Kurultaylar i\u00e7in geleneksel olan b\u0131kt\u0131r\u0131c\u0131 \u2018sorunlar\u0131n tart\u0131\u015f\u0131lmas\u0131\u2019 kli\u015fesi bu kez farkl\u0131 ve do\u011fru bir ba\u011flama oturtulmu\u015f g\u00f6z\u00fck\u00fcyor. Emperyalist kapitalist sistemin de\u011fi\u015fimiyle beraber \u00fclkemizde de m\u00fchendisler ge\u00e7mi\u015f d\u00f6nemde oldu\u011fu gibi s\u0131n\u0131rl\u0131 say\u0131da ve sadece kamuda istihdam edilme bi\u00e7imiyle de\u011fil, artan kitlesel temelde ve \u00f6zel sekt\u00f6rde giderek daha fazla istihdam edilmeye ba\u015fland\u0131lar. Son 30 y\u0131lda bu e\u011filim esas ve bask\u0131n hale geldi ve \u00fccretli m\u00fchendislerin say\u0131s\u0131 \u00e7arp\u0131c\u0131 bi\u00e7imde artt\u0131. \u00dccret yasas\u0131n\u0131n i\u015flerli\u011fi, s\u0131kla\u015fan kriz \u00e7evrimleriyle mutlak ve g\u00f6reli art\u0131 de\u011fer emiliminin artt\u0131r\u0131lmas\u0131, m\u00fchendisler aras\u0131nda rekabet yasas\u0131n\u0131n etkime alan\u0131n\u0131 geni\u015fletti. Ya\u015fanan \u00e7\u0131plak \u00fccret ili\u015fkisi ve s\u00f6m\u00fcr\u00fc, \u00e7al\u0131\u015fma ve ya\u015fam ko\u015fullar\u0131ndaki de\u011fi\u015fimle birlikte daha \u00e7\u0131plak ve g\u00f6r\u00fcn\u00fcr bir hal ald\u0131.<\/div>\n<div><\/div>\n<div><span class=\"Apple-style-span\" style=\"font-weight: bold;\">Kom\u00fcnist Manifesto<\/span>\u2019da\u00a0<span class=\"Apple-style-span\" style=\"font-weight: bold;\">Marks<\/span>\u00a0ve\u00a0<span class=\"Apple-style-span\" style=\"font-weight: bold;\">Engels<\/span>\u2019in saptad\u0131\u011f\u0131 bi\u00e7imiyle kapitalizmin ana e\u011filimi kendisini bir kez daha g\u00f6sterdi:<\/div>\n<div><\/div>\n<blockquote style=\"margin-top: 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 40px; border-width: initial; border-color: initial; border-style: none; padding: 0px;\"><p>K\u0131sacas\u0131 burjuvazi, \u2026 g\u00f6z ba\u011flar\u0131yla \u00fcst\u00fc \u00f6rt\u00fcl\u00fc s\u00f6m\u00fcr\u00fcn\u00fcn yerine, apa\u00e7\u0131k, utanmaz, dolays\u0131z, \u00e7\u0131plak s\u00f6m\u00fcr\u00fcy\u00fc ge\u00e7irmi\u015ftir. Doktoru da, hukuk\u00e7uyu da, rahibi de, \u015fairi de, iktisat\u00e7\u0131y\u0131 da kendi \u00fccretli emek\u00e7isi haline getirmi\u015ftir.<\/p><\/blockquote>\n<div><\/div>\n<div>M\u00fchendislik mesle\u011fine atfedilen kimi toplumsal de\u011ferler de, kapitalizmin geli\u015ftik\u00e7e t\u00fcm ili\u015fkileri d\u00fcz para ili\u015fkisine indirgeme ve ona tabi k\u0131lma e\u011filiminden nasibini ald\u0131. Mezun olan m\u00fchendislerin kitlesel temelde diplomal\u0131 i\u015fsizli\u011finin artmas\u0131, bencillik ve rekabetin buzlu sular\u0131nda kimi de\u011ferlerin ka\u00e7\u0131n\u0131lmaz yitimini de beraberinde getirdi. M\u00fchendislik mesle\u011fi i\u00e7erisinde yarat\u0131lan ayr\u0131mlar, kamu-\u00f6zel ayr\u0131m\u0131, maa\u015fl\u0131-\u00fccretli ayr\u0131m\u0131, i\u015fg\u00fcvenceli-i\u015fg\u00fcvencesiz ayr\u0131m\u0131, i\u015fsizlerin bas\u0131nc\u0131 vd. bi\u00e7imlerle meslek i\u00e7i b\u00f6l\u00fcnmenin artmas\u0131 meslek i\u00e7i rekabetin de zeminini g\u00fc\u00e7lendirdi. M\u00fchendis eme\u011finin par\u00e7alanmas\u0131yla keskinle\u015fen bu i\u00e7 rekabet, toplam olarak burjuvazinin m\u00fchendis eme\u011fini daha pervas\u0131zca s\u00f6m\u00fcrmesinin yolunu a\u00e7t\u0131.