Yerel kurultay y\u00fcr\u00fctme kurulu taraf\u0131ndan kamu kurulu\u015flar\u0131na TMMOB \u0130KK imzas\u0131 ile; Uluda\u011f \u00dcniversitesi Rekt\u00f6rl\u00fc\u011f\u00fcne, Karayollar\u0131 14. M\u00fcd\u00fcrl\u00fc\u011f\u00fcnde 18 A\u011fustos \u2018ta, \u00c7evre \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fcnde 25 A\u011fustos\u2019ta, Uluda\u011f Elektrik Da\u011f\u0131t\u0131m A.\u015e.\u2019 de 27 A\u011fustos\u2019ta, BUSK\u0130 M\u00fcd\u00fcrl\u00fc\u011f\u00fcnde 3 Eyl\u00fcl\u2018 de, BOSB ve NOSAB M\u00fcd\u00fcrl\u00fc\u011f\u00fcnde 25 Eyl\u00fcl\u2019 de i\u015fyeri toplant\u0131lar\u0131 ger\u00e7ekle\u015ftirildi. 26 Eyl\u00fcl\u2019 de Yalova\u2019da yerel kurultay bilgilendirme toplant\u0131s\u0131 d\u00fczenlendi. \u0130\u015f yerleri ve temsilciliklerimizde yap\u0131lan toplant\u0131larda 130 kadar M\u00fchendis, Mimar ve \u015eehir Planc\u0131lar\u0131na ula\u015f\u0131ld\u0131 ve yerel kurultaya sunulan karar taslaklar\u0131 bu toplant\u0131larda \u015fekillendi.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">5 Eyl\u00fcl cumartesi g\u00fcn\u00fc\u00a0Makina M\u00fchendisleri Odas\u0131 e\u011fitim salonunda <strong>\u201c\u00c7al\u0131\u015fma Ya\u015fam\u0131nda M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131\u201c<\/strong> ba\u015fl\u0131kl\u0131 bir panel ger\u00e7ekle\u015ftirildi. Panelde <strong>Dr. \u00c7a\u011fatay EDG\u00dcCAN<\/strong> <em>\u201cM\u00fchendis, Mimar \u015eehir Planc\u0131lar\u0131n \u00e7al\u0131\u015fma ko\u015fullar\u0131 ve \u00fcretim s\u00fcrecindeki yerleri\u201d<\/em> konulu bir konu\u015fma yapt\u0131. Ard\u0131ndan <strong> Prof Dr. Serpil AYTA\u00c7<\/strong> <em>\u201cMobbing uygulamalar\u0131\u201d<\/em> \u00fczerine, D\u0130SK G\u00fcney Marmara B\u00f6lge Temsilcisi ve Bursa Birle\u015fik Metal-\u0130\u015f \u015eube Ba\u015fkan\u0131 <strong>Ayhan EK\u0130NC\u0130<\/strong> <em>\u201cM\u00fchendis, Mimar ve \u015eehir Planc\u0131lar\u0131n\u0131n sendikala\u015fmas\u0131\u201d<\/em> konusunda konu\u015fma yapt\u0131 ve M\u00fchendis, Mimar \u015eehir Planc\u0131lar\u0131n i\u015f\u00e7ile\u015fmekte oldu\u011fundan bahsetti ve M\u00fchendis, Mimar \u015eehir Planc\u0131lar\u0131n\u0131 \u0130\u015f\u00e7i sendikalar\u0131nda \u00f6rg\u00fctlenmeye \u00e7a\u011f\u0131rd\u0131. En son olarak <strong>Erc\u00fcment \u015eahin \u00c7ERVATO\u011eLU<\/strong> <em>\u201cTMMOB \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fc ve ge\u00e7mi\u015fteki teknik elemanlar \u00e7al\u0131\u015fmalar\u0131\u201d<\/em> hakk\u0131nda bilgi vererek d\u00fcnden bug\u00fcne TMMOB \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fc konusunda tarihi bir perspektif sundu.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">Ayr\u0131ca t\u00fcm\u00a0 \u00fcyelerimize kat\u0131l\u0131m \u00e7a\u011fr\u0131s\u0131 yaparak \u00fc\u00e7 ana ba\u015fl\u0131k alt\u0131nda \u00e7al\u0131\u015fma gruplar\u0131 kuruldu. Kurultay\u0131m\u0131z\u0131n oturum ba\u015fl\u0131klar\u0131 da bu \u00e7al\u0131\u015fma gruplar\u0131n\u0131n konular\u0131ndan olu\u015fturuldu. Yerel kurultaya sunulan karar taslak \u00f6nerileri bu \u00e7al\u0131\u015fma gruplar\u0131 taraf\u0131ndan haz\u0131rland\u0131. \u00c7al\u0131\u015fmalar\u0131m\u0131z\u0131 yaz d\u00f6neminde yapmak zorunda olman\u0131n k\u0131s\u0131tlay\u0131c\u0131 etkilerine ra\u011fmen, olabildi\u011fince \u00e7ok meslekta\u015f\u0131m\u0131za ula\u015fmaya ve tart\u0131\u015fmalar\u0131m\u0131z\u0131 zenginle\u015ftirmeye \u00e7al\u0131\u015ft\u0131k. Yerel kurultay\u0131n \u00f6n haz\u0131rl\u0131k \u00e7al\u0131\u015fmalar\u0131 s\u0131ras\u0131nda 300 kadar m\u00fchendis mimar ve \u015fehir planc\u0131lar\u0131n\u0131n kat\u0131l\u0131m\u0131 ile karar taslak \u00f6nerileri olu\u015fturuldu. <\/span><\/p>\n<p align=\"center\"><span style=\"font-family: Times New Roman; font-size: medium;\"><strong>EKONOM\u0130K KR\u0130Z, \u00d6ZELLE\u015eT\u0130RMELER, \u0130\u015eS\u0130ZL\u0130K, TA\u015eERONLA\u015eMA, ESNEK \u00c7ALI\u015eMA VE G\u00dcVENCES\u0130ZL\u0130K<\/strong><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">K\u00fcreselle\u015fme ve neoliberal ekonomi politikalar\u0131n\u0131n en \u00f6nemli uygulama hedefleri sosyal devletin tasfiyesi, \u00f6zelle\u015ftirme, piyasala\u015ft\u0131rma ve emek g\u00fcc\u00fcn\u00fcn g\u00fcvencesizle\u015ftirilmesi ve esnekle\u015ftirilerek \u00f6rg\u00fcts\u00fcz bir toplum yaratmad\u0131r.