B\u00f6ylece TMMOB g\u00f6r\u00fc\u015fleri kamuoyuna hat\u0131rlat\u0131lm\u0131\u015f oldu ve bu g\u00f6r\u00fc\u015fler, \u201cTMMOB&#8217;un 11 y\u0131l \u00f6nceki \u00e7\u00f6z\u00fcm \u00f6nerileri ge\u00e7erlili\u011fini koruyor\u201d ba\u015fl\u0131\u011f\u0131 ile baz\u0131 yay\u0131n organlar\u0131nda da kendine yer buldu. \u00a0\u015eimdilerde de kimi TMMOB birimleri, ayn\u0131 metni \u201ci\u015fte 11 y\u0131lda hi\u00e7 bir ilerleme olmad\u0131\u201d diyerek yeniden da\u011f\u0131t\u0131yor ve g\u00f6r\u00fc\u015flerinin hala ge\u00e7erli oldu\u011funu g\u00f6steriyor.<\/div>\n<div><\/div>\n<div><\/div>\n<div><strong>Bir D\u00f6n\u00fcm Noktas\u0131: TMMOB Demokrasi Kurultay\u0131<\/strong><\/div>\n<div><\/div>\n<div>K\u0131sa bir hat\u0131rlatma ile ba\u015flamak gerekirse, TMMOB Demokrasi Kurultay\u0131, TMMOB \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fc i\u00e7inde ger\u00e7ekle\u015ftirilen en \u00f6nemli etkinliklerden biri olmu\u015ftu. Sonunda da pek \u00e7ok konuda TMMOB g\u00f6r\u00fc\u015flerini ortaya \u00e7\u0131karan \u201cTMMOB Demokrasi Program\u0131\u201d yay\u0131nland\u0131. Kurultay&#8217;\u0131n i\u00e7eri\u011finin yan\u0131nda \u00e7ok \u00f6nemli bir yan\u0131 da \u00f6rg\u00fctlenme bi\u00e7imiydi. 20 ilde yap\u0131lan yerel kurultaylar \u00e7evre illerde yap\u0131lan haz\u0131rl\u0131k toplant\u0131lar\u0131 g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda \u00f6ncesinde 50 civar\u0131nda toplant\u0131 yap\u0131ld\u0131. Bu toplant\u0131lara d\u00f6rt bine yak\u0131n teknik eleman kat\u0131ld\u0131 ve canl\u0131 tart\u0131\u015fmalar oldu. Bunun bile yetersizli\u011finden s\u00f6z eden devrimci teknik elemanlar olmu\u015ftu. Ancak sonraki benzeri etkinliklere bak\u0131ld\u0131\u011f\u0131nda bir daha yan\u0131ndan bile ge\u00e7ilmedi\u011fi g\u00f6r\u00fcld\u00fc. Daha iyi anla\u015f\u0131labilmesi i\u00e7in birka\u00e7 \u00f6rnek vermekte yarar var. Demokrasi Kurultay\u0131\u2019nda yap\u0131lmas\u0131 \u00f6nerilen M\u00fchendislik Mimarl\u0131k Kurultay\u0131, yerel kurultaylar yap\u0131lmadan ger\u00e7ekle\u015ftirilmek istenmi\u015fti. (Kurultay delegeleri bunu da gerek\u00e7e g\u00f6stererek I. M\u00fchendislik ve Mimarl\u0131 Kurultay\u0131\u2019nda karar al\u0131nmamas\u0131n\u0131 sa\u011flam\u0131\u015flard\u0131.) II. M\u00fchendislik ve Mimarl\u0131k Kurultay\u0131 ise ancak 17 ilde yap\u0131lan yerel kurultaylar ve haz\u0131rl\u0131k toplant\u0131lar\u0131 ile ger\u00e7ekle\u015fmi\u015fti. 14-15 Kas\u0131m 2009\u2019da yap\u0131lacak olan \u00dccretli \u2013 \u0130\u015fsiz M\u00fchendis, Mimar \u015eehir Planc\u0131lar\u0131 Kurultay\u0131\u2019nda, \u00a0-TMMOB ve Odalar\u0131n 11 y\u0131lda b\u00fct\u00e7elerinin kat kat artmas\u0131na, art\u0131k baz\u0131 birimlerin \u201cplaza\u201d sahibi olmalar\u0131na ve \u00fcyelerin, \u00f6rg\u00fct birimlerinin say\u0131s\u0131n\u0131n artmas\u0131na kar\u015f\u0131l\u0131k- sadece 9 ilde yerel kurultay yap\u0131labiliyor.