<\/div>\n<div><\/div>\n<div>M\u00fchendislerin \u00fccret s\u00f6m\u00fcr\u00fcs\u00fcn\u00fcn yaratt\u0131\u011f\u0131 kader birli\u011fi \u00fczerinden hem proletarya hareketinin bir par\u00e7as\u0131 olarak, hem de mesleki\u00e7i ayr\u0131mlar\u0131 a\u015facak kolektif bir bilin\u00e7 geli\u015ftirmeleriyle birlikte m\u00fccadele etmelerinin zemini g\u00fc\u00e7lendi. Emek\u00e7i m\u00fchendisler giderek daha fazla \u00fccret yasas\u0131n\u0131n ve rekabetin sonu\u00e7lar\u0131na kar\u015f\u0131 tepkilerini g\u00f6stermeye, ekonomik-sendikal nitelikteki taleplerini dilendirmeye ba\u015flad\u0131lar, ba\u015fl\u0131yorlar. Bu kurultay\u0131 da bu ba\u011flamda de\u011ferlendirmeliyiz. Burada bir aray\u0131\u015f; hem kendisini ifade etme, hem de \u00e7\u0131k\u0131\u015f aray\u0131\u015f\u0131 bi\u00e7iminde s\u00f6z konusudur.<\/div>\n<div><\/div>\n<blockquote style=\"margin-top: 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 40px; border-width: initial; border-color: initial; border-style: none; padding: 0px;\"><p>\u00d6te yandan gen\u00e7 m\u00fchendisler tarihsel bir m\u00fccadele deneyimine sahip de\u011filler. \u201980 \u00f6ncesinin s\u0131n\u0131f ve kitle hareketlerinin \u00fczerinden epey bir zaman ge\u00e7ti, ba\u011f koptu, kendilerinden \u00f6nceki \u201980 sonras\u0131 ku\u015faklar da \u00e7ok s\u0131n\u0131rl\u0131 bir m\u00fccadeleci nitelik ta\u015f\u0131yorlard\u0131. Dolay\u0131s\u0131yla bu alanda ge\u00e7mi\u015ften bug\u00fcne uzanan bir m\u00fccadele deneyimine, bunun bug\u00fcne aktar\u0131m\u0131na sahip de\u011filiz. Gen\u00e7 m\u00fchendis ku\u015faklar\u0131n\u0131n \u00f6rg\u00fctlenme deneyimleri de ayn\u0131 \u00f6l\u00e7\u00fcde zay\u0131f. Ancak \u00f6te yandan her y\u0131l binlerce yeni gen\u00e7 m\u00fchendis okullar\u0131ndan mezun olarak kapitalist rekabet ko\u015fullar\u0131n\u0131n i\u00e7erisine itiliyorlar. Kitlesel m\u00fccadele ve \u00f6rg\u00fctl\u00fcl\u00fck zemini burada nesnel olarak vard\u0131r ve b\u00fcy\u00fcmektedir. Son d\u00f6nemde kriz -ilk \u00f6rnek ve deneyimler 2001 krizinde ya\u015fand\u0131- burjuvazinin sald\u0131r\u0131s\u0131n\u0131 artt\u0131rd\u0131\u011f\u0131 oranda emek\u00e7i m\u00fchendislerin s\u0131\u00e7ramal\u0131 bir geli\u015fimine zemin haz\u0131rl\u0131yor. M\u00fccadele ve \u00f6rg\u00fctl\u00fcl\u00fck a\u00e7\u0131s\u0131ndan aray\u0131\u015flar art\u0131yor.