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\"><strong><em>\u201cNeo-liberalizm bir yandan \u00f6zelle\u015ftirme ve piyasala\u015ft\u0131rma uygulamalar\u0131, ile devletin do\u011frudan yat\u0131r\u0131mlar\u0131n\u0131 ve sosyal i\u015flevlerini tasfiye ederken, di\u011fer yandan emek s\u00fcrecini esnekle\u015ftirip g\u00fcvencesizle\u015ftirerek, ta\u015feronla\u015ft\u0131rma uygulamalar\u0131n\u0131 hayat\u0131m\u0131z\u0131n bir par\u00e7as\u0131 haline getirdi.\u201d<\/em><\/strong><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">K\u00fcreselle\u015fme program\u0131na uyum sa\u011flamak i\u00e7in ilk \u00f6nemli kararlar 24 Ocak 1980&#8217;de al\u0131nm\u0131\u015f, piyasa tek d\u00fczenleyici g\u00fc\u00e7 olarak \u00f6ne \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r. 24 ocak kararlar\u0131yla hayata ge\u00e7irilmeye \u00e7al\u0131\u015f\u0131lan ve \u00f6zellikle 1990\u2019l\u0131 y\u0131llar\u0131n ba\u015f\u0131nda h\u0131z kazanan, 2000 li y\u0131llara damgas\u0131n\u0131 vuran \u00f6zelle\u015ftirme ve piyasala\u015ft\u0131rma istihdam \u00fczerinde son derece olumsuz sonu\u00e7lar do\u011furmu\u015ftur.. \u0130lk \u00f6zelle\u015ftirme uygulamalar\u0131 yedek i\u015fg\u00fcc\u00fc deposu olarak g\u00f6r\u00fclen k\u0131rsal kesim n\u00fcfusunun \u00e7\u00f6z\u00fclmesini sa\u011flamak amac\u0131yla tar\u0131m i\u015fletmelerinin (zarar ettikleri ifade edilerek)\u00f6zelle\u015ftirilmesidir. Bu yolla yarat\u0131lan i\u015fsizlikle \u00fccretlerin bask\u0131lanmas\u0131, i\u015fg\u00fcc\u00fcn\u00fcn esnekle\u015ftirilmesi ve g\u00fcvencesizle\u015ftirilmesi, toplu i\u015f s\u00f6zle\u015fmesi d\u00fczeninin ortadan kald\u0131r\u0131lmas\u0131 ve sendikalar\u0131n zay\u0131flamas\u0131 sa\u011flanm\u0131\u015ft\u0131r.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">Devletin \u00fczerindeki kamburlar olarak nitelenen K\u0130T lerin sat\u0131\u015f\u0131 ile ba\u015flayan s\u00fcre\u00e7 devlet do\u011frudan yat\u0131r\u0131m alan\u0131ndan elini \u00e7ekecek denilerek \u00fcretim alanlar\u0131n\u0131n tamam\u0131n\u0131n \u00f6zelle\u015ftirilmesi ile devam etti. Bir yandan devletin kamusal hizmet \u00fcreten kurumlar\u0131 \u00f6zelle\u015ftirilmeler ile uluslar aras\u0131 sermayeye sat\u0131l\u0131rken, di\u011fer yandan bir insan hakk\u0131 olan t\u00fcm hizmet alanlar\u0131 piyasada al\u0131n\u0131p sat\u0131lan ve bu hizmetten yararlanabilmek i\u00e7in bedelinin \u00f6denmesi gereken birer metaya d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">\u00dcretilen bir mal ve hizmet piyasa i\u00e7inde dola\u015f\u0131ma tabi tutularak pek \u00e7ok elden ge\u00e7ip yurtta\u015fa ula\u015ft\u0131r\u0131lmakta ve devlet mal ve hizmetin her dola\u015f\u0131m\u0131ndan vergi alarak b\u00fct\u00e7esini b\u00fcy\u00fct\u00fcrken, her dola\u015f\u0131mda sermaye kar\u0131n\u0131 art\u0131r\u0131rken mal ve hizmetlerin en son al\u0131c\u0131s\u0131 olan halk\u0131n ya\u015fam\u0131n\u0131 idame ettirebilmek i\u00e7in \u00f6dedi\u011fi bedel her ge\u00e7en g\u00fcn artmakta halk yoksulla\u015fmaktad\u0131r. Gelir dengesi her ge\u00e7en g\u00fcn yoksullar aleyhine bozulmaktad\u0131r, \u00fclkemizde en \u00fcst %20&#8217;lik gelir grubu milli gelirin %55&#8217;ini, en alt %20&#8217;lik gelir grubu ise %5&#8217;ini almaktad\u0131r.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">2008 d\u00fcnya ekonomik krizi, neo-liberal ekonominin, serbest piyasac\u0131l\u0131\u011f\u0131n ve malile\u015fmenin s\u00fcrd\u00fcr\u00fclemez oldu\u011funu ve bu politikalar\u0131n \u00e7\u00f6k\u00fc\u015f\u00fcn\u00fc g\u00f6stermi\u015ftir. Kriz, ba\u015fta ABD olmak \u00fczere geli\u015fmi\u015f \u00fclkelerde ba\u015flam\u0131\u015f olmas\u0131na ra\u011fmen, \u00fcretimde uluslar aras\u0131 i\u015fb\u00f6l\u00fcm\u00fcne entegre olmu\u015f, \u00fclkenin ihtiyac\u0131na de\u011fil, ihracata y\u00f6nelik \u00fcretim yapan bizim gibi ba\u011f\u0131ml\u0131 ve az geli\u015fmi\u015f ekonomileri geli\u015fmi\u015f \u00fclkelerdeki talep daralmas\u0131 ile birlikte derinden etkilemi\u015ftir. T\u00fcrkiye, serbest piyasa ekonomisinin sad\u0131k uygulay\u0131c\u0131s\u0131 bir \u00fclke olarak krizden en \u00e7ok etkilenen \u00fclkeler aras\u0131nda birinci s\u0131raya y\u00fckselmi\u015ftir.