S\u00f6z konusu proje ile TEM Hasdal Kav\u015fa\u011f\u0131 ile \u00dcmraniye \u00c7aml\u0131k Kav\u015fa\u011f\u0131 aras\u0131ndan karayolu; \u0130ncirli-S\u00f6\u011f\u00fctl\u00fc\u00e7e\u015fme aras\u0131nda ise rayl\u0131 sistem ba\u011flant\u0131s\u0131n\u0131 sa\u011flayacak olan t\u00fcnelin yap\u0131laca\u011f\u0131 a\u00e7\u0131kland\u0131.<\/p>\n<p>TMMOB \u015eehir Planc\u0131lar\u0131 Odas\u0131 \u0130stanbul \u015fubesi olarak \u00f6ncelikle belirtmek isteriz ki, B\u00fcy\u00fck\u015fehir Belediyesi s\u0131n\u0131rlar\u0131 i\u00e7inde \u00e7evre d\u00fczeni plan\u0131, naz\u0131m imar planlar\u0131 ve ula\u015f\u0131m master plan\u0131 ile kentin geli\u015fimine ve ula\u015f\u0131m sistemine ili\u015fkin temel kararlar belirlenmi\u015ftir. \u0130stanbul\u2019a ili\u015fkin al\u0131nmas\u0131 gereken, hele ki b\u00f6ylesine b\u00fcy\u00fck \u00f6l\u00e7ekli kararlar\u0131n, s\u00f6z konusu planlama \u00e7al\u0131\u015fmalar\u0131 \u00e7er\u00e7evesinde ele al\u0131nmas\u0131, bilimsel \u00f6l\u00e7\u00fctler ve halk\u0131n kat\u0131l\u0131m\u0131 do\u011frultusunda yap\u0131lacak de\u011ferlendirmeler do\u011frultusunda ger\u00e7ekle\u015ftirilmesi gerekmektedir. Oysa bug\u00fcn planlama adeta bir teferruata d\u00f6n\u00fc\u015ft\u00fcr\u00fclm\u00fc\u015f, t\u00fcm bu oldu-bitti projelerin toplumsal ve ekonomik maliyetleri ya\u015fayanlar\u0131n s\u0131rt\u0131na y\u00fcklenmi\u015ftir.<\/p>\n<p>Benzer bir s\u00fcrecin Avrasya T\u00fcneli s\u00fcrecinde de ya\u015fand\u0131\u011f\u0131n\u0131, h\u00fck\u00fcmetin se\u00e7im kampanyas\u0131 kapsam\u0131nda ortaya at\u0131lm\u0131\u015f olan bu \u201cplans\u0131z proje\u201d ile; kapal\u0131 kap\u0131lar ard\u0131nda belirlenen g\u00fczerg\u00e2hlar ve kamuoyuylapayla\u015f\u0131lmayan yeni bir proje g\u00fcndemi ile kar\u015f\u0131 kar\u015f\u0131ya oldu\u011fumuzu g\u00f6r\u00fcyoruz. \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi taraf\u0131ndan onaylanan planlara ayk\u0131r\u0131 olarak merkezi y\u00f6netimce \u00fcretilen mega projeler, bir planlama sorunu oldu\u011fu kadar ayn\u0131 zamanda bir y\u00f6netim sorunudur.<\/p>\n<p>\u0130stanbul\u2019un en \u00f6nemli sorunlar\u0131ndan biri olan trafik sorununu \u00e7\u00f6zece\u011fi ve \u201ckentin omurgas\u0131n\u0131n kurulaca\u011f\u0131\u201d ifade edilen projenin, ula\u015f\u0131m master plan\u0131na uygun olmas\u0131 gerekir. \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi taraf\u0131ndan onaylanan ula\u015f\u0131m master plan\u0131nda belirlenen entegre bir toplu ula\u015f\u0131m sistemi, \u00f6ncelikle ara\u00e7lar\u0131n de\u011fil insanlar\u0131n ula\u015f\u0131m\u0131n\u0131n sa\u011flanmas\u0131, h\u0131zl\u0131 ve konforlu bir rayl\u0131 sistem a\u011f\u0131 ve dengeli bir n\u00fcfus-istihdam