BTS, &#8220;Olas\u0131 olumsuzluklar hakk\u0131nda kamuoyunu bilgilendirmek ve ikinci bir Pamukova facias\u0131 ya\u015fanmamas\u0131 i\u00e7in UDHB ve TCDD yetkililerini uyar\u0131yoruz&#8221; dedi. BTS, siyasi kayg\u0131lar u\u011fruna apar topar a\u00e7\u0131lan bir tren projesinin a\u00e7\u0131lmas\u0131n\u0131n\u00a0skandal olarak de\u011ferlendirdi.<\/p>\n<p>BTS&#8217;nin a\u00e7\u0131klamas\u0131 \u015f\u00f6yle;<\/p>\n<p><em>\u00dclkemiz demiryollar\u0131ndaki trenlerin h\u0131z \u00f6yk\u00fcs\u00fc 2004 y\u0131l\u0131nda sefere konulan &#8220;H\u0131zland\u0131r\u0131lm\u0131\u015f Tren&#8221; maceras\u0131yla ba\u015flad\u0131. D\u00fcnya demiryollar\u0131nda ba\u015fka bir \u00f6rne\u011fi olmayan \u015fekilde ortaya at\u0131lan H\u0131zland\u0131r\u0131lm\u0131\u015f Tren t\u00fcm uyar\u0131lara ra\u011fmen bilimden ve planlamadan eksik ba\u015flat\u0131ld\u0131\u011f\u0131 i\u00e7in 22 Temmuz 2004 tarihinde bu \u00f6yk\u00fc faciaya d\u00f6n\u00fc\u015ferek \u00fclkemiz demiryolculuk tarihinin en b\u00fcy\u00fck facias\u0131 ya\u015fand\u0131. 22 Temmuz 2004 tarihinde Haydarpa\u015fa-Ankara seferini yapan \u201ch\u0131zland\u0131r\u0131lm\u0131\u015f tren\u201d in Pamukova yak\u0131nlar\u0131nda raydan \u00e7\u0131karak devrilmesi sonucu 41 yurtta\u015f\u0131m\u0131z hayat\u0131n\u0131 kaybetti ve 81 yurtta\u015f\u0131m\u0131z yaraland\u0131.<\/em><\/p>\n<p><em>13 Mart 2009 y\u0131l\u0131nda Ankara- Eski\u015fehir hatt\u0131n\u0131n a\u00e7\u0131lmas\u0131 ile hizmete giren H\u0131zl\u0131 Trenin Eski\u015fehir \u0130stanbul etab\u0131 daha \u00f6nce \u00e7e\u015fitli gerek\u00e7elerle \u00e7e\u015fitli ertelenmesine ra\u011fmen \u00fc\u00e7 g\u00fcn sonra yani 25Temmuz 2014 tarihinde a\u00e7\u0131laca\u011f\u0131 Ula\u015ft\u0131rma Bakan\u0131 taraf\u0131ndan a\u00e7\u0131klanm\u0131\u015ft\u0131r.<\/em><\/p>\n<p><em>Bu hatt\u0131n gerek yap\u0131m\u0131nda, gerek i\u015fletilmesinde, gerekse de Marmara\u2019yla ba\u011flant\u0131s\u0131n\u0131n sa\u011flanmas\u0131nda \u00e7ok ciddi sorunlar vard\u0131r.<\/em><\/p>\n<p><em>Bu sorunlar\u0131 yaz\u0131l\u0131 ve g\u00f6rsel bas\u0131n arac\u0131l\u0131\u011f\u0131yla kamuoyu ile payla\u015fmak siyasi iktidar\u0131 ve TCDD\u2019yi uyarmak Sendikam\u0131z\u0131n asli g\u00f6revleri aras\u0131ndad\u0131r.<\/em><\/p>\n<p><em>De\u011ferli bas\u0131n mensuplar\u0131,<\/em><\/p>\n<p><em>Siyasi iktidar ve TCDD y\u00f6netimi s\u00fcrekli olarak kendi d\u00f6nemlerini ge\u00e7mi\u015fle kar\u015f\u0131la\u015ft\u0131rmakta ve kendi d\u00f6nemlerinde demiryollar\u0131n\u0131n nas\u0131l at\u0131l\u0131m yapt\u0131klar\u0131n\u0131 \u00f6verek anlatmaktad\u0131rlar. Bilerek ya da bilmeyerek Eski\u015fehir-Pendik h\u0131zl\u0131 tren a\u00e7\u0131l\u0131\u015f tarihini de asl\u0131nda tam on sene \u00f6nce ya\u015fad\u0131\u011f\u0131m\u0131z bir facia ve katliam\u0131n y\u0131ld\u00f6n\u00fcm\u00fcnde yap\u0131yorlar.