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">Krizi f\u0131rsat olarak g\u00f6ren sermaye, krizin \u00e7\u00f6z\u00fcmlerini k\u0131sa \u00e7al\u0131\u015fma \u00f6dene\u011finde, kendisinin \u00f6demesi gereken i\u015f\u00e7i \u00fccretlerinin devlete \u00f6detilmesinde, sermayeye s\u00fcrekli kaynak aktarmadan dolay\u0131 olu\u015fan b\u00fct\u00e7e a\u00e7\u0131klar\u0131n\u0131 kapatmak i\u00e7in i\u015fsizlik fonunun bir b\u00f6l\u00fcm\u00fcn\u00fcn b\u00fct\u00e7eye devredilmesinde, temel \u00fcr\u00fcnlere s\u00fcrekli zam yap\u0131lmas\u0131nda, k\u0131dem tazminatlar\u0131n\u0131n kald\u0131r\u0131lmas\u0131n\u0131n tart\u0131\u015fmaya a\u00e7\u0131lmas\u0131nda, \u00f6zel istihdam b\u00fcrolar\u0131 ile \u00e7al\u0131\u015fanlar\u0131n kiralanmas\u0131n\u0131n g\u00fcndeme getirilmesinde g\u00f6rmektedir. Yeni a\u00e7\u0131klanan Orta Vadeli Program serbest piyasa ekonomisinin daha da sald\u0131rgan bir bi\u00e7imde uygulanaca\u011f\u0131n\u0131 g\u00f6stermektedir. 6 Ekim\u2019de \u0130MF ve D\u00fcnya Bankas\u0131n\u0131n \u0130stanbul\u2019da yapaca\u011f\u0131 toplant\u0131larda krizin bedelinin t\u00fcm d\u00fcnyada \u00e7al\u0131\u015fanlara ve halka nas\u0131l \u00f6detilece\u011fi konu\u015fulacakt\u0131r.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">Neo-liberal politikalar ekonomide g\u00f6rece bir b\u00fcy\u00fcme sa\u011flam\u0131\u015f olsa da, bu toplumsal geli\u015fme d\u00fczeyine yans\u0131mam\u0131\u015f tam tersi geriletmi\u015ftir. B\u00f6lgesel e\u015fitsizlikler ve yoksulla\u015fma artm\u0131\u015f, kay\u0131t d\u0131\u015f\u0131 \u00e7al\u0131\u015ft\u0131rma %45\u2019lere varm\u0131\u015f, do\u011faya verilen tahribat do\u011frudan ya\u015fam\u0131 tehdit eder hale gelmi\u015ftir. Devletin sosyal niteli\u011finin la\u011fvedilmesiyle, ya\u015fl\u0131 ve hasta bak\u0131m\u0131, eme\u011fin yeniden \u00fcretimi yani e\u015f ve \u00e7ocuk bak\u0131m\u0131 t\u00fcm\u00fcyle kad\u0131na b\u0131rak\u0131lmaktad\u0131r. Bu durumun s\u00fcrd\u00fcr\u00fclebilmesi i\u00e7in t\u00f6re ve dinsel arg\u00fcmanlar \u00e7ok daha yo\u011fun kullan\u0131larak kad\u0131n\u0131n toplumsal konumu geriletilmeye devam etmektedir. Kamu ve \u00f6zel sekt\u00f6r i\u015f yerlerindeki kre\u015f ve g\u00fcnd\u00fcz bak\u0131mevleri yok denecek kadar azd\u0131r. Sonu\u00e7ta 1980\u2019ler de %35 olan kad\u0131n istihdam\u0131 2009\u2019da % 22,5\u2019a gerilemi\u015ftir. Kad\u0131n eme\u011fi esnek ve g\u00fcvencesiz \u00e7al\u0131\u015ft\u0131rmayla en ucuz i\u015fg\u00fcc\u00fc potansiyeli olarak g\u00f6r\u00fclmektedir.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">Neo-liberal politikalar\u0131n ve ya\u015fanan ekonomik krizin m\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131na en \u00f6nemli etkilerinden biri i\u015fsizliktir. Bu g\u00fcn %25\u2019lere varan M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131 i\u015fsizli\u011fi gen\u00e7 m\u00fchendislerde %33\u2019lere kadar t\u0131rmanmaktad\u0131r. Reel \u00fccretler s\u00fcrekli gerilemektedir.1992 de 100 lira olan \u00fccret 2009 da \u00e7al\u0131\u015fan M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131 i\u00e7in 82, emekliler i\u00e7in 68 liraya d\u00fc\u015fm\u00fc\u015ft\u00fcr. \u0130htiyaca g\u00f6re de\u011fil, \u00fcr\u00fcne g\u00f6re talep olu\u015fturularak t\u00fcketim pompalanm\u0131\u015f ve kredi mekanizmalar\u0131yla \u00e7al\u0131\u015fanlar\u0131n gelecek d\u00f6nemdeki \u00fccretleri ipotek alt\u0131na al\u0131nm\u0131\u015f, \u00e7al\u0131\u015fanlar bu yolla da edilgen hale getirilmi\u015ftir. \u00dcretim s\u00fcrecindeki tahakk\u00fcm ili\u015fkisi \u201cplastik prangalarla\u201d daha da g\u00fc\u00e7lenmektedir. Bug\u00fcn \u00dcniversite e\u011fitiminde reform olarak dillendirilen, bilimsel e\u011fitimin yerine sermayenin ihtiyac\u0131 olan piyasaya d\u00f6n\u00fck bir e\u011fitimi sa\u011flamakt\u0131r. Rekabet art\u0131p kar oranlar\u0131 d\u00fc\u015ft\u00fck\u00e7e \u015firketler, elemanlar\u0131n\u0131n \u015firket i\u00e7i e\u011fitim maliyetini kar\u015f\u0131lamamak i\u00e7in m\u00fchendisin daha donan\u0131ml\u0131-e\u011fitimli halde i\u015fe ba\u015flamas\u0131n\u0131 istiyor. Bu ayn\u0131 zamanda belgelendirme demek, belgelendirme ise sermaye i\u00e7in yeni bir pazar alan\u0131 olu\u015fturmaktad\u0131r. Bunun sonucunda M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131 i\u015f bulmak, \u00fccretlerini