Bu b\u00f6l\u00fcm olduk\u00e7a verimli katk\u0131 ve tart\u0131\u015fmalara sahne oldu. Tart\u0131\u015fmalar daha \u00e7ok teknik elemanlar\u0131n \u00e7al\u0131\u015fma ya\u015fam\u0131nda kar\u015f\u0131la\u015ft\u0131klar\u0131 sorunlar ve bu sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fc i\u00e7in daha g\u00fc\u00e7l\u00fc \u00f6rg\u00fctl\u00fcl\u00fcklere olan gereksinim vurgular\u0131nda yo\u011funla\u015ft\u0131. Konu\u015fmac\u0131lar yapt\u0131klar\u0131 ele\u015ftirilerde TMMOB&#8217;nin bu alanda ya\u015fanan sorunlar\u0131 \u00e7\u00f6zmek \u00fczere daha fazla \u00e7aba harcamas\u0131 gerekti\u011fini de ifade ettiler.<\/span><\/p>\n<p>35&#8217;den fazla konu\u015fmac\u0131n\u0131n s\u00f6z ald\u0131\u011f\u0131 Yerel Kurultayda Divan&#8217;a pek \u00e7ok yaz\u0131l\u0131 ve s\u00f6zl\u00fc karar \u00f6nerisi de verildi.<\/p>\n<p>Yakla\u015f\u0131k 250 m\u00fchendis, mimar ve \u015fehir planc\u0131s\u0131 ve \u00f6\u011frencinin kat\u0131ld\u0131\u011f\u0131 Yerel Kurultay saat 19:00&#8217;da sona erdi.<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000;\">\u00a0<\/span><\/p>\n<h1 id=\"kurultaydan-notlar\"><span style=\"color: #000000;\"><strong>\u00a0Kurultaydan Notlar:<\/strong><\/span><\/h1>\n<p><span style=\"color: #000000;\"><br \/>\n\u0130stanbul yerel kurultay\u0131 farkl\u0131 d\u00fc\u015f\u00fcncelerin ifade edildi\u011fi ve tart\u0131\u015f\u0131ld\u0131\u011f\u0131 bir platform oldu.<\/span><\/p>\n<p>Yerel Kurultay&#8217;da Politeknik taraf\u0131ndan haz\u0131rlanan karar \u00f6nerileri kat\u0131l\u0131mc\u0131lara da\u011f\u0131t\u0131ld\u0131. Ayr\u0131ca bu karar \u00f6nerileri divan kuruluna da yaz\u0131l\u0131 olarak sunuldu. \u00c7ok say\u0131da konu\u015fmac\u0131 da k\u00fcrs\u00fcden Politeknik&#8217;in g\u00f6r\u00fc\u015flerini aktard\u0131. Di\u011fer konu\u015fmac\u0131lar\u0131n bir \u00e7o\u011fu da buradaki \u00f6neriler \u00e7er\u00e7evesinde, lehinde veya aleyhinde konu\u015ftu.<\/p>\n<p>Kurultay&#8217;\u0131n \u00f6\u011flen aras\u0131nda kat\u0131l\u0131mc\u0131lar G\u0131da, Ziraat ve Kimya M\u00fchendisleri Odalar\u0131 taraf\u0131ndan D\u00fcnya G\u0131da G\u00fcn\u00fc nedeniyle yap\u0131lan ve g\u0131da i\u015fletmelerinde sorumlu y\u00f6neticilik konusunda yap\u0131lan de\u011fi\u015fikliklere kar\u015f\u0131 \u00e7\u0131k\u0131lan eyleme kat\u0131ld\u0131.