Fakat bug\u00fcn a\u00e7\u0131k\u00e7a g\u00f6r\u00fclmektedir ki, kapitalizmin balonlar\u0131 patlam\u0131\u015ft\u0131r. Bu sistemin insanl\u0131\u011fa sefaletten, yoksulluktan, sava\u015ftan veya s\u00f6m\u00fcr\u00fcden ba\u015fka verebilecek hi\u00e7bir \u015feyi olmad\u0131\u011f\u0131 a\u00e7\u0131kt\u0131r. Bundan sonraki y\u0131llarda a\u00e7\u0131k\u00e7a g\u00f6rece\u011fiz ki bizlerin temel hak ve ihtiya\u00e7lar\u0131na daha fazla g\u00f6z koyulacakt\u0131r. Mevcut sistemin aksi y\u00f6ndeki teorileri ise her ge\u00e7en g\u00fcn \u00e7\u00fcr\u00fcmektedir.<\/p>\n<p>Bu s\u00fcre\u00e7te, her sosyal devletin halk\u0131na sa\u011flamak zorunda oldu\u011fu ve kurultay konumuz olan paras\u0131z e\u011fitim hakk\u0131ndan tutun da ya\u015fam\u0131n en temel ihtiya\u00e7lar\u0131 olan su, bar\u0131nma ve sa\u011fl\u0131k gibi bir\u00e7ok konuda hak gasplar\u0131na giri\u015filece\u011fi barizdir.<\/p>\n<p><strong>Peki, bu nas\u0131l yap\u0131lmaktad\u0131r?<\/strong><\/p>\n<p>Akla ilk gelen ve en \u00f6nemlisi olan yol kamusal alanlar\u0131 yok etmektir. En temel ihtiya\u00e7 ve haklar\u0131m\u0131z\u0131 kar\u015f\u0131lad\u0131\u011f\u0131m\u0131z kamusal alanlar bir bir \u00f6zelle\u015ftirilerek \u00f6zel sermayeye k\u00e2r alanlar\u0131 a\u00e7\u0131lmaktad\u0131r. \u0130lk\u00f6\u011fretimden \u00fcniversitelere kadar e\u011fitim veren b\u00fct\u00fcn kamu kurumlar\u0131 \u00f6zelle\u015ftirilmek istenirken, paras\u0131 olmayana da kredi vermek gibi \u00e7\u00f6z\u00fcmler \u00f6nerilecektir. E\u011fitimin piyasala\u015ft\u0131r\u0131lmas\u0131 konusu bu nedenle \u00e7ok \u00f6nemlidir. Bu piyasala\u015fma, ancak paras\u0131 olan\u0131n e\u011fitim almas\u0131 gibi bir sonucu do\u011furacakt\u0131r.\u00a0 Yoksulluk s\u0131n\u0131r\u0131 ve ki\u015fi ba\u015f\u0131na d\u00fc\u015fen milli gelir gibi de\u011ferler g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, T\u00fcrkiye\u2019de gen\u00e7lerin e\u011fitim alamayaca\u011f\u0131n\u0131 ya da bor\u00e7lanarak okuyacaklar\u0131n\u0131 g\u00f6rmek zor olmayacakt\u0131r.<\/p>\n<p>Kurultay\u0131m\u0131zda bu konu sunumlarla anlat\u0131lmaya \u00e7al\u0131\u015f\u0131ld\u0131. Fakat konunun \u00f6nemi nedeniyle istatistik\u00ee veriler de g\u00f6z \u00f6n\u00fcne al\u0131narak derinlemesine ara\u015ft\u0131rmalar \u00f6n\u00fcm\u00fczdeki y\u0131llarda uygulanabilecek politikalar\u0131 anlayabilmek ve bu politikalar kar\u015f\u0131s\u0131nda paras\u0131z e\u011fitim hakk\u0131m\u0131z\u0131 korumak i\u00e7in gereklidir.<\/p>\n<p>Bilim ve bilimsel e\u011fitim birbirini var eden iki olgudur. Bu konu \u00fczerinde s\u00f6z s\u00f6ylemeden \u00f6nce bilimin ve bilimsel bilginin evrensel niteli\u011fini ve insanl\u0131\u011f\u0131n ortak miras\u0131 oldu\u011funu vurgulamam\u0131z gerekiyor.<\/p>\n<p>\u0130nsanl\u0131k tarihi kadar eski bir bilgi ve tecr\u00fcbe birikiminden bahsediyoruz; g\u00fcn\u00fcm\u00fcze kadar \u00fcniversiteler ve teknoloji arac\u0131l\u0131\u011f\u0131yla insanl\u0131\u011f\u0131n hizmetine girmi\u015f bir birikimden. Fakat bug\u00fcn \u00fcniversitelerin \u201cinsanl\u0131\u011f\u0131n geli\u015fmesi ve \u00f6zg\u00fcrle\u015fmesi\u201d y\u00f6n\u00fcnde bilim ve teknoloji \u00fcretme kimli\u011finden, \u201cpiyasa ve sermaye\u201c ekseninde de\u011ferler \u00fcreten kurumlar haline d\u00f6n\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc ve bilimin toplumun de\u011fil, sadece s\u0131n\u0131rl\u0131 bir s\u0131n\u0131f\u0131n \u00e7\u0131karlar\u0131na hizmet eden bir k\u00e2r mekanizmas\u0131 haline geldi\u011fini g\u00f6r\u00fcyoruz.