korumak i\u00e7in sertifikadan sertifikaya ko\u015farken, bu sertifikalar\u0131 alamayanlar daha niteliksiz i\u015fg\u00fcc\u00fc olarak daha ucuza \u00e7al\u0131\u015ft\u0131r\u0131lacakt\u0131r.2001 ve 2008-2009 krizlerinde ya\u015fad\u0131\u011f\u0131m\u0131z gibi beyaz yakal\u0131 \u00e7al\u0131\u015fanlar da i\u015fsizlikle kitlesel olarak kar\u015f\u0131la\u015fmaktad\u0131rlar. Bu ko\u015fullarda i\u015fg\u00fcn\u00fcn\u00fcn k\u0131salt\u0131larak emek\u00e7ilerin, kendisi ve sevdikleriyle ge\u00e7irece\u011fi serbest zaman\u0131 art\u0131rmas\u0131n\u0131n, sosyal ve k\u00fclt\u00fcrel olarak kendini geli\u015ftirebilmesinin olanaklar\u0131 yarat\u0131lmas\u0131 hayatidir.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">M\u00fchendisler \u00fcretimin yeni organizasyonu ile giderek daha \u00e7ok \u00fcretim s\u00fcre\u00e7lerinin i\u00e7ine \u00e7ekilmekte, bu s\u00fcre\u00e7ler i\u00e7inde ald\u0131klar\u0131 roller s\u0131n\u0131rlanmakta, y\u00f6netim ve denetim i\u015flevlerini yitirmekte, g\u00f6rece iyi \u00fccretleri giderek a\u015fa\u011f\u0131ya d\u00fc\u015fmektedir. Gerek bu g\u00f6revlerindeki kopmalar, gerekse geni\u015f i\u015f\u00e7i katmanlar\u0131ndaki beceri ve bilgi seviyesinin y\u00fckselmesiyle, \u00f6nceleri e\u011fitim ve \u00fccret d\u00fczeylerinin y\u00fcksek olmas\u0131ndan sa\u011flad\u0131klar\u0131 ayr\u0131cal\u0131klar\u0131 yitirerek kimliklerinde ve toplumsal konumlar\u0131nda bir de\u011fi\u015fim ya\u015famaktad\u0131rlar. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">D\u0130SK-AR\u2019\u0131n tahminlerine g\u00f6re T\u00fcrkiye\u2019de \u00fccretlilerin toplam gelir i\u00e7indeki pay\u0131 1999 y\u0131l\u0131nda %30 civar\u0131ndayken 2009 y\u0131l\u0131nda %22\u2019ye d\u00fc\u015fm\u00fc\u015ft\u00fcr. Oysa \u00fccretlilerin istihdam i\u00e7indeki oran\u0131 %60\u2019a \u00e7\u0131km\u0131\u015ft\u0131r. Resmi i\u015fsizlik oranlar\u0131 %15\u2019e f\u0131rlarken ger\u00e7ek i\u015fsizlik oranlar\u0131n\u0131n %25\u2019lerde oldu\u011fu hesaplanmaktad\u0131r. Bir taraftan \u0130\u015fsizlik artarken, di\u011fer taraftan \u00fccretli \u00e7al\u0131\u015fanlar yoksulla\u015fmakta; Artan i\u015fsizlik \u00fccretlerin d\u00fc\u015f\u00fcr\u00fclme bask\u0131s\u0131n\u0131 yaratmaktad\u0131r. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">TMMOB\u2019nin son yapt\u0131\u011f\u0131\u00a0m\u00fchendis, mimar, \u015fehir planc\u0131s\u0131\u00a0(M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131) profil ara\u015ft\u0131rmas\u0131nda da \u00fccretlerin 700 liradan ba\u015flad\u0131\u011f\u0131, ayr\u0131ca son krizle beraber M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131 i\u015fsizlik oran\u0131n\u0131n %25, gen\u00e7 M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131 i\u015fsizlik oran\u0131n\u0131n ise %30\u2019lara kadar \u00e7\u0131kt\u0131\u011f\u0131 g\u00f6r\u00fclmektedir.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">Hali haz\u0131rda yasal asgari \u00fccret t\u00fcm\u00a0\u00e7al\u0131\u015fanlar\u0131n (meslek fark\u0131 g\u00f6zetmeksizin) alabilece\u011fi en d\u00fc\u015f\u00fck \u00fccret olarak uygulanmaktad\u0131r. Yasal asgari \u00fccretin d\u00fc\u015f\u00fckl\u00fc\u011f\u00fc m\u00fchendis, mimar ve planc\u0131lar\u0131n ald\u0131\u011f\u0131 \u00fccretleri de giderek daha \u00e7ok belirlemektedir. Asgari \u00fccreti, insanca ya\u015fanabilir bir \u00fccret yani; bar\u0131nma, beslenme, \u0131s\u0131nma, enerji, su, ula\u015f\u0131m, e\u011fitim, sa\u011fl\u0131k, k\u00fclt\u00fcr vb gibi ihtiya\u00e7lar\u0131n\u0131n kar\u015f\u0131lanabilece\u011fi bir \u00fccret olarak tan\u0131mlarsak, genel olarak belirlenen yasal asgari \u00fccret t\u00fcm \u00e7al\u0131\u015fanlar i\u00e7in birlikte ele al\u0131nmal\u0131d\u0131r. Asgari \u00fccret m\u00fccadelesi, t\u00fcm emek\u00e7ilerin birle\u015fik ve \u00f6rg\u00fctl\u00fc m\u00fccadelesi ile m\u00fcmk\u00fcn olabilir. Yasal asgari \u00fccretin emek\u00e7ilerin \u00e7o\u011funlu\u011fu i\u00e7in daha da d\u00fc\u015f\u00fcr\u00fclmesi anlam\u0131na gelecek olan b\u00f6lgesel asgari \u00fccret vb. uygulamalara kar\u015f\u0131 durulmal\u0131d\u0131r. Yasal asgari \u00fccretin \u00e7al\u0131\u015fanlar\u0131n aileleriyle birlikte, insanca ya\u015fayabilece\u011fi bir seviyeye \u00e7\u0131kar\u0131lmas\u0131 i\u00e7in TMMOB, di\u011fer ilerici meslek \u00f6rg\u00fctleri, sendikalar ve halk \u00f6rg\u00fctleriyle birlikte bir program \u00e7er\u00e7evesinde m\u00fccadele etmelidir.