<\/p>\n<p>Kurultay&#8217;da ifade edilen baz\u0131 g\u00f6r\u00fc\u015fler \u015f\u00f6yle:<\/p>\n<p>&#8211; T\u00fcrkiye&#8217;yi fasonculuk ve ta\u015feronluk bekliyor. M\u00fchendislik hizmetleri yerine uygulamac\u0131 durumuna gelinecek. Bu durumun a\u015f\u0131lmas\u0131 i\u00e7in siyasi bilin\u00e7 gereklidir.<\/p>\n<p>&#8211; Yap\u0131 denetiminde sorunlar \u00e7ok fazla. Do\u011fru d\u00fczg\u00fcn \u00fccret alam\u0131yoruz. Yasal d\u00fczenlemeler uluslararas\u0131 b\u00fcy\u00fck \u015firketlerin tekelle\u015fmesine olanak tan\u0131yor. Ancak \u00fcretimden gelen g\u00fcc\u00fcm\u00fcz\u00fc kullanarak sorunlara \u00e7\u00f6z\u00fcm bulabiliriz.<\/p>\n<p>&#8211; TMMOB \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fc bu kurultay\u0131 yeterince sahiplenmiyor. Odalarda \u00e7al\u0131\u015fanlar ve \u015fube y\u00f6neticilerinin \u00e7o\u011fu burada yok.<br \/>\n&#8211; M\u00fchendisler mesleki tahakk\u00fcmle kar\u015f\u0131 kar\u015f\u0131ya. Yaln\u0131zl\u0131k nedeniyle bu tahakk\u00fcme kar\u015f\u0131 \u00e7\u0131kam\u0131yor. Bu nedenle dayan\u0131\u015fma daha da \u00f6nemli. TMMOB y\u0131llard\u0131r \u00fcyelerin sorumluluklar\u0131na sesleniyor. Oysa ihtiya\u00e7lar\u0131na y\u00f6nelmeli ve \u00fcyeleri m\u00fccadeleye b\u00f6yle katmaya \u00e7al\u0131\u015fmal\u0131y\u0131z.<\/p>\n<p>&#8211; Kamuda \u00e7al\u0131\u015fanlar\u0131n farkl\u0131 stat\u00fcleri var. Bu \u00f6nemli bir sorun. Kamuda \u00e7al\u0131\u015fan m\u00fchendislerin sendika \u00fcyelikleri g\u00f6reli olarak az. Bu durumda sendikalar\u0131n \u00f6nemli eksikleri var. \u0130nsanlar\u0131n kat\u0131l\u0131m sorunu \u00f6rg\u00fctl\u00fc yap\u0131lar\u0131n yetersizli\u011finden kaynaklan\u0131yor. \u0130\u015f\u00e7i sendikalar\u0131 da \u00fcyelerden kopuk. Meslekta\u015flar\u0131m\u0131z kamudaki uygulamalara kar\u015f\u0131 \u00e7\u0131kam\u0131yor. Kamuda i\u015fyeri temsilcilikleri kurulmal\u0131. Kamuda \u00e7al\u0131\u015fan m\u00fchendislerin oda \u00fcyeli\u011finin zorunlu olmas\u0131 m\u00fccadelesi verilmeli.<\/p>\n<p>&#8211; G\u0131da i\u015fletmelerinde sorumlu y\u00f6neticilik konusunda yap\u0131lmaya \u00e7al\u0131\u015f\u0131lan de\u011fi\u015fiklikler 15 bin g\u0131da, ziraat ve kimya m\u00fchendisinin i\u015fsiz kalmas\u0131na yol a\u00e7acak. \u015eu anda da \u00e7al\u0131\u015fma ko\u015fullar\u0131 sorunlu. Meslekta\u015flar\u0131m\u0131za bir \u00e7ok farkl\u0131 sorumluluklar y\u00fckleniyor, d\u00fc\u015f\u00fck \u00fccretli \u00e7al\u0131\u015ft\u0131r\u0131l\u0131yor. Ancak yeni uygulamalar kitlesel i\u015fsizli\u011fe yol a\u00e7acak.