flemesi, k\u00fcresel boyutta oldu\u011fu kadar yerelde de bir\u00e7ok sorunu berberinde getirmekte.<\/strong><\/p>\n<p><strong>Yaz\u0131n\u0131n as\u0131l konusu olan \u0130stanbul\u2019daki \u00fc\u00e7\u00fcnc\u00fc havaalan\u0131 projesi bu yerel sorunlar\u0131 g\u00f6rmek i\u00e7in \u00e7ok iyi bir \u00f6rnek.<\/strong><\/p>\n<p><strong>***<\/strong><\/p>\n<p><strong>\u0130stanbul\u2019u ve civar\u0131ndaki b\u00f6lgeleri bitirecek\u00a0\u2018\u00e7\u0131lg\u0131n projeler\u2019 \u00fc\u00e7lemesinin ikinci aya\u011f\u0131\u00a0olan\u00a0\u00fc\u00e7\u00fcnc\u00fc havaalan\u0131 in\u015faat\u0131\u00a07 Haziran g\u00fcn\u00fc yap\u0131lacak temel atma t\u00f6reniyle resmen ba\u015flat\u0131lacak. Yer, \u0130stanbul\u2019un kuzeyi. \u00dc\u00e7lemenin di\u011fer iki aya\u011f\u0131 \u20133. K\u00f6pr\u00fc ve Kanal\u0130stanbul- ile birle\u015fti\u011finde kuzeydeki ormanlar\u0131 ve dolay\u0131s\u0131yla \u0130stanbul\u2019u (ve hatta t\u00fcm Trakya\u2019y\u0131) y\u0131k\u0131c\u0131 bir ekolojik krizle kar\u015f\u0131 kar\u015f\u0131ya b\u0131rakacak.<\/strong><\/p>\n<p><strong>Bu duruma eylemleri ve raporlar\u0131yla\u00a0Kuzey Ormanlar\u0131 Savunmas\u0131 (KOS)\u00a0hareketi uzun zamand\u0131r dikkat \u00e7ekmekte.\u00a0KOS\u2019un resmi \u00c7ED raporundan derledi\u011fi bilgiler \u0131\u015f\u0131\u011f\u0131nda projeye ku\u015f bak\u0131\u015f\u0131 bir g\u00f6z atarsak:<\/strong><\/p>\n<p><strong>Havaalan\u0131n\u0131n yap\u0131ld\u0131\u011f\u0131 yer \u0130stanbul\u2019un\u00a0en \u00f6nemli sulak alan\u0131\u00a0ve \u00e7e\u015fitli uluslararas\u0131 anla\u015fmalar kapsam\u0131nda burada yap\u0131la\u015fma yasak;<\/strong><\/p>\n<p>\u0130stanbul\u2019un su ihtiyac\u0131n\u0131n b\u00fcy\u00fck b\u00f6l\u00fcm\u00fcn\u00fcn kar\u015f\u0131layan<strong>Terkos<\/strong>,\u00a0<strong>Sazl\u0131dere<\/strong>\u00a0ve\u00a0<strong>Alibeyk\u00f6y<\/strong>\u00a0g\u00f6lleri\u00a0<strong>i\u00e7me suyu havzalar\u0131<\/strong>burada bulunmakta;<\/p>\n<p>Proje alan\u0131n\u0131n<strong>\u00a0%72<\/strong>\u2019si (toplam 6172 ha)\u00a0<strong>ormanlarla, %6\u2019s\u0131 fundal\u0131k, mera ve tar\u0131m arazileriyle\u00a0<\/strong>kapl\u0131;<\/p>\n<p>B\u00f6lge, senenin\u00a0<strong>107 g\u00fcn\u00fc f\u0131rt\u0131nal\u0131<\/strong>,\u00a0<strong>65 g\u00fcn\u00fc ise yo\u011fun bulutlu<\/strong>.<\/p>\n<p><strong>\u00d6zetle, havaalan\u0131n\u0131n yap\u0131ld\u0131\u011f\u0131 yer ekolojik ve u\u00e7u\u015f g\u00fcvenli\u011fi a\u00e7\u0131lar\u0131ndan uygun de\u011fil.