Bu y\u00f6netmeli\u011fin alt\u0131nda yatan\u0131n &#8220;h\u00fck\u00fcmetin otoriter rant ve siyasi planlar\u0131&#8221; oldu\u011fu belirtildi. Candan Karaku\u015f &#8220;mekansal planlama y\u00f6netmeli\u011fi ya\u011fman\u0131n, k\u00fclt\u00fcrel ve do\u011fal tahribat\u0131n \u00fclke topraklar\u0131n\u0131n her metrekaresine yay\u0131laca\u011f\u0131 diktat\u00f6rl\u00fck d\u00f6neminin ve ba\u015fkanl\u0131k sisteminin fiziksel planlamas\u0131n\u0131n y\u00f6netmeli\u011fidir&#8221; dedi. Candan, mekansal planlama y\u00f6netmeli\u011fine ili\u015fkin Kent \u0130zleme Merkezi uzmanlar\u0131nca madde madde de\u011ferlendirmelerinin devam etti\u011fini, \u015fu metinle anlatt\u0131;<\/p>\n<p>Mekansal planlama s\u00fcrecinde \u00fc\u00e7 \u00f6nemli taraf vard\u0131r.<\/p>\n<ul>\n<li>Plan\u0131 yapanlar, yapt\u0131ranlar,onaylayanlar ve uygulanmas\u0131n\u0131 sa\u011flayanlar: idareler-y\u00f6netimler uygulayanlar<\/li>\n<li>Planlaman\u0131n ge\u00e7erli oldu\u011fu co\u011frafi mekan b\u00fct\u00fcnl\u00fc\u011f\u00fc:Plan yap\u0131lan yer<\/li>\n<li>Usul\u00fcnce onaylanan ve bir yenisi yap\u0131lan kadar yasall\u0131\u011f\u0131n\u0131 koruyacak olan plan kararlar\u0131 ve plan h\u00fck\u00fcmleriyle bir b\u00fct\u00fcnl\u00fck i\u00e7erisinde olan plan: Plan\u0131n kendisi<\/li>\n<\/ul>\n<p>Bu \u00fc\u00e7 taraf planlama s\u00fcrecinde ayn\u0131 ba\u011flam i\u00e7erisinde de\u011ferlendirilmek durumundad\u0131r.<\/p>\n<p>\u00dclke d\u00fczeyi,b\u00f6lge d\u00fczeyi, \u00e7evre d\u00fczeyi kentsel d\u00fczey ve yerel d\u00fczeyde yap\u0131lan planlama s\u00fcre\u00e7leri asl\u0131nda \u00fclkenin idari sisteminin fiziki planlama s\u00fcre\u00e7lerine yans\u0131mas\u0131d\u0131r. Plan ihtiya\u00e7lar \u00fczerinden bilimsel kriterler g\u00f6re \u00f6nceliklerle belirlenir.Yap\u0131lan planlar\u0131n, kamu ve toplum yarar\u0131na olmas\u0131, toplumun ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131lamas\u0131 gerekir.<\/p>\n<p><strong>Mekansal Planlama Y\u00f6netmeli\u011fi , y\u00f6netmelik yapma tekni\u011fine ayk\u0131r\u0131d\u0131r<\/strong><\/p>\n<p>Y\u00f6netmelikler kanunlar\u0131n \u00fczerine \u00e7\u0131kamaz, kanunda tan\u0131mlanmayan s\u00fcre\u00e7leri tan\u0131mlayamaz, Mekansal Planlama y\u00f6netmeli\u011fi , teknik olarak 3194 say\u0131l\u0131 kanunun \u00fczerine \u00e7\u0131kan d\u00fczenlemeler yaparak yeni kavramlar getirmi\u015ftir. B\u00fct\u00fcnle\u015fik K\u0131y\u0131 alanlar\u0131 Plan\u0131, Mekansal Strateji plan\u0131 gibi. Farkl\u0131 ilkeler ve farkl\u0131 planlama yakla\u015f\u0131mlar\u0131yla, farkl\u0131 onay mekanizmalar\u0131 ve farkl\u0131 kanunla ele al\u0131nan Koruma ama\u00e7l\u0131 \u0130mar planlar\u0131 da bu y\u00f6netmelik i\u00e7erisine girmi\u015ftir.Y\u00f6netmelik kanunlar\u0131n \u00fczerine \u00e7\u0131kamaz.