Mimarlar, planlar\u0131n b\u00f6lgenin do\u011fal S\u0130T alanlar\u0131n\u0131 ve Urla yar\u0131madas\u0131 g\u00fcneyinin ekolojik de\u011ferlerini, flora ve fauna zenginli\u011fini tahrip edece\u011fini ve ruhsats\u0131z yap\u0131lar\u0131 yasalla\u015ft\u0131rmak amac\u0131yla yap\u0131ld\u0131\u011f\u0131n\u0131 a\u00e7\u0131klad\u0131.<\/p>\n<p><strong>Erdo\u011fanlar i\u00e7in sit derecesi d\u00fc\u015f\u00fcr\u00fcld\u00fc<\/strong><br \/>\n\u0130zmir\u2019in Urla il\u00e7esi Zeytineli K\u00f6y\u00fc Hac\u0131lar Koyu\u2019ndaki villalar\u0131n ka\u00e7ak yap\u0131ld\u0131\u011f\u0131 iddialar\u0131yla ba\u015flayan, ard\u0131ndan villalar\u0131n bulundu\u011fu alan\u0131n birinci derece do\u011fal S\u0130T alan\u0131 kapsam\u0131ndan, in\u015faat yap\u0131m\u0131na olanak sa\u011flayan 3\u2019nc\u00fc derece S\u0130T alan\u0131na d\u00f6n\u00fc\u015fmesiyle yarg\u0131ya ta\u015f\u0131nan kriz b\u00fcy\u00fcd\u00fc. Hen\u00fcz bu davalar sonu\u00e7lanmadan \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131, Urla villalar\u0131n\u0131 kapsayan koruma ama\u00e7l\u0131 1\/1000 ve 1\/5000 \u00f6l\u00e7ekli imar plan\u0131 haz\u0131rlad\u0131. Ask\u0131ya \u00e7\u0131kan planlarla villalar\u0131n \u00f6n\u00fcndeki yasal engel bu planlar kalkacakt\u0131. Mimarlar, sit derecesinin d\u00fc\u015f\u00fcr\u00fclmesinin iptali i\u00e7in davalar s\u00fcrerken, yap\u0131lan bu planlar\u0131n iptali i\u00e7in de dava a\u00e7aca\u011f\u0131n\u0131 a\u00e7\u0131klad\u0131.<\/p>\n<p><strong>Ekolojiyi yok edecek<\/strong><br \/>\nMimarlar Odas\u0131 \u0130zmir \u015eubesi taraf\u0131ndan 10 Mart tarihli \u00c7evre ve \u015eehircilik \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne verilen dilek\u00e7esinde \u015fu ifadeleri kulland\u0131: &#8220;1\/1000 ve 1\/5000 \u00f6l\u00e7ekli Koruma Ama\u00e7l\u0131 \u0130mar Planlar\u0131 b\u00f6lgenin do\u011fal sit alanlar\u0131n\u0131 ve Urla yar\u0131madas\u0131 g\u00fcneyinin ekolojik de\u011ferlerini, flora ve fauna zenginli\u011fini tahrip edecek, ruhsats\u0131z yap\u0131lar\u0131 yasalla\u015ft\u0131rmak amac\u0131yla yap\u0131lm\u0131\u015f planlarlard\u0131r. Koruma ama\u00e7l\u0131 planlar\u0131n Urla b\u00f6lgesi do\u011fal sit alanlar\u0131 b\u00fct\u00fcn\u00fcnde haz\u0131rlanmas\u0131 gerekirken yaln\u0131zca baz\u0131 m\u00fclkiyetleri i\u00e7erecek ve \u00fczerlerindeki ruhsats\u0131z ve ayk\u0131r\u0131 yap\u0131lar\u0131 yasal hale getirecek \u015fekilde haz\u0131rlanmas\u0131 planlaman\u0131n en temel ilkesi olan b\u00fct\u00fcnl\u00fck ilkesine ayk\u0131r\u0131d\u0131r.