<\/em><\/p>\n<p><em>Bu g\u00fcn 22 Temmuz. Bundan on y\u0131l \u00f6nce bir inat ve bilimden uzak geli\u015ftirilen h\u0131zland\u0131r\u0131lm\u0131\u015f tren Pamukova&#8217;da devrildi ve 41 yurtta\u015f\u0131m\u0131z hayat\u0131n\u0131 kaybetti.<\/em><\/p>\n<p><em>H\u0131zland\u0131r\u0131lm\u0131\u015f trenin sefere konulmas\u0131ndan \u00f6nce Sendikam\u0131z defalarca TCDD y\u00f6netimini uyararak kaza riskinin y\u00fcksek oldu\u011funu, apar topar g\u00f6stermelik olarak yap\u0131lan iyile\u015ftirmelerle h\u0131z\u0131n art\u0131r\u0131lamayaca\u011f\u0131n\u0131 bu nedenle de bu trenlerin seferden kald\u0131r\u0131lmas\u0131 gerekti\u011fini belirtmi\u015ftir.<\/em><\/p>\n<p><em>Uyar\u0131lar, sadece sendikam\u0131z taraf\u0131ndan de\u011fil, meslek odalar\u0131, bilim insanlar\u0131 taraf\u0131ndan da yap\u0131lm\u0131\u015ft\u0131r. Ancak k\u00f6r bir inat ve \u00e7eki\u015fmeyle yap\u0131lan i\u015flerin sonucunu \u00e7ok ac\u0131 bir \u015fekilde ya\u015fad\u0131k. Yap\u0131lan hi\u00e7bir \u015fey art\u0131k kaybetti\u011fimiz yurtta\u015flar\u0131m\u0131z\u0131 geri getiremeyecektir.<\/em><\/p>\n<p><em>Ne yaz\u0131k ki, siyasi iktidar ve TCDD y\u00f6netimi ayn\u0131 aymazl\u0131k ve inad\u0131 Eski\u015fehir-\u0130stanbul aras\u0131nda a\u00e7\u0131lacak h\u0131zl\u0131 tren hatt\u0131 i\u00e7in de s\u00fcrd\u00fcrmektedir.<\/em><\/p>\n<p><em>Siyasi ikbal u\u011fruna bitmemi\u015f, tamamlanmam\u0131\u015f bir hatt\u0131 i\u015fletmeye a\u00e7mak istemektedirler.<\/em><\/p>\n<p><em>Bu konudaki itirazlar\u0131m\u0131za ge\u00e7meden \u00f6nce bu projenin ge\u00e7mi\u015finden s\u00f6z etmek gerekir.<\/em><\/p>\n<p><em>3 g\u00fcn sonra a\u00e7\u0131lmas\u0131 planlanan Ankara-\u0130stanbul aras\u0131 y\u00fcksek h\u0131zl\u0131 tren hatt\u0131 asl\u0131nda y\u00fcksek h\u0131zl\u0131 tren hatt\u0131 projesi olarak ba\u015flamam\u0131\u015ft\u0131r. Bu proje 1999 y\u0131l\u0131nda Ankara-\u0130stanbul demiryolu rehabilitasyonu olarak ba\u015flam\u0131\u015ft\u0131r. Buna g\u00f6re mevcut hat rehabilite edilecek, makaslar iyile\u015ftirilecek ve b\u00f6ylelikle seyahat s\u00fcresi 5 bu\u00e7uk saate inecektir. Daha sonra bu 5 bu\u00e7uk saatlik s\u00fcre yeterli g\u00f6r\u00fclmeyerek proje 2-3 sefer tadil edilmi\u015f en sonunda bu hale getirilmi\u015ftir.