Havaliman\u0131 projesiyle ilgili haz\u0131rlad\u0131\u011f\u0131 raporu bug\u00fcn (26 Mart) Mimarlar Odas\u0131 \u0130stanbul B\u00fcy\u00fckkent \u015eubesi&#8217;nde d\u00fczenledi\u011fi bas\u0131n toplant\u0131s\u0131yla kamuoyuna a\u00e7\u0131klad\u0131. KOS haz\u0131rlad\u0131\u011f\u0131 raporda y\u00fczbinlerce a\u011fac\u0131n yok edildi\u011fi, su varl\u0131klar\u0131n\u0131n kurutuldu\u011fu, canl\u0131lar\u0131n evinden edildi\u011fi ve ekolojik y\u0131k\u0131m yaratacak 3. Havaliman\u0131 projesinin ula\u015f\u0131m ama\u00e7l\u0131 bir proje olmad\u0131\u011f\u0131n\u0131, \u0130stanbul\u2019un kuzeyinde yap\u0131la\u015fman\u0131n \u00f6n\u00fcn\u00fc a\u00e7an emlak-in\u015faat projesi oldu\u011funu ilan etti.<\/p>\n<p>Kuzey Ormanlar\u0131 Savunmas\u0131&#8217;n\u0131n aylar \u00f6nce kurdu\u011fu 3.Havaliman\u0131 grubunun yo\u011fun \u00e7al\u0131\u015fmas\u0131yla\u00a0haz\u0131rlanan ve daha \u00f6nce bu ba\u015fl\u0131kta haz\u0131rlanan raporlar\u0131n, \u00c7ED raporlar\u0131n\u0131n da kaynak olarak kullan\u0131ld\u0131\u011f\u0131 KOS 3. Havaliman\u0131 Raporu&#8217;nun \u00f6zetini \u0130n\u015faat M\u00fchendisi Prof. Dr. Zerrin Bayraktar kamuoyuna a\u00e7\u0131klad\u0131. Bayraktar&#8217;\u0131n yan\u0131nda\u00a0siyaset bilimci yazar Cihan Uzun\u00e7ar\u015f\u0131l\u0131 Baysal, \u00a0ekonomist Mustafa S\u00f6nmez ve Mimarlar Odas\u0131 \u0130stanbul B\u00fcy\u00fckkent \u015eubesi&#8217;nden\u00a0M\u00fccella Yap\u0131c\u0131 da bas\u0131n toplant\u0131s\u0131na katk\u0131 sundu.<\/p>\n<p><strong>\u201cYa\u015fam alan\u0131m\u0131z\u0131 yok ediyorlar\u201d<\/strong><br \/>\nA\u00e7\u0131klama sonras\u0131nda, 3. Havaliman\u0131 projesine kom\u015fu A\u011fa\u00e7l\u0131 K\u00f6y\u00fc&#8217;nde ya\u015fayan Nezih Mecarali, ismi A\u011fa\u00e7l\u0131 olan k\u00f6ylerinin art\u0131k &#8216;A\u011fa\u00e7s\u0131z K\u00f6y\u00fc&#8217; oldu\u011funu s\u00f6yledi. Mecarali, ya\u015fam alanlar\u0131n\u0131n yok edildi\u011fini \u00e7al\u0131\u015fmalar nedeniyle sahillerinin, tar\u0131m alanlar\u0131n\u0131n gasp edildi\u011fini belirtti.<\/p>\n<p>Kuzey Ormanlar\u0131 Savunmas\u0131 3. Havaliman\u0131 Raporu&#8217;ndan ba\u015fl\u0131klar;<\/p>\n<ul>\n<li><strong>Havaliman\u0131 ula\u015f\u0131m projesi de\u011fil, emlak projesi<\/strong><br \/>\nD\u00fcnyan\u0131n en y\u00fcksek yolcu kapasiteli havaliman\u0131 olan Atlanta Havaliman\u0131, 95 milyon yolcu kapasitesiyle 1,625 hektar \u00fczerine kurulu. Buna g\u00f6re, 150 milyon yolcuya hizmet etmesi planlanan 3. Havaliman\u0131\u2019na 3 bin 500 hektar yetmekteyken proje neden 7650 hektar \u00fczerinde planland\u0131?