Bu sorunlar; keyfi i\u015ften \u00e7\u0131karmalar, i\u015f tan\u0131m\u0131 eksikli\u011fi, \u00fccret, i\u015f \u00fczerinde s\u00f6z\/karar hakk\u0131, \u00e7al\u0131\u015fma saatleri ve ko\u015fullar\u0131 gibi \u00e7e\u015fitlendirilebilir. \u0130\u015fsiz planc\u0131lar i\u00e7in en \u00f6nemli sorun i\u015f alanlar\u0131n\u0131n giderek daralmas\u0131, i\u015fsizli\u011fin s\u00fcrekli hale gelmesi ve kronikle\u015fmi\u015f bir sorun olarak kar\u015f\u0131m\u0131zda durmas\u0131d\u0131r. \u0130\u015fsizlik t\u00fcm planc\u0131lar i\u00e7in s\u00fcrekli bir tehdit olarak ortaya \u00e7\u0131karken, meslekta\u015flar\u0131m\u0131z zaman zaman meslek alan\u0131n\u0131n d\u0131\u015f\u0131nda i\u015fler yapmak zorunda kalabilmektedir. Geni\u015f bir kesimin i\u015fsizlik ile kar\u015f\u0131 kar\u015f\u0131ya oldu\u011fu bu durumda ise emek fiyat\u0131 d\u00fc\u015fmekte, asgari bir ya\u015fam d\u00fczeyini (bar\u0131nma, e\u011fitim, sa\u011fl\u0131k) kar\u015f\u0131lamaktan uzak miktarlarda \u00fccretler al\u0131nabilmektedir. Son 10 y\u0131la bak\u0131ld\u0131\u011f\u0131nda, planc\u0131lar\u0131n \u00e7al\u0131\u015ft\u0131\u011f\u0131 sekt\u00f6rler \u00e7e\u015fitlenmi\u015f gibi g\u00f6r\u00fcnse de, yo\u011fun \u00e7al\u0131\u015fma alanlar\u0131 olan, kamu sekt\u00f6r\u00fc\/yerel y\u00f6netimler planc\u0131 kadrosunun giderek darald\u0131\u011f\u0131 tespit edilebilir. Bunun nedenleri aras\u0131nda yeni \u00e7al\u0131\u015fma yasas\u0131n\u0131n getirdi\u011fi esnek \u00e7al\u0131\u015fma ko\u015fullar\u0131, hizmet al\u0131m ihaleleri ile plan i\u015flerinin yap\u0131lmas\u0131, norm kadro uygulamalar\u0131 ile kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n giderek azalt\u0131lmas\u0131 g\u00f6sterilebilir. <\/p>\n<p>\u015eehir planc\u0131lar\u0131n\u0131n \u00e7al\u0131\u015fma alan\u0131nda &#8211; \u00f6zellikle kamu ve yerel y\u00f6netim alanlar\u0131nda- ya\u015fad\u0131klar\u0131 bir di\u011fer \u00f6nemli sorun ise keyfi i\u015ften \u00e7\u0131karmalara ve s\u00fcrg\u00fcnlere varabilen, i\u015f tan\u0131m\u0131 d\u0131\u015f\u0131na \u00e7\u0131kan, kamu yarar\u0131n\u0131n g\u00f6zetilmedi\u011fi, planlama ilkelerinin ve meslek eti\u011finin yok say\u0131ld\u0131\u011f\u0131 kararlar kar\u015f\u0131s\u0131ndaki konumudur. Di\u011fer meslekler gibi \u015fehir planc\u0131lar\u0131n\u0131n da meslek ve topluma kar\u015f\u0131 sorumlulukla i\u015fverene kar\u015f\u0131 sorumluluk aras\u0131ndaki \u00e7eli\u015fki kar\u015f\u0131s\u0131nda meslek \u00f6rg\u00fct\u00fcn\u00fcn alaca\u011f\u0131 tav\u0131r son derece \u00f6nemlidir. <\/p>\n<p>\u00dcniversite ara\u015ft\u0131rma ve \u00f6\u011fretim \u00fcyelerinin i\u00e7inde bulunduklar\u0131 durum, gayrimenkul de\u011ferleme sekt\u00f6r\u00fcnde \u00e7al\u0131\u015fan planc\u0131lar\u0131n planlama mesle\u011finden giderek uzakla\u015fmalar\u0131, serbest b\u00fcrolarda \u00e7al\u0131\u015fan planc\u0131lar\u0131n \u00e7al\u0131\u015fma saat, \u00fccret ve ko\u015fullar\u0131, oda \u00e7al\u0131\u015fanlar\u0131n\u0131n ya\u015fad\u0131\u011f\u0131 sorunlar kar\u015f\u0131s\u0131nda herhangi bir birlikteli\u011fin ve yapt\u0131r\u0131m\u0131n olmamas\u0131 planc\u0131lar a\u00e7\u0131s\u0131ndan olduk\u00e7a \u00f6nemli konulard\u0131r.
