Mahalle TOK\u0130 eliyle d\u00f6n\u00fc\u015ft\u00fcr\u00fclecek.<\/p>\n<p>Birg\u00fcn Gazetesi, \u015eehir Planc\u0131lar\u0131 Odas\u0131 Y\u00f6netim Kurulu Ba\u015fkan\u0131 Orhan Sar\u0131altun&#8217;a Sara\u00e7o\u011flu Mahallesi&#8217;nde planlanan y\u0131k\u0131m projesini sordu. Sara\u00e7o\u011flu&#8217;nun a\u00e7\u0131klamalar\u0131 \u015f\u00f6yle;<\/p>\n<p><em><strong>\u00bbBakanlar Kurulu karar\u0131yla yeniden g\u00fcndeme gelen Sara\u00e7o\u011flu Mahallesi\u2019nin K\u0131z\u0131lay a\u00e7\u0131s\u0131ndan ta\u015f\u0131d\u0131\u011f\u0131 \u00f6nem nedir?<\/strong><\/em><br \/>\nSara\u00e7o\u011flu Mahallesi, \u015fu anda K\u0131z\u0131lay kent merkezinin en can al\u0131c\u0131 noktas\u0131nda yer alan bir toplu konut alan\u0131. 1940\u2019l\u0131 y\u0131llarda planlanm\u0131\u015f bir aland\u0131r. Ulusal mimarl\u0131k \u00fcslubunun Cumhuriyet d\u00f6nemi T\u00fcrk mimarisinin en g\u00fczel y\u00f6nlerini \u00f6ne \u00e7\u0131karan bir yap\u0131s\u0131 var. Cumhuriyet d\u00f6nemindeki ilk toplu konut uygulamas\u0131 ancak sadece konut planlamas\u0131 yap\u0131lmam\u0131\u015ft\u0131r. \u0130dare merkezi olarak yap\u0131lan bina y\u0131llarca \u00c7ankaya Kaymakaml\u0131\u011f\u0131 olarak kullan\u0131lm\u0131\u015ft\u0131r. En son Halk K\u00fct\u00fcphanesi olan yap\u0131 y\u0131llarca Milli K\u00fct\u00fcphane olarak hizmet vermi\u015ftir. Yani yaln\u0131zca konut alan\u0131 de\u011fil dinlence yerleri, oyun alanlar\u0131, sosyal tesisleri hepsi bir b\u00fct\u00fcn olarak planlanm\u0131\u015ft\u0131r. Ge\u00e7mi\u015f h\u00fck\u00fcmetler d\u00f6neminde de K\u0131z\u0131lay\u2019\u0131n g\u00f6be\u011finde kalan bu alan\u0131n at\u0131l bir alan oldu\u011fu, verimli kullan\u0131lmad\u0131\u011f\u0131, bir ticari de\u011fere d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi gerekti\u011fi y\u00f6n\u00fcndeki d\u00fc\u015f\u00fcnceler dile getirilmi\u015f, baz\u0131 giri\u015fimlerde bulunulmu\u015ftu.<\/p>\n<p><em><strong>\u00bbBu mahalleyle ilgili koruma kararlar\u0131 da vard\u0131 san\u0131r\u0131m&#8230;<\/strong><\/em><br \/>\nEvet, ilgili kurullar\u0131n ald\u0131\u011f\u0131 koruma kararlar\u0131 da var. Yanl\u0131\u015f bir alg\u0131 var, \u2018Kent merkezlerinde konut yer almaz\u2019 diye. Oysa kent merkezlerinde konut ve ticaret alanlar\u0131 i\u00e7 i\u00e7e olmal\u0131d\u0131r. Bu oldu\u011fu takdirde kent merkezinin ya\u015fanabilirli\u011fi de artar. Bug\u00fcn K\u0131z\u0131lay\u2019da baz\u0131 binalarda kalan son birka\u00e7 konutta ya\u015fayanlar o konutlar\u0131 koruyabilmek i\u00e7in b\u00fcy\u00fck bir \u00e7aba harc\u0131yorlar. \u00c7\u00fcnk\u00fc t\u00fcm\u00fcyle i\u015fyeri oldu\u011funda ak\u015fam saatlerinde ve hafta sonlar\u0131nda ciddi bir g\u00fcvenlik sorunu ya\u015fanabiliyor ve ciddi bir g\u00fcvenlik sorunu ya\u015fanan kent merkezi ortaya \u00e7\u0131k\u0131yor.<\/p>\n<p><strong>&#8220;K\u0131z\u0131lay bilin\u00e7li zay\u0131flat\u0131ld\u0131&#8221;<\/strong><\/p>\n<p><em><strong>\u00bbKent merkezinde b\u00f6yle bir g\u00fcvenlik sorununun ya\u015fanmas\u0131n\u0131n nedenleri neler size g\u00f6re?