<br \/>\nBah\u00e7e\u015fehir \u00dcniversitesi Ekonomik ve Toplumsal Ara\u015ft\u0131rmalar Merkezi (BETAM), \u201cMega Havaliman\u0131n\u0131n Kaderi B\u00fcy\u00fcmeye Ba\u011fl\u0131\u201d raporundaki b\u00fcy\u00fcme senaryosuna g\u00f6re, havaliman\u0131n\u0131n kar etmesi olanaks\u0131z. Bu durum, 3.Havaliman\u0131 arazilerinin b\u00f6ylece zaten in\u015faat \u015firketleri sahibi olan Konsorsiyum \u00fcyeleri taraf\u0131ndan ranta y\u00f6nelik in\u015faat ve emlak etkinliklerine a\u00e7\u0131labilece\u011fini akla getiriyor.<\/li>\n<li><strong>Yeni havaliman\u0131 m\u0131 yeni \u015fehir mi?<\/strong><br \/>\nResmi \u00c7ED Raporu&#8217;nun \u2018Havaliman\u0131 \u015eehir Kompleksi\u2019 ba\u015fl\u0131\u011f\u0131 alt\u0131nda, i\u015f merkezinden kongre-k\u00fclt\u00fcr merkezlerine ve spor komplekslerine \u00e7ok say\u0131da farkl\u0131 birimden s\u00f6z ediliyor. Ula\u015f\u0131m projesi olarak pazarlanan 3. Havaliman\u0131, asl\u0131nda \u0130stanbul&#8217;un kuzeyinde in\u015faat sekt\u00f6r\u00fc i\u00e7in bir cazibe merkezi yaratma giri\u015fimi ve 3.K\u00f6pr\u00fc ve Kanal ile birlikte bir pakettir. Bu projelerin her biri di\u011ferini beslemek \u00fczere planlanm\u0131\u015ft\u0131r. Nitekim emlak dan\u0131\u015fmanlar\u0131 da, \u201c3. havaliman\u0131n\u0131n bu b\u00f6lgede konumland\u0131r\u0131lmas\u0131 ve Kuzey Marmara Otoyolu g\u00fczerg\u00e2h\u0131n\u0131n kanal \u00fczerinden ge\u00e7mesinin b\u00f6lgeyi cazibe merkezi haline getirdi\u011fini\u201d ifade etmektedirler. B\u00f6lgede toplu arazi al\u0131mlar\u0131 ve arac\u0131lar vas\u0131tas\u0131yla speku\u0308lasyon faaliyetleri \u015fimdiden t\u0131rmanm\u0131\u015f durumda.<\/li>\n<li><strong>Y\u00fczde\u00a090&#8217;\u0131 sulak alanlar ve ormanlarla kapl\u0131<\/strong><br \/>\n\u00c7ED raporuna g\u00f6re proje i\u00e7in belirlenen alan\u0131n y\u00fczde 81\u2019i orman alan\u0131, y\u00fczde 9\u2019u g\u00f6l ve g\u00f6let. \u0130stanbul\u2019un ormanlar\u0131 d\u00fcnyadaki 200 \u00f6nemli ekolojik b\u00f6lgeden biri, Avrupa\u2019da ise acil korunmas\u0131 gereken 100 ormandan biridir. Kentin kuzeyinde yo\u011funla\u015fan ormanlar, kentin \u00f6nemli su kaynaklar\u0131n\u0131 da i\u00e7erirler. 3. Havaliman\u0131 proje alan\u0131 toplam 7.650 hektar olup, bunun 6.172 hektar\u0131 ormanl\u0131k bir aland\u0131r.