da\u011f\u0131l\u0131m\u0131 gibi temel ilkeler Odam\u0131z\u0131n da s\u00fcrekli vurgulad\u0131\u011f\u0131 hususlard\u0131r. \u0130stanbul\u2019da on y\u0131llard\u0131r s\u00fcrd\u00fcr\u00fclen bir ula\u015f\u0131m politikas\u0131 olan karayolu a\u011f\u0131rl\u0131kl\u0131 ve \u00f6zel ara\u00e7 sahipli\u011fine dayal\u0131 ta\u015f\u0131mac\u0131l\u0131l\u0131k, mevcut sorunlar\u0131 \u00e7\u00f6zmek yerine daha da i\u00e7inden \u00e7\u0131k\u0131lmaz bir hale sokmu\u015f, \u0130stanbul\u2019un dokunulmamas\u0131 gereken do\u011fal ya\u015fam alanlar\u0131 in\u015faat sekt\u00f6r\u00fcn\u00fcn himayesine terk etmi\u015ftir.<\/p>\n<p>\u0130stanbul\u2019da ger\u00e7ekle\u015ftirilen toplu ta\u015f\u0131ma projelerinin -\u00f6zellikle rayl\u0131 sistemler- her zaman destek\u00e7isi olduk. Marmaray ile iki yaka aras\u0131ndaki ge\u00e7i\u015f i\u00e7in \u00f6nemli bir olanak yarat\u0131lm\u0131\u015f olup; iki yaka aras\u0131nda rayl\u0131 sistem i\u00e7in yeni bir alternatif yarat\u0131lmas\u0131 olumlu bir geli\u015fmedir. Ancak,g\u00fczerg\u00e2h se\u00e7iminin de evrensel kurallar ve bilimsel y\u00f6ntemler ile yap\u0131lmas\u0131 gerekmektedir.<\/p>\n<p>Halen y\u00fcr\u00fcrl\u00fckte olan ula\u015f\u0131m master plan\u0131nda iki yaka aras\u0131nda rayl\u0131 sistem ge\u00e7i\u015fleri i\u00e7in alternatifler de\u011ferlendirilmi\u015f, bo\u011faz ge\u00e7i\u015fi i\u00e7in en iyi g\u00fczerg\u00e2h Bostanc\u0131 \u2013 Kazl\u0131\u00e7e\u015fme Metro Hatt\u0131, ikinci se\u00e7enek olarak \u00dcnalan \u2013 Mecidiyek\u00f6y Metro Hatt\u0131 olarak belirlenmi\u015f iken \u0130ncirli-S\u00f6\u011f\u00fctl\u00fc\u00e7e\u015fme hatt\u0131n\u0131n hangi kriterlere g\u00f6re se\u00e7ildi\u011fi taraf\u0131m\u0131zca anla\u015f\u0131lamam\u0131\u015ft\u0131r.<\/p>\n<p>3 katl\u0131 t\u00fcnel projesinde yer alan karayolu ge\u00e7i\u015finin ise ula\u015f\u0131m ana plan\u0131 ile belirlenen temel ilkelere uygun olmad\u0131\u011f\u0131, yeni bir karayolu ge\u00e7i\u015finin \u0130stanbul\u2019un kenti\u00e7i ula\u015f\u0131m sorunlar\u0131n\u0131 \u00e7\u00f6zmeyece\u011fi a\u00e7\u0131kt\u0131r. Marmaray i\u00e7in 8 milyar dolar harcanm\u0131\u015f ve 10 y\u0131ld\u0131r, bo\u011faz ge\u00e7i\u015fi haricinde hala bitirilememi\u015fken, \u0130stanbul\u2019da ula\u015f\u0131m\u0131n % 95-98\u2019i karayolu ile sa\u011flan\u0131rken, her \u015fart ve ko\u015fulda \u0130stanbul\u2019da art\u0131k karayoluna de\u011fil rayl\u0131 sisteme ve entegre deniz ula\u015f\u0131m\u0131na ihtiya\u00e7 bulundu\u011fu vurgulan\u0131rken, 3. K\u00f6pr\u00fc \u00fczerine yap\u0131laca\u011f\u0131 a\u00e7\u0131klanan rayl\u0131 sistemin kentin rayl\u0131 sistem a\u011f\u0131na nas\u0131l entegre edilece\u011fi belirsizkenbirbirleriyle \u00e7eli\u015fen projeler \u00fcretilmeye devam edilmektedir.