<\/strong><\/em><br \/>\nY\u0131llard\u0131r bilin\u00e7li bir \u015fekilde K\u0131z\u0131lay kent merkezi zay\u0131flat\u0131lm\u0131\u015ft\u0131r. Bulvar ve kent merkezini olu\u015fturan a\u00e7\u0131k alanlar\u0131n, yaya meydanlar\u0131n\u0131n zay\u0131flat\u0131ld\u0131\u011f\u0131na, geli\u015ftirilmedi\u011fine, bilin\u00e7li bir \u015fekilde g\u00fcvenliksiz bir hale getirildi\u011fine tan\u0131k olduk. Kent merkezinde yeteri kadar ayd\u0131nlatma olmad\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz. K\u0131z\u0131lay kent merkezindeki G\u00fcvenpark\u2019\u0131n \u00fc\u00e7te birlik bir b\u00f6l\u00fcm\u00fc polis karakoluna d\u00f6n\u00fc\u015ft\u00fcr\u00fclm\u00fc\u015f. Di\u011fer \u00fc\u00e7te birlik b\u00f6l\u00fcm\u00fc de dolmu\u015f, otob\u00fcs otopark\u0131 olarak kullan\u0131lmaktad\u0131r. Bu, tarihi bir kent merkezi park\u0131na asla yak\u0131\u015fmayacak g\u00f6r\u00fcnt\u00fclerin ortaya \u00e7\u0131kmas\u0131na neden olmaktad\u0131r. B\u00fct\u00fcn bunlar birbiriyle ilintili asl\u0131nda. Bilin\u00e7li bir \u015fekilde K\u0131z\u0131lay kent merkezini zay\u0131flatan, \u00e7\u00f6kerten, hatta ana yollar\u0131n hemen d\u0131\u015f\u0131ndaki alanlarda ya\u015fanamaz hale getiren, hava karard\u0131\u011f\u0131nda girilmesi zor, s\u0131k\u0131nt\u0131l\u0131 sokaklara d\u00f6n\u00fc\u015ft\u00fcren bir bilin\u00e7li hareketin devam\u0131 niteli\u011finde Sara\u00e7o\u011flu Mahallesi ile ilgili giri\u015fim de.<\/p>\n<p><em><strong>\u00bbMahalle uzun s\u00fcredir bak\u0131ms\u0131z bir halde, binalar y\u0131k\u0131k d\u00f6k\u00fck. Bunun bilin\u00e7li olarak yap\u0131ld\u0131\u011f\u0131n\u0131 s\u00f6yl\u00fcyorsunuz&#8230;<\/strong><\/em><br \/>\nGe\u00e7mi\u015fte Sara\u00e7o\u011flu Mahallesi ile ilgili konu Cumhurba\u015fkan\u0131\u2019na kadar yans\u0131d\u0131. Binalar\u0131n korunaca\u011f\u0131, yayalar\u0131n kullan\u0131m\u0131na a\u00e7\u0131k bir \u015fekilde d\u00fczenleme yap\u0131laca\u011f\u0131 belirtilmi\u015fti. Ancak son d\u00f6nemde g\u00f6rd\u00fck ki bu alan afet riskli alan ilan edildi. Bu, koruma kararlar\u0131n\u0131 yok eden bir yetkinin kullan\u0131m\u0131n\u0131n kap\u0131s\u0131n\u0131 a\u00e7maktad\u0131r. Yani daha \u00f6nce s\u00f6ylenen \u2018bu binalar korunacak, y\u0131k\u0131m olmayacak, yeni binalar yap\u0131lmayacak\u2019 s\u00f6zleri otomatikman ortadan kalkm\u0131\u015f durumdad\u0131r.<\/p>\n<p><strong>&#8220;TOK\u0130 t\u00fcyleri diken diken ediyor&#8221;<\/strong><\/p>\n<p><em><strong>\u00bbBakanlar Kurulu karar\u0131yla TOK\u0130\u2019nin devreye girmesi ne anlam ta\u015f\u0131yor?