<br \/>\nOrmanlar\u0131n sa\u011flad\u0131\u011f\u0131 faydalarda (odun \u00fcretimi, su \u00fcretimi, iklim d\u00fczenleme, karbon ba\u011flama ve oksijen \u00fcretme, hava kirlili\u011fini azaltma, canl\u0131lar\u0131n ya\u015fama ortam\u0131 vb.) da azalma meydana gelecektir. Projelerin dolayl\u0131 etkileri g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda kar\u015f\u0131m\u0131za \u00e7\u0131kan tablo \u00e7ok daha \u00fcrk\u00fct\u00fcc\u00fcd\u00fcr<\/li>\n<li><strong>A\u011fa\u00e7 kesimi \u00c7ED\u2019den yok oldu, g\u00f6l ve g\u00f6letler \u2018su birikintisi\u2019 oldu<\/strong><br \/>\n2013 tarihli 1. \u00c7ED raporunda 2 milyon 513 bin 341 a\u011fac\u0131n 657 bin 950\u2019sinin kesilece\u011fi, 1 milyon 855 bin 391 a\u011fac\u0131n ise ta\u015f\u0131naca\u011f\u0131 belirtiliyordu. Ancak ka\u00e7 a\u011fac\u0131n kesilece\u011fi bilgisi, nedense 2. ve 3. \u00c7ED raporlar\u0131nda yer alm\u0131yor! 1. \u00c7ED raporunda \u201cproje alan\u0131nda 70 adet g\u00f6l, g\u00f6let ve g\u00f6lc\u00fck bulunmaktad\u0131r\u201d ifadesi yer al\u0131rken, 3. \u00c7ED raporunda bu g\u00f6ller \u201cb\u00fcy\u00fckl\u00fc k\u00fc\u00e7\u00fckl\u00fc su birikintileri\u201d olarak tan\u0131mlanmaktad\u0131r. Oysa ayn\u0131 \u00c7ED Raporlar\u0131 b\u00f6lgede bulunan Kulak\u00e7ay\u0131r\u0131\u2019n\u0131 \u201cekolojik de\u011feri bak\u0131m\u0131ndan b\u00f6lge i\u00e7in \u00f6nemli\u201d ve \u201cbal\u0131k \u00e7e\u015fitlili\u011fi bak\u0131m\u0131ndan da olduk\u00e7a zengin\u201d olarak belirtmektedir.<\/li>\n<li><strong>Yer se\u00e7imi, meteorolojik engeller ve zemin yap\u0131s\u0131: U\u00e7u\u015f g\u00fcvenli\u011fi i\u00e7in riskli<\/strong><br \/>\nPistlerin d\u00fcnyan\u0131n en sisli yerlerinden Karadeniz k\u0131y\u0131lar\u0131na kom\u015fu olmas\u0131, ini\u015f kalk\u0131\u015flarda gecikmelerin yan\u0131 s\u0131ra pistten \u00e7\u0131kma gibi \u00e7e\u015fitli sorunlara ve tehlikelere i\u015faret etmekte.\u00a0Bunun yan\u0131nda kentin iki ana r\u00fczgar\u0131 olan Lodos ve Poyraz\u2019\u0131 yandan alarak ya\u011fmurlu ve f\u0131rt\u0131nal\u0131 havalarda ini\u015f yaparken kanat katlanmas\u0131 ve t\u00fcrb\u00fclans ile savrulmalara maruz kalma ihtimalleri u\u00e7u\u015f g\u00fcvenli\u011fi a\u00e7\u0131s\u0131ndan ciddi riskler te\u015fkil ediyor. Durum b\u00f6yleyken, meteorolojik de\u011ferlendirmeler proje alan\u0131na olduk\u00e7a uzak olan Kumk\u00f6y, Florya ve G\u00f6ztepe Meteoroloji \u0130stasyonlar\u0131\u2019ndan al\u0131nd\u0131 ve ger\u00e7ek\u00e7i bilgi i\u00e7ermiyor.