TOK\u0130 devlet eliyle yarat\u0131lan, as\u0131l amac\u0131n\u0131 a\u015fm\u0131\u015f, farkl\u0131 ama\u00e7lara hizmet eden son d\u00f6nemlerin en b\u00fcy\u00fck kontrols\u00fcz g\u00fcc\u00fcd\u00fcr.<\/p>\n<p>2985 say\u0131l\u0131 Toplu Konut Kanununa g\u00f6re kurulan, g\u00fcn\u00fcm\u00fczde 10\u2018u a\u015fk\u0131n kanunla g\u00fcc\u00fcne g\u00fc\u00e7 katan TOK\u0130, yasalarla kendine verilen; konut in\u015faat\u0131 ile ilgili sanayi ve bu alanlarda \u00e7al\u0131\u015fanlar\u0131 desteklemek, \u00f6zellikle kalk\u0131nma \u00f6ncelikli y\u00f6relerde bulunan konut in\u015faat\u0131 ile ilgili \u015firketlere i\u015ftirak etmek, konut sekt\u00f6r\u00fcyle ilgili \u015firketler kurmak veya kurulmu\u015f \u015firketlere i\u015ftirak etmek, ferdi ve toplu konut kredisi vermek, k\u00f6y mimarisinin korunup, yenilenmesine y\u00f6nelik projelendirmeleri kredilendirmek gibi asli g\u00f6revleri yerine, yasalarda kendine tan\u0131nan muafiyetlerle m\u00fcteahhit rol\u00fcne b\u00fcr\u00fcnm\u00fc\u015ft\u00fcr.<\/p>\n<p>Bunun son \u00f6rne\u011fi Nil\u00fcfer il\u00e7emizde ya\u015fanmaktad\u0131r.<\/p>\n<p>5747 say\u0131l\u0131 yasa ile alan\u0131 50.757 hektara, n\u00fcfusu 269.536 ki\u015fiye \u00e7\u0131kan Nil\u00fcfer, kentin \u00fcst \u00f6l\u00e7ekli planlar\u0131nda Bursam\u0131z\u0131n geli\u015fme y\u00f6n\u00fc olarak belirlenmi\u015ftir. Yap\u0131lan plan n\u00fcfusu projeksiyonlar\u0131yla, Nil\u00fcfer\u2018in 2020 y\u0131l\u0131ndaki n\u00fcfusunun yakla\u015f\u0131k 1.132.800 ki\u015fi olaca\u011f\u0131 tahmin edilmektedir. <\/p>\n<p>Nil\u00fcfer il\u00e7esi b\u00f6ylesine b\u00fcy\u00fck bir n\u00fcfusa ve geli\u015fme potansiyeline sahip olmas\u0131na ra\u011fmen, kamu taraf\u0131ndan sa\u011fl\u0131k hizmeti sunulan bir hastaneye sahip de\u011fildir. Nil\u00fcfer\u2018de ya\u015fayanlara ivedi olarak sa\u011flanmas\u0131 gereken bu kamu hizmeti i\u00e7in; m\u00fclkiyeti hazineye ait olan 1887 ada 3 parseldeki 37.645 m\u00b2 alana sahip ta\u015f\u0131nmaz,\u00a0 ba\u015fta 1\/25.000 ve 1\/5000 \u00f6l\u00e7ekli Naz\u0131m \u0130mar Planlar\u0131 olmak \u00fczere, 1\/1000 \u00f6l\u00e7ekli Fethiye &#8211; \u0130hsaniye Revizyonu Uygulama \u0130mar Plan\u0131nda Sa\u011fl\u0131k Tesisi alan\u0131 olarak planlanm\u0131\u015ft\u0131r. <\/p>\n<p>Bu arazi gerek bulundu\u011fu konum, gerekse ula\u015f\u0131labilirli\u011fi gibi etmenler d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde Nil\u00fcfer il\u00e7esi d\u0131\u015f\u0131nda, Osmangazi \u0130l\u00e7esinin Emek, H\u00fcrriyet, Adalet, Ba\u011flarba\u015f\u0131, Hamitler ve Nil\u00fcfer k\u00f6y\u00fc yerle\u015fmeleri ile Mudanya \u0130l\u00e7esinin Hask\u00f6y, Bademli, \u00c7a\u011fr\u0131\u015fan, M\u00fcrsel, G\u00f6yn\u00fckl\u00fc, Ayd\u0131np\u0131nar yerle\u015fmelerine hizmet edecek konumdad\u0131r. <\/p>\n<p>\u015eimdi sa\u011fl\u0131k tesisinin yap\u0131lmak istendi\u011fi bu arazi TOK\u0130 taraf\u0131ndan adeta gasp edilerek, l\u00fcks konut yap\u0131lmak istenmektedir.<\/p>\n<p>Biz \u015fehir planc\u0131lar\u0131 odas\u0131 olarak; <\/p>\n<p>Kente ve kentliye ait olan kamu arazilerinin k\u0131sa vadeli, ekonomik kayg\u0131larla &#8220;Sat &#8211; Kurtul&#8221; yakla\u015f\u0131m\u0131 ile Koruparkta, kent meydan\u0131nda, \u0130kea\u2018da, Alman Hastanesinde ve daha bir \u00e7ok \u00f6rnekte oldu\u011fu gibi rant bask\u0131s\u0131 ve spek\u00fclasyonlar alt\u0131nda elden \u00e7\u0131kar\u0131lmas\u0131na, kamu arazilerine yaln\u0131zca bir ekonomik de\u011fer olarak bak\u0131l\u0131p, bu arazileri daha \u00e7ok rant getirecek unsurlar olarak pazarlanmas\u0131na, kentin gelece\u011fine ipotek konulmas\u0131na kar\u015f\u0131y\u0131z.<\/p>\n<p>Biz kentimizde zaten az say\u0131da olan kamusal arazilerinin kamunun elinde kalmas\u0131 gerekti\u011fi ve bu alanlar\u0131n kentlinin ya\u015fan kalitesini artt\u0131racak, kentin ihtiyac\u0131 olan sosyal donat\u0131 alanlar\u0131 olarak kullan\u0131lmas\u0131 gerekti\u011fini d\u00fc\u015f\u00fcn\u00fcyoruz. <\/p>\n<p>Bu kapsamda buradan TOK\u0130\u2018ye sesleniyoruz.