<\/strong><\/em><br \/>\nBa\u015fta gecekondu semtleri olmak \u00fczere kentlerin pek \u00e7ok b\u00f6lgesinde kullan\u0131lan Afet Riskli Alanlar Yasas\u0131 asl\u0131nda tam bir y\u0131k\u0131m yasas\u0131d\u0131r. Gecekondu b\u00f6lgelerinde hak sahipleri haks\u0131z bir s\u00fcrg\u00fcnle ma\u011fdur edilirken di\u011fer alanlarda da bu yasan\u0131n \u00f6n\u00fcnde hi\u00e7bir \u015fey duram\u0131yor. Bu yasan\u0131n \u015fimdi Sara\u00e7o\u011flu\u2019nda da kullan\u0131laca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyoruz. Bu kararla \u2018\u0130stersem ben koruma karar\u0131 al\u0131nm\u0131\u015f bu binalar\u0131 y\u0131kar\u0131m\u2019 demek isteniyor. Bu mahalle ile ilgili uluslararas\u0131 firmalarla g\u00f6r\u00fc\u015f\u00fcld\u00fc\u011f\u00fcn\u00fc duyduk. Duyumlar\u0131m\u0131zdan anlad\u0131\u011f\u0131m\u0131z burada uluslararas\u0131 firmalar\u0131n da dahil oldu\u011fu bir projenin altyap\u0131s\u0131 haz\u0131rlan\u0131yor. Bug\u00fcn at\u0131lan ad\u0131mlara bakt\u0131\u011f\u0131m\u0131zda buradaki tarihsel de\u011fer, mimari de\u011fer, \u00f6zg\u00fcnl\u00fc\u011f\u00fc yok eden, ortadan kald\u0131ran bir yetkinin kullan\u0131laca\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz. Son kararla bu alan\u0131n tahsis de\u011fi\u015fikli\u011fi s\u00f6z konusu. Tahsis de\u011fi\u015fikli\u011fi bir idari karar gibi g\u00f6r\u00fcn\u00fcyor ama alt\u0131nda yatan niyet \u00f6nemlidir. Bakanlar Kurulu karar\u0131nda \u00d6zelle\u015ftirme \u0130daresi\u2019nin ad\u0131 zikrediliyor. Bu, bu alan\u0131n kamusal kullan\u0131mdan \u00e7\u0131kart\u0131larak bir \u00f6zelle\u015ftirme metas\u0131 haline d\u00f6n\u00fc\u015ft\u00fcr\u00fclece\u011fini g\u00f6steriyor bize. Kararda ayr\u0131ca art\u0131k bizim t\u00fcylerimizi diken diken eden TOK\u0130\u2019nin ad\u0131 zikrediliyor. Hemen her kentte daha \u00e7ok da Ankara, \u0130stanbul, \u0130zmir gibi b\u00fcy\u00fck kentlerde TOK\u0130\u2019nin i\u015flevi onun asli g\u00f6revi olan sosyal konut \u00fcretiminin \u00fczerine \u00e7\u0131km\u0131\u015f durumda. Ticari ortakl\u0131klar y\u00f6ntemiyle rant art\u0131\u015f\u0131n\u0131n payla\u015f\u0131m\u0131 y\u00f6ntemiyle \u00f6zel sekt\u00f6rle i\u00e7 i\u00e7e ald\u0131klar\u0131 kamusal alanlar\u0131 \u00f6zelle\u015ftiren, kentlerde yeni problemler yaratan, kentlerin planl\u0131 dokular\u0131n\u0131, korunmas\u0131 gereken alanlar\u0131n\u0131 g\u00f6z \u00f6n\u00fcnde bulundurmayan, oradaki sosyok\u00fclt\u00fcrel veya ba\u015fka eksiklikleri gidermek yerine parasal de\u011feri, rant\u0131 art\u0131r\u0131p onun \u00fczerinden bir payla\u015f\u0131m mant\u0131\u011f\u0131 kuran bir kurumdan s\u00f6z ediyoruz. TOK\u0130\u2019nin art\u0131k toplum yarar\u0131na \u00e7al\u0131\u015fan bir kamu kurumu niteli\u011fi kalmam\u0131\u015ft\u0131r.<\/p>\n<p><strong>&#8220;Ama\u00e7 korumak de\u011fil, y\u0131kmak&#8221;<\/strong><\/p>\n<p><em><strong>\u00bbSizce Sara\u00e7o\u011flu\u2019da nas\u0131l bir yap\u0131 planlan\u0131yor?