Solmaz ayr\u0131ca, proje kotunun 105 metreden 70 metreye d\u00fc\u015f\u00fcr\u00fclmesi ile u\u00e7u\u015f g\u00fcvenli\u011finin yok say\u0131ld\u0131\u011f\u0131n\u0131 belirtti.<\/p>\n<p><strong>Su varl\u0131klar\u0131m\u0131z geri d\u00f6n\u00fclemez \u015fekilde yok olacak<\/strong><br \/>\n3. Havaliman\u0131 raporunun su verilerini a\u00e7\u0131klayan Y\u0131ld\u0131z Teknik \u00dcniversitesi \u00c7evre M\u00fchendisli\u011fi B\u00f6l\u00fcm\u00fc \u00d6\u011fretim \u00dcyesi Prof. Dr. Beyza \u00dcst\u00fcn, projeyle birlikte sadece Terkos&#8217;un de\u011fil, b\u00fct\u00fcn dere ve yer alt\u0131 sular\u0131n\u0131n tehdit alt\u0131nda oldu\u011funu ifade etti. \u00dcst\u00fcn, projenin \u0130stanbul ve Trakya&#8217;n\u0131n gelece\u011fi i\u00e7in \u00e7\u00f6z\u00fclemez bir su krizi yarataca\u011f\u0131n\u0131 belirtti. \u00dcst\u00fcn \u201c\u0130stanbul&#8217;un su ihtiyac\u0131n\u0131 kar\u015f\u0131layan y\u00fczde 22&#8217;lik k\u0131sm\u0131n sadece bu b\u00f6lgedeki barajlardan iletiliyor. Bayraktar, bilim insanlar\u0131 ve ya\u015fam savunucular\u0131 olarak b\u00f6ylesi projelere kar\u015f\u0131 m\u00fccadeleyi sonuna kadar s\u00fcrd\u00fcreceklerini a\u00e7\u0131klad\u0131. Bayraktar &#8220;Dayatmac\u0131 projelerle \u00f6n\u00fcm\u00fcze bir \u015feyler konuluyor. \u0130stanbul\u2019a da \u00fclkeye de yarar getirmeyece\u011fi a\u00e7\u0131k olan bu projenin yap\u0131lmamas\u0131 gerekiyor&#8221; ifadelerini kulland\u0131.<\/p>\n<p><strong>U\u00e7u\u015f g\u00fcvenli\u011fi bilimden uzak bu projeyle yok say\u0131l\u0131yor<\/strong><br \/>\n\u0130stanbul \u0130KK 3.Havaliman\u0131 \u00c7al\u0131\u015fma Grubu&#8217;ndan Harita M\u00fchendisleri Odas\u0131 YK \u00fcyesi Selin Bostan bas\u0131n toplant\u0131s\u0131nda, haz\u0131rlad\u0131klar\u0131 raporla ilgili bir g\u00f6rsel sunum yapt\u0131. Proje kotunun 105 metreden 70 metreye indirildi\u011fini belirten Bostan, bu haliyle havaalan\u0131n\u0131n g\u00fcneyinden u\u00e7ak ini\u015f ve kalk\u0131\u015flar\u0131n\u0131n teorik olarak m\u00fcmk\u00fcn olmad\u0131\u011f\u0131n\u0131 a\u00e7\u0131klad\u0131. Bostan, proje dahilindeki pistlerin g\u00fcneyinden Kuzey Marmara Otoyolu ge\u00e7ti\u011fini, buna g\u00f6re u\u00e7ak kalk\u0131\u015f e\u011fimleri hesapland\u0131\u011f\u0131nda bir\u00e7ok pist i\u00e7in u\u00e7u\u015f g\u00fcvenli\u011fi sa\u011flanamad\u0131\u011f\u0131n\u0131 bunun bilim d\u0131\u015f\u0131 oldu\u011funu belirtti. Maliyet nedeniyle d\u00fc\u015f\u00fcr\u00fclen kotun ayn\u0131 zamanda ihale \u015fartlar\u0131na da hukuken ayk\u0131r\u0131 oldu\u011funu belirten Bostan &#8220;Proje nereden tutarsan\u0131z elinizde kal\u0131yor. R\u00fczgarlar nedeniyle, T\u00fcrk Hava Kurumu\u2019nun teknik birimi de \u015fu anda bu projeye onay veremeyece\u011fini belirtmi\u015f durumda&#8221; ifadelerini kulland\u0131.