Resmi toplant\u0131lar\u0131n tarihi ise 6-7 Ekim 2009. Toplant\u0131n\u0131n ana g\u00fcndemini kapitalizmin krizi olu\u015fturacak. Elbette t\u00fcm d\u00fcnyada krizin y\u00fck\u00fcn\u00fc emek\u00e7ilere daha da fazla \u00e7\u0131karacak politikalar\u0131n kararlar\u0131 bu toplant\u0131da al\u0131nacak. <\/p>\n<p>H\u00fck\u00fcmet toplant\u0131ya kat\u0131lan 13.000 ki\u015fiyi dokunulmazl\u0131kla koruyarak ayr\u0131cal\u0131kl\u0131 olmas\u0131n\u0131 sa\u011fl\u0131yor. Hazine M\u00fcste\u015far\u0131 \u0130brahim \u00c7anak\u00e7\u0131, bu t\u00fcr bir zirveyi d\u00fczenlemede deneyimli olduklar\u0131n\u0131 belirtirken, \u00f6rnek olarak 1996 Habitat ve 2004 NATO zirvelerini \u00f6rnek g\u00f6sterdi. Her iki zirve s\u0131ras\u0131nda \u0130stanbul&#8217;da neredeyse ola\u011fan\u00fcst\u00fc hal uygulamalar\u0131na gidilmi\u015f olmas\u0131 ve g\u00f6sterilere kar\u015f\u0131 uygulanan devlet ter\u00f6r\u00fc nas\u0131l bir deneyim sorusunu akla getiriyor. <\/p>\n<p>IMF\u2013DB toplant\u0131lar\u0131 \u00fc\u00e7 y\u0131l\u0131n ikisinde Washington&#8217;da yap\u0131l\u0131rken, \u00fc\u00e7 y\u0131lda bir ABD d\u0131\u015f\u0131nda yap\u0131l\u0131yor ve bu finans kurulu\u015flar\u0131n\u0131n zirvesi olarak sunuluyor. <\/p>\n<p><strong>Prag, Dubai, Singapur Zirveleri<\/strong> <br \/>IMF\u2013D\u00fcnya Bankas\u0131&#8217;n\u0131n bu toplant\u0131lar\u0131n\u0131 d\u00fcnya halklar\u0131n\u0131n ve emek\u00e7ilerin g\u00fcndemine ta\u015f\u0131yan olay, <a href=\"http:\/\/www.politeknik.org.tr\/site\/index.php\/bilgi-belge\/5-tmmobbilgi\/1174-prag-2000-raporu.html\" target=\"_blank\"><u><font color=\"#0000ff\">2000 y\u0131l\u0131 Eyl\u00fcl ay\u0131nda Prag&#8217;da ger\u00e7ekle\u015fen zirve<\/font><\/u><\/a> olmu\u015ftu. Bu toplant\u0131, \u00e7e\u015fitli \u00c7ek gruplar\u0131 ve \u00e7o\u011fu Avrupa&#8217;dan olmak \u00fczere \u00e7e\u015fitli yerlerden gelen emek ve \u00e7evre \u00f6rg\u00fctleri, sosyal hareketler, anar\u015fist ve sosyalist gruplar taraf\u0131ndan engellenmeye \u00e7al\u0131\u015f\u0131lm\u0131\u015f, zirve program\u0131 tamamlanmadan erken bitirilmi\u015fti. Finans kurulu\u015flar\u0131n\u0131n, D\u00fcnya Ekonomik Forumu, D\u00fcnya Ticaret \u00d6rg\u00fct\u00fc gibi organizasyonlar\u0131n, NATO ve Avrupa Birli\u011fi zirvelerinin protesto edilmesi, engellenmeye \u00e7al\u0131\u015f\u0131lmas\u0131 bi\u00e7iminde kendini g\u00f6steren k\u00fcreselle\u015fme kar\u015f\u0131t\u0131 hareketin tarihinde Prag 2000 toplant\u0131s\u0131 \u00f6nemli a\u015famalardan biri olmu\u015ftu. <\/p>\n<p>Prag toplant\u0131s\u0131n\u0131n ard\u0131ndan ABD d\u0131\u015f\u0131nda yap\u0131lan ilk toplant\u0131 2003&#8217;te Dubai&#8217;de ve