<br \/>\n\u00dcretimde s\u00fcrekli d\u00f6n\u00fc\u015f\u00fcm, t\u00fcm toplumsal kesimlerin aral\u0131ks\u0131z sars\u0131nt\u0131ya u\u011frat\u0131lmas\u0131, sonsuz g\u00fcvensizlik ve hareket, burjuva d\u00f6neminin t\u00fcm \u00f6tekilerden ay\u0131rt edici niteli\u011fidir. T\u00fcm yerle\u015fmi\u015f ili\u015fkiler, do\u011furduklar\u0131 eski de\u011fer yarg\u0131lar\u0131 ve g\u00f6r\u00fc\u015flerle birlikte \u00e7\u00f6z\u00fcl\u00fcp da\u011f\u0131lmakta, yeni olu\u015fanlarsa daha kemikle\u015femeden eskimektedir. Kal\u0131c\u0131 ve duran ne varsa buharla\u015f\u0131yor, kutsal diye ne varsa kutsall\u0131ktan d\u00fc\u015f\u00fcyor ve insanlar nihayet ya\u015fam tav\u0131rlar\u0131na, kar\u015f\u0131l\u0131kl\u0131 ili\u015fkilerine, ay\u0131lm\u0131\u015f g\u00f6zlerle bakmak zorunda kal\u0131yorlar.<span class=\"Apple-style-span\" style=\"font-weight: bold;\">(Manifesto)<\/span><\/p><\/blockquote>\n<div><\/div>\n<div>Emek\u00e7i m\u00fchendisler giderek daha fazla ger\u00e7ek s\u0131n\u0131fsal-toplumsal ko\u015fullar\u0131na ay\u0131k g\u00f6zlerle bak\u0131yorlar.(*)<\/div>\n<div><\/div>\n<div style=\"text-align: center;\"><span class=\"Apple-style-span\" style=\"font-weight: bold;\">***\u00a0<\/span><\/div>\n<div><\/div>\n<div>Kurultayda ele al\u0131nan konular\u0131n \u2018\u00e7\u00f6z\u00fcm\u2019 halkas\u0131 i\u00e7erisinden de ele al\u0131nmas\u0131 hem bir olumluluk ve hem de bir tehlike i\u00e7eriyor. \u00c7\u00f6z\u00fcm\u2019\u00fcn konu\u015fulmas\u0131, konulmas\u0131 olmazsa olmazd\u0131r. Aksi durumda salt analizle, sorunlar\u0131n d\u00f6k\u00fcm\u00fc ve sergilenmesi ile yetinecek bir yakla\u015f\u0131m \u00fcst\u00fc \u00f6rt\u00fck olarak ve fark etmeden umutsuzlu\u011fu besler. Marks\u2019\u0131n Feuerbach \u00fczerine tezlerinden 11.si: \u2018Filozoflar \u015fimdiye kadar d\u00fcnyay\u0131 yorumlamakla yetindiler, oysa aslolan onu de\u011fi\u015ftirmektir.\u2019 der. Emek\u00e7i m\u00fchendislerin de analizlerini, de\u011ferlendirmelerini, tebli\u011flerini bu bak\u0131\u015fla, kendi ya\u015fam ko\u015fullar\u0131n\u0131, proletaryan\u0131n ko\u015fullar\u0131n\u0131 fakl\u0131la\u015ft\u0131rmak amac\u0131yla ele almalar\u0131, kaleme almalar\u0131 gerekir. Ancak \u015funu da unutmamal\u0131y\u0131z. Yak\u0131n ve kolay bir ba\u015far\u0131 olmayacakt\u0131r burada. Burjuvalar\u0131n kendi aralar\u0131ndaki rekabet ve bundan do\u011fan ticaret krizleri, i\u015f\u00e7i \u00fccretlerinde s\u00fcrekli daha fazla dalgalanmaya neden olur; makinele\u015fmenin artan bir h\u0131zla geli\u015fmesi ve s\u00fcrekli daha iyile\u015fmesi, i\u015f\u00e7ilerin b\u00fct\u00fcn ya\u015famsal konumlar\u0131n\u0131 g\u00fcvensizle\u015ftirir; tek tek i\u015f\u00e7ilerle tek tek burjuvalar aras\u0131ndaki \u00e7at\u0131\u015fmalar giderek daha \u00e7ok iki s\u0131n\u0131f aras\u0131ndaki \u00e7at\u0131\u015fma niteli\u011fine var\u0131r. \u0130\u015f\u00e7iler, burjuvalara kar\u015f\u0131 koalisyonlar [\u0130ngilizcesinde: Birlikler (sendikalar) \u2014\u00e7ev.] olu\u015fturmaya ba\u015flarlar; \u00fccret m\u00fccadelesini birlikte verirler. Ara ara y\u00fckselen isyanlar\u0131 beslemek i\u00e7in kendi i\u00e7lerinde s\u00fcrekli birlikler olu\u015ftururlar. Yer yer m\u00fccadele ayaklanma boyutuna var\u0131r.