\u00a0Proje alan\u0131n\u0131n zemini sorunlu. Zeminin kendine \u00f6zg\u00fc gev\u015fek yap\u0131s\u0131 nedeniyle meydana gelecek oturmalar\u0131n yan\u0131 s\u0131ra, bu kadar devasa bir dolgunun stabil hale gelmesinin olanaks\u0131zl\u0131\u011f\u0131n\u0131 belirten TMMOB Jeoloji M\u00fchendisleri Odas\u0131 (JMO) Raporu iki \u00f6nemli soruna dikkat \u00e7ekmekte: 1- Sahada mevcut zemini olu\u015fturan malzemedeki oturmalar 2- Yap\u0131lacak milyonlarca metrek\u00fcpl\u00fck yapay dolgudaki oturmalar\u00a0TMMOB \u0130stanbul \u0130l Koordinasyon Kurulu (\u0130KK) 3.Havaliman\u0131 Teknik Raporu ise proje kotunun 105 metreden 70 metreye d\u00fc\u015f\u00fcr\u00fclmesi sonucunda 70 metre kotundaki pistlerden ini\u015f kalk\u0131\u015f\u0131n m\u00fcmk\u00fcn olamayaca\u011f\u0131n\u0131 vurguluyor.<\/li>\n<li><strong>En \u00f6nemli ku\u015f g\u00f6\u00e7 yollar\u0131n\u0131n \u00fczerinde<\/strong><span style=\"line-height: 1.5;\">3. Havaliman\u0131\u2019n\u0131n \u00c7ED Raporu\u2019nda b\u00f6lgede 17 ku\u015f t\u00fcr\u00fc oldu\u011fu iddia ediliyor, ancak ornitologlar Kuzey Ormanlar\u0131 i\u00e7inde en az 200 t\u00fcr\u00fc g\u00f6r\u00fcld\u00fc\u011f\u00fcn\u00fc belirtiyor. En \u00f6nemli ku\u015f g\u00f6\u00e7 yollar\u0131ndan birinin \u00fczerine yap\u0131lacak havaliman\u0131ndan kalk\u0131\u015f ve ini\u015fler s\u0131ras\u0131nda u\u00e7aklar\u0131n ku\u015f s\u00fcr\u00fclerine girerek kaza yapma ihtimali bir\u00e7ok kez dile getirildi.\u00a0<\/span><span style=\"line-height: 1.5;\">Uluslararas\u0131 standartlara g\u00f6re, havaliman\u0131 yap\u0131lacak yerin 13,5 km. yak\u0131n\u0131nda \u00e7\u00f6p tesisi bulunmamal\u0131, \u00e7\u00fcnk\u00fc bu tesisler milyonlarca ku\u015fu cezbedebilmektedir. Oysa proje alan\u0131n\u0131n 6 km. \u00f6tesinde G\u00f6kt\u00fcrk\u2019te, senede 3 milyon ton \u00e7\u00f6p at\u0131lan \u0130STA\u00c7\u2019\u0131n bertaraf tesisi bulunmaktad\u0131r.<\/span><\/li>\n<li><strong>D\u00fcnya susuzluk \u00e7a\u011f\u0131na girerken, \u0130stanbul su varl\u0131klar\u0131n\u0131 kaybedecek<\/strong><br \/>\nProjenin sebep olaca\u011f\u0131 ara\u00e7 trafi\u011fi art\u0131\u015f\u0131, orman tahribat\u0131 ve yap\u0131la\u015fma dolay\u0131s\u0131yla \u0130stanbul\u2019un \u00f6nemli su varl\u0131klar\u0131ndan\u00a0Terkos, Alibeyk\u00f6y ve Pirin\u00e7\u00e7i barajlar\u0131ndaki su seviyelerinde azalma, ayr\u0131ca akarsulara kar\u0131\u015facak kirlili\u011fin de barajlara ta\u015f\u0131nmas\u0131 bekleniyor. \u00d6n\u00fcm\u00fczdeki y\u0131llarda hem \u0130stanbul\u2019u hem t\u00fcm T\u00fcrkiye\u2019yi