ikincisi 2006&#8217;da Singapur&#8217;da ger\u00e7ekle\u015fti. Toplant\u0131 yeri i\u00e7in Dubai&#8217;nin se\u00e7ilmesi \u00fczerine protestolardan uzak olabilecek bir yer yorumu yap\u0131lm\u0131\u015ft\u0131. Dubai toplant\u0131s\u0131, asl\u0131nda kar\u015f\u0131tlar\u0131n ve protestolar\u0131n giderek bu t\u00fcr zirvelerin organik par\u00e7alar\u0131 haline geldikleri tezine ilgin\u00e7 malzemeler verdi. Birle\u015fik Arap Emirlikleri yetkilileri, \u00e7ok s\u0131cak olan Dubai&#8217;ye gelme olas\u0131l\u0131\u011f\u0131 olan protestocular i\u00e7in geni\u015f klimal\u0131 \u00e7ad\u0131rlar ve b\u00fcy\u00fck bir meydana bir s\u00fcr\u00fc \u015femsiye kurdular. Ancak gelebilen 90 ki\u015fi de toplant\u0131ya kat\u0131larak g\u00f6r\u00fc\u015flerini iletmeyi tercih ettikleri i\u00e7in meydan bo\u015f kald\u0131.<a href=\"http:\/\/weekly.ahram.org.eg\/2003\/657\/re1.htm\" target=\"_blank\"><u><font color=\"#0000ff\">(Al Ahram Weekly, Say\u0131 657).<\/font><\/u><\/a> <\/p>\n<p>Singapur toplant\u0131s\u0131 da, k\u00fcreselle\u015fme kar\u015f\u0131t\u0131 hareket a\u00e7\u0131s\u0131ndan Dubai&#8217;ye benzer \u00f6zellikler ta\u015f\u0131d\u0131. En \u00f6nemli benzerlik muhalefetin sokaktan \u201ci\u00e7eriye\u201d girmesiydi. Singapur yetkililer, sokak g\u00f6sterini ve y\u00fcr\u00fcy\u00fc\u015flerini yasaklayan yasay\u0131 gerek\u00e7e g\u00f6stererek,<a href=\"http:\/\/www.theage.com.au\/news\/business\/strategic-retreat-new-tactic-in-singapore-protest\/2006\/09\/13\/1157827018373.html\" target=\"_blank\"><u><font color=\"#0000ff\">\u201cd\u0131\u015far\u0131da\u201c protesto yap\u0131lmas\u0131na izin vermediler.<\/font><\/u><\/a> Protestocular i\u00e7in toplant\u0131 binas\u0131n\u0131n zemin kat\u0131nda, bir kafenin kenar\u0131nda 14 metreye 8 metrelik bir alan ayr\u0131lm\u0131\u015ft\u0131. Sinagapur H\u00fck\u00fcmeti, baz\u0131 aktivistleri \u00fclkeye sokmad\u0131. Hatta bunlar\u0131n aras\u0131nda D\u00fcnya Bankas\u0131&#8217;nca kabul edilen baz\u0131 sivil toplum \u00f6rg\u00fct\u00fc temsilcileri bile vard\u0131. Bunlar\u0131n bir k\u0131sm\u0131 D\u00fcnya Bankas\u0131&#8217;n\u0131n giri\u015fimiyle girebildi. Singapur Demokratik Partisi ise bir parkta g\u00f6steri d\u00fczenleyebildi. Baz\u0131 aktivistler de \u201csessiz\u201d protesto eylemleri ger\u00e7ekle\u015ftirdiler. (<a href=\"http:\/\/www.ft.com\/cms\/s\/0\/d29328d2-3f32-11db-a37c-0000779e2340.html\" target=\"_blank\"><u><font color=\"#0000ff\">Financial Times &#8211;\u00a0Asia-Pacific<\/font><\/u><\/a>, Channel News Asia) <\/p>\n<p>Bu \u00fc\u00e7 deneyim, yerel dinamiklerin olmad\u0131\u011f\u0131 ko\u015fullarda, ta\u015f\u0131ma suyla, ya da bir t\u00fcr