<\/p>\n<p>TMMOB \u0130stanbul \u0130l Koordinasyon Kurulu 3. Havaliman\u0131 \u00c7al\u0131\u015fma Grubu&#8217;nun bas\u0131n a\u00e7\u0131klamas\u0131 \u015fu \u015fekilde:<\/p>\n<p><strong><em>BASINA VE KAMUOYUNA<\/em><\/strong><\/p>\n<p><em>Buraya 3.Havaliman\u0131 yap\u0131lamaz! \u00c7\u00fcnk\u00fc\u2026<\/em><\/p>\n<p><em>Son y\u0131llarda artarak devam eden h\u0131zl\u0131 ve plans\u0131z kentle\u015fme, \u0130stanbul\u2019da su havzalar\u0131n\u0131 \u00f6nemli \u00f6l\u00e7\u00fcde etkilemi\u015f, i\u00e7me ve kullanma suyu temin edilen baraj ve g\u00f6ller kurakl\u0131\u011f\u0131n da etkisi ile yok olma noktas\u0131na gelmi\u015ftir. 3 Havaliman\u0131 proje sahas\u0131, \u0130stanbul\u2019a kullan\u0131m suyunun b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131 sa\u011flayan Terkos Baraj\u0131n\u0131n orta ve uzun mesafe koruma alanlar\u0131 i\u00e7inde kalmaktad\u0131r.\u00a0Projenin in\u015faat a\u015famas\u0131nda, in\u015faat faaliyetleri ve hafriyat d\u00f6k\u00fcm\u00fc s\u0131ras\u0131nda olu\u015facak toz ve egzoz emisyonlar\u0131 g\u00f6lde kirlenmenin artmas\u0131na yol a\u00e7acak, proje alan\u0131nda bulunan akarsular\u0131n yataklar\u0131n\u0131n tahrip edilmesi sonucu g\u00f6l\u00fcn su toplama miktarlar\u0131nda azalma ve y\u00fczeysel ak\u0131\u015flarla kirlilik y\u00fcklerinde artma ger\u00e7ekle\u015fecektir.\u00a03. Havaliman\u0131 projesi b\u00f6lgede meydana gelecek n\u00fcfus yo\u011funlu\u011fu ve kentle\u015fme sadece projenin kapsad\u0131\u011f\u0131 alanlar\u0131 de\u011fil, Terkos G\u00f6l\u00fc, Alibeyk\u00f6y baraj\u0131 ve planlama a\u015famas\u0131 devam eden Pirin\u00e7\u00e7i Baraj\u0131nda kirlili\u011fi geri d\u00f6n\u00fc\u015fs\u00fcz olarak art\u0131racakt\u0131r.<\/em><\/p>\n<p><em>7650 hektarl\u0131k alan\u0131 kapsayacak bu devasa proje sahas\u0131, kentin ekolojisi a\u00e7\u0131s\u0131ndan son derece \u00f6nemli olan kuzey ormanlar\u0131 \u00fczerinde planlanm\u0131\u015ft\u0131r. A\u011f\u0131rl\u0131kl\u0131 olarak kuzeyden esen r\u00fczgarlar nedeniyle bu ormanlar \u00fczerindeki temiz ve nispeten serin hava, kentin \u00fczerindeki kirli ve s\u0131cak hava ile yer de\u011fi\u015ftirerek