Y\u0131l\u0131&#8221;"},"content":{"rendered":"<p>17 A\u011fustos 1999 y\u0131l\u0131nda ya\u015fad\u0131\u011f\u0131m\u0131z b\u00fcy\u00fck depremden bu yana on y\u0131l ge\u00e7ti. Sanayimizin -ekonomimizin kalbi olan Marmara B\u00f6lgemizde meydana gelen 7.4 b\u00fcy\u00fckl\u00fc\u011f\u00fcndeki deprem yakla\u015f\u0131k 30.000 insan\u0131m\u0131z\u0131n \u00f6l\u00fcm\u00fcne, 23.983 insan\u0131m\u0131z\u0131n yaralanmas\u0131na, 324.000 konutun hasar g\u00f6rmesine, yakla\u015f\u0131k 30 milyar dolar maddi kayb\u0131n meydana gelmesine neden olmu\u015ftur. Halk\u0131m\u0131z\u0131n g\u00fcvenli bar\u0131nma hakk\u0131 ve sa\u011fl\u0131\u011f\u0131 hi\u00e7e say\u0131larak depreme dayan\u0131kl\u0131 yap\u0131 tasar\u0131m ilkeleri ve zemin \u00f6zellikleri dikkate al\u0131nmadan konutlar, sanayi tesisleri, ula\u015f\u0131m &#8211; ileti\u015fim altyap\u0131lar\u0131 in\u015fa edildi. Bunlara bir de kalitesiz ve yeterli kontrol\u00fc olmayan yap\u0131la\u015fma eklenince ya\u015fad\u0131\u011f\u0131m\u0131z bu felaket ka\u00e7\u0131n\u0131lmaz oldu. Ya\u015fam\u0131n\u0131 yitiren insanlar\u0131n ac\u0131s\u0131n\u0131 y\u00fcre\u011fimizde ta\u015f\u0131yoruz. Deprem sonras\u0131nda ya\u015famlar\u0131 kararan insanlar\u0131n ya\u015fad\u0131\u011f\u0131 sosyal deprem ve umutsuzlu\u011fun bir daha ya\u015fanmamas\u0131 i\u00e7in yetkilileri uyar\u0131yor, duyarl\u0131l\u0131\u011fa davet ediyoruz.<\/p>\n<p>T\u00fcrkiye topraklar\u0131n\u0131n %93\u2018\u00fc, n\u00fcfusunun %98\u2018i, sanayi kurulu\u015flar\u0131n\u0131n %98\u2018i deprem b\u00f6lgeleri i\u00e7inde yer almakta, barajlar\u0131m\u0131z\u0131n %95\u2018i bu tehlikeli hat \u00fczerinde bulunmaktad\u0131r. \u00dclkemiz deprem tehlikesi ile i\u00e7 i\u00e7e ya\u015famaktad\u0131r. Yerle\u015fim ve yap\u0131la\u015fma ama\u00e7l\u0131 yer se\u00e7imi \u00e7al\u0131\u015fmalar\u0131nda depremsellik, deprem risk analizi ve deprem tehlikesi konular\u0131n\u0131 i\u00e7eren sismoloji Jeofizik M\u00fchendisli\u011finin alt bilim dal\u0131d\u0131r. Bu ger\u00e7eklere ra\u011fmen deprem e\u011fitimi alan ba\u015fta Jeofizik M\u00fchendisleri olmak \u00fczere m\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131n\u0131n deprem riski konusundaki uyar\u0131lar\u0131n dikkate al\u0131nmam\u0131\u015f, hukuksal ve ekonomik \u00f6nlemler i\u00e7in yeterli ad\u0131mlar at\u0131lmam\u0131\u015ft\u0131r. Asr\u0131n felaketi kabul edilen 17 A\u011fustos ve 12 Kas\u0131m 1999 depremleri sonras\u0131nda ge\u00e7en 10 y\u0131ll\u0131k s\u00fcrede afetlere \u00f6ncelik veren bir \u0130mar Yasas\u0131 \u00e7\u0131kar\u0131lmam\u0131\u015f, ilgili kurumlar aras\u0131nda koordinasyon kurulamam\u0131\u015f afet politikalar\u0131 g\u00fcncelle\u015ftirilememi\u015ftir.<\/p>\n<p>Depremde ve afette en \u00f6nemli konulardan biri, zeminin \u00f6zelliklerinin ve yeralt\u0131 yap\u0131s\u0131n\u0131n tan\u0131nmas\u0131d\u0131r. Yeralt\u0131 yap\u0131s\u0131n\u0131n ve zeminin tan\u0131mlanmas\u0131nda en \u00f6nemli bilim dallar\u0131ndan biri olan Jeofizik M\u00fchendisli\u011finin \u00f6nemi yetkililer taraf\u0131ndan anla\u015f\u0131lamam\u0131\u015f olup yasa ve y\u00f6netmeliklerde hak etti\u011fi yer verilmemektedir.