<\/strong><\/em><br \/>\nBu alan\u0131n da TOK\u0130\u2019nin ad\u0131n\u0131n zikredildi\u011fi di\u011fer alanlarda oldu\u011fu gibi bir metaya d\u00f6n\u00fc\u015ft\u00fcr\u00fclece\u011fi anla\u015f\u0131l\u0131yor. Bu alan\u0131n hemen yak\u0131n \u00e7evresinde Kumrular ile Necatibey\u2019in kesi\u015fti\u011fi noktada kalan Bay\u0131nd\u0131rl\u0131k Bakanl\u0131\u011f\u0131\u2019n\u0131n kulland\u0131\u011f\u0131 yap\u0131yla ilgili bir AVM planlamas\u0131 da vard\u0131, ge\u00e7mi\u015fte. Sara\u00e7o\u011flu ile ilgili karar\u0131n ard\u0131ndan b\u00fct\u00fcn bunlar\u0131n bir ortak proje i\u00e7inde yer alaca\u011f\u0131 endi\u015fesini ta\u015f\u0131yoruz. Koruyarak de\u011fil, y\u0131karak bir ad\u0131m at\u0131laca\u011f\u0131 anla\u015f\u0131l\u0131yor. \u2018Afet Riskli Alan\u2019 ilan\u0131 bir y\u0131k\u0131m karar\u0131d\u0131r, asl\u0131nda. Son d\u00f6nemdeki uygulan\u0131\u015f \u015fekli itibariyle bakt\u0131\u011f\u0131n\u0131zda bir bina ile ilgili alan\u0131n afet riskli alan karar\u0131 o binan\u0131n y\u0131k\u0131m\u0131 ve yerine \u2018Muhte\u015fem TOK\u0130 konutlar\u0131ndan birinin yerle\u015ftirilmesi\u2019 anlam\u0131na gelmektedir. Burada belki klasik TOK\u0130 konutlar\u0131 olmayacakt\u0131r ama AVM benzeri bir yap\u0131la\u015fman\u0131n olaca\u011f\u0131na ad\u0131m gibi eminim.<\/p>\n<p><em><strong>\u00bbTOK\u0130 arac\u0131l\u0131\u011f\u0131yla yap\u0131lan kat kar\u015f\u0131l\u0131\u011f\u0131 devirlerle pek \u00e7ok kamu arazisinde yap\u0131lan rezidans ve AVM\u2019lerle ilgili iddialar da var&#8230;<\/strong><\/em><br \/>\nBu konuda pek \u00e7ok \u00f6rnek var b\u00fcy\u00fck kentlerde. \u00d6zellikle Ankara\u2019da \u00c7ukurambar semtinde Gazi \u00dcniversitesi\u2019ne tahsis edilen alan\u0131n TOK\u0130\u2019ye devredildi\u011fi ve TOK\u0130 arac\u0131l\u0131\u011f\u0131yla bir rezidans ve AVM projesine d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc\u011f\u00fcn\u00fc biliyoruz. Israrla dava a\u00e7\u0131p takip ediyoruz, defalarca y\u00fcr\u00fctmeyi durdurma karar\u0131 verildi\u011fi halde yeni planlarla yola devam ediliyor. \u0130halesi yap\u0131lm\u0131\u015f durumda \u015fu anda. Hukuka kar\u015f\u0131 da bir aldatma s\u00f6z konusu. O kadar s\u0131k\u0131\u015f\u0131k ve yo\u011funluklu bir alanda kamuya ait son araziler ye\u015fil alan ve sosyok\u00fclt\u00fcrel tesis i\u00e7in kullan\u0131lmas\u0131 gerekirken oradaki yo\u011funlu\u011fu daha da art\u0131ran bir TOK\u0130 projesine d\u00f6n\u00fc\u015ft\u00fcr\u00fcl\u00fcyor. Yine ayn\u0131 \u015fekilde bakanl\u0131klar\u0131n yeni yerle\u015fim alan\u0131 olarak planlanan Eski\u015fehir Yolu\u2019nda kamunun elindeki araziler birer birer TOK\u0130 arac\u0131l\u0131\u011f\u0131yla \u00f6zelle\u015ftiriliyor. Rezidanslara AVM\u2019lere d\u00f6n\u00fc\u015ft\u00fcr\u00fcl\u00fcyor.