\u00a0<\/div>\n<div><\/div>\n<div>Demokrasi Kurultay\u0131\u2019nda 13-14 Aral\u0131k 1997 tarihinde Ankara\u2019da, iki g\u00fcn boyunca gece yar\u0131lar\u0131na kadar s\u00fcren tart\u0131\u015fmalardan sonra, baz\u0131 konularda belli bir olgunluk olu\u015fsa da, kararlar olu\u015fturulamad\u0131\u011f\u0131 i\u00e7in, bir toplant\u0131 daha yapma karar\u0131 al\u0131nd\u0131. 21 May\u0131s 1998&#8217;de TMMOB 35. Ola\u011fan Genel Kurul&#8217;undan \u00f6nce, ikinci Kurultay toplant\u0131s\u0131 yap\u0131ld\u0131. Burada da yap\u0131lan yo\u011fun tart\u0131\u015fmalar sonucunda; <em>\u201cTMMOB ve Demokrasi\u201d, \u201c\u00d6rg\u00fctl\u00fc Toplum\u201d, \u201cK\u00fcrt Sorunu\u201d, \u201cUla\u015f\u0131m ve Trafik -Yang\u0131n, Deprem ve G\u00fcvenlik\u201d, \u201cKentle\u015fme, Konut Sorunu, Bar\u0131nma Hakk\u0131 ve Demokrasi\u201d, \u201cEnerji\u201d, \u201cYerel Y\u00f6netim\u201d, \u201cTar\u0131m\u201d, \u201cDo\u011fal Kaynaklar, Orman, \u00c7evre ve Maden\u201d, \u201cK\u00fcreselle\u015fme &#8211; Bilim ve Teknoloji\u201d, \u201cEkonomi, Kalk\u0131nma, Sanayile\u015fme\u201d, \u201c\u00c7al\u0131\u015fma Ya\u015fam\u0131\u201d, \u201c\u0130nsan Haklar\u0131\u201d, \u201cDemokrasinin ve Demokrasi Kavram\u0131n\u0131n Geli\u015fimi\u201d, \u201cDemokrasinin \u0130\u015fleyi\u015fi\u201d <\/em>konu ba\u015fl\u0131klar\u0131nda TMMOB g\u00f6r\u00fc\u015fleri olu\u015fturularak, al\u0131nan kararlar kamuoyu ile payla\u015f\u0131lm\u0131\u015ft\u0131.<\/div>\n<div><\/div>\n<div><\/div>\n<div><strong>K\u00fcrt Sorunu Tart\u0131\u015fmalar\u0131n Odak Noktalar\u0131ndan Biriydi<\/strong><\/div>\n<div><\/div>\n<div>Demokrasi Kurultay\u0131&#8217;nda en yo\u011fun tart\u0131\u015fma ya\u015fanan ba\u015fl\u0131klardan ikisi, &#8220;TMMOB ve Demokrasi&#8221; ile &#8220;K\u00fcrt Sorunu&#8221; oldu. Kurultay b\u00fcnyesinde kimi \u015foven g\u00f6r\u00fc\u015fler ve K\u00fcrt siyasal hareketinin neredeyse b\u00fct\u00fcn taleplerinin TMMOB g\u00f6r\u00fc\u015f\u00fc olmas\u0131n\u0131 isteyen kesimler de tart\u0131\u015fmalara dahil oldu. Sorunun ad\u0131n\u0131n konulmas\u0131n\u0131n bile zor oldu\u011fu 1998 y\u0131l\u0131 ko\u015fullar\u0131 hat\u0131rland\u0131\u011f\u0131nda ve bir demokrasi program\u0131 \u00e7er\u00e7evesinde d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde fena say\u0131lmayacak bir metin ortaya \u00e7\u0131kt\u0131. K\u00fcrtlerin tarihini anlatan bir giri\u015f yaz\u0131s\u0131ndan sonra bug\u00fcne gelerek, \u00e7at\u0131\u015fma ortam\u0131nda K\u00fcrt illerinde ya\u015fanan sorunlar s\u0131ralanm\u0131\u015ft\u0131. Bu anlamda, emperyalist g\u00fc\u00e7lerin d\u0131\u015f\u0131nda ve K\u00fcrt halk\u0131n\u0131n iradesini ba\u015fa