<\/p>\n<p>Y\u00f6netmelikler, y\u00fcr\u00fcrl\u00fckteki yasalar\u0131 temel alarak, onlara a\u00e7\u0131kl\u0131k getirme amac\u0131yla haz\u0131rlan\u0131rlar, oysa ki bu y\u00f6netmelikte dayanak olarak almad\u0131\u011f\u0131 yasa maddelerine ili\u015fkin h\u00fck\u00fcmler getirilmektedir. Korunacak K\u00fclt\u00fcr Varl\u0131klar\u0131na ili\u015fkin Yasalar ile K\u0131y\u0131 yasas\u0131 bu konunun en \u00e7arp\u0131c\u0131 \u00f6rnekleridir.<\/p>\n<p><strong>Her D\u00fczeyde Mekansal Planlamada Stratejik Planlama Yakla\u015f\u0131m\u0131.<\/strong><\/p>\n<p>Y\u00f6netmelik, t\u00fcm uygar d\u00fcnyada art\u0131k terkedilmi\u015f olan geleneksel \u0130mar Planc\u0131l\u0131\u011f\u0131 anlay\u0131\u015f\u0131n\u0131 s\u00fcrd\u00fcren ve do\u011frudan alan kullan\u0131m\u0131nda kentsel rantlar\u0131 maksimize etme\u011fi hedefleyen eskimi\u015f ve yetersiz \u201c\u0130mar Kanunu\u201d na dayanmaktad\u0131r. Buna kar\u015f\u0131n bu yasada yer almayan \u00dclke ve B\u00f6lge \u00f6l\u00e7e\u011findeki planlamalarda \u201cMekansal Strateji planlamas\u0131\u201d tan\u0131m\u0131n\u0131 getirirken, Kentsel ve Yerel d\u00fczeyde planlamalarda k\u00f6hnemi\u015f \u0130mar planc\u0131l\u0131\u011f\u0131 anlay\u0131\u015f\u0131n\u0131 s\u00fcrd\u00fcrmektedir. Bu durum halk deyimiyle \u201cAlt\u0131 kaval \u2013 \u00dcst\u00fc \u015fi\u015fhane\u201ddir. T\u00fcm \u00dclkede her d\u00fczeyde geni\u015f kapsaml\u0131-kat\u0131l\u0131mc\u0131-s\u00fcrd\u00fcr\u00fclebilir Mekansal Stratejik planlama\u201dya ge\u00e7i\u015f i\u00e7in, Bakanl\u0131k\u00e7a d\u00fczenlenen \u015eura \u00e7al\u0131\u015fmalar\u0131nda kararla\u015ft\u0131r\u0131ld\u0131\u011f\u0131 gibi, \u00f6nce ilgili Yasa de\u011fi\u015ftirilmelidir.<\/p>\n<p><strong>Y\u00f6netmelikte Metropoliten Planlama g\u00f6z ard\u0131 edilmektedir.<\/strong><\/p>\n<p>Bu y\u00f6netmelikle getirilen tan\u0131mlarda \u201cB\u00fcy\u00fck \u015eehir Belediyeleri\u201dnden s\u00f6z edilmekle birlikte, bunlar\u0131n ve ba\u011fl\u0131 \u0130l\u00e7e Belediyelerinin Plan yap\u0131m ve y\u00fcr\u00fct\u00fclmesinden sorumlu olduklar\u0131 co\u011frafi mekan b\u00fct\u00fcn\u00fc: Metropoliten B\u00f6lge (Yeni B\u00fcy\u00fck\u015fehir yasas\u0131na g\u00f6re \u0130l mekan\u0131n\u0131n tamam\u0131), Metropoliten Alan Kent B\u00fct\u00fcn\u00fc kavramlar\u0131 unutulmakta; buna ba\u011fl\u0131 olarak planlar dizgesinde \u201cMetropoliten Planlama\u201d plan kademesi g\u00f6z ard\u0131 edilmektedir.