k\u00fcreselle\u015fme kar\u015f\u0131t\u0131 turizmle anti emperyalist bir muhalefet \u00e7izgisinin ayakta tutulamayaca\u011f\u0131n\u0131 g\u00f6sterdi. Asl\u0131nda 1994&#8217;de Zapatistalar\u0131n \u00e7a\u011fr\u0131s\u0131yla Chiapas&#8217;ta yap\u0131lan uluslararas\u0131 toplant\u0131da bir anlamda temelleri at\u0131lan k\u00fcreselle\u015fme kar\u015f\u0131t\u0131 hareketin ve alternatif k\u00fcreselle\u015fmecili\u011fin bug\u00fcn ula\u015ft\u0131\u011f\u0131 noktay\u0131 elbette ayr\u0131ca de\u011ferlendirmeye ihtiya\u00e7 var. Ancak bu y\u0131lki toplant\u0131n\u0131n krizin g\u00f6lgesinde, hem de krizden fazlaca etkilenmi\u015f ve IMF k\u0131skac\u0131na girmek \u00fczere bir \u00fclke olan T\u00fcrkye&#8217;de yap\u0131l\u0131yor olmas\u0131n\u0131 \u00f6ncelikle g\u00f6z \u00f6n\u00fcne alal\u0131m. <\/p>\n<p><strong>T\u00fcrkiye&#8217;de IMF anla\u015fmas\u0131na haz\u0131rl\u0131k<\/strong> <br \/>Bilindi\u011fi gibi, D\u00fcnya Bankas\u0131 \u00f6zel \u015firketlerin yapaca\u011f\u0131 projelere de kredi verirken, ikiz karde\u015f IMF, emperyalist kapitalist sistemin \u00e7evre \u00fclkelerini fon ad\u0131 alt\u0131nda bor\u00e7land\u0131rmaktad\u0131r. Bir kere bor\u00e7 bata\u011f\u0131na giren \u00fclkeler faizleri \u00f6deyebilmek i\u00e7in yeni bor\u00e7 pe\u015finde ko\u015fmakta, bu bor\u00e7lar\u0131 alabilmek i\u00e7in ak\u0131l almaz anla\u015fmalara imza atmaktad\u0131rlar. T\u00fcrkiye&#8217;nin IMF ile imzalad\u0131\u011f\u0131 &#8220;stand by&#8221; anla\u015fmalar\u0131 buna \u00f6rnektir. Hat\u0131rlan\u0131rsa daha anla\u015fma yap\u0131lmadan IMF ve DB, isteklerini s\u0131ralard\u0131 ve TC h\u00fck\u00fcmetleri de b\u00fcy\u00fck bir h\u0131zla ger\u00e7ekle\u015ftirirdi. Sosyal g\u00fcvenlik \u201creformu\u201d, tar\u0131mda destekleri kald\u0131ran, ithalat\u0131 kolayla\u015ft\u0131ran tar\u0131m \u201creformu\u201d, i\u015f ya\u015fam\u0131n\u0131n esnekle\u015ftirilmesi ve \u00f6zelle\u015ftirmeler, uluslararas\u0131 tahkim yasas\u0131, temel hizmetlerin piyasala\u015ft\u0131r\u0131lmas\u0131 b\u00f6yle ger\u00e7ekle\u015fti. Burada h\u00fck\u00fcmettin kimlerden olu\u015ftu\u011fu pek \u00f6nemli olmad\u0131. IMF i\u015f\u00e7ilerin ve kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n y\u00fczde ka\u00e7bu\u00e7uk zam alaca\u011f\u0131na kadar s\u00f6z sahibi oldu. \u015eu anda da IMF ile yeni bir anla\u015fma g\u00fcndemdeyken anla\u015fman\u0131n tedbirler paketinde yer alan zamlar birer birer uygulamaya konuyor. Sigaradaki maktu vergiye, akaryak\u0131t ve turistik tesislerde \u00d6TV&#8217;ye yap\u0131lan zamlar, f\u0131nd\u0131k \u00fcreticilerine y\u0131k\u0131m getiren \u201creform\u201d IMF anla\u015fmas\u0131na