<\/em><\/p>\n<p><em>Ba\u015flang\u0131c\u0131 \u201chat rehabilitasyonu\u201d olan bu proje \u201ch\u0131zl\u0131 tren projesine\u201d d\u00f6n\u00fc\u015ft\u00fckten sonra resmi a\u011f\u0131zlar taraf\u0131ndan \u201c2005 y\u0131l\u0131nda i\u015fletmeye a\u00e7\u0131laca\u011f\u0131\u201d a\u00e7\u0131klanm\u0131\u015f olmas\u0131na ra\u011fmen, ancak 2014 y\u0131l\u0131nda a\u00e7\u0131labilmektedir. \u00dcstelik bu a\u00e7\u0131l\u0131\u015f projenin tamam\u0131 bitmemi\u015f haldeyken yap\u0131lmaktad\u0131r.<\/em><\/p>\n<p><em>Projenin parasal de\u011feri, 8.798.160 lirad\u0131r. 2013 y\u0131l\u0131 sonuna kadar yap\u0131lan toplam harcama, 6.276.000 lirad\u0131r. 2014 y\u0131l\u0131 sonuna kadar ayr\u0131lan \u00f6denek ise 640.000 lirad\u0131r. B\u00fct\u00fcn bunlar\u0131 hesap etti\u011fimizde dahi, projenin tamamlanmas\u0131 i\u00e7in 1.882.160 liraya daha ihtiya\u00e7 olaca\u011f\u0131 ortaya \u00e7\u0131kmaktad\u0131r. Yani proje parasal olarak yakla\u015f\u0131k %75 oran\u0131nda ger\u00e7ekle\u015fmi\u015ftir.<\/em><\/p>\n<p><em>Bu hali ile proje 11 b\u00f6l\u00fcmden olu\u015fmaktad\u0131r. Projenin ilk aya\u011f\u0131 olan Ankara-Eski\u015fehir aras\u0131 2009 y\u0131l\u0131nda i\u015fletmeye a\u00e7\u0131lm\u0131\u015f olup, projenin tamam\u0131 2016 y\u0131l\u0131nda nihayet bulacakt\u0131r.<\/em><\/p>\n<p><em>Ancak siyasi iktidar\u0131n bilim tan\u0131maz ve ben yapt\u0131m oldu tavr\u0131 nedeniyle tam olarak bitmeden Eski\u015fehir-\u0130stanbul aras\u0131 i\u015fletmeye a\u00e7\u0131lacakt\u0131r.<\/em><\/p>\n<p><em>Bitmeyen, tamamlanmayan bir hatt\u0131n i\u015fletmeye a\u00e7\u0131lmas\u0131n\u0131n trafik g\u00fcvenli\u011fi a\u00e7\u0131s\u0131ndan \u00e7ok \u00f6nemli zafiyetler i\u00e7erece\u011fi a\u00e7\u0131kt\u0131r.<\/em><\/p>\n<p><em>Daha toplumsal haf\u0131zam\u0131zda h\u0131zland\u0131r\u0131lm\u0131\u015f tren facias\u0131 dururken, daha o kazan\u0131n ger\u00e7ek sorumlular\u0131 ortaya \u00e7\u0131kar\u0131lmam\u0131\u015fken, bu hatt\u0131n i\u015fletmeye a\u00e7\u0131lma \u0131srar\u0131 bizleri tedirgin etmektedir.<\/em><\/p>\n<p><em>Eski\u015fehir \u2013 \u0130stanbul YHT hatt\u0131n\u0131n bir\u00e7ok alt ve \u00fcst yap\u0131 eksi\u011fine ra\u011fmen a\u00e7\u0131lmas\u0131n\u0131n planlanmas\u0131 bize 22 Temmuz 2004 y\u0131l\u0131ndaki ac\u0131 deneyimi \u00e7ok \u00e7abuk unutuldu\u011funu hat\u0131rlatmaktad\u0131r. \u00c7\u00fcnk\u00fc bu hat hen\u00fcz YTH tren i\u015fletmecili\u011finin \u015fartlar\u0131n\u0131 ta\u015f\u0131mamaktad\u0131r. Bizler BTS olarak 2004 y\u0131l\u0131ndaki gibi ac\u0131 bir olay\u0131n ya\u015fanmamas\u0131 i\u00e7in, UDHB ve TCDD yi o tarihte uyard\u0131\u011f\u0131m\u0131z gibi \u015fimdide UDHB yi ve TCDD\u2019yi Eski\u015fehir Pendik YHT hatt\u0131n\u0131n her y\u00f6n\u00fcyle tamamen bitmeden, gerekli testler yap\u0131lmadan a\u00e7\u0131lmamas\u0131 i\u00e7in uyar\u0131yoruz<\/em><\/p>\n<p><em>Bu hatt\u0131n gerek yap\u0131m\u0131 