{"id":11551,"date":"2014-07-22T11:11:25","date_gmt":"2014-07-22T08:11:25","guid":{"rendered":"http:\/\/politeknik.org.tr\/\/?p=11551"},"modified":"2019-01-28T22:10:42","modified_gmt":"2019-01-28T19:10:42","slug":"sehir-plancilari-gokcekin-rant-projelerine-karsi-mucadeleye-devam-dedi","status":"publish","type":"post","link":"https:\/\/eonmeet.com\/pol\/sehir-plancilari-gokcekin-rant-projelerine-karsi-mucadeleye-devam-dedi\/","title":{"rendered":"\u015eehir Planc\u0131lar\u0131 G\u00f6k\u00e7ek&#8217;in rant projelerine kar\u015f\u0131 &#8216;m\u00fccadeleye devam&#8217; dedi"},"content":{"rendered":"<p><strong>\u015eehir Planc\u0131lar\u0131 Odas\u0131 (\u015ePO) Ankara \u015eubesi, ODT\u00dc yolu ve Eymir G\u00f6l\u00fc planlar\u0131yla ilgili bir a\u00e7\u0131klama yapt\u0131. \u015ePO, \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131&#8217;n\u0131n hukuki kararlar\u0131 arkadan dolanarak yapt\u0131\u011f\u0131 imar plan\u0131 de\u011fi\u015fikliklerinin ya\u015fam\u0131 tehdit etti\u011fini belirtti. \u015ePO, talana ve ranta kar\u015f\u0131 m\u00fccadeleyi s\u00fcrd\u00fcreceklerini a\u00e7\u0131klad\u0131.<\/strong><\/p>\n<p>\u015ePO Ankara \u015eubesi, 21 Temmuz&#8217;da ODT\u00dc yolu-t\u00fcnelleri ve Eymir G\u00f6l\u00fc-\u00e7evresinin planlar\u0131yla ilgili bilgilendirme a\u00e7\u0131klamas\u0131 yapt\u0131. \u015ePO, \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019n\u0131n ilk olarak 30.09.2013 tarihinde onaylad\u0131\u011f\u0131 1\/25000 \u00f6l\u00e7ekli Naz\u0131m \u0130mar Plan\u0131 De\u011fi\u015fikli\u011fi, ODT\u00dc 1\/5000 \u00d6l\u00e7ekli Koruma Ama\u00e7l\u0131 Naz\u0131m \u0130mar Plan\u0131 ve ODT\u00dc 1\/1000 \u00d6l\u00e7ekli Koruma Ama\u00e7l\u0131 Uygulama \u0130mar Plan\u0131&#8217;na Mimarlar Odas\u0131 Ankara \u015eubesi\u2019yle birlikte dava a\u00e7t\u0131klar\u0131n\u0131 ancak yap\u0131lan d\u00fczenlemeler ile plan\u0131n 20.05.2014 tarihinde yeniden onayland\u0131\u011f\u0131 ifade etti.<\/p>\n<p>\u015ePO, Ankara&#8217;da bahsi ge\u00e7en ula\u015f\u0131m planlar\u0131n\u0131n halk\u0131n de\u011fil sermayenin yarar\u0131 g\u00f6zetilerek yap\u0131ld\u0131\u011f\u0131n\u0131 belirtti. \u015ePO a\u00e7\u0131klama metninde &#8220;Yol planlar\u0131 Ankara B\u00fcy\u00fck\u015fehir Belediyesi\u2018nin &#8216;daha fazla h\u0131z, daha fazla yol, daha fazla imarl\u0131 alan\u0131 t\u00fcket&#8217; temal\u0131 ve \u00f6zel ara\u00e7 sahiplili\u011fine dayanan politikas\u0131n\u0131n \u00fcr\u00fcn\u00fcd\u00fcr. Bu projeler art niyetlidir, bu projeler in\u015faat sekt\u00f6r\u00fcnden, rant lobisine ve otomotiv sekt\u00f6r\u00fcne kadar halk\u0131n, kentin de\u011fil sermayenin \u00e7\u0131karlar\u0131na hizmet etmektedir. Ankara ula\u015f\u0131m\u0131 i\u00e7inde b\u00fct\u00fcnc\u00fcl olarak ele al\u0131nmayan bu yollar elbette ki Ankara ula\u015f\u0131m sorunun \u00e7\u00f6z\u00fcm\u00fcne de katk\u0131 sunmayacakt\u0131r.&#8221; dedi.