Bu oran itibariyle Avrupa&#8217;n\u0131n 24 \u00fclkesi aras\u0131nda sonuncuyuz. Bir ba\u015fka ifadeyle sondan birinciyiz<\/strong>&#8221; denildi.<\/p>\n<p>Raporda, demiryollar\u0131n\u0131n kurtar\u0131lmas\u0131 ve sa\u011fl\u0131kl\u0131 bir ula\u015f\u0131m politikas\u0131n\u0131n hayata ge\u00e7irilmesi i\u00e7in \u015fu \u00f6nerilerde builunuldu:<\/p>\n<p>.Bir &#8220;<strong>Ula\u015ft\u0131rma Ana Plan<\/strong>\u0131&#8221; yap\u0131lmal\u0131d\u0131r.<\/p>\n<p>.Y\u00fck ve yolcu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131nda a\u011f\u0131rl\u0131k demiryolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131na verilmeli, demiryolu ta\u015f\u0131mac\u0131l\u0131k oranlar\u0131 planl\u0131 olarak art\u0131r\u0131lmal\u0131d\u0131r.<\/p>\n<p>.Ula\u015ft\u0131rma sekt\u00f6r\u00fc ve demiryollar\u0131n\u0131n altyap\u0131, ara\u00e7, arazi, tesis, i\u015fletme ve ta\u015f\u0131nmazlar\u0131na y\u00f6nelik b\u00fct\u00fcn \u00f6zelle\u015ftirmeler, belediyeler ve \u00fc\u00e7\u00fcnc\u00fc \u015fah\u0131slara devirler durdurulmal\u0131d\u0131r.<\/p>\n<p>.Gerekli olan altyap\u0131, bak\u0131m, yenileme \u00e7al\u0131\u015fmalar\u0131 e\u015fli\u011finde eski hatlarda &#8220;<strong>s\u00fcrat demiryolu<\/strong>&#8221; projelerine y\u00f6nelinmeli; yeni altyap\u0131 ve y\u00fcksek standartl\u0131 yeni hat yap\u0131m\u0131na dayanmayan &#8220;<strong>y\u00fcksek h\u0131zl\u0131 tren<\/strong>&#8221; projeleri durdurulmal\u0131; bu konuda meslek odalar\u0131, sendikalar, uzmanlar ve bilim insanlar\u0131n\u0131n g\u00f6r\u00fc\u015f ve uyar\u0131lar\u0131 dikkate al\u0131nmal\u0131d\u0131r.<\/p>\n<p>.Yeni rayl\u0131 sistemlerin mevcut ula\u015f\u0131m a\u011flar\u0131 ile entegrasyonu sa\u011flanmal\u0131, Ankara-\u0130stanbul hatt\u0131 ile Marmaray olarak da an\u0131lan Bo\u011faz T\u00fcp Ge\u00e7it projesi aras\u0131nda ba\u011flant\u0131 kurulmal\u0131 ve bu proje yaln\u0131zca rayl\u0131 sistem projesi olarak s\u00fcrd\u00fcr\u00fclmelidir. Kentlerde ba\u015fta metro olmak \u00fczere hafif rayl\u0131 sistemler yayg\u0131nla\u015ft\u0131r\u0131lmal\u0131d\u0131r.<\/p>\n<p>.B\u00fcy\u00fck\u015fehir ve sanayi merkezleri, \u00e7a\u011fda\u015f standartlara uygun demiryollar\u0131 ve mevcut limanlar yoluyla birbirlerine ba\u011flanmal\u0131d\u0131r.<\/p>\n<p>.D\u00fcnya Bankas\u0131 ve uluslararas\u0131 sermayenin istemleri do\u011frultusunda haz\u0131rlanan Demiryolu ve TCDD Kanun Taslaklar\u0131 geri \u00e7ekilmeli; &#8220;<strong>TCDD&#8217;nin yeniden yap\u0131land\u0131r\u0131lmas\u0131 program\u0131<\/strong>&#8221; yerine kamu, \u00fclke ve toplum \u00e7\u0131karlar\u0131n\u0131 g\u00f6zeten yeni bir yeniden yap\u0131land\u0131rma program\u0131 uygulanmal\u0131, \u00e7al\u0131\u015fanlar\u0131n s\u00f6z ve karar sahibi olmas\u0131 sa\u011flanmal\u0131d\u0131r.<\/p>\n<p>.Siyasi kadro atamalar\u0131 ve her d\u00fczeydeki uzman kadro k\u0131y\u0131m\u0131na son verilmelidir. TCDD&#8217;nin personel a\u00e7\u0131\u011f\u0131 siyasi de\u011fil mesleki ve teknik \u00f6l\u00e7\u00fctler i\u00e7inde giderilmeli; &#8220;performansa g\u00f6re \u00fccret&#8221;, &#8220;toplam kalite y\u00f6netimi&#8221; v.b. uygulamalar kald\u0131r\u0131lmal\u0131d\u0131r.<\/p>\n<p>.TCDD nitelikli personel yeti\u015ftirilmesi i\u00e7in \u00fcniversiteler ve meslek odalar\u0131yla i\u015fbirli\u011fi yapmal\u0131, meslek i\u00e7i e\u011fitim geli\u015ftirilmeli, daha \u00f6nce TCDD b\u00fcnyesinde olup kapat\u0131lan Meslek Liseleri yeniden a\u00e7\u0131lmal\u0131d\u0131r.<\/p>\n<p>.TCDD&#8217;nin bor\u00e7land\u0131r\u0131lmas\u0131 ve zarar ettirilmesi uygulamas\u0131 terk edilerek TCDD bor\u00e7lar\u0131 kamu taraf\u0131ndan \u00fcstlenilmelidir.<\/p>\n<p>.TCDD&#8217;nin ara\u00e7 park\u0131 geli\u015ftirilmeli, yeni yat\u0131r\u0131m ve iyile\u015ftirme \u00e7al\u0131\u015fmalar\u0131na a\u011f\u0131rl\u0131k verilmelidir. Hizmet d\u0131\u015f\u0131 b\u0131rak\u0131lan bak\u0131m ve tamir at\u00f6lyeleri ve b\u00fct\u00fcn tesisleri yeniden i\u015flevli k\u0131l\u0131nmal\u0131d\u0131r.<\/p>\n<p>.T\u00dcDEMSA\u015e, T\u00dcVASA\u015e, T\u00dcLOMSA\u015e gibi TCDD fabrikalar\u0131 lokomotif ve vagon \u00fcretecek teknik d\u00fczeye getirilmeli, montaj de\u011fil \u00fcretim esasl\u0131 bir yap\u0131ya sahip olmal\u0131; demiryolu yan sanayisine (ray, tekerlek v.b.) yat\u0131r\u0131m yap\u0131lmal\u0131d\u0131r.<\/p>\n<p>.Demiryolu modlardaki at\u0131l kapasitelerin de\u011ferlendirilmesi i\u00e7in i\u015fletme iyile\u015ftirmeleri yap\u0131lmal\u0131d\u0131r.