<\/strong><\/p>\n<p><strong>\u00c7\u00fcnk\u00fc:<\/strong><\/p>\n<p><strong>Havaalan\u0131n\u0131n yap\u0131lmas\u0131yla beraber b\u00f6lgedeki g\u00f6l, g\u00f6lc\u00fck ve g\u00f6letler \u201csulak vasf\u0131n\u0131 yitirecek ve i\u00e7erisindeki canl\u0131 ya\u015fam\u0131 yok olacakt\u0131r\u201d (Ge\u00e7ti\u011fimiz g\u00fcn bir\u00e7ok g\u00f6l ve g\u00f6letin sular\u0131n\u0131n Karadeniz\u2019e bo\u015falt\u0131ld\u0131\u011f\u0131 haberleri \u00e7\u0131kt\u0131);<\/strong><\/p>\n<p>Proje alan\u0131ndaki 2 milyon 513 bin 341 a\u011fac\u0131n\u00a0<strong>1 milyon 855 bin 391 ta\u015f\u0131nacak<\/strong>,\u00a0<strong>657 bin 950\u2019si kesilecek<\/strong>\u00a0(\u00d6nemli not: KOS bu bilginin \u00c7ED raporunun son h\u00e2linden \u00e7\u0131kart\u0131ld\u0131\u011f\u0131n\u0131n alt\u0131n\u0131 \u00f6nemle \u00e7izmekte)<\/p>\n<p>Hafriyat \u00e7al\u0131\u015fmalar\u0131, havaalan\u0131n\u0131n i\u015flemesiyle artan ara\u00e7 trafi\u011fi sonucunda b\u00f6lgedeki\u00a0 akarsular kirlenecek, debileri d\u00fc\u015fecek; buna bal\u015f\u0131 olarak da i\u00e7me suyunun sa\u011fland\u0131\u011f\u0131 barajlar\u0131n sular\u0131 kirlenecek ve seviyeleri d\u00fc\u015fecek<\/p>\n<p>Dahas\u0131:<\/p>\n<p>\u00dc\u00e7\u00fcnc\u00fc havaalan\u0131, uluslararas\u0131 sivil havac\u0131l\u0131k kurallar\u0131na ayk\u0131r\u0131 \u015fekilde,\u00a0<strong>Gaziosmanpa\u015fa R\u00fczg\u00e2r Santrali<\/strong>\u00a0proje sahas\u0131 i\u00e7inde yer al\u0131yor. Ayr\u0131ca, b\u00f6lgede \u00e7ok say\u0131da r\u00fczg\u00e2r santrali ruhsat\u0131 bulunuyor.<\/p>\n<p>Havaalan\u0131 b\u00f6lgesi\u00a0<strong>\u0130STA\u00c7 bertaraf tesislerinin<\/strong>\u00a0sadece\u00a0<strong>6 kilometre<\/strong>\u00a0uza\u011f\u0131nda. Oysa, uluslararas\u0131 standartlara g\u00f6re, bir havaliman\u0131 yap\u0131lacak yerin\u00a0<strong>13,5<\/strong>\u00a0<strong>kilometrelik<\/strong>\u00a0civar\u0131nda ku\u015flar\u0131 kendine \u00e7eken \u00e7\u00f6p ar\u0131tma tesislerinin bulunmamas\u0131 gerekiyor.<\/p>\n<p>\u00dc\u00e7\u00fcnc\u00fc havaalan\u0131n\u0131n yap\u0131ld\u0131\u011f\u0131 yer, ku\u015f hareketlili\u011finin en yo\u011fun oldu\u011fu b\u00f6lgelerden birinin tam ortas\u0131nda. Hesaplara g\u00f6re, g\u00f6\u00e7 zamanlar\u0131nda haftada yakla\u015f\u0131k 50 bin leylek bu b\u00f6lgeden ge\u00e7mekte.<\/p>\n<p>T\u00fcm bunlara ba\u011fl\u0131 olarak, koca \u0130stanbul n\u00fcfusunun ve civar b\u00f6lgelerde ya\u015fayanlar\u0131n havas\u0131 ve suyu \u00fc\u00e7\u00fcnc\u00fc havaalan\u0131 ile beraber geri d\u00f6nd\u00fcr\u00fclemez \u015fekilde kirlenecek, yok olacak.<\/p>\n<p>B\u00f6lgede ya\u015fayan 70\u2019i a\u015fk\u0131n hayvan t\u00fcr\u00fc, say\u0131s\u0131z endemik bitkiler ve bu b\u00f6lge \u00fczerinden g\u00f6\u00e7 eden ku\u015flar\u0131n ya\u015fam\u0131 tehdit alt\u0131nda olacak.<\/p>\n<p>Bu projelerin etraf\u0131nda b\u00fcy\u00fck olas\u0131l\u0131kla bitiverecek yeni yerle\u015fim alanlar\u0131yla ormanlar daha da k\u00fc\u00e7\u00fclecek.