koyan adil bir bar\u0131\u015f, metnin en \u00f6nemli talebiydi:<\/div>\n<div><\/div>\n<div><strong><em>\u201cBar\u0131\u015f ancak demokrasi, \u00f6zg\u00fcrl\u00fck ve insan haklar\u0131n\u0131n oldu\u011fu bir ortamda ya\u015fama ge\u00e7irilebilir. K\u00fcrt sorunu emperyalist \u00fclkelerle ve b\u00f6lgede anti-demokratik devletlerin \u00e7\u0131karlar\u0131 ve kirli emelleri do\u011frultusunda de\u011fil, ba\u015fta K\u00fcrt halk\u0131n\u0131n iradesi olmak \u00fczere b\u00f6lge halklar\u0131n\u0131n Demokrasi ve \u00d6zg\u00fcrl\u00fck taleplerine uygun, demokratik, adil, e\u015fitlik temelinde bar\u0131\u015f\u00e7\u0131l y\u00f6ntemlerle \u00e7\u00f6z\u00fclmelidir.\u201d <span style=\"font-weight: normal; font-style: normal\" class=\"Apple-style-span\">(TMMOB Demokrasi Program\u0131 ve TMMOB Demokrasi Kurultay\u0131 S\u00fcre\u00e7 ve Belgeleri,. K\u00fcrt dili ve k\u00fclt\u00fcr\u00fc \u00fczerinde her t\u00fcrl\u00fc k\u0131s\u0131tlay\u0131c\u0131 politikalardan vazge\u00e7ilmeli, K\u00fcrt dili ve k\u00fclt\u00fcr\u00fc korunmal\u0131, geli\u015fmesi i\u00e7in olanak tan\u0131nmal\u0131d\u0131r. T\u00fcrkler\u2018in ve K\u00fcrtlerin birarada karde\u015f\u00e7e ve e\u015fitlik i\u00e7inde ya\u015fayabilecekleri demokratik bir d\u00fczen zaman kaybedilmeden kurulmal\u0131d\u0131r.<\/em><\/strong><\/div>\n<div><strong><em><br \/><\/em><\/strong><\/div>\n<div><strong><em>3) Zorunlu g\u00f6\u00e7 nedeni ile k\u00f6y\u00fcn\u00fc ve y\u00f6resini terk etmek zorunda b\u0131rak\u0131lan insanlar\u0131n t\u00fcm maddi kay\u0131plar\u0131 tazmin edilmeli ve bunlar\u0131n can ve mal g\u00fcvenli\u011fi sa\u011flanarak \u00f6zg\u00fcrce yerlerine geri d\u00f6n\u00fc\u015fleri sa\u011flanmal\u0131d\u0131r.<\/em><\/strong><\/div>\n<div><strong><em><br \/><\/em><\/strong><\/div>\n<div><strong><em>4) K\u00fcrt sorunun tart\u0131\u015f\u0131lmas\u0131n\u0131 engelleyen, d\u00fc\u015f\u00fcnceyi ifade etme ve \u00f6rg\u00fctlenme \u00f6zg\u00fcrl\u00fc\u011f\u00fc \u00f6n\u00fcnde engel olan t\u00fcm yasalar kald\u0131r\u0131lmal\u0131d\u0131r.<\/em><\/strong><\/div>\n<div><strong><em><br \/><\/em><\/strong><\/div>\n<div><strong><em>5) Demokrasinin yerle\u015fmesi i\u00e7in T\u00fcrkiye\u2018nin de taraf oldu\u011fu Uluslararas\u0131 S\u00f6zle\u015fmeler i\u00e7 hukuka yerle\u015ftirilmelidir. Ba\u015fta Anayasa olmak \u00fczere anti- demokratik t\u00fcm yasalar g\u00f6zden ge\u00e7irilip, demokratik hukuk devleti nformlar\u0131na uygun hale getirilmelidir.<\/em><\/strong><\/div>\n<div><strong><em><br \/><\/em><\/strong><\/div>\n<div><strong><em>6) Ola\u011fan\u00fcst\u00fc Hal, Koruculuk Sistemi, \u0130ller Yasas\u0131 ve Merkezi Kriz Y\u00f6netmeli\u011fi kald\u0131r\u0131lmal\u0131d\u0131r.