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">TMMOB ve ba\u011fl\u0131\u00a0 odalar, insanca ya\u015fan\u0131labilecek bir asgari \u00fccreti \u00fcyelerinin b\u00fcy\u00fck \u00e7o\u011funlu\u011funu olu\u015fturan \u00fccretli m\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131n\u0131n ya\u015fam ko\u015fullar\u0131n\u0131n d\u00fczeltilmesi i\u00e7in, yetkilerini kullanarak belirlemeli, asgari \u00fccret olarak ilan etmeli ve uygulanmas\u0131 i\u00e7in \u00e7al\u0131\u015fmal\u0131d\u0131r.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">TMMOB \u201c<em>her t\u00fcrl\u00fc mimarl\u0131k ve m\u00fchendislik hizmetlerinin, \u00fclkenin, mesle\u011fin ve tekni\u011fin ihtiya\u00e7 ve menfaatlerine uygun bir \u015fekilde tan\u0131m\u0131n\u0131, uygulanmas\u0131n\u0131, koordinasyonunu ve geli\u015fimini temin ve \u00fclke \u00e7ap\u0131nda denetiminin sa\u011flanmas\u0131 amac\u0131 ile <\/em>\u201d (TMMOB Mimarl\u0131k-M\u00fchendislik Hizmetleri ve Asgari \u00dccret-Asgari \u00c7izim ve D\u00fczenleme Esaslar\u0131 Y\u00f6netmeli\u011fi) asgari \u00fccret ve asgari \u00e7izim bedelleri belirlemi\u015ftir. B\u00f6ylece m\u00fchendis eme\u011finin de\u011ferini korumaya \u00e7al\u0131\u015fmaktad\u0131r. Ancak bu bedeller Serbest M\u00fc\u015favir M\u00fchendis \/ Mimarlar\u0131n (SMM) \u00fccretleriyle s\u0131n\u0131rl\u0131d\u0131r ve uygulamada ciddi sorunlarla kar\u015f\u0131la\u015f\u0131lmaktad\u0131r. \u00dccretli \u00e7al\u0131\u015fan \u00fcyelere d\u00f6n\u00fck olarak da \u00e7al\u0131\u015fma yap\u0131lmas\u0131 bir ihtiya\u00e7t\u0131r. Bu konuda 1998 TMMOB Demokrasi Kurultay\u0131nda <em>\u201cTMMOB ve ba\u011fl\u0131 Odalar\u0131n ortak mesleki denetim kriterlerinin belirlenmesini, sadece serbest m\u00fchendislik-mimarl\u0131k hizmetleri i\u00e7in de\u011fil t\u00fcm m\u00fchendislik-mimarl\u0131k hizmetleri i\u00e7in de (\u00f6zel sekt\u00f6rde \u00fccretli, \u015fantiyeci vb.) asgari \u00fccret tarifesi belirlenmesi\u201d<\/em> karar olarak kayda ge\u00e7mi\u015ftir.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">Emek g\u00fcc\u00fcn\u00fcn de\u011fersizle\u015fmesine uygun bi\u00e7imlenen insan kaynaklar\u0131n\u0131n yeni politikas\u0131 ile toplumsal bir b\u00fct\u00fcne ve kolektif bilince dair dayan\u0131\u015fma k\u00fclt\u00fcr\u00fc iyice \u00e7\u00f6z\u00fclm\u00fc\u015f ve \u201cfarkl\u0131l\u0131\u011f\u0131n\u201d \u00f6ne \u00e7\u0131kar\u0131lmas\u0131yla \u00fccretler bireyselle\u015ftirilmi\u015ftir. Hi\u00e7 kimsenin di\u011ferinin \u00fccretini bilmemesi istenmekte, herkese ayr\u0131 \u00f6deme d\u00fczeni, \u00fccretler aras\u0131 kutupla\u015fmalar, imtiyazl\u0131 \u00fccret gruplar\u0131 olu\u015fturulmaktad\u0131r. Asgari \u00fccreti belirlemek i\u00e7in TMMOB b\u00fcnyesinde merkezi asgari \u00fccret komisyonu kurulur. Asgari \u00fccret komisyonu, asgari \u00fccreti belirlerken, yoksulluk s\u0131n\u0131r\u0131 olarak da bilinen 4 ki\u015filik ailenin asgari ya\u015fam endeksini esas al\u0131r. Bu endeksi d\u00fczenli \u00f6l\u00e7\u00fcmlerle g\u00fcnceller. \u00dcye kitlesinin nitelikli emek g\u00fcc\u00fc niteli\u011fi g\u00f6z \u00f6n\u00fcne al\u0131narak, mesleki geli\u015fim endeksi ve sosyal k\u00fclt\u00fcrel geli\u015fim endeksi asgari ya\u015fam endeksine eklenerek asgari \u00fccret belirlenir. <\/em><\/span><\/li>\n<li><span style=\"font-family: Times New Roman; font-size: medium;\"><em>Asgari \u00fccretin uygulanabilmesi i\u00e7in yayg\u0131n duyurusu yap\u0131larak, insanca ya\u015fanabilecek asgari \u00fccret\u201d bilinci olu\u015fturulur. Odalar t\u00fcm proje onay\u0131, belge verme gibi uygulamalar\u0131nda asgari \u00fccrete uygunluk arar. Be\u015feri sermaye teorisi olarak da bilinen \u2018 kendisine yat\u0131r\u0131m yapan birey kazan\u0131r, yapmayan kaybeder\u2019 anlay\u0131\u015f\u0131 kriz ile beraber art\u0131k tart\u0131\u015f\u0131l\u0131r olmu\u015ftur. Kriz M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131n\u0131n i\u00e7inde bulundu\u011fu t\u00fcm nitelikli i\u015fg\u00fcc\u00fcne g\u00f6stermi\u015ftir ki \u2018 kendisine yat\u0131r\u0131m yapan birey de i\u015fsiz kalabilmekte, i\u015fyerinde vazge\u00e7ilmez olan konumumuz bir anda yerle bir olup i\u015fveren a\u00e7\u0131s\u0131ndan kimsenin vazge\u00e7ilmez olmad\u0131\u011f\u0131 ger\u00e7e\u011fi ile y\u00fczle\u015filebilmektedir.