gerekse de i\u015fletilmesinin kar\u015f\u0131la\u015f\u0131lacak sorunlar \u015funlard\u0131r:<\/em><\/p>\n<p><em>* Ankara \u2013 \u0130stanbul Y\u00fcksek H\u0131zl\u0131 Tren hatt\u0131n\u0131n Eski\u015fehir- Pendik k\u0131sm\u0131n\u0131n trafi\u011finin tamam\u0131n\u0131n g\u00f6r\u00fclebilece\u011fi, takip edilebilece\u011fi bir trafik y\u00f6netim sistemi yoktur. Yani Eski\u015fehir ve Ankara\u2019da bulunan Trafik Kumanda Merkezlerinden tren hareketlerinin g\u00f6r\u00fclebildi\u011fi, gerekti\u011finde i\u015flem ve talimatlar\u0131n verilebildi\u011fi fiziki bir durum hen\u00fcz olu\u015fturulmam\u0131\u015ft\u0131r.<\/em><\/p>\n<p><em>Bu hattaki tren trafi\u011fi:<\/em><\/p>\n<p><em>Ankara\u2014Eski\u015fehir aras\u0131 ERTMS sistemiyle Ankara merkez den<\/em><\/p>\n<p><em>Eski\u015fehir- Karak\u00f6y ERTMS sistemiyle Ankara merkezden<\/em><\/p>\n<p><em>Karak\u00f6y- Bilecik CTC sistemiyle Eski\u015fehir merkezden<\/em><\/p>\n<p><em>Bilecik-Alifuatpa\u015fa ERTMS sistemiyle Ankara merkezden<\/em><\/p>\n<p><em>Alifuatpa\u015fa-K\u00f6sek\u00f6y CTC sistemiyle Eski\u015fehir merkezden<\/em><\/p>\n<p><em>K\u00f6sek\u00f6y-Gebze TM\u0130 sistemiyle \u0130zmit merkezden<\/em><\/p>\n<p><em>Arifiye gar i\u00e7inde de yerel kumanda merkezinden idare edilecektir.<\/em><\/p>\n<p><em>Burada da \u00e7ok a\u00e7\u0131k\u00e7a g\u00f6r\u00fclmektedir ki tren Ankara\u2019dan Pendik\u2019e gelene kadar d\u00f6rt ayr\u0131 el de\u011fi\u015ftirecek. \u00d6zellikle K\u00f6esk\u00f6y-Gebze ( yakla\u015f\u0131k 60 km mesafe) aras\u0131nda TM\u0130 sistem dedi\u011fimiz ve teknolojik hi\u00e7bir alt yap\u0131n\u0131n olmad\u0131\u011f\u0131 bir sistemle \u00e7al\u0131\u015ft\u0131r\u0131lacakt\u0131r.<\/em><\/p>\n<p><em>*Eski\u015fehir- Pendik aras\u0131nda kullan\u0131lan sinyalizasyon ve emniyet sistemleri hen\u00fcz tamamlanmam\u0131\u015f olup baz\u0131 noktalarda hi\u00e7bir emniyet sistemi bulunmamaktad\u0131r.<\/em><\/p>\n<p><em>Hatt\u0131n sinyalizasyon sistemi birden fazla de\u011fi\u015fik, baz\u0131 kesimlerde \u00e7ok eski sistem kullan\u0131ld\u0131\u011f\u0131ndan b\u00fcy\u00fck bir tehlike yaratmaktad\u0131r<\/em><\/p>\n<p><em>*Hatt\u0131n hen\u00fcz b\u00fcy\u00fck bir b\u00f6l\u00fcm\u00fcnde (Eski\u015fehir- Bilecik- Alifuatpa\u015fa ve Sapanca- \u0130zmit- Gebze aras\u0131nda) \u00e7al\u0131\u015f\u0131r durumda sinyal sistemi bulunmamaktad\u0131r. Bu durumda i\u015fletilecek olan y\u00fcksek h\u0131zl\u0131 tren setlerinde ara\u00e7 \u00fcst\u00fc donan\u0131m bulunsa dahi, sinyal sistemi bulunmad\u0131\u011f\u0131ndan b\u00fcy\u00fck bir g\u00fcvenlik zafiyeti olu\u015fmakta, istenmeyen kaza ve olaylara adeta davetiye \u00e7\u0131kart\u0131lmaktad\u0131r.