<\/p>\n<p><strong>Y\u00f6netmelik kendinden \u00f6ncekileri ve y\u00fcr\u00fcrl\u00fckte olanlar\u0131 yok saymaktad\u0131r<\/strong><\/p>\n<p>Y\u00f6netmelik haz\u0131rlan\u0131rken, planlama s\u00fcre\u00e7lerinde, dikkate al\u0131nmas\u0131 gereken il s\u0131n\u0131rlar\u0131n\u0131n de\u011fi\u015fmesini sa\u011flayan B\u00fct\u00fcn\u015fehir Yasas\u0131 ile b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc bile sa\u011flayamam\u0131\u015ft\u0131r.B\u00fct\u00fcn k\u0131y\u0131 alanlar\u0131 ve \u00fclke topraklar\u0131n\u0131n tamam\u0131 rant s\u00fcreciyle kar\u015f\u0131 kar\u015f\u0131yad\u0131r<\/p>\n<p>Y\u00f6netmelik kapsam\u0131nda yeni kavramlar olarak getirilen B\u00fct\u00fcnle\u015fik k\u0131y\u0131 alanlar\u0131 ve Mekansal strateji plan\u0131 ile \u00f6zellikle h\u00fck\u00fcmetin oy alamad\u0131\u011f\u0131 k\u0131y\u0131 alanlar\u0131n\u0131n ranta a\u00e7\u0131larak, muhalefetin yo\u011funla\u015ft\u0131\u011f\u0131 alanlar\u0131n b\u00fct\u00fcnl\u00fckl\u00fc olarak plan s\u00fcreciyle ele al\u0131narak imar ve rant hareketleri ile par\u00e7alanmas\u0131 sa\u011flanacakt\u0131r.<\/p>\n<p><strong>Y\u00f6netmelik planlama s\u00fcre\u00e7lerini tek elden kontrol etmektedir.&#8221;Tekno Fa\u015fizm&#8221;<\/strong><\/p>\n<p>Y\u00f6netmelik yerel baz\u0131 yetkiler vermekle birlikte, t\u00fcm s\u00fcre\u00e7leri \u00c7evre \u015eehircilik Bakanl\u0131\u011f\u0131n\u0131n kontrol\u00fcne ba\u011flayan bir s\u00fcreci \u00f6ng\u00f6rmektedir. Planlama s\u00fcreci, say\u0131salla\u015ft\u0131r\u0131larak r\u00f6ntgeni \u00e7ekilecek ve en k\u00fc\u00e7\u00fck beldede yap\u0131lan planlar bile bakanl\u0131k \u00fczerinden Plan i\u015flem numaras\u0131 alarak sisteme girecekti, g\u00f6r\u00fcnt\u00fcde yerel planlama s\u00fcreci varm\u0131\u015f gibi olacak ancak merkezi idare kontrol\u00fc alt\u0131nda her a\u015famas\u0131nda m\u00fcdahil ve kontrol edece\u011fi bir otoriter planlama s\u00fcreci tan\u0131mlanmaktad\u0131r. Y\u00f6netmelik ayr\u0131nt\u0131da t\u00fcm arazi kullan\u0131m\u0131n\u0131n derinlemesine r\u00f6ntgenini \u00e7ekilerek tek elden kontrol\u00fcn\u00fc sa\u011flayacak bir yap\u0131lanma ile fa\u015fizmin planlanma alan\u0131na yans\u0131mas\u0131n\u0131 sa\u011flamaktad\u0131r.<\/p>\n<p><strong>\u00dcst \u00d6l\u00e7ekli Planlar\u0131 Kim Onaylayacak?<\/strong><\/p>\n<p>\u00dcst \u00f6l\u00e7ekte stratejik planlama alt \u00f6l\u00e7ekte geleneksel planlama y\u00f6ntemleri getiren y\u00f6netmelikte, \u00fcst \u00f6l\u00e7ekteki planlar\u0131 kim yapacak, kim onaylayacak, kim denetleyecek belli de\u011fildir. Kimin yapaca\u011f\u0131 kimin onaylayaca\u011f\u0131 ve kimin denetleyece\u011fi belli olmayan sistemlerde genelde tek adamlar bu s\u00fcre\u00e7lere karar verirler. Ba\u015fbakan&#8217;\u0131n helikopterle ve yatla gezerek , \u00fclkenin en de\u011ferli arazilerine y\u00f6nelik planlar\u0131n yap\u0131ld\u0131\u011f\u0131 bir \u00fclkede, \u00fclkenin do\u011fal ve k\u00fclt\u00fcrel zenginliklerinin planlanmas\u0131na en \u00fcst d\u00fczeyde karar verecek &#8220;\u00fcst \u00f6l\u00e7ekli planlar\u0131n&#8221; akibeti ba\u015fbakan\u0131n inisiyatifinde mi olacakt\u0131r?