<\/p>\n<p><strong>&#8220;Hedef yeni bir AVM&#8221;<\/strong><\/p>\n<p><em><strong>\u00bbSara\u00e7o\u011flu Mahallesi\u2019ne gelirsek&#8230;<\/strong><\/em><br \/>\nSara\u00e7o\u011flu Mahallesi korunmas\u0131 gereken bir alan olmas\u0131n\u0131n \u00f6tesinde, bir kamusal alan olarak da d\u00fc\u015f\u00fcnebiliriz. Kentin merkezinde Meclis binas\u0131 ve baz\u0131 bakanl\u0131k binalar\u0131 d\u0131\u015f\u0131nda bu kadar b\u00fcy\u00fck bir kamusal alan yok. Bu bir de\u011ferdir. Hi\u00e7bir \u015fey yap\u0131lmasa bile bunun korunmas\u0131, bir de\u011ferin gelece\u011fe aktar\u0131lmas\u0131 anlam\u0131nda \u00f6nem ta\u015f\u0131maktad\u0131r. Son Bakanlar Kurulu karar\u0131 buran\u0131n \u00f6zelle\u015ftirilece\u011fini ortaya koyuyor. Bunlar yap\u0131l\u0131rken bu alanlara kamu yarar\u0131 de\u011fil, tamamen rant a\u00e7\u0131s\u0131ndan yakla\u015f\u0131m s\u00f6z konusu. Burada da Sara\u00e7o\u011flu Mahallesi, maalesef ba\u015fkentin merkezindeki bu mahalle bir AVM, yeni bir rezidans projesine d\u00f6n\u00fc\u015fecek. Oradaki korunmas\u0131 gerekli de\u011ferler, ekonomik de\u011fer mant\u0131\u011f\u0131 ile yok edilecek.<\/p>\n<p><em><strong>&#8220;\u00d6nce de\u011ferini d\u00fc\u015f\u00fcr\u00fcyorlar&#8221;<\/strong><\/em><\/p>\n<p><em><strong>\u00bbBilin\u00e7li bir \u015fekilde kent merkezinin h\u0131zla ya\u015fayanlar i\u00e7in g\u00fcvenliksiz alan haline getirilmesi, yayalar\u0131n kullanaca\u011f\u0131 alanlar\u0131n daralt\u0131lmas\u0131, ye\u015fil alanlar\u0131n yok edilmesi&#8230; Buradaki ger\u00e7ek ama\u00e7 nedir size g\u00f6re?<\/strong><\/em><br \/>\nAKP \u0130ktidar\u0131 ilk iktidara geldi\u011fi 2002 y\u0131l\u0131n\u0131 hat\u0131rlarsak o d\u00f6nemde sokaklarda bir kapka\u00e7 d\u00f6nemi vard\u0131. Emniyet yetkilileri aciz kald\u0131\u011f\u0131n\u0131 itiraf ediyor, \u2018Direnmeyin, \u00e7antan\u0131z\u0131 b\u0131rak\u0131n\u2019 gibi komik \u00f6nlemler \u00f6neriyordu. Bir anda b\u00fct\u00fcn bunlar\u0131n arkas\u0131nda televizyonlarda baz\u0131 reklamlar t\u00fcremeye ba\u015flad\u0131. Kapal\u0131 ya\u015fam alanlar\u0131, konutu, AVM\u2019si, okulu, sa\u011fl\u0131k \u00fcniteleri ile kentle b\u00fct\u00fcnle\u015fmeyen tam tersi ayr\u0131\u015fan l\u00fcks ya\u015fam alanlar\u0131 ortaya \u00e7\u0131kt\u0131, b\u00fcy\u00fck kentlerde. G\u00fcvenli\u011fi \u00f6ne alan bu ya\u015fam alanlar\u0131 bir pazarlama stratejisi ile ortaya \u00e7\u0131kt\u0131. Sonra h\u00fck\u00fcmet TOK\u0130\u2019nin de bu t\u00fcr l\u00fcks ya\u015fam alanlar\u0131 \u00fcretimini yapmas\u0131n\u0131 sa\u011flad\u0131. Kamunun elindeki de\u011ferli pek \u00e7ok arazinin d\u00f6n\u00fc\u015f\u00fcm\u00fc TOK\u0130 kanal\u0131yla yap\u0131ld\u0131. Kent merkezindeki pek \u00e7ok sokak sadece kad\u0131nlar\u0131n de\u011fil erkeklerin dahi giremeyece\u011fi g\u00fcvenliksiz alanlara d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc. Bu bilin\u00e7li bir \u015fekilde yap\u0131ld\u0131. Kentin merkezinde K\u0131z\u0131lay\u2019da olan baz\u0131 ticari kurulu\u015flar art\u0131k \u015fubele\u015fme yoluyla kent d\u0131\u015f\u0131ndaki yerle\u015fim alanlar\u0131na gitmeye ba\u015flad\u0131lar. Zaman i\u00e7erisinde t\u00fcm\u00fcyle kent merkezini terk edecekleri anla\u015f\u0131l\u0131yor. B\u00fct\u00fcn bunlar ortadayken \u2018Sara\u00e7o\u011flu\u2019na neden bir yat\u0131r\u0131m yap\u0131ls\u0131n\u2019 sorusu akla gelebilir.