<\/p>\n<p>Yeniden onaylanan planlarda tespit edilen sorunlar nedeniyle d\u00fcn (21 Temmuz 2014), plana dava a\u00e7t\u0131klar\u0131n\u0131 belirten \u015ePO; meslek onuruna, kente ve ya\u015fama sahip \u00e7\u0131kmay\u0131 s\u00fcrd\u00fcreceklerini dile getirirken herkesi bu m\u00fccadeleye omuz vermeye \u00e7a\u011f\u0131rd\u0131.<\/p>\n<p>\u015eehir Planc\u0131lar\u0131 Odas\u0131 Ankara \u015eubesi konuyla ilgili a\u00e7\u0131klamas\u0131 \u015f\u00f6yle;<\/p>\n<p><em>Son d\u00f6nemde, Orta Do\u011fu Teknik \u00dcniversitesi alan\u0131na ili\u015fkin olarak yap\u0131lan imar plan\u0131 d\u00fczenlemeleri, \u00f6ncelikle ODT\u00dc Orman\u0131n\u0131 katleden m\u00fcdahaleler i\u00e7ermesi nedeniyle \u00e7evreye duyarl\u0131 kamuoyu g\u00fcndeminden hi\u00e7 d\u00fc\u015fmemi\u015ftir. ODT\u00dc planlar\u0131, hem i\u00e7erdi\u011fi bu nitelik, hem de Eymir ve ula\u015f\u0131ma ili\u015fkin kararlar\u0131 nedeniyle Odam\u0131z\u0131n da s\u00fcrekli olarak takip etti\u011fi \u00fczerinde durdu\u011fu bir mevzudur. Ankara Valili\u011fi \u00c7evre ve \u015eehircilik \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc taraf\u0131ndan yap\u0131lan 29 May\u0131s 2014 tarihinde ask\u0131ya \u00e7\u0131kan ve kamuoyunda ODT\u00dc Plan\u0131 olarak bilinen plan \u00f6ncesinde, bu alana ili\u015fkin 1\/25000 \u00f6l\u00e7ekli Naz\u0131m \u0130mar Plan\u0131 De\u011fi\u015fikli\u011fi, ODT\u00dc 1\/5000 \u00d6l\u00e7ekli Koruma Ama\u00e7l\u0131 Naz\u0131m \u0130mar Plan\u0131 ve ODT\u00dc 1\/1000 \u00d6l\u00e7ekli Koruma Ama\u00e7l\u0131 Uygulama \u0130mar Plan\u0131 (ODT\u00dc Yolu tart\u0131\u015fmalar\u0131 da i\u00e7eren plan) ilk olarak 30.09.2013 tarihinde \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131nca onaylanm\u0131\u015ft\u0131r. Bu plan i\u00e7erdi\u011fi kamu yarar\u0131 sak\u0131ncalar\u0131 nedeniyle \u015eehir Planc\u0131lar\u0131 Odas\u0131 Ankara \u015eubesi ve Mimarlar Odas\u0131 Ankara \u015eubesi\u2018nin birlikte a\u00e7t\u0131\u011f\u0131 dava Ankara 9. \u0130dare Mahkemesinde devam etmektedir.<\/em><\/p>\n<p><em>S\u00f6z konusu 20.05.2014 tarihli Bakanl\u0131k taraf\u0131ndan yeni onaylanan, 29 May\u0131s 2014 tarihli ask\u0131 tutana\u011f\u0131na g\u00f6re bir \u00f6nceki plana yap\u0131lan itirazlar ve d\u00fczeltme talepleriyle yeniden &#8220;ODT\u00dc\u2018ye ait alana ili\u015fkin 1\/25000 \u00f6l\u00e7ekli Naz\u0131m \u0130mar Plan\u0131 De\u011fi\u015fikli\u011fi, ODT\u00dc 1\/5000 \u00d6l\u00e7ekli Koruma Ama\u00e7l\u0131 Naz\u0131m \u0130mar Plan\u0131 ve ODT\u00dc 1\/1000 \u00d6l\u00e7ekli Koruma Ama\u00e7l\u0131 Uygulama \u0130mar Plan\u0131&#8221; \u015feklinde ask\u0131ya \u00e7\u0131km\u0131\u015ft\u0131r. Bu planlar 30.09.2013 tarihli plana yap\u0131lan itirazlar sonucu Bakanl\u0131k\u00e7a yap\u0131lan de\u011ferlendirmelerin sonras\u0131nda yap\u0131lan d\u00fczenlemeler ile plan yeniden onaylanm\u0131\u015ft\u0131r.