<\/p>\n<p>Zaman zaman i\u015f\u00e7ilerin kazand\u0131\u011f\u0131 olur, ama bu zafer ge\u00e7icidir. \u0130\u015f\u00e7ilerin m\u00fccadelesinin esas sonucu, o anki ba\u015far\u0131 de\u011fil, s\u00fcrekli geni\u015fleyen birle\u015fmeleridir. Tek tek i\u015f\u00e7ilerle, tek tek m\u00fchendislerle tek tek burjuvalar aras\u0131ndaki \u00e7at\u0131\u015fmalar yok de\u011fil. Bu tekil \u00f6rneklerin \u00e7o\u011falmas\u0131na, birle\u015fmesine, iki s\u0131n\u0131f aras\u0131ndaki \u00e7at\u0131\u015fma niteli\u011fine ve yayg\u0131nl\u0131\u011f\u0131na kavu\u015fturulmas\u0131na ihtiya\u00e7 var. \u00dccret iyile\u015ftirmeleri, daha iyi ko\u015fullarda ba\u011f\u0131tlanm\u0131\u015f ve i\u015fg\u00fcvencesi h\u00fck\u00fcml\u00fc s\u00f6zle\u015fmeler, i\u015fb\u0131rakmalar\u0131n, i\u015f\u00e7i grevlerinin bir par\u00e7as\u0131 olma deneyimleri \u00e7ok s\u0131n\u0131rl\u0131 ve tekil olarak vard\u0131r, ancak bunlar \u00e7o\u011falt\u0131larak propaganda edilmeli, genelle\u015ftirilmelidir. Bu m\u00fccadelelerde emek\u00e7i m\u00fchendisler zaman zaman kazanacaklard\u0131r. Emek\u00e7i m\u00fchendislerin b\u00f6ylesi m\u00fccadele deneyimlerine, bunlar\u0131n \u00e7o\u011falt\u0131lmas\u0131na, kazan\u0131mla \u00e7o\u011falt\u0131lmas\u0131na ihtiyac\u0131 var. Tekil \u00f6rnekleri kural d\u0131\u015f\u0131 olmaktan \u00e7\u0131kararak \u00e7o\u011faltmal\u0131y\u0131z. Aksi durumda burjuvazi her ticari dalgalanmada, her a\u015f\u0131r\u0131 \u00fcretim krizinde ge\u00e7mi\u015f d\u00f6nemde sa\u011flanan k\u0131smi ekonomik kazan\u0131mlar\u0131 gasp ederek geri almaya y\u00f6nelmektedir. Her \u015feye kar\u015f\u0131n meslek odalar\u0131 olmazsa olmaz temel bir nitelik ta\u015f\u0131maktad\u0131rlar, do\u011fru yakla\u015f\u0131m bu kurulu\u015flarda emek\u00e7i m\u00fchendisin sesinin, talep ve politikalar\u0131n\u0131n h\u00e2kimiyetini tesis etme bi\u00e7imiyle bir m\u00fccadeleyi i\u00e7ermelidir. Emek\u00e7i m\u00fchendislerin \u00e7al\u0131\u015f\u0131lan i\u015fkolu temelinde i\u015f\u00e7i sendikalar\u0131nda \u00f6rg\u00fctlenmesinin \u00f6n\u00fcndeki engeller a\u015f\u0131lmal\u0131, esinleyici \u00f6rnekler m\u00fchendislerin toplu \u00fcye olmalar\u0131 bi\u00e7imleriyle de yarat\u0131lmal\u0131d\u0131r. Sendikal b\u00fcrokrasi ve ihanet \u015febekelerinin varl\u0131\u011f\u0131na kar\u015f\u0131n yine de ba\u015fl\u0131 ba\u015f\u0131na bu olas\u0131l\u0131\u011f\u0131n kendisi bile heyecan vericidir. Sendikala\u015fma perspektifi \u00f6nc\u00fc bilin\u00e7li emek\u00e7i m\u00fchendisler i\u00e7in par\u00e7as\u0131 oldu\u011fu s\u0131n\u0131f hareketine daha yak\u0131n ve i\u00e7erden bir \u00f6nderlik geli\u015ftirmek i\u00e7in g\u00fc\u00e7l\u00fc bir olanak sunmaktad\u0131r.