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">M\u00fchendis mimar ve \u015fehir planc\u0131lar\u0131\u00a0gerek \u00fcretim s\u00fcrecindeki konumlan\u0131\u015flar\u0131\u00a0 gerekse \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131n bu g\u00fcn geldi\u011fi nokta a\u00e7\u0131s\u0131ndan proleterle\u015fmektedir. M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131 \u00e7al\u0131\u015fma alanlar\u0131 a\u00e7\u0131s\u0131ndan do\u011frudan \u00fcretim ili\u015fkileri i\u00e7erisinde bulunduklar\u0131 i\u00e7in asl\u0131nda s\u0131n\u0131fsal \u00e7eli\u015fkileri i\u015f ya\u015fam\u0131nda b\u00fct\u00fcn \u00e7\u0131plakl\u0131\u011f\u0131 ile g\u00f6rebilmekte, ancak ait olmad\u0131\u011f\u0131 bir s\u0131n\u0131f\u0131n temsilcisi olarak kendilerini konumland\u0131rmaktad\u0131rlar.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131n\u0131n s\u0131n\u0131f alg\u0131s\u0131nda iki yan\u0131lsama bulunmaktad\u0131r. Bunlardan birincisi, kendisini \u00fcretim s\u00fcrecindeki yeri ile de\u011fil dola\u015f\u0131m alan\u0131 \u00fczerinden yani t\u00fcketim olanaklar\u0131 ve standartlar\u0131 ile kendisini s\u0131n\u0131fland\u0131rmaktad\u0131r. \u0130kinci yan\u0131lsama ise kariyerizm yan\u0131lsamas\u0131d\u0131r. M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131 t\u00fcm \u00e7al\u0131\u015fma ya\u015famlar\u0131n\u0131 kariyerlerini geli\u015ftirerek s\u0131n\u0131f atlayacaklar\u0131 umudu ile ge\u00e7irmekte ancak \u00e7ok k\u00fc\u00e7\u00fck bir kesimi bu hayallerini ger\u00e7ekle\u015ftirebilmektedir. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">\u00d6zelle\u015ftirmeler sebebi ile i\u015fsizle\u015fen, krizle beraber \u00fccretleri bask\u0131lanan ve i\u015fsizlik tehdidi ile ekonomik ve sosyal haklar\u0131 s\u00fcrekli gerileyen, esnek ve g\u00fcvencesiz \u00e7al\u0131\u015fma y\u00f6ntemleri ile \u00e7al\u0131\u015fma ko\u015fullar\u0131 giderek k\u00f6t\u00fcle\u015fen m\u00fchendis mimar ve \u015fehir planc\u0131lar\u0131n\u0131n \u00e7al\u0131\u015fma ya\u015fam\u0131ndaki sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fcm\u00fc noktas\u0131nda bir \u00fcst \u00f6rg\u00fct olarak TMMOB\u2019ne b\u00fcy\u00fck g\u00f6revler d\u00fc\u015fmektedir.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">TMMOB\u2019nin yapt\u0131\u011f\u0131 son M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131 profil ara\u015ft\u0131rmas\u0131nda \u00fcyelerinin. %48\u2019i \u201cMeslekta\u015flar\u0131n ekonomik ve sosyal haklar\u0131n\u0131 koruyucu\/geli\u015ftirici politikalar \u00fcretmesi\u201d konusunda TMMOB\u2019ni ba\u015far\u0131s\u0131z bulmaktad\u0131r. Bu sebeple TMMOB b\u00fcnyesinde \u00fcyelerini i\u015f yasalar\u0131ndaki haklar\u0131 konusunda bilin\u00e7lendirecek, ya\u015fan\u0131lan hak kay\u0131plar\u0131nda \u00fcyelerine \u00fccretsiz hukuki dan\u0131\u015fmanl\u0131k ve destek verecek kurumsal bir yap\u0131ya ihtiya\u00e7 duyulmaktad\u0131r. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">\u0130l Koordinasyon Kurullar\u0131\u2019n\u0131n g\u00fc\u00e7lendirilmesi ortak m\u00fccadele a\u00e7\u0131s\u0131ndan \u00f6ne \u00e7\u0131karken, meclis benzeri yap\u0131lar\u0131n her d\u00fczeyde olu\u015fturulmas\u0131 demokratik kat\u0131l\u0131m\u0131 art\u0131racakt\u0131r. M\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131n\u0131n dar mesleki bak\u0131\u015flardan kurtar\u0131l\u0131p kendi i\u00e7lerinde ve di\u011fer emek\u00e7ilerle birli\u011finin sa\u011flanmas\u0131 i\u00e7in TMMOB i\u015fyeri temsilcilikleri ve sanayi b\u00f6lgelerinde k\u00fc\u00e7\u00fck ve orta \u00f6l\u00e7ekli i\u015fletmelerde \u00e7al\u0131\u015fan m\u00fchendis, mimar, \u015fehir planc\u0131lar\u0131 i\u00e7in de TMMOB B\u00f6lge Temsilcili\u011fi \u00f6rg\u00fctlenmesi bunun en \u00f6nemli ara\u00e7lar\u0131 olacakt\u0131r.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">\u0130llerde TMMOB i\u015fyeri ve b\u00f6lge temsilciliklerini \u0130KK\u2019lar b\u00fcnyesinde kurulmal\u0131 ve \u0130KK\u2019larda temsilleri sa\u011flanmal\u0131d\u0131r. \u0130llerde ve T\u00fcrkiye genelinde i\u015fyeri ve b\u00f6lge temsilcileri kurullar\u0131 olu\u015fturulmal\u0131d\u0131r. