Yayala\u015ft\u0131rma; yayala\u015ft\u0131r\u0131lacak alandan ara\u00e7 trafi\u011finin kald\u0131r\u0131lmas\u0131, ba\u015fka alanlara, caddelere y\u00f6nlendirilmesi ve ara\u00e7lardan ar\u0131nd\u0131r\u0131lan alan\u0131n farkl\u0131 kentsel fiziksel \u00f6\u011felerin kullan\u0131m\u0131yla d\u00f6n\u00fc\u015ft\u00fcr\u00fclerek yayalara zaman ge\u00e7irmekten ho\u015flanacaklar\u0131 mek\u00e2nlar sunulmas\u0131yla yap\u0131l\u0131r.<\/p>\n<p><strong>\u201cTrafi\u011fi yer alt\u0131na almakla bir mek\u00e2n yayala\u015ft\u0131r\u0131lamaz\u201d<\/strong><\/p>\n<p><strong><em>Taksim yayala\u015ft\u0131rma \u00f6rne\u011fine bakarsak meydan i\u015flevsiz ve b\u00fcy\u00fck bir beton y\u0131\u011f\u0131n\u0131 olarak kar\u015f\u0131m\u0131zda duruyor. Be\u015fikta\u015f i\u00e7in de yayala\u015ft\u0131rma d\u00fc\u015f\u00fcn\u00fcl\u00fcyor. T\u00fcrkiye&#8217;de &#8216;yayala\u015ft\u0131rma&#8217; nas\u0131l uygulan\u0131yor?<\/em><\/strong><br \/>\nT\u00fcrkiye\u2019de yayala\u015ft\u0131rma tarihinin uzman\u0131 de\u011filim ama hepimizin bildi\u011fi \u00f6rnekler var \u00f6n\u00fcm\u00fczde. T\u00fcrkiye\u2019de yayala\u015ft\u0131rma genellikle ticari ya da turistik de\u011feri olan bir caddenin ve kimi zaman ona ba\u011flanan sokaklar\u0131n ara\u00e7 trafi\u011finden ar\u0131nd\u0131r\u0131lmas\u0131yla yap\u0131l\u0131yor. E\u011fer ticari bir b\u00f6lgeyse ara\u00e7 kullan\u0131m\u0131na belirli saat aral\u0131klar\u0131nda izin veriliyor geri kalan zamanda yayalar\u0131n kullan\u0131m\u0131na b\u0131rak\u0131l\u0131yor. Ancak uygulamada baz\u0131 i\u015flemeyen durumlar oluyor. Yayala\u015ft\u0131r\u0131lm\u0131\u015f alanlara y\u00fcksek h\u0131zda hareket eden motosikletlerin girmesi, bazen \u00f6zel otolar\u0131n bu alanlar\u0131 kullanmas\u0131 gibi durumlarla kar\u015f\u0131la\u015f\u0131l\u0131yor.<\/p>\n<p>Meydan yayala\u015ft\u0131rmas\u0131 ise farkl\u0131 bir konu ve k\u00fc\u00e7\u00fck meydanlar d\u0131\u015f\u0131nda \u00f6rne\u011fini \u00e7ok da g\u00f6rd\u00fc\u011f\u00fcm\u00fcz bir uygulama de\u011fil. Taksim tarif etti\u011finiz gibi bir beton \u00e7\u00f6l\u00fc olarak kald\u0131. Trafi\u011fi yer alt\u0131na almakla bir mekan yayala\u015ft\u0131r\u0131lamaz. \u00c7ok ge\u00e7mi\u015fe gitmeden bir de\u011ferlendirme yapmak gerekirse, Taksim bir taraf\u0131 \u0130stiklal Caddesi, Taksim Maksemi ve S\u0131raselviler ile s\u0131n\u0131rlanan di\u011fer tarafta Tarlaba\u015f\u0131 ve Cumhuriyet Caddeleri uzant\u0131s\u0131 olan ve son olarak biraz uzakta Gezi Park\u0131 ve AKM\u2019nin g\u00f6r\u00fcnd\u00fc\u011f\u00fc asl\u0131nda Taksim An\u0131t\u0131n\u0131n \u00e7evresinde minimalist yap\u0131da bir meydan. Belki kimilerine g\u00f6re meydan \u00f6zelliklerine sahip