<\/em><\/p>\n<p><em>Y\u00fcksek H\u0131zl\u0131 Tren i\u015fletmecili\u011finin olmazsa olmazlar\u0131ndan birisi, belki de en \u00f6nemlisi \u00e7al\u0131\u015f\u0131r durumdaki sinyal sistemi ve dizilerde (setlerde) bulunacak Seviye-1 (Level-1) ve Seviye-2 (Level-2) diye adland\u0131rd\u0131\u011f\u0131m\u0131z donan\u0131mlard\u0131r<\/em><\/p>\n<p><em>*Gebze- Pendik- Gebze aras\u0131 tren trafi\u011fi tek hat \u00fczerinden sa\u011flanacakt\u0131r. Eski\u015fehir- Pendik aras\u0131nda kullan\u0131lan sinyalizasyon ve makaslar \u00fczerindeki kumanday\u0131 sa\u011flayacak emniyet sistemlerinde \u00e7ok b\u00fcy\u00fck eksiklikler var olup hen\u00fcz tamamlanmam\u0131\u015f olan baz\u0131 noktalarda hi\u00e7bir emniyet sistemi bulunmamaktad\u0131r. Bu da emniyet a\u00e7\u0131s\u0131ndan \u00e7ok ciddi zaaflar ortaya \u00e7\u0131karmaktad\u0131r. Ters s\u00fcr\u00fc\u015f\u00fc s\u0131ras\u0131nda ya\u015fanan kaza buna \u00f6rnektir. Sinyalsiz yolda \u00e7al\u0131\u015f\u0131rken 03.07.2014 tarihinde ki test s\u00fcr\u00fc\u015f\u00fc treni Piri Reis , ray vidalamas\u0131 yapan i\u015f otosuna \u00e7arpm\u0131\u015f, \u00e7arpman\u0131n etkisiyle bir vagonu raydan \u00e7\u0131karken, kaza sonucu \u015fans eseri \u00f6len ya da yaralanan olmam\u0131\u015ft\u0131r.<\/em><\/p>\n<p><em>*Y\u00fcksek H\u0131zl\u0131 Tren i\u015fletmecili\u011fi yapan \u00fclkelerin tamam\u0131nda, bu trenlerin hatlar\u0131 sadece h\u0131zl\u0131 trenlerin kullanabildi\u011fi son derece korunakl\u0131 olarak ihata alt\u0131na al\u0131nm\u0131\u015f, \u00e7evresel d\u0131\u015f etkilerden en az d\u00fczeyde etkilenecek\/ etkilenmeyecek \u015fekilde olu\u015fturulmaktad\u0131r. Oysaki bu hatta baz\u0131 noktalarda g\u00fczerg\u00e2h YHT ve konvansiyonel trenlerce ortak kullan\u0131lacakt\u0131r<\/em><\/p>\n<p><em>*\u0130zmit Pendik aras\u0131nda \u00fc\u00e7\u00fcnc\u00fc hat \u00e7al\u0131\u015fmalar\u0131 devam etti\u011finden ciddi \u015fekilde \u00e7al\u0131\u015fan trenler i\u00e7in tehlike do\u011furacakt\u0131r.<\/em><\/p>\n<p><em>*Y\u00fcksek H\u0131zl\u0131 Tren setlerinin bak\u0131m ve onar\u0131m\u0131na ili\u015fkin depo yap\u0131m\u0131 daha yeni ba\u015flam\u0131\u015ft\u0131r. Dolay\u0131s\u0131yla YHT setlerinin bak\u0131m ve onar\u0131m\u0131n\u0131n yap\u0131laca\u011f\u0131 bir yer yoktur.<\/em><\/p>\n<p><em>*Projenin tamam\u0131 11 b\u00f6l\u00fcmden olu\u015fmaktad\u0131r. TCDD&#8217;nin 2014 y\u0131l\u0131 yat\u0131r\u0131m program\u0131na g\u00f6re h\u0131zl\u0131 tren projesinin biti\u015f tarihi 2016 d\u0131r. Bir b\u00fct\u00fcn olan tren i\u015fletmecili\u011fini siyasi rant kayg\u0131lar\u0131 ile bitmeden a\u00e7mak kazaya ve aksakl\u0131klara davetiye \u00e7\u0131karmak demektir.