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">TMMOB \u00fcyelerinin yakla\u015f\u0131k %70\u2019ini, \u00fcye olmayanlar\u0131n ise %94\u2019 \u00fcn\u00fc olu\u015fturan \u00dccretli ve i\u015fsiz m\u00fchendis mimar ve \u015fehir planc\u0131lar\u0131n\u0131n \u00e7al\u0131\u015fma ya\u015fam\u0131nda kar\u015f\u0131la\u015ft\u0131klar\u0131 ekonomik ve sosyal sorunlar konusunda yasa ve y\u00f6netmeliklerinin de kendisine verdi\u011fi yetkiler ile etkin \u00e7al\u0131\u015fmalar y\u00fcr\u00fctebilir. Ancak ekonomik demokratik ve sosyal m\u00fccadele \u00f6rg\u00fct\u00fcn\u00fcn \u2018sendika\u2019 oldu\u011fu unutulmamal\u0131, TMMOB\u2019ye sendika misyonu y\u00fcklenilmemelidir. B\u00fct\u00fcn bir kurultay boyunca M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131n\u0131n \u00e7al\u0131\u015fma ya\u015fam\u0131ndaki sorunlar\u0131na y\u00f6nelik \u00fcretilen t\u00fcm \u00e7\u00f6z\u00fcm \u00f6nerileri ve TMMOB\u2019ne d\u00fc\u015fen g\u00f6revler asl\u0131nda m\u00fchendis mimar ve \u015fehir planc\u0131lar\u0131n\u0131n ekonomik ve sosyal m\u00fccadelesinin as\u0131l mecras\u0131na yani sendikal alana ak\u0131t\u0131lmas\u0131 i\u00e7in bir k\u00f6pr\u00fc niteli\u011findedir. Hat\u0131rlanacak olursa T\u00d6BDER e\u011fitim emek\u00e7ilerinin sendikala\u015fma m\u00fccadelesinde bir basamak g\u00f6revi g\u00f6rm\u00fc\u015f sendika kuramayan e\u011fitim emek\u00e7ileri dernekle\u015ferek ba\u015flad\u0131klar\u0131 m\u00fccadelesini sendikala\u015fmaya ilerletebilmi\u015ftir. Bug\u00fcn TMMOB\u2019de m\u00fchendislerin sendikala\u015fmas\u0131 konusunda benzer bir misyonu edinebilir.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">M\u00fchendis mimar ve \u015fehir planc\u0131lar\u0131n\u0131n sendikala\u015fmas\u0131\u00a0konusunda ciddi sorunlar oldu\u011fu bir ger\u00e7ektir. Hem m\u00fchendisler s\u0131n\u0131f alg\u0131lar\u0131ndaki yan\u0131lsama sebebi ile kendisini i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n yan\u0131nda hissetmemekte ve i\u015f\u00e7i sendikalar\u0131na yakla\u015fmamakta, hem de i\u015f\u00e7i sendikalar\u0131 m\u00fchendisleri \u00f6rg\u00fctlemek konusunda ciddi bir \u00e7aba i\u00e7ine girmekten -bir iki istisna d\u0131\u015f\u0131nda- ka\u00e7\u0131nmaktad\u0131r. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">Ancak unutulmamal\u0131d\u0131r ki 4857 say\u0131l\u0131 yasada sadece i\u015f\u00e7i ve i\u015fveren tarifleri yap\u0131lm\u0131\u015f, i\u015fin tamam\u0131n\u0131 sevk ve idare eden i\u015fveren vekilleri d\u0131\u015f\u0131ndaki t\u00fcm \u00fccretli \u00e7al\u0131\u015fanlar yasalarda i\u015f\u00e7i stat\u00fcs\u00fcnde tan\u0131mlanm\u0131\u015ft\u0131r. Bu a\u00e7\u0131dan m\u00fchendislerin i\u015f\u00e7i sendikalar\u0131na \u00fcye olmalar\u0131 i\u015f\u00e7i sendikalar\u0131n\u0131 da g\u00fc\u00e7lendirecektir.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131n\u0131n sendikala\u015fmas\u0131n\u0131n \u00f6n\u00fcndeki \u00f6nemli engellerden biri de toplu s\u00f6zle\u015fmelerde kapsam d\u0131\u015f\u0131 personel olarak g\u00f6r\u00fcl\u00fcyor olmalar\u0131d\u0131r. Ancak Toplu s\u00f6zle\u015fmelerde i\u015fverenler Mimar ve \u015eehir Planc\u0131lar\u0131n\u0131 kapsam d\u0131\u015f\u0131 personel stat\u00fcs\u00fcne sokmaya \u00e7al\u0131\u015fmaktad\u0131rlar. \u00d6zellikle sendikala\u015fma yasas\u0131n\u0131n g\u00f6r\u00fc\u015f\u00fcld\u00fc\u011f\u00fc bu g\u00fcnlerde TMMOB \u00fcyelerinin kapsam d\u0131\u015f\u0131 personel g\u00f6r\u00fclmesine kar\u015f\u0131 m\u00fccadele etmeli, \u00fcyelerini kapsam d\u0131\u015f\u0131 personel stat\u00fcs\u00fcne girmedikleri konusunda bilin\u00e7lendirmelidir. Her ne kadar de\u011fi\u015ftirilecek olan yasan\u0131n metinleri sendikalara dahi hala iletilmemi\u015f olsa da TMMOB\u2019de sendikalar yasas\u0131nda taraf oldu\u011funu a\u00e7\u0131klamal\u0131 ve sendikalar ile beraber bu masaya oturup sendika yasas\u0131ndaki \u00fclke baraj\u0131, toplu s\u00f6zle\u015fme s\u0131n\u0131r\u0131 gibi \u00f6rg\u00fctlenme \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fc k\u0131s\u0131tlay\u0131c\u0131 maddelerin kald\u0131r\u0131lmas\u0131 i\u00e7in m\u00fccadele etmelidir.