de\u011fil &#8211; konunun uzmanlar\u0131 bir\u00e7ok r\u00f6portaj verdi ge\u00e7mi\u015fte, bunlara bak\u0131labilir. Ama onu minimalist hale getiren asl\u0131nda \u00e7evresindeki ara\u00e7 ve insan trafi\u011fi. \u015eimdiki haliyle u\u00e7suz bucaks\u0131z hissettirmesinin ba\u015fl\u0131ca nedenlerinden biri ise bu s\u0131n\u0131rlar\u0131n ortadan kalkarak orant\u0131s\u0131z bir yer haline gelmesi. Yer diyorum, mekan s\u00f6zc\u00fc\u011f\u00fcn\u00fc kullanam\u0131yorum \u00e7\u00fcnk\u00fc bu orant\u0131s\u0131zla\u015ft\u0131rma ve etraf\u0131ndaki al\u0131\u015f\u0131k oldu\u011fumuz fonksiyonlar\u0131n da bir bir ortadan kald\u0131r\u0131lmas\u0131 Taksim Meydan\u0131\u2019n\u0131 anlams\u0131z, haf\u0131zas\u0131 giderek silinen bir yere d\u00f6n\u00fc\u015ft\u00fcrd\u00fc.<\/p>\n<p><a href=\"\/wp-content\/uploads\/2014\/11\/besiktas-meydani_1.jpg\"><img decoding=\"async\" width=\"600\" height=\"263\" class=\"alignnone size-full wp-image-13378\" src=\"\/wp-content\/uploads\/2014\/11\/besiktas-meydani_1.jpg\" alt=\"besiktas-meydani_1\" srcset=\"https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2014\/11\/besiktas-meydani_1.jpg 600w, https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2014\/11\/besiktas-meydani_1-300x131.jpg 300w, https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2014\/11\/besiktas-meydani_1-150x65.jpg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><\/p>\n<p><strong>\u201cBu projeyi de di\u011fer d\u00f6n\u00fc\u015f\u00fcm s\u00fcre\u00e7lerinden ayr\u0131 tutmak \u00e7ok m\u00fcmk\u00fcn de\u011fil.\u201d<\/strong><\/p>\n<p><strong><em>Taksim\u2019de yap\u0131lmak istenen projelerin kentsel d\u00f6n\u00fc\u015f\u00fcmden ayr\u0131 oldu\u011funu s\u00f6yleyemiyoruz. Yani bir alana yat\u0131r\u0131m yap\u0131l\u0131yorsa o alanda soylula\u015ft\u0131r\u0131lmas\u0131 s\u00fcreci ba\u015flam\u0131\u015f oluyor. Beyo\u011flu\u2019nun \u00e7ehresi gittik\u00e7e de\u011fi\u015fiyor. \u0130nci Pastanesi, Emek Sinemas\u0131, Kelebek Korse, \u0130stiklal Kitabevi ve Robinson Crusoe ve bir\u00e7ok manav, bakkal, kasap, eczane sermaye bask\u0131s\u0131 ile artan kiralar nedeniyle kapand\u0131, ta\u015f\u0131nmak zorunda kald\u0131 ya da y\u0131k\u0131l\u0131p yerine AVM yap\u0131ld\u0131. Be\u015fikta\u015f d\u00f6n\u00fc\u015f\u00fcm\u00fc ile meydan projesi ve yayala\u015ft\u0131rma ba\u011f\u0131 hakk\u0131nda ne d\u00fc\u015f\u00fcn\u00fcyorsunuz?