<\/em><\/p>\n<p><em>*Proje h\u0131z\u0131 250 km dir. Oysa TCDD nin kendi a\u00e7\u0131klamalar\u0131na g\u00f6re deneme s\u00fcr\u00fc\u015flerinde \u00e7ok az bir mesafede maksimum 200 km h\u0131za ula\u015f\u0131labilmi\u015ftir.<\/em><\/p>\n<p><em>* G\u00fczerg\u00e2htaki sorunlar nedeniyle h\u0131zl\u0131 tren hatt\u0131 ve konvansiyonel hat aras\u0131nda ge\u00e7i\u015fler olacakt\u0131r. Bu ge\u00e7i\u015flerde h\u0131z\u0131n d\u00fc\u015fece\u011fi herkes taraf\u0131ndan bilinmektedir. Bu durumda Ankara-\u0130stanbul aras\u0131 seyahat s\u00fcresini 3.5 saat olarak a\u00e7\u0131klanmas\u0131nda ciddi \u015f\u00fcphelerimiz vard\u0131r.<\/em><\/p>\n<p><em>*Haydarpa\u015fa\u2019n\u0131n rant u\u011fruna kapat\u0131lmas\u0131ndan dolay\u0131 fiziki \u015fartlar\u0131 uygun olmayan gar ve istasyonlar h\u0131zl\u0131 tren seferleri i\u00e7in kullan\u0131lacakt\u0131r. Oysa Haydarpa\u015fa Gar\u0131n\u0131n tekrar tren trafi\u011fine a\u00e7\u0131lmas\u0131 ile sorun giderilebilecektir.<\/em><\/p>\n<p><em>*Son durak olarak kullan\u0131lacak olan Pendik \u0130stasyonu fiziki olarak yetersizdir. TCDD \u0131srarla y\u00fcksek h\u0131zl\u0131 tren d\u0131\u015f\u0131nda konvansiyonel olarak \u00e7al\u0131\u015facak y\u00fck ve yolcu treni olup olmayaca\u011f\u0131 sorusunu cevaplamamaktad\u0131r. Bu haliyle bile yetersiz olan Pendik \u0130stasyonu, konvansiyonel trenlerde \u00e7al\u0131\u015fmaya ba\u015flay\u0131nca kesinlikle yetmeyecek ve tren trafi\u011fi sa\u011fl\u0131kl\u0131 y\u00f6netilemeyecektir. Bu nedenle Haydarpa\u015fa gar tren trafi\u011fine derhal a\u00e7\u0131lmal\u0131d\u0131r.<\/em><\/p>\n<p><em>*Hatt\u0131n a\u00e7\u0131lmas\u0131ndan sonra 3 seneye yak\u0131n s\u00fcredir kapal\u0131 olan \u0130stanbul hatt\u0131nda iptal edilen konvansiyonel yolcu ve y\u00fck treninin \u00e7al\u0131\u015f\u0131p \u00e7al\u0131\u015fmayaca\u011f\u0131 belli de\u011fildir.<\/em><\/p>\n<p><em>* Pendik\u2019e gelen yolcunun \u0130stanbul\u2019un di\u011fer b\u00f6lgelerine da\u011f\u0131l\u0131m\u0131 konusunda ya\u015fanacak s\u0131k\u0131nt\u0131lar\u0131 giderme konusunda bir \u00e7al\u0131\u015fma yap\u0131lmam\u0131\u015ft\u0131r.<\/em><\/p>\n<p><em>*Marmaray\u2019\u0131n tamamen faaliyete ge\u00e7mesinden sonra hangi trenlerin Halkal\u0131 \u2019ya devam edece\u011fi, hangi trenlerin Pendik\u2019te kalaca\u011f\u0131 belli de\u011fildir.<\/em><\/p>\n<p><em>*Vezirhan-K\u00f6sek\u00f6y aras\u0131 kullan\u0131lacak olan yol da d\u00fcnya standartlar\u0131n\u0131n \u00fcst\u00fcnde bir rampa bulunmaktad\u0131r. D\u00fcnyan\u0131n hi\u00e7bir yerinde y\u00fcksek h\u0131zl\u0131 tren hatt\u0131nda b\u00f6yle e\u011fim olamaz (% 036) . Bu i\u015fletmecilik a\u00e7\u0131s\u0131ndan risk olu\u015fturmaktad\u0131r. B\u00f6yle bir e\u011fim de y\u00fcksek h\u0131zl\u0131 tren i\u015fletmecili\u011fi yap\u0131lamaz.