<\/p>\n<p>Geli\u015fmi\u015f \u00fclkelerde jeofizik y\u00f6ntemler zemin ara\u015ft\u0131rmalar\u0131nda birinci \u00f6ncelik s\u0131ras\u0131nda olmas\u0131na ra\u011fmen, \u00fclkemizde yasa ve y\u00f6netmeliklerde tam olarak yer almamaktad\u0131r. Yasa ve y\u00f6netmeliklerimiz tekrar g\u00f6zden ge\u00e7irilmeli, kamu yarar\u0131na, \u00fclke ekonomisine sosyal dengelerin korunmas\u0131na y\u00f6nelik \u00e7al\u0131\u015fmalar yap\u0131lmal\u0131d\u0131r.<\/p>\n<p>1999 Depremlerinden sonra bilim adamlar\u0131 taraf\u0131ndan \u0130stanbul ba\u015fta olmak \u00fczere, Marmara B\u00f6lgesi i\u00e7in en b\u00fcy\u00fck tehlike olan Marmara Depreminin ger\u00e7ekle\u015fme olas\u0131l\u0131\u011f\u0131, b\u00fcy\u00fckl\u00fc\u011f\u00fc hakk\u0131nda ara\u015ft\u0131rmalar yap\u0131lm\u0131\u015f, kamuoyu uyar\u0131lm\u0131\u015ft\u0131r. Bilim adamlar\u0131 taraf\u0131ndan yap\u0131lan bu uyar\u0131lar sorumlularca dikkate al\u0131nmam\u0131\u015ft\u0131r. H\u00fck\u00fcmet, deprem tehlikesi ortadan kalkm\u0131\u015f ve riskler yok edilmi\u015f gibi Ulusal Deprem Konseyi\u2018ni kapatm\u0131\u015f, afetten \u00f6nce al\u0131nacak \u00f6nlemler \u00f6nemsenmeyerek afet sonras\u0131 \u00e7al\u0131\u015fmalara a\u011f\u0131rl\u0131k vermi\u015ftir.<\/p>\n<p>Halk\u0131m\u0131z\u0131n deprem tehlikesinin yan\u0131 s\u0131ra, deprem riskinin azalt\u0131lmas\u0131, yerle\u015fim &#8211; yap\u0131la\u015fma konusunda bilin\u00e7lendirilerek duyarl\u0131 toplum bilincinin yerle\u015ftirilmesi \u00e7al\u0131\u015fmalar\u0131 yap\u0131lmam\u0131\u015ft\u0131r. Afetlere \u00f6ncelik veren \u0130mar Yasas\u0131 \u00e7\u0131kar\u0131lamam\u0131\u015f, kanun, y\u00f6netmelik ve genelgeler sadele\u015ftirilerek uygulanabilir hale getirilememi\u015ftir. Kamu kurulu\u015flar\u0131, yerel y\u00f6netimler, sivil toplum \u00f6rg\u00fctleri, depreme kar\u015f\u0131 toplum bilinci olu\u015fturulmas\u0131na y\u00f6nelik ortak e\u011fitim faaliyetleri d\u00fczenlenmelidir. Toplumun b\u00fct\u00fcn kesimleri aras\u0131nda kamu yarar\u0131 ve \u00fclke \u00e7\u0131karlar\u0131 do\u011frultusunda dinamik bir ili\u015fki olu\u015fturulmal\u0131d\u0131r. <\/p>\n<p>Deprem b\u00f6lgelerindeki bir\u00e7ok belediyede imar plan\u0131na esas et\u00fctlerde jeofizik raporlar y\u00f6netmeliklere ra\u011fmen kabul edilmemektedir. Kentlerin naz\u0131m imar planlar\u0131 yap\u0131larak yerel zemin ko\u015fullar\u0131na g\u00f6re (afet haritalar\u0131, mikrob\u00f6lgelendirme haritalar\u0131, plana esas jeofizik, geoteknik et\u00fctler) kent yerle\u015fim &#8211; yap\u0131la\u015fma haritas\u0131 \u00e7\u0131kar\u0131lamam\u0131\u015ft\u0131r.