<\/em><\/strong><\/div>\n<div><strong><em><br \/><\/em><\/strong><\/div>\n<div><strong><em>7) \u00dclkede kal\u0131c\u0131 bar\u0131\u015f\u0131n sa\u011flanmas\u0131 i\u00e7in t\u00fcm siyasi tutuklulara ayr\u0131ms\u0131z genel af \u00e7\u0131kar\u0131lmal\u0131d\u0131r.<\/em><\/strong><\/div>\n<div><strong><em><br \/><\/em><\/strong><\/div>\n<div><strong><em>8) Sava\u015f ortam\u0131nda geli\u015fen \u00e7eteler, ortaya \u00e7\u0131kar\u0131lmal\u0131 faili me\u00e7huller ayd\u0131nlat\u0131lmal\u0131 ve t\u00fcm failleri yarg\u0131lanmal\u0131d\u0131r.\u201d<\/em><\/strong> (a.g.e)<\/div>\n<div><\/div>\n<div><\/div>\n<div><strong>TMMOB ve Demokrasi<\/strong><\/div>\n<div><\/div>\n<div>TMMOB y\u00fcr\u00fctmesinin bu Kurultay belgesine sahip \u00e7\u0131karak, i\u00e7inden bir b\u00f6l\u00fcm\u00fc yeniden g\u00fcndeme ta\u015f\u0131mas\u0131n\u0131 olumlu bir \u00e7aba olarak de\u011ferlendirmeliyiz. Ancak ayn\u0131 duyarl\u0131l\u0131\u011f\u0131, di\u011fer \u00f6nemli tart\u0131\u015fma ba\u015fl\u0131\u011f\u0131 olan <a href=\"\/site\/index.php\/bolumler\/bilgi-belge\/5-tmmobbilgi\/4-tmmobdemokrasi.html\" target=\"_blank\"><strong><u>\u201cTMMOB ve Demokrasi\u201d<\/u><\/strong><\/a> konusunda da g\u00f6rmek isterdik. Bu metin de \u00f6rg\u00fcte ve t\u00fcm \u00fcyelere etkin bir bi\u00e7imde da\u011f\u0131t\u0131lmal\u0131d\u0131r. TMMOB Demokrasi Program\u0131n\u0131n o b\u00f6l\u00fcm\u00fcn\u00fcn yeniden okunmas\u0131 ve orada savunulan ilkelerle TMMOB ve birimlerinde \u015fu anda egemen olan anlay\u0131\u015f\u0131n uygulamalar\u0131n\u0131 kar\u015f\u0131la\u015ft\u0131rmak son derece yararl\u0131 olacakt\u0131r. <\/div>\n<div><\/div>\n<div>\u201cTMMOB ve Demokrasi\u201d ba\u015fl\u0131kl\u0131 metinde de \u201c\u00d6rg\u00fct \u0130\u00e7i Demokrasi\u201d ve \u201cTMMOB ve Siyaset\u201d gibi alt ba\u015fl\u0131klarda bir dizi saptamadan sonra, Devrimci Demokrat Plaform\u2019un TMMOB\u2019yi g\u00fc\u00e7lendirmek i\u00e7in savunduklar\u0131 ortaya koyulmu\u015ftu. Burada say\u0131lan 22 maddenin genel ruhuna kat\u0131ld\u0131\u011f\u0131m\u0131 ve halen de savundu\u011fumu \u00f6ncelikle belirtmeliyim. Bu maddelerin hemen her biri ile bug\u00fcnk\u00fc durum aras\u0131ndaki a\u00e7\u0131 hakk\u0131nda, pek \u00e7ok s\u00f6z edilebilir. \u015eimdilik bir ka\u00e7 maddesini de\u011ferlendirelim\u00a0<\/div>\n<div><\/div>\n<div><\/div>\n<div><strong>1998\u2019de TMMOB Demokrasi Kurultay\u0131nda Savunulan \u0130lkeler<\/strong>\u00a0<\/div>\n<div><\/div>\n<div><strong><em>\u201c1. Ortak ve b\u00fct\u00fcnl\u00fckl\u00fc m\u00fccadelenin \u00f6n\u00fcnde engel olan, kendi mesle\u011fini, \u015fubesini ya da Odas\u0131n\u0131 her \u015feyin \u00f6n\u00fcne koyan k\u00fc\u00e7\u00fck giri\u015fimci anlay\u0131\u015flar\u0131n, hangi ideolojinin arkas\u0131na s\u0131\u011f\u0131n\u0131rlarsa s\u0131\u011f\u0131ns\u0131nlar, mahkum edilmesini\u201d<\/em><\/strong> \u2026savunur. (a.g.e)<\/div>\n<div><\/div>\n<div>Ne