<\/em><\/strong><\/p>\n<p>Be\u015fikta\u015f\u2019\u0131n d\u00f6n\u00fc\u015f\u00fcm\u00fc \u00e7ok eskilere dayan\u0131yor asl\u0131nda. \u0130lk olarak Barbaros Hayrettin Pa\u015fa iskelesinin yan\u0131ndaki \u00e7ayc\u0131n\u0131n kald\u0131r\u0131lmas\u0131yla ba\u015flad\u0131. Sonra Ba\u015fbakanl\u0131k ofisinin Dolmabah\u00e7e\u2019ye yerle\u015fmesi, Tekel Deposunun otele \u00e7evrilmesi, Demokrasi Meydan\u0131n\u0131n etraf\u0131ndaki d\u00fckkanlar\u0131n kald\u0131r\u0131lmas\u0131, Akaretler yoku\u015fundaki s\u0131ra evlerin restorasyonu ve eski kirac\u0131lar\u0131n\u0131n bu binalardan \u00e7\u0131kar\u0131lmas\u0131, K\u00f6yi\u00e7i d\u00fczenlemeleri&#8230; Hepsi bu s\u00fcrecin bir par\u00e7as\u0131yd\u0131. Trafi\u011fin yer alt\u0131na al\u0131nmak istenmesi ise 1980\u2019lere dayanan bir proje, sonra vazge\u00e7ilse de hep g\u00fcndemde bir \u015fekilde. Bu projeyi de di\u011fer d\u00f6n\u00fc\u015f\u00fcm s\u00fcre\u00e7lerinden ayr\u0131 tutmak \u00e7ok m\u00fcmk\u00fcn de\u011fil.<\/p>\n<p><em><strong>Yayala\u015ft\u0131rma projelerini her alana uygulanabilir mi? Yaya ile arac\u0131n tamamen ayr\u0131\u015ft\u0131r\u0131lmas\u0131 gerekli midir?<\/strong><\/em><\/p>\n<p>Yayala\u015ft\u0131rman\u0131n \u00e7ok \u00e7e\u015fitli \u00f6rnekleri mevcuttur. Genellikle yaya kullan\u0131m\u0131n\u0131n yo\u011fun oldu\u011fu kent merkezlerinde, mahallelerde veya merkezi i\u015f alanlar\u0131nda ara\u00e7 trafi\u011fini azaltarak ve yava\u015flatarak yayalara g\u00fcvenli alanlar sunmak i\u00e7in yap\u0131l\u0131r.<\/p>\n<p>Yayala\u015ft\u0131rma genellikle bu ayr\u0131\u015ft\u0131rma g\u00f6zetilerek yap\u0131l\u0131r. Bununla birlikte saat uygulamas\u0131na gidilerek arac\u0131n girebilece\u011fi fakat yine yaya \u00f6ncelikli bir yakla\u015f\u0131m benimsenen uygulamalar vard\u0131r. Bunun d\u0131\u015f\u0131nda ortak mekanlar (shared space) yarat\u0131labilir. Burada kas\u0131t yayalar\u0131n ve ara\u00e7lar\u0131n birlikte olabilece\u011fi fakat yaya \u00f6ncelikli, ara\u00e7lar\u0131n d\u00fc\u015f\u00fck h\u0131zda (y\u00fcr\u00fcme h\u0131z\u0131nda) hareket etti\u011fi alanlard\u0131r. Ancak g\u00fcvenlik bir yana ya\u015fam kalitesi a\u00e7\u0131s\u0131ndan (ara\u00e7lar\u0131n yaratt\u0131\u011f\u0131 stres, g\u00fcr\u00fclt\u00fc ve hava kirlili\u011fi) gibi nedenlerle \u00e7ok tercih edilen bir yol de\u011fildir yine de \u00f6rnekleri mevcuttur.<\/p>\n<p><strong>\u201cBu t\u00fcr uygulamalar ileride daha b\u00fcy\u00fck trafik problemlerine yol a\u00e7acakt\u0131r\u201d<\/strong><\/p>\n<p><em><strong>Be\u015fikta\u015f yayala\u015ft\u0131rma projesi Barbaros&#8217;tan ba\u015flayan, sahilde Deniz M\u00fczesi&#8217;nin oldu\u011fu k\u0131s\u0131mdan \u00e7\u0131kan beton dal\u0131\u015f t\u00fcnelleri ve beton meydan hedefliyor. Dal\u0131\u015f t\u00fcnelleri ve ara\u00e7 trafi\u011finin kent merkeziyle ili\u015fkisi nedir? Kent merkezinde ara\u00e7 kullan\u0131m\u0131n\u0131 azaltacak projeler yerine bu t\u00fcr uygulamalar\u0131n tercih edilmesi ileriki zamanlarda ne gibi sorunlar ortaya \u00e7\u0131kacakt\u0131r?