<\/p>\n<p><strong>Y\u00f6netmelikle planlama s\u00fcre\u00e7lerinde &#8220;halk kat\u0131l\u0131m\u0131&#8221; yoktur<\/strong><\/p>\n<p>Planlama s\u00fcre\u00e7lerinde halk kat\u0131l\u0131m\u0131 \u00f6nemlidir, halk\u0131n ihtiya\u00e7lar\u0131n\u0131n belirlenmesi ve yerel \u00f6l\u00e7ekteki \u00f6zg\u00fcn de\u011ferlerinin planlama s\u00fcre\u00e7lerinde yerini bulmas\u0131 a\u00e7\u0131s\u0131ndan \u00f6nemsedi\u011fimiz, planlama s\u00fcre\u00e7lerinde halk kat\u0131l\u0131m\u0131 yoktur.Kat\u0131l\u0131m karikat\u00fcrize edilerek anket v.b karikat\u00fcrize edilerek, bir bilgilendirme s\u00fcrecine indirgenmi\u015ftir.Planlama demokrasisi a\u00e7\u0131s\u0131ndan \u00f6nemli bir odak olan halk kat\u0131l\u0131m\u0131n\u0131n derinlemesine tan\u0131mlanmam\u0131\u015f olmas\u0131, plan s\u00fcre\u00e7lerinin otoriter ve \u00fcstten yap\u0131lmas\u0131n\u0131 halk\u0131n \u00f6ncelikleri \u00fczerinden de\u011fil, idarecilerin \u00f6ncelikleri \u00fczerinden \u015fekillenmesini sa\u011flayacakt\u0131r.<\/p>\n<p><strong>Y\u00f6netmelikle toplumsal ya\u015fama m\u00fcdahale edilmi\u015ftir<\/strong><\/p>\n<p>Anadolu co\u011frafyas\u0131 bir k\u00fclt\u00fcrler mozai\u011fidir. Halklar\u0131n bar\u0131\u015f i\u00e7erisinde kendi de\u011ferlerini koruyarak ya\u015famas\u0131, toplumsal bar\u0131\u015f\u0131n temel ta\u015f\u0131d\u0131r. Y\u00f6netmelik, toplumsal ayr\u0131\u015fma \u00fczerine \u015fekillenecek kurgusu ile Anadolu co\u011frafyas\u0131nda ya\u015fayan halklar\u0131n varl\u0131\u011f\u0131 yok sayar niteliktedir. \u0130mar Planlar\u0131nda y\u00fcr\u00fcme mesafelerini tan\u0131mlarken, dini tesis alanlar\u0131n\u0131, sadece camii olarak tan\u0131mlam\u0131\u015f, bu \u00fclkede, cemevi, havra ve kilise tesisleri ile ifade edilebilen k\u00fclt\u00fcrel zenginli\u011fi yok saym\u0131\u015ft\u0131r. K\u00fc\u00e7\u00fck camii,Orta Camii ve mescitle birlikte, y\u00f6netmelik her \u00fc\u00e7 binadan sonra bir dini tesis alan\u0131 \u00f6ng\u00f6rmektedir.Bu T\u00fcrkiye co\u011frafyas\u0131n\u0131n k\u00fclt\u00fcrler mozai\u011fine ve toplumsal ya\u015fama m\u00fcdahale anlam\u0131na gelmektedir.Bu nedenle y\u00f6netmelik, son y\u0131llarda ba\u015fbakan\u0131n a\u011fz\u0131ndan d\u00fc\u015f\u00fcrmedi\u011fi, Ortado\u011fu&#8217;yu kan g\u00f6l\u00fcne \u00e7evirmi\u015f etnik ayr\u0131\u015fmay\u0131 y\u00f6netmelik maddesi haline getirmi\u015ftir.<\/p>\n<p><strong>T\u00fcrkiye enerji \u00e7\u00f6pl\u00fc\u011f\u00fcne d\u00f6n\u00fc\u015fecektir.