bekleyen en \u00f6nemli problemlerden birisi kurakl\u0131kt\u0131r. Bu durumda, h\u00fck\u00fcmetlerin acil tedbir almas\u0131 gerekirken, Kuzey Ormanlar\u0131\u2019na y\u00f6nelik 3. Havaliman\u0131 da dahil mega projeler, t\u00fcm Marmara B\u00f6lgesi\u2019ndeki su toplama havzalar\u0131n\u0131n betonla\u015fmas\u0131na ve ya\u011f\u0131\u015flar\u0131n kanalizasyon ile denize kar\u0131\u015fmas\u0131na h\u0131z verecek, kurakl\u0131k ve susuzlu\u011fu artt\u0131racak ve h\u0131zland\u0131racakt\u0131r.<\/li>\n<li><strong>Ekonomi alarm verirken, en y\u00fcksek bedelli yat\u0131r\u0131m<\/strong><br \/>\nT\u00dc\u0130K\u2019in en son a\u00e7\u0131klad\u0131\u011f\u0131 son verilere g\u00f6re;\u00a02014 y\u0131l\u0131n\u0131n 3. \u00e7eyre\u011findeki b\u00fcy\u00fcme oran\u0131 %1.7. \u00a0A\u011fustos 2014 verilerine g\u00f6re resmi i\u015fsizlik oran\u0131 %10,4<br \/>\nFED\u2019in, 2015\u2019te faiz art\u0131r\u0131m\u0131na gitme \u00a0ihtimali ve miktarsal geli\u015fmeyi durduracak olmas\u0131, T\u00fcrkiye\u2019de stagflasyonist seyre; yani durgunluk veya i\u015fsizlikle enflasyonun bir arada ger\u00e7ekle\u015fmesine zemin haz\u0131rl\u0131yor. Doygunluk seviyesine yakla\u015fan konut ve in\u015faat sekt\u00f6r\u00fc bu tablodan ve s\u00fcrekli d\u00f6viz art\u0131\u015flar\u0131ndan olumsuz etkilenecek. D\u00f6viz art\u0131\u015f\u0131 bor\u00e7 geri \u00f6demelerinin TL maliyetini de art\u0131rd\u0131. 2015 boyunca \u00f6denecek 167 milyar dolar\u0131n banka ve \u015firketler \u00fczerindeki kur zarar\u0131, bilan\u00e7olarda \u00f6nemli tahribatlar yaratabilecek.<br \/>\nD\u0131\u015f bor\u00e7, 2014 sonunda 386,8 milyar dolar ile tavan yapm\u0131\u015f durumda. T\u00fcrkiye piyasas\u0131 g\u00fcven vermiyor ve kredi notu g\u00f6r\u00fcn\u00fcm\u00fcn\u00fc \u2018dura\u011fan\u2019 (Fitch) ve \u2018negatif\u2019e (Moody\u2019s ve Standard&amp;Poor\u2019s) indirilmi\u015f durumda. D\u00f6vizin a\u015f\u0131r\u0131 de\u011ferlenmesi ve artan d\u0131s\u0327 borc\u0327 faizleri nedeniyle, konsorsiyum taraf\u0131ndan 22 milyar 152 milyon avro bedelle al\u0131nan 3. Havaliman\u0131\u2019n\u0131n maliyeti sadece ilk 9 ayda 12,9 milyar dolar artt\u0131.<\/li>\n<li><strong>DHM\u0130 zarardan zarara ko\u015fuyor<\/strong><br \/>\nSay\u0131\u015ftay\u2019\u0131n \u20182013 Devlet Hava Meydanlar\u0131 \u0130\u015fletmesi (DHM\u0130) Denetim Raporu\u2019na g\u00f6re, DHM\u0130 son 4 y\u0131lda toplam 1 milyar 328 milyon lira zarar etmi\u015f durumda ve bu projenin alt\u0131ndan kalkabilecek mali yap\u0131ya sahip g\u00f6r\u00fcnm\u00fcyor. Say\u0131\u015ftay, DHM\u0130\u2019nin i\u015fletti\u011fi 47 havaliman\u0131ndan (Hakk\u00e2ri hari\u00e7) sadece 7 tanesinin kar etti\u011fini de belgeliyor.