<\/p>\n<p>Ayr\u0131ca, havaalan\u0131 \u015faibeli u\u00e7u\u015f g\u00fcvenli\u011fi ile kazalara davetiye \u00e7\u0131kartacak.<\/p>\n<p>Bir de i\u015fin finansal boyutuna gelirsek\u2026<\/p>\n<p>20 bin futbol sahas\u0131 b\u00fcy\u00fckl\u00fc\u011f\u00fcnde olmas\u0131 planlanan \u00fc\u00e7\u00fcnc\u00fc havaalan\u0131n\u0131n kapasitesi\u00a0<strong>y\u0131ll\u0131k 150 milyon yolcu<\/strong>. 2012 y\u0131l\u0131n\u0131n verilerine g\u00f6re\u00a0<strong>Atat\u00fcrk Havaalan\u0131\u2019n\u0131n\u00a0<\/strong>y\u0131ll\u0131k<strong>\u00a044 milyon<\/strong>,<strong>\u00a0Sabiha G\u00f6k\u00e7en Havaalan\u0131\u2019n\u0131n\u00a0<\/strong>y\u0131ll\u0131k<strong>\u00a018 milyon\u00a0<\/strong>yolcuya hizmet verdi\u011fi d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, ilan edilen 150 milyon yolcu kapasitesine nas\u0131l ula\u015f\u0131laca\u011f\u0131 me\u00e7hul.<\/p>\n<p>Projeyi \u00fcstlenen \u015firketler grubunun (Limak-Kolin-Cengiz-Mapa-Kalyon) yurti\u00e7i ve yurtd\u0131\u015f\u0131 bor\u00e7lar\u0131 hazine garantisi alt\u0131na al\u0131nm\u0131\u015f durumda (Taraf, 22 Nisan 2014).<\/p>\n<p>\u00dcst\u00fcne acele kamula\u015ft\u0131rma uygulamas\u0131yla arazilere de\u011ferinin \u00e7ok alt\u0131nda paralar verilerek el konulmas\u0131, arazi spek\u00fclasyonlar\u0131 da cabas\u0131.<\/p>\n<p>Nereden tutulsa elde kalan 3. Havaalan\u0131 projesine k\u00fcresel ve yerel maliyetleri nedeniyle kar\u015f\u0131 \u00e7\u0131kanlar ise \u201chain\u201d damgas\u0131 yemekte. Ba\u015fbakan Erdo\u011fan\u2019a g\u00f6re, say\u0131lan sorunlar\u0131 dile getirenler \u201c[b]u \u00fclkenin kalk\u0131nmas\u0131n\u0131n \u00f6n\u00fcn\u00fc nas\u0131l keseriz, bunun gayreti i\u00e7erisindeler\u201d. Bir anlamda,\u00a0 \u2018k\u00fcresel g\u00fc\u00e7lerle\u2019\u00a0 i\u015fbirli\u011fi yaparak \u2018y\u00fckselen\u2019 T\u00fcrkiye\u2019nin \u00f6n\u00fcn\u00fc kesmeye \u00e7al\u0131\u015fan \u2018hainler\u2019.<\/p>\n<p>O zaman bir de d\u00fcnyada neler oluyor diye bakal\u0131m.<\/p>\n<p>Mesela Britanya\u2019da uzun zamand\u0131r s\u00fcren\u00a0<strong>Heathrow\u00a0<\/strong>ve\u00a0<strong>Gatwick<\/strong>havaalanlar\u0131n\u0131n geni\u015fletilmesi ve Londra\u2019ya yeni bir havaalan\u0131n\u0131n (Thames Nehri \u00fczerindeki yapay bir adac\u0131\u011fa konu\u015fland\u0131r\u0131lacak<strong>Thames Estuary Havaalan\u0131<\/strong>) yap\u0131lmas\u0131 projeleri var.<\/p>\n<p>Bu projelere kar\u015f\u0131 duran bir\u00e7ok grup, \u00f6rg\u00fct ve bireyin y\u00fcr\u00fctt\u00fc\u011f\u00fc kampanyalar da bulunmakta. \u00a0Zaten projelerin uzun zamand\u0131r ba\u015flamamas\u0131n\u0131n nedeni de bu kampanyalar. Kar\u015f\u0131 \u00e7\u0131kma sebeplerini \u00f6zetlersek: Artacak ses ve hava kirlili\u011fi, yerel halk\u0131n evlerinden olmas\u0131, kamu kaynaklar\u0131n\u0131n gereksiz yere bo\u015fa harcanmas\u0131\u2026<\/p>\n<p>\u00dcstelik ele\u015ftirileri sadece yerel ile de s\u0131n\u0131rl\u0131 de\u011fil. Britanya merkezli Airport Watch \u00f6rg\u00fct\u00fcne g\u00f6re, geni\u015fletilmesi durumunda<strong>Heathrow Havaalan\u0131<\/strong>\u00a0Britanya\u2019n\u0131n atmosfere en fazla karbondioksit salan yeri olacak.