<\/strong><\/p>\n<p>Neo-liberal politikalar \u00e7er\u00e7evesinde, T\u00fcrkiye&#8217;ye bi\u00e7ilen D\u00fcnyan\u0131n enerji koridoru co\u011frafyas\u0131 , mekansal planlama y\u00f6netmeli\u011fine yans\u0131m\u0131\u015ft\u0131r. Hidroelektrik santrallar\u0131,termik santraller, n\u00fckleer santraller ,r\u00fczgar depolama alanlar\u0131 , mekansal planlama strateji &#8220;g\u00f6sterimlere_lejand&#8221; girmi\u015ftir.Yeni imar d\u00fczene\u011finde, \u00dclkenin her yeri, enerji santralleri ile, do\u011fan\u0131n tahrip edildi\u011fi bir enerji \u00e7\u00f6pl\u00fc\u011f\u00fcne d\u00f6n\u00fc\u015fecektir. &#8221;<\/p>\n<p><strong>Mekansal Planlama Y\u00f6netmeli\u011fi &#8220;Ye\u015file D\u00fc\u015fman Y\u00f6netmeliktir&#8221;<\/strong><\/p>\n<p>Planlama s\u00fcre\u00e7lerinin olmazsa olmaz\u0131 olan ye\u015fil alanlar, mekansal planlama y\u00f6netmeli\u011finde yoktur. Ye\u015file ait bir \u00fcst ba\u015fl\u0131k mekansal planlama y\u00f6netmeli\u011finde yoktur. Sosyal alt yap\u0131 alanlar\u0131nda ge\u00e7en a\u00e7\u0131k ve ye\u015fil alanlar dan ba\u015fka, ye\u015fil sistemi tan\u0131mlanmam\u0131\u015ft\u0131r.Her\u015feyin &#8220;\u00fc\u00e7 be\u015f a\u011fa\u00e7la&#8221; ba\u015flad\u0131\u011f\u0131 isyanlar \u00fclkesinde, mekansal planlama y\u00f6netmeli\u011fi h\u00fck\u00fcmetin ye\u015fil d\u00fc\u015fmanl\u0131\u011f\u0131n\u0131 y\u00f6netmelikle tescillemi\u015ftir.<\/p>\n<p><strong>\u201cE\u015fik Analizi\u201d konusu a\u00e7\u0131kl\u0131\u011fa kavu\u015fturulmal\u0131 ve toplum yarar\u0131na kullan\u0131lmal\u0131d\u0131r<\/strong><\/p>\n<p>Y\u00f6netmelik Tasla\u011f\u0131 farkl\u0131 plan d\u00fczeylerinde yerle\u015fmeye elveri\u015fli alanlar\u0131 belirlemek amac\u0131yla, kullan\u0131lan \u2018E\u015fik analizi\u2019ne \u00f6zel bir \u00f6nem vermi\u015f g\u00f6r\u00fcnmektedir. Oysa Planlamada, analiz-sentez-de\u011ferlendirme ve plan kararlar\u0131na ge\u00e7i\u015f a\u015famalar\u0131nda farkl\u0131 analizler, projeksiyon ve kestirimler, senaryo teknikleri ve modellemeler gibi bir dizi ara\u00e7 daha kullan\u0131l\u0131r.<\/p>\n<p>Ayr\u0131ca, yerle\u015fme i\u00e7in tan\u0131mlanabilen e\u015fik ve s\u0131n\u0131rlamalar konusunda, olaya salt \u2018yerle\u015filebilirlik\u2019 a\u00e7\u0131s\u0131ndan bakmak eksik bir de\u011ferlendirme yapmak olur. Planlaman\u0131n amac\u0131, do\u011frudan insan ve toplum sa\u011fl\u0131\u011f\u0131 ve mutlulu\u011fu oldu\u011funa g\u00f6re olay\u0131 bir de \u201cdo\u011fal ve k\u00fclt\u00fcrel de\u011ferler\u201d ve \u201ckaynak koruma\u201d a\u00e7\u0131s\u0131ndan de\u011ferlendirmek do\u011fru olacakt\u0131r (Bakanl\u0131\u011f\u0131n art\u0131k, planlama yan\u0131nda \u00e7evreden de sorumlu oldu\u011fu hat\u0131rland\u0131\u011f\u0131nda).