yaz\u0131k ki bu maddede ele\u015ftirilen k\u00fc\u00e7\u00fck giri\u015fimci anlay\u0131\u015flar boy vermeye devam ediyor. TMMOB\u2019nin bir federal ya da konfederal yap\u0131 olmay\u0131p, bir Birlik olmas\u0131 ger\u00e7e\u011fine ra\u011fmen ba\u015f\u0131na buyruk davranma e\u011filimi art\u0131yor. Kimi odalarda Birlik\u2019ten ayr\u0131lma tart\u0131\u015fmas\u0131 yap\u0131l\u0131yor. \u00dccretli ve \u0130\u015fsiz M\u00fchendis Mimar \u015eehir Planc\u0131lar\u0131 Kurultay\u0131\u2019nda oldu\u011fu gibi t\u00fcm \u00fcyeleri ilgilendiren etkinliklerde ortak \u00fcstlenilmesi gereken b\u00fct\u00e7elere kat\u0131l\u0131m sa\u011flanam\u0131yor. 1970\u2019lerdeki, ortak davran\u0131\u015f k\u00fclt\u00fcr\u00fc iyice a\u015f\u0131nm\u0131\u015f durumda.\u00a0<\/div>\n<div><\/div>\n<div><strong><em>\u201c7. Di\u011fer kesimlerin de talepleri g\u00f6z ard\u0131 edilmeden \u00fcye taban\u0131ndaki emek\u00e7i ve i\u015fsiz \u00e7o\u011funlu\u011fun taleplerine uygun politikalar geli\u015ftirilmesini, bu kapsamda; Kamu ve \u00f6zel sekt\u00f6r i\u015fyerlerinde \u00e7al\u0131\u015fan \u00fcyelerimizin sorunlar\u0131 ile ilgilenilmesini, \u00fcyelerimize y\u00f6nelik tehdit ve bask\u0131lara kar\u015f\u0131 aktif tav\u0131r al\u0131nmas\u0131n\u0131, \u00d6zellikle, \u00f6zel sekt\u00f6r kurulu\u015flar\u0131nda \u00e7al\u0131\u015fan \u00fcyelerimize y\u00f6nelik 8 saatlik i\u015fg\u00fcn\u00fc hakk\u0131n\u0131n gasp\u0131n\u0131n ve angaryan\u0131n \u00f6nlenmesine y\u00f6nelik \u00e7al\u0131\u015fmalar yap\u0131lmas\u0131n\u0131, Say\u0131lar\u0131 h\u0131zla artan i\u015fsiz m\u00fchendis ve mimarlar\u0131n \u00f6rg\u00fct taraf\u0131ndan kucaklanmas\u0131na ve bu konuda kamuoyu yarat\u0131lmas\u0131na y\u00f6nelik \u00e7al\u0131\u015fmalara ba\u015flang\u0131\u00e7 te\u015fkil etmek \u00fczere, ivedi olarak, bir &#8220;i\u015fsiz m\u00fchendis ve mimarlar mitingi&#8221; d\u00fczenlenmesini, Odalarda sa\u011fl\u0131kl\u0131 personel politikalar\u0131 olu\u015fturulmas\u0131n\u0131\u201d<\/em><\/strong> \u2026savunur. (a.g.e)<\/div>\n<div><\/div>\n<div>TMMOB \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcn\u00fcn bizce en \u00f6nemli sorunu konusunda da 11 y\u0131lda kayda de\u011fer bir ilerleme s\u00f6z konusu de\u011fil. Arada ger\u00e7ekle\u015ftirilmi\u015f \u201cM\u00fchendislik, \u0130stihdam ve \u00dccretlendirme Sempozyumu\u201d ve \u00e7e\u015fitli s\u00f6yle\u015filer gibi etkinlikleri bir tarafa koyarsak, emek\u00e7i teknik elemanlar\u0131n \u00f6rg\u00fcte kazan\u0131lmas\u0131 i\u00e7in somut ad\u0131mlar at\u0131lm\u0131\u015f de\u011fil. \u0130\u015fsiz m\u00fchendis ve mimarlar mitingi yap\u0131lmad\u0131. Kas\u0131mda yap\u0131lacak olan \u00dccretli ve \u0130\u015fsiz M\u00fchendis Mimar \u015eehir Planc\u0131lar\u0131 Kurultay\u0131 bir d\u00f6n\u00fcm noktas\u0131 olabilir.