<\/strong><\/em><\/p>\n<p>Dal\u0131\u015f t\u00fcnelleriyle T\u00fcrkiye\u2019de yap\u0131lmak istenen trafik kapasitesini art\u0131rarak ara\u00e7 trafi\u011fini rahatlatmak. Bunun istenmeyen sonu\u00e7lara yol a\u00e7aca\u011f\u0131 konunun uzmanlar\u0131 akademisyenler taraf\u0131ndan \u00e7e\u015fitli platformlarda s\u00fcrekli olarak dile getirildi. Farkl\u0131 \u00fclkleredeki ara\u015ft\u0131rmalar yeni yollar yapman\u0131n viyad\u00fckler, k\u00f6pr\u00fcler, t\u00fcneller in\u015fa etmenin ara\u00e7 trafi\u011fini k\u0131sa s\u00fcreli rahatlatt\u0131\u011f\u0131n\u0131 ancak bu yeni yarat\u0131lan kapasitenin ilk 5 y\u0131l i\u00e7inde y\u00fczde 50\u2019sinin bir sonraki 5 y\u0131l i\u00e7inde ise y\u00fczde 80\u2019inin doldu\u011fu g\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Buna literat\u00fcrde \u201ck\u0131\u015fk\u0131rt\u0131lm\u0131\u015f trafik\u201d denir. Yeni yollar a\u00e7t\u0131k\u00e7a s\u0131k\u0131\u015f\u0131kl\u0131k ve di\u011fer sebeplerle az kullan\u0131lan alanlar daha fazla kullan\u0131l\u0131r hale gelir, \u00f6zel arac\u0131yla bu alanlar\u0131 kullanmaya \u00e7ekinenler buralara y\u00f6nelebilirler. Bu nedenle trafik s\u0131k\u0131\u015f\u0131kl\u0131\u011f\u0131n\u0131n azalt\u0131lmas\u0131 amac\u0131yla karayolu yat\u0131r\u0131mlar\u0131na y\u00f6nelmek tek ba\u015f\u0131na bir \u00e7\u00f6z\u00fcm de\u011fildir. Etkin, yayg\u0131n ve kaliteli toplu ta\u015f\u0131ma sistemleri kentlerin ana omurgas\u0131n\u0131 olu\u015fturmal\u0131d\u0131r, karayollar\u0131 de\u011fil.<\/p>\n<p>Biraz \u00f6nce de belirtti\u011fim gibi bu t\u00fcr uygulamalar ileride daha b\u00fcy\u00fck trafik problemlerine yol a\u00e7acakt\u0131r. Bunun d\u0131\u015f\u0131nda bir yaya alan\u0131n\u0131n alt\u0131ndaki t\u00fcnelde trafik nedeniyle s\u0131k\u0131\u015fm\u0131\u015f ara\u00e7lar\u0131n g\u00fcr\u00fclt\u00fcs\u00fc ve yaratt\u0131klar\u0131 hava kirlili\u011fi meydan\u0131n kullan\u0131c\u0131lar\u0131n\u0131 \u00f6nemli oranda etkileyecektir. Meydan\u0131n etraf\u0131nda a\u00e7\u0131lan derin yar\u0131klar kentsel kaliteyi bozan niteliktedir. Bunlar\u0131n yan\u0131s\u0131ra ara\u00e7 i\u00e7inde seyahat edenler kent mekan\u0131n\u0131ndan kopma noktas\u0131na geleceklerdir. Time Square New York\u2019un kalbinin att\u0131\u011f\u0131 yer \u2013 yak\u0131n zamanda yayala\u015ft\u0131r\u0131ld\u0131 ki New York trafi\u011fiyle de me\u015fhurdur. T\u00fcnel mi kaz\u0131ld\u0131? Hay\u0131r. Londra\u2019da Paris\u2019te kent merkezlerinde ve hatta yak\u0131n \u00e7evresinde t\u00fcnellere viyad\u00fcklere rastl\u0131yor musunuz? Hay\u0131r. \u0130stanbul gibi \u00f6zel bir kentte karayolu merkezli bu t\u00fcr uygulamalara bir an \u00f6nce son verilmelidir.