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">Asl\u0131nda kamu i\u015fyerlerinde m\u00fchendis mimar ve \u015fehir planc\u0131lar\u0131n\u0131n sendikala\u015fmas\u0131\u00a0 konusunda ileri ad\u0131mlar at\u0131lm\u0131\u015f, KESK\u2019e ba\u011fl\u0131 pek \u00e7ok sendikada m\u00fchendisler \u00fcye olup y\u00f6netim kadrolar\u0131nda bulunmu\u015f hatta kurucu \u00fcyelik misyonlar\u0131n\u0131 bile \u00fcstlenmi\u015ftir. Bug\u00fcn ihtiyac\u0131m\u0131z olanda kamuda yarat\u0131lm\u0131\u015f olan bu s\u00fcreci ileri ta\u015f\u0131yabilmek, \u00fcyelerimizin \u00e7o\u011funlu\u011funu olu\u015fturan \u00f6zel sekt\u00f6rde de \u00fcyelerimizin \u00e7al\u0131\u015ft\u0131klar\u0131 i\u015fkolundaki i\u015f\u00e7i sendikalar\u0131na \u00fcye olmalar\u0131n\u0131 sa\u011flayacak bir seferberlik hali yaratmakt\u0131r. M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131nda sendikala\u015fma bilincinin yarat\u0131lmas\u0131 i\u00e7in TMMOB iyi bir zemin olarak tariflenebilir. Bu sebeple TMMOB\u2019nin \u00fcyelerinin \u00e7al\u0131\u015ft\u0131\u011f\u0131 i\u015fkollar\u0131nda \u00f6rg\u00fctlenen sendikalar ile birlikte m\u00fchendislerin de bu sendikalara \u00fcye olmas\u0131 i\u00e7in ortak \u00e7al\u0131\u015fmalar y\u00fcr\u00fctmeli, hem merkezi hem de iller baz\u0131nda koordinasyon merkezleri olu\u015fturulmal\u0131d\u0131r.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">Burada TMMOB tarihine bir g\u00f6nderme yapmakta yarar vard\u0131r.<em>19 Eyl\u00fcl 1979\u2019da TMMOB taraf\u0131ndan, \u00fccret ve \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131n iyile\u015ftirilmesi, grevli, toplu s\u00f6zle\u015fmeli sendikal haklar ve teknik hizmetin emek\u00e7i halka sunulmas\u0131 talepleriyle, 54 ilde 736 i\u015fyerinde 100 binden fazla m\u00fchendis ve mimar\u0131n kat\u0131l\u0131m\u0131yla b\u00fcy\u00fck i\u015f b\u0131rakma eylemi ger\u00e7ekle\u015ftirildi. 19 Eyl\u00fcl 1979, TMMOB tarihinde \u00fccretli m\u00fchendis, mimar, \u015fehir planc\u0131lar\u0131n mesleki ve toplumsal dayan\u0131\u015fmalar\u0131n\u0131n en ileri prati\u011finin sergilendi\u011fi g\u00fcn olmu\u015ftur. S\u00f6z konusu dayan\u0131\u015fma ruhuna bug\u00fcn de ihtiya\u00e7 oldu\u011fu inkar edilemez bir ger\u00e7ektir. TMMOB bu g\u00fcn\u00fc ya\u015famayan y\u00fcz binlerce \u00fcyesine m\u00fccadelenin \u00f6nemini anlatmak ve mesleki dayan\u0131\u015fman\u0131n sadece talepten \u00f6te bir anlam ta\u015f\u0131d\u0131\u011f\u0131n\u0131 hat\u0131rlatmak sorumlulu\u011fundad\u0131r. <\/em><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\">Bu dayan\u0131\u015fma,<em> \u00c7evreye, halka ve i\u015f\u00e7i s\u0131n\u0131f\u0131na kar\u015f\u0131 sorumlulu\u011funu yerine getirdi\u011fi i\u00e7in bask\u0131ya u\u011frayan, i\u015ften at\u0131lan, oda \u00f6rg\u00fctlenmesi ve sendikala\u015fma m\u00fccadelesinde bask\u0131ya u\u011frayan meslekta\u015flarla dayan\u0131\u015fmaya y\u00f6nelmeli, i\u015fverenlere bask\u0131 olu\u015fturma ve onur kurullar\u0131n\u0131 etkin \u00e7al\u0131\u015ft\u0131rma gibi faaliyetleri de hayata ge\u00e7irmelidir.<\/em><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Times New Roman; font-size: medium;\"><strong><em>Karar \u00d6nerileri: <\/em><\/strong><\/span><\/p>\n<ul>\n<li>\n<ol>\n<li><span style=\"font-family: Times New Roman; font-size: medium;\"><em>TMMOB ve Odalar d\u00fczenledikleri, kongre, kurultay, sempozyum vb t\u00fcm etkinliklerde, etkinli\u011fin hitap etti\u011fi sekt\u00f6r kapsam\u0131ndaki \u00fccretli ve i\u015fsiz M\u00fchendis Mimar ve \u015fehir Planc\u0131lar\u0131n\u0131n sorunlar\u0131n\u0131 ve \u00e7\u00f6z\u00fcm \u00f6nerilerini de ele almal\u0131d\u0131rlar.<\/em><\/span><\/li>\n<li><span style=\"font-family: Times New Roman; font-size: medium;\"><em>TMMOB y\u00f6netmeli\u011finde bulunan TMMOB i\u015fyeri temsilcilikleri hayata ge\u00e7irilmelidir. OSB\u2019 lerinde k\u00fc\u00e7\u00fck ve orta b\u00fcy\u00fckl\u00fckteki i\u015fletmelerde \u00e7al\u0131\u015fan M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131n\u0131n \u00f6rg\u00fctlenmesi i\u00e7in de TMMOB B\u00f6lge Temsilcilikleri \u0130KK\u2019 lar b\u00fcnyesinde kurulmal\u0131d\u0131r. TMMOB i\u015fyeri ve b\u00f6lge temsilciliklerinin \u0130KK\u2019 larda temsil mekanizmalar\u0131 yarat\u0131lmal\u0131. \u0130ller ve T\u00fcrkiye baz\u0131nda meclisler olu\u015fturulmal\u0131d\u0131r. <\/em><\/span><\/li>\n<li><span style=\"font-family: Times New Roman; font-size: medium;\"><em>TMMOB, \u0130l Koordinasyon Kurullar\u0131 (\u0130KK) b\u00fcnyesinde kadrolu avukat istihdam\u0131 ile hukuk birimleri kurulmal\u0131d\u0131r.