kent havas\u0131n\u0131n temizlenmesine ve serinlemesine katk\u0131 sa\u011flamaktad\u0131r. Ayr\u0131ca bu ormanlar Terkos G\u00f6l\u00fc ile Alibey Baraj havzas\u0131 ile Belgrad orman\u0131ndaki bentlerin erozyon ile dolmas\u0131n\u0131 engellemekte ve i\u00e7me suyu kalitesinin y\u00fckselmesine katk\u0131 sa\u011flamaktad\u0131r. \u0130stanbul\u2019un kuzeyinde yer alan ormanlar \u00e7ok fazla par\u00e7alanmam\u0131\u015ft\u0131r ve yaban hayat\u0131 i\u00e7in de b\u00fcy\u00fck \u00f6nem arz etmektedir. Ancak\u00a0Havaliman\u0131 ve beraberinde planlanan 3. K\u00f6pr\u00fc, Kanal \u0130stanbul, A\u011fa\u00e7l\u0131-\u00c7iftalan aras\u0131nda yeni yerle\u015fim merkezleri ile ormanl\u0131k alanlar ve di\u011fer habitatlar tahrip edilecektir.<\/em><\/p>\n<p><em>Projenin etki alan\u0131nda kumul, orman, mera, tar\u0131m, g\u00f6l, sazl\u0131k vb farkl\u0131 ekosistemlerin bulunmas\u0131 ayn\u0131 zamanda endemik t\u00fcrler a\u00e7\u0131s\u0131ndan zengin biyo\u00e7e\u015fitlili\u011fe sahip olmas\u0131n\u0131 sa\u011flam\u0131\u015ft\u0131r. 3. Havaliman\u0131 projesi endemik t\u00fcrleri ve t\u00fcm biyo\u00e7e\u015fitlili\u011fi ile ekosistemlerin yok edilmesi ve canl\u0131 ya\u015fam\u0131n\u0131n sona ermesi riskini bar\u0131nd\u0131rmaktad\u0131r. Proje sahas\u0131 \u00f6nemli g\u00f6\u00e7 yollar\u0131ndan birini kapsamaktad\u0131r. Ancak\u00a0\u00c7ED raporunda bahsedilen 2 y\u0131l s\u00fcreli ku\u015f g\u00f6zlem \u00e7al\u0131\u015fmas\u0131 ger\u00e7ekle\u015ftirilmeden in\u015faat a\u015famas\u0131na ge\u00e7ilmi\u015ftir.\u00a0Bu durum ku\u015f g\u00f6\u00e7 yolu olarak tan\u0131mlanan b\u00f6lgenin koruma alt\u0131nda olmas\u0131 kararlar\u0131n\u0131 hi\u00e7e saymas\u0131n\u0131n yan\u0131nda ku\u015f-u\u00e7ak \u00e7arp\u0131\u015fma risklerinin de de\u011ferlendirilmemesi sonucu ya\u015fanacak u\u00e7ak kazalar\u0131na zemin haz\u0131rlamaktad\u0131r.<\/em><\/p>\n<p><em>Ayr\u0131ca alan\u0131n yakla\u015f\u0131k 1\/3&#8217;u me\u015fe ve kay\u0131n kar\u0131\u015f\u0131m\u0131 do\u011fal ormanla kapl\u0131d\u0131r ve toplam ormanl\u0131k alan 6172 hektardir. Geri kalan b\u00f6l\u00fcm\u00fc ise ge\u00e7mi\u015fte plans\u0131z, denetimsiz ve co\u011fu zamanda ilkel y\u00f6ntemler uygulanarak k\u00f6m\u00fcr \u00fcretilmi\u015f ve \u015fimdilerde terk edilmi\u015f k\u00f6m\u00fcr ve kum oca\u011f\u0131 i\u015fletmeleridir. Maden \u0130\u015fleri Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne kay\u0131tl\u0131 maden sahalar\u0131 2670 hektardir. Maden i\u015fletmelerinden arta kalan \u00e7ukurlar zaman i\u00e7inde su ile dolarak yapay g\u00f6llere d\u00f6n\u00fc\u015f\u00fcrken; k\u00f6m\u00fcr ve kum i\u015fletme at\u0131klar\u0131n\u0131n olu\u015fturdu\u011fu y\u0131\u011f\u0131nlar ise aga\u00e7land\u0131r\u0131larak tepelere donusmustur.