haz\u0131rl\u0131k amac\u0131 g\u00fcd\u00fcyor. <\/p>\n<p><strong>Egemenler g\u00f6rev Ba\u015f\u0131nda, ya muhalefet<\/strong> <br \/>Ne yaz\u0131k ki, \u015fu ana kadar Dubai ve Singapur&#8217;daki \u201cdiyalog\u201d \u00e7izgisini a\u015farak, bu emperyalist kurulu\u015flar, d\u00fcnya halklar\u0131na kar\u015f\u0131 kararlar al\u0131rken, onlar\u0131n rahatlar\u0131n\u0131 bozacak anti emperyalist, anti kapitalist i\u00e7erikli bir k\u0131p\u0131rdanma hen\u00fcz g\u00f6r\u00fclm\u00fcyor. Toplant\u0131ya iki ay bir zaman kalm\u0131\u015fken sosyalist solun somut bir \u00e7abas\u0131 yok. IMF-DB toplant\u0131s\u0131, toplumsal muhalefette zaman zaman motor g\u00f6revi g\u00f6rebilen ilerici emek \u00f6rg\u00fctlerinin g\u00fcndemine hen\u00fcz girmi\u015f de\u011fil. Otorite kar\u015f\u0131t\u0131 gruplar\u0131n direni\u015fi koordine etmek \u00fczere bir giri\u015fimi ve \u00e7a\u011fr\u0131s\u0131 var. Anar\u015fist damar\u0131n g\u00f6rece var oldu\u011fu \u00fclkelerde liberter \u2013 anar\u015fizan gruplar\u0131n inisiyatifi ile emperyalist zirvelere kar\u015f\u0131 g\u00f6rece ba\u015far\u0131l\u0131 direni\u015fler organize edilebildi. Ancak T\u00fcrkiye&#8217;de bu, pek de olas\u0131 g\u00f6r\u00fcnm\u00fcyor. <\/p>\n<p>Bu y\u00fczden TMMOB, D\u0130SK, KESK ve TTB&#8217;nin en k\u0131sa s\u00fcrede kitle hareketini ortaya \u00e7\u0131karmak i\u00e7in inisiyatif almas\u0131 gerekiyor. Olduk\u00e7a gecikilmi\u015f olmas\u0131na ve en son D\u00fcnya Su Forumuna kar\u015f\u0131 uzun soluklu haz\u0131rl\u0131\u011f\u0131n ard\u0131ndan eylemlilik boyutunun zay\u0131f kald\u0131\u011f\u0131 bir deneyim ya\u015famam\u0131za ra\u011fmen, istek ve irade olduktan sonra bu k\u0131sa s\u00fcrede de emperyalistlere ve i\u015fbirlik\u00e7ilerine \u00fclkenin bir dikensiz g\u00fcl bah\u00e7esi olmad\u0131\u011f\u0131n\u0131 g\u00f6stermek m\u00fcmk\u00fcnd\u00fcr. \u00c7\u00fcnk\u00fc toplumsal muhalefet damar\u0131 bu topraklarda mevcuttur. <\/p>\n<p><em><strong>EK: IMF ve D\u00fcnya Bankas\u0131 hakk\u0131nda k\u0131sa bilgi<\/strong> <\/p>\n<p><strong>Karde\u015f Kurulu\u015flar<\/strong> <br \/>\u0130simleri hep yan yana an\u0131larak, b\u00f6ylesi protestolara neden olan IMF ve DB karde\u015flerin ama\u00e7lar\u0131na bir bakmak istenirse, \u0130kinci Payla\u015f\u0131m Sava\u015f\u0131na kadar uzanmak gerekir. 