<\/em><\/p>\n<p><em>*B\u00fct\u00fcn d\u00fcnyadaki uygulamalara g\u00f6re y\u00fcksek h\u0131zl\u0131 tren hatlar\u0131 ba\u011f\u0131ms\u0131z ve uluslar aras\u0131 kurulu\u015flarca akredite olmal\u0131d\u0131r. Bu hatt\u0131n b\u00f6yle bir akreditesi yoktur. TCDD bu hat i\u00e7in akreditasyon alamamaktad\u0131r.<\/em><\/p>\n<p><em>*Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131, TCDD y\u00f6netimi, yap\u0131mc\u0131 firma aras\u0131nda bir e\u015fg\u00fcd\u00fcm olmad\u0131\u011f\u0131, gerek hatt\u0131n yap\u0131m\u0131, gerekse de i\u015fletmecili\u011fi konusunda yap\u0131lan a\u00e7\u0131klamalardan anla\u015f\u0131lmaktad\u0131r. \u00d6rne\u011fin TCDD YHT de y\u00fck treni \u00e7al\u0131\u015ft\u0131r\u0131lmayaca\u011f\u0131n\u0131 a\u00e7\u0131klarken Say\u0131n Bakan \u00e7al\u0131\u015ft\u0131r\u0131laca\u011f\u0131n\u0131 s\u00f6ylemektedir. Bu t\u00fcr \u00e7eli\u015fkiler bu projenin siyasi ranta kurban edilece\u011finin g\u00f6stergesidir.<\/em><\/p>\n<p><em>*H\u0131zl\u0131 trenin Ankara-\u0130stanbul aras\u0131ndaki yolcu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n %80 nini kar\u015f\u0131layaca\u011f\u0131 a\u00e7\u0131klanm\u0131\u015ft\u0131r. Buradan hareketle Ankara-\u0130stanbul aras\u0131 yolcu ta\u015f\u0131mas\u0131n\u0131n g\u00fcnl\u00fck 50.000 ki\u015fi olaca\u011f\u0131 s\u00f6ylenmektedir. Oysa bu projenin fizibilitesi toplam yolculu\u011fun 25 bin ki\u015fi oldu\u011fu ve bunun yakla\u015f\u0131k 20 bin ki\u015fisinin h\u0131zl\u0131 trenle ta\u015f\u0131naca\u011f\u0131 \u00fcst\u00fcnden yap\u0131lm\u0131\u015ft\u0131r. Ve a\u00e7\u0131klanan tren sefer say\u0131s\u0131 8 geli\u015f 8 gidi\u015f olmak \u00fczere toplam 16 trendir. Bu seferlere Konya-\u0130stanbul aras\u0131 \u00e7al\u0131\u015facak 2 tren seferi de dahildir. Ankara-\u0130stanbul aras\u0131 tren seferleri 7 geli\u015f 7 gidi\u015f olmak \u00fczere 14 seferdir. Bu trenlerin tamamen dolu gitti\u011fini varsaysak bile g\u00fcnl\u00fck ta\u015f\u0131nan yolcu say\u0131s\u0131 7.500 civar\u0131nda kalmaktad\u0131r.<\/em><\/p>\n<p><em>*Eski\u015fehir-Pendik aras\u0131 y\u00fcksek h\u0131zl\u0131 tren hatt\u0131n\u0131n 128 km si konvansiyonel hatt\u0131r. Bilecik hatt\u0131ndaki 26 nolu t\u00fcnelin \u00e7\u00f6kme ve kayma nedeniyle kapat\u0131lmas\u0131 \u00fczerine g\u00fczergah konvansiyonel hattan verilecektir. Bu d\u00fcnyan\u0131n hi\u00e7bir yerinde yoktur.<\/em><\/p>\n<p><em>B\u00fct\u00fcn bunlar da g\u00f6stermektedir ki, Eski\u015fehir-\u0130stanbul aras\u0131 h\u0131zl\u0131 tren hatt\u0131 a\u00e7\u0131l\u0131\u015f\u0131 bir g\u00f6steri\u015ften ibarettir.