\u00a0Terkedilmi\u015f k\u00f6m\u00fcr sahalar\u0131nda yapay olarak olu\u015fmu\u015f g\u00f6ller ve tepeler; topografik engellerin giderilmesi icin a\u015f\u0131r\u0131 miktarda kaz\u0131 ve dolgu yap\u0131lacak olmas\u0131; mevcut suni g\u00f6llerin susuzla\u015ft\u0131r\u0131lmas\u0131, 65 adet suni g\u00f6l taban\u0131ndaki suya doygun sedimanlar\u0131n varl\u0131\u011f\u0131; y\u00fczeysel ve derin heyalanlar; ani ve s\u00fcreye bagli oturmalar, s\u0131v\u0131la\u015fma riskleri, yeralti su seviyesinin belirsizli\u011fi; rehabilite edilmeden terkedilmi\u015f k\u00f6m\u00fcr ve kum sahalar\u0131n\u0131n durumu, hem jeolojik olarak oturmas\u0131n\u0131 tamamlamam\u0131\u015f suya doygun birimler\u00a0hem de\u00a0normal konsolide birimlerin proje y\u00fck\u00fcn\u00fc kar\u015f\u0131layamayacak kalitede olmasi gibi nedenlerden dolay\u0131 havaalan\u0131 in\u015faat\u0131n\u0131n b\u00f6yle bir zemin \u00fczerine in\u015faas\u0131 ancak ka\u011f\u0131t \u00fczerinde olanakl\u0131d\u0131r.\u00a0Daha iyi bir yer se\u00e7imi , proje maaliyetlerini ve zaman s\u00fcrecini asa\u011f\u0131ya \u00e7ekecektir.<\/em><\/p>\n<p><em>Di\u011fer yandan, havaalan\u0131 ihalesinde proje kotu (pist kotu) 105 m\u2019dir. \u0130haleye kat\u0131lmak \u00fczere m\u00fcracaat eden firmalar taraf\u0131ndan, ihale makam\u0131na, ihale tarihinden \u00f6nce, bu kotun de\u011fi\u015fip de\u011fi\u015fmeyece\u011fini resmi olarak sormu\u015flar ve resmi olarak\u00a0\u201ckesinlikle de\u011fi\u015fmeyecek\u201d\u00a0yan\u0131t\u0131n\u0131 alm\u0131\u015flard\u0131r.\u00a0\u0130hale tamamlan\u0131p in\u015faat ba\u015flad\u0131ktan sonra, 105 m\u2019lik proje kotunun 70 m\u2019ye indirildi\u011fi bas\u0131nda yer alm\u0131\u015ft\u0131r.\u00a0Havaalan\u0131n\u0131n imar planlar\u0131 Temmuz 2014 tarihinde \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131n\u0131n web sayfas\u0131nda yay\u0131nlanm\u0131\u015ft\u0131r.<\/em><\/p>\n<p><em>105 m kotuna g\u00f6re, yaln\u0131zca pist sahas\u0131 ile ilgili yap\u0131lacak dolgu miktar\u0131 1.2 milyar m\u00b3, t\u00fcm proje i\u00e7in \u00c7ED raporunda belirtildi\u011fi \u00fczere 2 milyar 500 milyon m\u00b3, kaz\u0131 miktar\u0131 150 milyon m\u00b3 t\u00fcr. 70 m kotuna g\u00f6re ise dolgu miktar\u0131 420 milyon m\u00b3 olmaktad\u0131r.