<\/em><\/p>\n<p><em>ODT\u00dc Planlar\u0131 hakk\u0131nda tart\u0131\u015fmalara neden olan Eymir G\u00f6l\u00fc ve \u00e7evresi alan, ODT\u00dc Yolu ve T\u00fcnel konular\u0131 hakk\u0131nda de\u011ferlerdirmemiz \u015f\u00f6yledir;<\/em><\/p>\n<p><em>1. Eymir G\u00f6l\u00fc ve Yak\u0131n \u00c7evresi<\/em><\/p>\n<p><em>ODT\u00dc\u2018ye ait olan Eymir G\u00f6l\u00fc ve yak\u0131n \u00e7evresi arazisi 1. Derece Do\u011fal Sit, 2. Derece Do\u011fal Sit ve 1. Derece Arkeolojik Sit olarak tescillidir. Sit tescilleri gere\u011fince mutlak koruma alanlar\u0131 olan bu alanlar\u0131n do\u011fal dengelerinin, \u00f6zg\u00fcnl\u00fcklerinin korunmas\u0131 ve s\u00fcreklili\u011finin sa\u011flanmas\u0131 a\u00e7\u0131s\u0131ndan plan kararlar\u0131 \u00f6nem arz etmektedir. S\u00f6z konusu sit dereceleri ve s\u0131n\u0131rlar\u0131 30.09.2013 tarihli ODT\u00dc Plan\u0131\u2018ndan \u00f6nce tespit edilmi\u015f ve bu plana altl\u0131k olu\u015fturmu\u015ftur. 20.05.2014 tarihli ODT\u00dc Plan\u0131\u2018ye ait alanlara ili\u015fkin yap\u0131lan planlarda da de\u011fi\u015fikli\u011fe u\u011framam\u0131\u015ft\u0131r. K\u00fclt\u00fcr ve Tabiat Varl\u0131klar\u0131n\u0131 Koruma Y\u00fcksek Kurulu\u2018nun 728 say\u0131l\u0131 ilke karar\u0131 ve onaylanan Naz\u0131m \u0130mar Plan\u0131 h\u00fck\u00fcmlerine ba\u011fl\u0131l\u0131k bir zorunluluktur. Hem 30.09.2013 tarihli planda hem de 20.05.2014 tarihli ODT\u00dc Plan\u0131\u2018nda da Eymir G\u00f6l\u00fc \u00e7evresi &#8220;ODT\u00dc \u00f6zel orman alan\u0131&#8221; olarak i\u015flendi\u011finden herhangi bir turistik tesise izin verilmesi olas\u0131 de\u011fildir. Sonu\u00e7 olarak her ne kadar yeni onaylanan bu planda Eymir g\u00f6l\u00fc ve \u00e7evresi i\u00e7in bir \u00f6ncekinden farkl\u0131 bir plan karar\u0131 bulunmasa da \u00d6\u00c7K plan\u0131nda bu alan\u0131n yer almamas\u0131 tespit etti\u011fimiz sorunlu bir noktad\u0131r. Bilindi\u011fi \u00fczere Eymir G\u00f6l\u00fc ve yak\u0131n \u00e7evresi \u00f6zel \u00e7evre koruma alan\u0131 kapsam\u0131ndad\u0131r. Plan notlar\u0131nda da ba\u011flay\u0131c\u0131 plan oldu\u011fu bahsedilen \u00d6\u00c7K plan\u0131nda ise Eymir ve yak\u0131n \u00e7evresi yer almamaktad\u0131r. \u00d6zel \u00c7evre Koruma B\u00f6lgesi s\u0131n\u0131r\u0131 i\u00e7erisinde olmas\u0131na ra\u011fmen \u00c7evre D\u00fczeni Plan\u0131n\u0131nda olmad\u0131\u011f\u0131ndan bahisle, \u00d6\u00c7K alan\u0131ndaki sit alanlar\u0131 ile ODT\u00dc sit alanlar\u0131 ile b\u00fct\u00fcnle\u015fik olarak planlanmas\u0131 gerekirken bir b\u00fct\u00fcn i\u00e7erisinde haz\u0131rlanmam\u0131\u015ft\u0131r. Bakanl\u0131k oluru ile onaylanan 24.02.2014 tarihli G\u00f6lba\u015f\u0131 \u00d6zel \u00c7evre Koruma B\u00f6lgesi 1\/25000 \u00f6l\u00e7ekli \u00c7evre D\u00fczeni Plan\u0131n\u0131nda Eymir ve yak\u0131n \u00e7evresi plana d\u00e2hil edilmeyerek hukuka ve \u015fehircilik ilkelerine ayk\u0131r\u0131 bir i\u015flem yap\u0131lm\u0131\u015ft\u0131r.