<\/p>\n<p>Y\u00f6re sakinleri kadar\u00a0<strong>Friends of the Earth<\/strong>\u00a0gibi ulus-\u00f6tesi \u00f6rg\u00fctlerin de eylemlerin i\u00e7erisinde yer almas\u0131, hareketi yerelden k\u00fcresele uzanan bir a\u011fa d\u00f6n\u00fc\u015ft\u00fcrm\u00fc\u015f durumda (Saunders, 2012).<a href=\"http:\/\/t24.com.tr\/yazarlar\/baran-alp-uncu\/kemerlerinizi-baglayin-3-havaalani-ile-dususe-geciyoruz,9460#_edn1\" target=\"_blank\">[i]<\/a><\/p>\n<p>\u00dcstelik, havaalan\u0131 projelerini sorgulayanlar sadece bir tak\u0131m \u2018\u00e7apulcu\u2019 k\u0131l\u0131kl\u0131 aktivist de\u011fil.\u00a0<strong>BBC<\/strong>\u2019nin yay\u0131nlad\u0131\u011f\u0131 bir ankete g\u00f6re, Britanyal\u0131lar\u0131n sadece\u00a0<strong>%38<\/strong>\u2019i Thames Estuary Havaalan\u0131\u2019n\u0131n yap\u0131m\u0131n\u0131 desteklerken; bu oran Heathrow\u2019un kapat\u0131lmas\u0131 h\u00e2linde<strong>%16<\/strong>\u2019ya d\u00fc\u015fmekte. (BBC, 22 May\u0131s 2014)<\/p>\n<p>Havac\u0131l\u0131k kar\u015f\u0131t\u0131 hareket, Avrupa\u2019n\u0131n d\u00f6rt bir yan\u0131na da yay\u0131lm\u0131\u015f durumda:<\/p>\n<p>\u0130talya\u2019da kampanyalar sonucunda Siena ve Roma\u2019n\u0131n yak\u0131ndaki havaalan\u0131 yapma planlar\u0131 bozguna u\u011frad\u0131.<\/p>\n<p>M\u00fcnihliler yap\u0131lan referandumda M\u00fcnih Havaalan\u0131\u2019na \u00fc\u00e7\u00fcnc\u00fc bir pistin a\u00e7\u0131lmas\u0131na hay\u0131r dedi.<\/p>\n<p>Fransa\u2019n\u0131n Nantes \u015fehrinde havaalan\u0131 geni\u015fletilmesi projesi \u00e7ift\u00e7iler ve \u00e7evrecilerin y\u00fcr\u00fctt\u00fckleri eylemler sayesinde durduruldu.<\/p>\n<p>Geni\u015fletme \u00e7al\u0131\u015fmalar\u0131 s\u0131ras\u0131nda civardaki ormanlar\u0131 korumak i\u00e7in yap\u0131lan b\u00fcy\u00fck eylemlere sahne olan Frankfurt Havaalan\u0131n\u0131n neden oldu\u011fu ses kirlili\u011fini Frankfurtlular her hafta toplanarak protesto etmekte. Say\u0131lar\u0131 zaman zaman binlere varan Frankfurtlulara, Avrupa\u2019n\u0131n \u00e7e\u015fitli yerlerinden gelen eylemciler de destek vermekte (Guardian, 21 Ekim 2012).<\/p>\n<p>Listeye \u015f\u00f6yle bir bakt\u0131\u011f\u0131m\u0131zda ne kadar \u00e7ok \u00fclkenin ne kadar fazla say\u0131da \u201chaini\u201d varm\u0131\u015f diye d\u00fc\u015f\u00fcn\u00fcyor insan.<\/p>\n<p>Ancak ihanet kavram\u0131n\u0131n tan\u0131m\u0131 ve i\u00e7eri\u011fi nereden bak\u0131ld\u0131\u011f\u0131na ba\u011fl\u0131 olarak de\u011fi\u015fmekte.