<\/em><\/p>\n<p><em> Bu yakla\u015f\u0131k hesaplar, g\u00f6l y\u00fczeyleri baz al\u0131narak yap\u0131lm\u0131\u015f olup, zeminde var olan yakla\u015f\u0131k 16 m derinli\u011fe sahip 66 adet g\u00f6l hesaplara dahil edilmemi\u015ftir. Bu g\u00f6llerin derinli\u011fi hesaba kat\u0131ld\u0131\u011f\u0131nda dolgu alanlar\u0131 daha da artmaktad\u0131r.<\/em><\/p>\n<p><em>Ayr\u0131ca 70 m ve 105 m kotuna g\u00f6re \u00fcretilmi\u015f modellere g\u00f6re; havaalan\u0131n g\u00fcneyindeki tepelerin herhangi bir \u015fekilde al\u00e7alt\u0131lmas\u0131, \u00e7ok geni\u015f bir orman alan\u0131n\u0131n (havaalan\u0131nda yok edilen ormana ek olarak) daha yok edilmesi gerekecektir ve\u00a0bu tepelerin oldu\u011fu yerden 3. K\u00f6pr\u00fc otoyolu ge\u00e7mektedir.\u00a0Bu durumda yine ihalesi yap\u0131lm\u0131\u015f olan ve in\u015faat\u0131 devam etmekte olan otoyolun proje kotlar\u0131n\u0131n de\u011fi\u015fmesi g\u00fcndeme gelecektir.<\/em><\/p>\n<p><em>\u0130halesi sonu\u00e7lanan havaalan\u0131n proje kotunun 105 m\u2019den 70 m\u2019ye indirilmesi, bu havan\u0131n\u0131 \u00e7al\u0131\u015famaz hale getirecektir. \u00c7\u00fcnk\u00fc, 70 m. kotunda yap\u0131lacak pistlerden, kara y\u00f6n\u00fcnden, uluslar aras\u0131 u\u00e7u\u015f g\u00fcvenlik kriterlerine g\u00f6re, ini\u015f-kalk\u0131\u015f m\u00fcmk\u00fcn de\u011fildir.\u00a0Ayr\u0131ca\u00a0proje kotu de\u011fi\u015fmez ise en az\u00a01 milyar m\u00b3 d\u0131\u015far\u0131dan dolgu\u00a0getirilmesi gerekecektir. Bas\u0131nda \u00e7\u0131kan haberlere g\u00f6re, sahada \u015fu anda 1200 adet a\u011f\u0131r tonajl\u0131 kamyon \u00e7al\u0131\u015fmaktad\u0131r. Hafriyat kamyonlar\u0131n\u0131n kapasitelerinden yola \u00e7\u0131k\u0131larak hafriyat\u0131n s\u00fcresi hakk\u0131nda fikir edinmek m\u00fcmk\u00fcnd\u00fcr.<\/em><br \/>\n<em> Bu tespitler \u0131\u015f\u0131\u011f\u0131nda yap\u0131lan de\u011ferlendirme g\u00f6stermektedir ki, 3.havaliman\u0131 projesi do\u011fal ya\u015fam ortamlar\u0131n\u0131n ve \u00f6nemli su havzalar\u0131n\u0131n yok olmas\u0131 ile sonu\u00e7lanacak olup proje; ekolojik ve jeolojik kriterler, zemin \u00f6zellikleri, kaz\u0131 ve dolgu alanlar\u0131,\u00a0 kent bilimi ve u\u00e7u\u015f g\u00fcvenli\u011fi a\u00e7\u0131s\u0131ndan kabul edilebilir de\u011fildir.\u00a0\u00a0\u00a0<\/em><\/p>\n<p><em><strong>TMMOB\u00a0\u0130stanbul \u0130l Koordinasyon Krurulu<\/strong><\/em><br \/>\n<em><strong> 3.