<\/em><\/p>\n<p><em>ODT\u00dc kampusu yakla\u015f\u0131k 40 km2\u2018lik bir alan \u00fczerine kurulmu\u015ftur ve 1960\u2018l\u0131 y\u0131llardan bu yana ODT\u00dc taraf\u0131ndan yap\u0131lan a\u011fa\u00e7land\u0131rma \u00e7al\u0131\u015fmalar\u0131yla kampusunun yakla\u015f\u0131k %85\u2018ini orman haline getirilmi\u015ftir. Ankara \u015fehri i\u00e7erisinde AO\u00c7 ve ODT\u00dc arazileri \u2018ye\u015fil\u2018 dokular\u0131yla belirmektedir. Neoliberal politikalar ile salt sermaye birikimi g\u00fcd\u00fcm\u00fcndeki h\u0131zla \u2018betonla\u015fan\u2018 kentimizde yap\u0131l\u0131 \u00e7evremizin daha da sa\u011fl\u0131ks\u0131z bir hal almamas\u0131, kalan bu son do\u011fal alanlar\u0131 yok edilmemesi ve gelecek nesillerin daha sa\u011fl\u0131kl\u0131 bir \u00e7evrede ya\u015fayabilmeleri i\u00e7in toplumsal bir m\u00fccadele gereklili\u011fi ortaya \u00e7\u0131kmaktad\u0131r.<\/em><\/p>\n<p><em>2. ODT\u00dc Yolu ve T\u00fcnel<\/em><\/p>\n<p><em>ODT\u00dc Plan\u0131\u2018nda yer alan 1071 Malazgirt Bulvar\u0131 ve T\u00fcnel projeleri Ankara\u2018n\u0131n do\u011fal \u00e7evresi i\u00e7in \u00e7ok ciddi iki tehdit unsurudur. Planlama, verilerin b\u00fct\u00fcnc\u00fcl olarak ele al\u0131nmas\u0131yla ak\u0131lc\u0131 \u00e7\u00f6z\u00fcmler \u00fcretmesi gereken bir disiplindir. Ancak ODT\u00dc Plan\u0131\u2018nda yer alan bu yollar bu b\u00fct\u00fcnc\u00fcl planlama yakla\u015f\u0131m\u0131na tamamen terstir. Bu yollar\u0131n kent ula\u015f\u0131m\u0131ndaki yerleri, ba\u011flant\u0131lar\u0131 ve ge\u00e7tikleri g\u00fczerg\u00e2hta ger\u00e7ekle\u015ftirecekleri toplumsal de\u011fi\u015fiklikler d\u00fc\u015f\u00fcn\u00fclmemi\u015ftir.<\/em><\/p>\n<p><em>Yol planlar\u0131 Ankara B\u00fcy\u00fck\u015fehir Belediyesi\u2018nin &#8220;daha fazla h\u0131z, daha fazla yol, daha fazla imarl\u0131 alan\u0131 t\u00fcket&#8221; temal\u0131 ve \u00f6zel ara\u00e7 sahiplili\u011fine dayanan politikas\u0131n\u0131n \u00fcr\u00fcn\u00fcd\u00fcr. Malazgirt Bulvar\u0131 ODT\u00dc Orman\u2018n\u0131 katletmi\u015f, 100. Y\u0131l ve \u00c7i\u011fdem mahalleleri sakinlerinin aras\u0131na duvar \u00f6rm\u00fc\u015f ve bu mahallelerin sosyal ili\u015fkilerini sekteye u\u011fratm\u0131\u015ft\u0131r.<\/em><\/p>\n<p><em>Ayr\u0131ca planda yer alan \u2018t\u00fcnel projesi\u2018 kamu kaynaklar\u0131n\u0131n f\u00fct\u00fcrsuzca kullan\u0131lmas\u0131n\u0131n, bilin\u00e7siz bir \u015fekilde t\u00fcketilmesinin g\u00f6stergelerinden biridir. T\u00fcnel bi\u00e7iminde yap\u0131lmas\u0131 \u00f6ng\u00f6r\u00fclen yola dair herhangi bir bilimsel, teknik et\u00fcd \u00e7al\u0131\u015fma olmaks\u0131z\u0131n plan karar\u0131n\u0131n geli\u015ftirilmesi ve onaylanmas\u0131 mevzuata ve \u015fehircilik ilkelerine ayk\u0131r\u0131d\u0131r. S\u00f6z konusu t\u00fcnelin in\u015faat\u0131na ili\u015fkin uygulamaya y\u00f6nelik hususlar a\u00e7\u0131k de\u011fildir ve yakla\u015f\u0131k % 50sinin 1. Derece do\u011fal sit alan\u0131ndan ge\u00e7en bu t\u00fcnelin ekosistemi korumaya dair hi\u00e7bir karar\u0131 ya da plan raporunda a\u00e7\u0131klamas\u0131 mevcut de\u011fildir. G\u0131da, Tar\u0131m ve Hayvanc\u0131l\u0131k Bakanl\u0131\u011f\u0131 arazisi ve ODT\u00dc arazisinden ge\u00e7ecek t\u00fcnellerin toplam uzunlu\u011fu 2500 metredir ve t\u00fcnel \u00e7ap\u0131 35 metredir.