\u00a0Nisan 2014\u2019te y\u00fcr\u00fcrl\u00fc\u011fe giren \u2018Bor\u00e7 \u00dcstlenimi Y\u00f6netmeli\u011fi\u2019, Kamu \u0130ktisadi Te\u015febb\u00fcs\u00fc (K\u0130T) ve mahalli idarelerin Y\u0130D (Yap-\u0130\u015flet-Devret) modeli ile ger\u00e7ekle\u015ftirece\u011fi projeleri hazine garantisi kapsam\u0131ndan \u00e7\u0131kartt\u0131\u011f\u0131 i\u00e7in 3. Havaliman\u0131 projesi g\u00f6r\u00fcn\u00fc\u015fte hazine garantisi kapsam\u0131nda de\u011fildir. Ancak Milletvekili Aykut Erdo\u011fdu ve gazeteci \u00c7i\u011fdem Toker k\u00f6\u015fe yaz\u0131lar\u0131nda, AKP\u2019nin Yap-\u0130\u015flet-Devret mevzuat\u0131nda yapt\u0131\u011f\u0131 de\u011fi\u015fiklikten dolay\u0131 projenin yar\u0131m b\u0131rak\u0131lmas\u0131 gibi bir durumda yurtd\u0131\u015f\u0131ndan al\u0131nan kredilerin DHM\u0130 taraf\u0131ndan devral\u0131nmas\u0131n\u0131n \u00f6n\u00fcn\u00fcn a\u00e7\u0131ld\u0131\u011f\u0131n\u0131 detaylar\u0131yla g\u00f6zler \u00f6n\u00fcne sermekteler. DHM\u0130\u2019nin bu kadar b\u00fcy\u00fck bir miktar\u0131 geri \u00f6deyemeyece\u011fi i\u00e7in garantinin yine d\u00f6n\u00fcp dola\u015f\u0131p Hazine\u2019den istenece\u011fini, \u00e7\u00fcnk\u00fc bir K\u0130T olan DHM\u0130\u2019nin arkas\u0131nda Hazine\u2019nin oldu\u011funu belirtiyorlar<\/li>\n<li><strong>Hukuk \u00e7i\u011fnendi<\/strong><br \/>\nRaporumuzda detayland\u0131r\u0131ld\u0131\u011f\u0131 \u00fczere Anayasa\u2019n\u0131n 45.56.90.63, 166 ve 169. Maddeleri \u00e7i\u011fnenmi\u015ftir. &#8216;I\u0307stanbul\u2019un Anayasas\u0131&#8217; say\u0131lan ve 2009\u2019da y\u00fcr\u00fcrl\u00fc\u011fe giren 1\/100.000 o\u0308lc\u0327ekli C\u0327evre Du\u0308zeni Plan\u0131\u2019nda 3. Havaliman\u0131&#8217;n\u0131n yap\u0131lmak istendi\u011fi b\u00f6lge; orman alan\u0131, su havzas\u0131 ve jeolojik ac\u0327\u0131dan yerles\u0327ime sak\u0131ncal\u0131 alan olarak belirtilmektedir. \u0130stanbul&#8217;un kuzeye do\u011fru geni\u015flemesi \u00c7evre D\u00fczeni Plan\u0131&#8217;n\u0131n ilke kararlar\u0131na ayk\u0131r\u0131d\u0131r.\u00a0Say\u0131\u015ftay, raporunda ihalenin \u00fczerinden 1,5 y\u0131l ge\u00e7mesine ra\u011fmen halen yer teslimi yap\u0131lamad\u0131\u011f\u0131n\u0131 vurgulamaktad\u0131r. Yer teslimi yap\u0131lmayan projenin temeli nas\u0131l at\u0131lm\u0131\u015ft\u0131r?