<\/p>\n<p>&#8211; M\u00fchendislerin sendikala\u015fmas\u0131 i\u00e7in \u00f6nayak olmal\u0131y\u0131z. Odalarda \u00e7al\u0131\u015fanlar\u0131n sendikala\u015fmas\u0131n\u0131 \u00f6zendirme karar\u0131 almal\u0131y\u0131z. Odalardaki m\u00fchendisler sendikal\u0131 de\u011fil. Bunlara da \u00f6zendirici olmal\u0131y\u0131z. Dayan\u0131\u015fma \u00f6nemli. Oda gelirlerinden %1-2 katk\u0131 ile Fon kurulmas\u0131 yararl\u0131 olur. Odalar\u0131n ortak hukuk b\u00fcrosu kurulmal\u0131 ve TMMOB Organize Sanayi B\u00f6lgesi Temsilcilikleri olu\u015fturulmal\u0131.<\/p>\n<p>&#8211; Bizler \u00f6\u011frenciler olarak gelece\u011fimizin \u00fccretlilik ve i\u015fsizlik oldu\u011funu biliyoruz. Bizim gelecekteki \u00f6nemli sorunlar\u0131m\u0131zdan birisi de yetkin m\u00fchendislik uygulamas\u0131n\u0131n yarataca\u011f\u0131 engellerdir.<\/p>\n<p>&#8211; \u00c7\u00f6z\u00fcmler \u00fczerinde yo\u011funla\u015fmal\u0131y\u0131z. Yapt\u0131\u011f\u0131m\u0131z Oda y\u00f6netimleri ara\u015ft\u0131rmas\u0131nda y\u00f6neticilerin %55&#8217;inin SMM ve i\u015fveren %14&amp;\u00fcn\u00fcn \u00fccretli oldu\u011funu tespit ettik. Y\u00f6neticilerin de\u011fi\u015fmesi gerekli. orman M\u00fchendisleri Odas\u0131 yeni mezunlar\u0131n ilk 1 y\u0131ll\u0131k \u00e7al\u0131\u015fmas\u0131n\u0131n staj say\u0131lmas\u0131 ve sigortas\u0131z \u00e7al\u0131\u015ft\u0131r\u0131lmalar\u0131na d\u00f6n\u00fck uygulama ba\u015flatt\u0131. TMMOB&#8217;nin onay\u0131 olmadan bu konudaki y\u00f6netmeli\u011fini yay\u0131nlayamazd\u0131.<\/p>\n<p>&#8211; \u00dcniversitelerde i\u015fyeri temsilcilikleri olu\u015fturulmal\u0131d\u0131r. Yetkin m\u00fchendislikten vazge\u00e7ilmelidir. TMMOB \u00fcniversite Dan\u0131\u015fma Kurullar\u0131nda yeralmamal\u0131d\u0131r.<\/p>\n<p>&#8211; Merkezi \u00f6rg\u00fctlenme komisyonu kurulmal\u0131d\u0131r.<\/p>\n<p>&#8211; \u0130\u015fsizli\u011fin nedeni a\u015f\u0131r\u0131 say\u0131da mezun olmas\u0131. TMMOB bu konuda hi\u00e7 m\u00fccadele etmedi. Di\u011fer meslek odalar\u0131 bu m\u00fccadeleyi y\u00fcr\u00fctt\u00fc. Di\u011fer i\u015fsizlerin sorunlar\u0131 bizi ilgilendirmez. Onlar\u0131n sorunlar\u0131yla ilgilenmek isteyen siyasi partilere gitsin.<\/p>\n<p>&#8211; Biz Bursa&#8217;da yayg\u0131n bir \u00e7al\u0131\u015fma y\u00fcr\u00fctmeye \u00e7al\u0131\u015ft\u0131k. Ancak yerel kurultaya yeterli kat\u0131l\u0131m sa\u011flayamad\u0131k. Bununla birlikte hukuk b\u00fcrosu \u00f6nerisi yo\u011fun ilgi g\u00f6rd\u00fc.