<\/p>\n<p>Bu noktada bilimsel bilginin niteli\u011finin de\u011fi\u015ftirilmesi s\u00fcreciyle kar\u015f\u0131 kar\u015f\u0131yay\u0131z. Bu d\u00f6n\u00fc\u015f\u00fcm sadece \u00fcniversitelerdeki bir de\u011fi\u015fim de\u011fil sosyal devlet ve toplumsal hayat\u0131n da d\u00f6n\u00fc\u015f\u00fcm\u00fc anlam\u0131na geliyor. Bilimsel \u00e7al\u0131\u015fmalar\u0131n insanl\u0131\u011f\u0131n ortak miras\u0131 olmaktan \u00e7\u0131k\u0131p, sadece sermayedarlar\u0131n ve piyasa akt\u00f6rlerinin bir gelir kayna\u011f\u0131 haline getirilmesi, toplumun sorunlar\u0131n\u0131 \u00e7\u00f6zen ve geli\u015fmesi i\u00e7in \u00e7al\u0131\u015fan bilimin art\u0131k getiri eksenli bir mekanizmaya d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesidir. Bu sebeple bilimsel bilgi sadece sermayedarlara k\u00e2r getirdi\u011fi s\u00fcrece de\u011ferli olacak, bu \u00e7al\u0131\u015fmalar\u0131n ve \u00fcniversite sahibi sermaye gruplar\u0131n\u0131n \u00e7\u0131karlar\u0131na hizmet etmeyen, yeni bir yat\u0131r\u0131m arac\u0131 \u00fcretemeyen herhangi bir \u00e7al\u0131\u015fma kendine bu yeni d\u00fczen \u00fcniversitelerinde bir yer bulamayacakt\u0131r. Bu, bilimin insanl\u0131\u011f\u0131n \u00f6zg\u00fcrle\u015fmesi yolundaki \u00f6nc\u00fc rol\u00fcn\u00fc yok ederken toplumsal sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fcnde bilimin sosyal ve teknik katk\u0131s\u0131n\u0131n da kaybolmas\u0131n\u0131n, toplumun \u00e7\u00f6z\u00fcms\u00fczl\u00fc\u011fe ve yaln\u0131zl\u0131\u011fa itilmesi s\u00fcrecinin ba\u015flang\u0131c\u0131d\u0131r. Bilimsel \u00fcretimin de toplumsal olabilmesi ve bu \u015fekilde kalabilmesi i\u00e7in kamusal bir maddi giri\u015f gerekmektedir. Bilimden ortaya \u00e7\u0131kacaklar sadece insanl\u0131\u011f\u0131n ortak birikimi olmal\u0131 ve toplumsal geli\u015fime hizmet etmelidir.<\/p>\n<p>Demokrasi ve demokratikle\u015fme talebi neredeyse her kesim taraf\u0131ndan dile getirilmektedir. Bu talep \u00fcniversite gen\u00e7li\u011fi taraf\u0131ndan hem \u00fcniversite hem de toplumsal alanda s\u0131kl\u0131kla g\u00fcndeme ta\u015f\u0131nmaktad\u0131r. \u00d6zellikle Y\u00d6K\u2019\u00fcn kurulmas\u0131ndan sonra \u00fcniversiteler, \u00f6zg\u00fcr bir d\u00fc\u015f\u00fcnce ve tart\u0131\u015fma ortam\u0131ndan \u00e7\u0131kart\u0131lm\u0131\u015f, yasaklarla ve bask\u0131larla farkl\u0131 seslerin bo\u011fuldu\u011fu, darbe yasalar\u0131 ve y\u00f6netmelikleri ile \u00f6\u011frencilerin beyinlerinin tutsak edildi\u011fi, soru\u015fturmalarla ve uzakla\u015ft\u0131rmalarla cezaland\u0131r\u0131ld\u0131\u011f\u0131 k\u0131\u015flalara d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr.<\/p>\n<p>Tabelas\u0131nda \u00fcniversite yazan bu kurumlar\u0131n birincil bile\u015feni olan \u00f6\u011frencilerin karar mekanizmalar\u0131nda hi\u00e7bir s\u00f6z hakk\u0131 yoktur. Y\u00d6K ve 12 Eyl\u00fcl yasalar\u0131 sadece \u00f6\u011frencilerin de\u011fil akademisyenlerin de \u00fcniversite y\u00f6netimlerinde s\u00f6z sahibi olmas\u0131na tahamm\u00fcl edememekte, \u00fcniversiteler h\u00fck\u00fcmetlerin bir tahakk\u00fcm alan\u0131na \u00e7evrilmektedir. B\u00f6yle bir ortamda \u00fcniversitelerin demokratikle\u015fmesi talebimizin daha net, daha g\u00fcr bir \u015fekilde dile getirilmesi, \u00f6\u011frenci \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcm\u00fcz\u00fcn bu noktada kararl\u0131 ve tutarl\u0131 bir duru\u015f sergilemesi gereklidir. \u00dcniversitelerde ya\u015fad\u0131\u011f\u0131m\u0131z bir\u00e7ok sorunun ba\u015fl\u0131ca \u00e7\u00f6z\u00fcm yolu budur.