1944 y\u0131l\u0131na kadar ABD&#8217;nin Bretton Woods kasabas\u0131 ismi duyulmam\u0131\u015f bir yerle\u015fimdi. K\u0131z\u0131l Ordu&#8217;nun Nazi ordular\u0131n\u0131 bozguna u\u011fratarak Sovyet topraklar\u0131ndan \u00e7\u0131karmas\u0131yla sava\u015f\u0131n kaderi art\u0131k belli olmu\u015ftu. ABD ve \u0130ngiltere&#8217;nin \u00e7a\u011fr\u0131s\u0131 \u00fczerine Bretton Woods kasabas\u0131nda d\u00fcnyan\u0131n o zamandan sonraki ekonomik ili\u015fkilerini d\u00fczenleyecek kararlar\u0131n al\u0131naca\u011f\u0131 bir konferans ger\u00e7ekle\u015ftirildi. Burada bizzat kendi s\u00f6ylediklerine bakmakta yarar olabilir. Dr. A. Mahfi E\u011filmez&#8217;den aktaral\u0131m: <\/p>\n<p>\u201c\u0130ngiltere ve ABD birbirleriyle ortak y\u00f6nleri olan iki ayr\u0131 planla toplant\u0131ya geldiler. Keynes ba\u015fkanl\u0131\u011f\u0131ndaki \u0130ngiltere heyeti, uluslararas\u0131 \u00fc\u00e7 yeni \u00f6rg\u00fct kurulmas\u0131n\u0131 \u00f6nermi\u015fti: <br \/>\u2018i) IMF, \u00fcye \u00fclkelerin ulusal paralar\u0131n\u0131n birbiriyle ili\u015fkilerinin d\u00fczenlenmesine yol g\u00f6sterecek, s\u00f6z konusu ili\u015fkilerin bozulmas\u0131na ve d\u00fcnya ticaretinde daralmalara ve dolay\u0131s\u0131yla genel refahta bir azalmayla sonu\u00e7lanacak k\u0131s\u0131tlamalara yol a\u00e7abilecek \u00f6demeler dengesi bunal\u0131mlar\u0131n\u0131 gidermek i\u00e7in \u00fcye \u00fclkelere imkanlar sa\u011flayacak, <br \/>ii) D\u00fcnya Bankas\u0131 bir yandan Avrupa&#8217;n\u0131n II&#8217;nci D\u00fcnya Sava\u015f\u0131&#8217;nda kar\u015f\u0131la\u015ft\u0131\u011f\u0131 ekonomik y\u0131k\u0131nt\u0131y\u0131 giderirken \u00f6te yandan da geli\u015fme yolundaki \u00fclkelere yat\u0131r\u0131m kredileri a\u00e7arak bu \u00fclkelerin d\u00fcnya ticaretine daha fazla katk\u0131da bulunabilmeleri i\u00e7in gerekli kalk\u0131nm\u0131\u015fl\u0131k d\u00fczeyine ula\u015fmalar\u0131na yard\u0131mc\u0131 olacak, <br \/>iii) Uluslararas\u0131 Ticaret \u00d6rg\u00fct\u00fc ITO, uluslararas\u0131 ticarette uyulmas\u0131 gereken kurallar\u0131, uluslararas\u0131 g\u00f6r\u00fc\u015fmeler sonucu belirlemek suretiyle \u00fcye \u00fclkelerin bu kurallar \u00e7er\u00e7evesinde kar\u015f\u0131l\u0131kl\u0131 ticaretlerinin geli\u015fmesine katk\u0131da bulunacakt\u0131.\u2019&#8221; (A.Mahfi E\u011filmez, IMF D\u00fcnya Bankas\u0131 ve T\u00fcrkiye, 1996) <\/p>\n<p>\u00dc\u00e7\u00fcnc\u00fc \u00f6rg\u00fct\u00fcn kurulu\u015funa kar\u015f\u0131 \u00e7\u0131kan H.D. White ba\u015fkanl\u0131\u011f\u0131ndaki ABD heyetinin g\u00f6r\u00fc\u015fleri kabul edildi ve Bretton Woods konferans\u0131 kararlar\u0131 &#8220;White Plan\u0131&#8221; ad\u0131yla uygulanmaya ba\u015fland\u0131. 