<\/p>\n<p>Her iki k\u00f6pr\u00fc sonras\u0131nda ya\u015fanan s\u00fcre\u00e7, \u0130stanbul\u2019daki arazi kullan\u0131m\u0131 ve ula\u015f\u0131m dinamiklerinin k\u00f6pr\u00fc in\u015fa etmeyi, k\u0131sa s\u00fcre sonra k\u00f6pr\u00fclerin kendi trafiklerini yaratt\u0131klar\u0131 bir k\u0131s\u0131rd\u00f6ng\u00fcye d\u00f6n\u00fc\u015ft\u00fcrd\u00fc\u011f\u00fcn\u00fc ortaya koymaktad\u0131r. \u0130stanbul\u2019da n\u00fcfus art\u0131\u015f\u0131 y\u0131lda % 4, \u00f6zel otomobil sahiplili\u011findeki art\u0131\u015f ise y\u0131lda % 16\u2019d\u0131r. Mevcut e\u011filimin devam etmesi halinde bu talebi kar\u015f\u0131lamak i\u00e7in 2020 y\u0131l\u0131nda 7 k\u00f6pr\u00fc, 2040 y\u0131l\u0131nda ise 70 k\u00f6pr\u00fc gerekecektir. Bug\u00fcn geldi\u011fimiz noktada 3 k\u00f6pr\u00fc ve 2 t\u00fcp ge\u00e7it ile 5 adet karayolu ge\u00e7i\u015fi olu\u015fturulmaktad\u0131r.<\/p>\n<p>Karayolu ula\u015f\u0131m\u0131n\u0131 destekleyen ve artmas\u0131n\u0131 te\u015fvik eden bu t\u00fcr projeler, \u00e7evresel ve kentsel geli\u015fimin dengelendi\u011fi bir ula\u015f\u0131m sistemi kurulmas\u0131 y\u00f6n\u00fcndeki \u00e7abalar\u0131 hi\u00e7e saymakta, ekonomik getirisi nedeniyle kamu yarar\u0131 gibi \u00f6nceliklerimizi geri plana itmekte, petrole dayal\u0131 ve karayolu \u00f6ncelikli bir sistemi dayatmaktad\u0131r.<\/p>\n<p>\u0130stanbul\u2019un ula\u015f\u0131m sistemi ile ilgili yapt\u0131\u011f\u0131m\u0131z t\u00fcm a\u00e7\u0131klamalarda vurgulad\u0131\u011f\u0131m\u0131z gibi, tarihin ve \u00e7evrenin korunmas\u0131, adil ya\u015fam dengesinin sa\u011flanmas\u0131, kentin fiziksel geli\u015fimini belirleyen sa\u011fl\u0131kl\u0131 planlar\u0131n uygulanmas\u0131 ve yakalar aras\u0131ndaki eri\u015fim ve ula\u015f\u0131m sorunlar\u0131 karayoluna ba\u011f\u0131ml\u0131 k\u00f6pr\u00fc ve t\u00fcneller yaparak \u00e7\u00f6z\u00fclemeyecektir.<\/p>\n<p>\u0130stanbul \u00fc\u00e7 imparatorlu\u011fa ev sahipli\u011fi yapm\u0131\u015f, \u00fclke n\u00fcfusunun neredeyse % 20\u2019sinin ya\u015fad\u0131\u011f\u0131 bir kent, do\u011fal ve tarihsel \u00e7evresiyle gelecek nesillere ya\u015fanabilir bir halde b\u0131rakmakla y\u00fck\u00fcml\u00fc oldu\u011fumuz bir mirast\u0131r. Bunu sadece bu \u00fclke yurtta\u015flar\u0131na de\u011fil d\u00fcnya miras listesinde yer alan pek \u00e7ok g\u00fczelli\u011fi ile d\u00fcnyaya da bor\u00e7luyuz.<\/p>\n<p>Y\u0131llard\u0131r s\u00f6yledi\u011fimiz gibi, \u0130stanbul\u2019da yap\u0131lacak her t\u00fcrl\u00fc ula\u015f\u0131m yat\u0131r\u0131m\u0131nda \u00f6ncelik toplu ula\u015f\u0131ma dayal\u0131, yeni ula\u015f\u0131m talepleri yaratmayan, aksine var olan ula\u015f\u0131m taleplerini ve kamu yarar\u0131n\u0131 g\u00f6zetecek nitelikte olmal\u0131d\u0131r.
