Toplant\u0131ya TMMOB Y\u00f6netim Kurulu \u00dcyesi Mehmet Torun, D\u0130SK Genel Sekreteri Arzu \u00c7erkezo\u011flu, KESK Y\u00fcr\u00fctme Kurulu \u00dcyesi Fatma \u00c7etinta\u015f ve TTB Merkez Konseyi Ba\u015fkan\u0131 Bayaz\u0131t \u0130lhan kat\u0131larak eylem plan\u0131na ili\u015fkin haz\u0131rlanan de\u011ferlendirmeyi iletti. Emek ve meslek \u00f6rg\u00fct\u00fc temsilcileri eylem plan\u0131n\u0131n yetersizli\u011fini ifade ederek oylamaya kat\u0131lmadan toplant\u0131dan ayr\u0131ld\u0131.<\/p>\n<p><strong>\u2018Konsey i\u015flevi a\u00e7\u0131s\u0131ndan yetersiz \u00e7al\u0131\u015f\u0131yor\u2019<\/strong><\/p>\n<p>D\u0130SK, KESK, TMMOB ve TTB\u2019nin haz\u0131rlad\u0131\u011f\u0131 de\u011ferlendirmede Ulusal \u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Konseyi\u2019nin \u00e7al\u0131\u015fmas\u0131na ili\u015fkin yetersizlikler ifade ediliyor. Konseyin 28 \u00e7al\u0131\u015fma ba\u015fl\u0131\u011f\u0131n\u0131n 17\u2019sinin g\u00fcndemde olmay\u0131\u015f\u0131, 2006-2008 ve 2009-2013 Eylem Planlar\u0131\u2019nda al\u0131nan kararlar\u0131n hayata ge\u00e7meyi\u015fi ele\u015ftiriliyor.<\/p>\n<p><strong>\u2018Eylem plan\u0131nda neden-sonu\u00e7 ili\u015fkisi yok\u2019<\/strong><\/p>\n<p>2014-2018 Politika Belgesi ve Eylem Plan\u0131\u2019na ili\u015fkin \u2018Hi\u00e7bir politika metninde, neden &#8211; sonu\u00e7 ili\u015fkisi g\u00f6z \u00f6n\u00fcne al\u0131nmadan, sadece sonu\u00e7lar \u00fczerinden yap\u0131lacak bir \u00e7al\u0131\u015fman\u0131n ba\u015far\u0131ya ula\u015fma \u015fans\u0131 yoktur. \u0130\u015f kazalar\u0131 ve meslek hastal\u0131klar\u0131n\u0131n nedenleri ortadan kald\u0131r\u0131lmadan bunlar\u0131n yaratt\u0131\u011f\u0131 sonu\u00e7lar\u0131n bitirilmesi veya azalt\u0131lmas\u0131 olanakl\u0131 de\u011fildir\u2019 de\u011ferlendirmesiyle, hedeflerin neden sonu\u00e7 ili\u015fkisi g\u00f6zetilmeden belirlendi\u011fi ifade ediliyor.<\/p>\n<p><strong>\u2018Eylem plan\u0131 geri \u00e7ekilsin\u2019<\/strong><\/p>\n<p>D\u0130SK, KESK, TMMOB ve TTB\u2019nin haz\u0131rlad\u0131\u011f\u0131 de\u011ferlendirmede 2014-2018 Politika Belgesi ve Eylem Plan\u0131\u2019n\u0131 i\u00e7in \u00e7al\u0131\u015fma ba\u015fl\u0131klar\u0131 \u00f6nerilerek mevcut plan\u0131n geri \u00e7ekilmesi talep ediliyor.<\/p>\n<p>Emek ve meslek \u00f6rg\u00fctlerinin \u00f6nerdi\u011fi ba\u015fl\u0131klar:<\/p>\n<p>-\u00d6zelle\u015ftirmeler iptal edilmeli, madencilik sekt\u00f6r\u00fc ba\u015fta olmak \u00fczere ta\u015feronluk ve r\u00f6devans ile her t\u00fcrl\u00fc g\u00fcvencesiz \u00e7al\u0131\u015fma uygulamalar\u0131 kald\u0131r\u0131lmal\u0131d\u0131r.<\/p>\n<p>-\u0130\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011finin ayr\u0131ms\u0131z t\u00fcm \u00e7al\u0131\u015fanlar i\u00e7in bir hizmet de\u011fil,\u00a0 bir hak oldu\u011fu ve \u00e7al\u0131\u015fanlar\u0131n bu hakk\u0131na kar\u015f\u0131 tek muhatab\u0131n devlet oldu\u011fu kabul edilmelidir.