<\/p>\n<p>Demokratik \u00fcniversite talebimizi ve \u00fcniversite y\u00f6netiminde s\u00f6z sahibi olma hakk\u0131m\u0131z\u0131 kurultay\u0131m\u0131zda a\u00e7\u0131k ve net bir \u015fekilde dile getirdik.<\/p>\n<p><strong>Kurultayda \u00f6ne \u00e7\u0131kan ba\u015fl\u0131ca taleplerimiz \u015funlard\u0131r:<\/strong><\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Herkese \u201cparas\u0131z ve nitelikli e\u011fitim\u201d sa\u011flanmal\u0131d\u0131r.<br \/>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 E\u011fitimin piyasala\u015ft\u0131r\u0131lmas\u0131n\u0131n \u00f6n\u00fcne ge\u00e7ilmeli ve e\u011fitim devlet g\u00fcvencesi alt\u0131na al\u0131nmal\u0131d\u0131r.<br \/>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Yeni \u00fcniversiteler a\u00e7mak yerine, \u00fcniversitelerdeki eksiklikler (akademisyen, laboratuar, vs) giderilmeli, e\u011fitimin niteli\u011fi y\u00fckseltilmelidir.<br \/>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Bilim yuvas\u0131 olan \u00fcniversitelerin neoliberal politikalarla sermayenin boyunduru\u011fu alt\u0131na girmesi engellenmeli ve toplum yarar\u0131 i\u00e7in bilim \u00fcreten kurumlar olmas\u0131 sa\u011flanmal\u0131d\u0131r.<br \/>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 E\u011fitimin bilimselle\u015fmesi i\u00e7in m\u00fcfredatlar de\u011fi\u015ftirilmeli ve mevcut programlar yenilenmelidir.<br \/>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Politeknik gibi m\u00fchendislik disiplinine uygun e\u011fitim bi\u00e7imleri incelenerek, \u00fcreten m\u00fchendisler e\u011fitmek i\u00e7in, \u00fcniversitelerde farkl\u0131 e\u011fitim anlay\u0131\u015flar\u0131n\u0131n geli\u015ftirilmesi gerekmektedir.<br \/>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u0130htiyac\u0131 olan her \u00f6\u011frenci i\u00e7in yurt ve burs imk\u00e2nlar\u0131n\u0131n sa\u011flanmas\u0131 y\u00f6n\u00fcnde yurtlar\u0131n kaliteleri y\u00fckseltilmeli, \u00fcniversitelere ayr\u0131lan b\u00fct\u00e7eler artt\u0131r\u0131lmal\u0131d\u0131r.<br \/>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Staj ve stajyerlik kavramlar\u0131n\u0131n i\u015f kanunlar\u0131nda net bir \u015fekilde tan\u0131mlanmas\u0131 ve i\u015fverenlerin stajyerlerin haklar\u0131na tecav\u00fcz etmelerini engelleyecek d\u00fczenlemeler yap\u0131lmal\u0131d\u0131r.<br \/>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00dcniversitelerde ya\u015fad\u0131\u011f\u0131m\u0131z sosyal ve k\u00fclt\u00fcrel sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fcn\u00fcn tek yolu olan demokratik y\u00f6netim ve kat\u0131l\u0131m anlay\u0131\u015f\u0131 \u00fcniversitelerde egemen k\u0131l\u0131nmal\u0131d\u0131r.<\/p>\n<p><\/span><\/font><\/p>\n","protected":false},"excerpt":{"rendered":"\u0130MO 2. \u00d6\u011frenci \u00dcye Kurultay\u0131, 14 Mart 2009 tarihinde Ankara\u2019da, 20 \u015fubeden 700 \u00f6\u011frenci \u00fcyenin kat\u0131l\u0131m\u0131yla;