<\/p>\n<p>&#8211; Belgelendirme ve ya\u015fam boyu e\u011fitim burjuvazinin ihtiyac\u0131d\u0131r. Belgelendirme, m\u00fchendis eme\u011finin de\u011fersizle\u015ftirilmesi s\u00fcrecinin bir par\u00e7as\u0131d\u0131r.<\/p>\n<p>&#8211; M\u00fchendisler pratikte haftal\u0131k 60-70 saat \u00e7al\u0131\u015f\u0131yor. 35 saat \u00f6nerisini bir yana b\u0131rak\u0131p, 45 saatlik \u00e7al\u0131\u015fma haftas\u0131n\u0131n uygulanmas\u0131n\u0131 sa\u011flamak ve fazla mesai \u00fccreti al\u0131nmas\u0131n\u0131 sa\u011flamak \u00fczerinde durulmal\u0131. M\u00fchendislerin g\u00f6rev tan\u0131mlar\u0131 \u00fczerinde durulmal\u0131. Asgari \u00fccret yerine \u00fccret dengesizli\u011fi \u00fczerinde durulmal\u0131.<\/p>\n<p>&#8211; TMMOB bilimsel, demokratik, \u00f6zerk \u00fcniversite m\u00fccadelesini daha aktif vermeli. Kamusal denetim savunulmal\u0131 ve somutlanmal\u0131. T\u00fcm birimlerde profesyonel \u00f6rg\u00fctlenme kadrolar\u0131 olmal\u0131 ve b\u00f6lge temsilcilikleri ve komisyonlarla koordineli olarak \u00e7al\u0131\u015fmalar y\u00fcr\u00fct\u00fclmelidir. Kad\u0131n meslekta\u015flar olarak e\u015fde\u011fer i\u015fe e\u015fit \u00fccret, kad\u0131n \u00e7al\u0131\u015fan say\u0131s\u0131na bak\u0131lmaks\u0131z\u0131n i\u015fyerlerine kre\u015f zorunlulu\u011fu getirilmesi \u00f6nerilerimiz var.<\/p>\n<p>&#8211; M\u00fchendisler i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n par\u00e7as\u0131 olduklar\u0131n\u0131 bilmeliler.<\/p>\n<p>&#8211; TMMOB&#8217;nin g\u00fcndeminde \u00fccretliler yok. Mevcut y\u00f6neticiler de\u011fi\u015fmeli. T\u00fcz\u00fckte \u00fccretlilerin y\u00f6netimde yeralmas\u0131 konulmal\u0131. M\u00fchendis asgari \u00fccreti istemek yanl\u0131\u015ft\u0131r. Asgari \u00fccretin evrensel bir tan\u0131m\u0131 vard\u0131r. TMMOB di\u011fer emek \u00f6rg\u00fctleriyle birlikte ger\u00e7ek bir asgari \u00fccret i\u00e7in m\u00fccadele etmelidir. M\u00fchendislerin e\u011fitiminden dolay\u0131 y\u00fcksek \u00fccret istemek e\u011fitimin rant\u0131n\u0131 yeme iste\u011fini g\u00f6sterir.<\/p>\n<p>&#8211; \u00c7al\u0131\u015fma saatlerinin d\u00fc\u015f\u00fcr\u00fclmesi talebinin yan\u0131nda, emeklilik ya\u015f\u0131n\u0131n 65 olmas\u0131na kar\u015f\u0131 da m\u00fccadele etmeliyiz. M\u00fchendislerin i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n par\u00e7as\u0131 oldu\u011funu s\u00f6ylemek yetmez. Bu bilincin olu\u015fmas\u0131 i\u00e7in bir m\u00fccadele hatt\u0131 olu\u015fturulmal\u0131, s\u0131n\u0131f bilincini geli\u015ftirecek talepler etraf\u0131nda m\u00fccadele edilmelidir. Sendikalar m\u00fchendislerin taleplerine de yer vermeleri i\u00e7in zorlanmal\u0131d\u0131r. M\u00fchendis asgari \u00fccreti m\u00fccadelesi de m\u00fchendislerin m\u00fccadeleye kat\u0131lmas\u0131 i\u00e7in bir ad\u0131md\u0131r. Vas\u0131fl\u0131 eme\u011fin \u00fccretini rant olarak de\u011ferlendirmek yanl\u0131\u015ft\u0131r.