<\/p>\n<p>-\u00d6rg\u00fctlenmenin \u00f6n\u00fcndeki engeller kald\u0131r\u0131lmal\u0131 ve \u00f6rg\u00fctlenme te\u015fvik edilmelidir.<\/p>\n<p>-6331 say\u0131l\u0131 Kanunu\u2019nun t\u00fcm \u00e7al\u0131\u015fanlar\u0131 kapsamas\u0131 i\u00e7in h\u00fck\u00fcmetin sosyal sigorta hakk\u0131n\u0131 SSGSS Kanunu ile kamu \u00e7al\u0131\u015fan\u0131 emek\u00e7ilere de tan\u0131mas\u0131 ve kendi hesab\u0131na \u00e7al\u0131\u015fanlar\u0131 ve di\u011fer \u00e7al\u0131\u015fanlar\u0131 istisna olarak kabul etmemesi gerekmektedir. Ayr\u0131ca kay\u0131t d\u0131\u015f\u0131 \u00e7al\u0131\u015fanlar\u0131n da bir i\u015fyerinde ve i\u015fverenin sorumlulu\u011funda i\u015f kazas\u0131 veya meslek hastal\u0131\u011f\u0131 ge\u00e7irebilece\u011fi ger\u00e7e\u011fi kabul edilmeli ve devletin denetim zafiyeti sonucu kay\u0131t alt\u0131na al\u0131namayan i\u015fyerlerindeki ma\u011fduriyetlerin bedeli \u00e7al\u0131\u015fanlara y\u00fcklenmemelidir.<\/p>\n<p>-\u0130\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ile i\u015f g\u00fcvenli\u011finin birbirini tamamlad\u0131\u011f\u0131 ger\u00e7e\u011finden hareketle, t\u00fcm \u00e7al\u0131\u015fanlar insana yak\u0131\u015f\u0131r norm ve standartta bir sosyal g\u00fcvenlik \u015femsiyesi alt\u0131na al\u0131nmal\u0131d\u0131r. Sigortas\u0131z ve sendikas\u0131z \u00e7al\u0131\u015ft\u0131rma \u00f6nlenmeli, kay\u0131t d\u0131\u015f\u0131 ekonomi kay\u0131t alt\u0131na al\u0131nmal\u0131d\u0131r.<\/p>\n<p>&#8211; Ba\u011f\u0131ms\u0131z denetim mekanizmalar\u0131 olu\u015fturulmal\u0131, \u0130\u015fyeri Hekimleri ve \u0130\u015f G\u00fcvenli\u011fi Uzmanlar\u0131n\u0131n i\u015f g\u00fcvenceleri mutlaka sa\u011flanmal\u0131, \u00fccretleri olu\u015fturulacak bir fondan kar\u015f\u0131lanmal\u0131d\u0131r. Bu meslek gruplar\u0131n\u0131n e\u011fitiminde TTB ve TMMOB yetkili k\u0131l\u0131nmal\u0131d\u0131r. \u0130\u015fyeri Hekimleri ve \u0130\u015f G\u00fcvenli\u011fi Uzmanlar\u0131n\u0131n ilgili meslek odalar\u0131na \u00fcye olmadan \u00e7al\u0131\u015fmalar\u0131na izin verilmemelidir.<\/p>\n<p>-Y\u0131llard\u0131r ihmal edilen meslek hastal\u0131klar\u0131n\u0131n \u00f6nlenmesi, gerekli taramalar\u0131n yap\u0131lmas\u0131 hastal\u0131klar\u0131n tespiti i\u00e7in yasal d\u00fczenlemeler bir an \u00f6nce hayata ge\u00e7irilmelidir.<\/p>\n<p>-Denetim raporlar\u0131; \u015feffaf olmal\u0131 ve ilgili sendikalara, meslek odalar\u0131na iletilmelidir.<\/p>\n<p>-\u0130\u015f G\u00fcvenli\u011fi ile ilgili mevzuat, uluslararas\u0131 normlara uygun olarak g\u00f6zden ge\u00e7irilmelidir.<\/p>\n<p>-Havza madencili\u011fi hayata ge\u00e7irilmelidir.