&#8221;<\/p>\n<p><strong>\u201cHalk\u0131n k\u0131y\u0131ya eri\u015fimini sa\u011flayacak kamuya ait yollar yok<\/strong>\u201d<br \/>\nDo\u011fal sit alanlar\u0131n\u0131n b\u00fct\u00fcnleyici olan, k\u0131y\u0131, orman, makilik ve fundal\u0131k alanlar\u0131n ve tar\u0131m alanlar\u0131n\u0131n ki\u015fiye \u00f6zel, par\u00e7ac\u0131 ve ayr\u0131cal\u0131kl\u0131 imar haklar\u0131 olu\u015fturacak \u015fekilde planlanmas\u0131n\u0131n, planlama kavram\u0131n\u0131n kamu yarar\u0131 ilkelerine a\u00e7\u0131k\u00e7a ayk\u0131r\u0131 oldu\u011funu belirten Mimarlar Odas\u0131 \u0130zmir \u015eubesi, planlar\u0131n halka a\u00e7\u0131k bir koyu kapatacak ve halk\u0131n k\u0131y\u0131ya eri\u015fimini engelleyecek \u015fekilde d\u00fczenlenmi\u015f oldu\u011funu, bu nedenle de K\u0131y\u0131 Kanunu\u2019na da a\u00e7\u0131k\u00e7a ayk\u0131r\u0131l\u0131k i\u00e7erdi\u011fini belirtti.\u00a0\u0130tirazda\u00a0&#8221; \u2018S\u00fcrd\u00fcr\u00fclebilir Koruma ve Kontroll\u00fc Kullanma\u2019 amac\u0131na a\u00e7\u0131k\u00e7a ayk\u0131r\u0131d\u0131r. Koruma Ama\u00e7l\u0131 Uygulama \u0130mar Plan\u0131\u2019nda, k\u0131y\u0131n\u0131n ilk 50 metrelik b\u00f6l\u00fcm\u00fcne rekreatif alan, ikinci 50 metrelik b\u00f6l\u00fcm\u00fcne g\u00fcn\u00fc birlik tesis alan\u0131 kararlar\u0131 getirilmi\u015f, ancak halk\u0131n k\u0131y\u0131ya ve rekreatif alana eri\u015fimini sa\u011flayacak kamuya ait ta\u015f\u0131t ve yaya yollar\u0131 \u00f6ng\u00f6r\u00fclmemi\u015ftir. Bu haliyle k\u0131y\u0131 ve rekreatif alan yaln\u0131zca mevcut izinsiz yap\u0131lar\u0131n sahiplerine \u00f6zel alan haline getirilmi\u015ftir. Bu \u015fekliyle ask\u0131da bulunan planlar, \u0130mar Kanunu\u2019na, K\u0131y\u0131 Kanunu\u2019na, Mekansal Plan Yap\u0131m Y\u00f6netmeli\u011fi\u2019ne a\u00e7\u0131k\u00e7a ayk\u0131r\u0131d\u0131r.&#8221; ifadeleri kullan\u0131ld\u0131.<\/p>\n<p><strong>&#8216;Bu ka\u00e7ak villalara izin vermeyece\u011fiz&#8217;<\/strong><br \/>\nMimarlar Odas\u0131 \u0130zmir \u015eubesi Ba\u015fkan\u0131 Hasan Topal, y\u00f6netim kurulu olarak itiraz dilek\u00e7elerini verdiklerini s\u00f6yledi. Topal, \u0130zmir Urla Zeytineli Mahallesi Sarpdere mevkii 1\/5000 ve 1\/1000 \u00f6l\u00e7ekli Koruma Ama\u00e7l\u0131 Naz\u0131m ve Uygulama \u0130mar Planlar\u0131 ve Plan Raporunun, ayr\u0131cal\u0131k i\u00e7ermeyen koruma anlay\u0131\u015f\u0131ndan uzak, koruma ilkelerini ve mevzuat\u0131n\u0131 g\u00f6zetmeyen, alan\u0131n niteliklerini ve \u00f6zelliklerini bozacak nitelikte, ruhsats\u0131z yap\u0131lar\u0131 yasalla\u015ft\u0131rmaya y\u00f6nelik kararlar\u0131 kapsam\u0131nda, koruma ilkelerine, \u0130mar Kanunu\u2019na, Toprak Koruma Kanunu\u2019na, Zeytincilik Kanunu\u2019na ve s\u00fcrd\u00fcr\u00fclebilirlik kavram\u0131na a\u00e7\u0131k\u00e7a ayk\u0131r\u0131 oldu\u011funu belirtti.