1946 y\u0131l\u0131nda hem IMF, hem de D\u00fcnya Bankas\u0131 fiili olarak \u00e7al\u0131\u015fmalar\u0131na ABD&#8217;nin ba\u015fkentinde ba\u015flad\u0131. Uluslararas\u0131 ticaret kurallar\u0131yla ilgili olarak bir \u00f6rg\u00fct kurulmad\u0131, ama 1948 y\u0131l\u0131nda GATT (G\u00fcmr\u00fck tarifeleri ve Ticaret Genel Anla\u015fmas\u0131) g\u00f6r\u00fc\u015fmeleri ba\u015flat\u0131ld\u0131 ve anla\u015fmalar\u0131n belirli bir d\u00fczeye getirildi\u011fi 1995 y\u0131l\u0131nda D\u00fcnya Ticaret \u00d6rg\u00fct\u00fc (WTO) kuruldu. Kas\u0131m 1999&#8217;da Seattle&#8217;daki protestolara kadar emek\u00e7ilerin \u00e7ok iyi tan\u0131mad\u0131\u011f\u0131 \u00fc\u00e7\u00fcnc\u00fc karde\u015f WTO&#8217;nun temelinin asl\u0131nda, IMF ve DB ile beraber at\u0131ld\u0131\u011f\u0131 anla\u015f\u0131l\u0131yor. White Plan\u0131&#8217;n\u0131n da asl\u0131nda ABD&#8217;de 1941&#8217;de \u00fcst d\u00fczey b\u00fcrokratlar ve en b\u00fcy\u00fck patronlar taraf\u0131ndan kurulan gizli &#8220;D\u0131\u015f \u0130li\u015fkiler Konseyi&#8221; taraf\u0131ndan haz\u0131rland\u0131\u011f\u0131 sonradan ortaya \u00e7\u0131kt\u0131. <\/p>\n<p><strong>Kutsal ama\u00e7lar<\/strong> <br \/>IMF ve DB, \u00f6nceden belirlendi\u011fi gibi sava\u015f sonras\u0131 d\u00fcnyan\u0131n ekonomik ili\u015fkilerini belirlemeye ba\u015flad\u0131lar. D\u00fcnya Bankas\u0131 ve IMF&#8217;nin yapt\u0131klar\u0131na bakmak, k\u0131skac\u0131na ald\u0131\u011f\u0131 \u00fclkelerden isteklerini g\u00f6rmek yeterli. <\/p>\n<p>D\u00fcnya Bankas\u0131 yat\u0131r\u0131mlar i\u00e7in verdikleri kredilerle bor\u00e7land\u0131rd\u0131klar\u0131 \u00fclkelere \u00e7e\u015fitli d\u00f6n\u00fc\u015f\u00fcm projeleri dayat\u0131yor. \u015eu anda T\u00fcrkiye&#8217;nin de uygulamakta oldu\u011fu sosyal g\u00fcvenli\u011fin yok edili\u015fi, e\u011fitimin, sa\u011fl\u0131\u011f\u0131n, suyun, enerjinin piyasala\u015ft\u0131r\u0131lmas\u0131, tar\u0131m\u0131n \u00e7ok uluslu tekeller lehine serbest piyasaya a\u00e7\u0131lmas\u0131 gibi y\u0131k\u0131m politikalar\u0131n\u0131n arka plan\u0131nda hep \u201creform\u201d ad\u0131yla dayat\u0131lan D\u00fcnya Bankas\u0131 projeleri var. IMF&#8217;nin de benzer sald\u0131r\u0131lar\u0131 \u00f6deme g\u00fc\u00e7l\u00fc\u011f\u00fcne giren \u00fclkelere yap\u0131sal uyum ad\u0131yla dayatt\u0131\u011f\u0131 daha iyi biliniyor. Emperyalistlerin bu kategoride oldu\u011funu anlamak zor de\u011fil. Bunlar\u0131n taahh\u00fct ettikleri sermaye tutar\u0131 toplam\u0131, %59.47, kabaca y\u00fczde altm\u0131\u015f. \u0130kinci gruptaki 123 \u00fclke ise y\u00fczde k\u0131rk sermaye taahh\u00fct etmi\u015fler. Kararlarda oy \u00e7o\u011funlu\u011fu ge\u00e7erli ve her \u00fclke bu sermaye ile orant\u0131l\u0131 oy hakk\u0131na sahip. TC&#8217;nin oy hakk\u0131 %0.46 yani binde yar\u0131m bile de\u011fil. Anla\u015f\u0131laca\u011f\u0131 gibi yat\u0131r\u0131mlar\u0131 yapan \u015firketlerin ba\u011fl\u0131 bulundu\u011fu \u00fclkeler ayn\u0131 zamanda %60 karar \u00e7o\u011funlu\u011funa da sahip.