<\/p>\n<p>4708 say\u0131l\u0131 Yap\u0131 Denetim Kanununda \u00e7ok \u00f6nemli ciddi eksiklikler vard\u0131r. Jeofizik M\u00fchendislerinin yap\u0131 denetim kurulu\u015flar\u0131nda kurucu, ortak ve denet\u00e7i olmas\u0131 sa\u011flanmal\u0131d\u0131r. Uygulama sadece 19 il ile s\u0131n\u0131rl\u0131 kalmay\u0131p t\u00fcm yurtta yay\u0131lmal\u0131d\u0131r. Yap\u0131 Denetim uygulamas\u0131 bir piyasa alan\u0131 olarak g\u00f6r\u00fclmemelidir.<\/p>\n<p>Siyasal iktidar m\u00fchendislik, mimarl\u0131k ve \u015fehir planc\u0131l\u0131\u011f\u0131 hizmetlerini \u00f6zelle\u015ftirmeci anlay\u0131\u015flardan soyutlanmal\u0131, planl\u0131 kalk\u0131nma ve sosyal adalet ilkelerine uygun olarak y\u00fcr\u00fct\u00fclmesini sa\u011flamal\u0131d\u0131r. TMMOB ve ba\u011fl\u0131 Odalar\u0131n birikimlerinden faydalan\u0131lmal\u0131d\u0131r.<\/p>\n<p>\u0130mar planlar\u0131na altl\u0131k te\u015fkil eden jeofizik &#8211; geoteknik et\u00fctler yap\u0131lmadan yeni yerle\u015fim alanlar\u0131belirlenmemelidir. Parsel ve ada bazl\u0131 t\u00fcm yap\u0131la\u015fmalarda m\u00fchendislik hizmeti almayan hi\u00e7bir uygulamaya ruhsat verilememelidir. T\u00fcm belediyelerimizde m\u00fchendislik sismolojisi &#8211; jeofizi\u011fi yap\u0131lmam\u0131\u015f zemin et\u00fct raporlar\u0131 kabul edilmemelidir.<\/p>\n<p>Afet ve Acil Durum Y\u00f6netimi Ba\u015fkanl\u0131\u011f\u0131\u2018n\u0131n te\u015fkilat ve g\u00f6revleri hakk\u0131nda Kanun, 29.05.2009 tarihinde 5902 nolu Resmi Gazete\u2018de yay\u0131nlanarak y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015ftir. Kanun bu hali ile \u00fclkemizin afet ger\u00e7e\u011fine uymad\u0131\u011f\u0131 ve yeni sorunlar\u0131 da beraberinde getirece\u011fi a\u015fik\u00e2rd\u0131r. Do\u011fal afetlerle ilgili de\u011fi\u015fik birim ve kurumlar\u0131n tek \u00e7at\u0131 alt\u0131nda toplanmas\u0131, deprem ve do\u011fal korunma konusunda ihtiyac\u0131 gidermeyece\u011fi a\u00e7\u0131kt\u0131r. Afet ve Acil Durum Y\u00f6netimi Ba\u015fkanl\u0131\u011f\u0131\u2018nda Jeofizik M\u00fchendislerine ihtiya\u00e7 olmas\u0131na ra\u011fmen yeterli d\u00fczeyde istihdam\u0131n d\u00fc\u015f\u00fcn\u00fclmemesi \u00e7ok b\u00fcy\u00fck eksikliktir. B\u00f6yle bir yap\u0131lanma depreme kar\u015f\u0131 duyars\u0131zl\u0131\u011f\u0131n devam etti\u011finin bir g\u00f6stergesidir. <\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<strong>\u00a0\u00a0\u00a0 Sonu\u00e7 olarak;<\/strong><\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Deprem ve afetlerle ile ilgili yasal d\u00fczenlemeler kamu yarar\u0131na uygun olarak d\u00fczenlenmelidir. Jeofizik M\u00fchendisli\u011fine yasa ve y\u00f6netmeliklerde hak etti\u011fi yeri ve g\u00f6revi verilmelidir. Depremler kader de\u011fildir. Deprem \u00f6ld\u00fcrmez; bina \u00f6ld\u00fcr\u00fcr. Deprem hasar, zarar ve can kay\u0131plar\u0131n\u0131n azalt\u0131lmas\u0131n\u0131n tek yolu, m\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131n\u0131n ortak katk\u0131 ve \u00e7abalar\u0131yla depreme dayan\u0131kl\u0131 yerle\u015fim alanlar\u0131 ve yap\u0131lar tasarlamakt\u0131r.