<\/p>\n<p>&#8211; Asgari \u00fccret tan\u0131mlamas\u0131 yap\u0131lmamal\u0131d\u0131r. \u00dccretler aras\u0131ndaki nitelik fark\u0131 asgari \u00fccret tart\u0131\u015fmas\u0131n\u0131n d\u0131\u015f\u0131ndad\u0131r. 2010 y\u0131l\u0131 \u00f6rg\u00fctlenme y\u0131l\u0131 ilan edilemildir.<\/p>\n<p>&#8211; \u00dcniversite \u00f6\u011frencilerinin zorunlu stajlar\u0131 ve bu konuda ya\u015fanan sorunlarda muhatap oda olmal\u0131d\u0131r. \u00dccretsiz ve sigortas\u0131z staj uygulamas\u0131 yanl\u0131\u015ft\u0131r.<\/p>\n<p>&#8211; Odalar\u0131n uzman bir i\u015f hukuku birimi olmal\u0131, mobbinge kar\u015f\u0131 \u00fcyelere psikolojik destek sal\u011fanmal\u0131, davalar i\u00e7in TMMOB b\u00fcnyesinde fon olu\u015fturulaml\u0131d\u0131r. \u0130\u015fyerinde psikoloji-cinsel taciz yapan m\u00fchendis mimarlar odalar taraf\u0131ndan k\u0131nanmal\u0131d\u0131r. m\u00fchendislerin \u00e7o\u011fu k\u00fc\u00e7\u00fck yerlerde \u00e7al\u0131\u015ft\u0131\u011f\u0131ndan, sendikala\u015fmak \u00e7ok zor. Meslek \u00f6rg\u00fctleri sendikaya ihtiya\u00e7 b\u0131rakmamal\u0131d\u0131r.<\/p>\n<p>&#8211; TMMOB s\u0131n\u0131fsal durumunu netle\u015ftirmeli. Gerekirse yasal altyap\u0131s\u0131n\u0131 de\u011fi\u015ftirelim. TMMOB i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n \u00f6rg\u00fct\u00fc olmal\u0131d\u0131r.<\/p>\n<p>&#8211; \u0130\u015fyeri temsilcilikleri se\u00e7imle belirlenmeli, farkl\u0131 d\u00fc\u015f\u00fcncelerdeki insanlar da temsilci olabilmelidir. Ancak b\u00f6ylece ger\u00e7ek anlamda temsilcilikler hayata ge\u00e7er. 19 Eyl\u00fcl 1979 eylemine biz b\u00f6yle bir s\u00fcre\u00e7te kat\u0131lm\u0131\u015ft\u0131k.<\/p>\n<p>&#8211; Meslekta\u015f hata yap\u0131yorsa ceva verilmelidir. Meslek \u00f6rg\u00fctleri olarak bilimi savunmal\u0131y\u0131z. T\u00fcrkiye&#8217;de i\u015f\u00e7i s\u0131n\u0131f\u0131\u0131 diye bir kavram yok. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131yla u\u011fru\u015fmay\u0131 b\u0131rak\u0131n, kendileri u\u011fra\u015fs\u0131n. M\u00fchendisler sendikas\u0131 olmal\u0131. 1800 lirayla ge\u00e7inen adam m\u00fchendis de\u011fildir. Kendini geli\u015ftirememi\u015ftir.
