Bu ama\u00e7larla ilgili kurum ve kurulu\u015flara yaz\u0131l\u0131 olarak g\u00f6r\u00fc\u015flerini vermekte ve konuyu\u00a0 takip etmektedir.<\/p>\n<p>Odam\u0131z bu \u00e7er\u00e7evede; T\u00fcnel Yap\u0131m \u0130halelerinde maden m\u00fchendislerine teknik ve anahtar personel olarak yer verilmesi i\u00e7in Karayollar\u0131 ve Devlet Su \u0130\u015fleri Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2018ne, imalat haritalar\u0131n\u0131n yap\u0131m s\u00fcrecinde maden m\u00fchendislerine yer verilmesi hususunda Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2018ne, \u015fehirleraras\u0131 otoyollar ile \u015fehirlerin metro ve hafif rayl\u0131 sistemlerinin projelendirilip, projelerin uygulanmas\u0131 i\u00e7in haz\u0131rlanan ihale ve teknik \u015fartnamelerde kilit personel olarak maden m\u00fchendisi bulundurulmas\u0131 i\u00e7in Bay\u0131nd\u0131rl\u0131k ve \u0130skan Bakanl\u0131\u011f\u0131, Mahalli \u0130dareler Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc ve Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2018ne, metro, t\u00fcnel ve galeri yap\u0131m i\u015flerinde teknik personel olarak maden m\u00fchendisi bulundurulmas\u0131 hususunda B\u00fcy\u00fck\u015fehir Belediyeleri ve ilgili Valiliklere, zemin et\u00fct raporu haz\u0131rlanmas\u0131 konusunda maden m\u00fchendislerinin mevcut yetkilerinin kulland\u0131r\u0131lmas\u0131 i\u00e7in Bay\u0131nd\u0131rl\u0131k ve \u0130skan Bakanl\u0131\u011f\u0131\u2018na, maden m\u00fchendislerinin uzman yard\u0131mc\u0131s\u0131 olarak istihdam edilmesi konusunda \u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131\u2018na,\u00a0 enerji uzman yard\u0131mc\u0131s\u0131 olarak istihdam edilmesi konusunda Enerji Piyasas\u0131 D\u00fczenleme Kurumu\u2018na, Rehabilitasyon projelerinin haz\u0131rlanmas\u0131nda maden m\u00fchendislerinin yer almas\u0131 i\u00e7in Orman Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2018ne\u00a0 yaz\u0131lar yaz\u0131lm\u0131\u015ft\u0131r. Yine Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131\u2018na maden m\u00fchendisi istihdam\u0131 i\u00e7in de\u011fi\u015fik tarihlerde yaz\u0131l\u0131 olarak ba\u015fvuruda bulunulmu\u015ftur. Ayr\u0131ca bu s\u00fcre\u00e7te \u00fcyelerimizin yasal haklar\u0131n\u0131n korunmas\u0131 i\u00e7in davalar a\u00e7\u0131lm\u0131\u015f olup bu davalar devam etmektedir.<\/p>\n<p>Son zamanlarda baz\u0131 kamu kurum ve kurulu\u015flar\u0131n\u0131n kadro ve pozisyonlar\u0131na yerle\u015ftirme yapmak amac\u0131yla KPSS\u2018ye giren adaylardan tercih ba\u015fvurular\u0131 al\u0131nmaya ba\u015fland\u0131\u011f\u0131 a\u00e7\u0131klanm\u0131\u015ft\u0131r. 2009 y\u0131l\u0131 sonuna kadar kamuya al\u0131nacak m\u00fchendis, mimar ve \u015fehir planc\u0131s\u0131 olmak \u00fczere teknik hizmetler s\u0131n\u0131f\u0131na ayr\u0131lan kadro say\u0131s\u0131 ancak 650\u2018dir. Maden M\u00fchendisleri i\u00e7in ise KPSS 2009\/6 atamas\u0131nda 650 ki\u015fiden sadece 16 ki\u015fi al\u0131naca\u011f\u0131 g\u00f6r\u00fclmektedir. <\/p>\n<p>Maden M\u00fchendisleri Odas\u0131na kay\u0131tl\u0131 13500 \u00fcyenin % 40\u2018\u0131ndan fazlas\u0131 i\u015fsizdir. Bu oran yeni mezun \u00fcyelerimizde daha da y\u00fcksektir. Meclis plan ve b\u00fct\u00e7e komisyonunun 23 Kas\u0131m 2009 tarihli g\u00f6r\u00fc\u015fmesinde\u00a0 2010 y\u0131l\u0131nda memur kadrolar\u0131na, 2009 y\u0131l\u0131nda bo\u015falan kadrolar\u0131n % 25\u2018i oran\u0131nda memur al\u0131naca\u011f\u0131, s\u00f6zle\u015fmeli personel al\u0131m\u0131nda ise s\u0131n\u0131r bulunmad\u0131\u011f\u0131 kabul edilmi\u015ftir.<\/p>\n<p>\u00dcyelerinin i\u015f ve sosyal g\u00fcvenliklerini sa\u011flay\u0131c\u0131 etkinlik ve giri\u015fimlerde bulunmak, Odam\u0131z\u0131n g\u00f6revleri aras\u0131ndad\u0131r. Ancak Odam\u0131zca; zaman\u0131nda yap\u0131lmayan yat\u0131r\u0131mlarla giderek \u00fcretimleri azalan MTA, TK\u0130, TTK, ET\u0130MADEN, E\u00dcA\u015e gibi ara\u015ft\u0131r\u0131c\u0131 ve \u00fcretici kamu kurumlar\u0131 ile madencilik faaliyetlerini denetlemekle g\u00f6revli M\u0130GEM, Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131, \u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131, TCK, DS\u0130 ve di\u011fer ilgili kamu kurumlar\u0131n\u0131n g\u00f6revlerini lay\u0131k\u0131yla yerine getirmesi i\u00e7in tecr\u00fcbeli kadrolar\u0131n yeni kadrolara bilgi aktar\u0131m\u0131n\u0131 sa\u011flamak amac\u0131yla\u00a0 d\u00fczenli maden m\u00fchendisi almas\u0131 gerekti\u011fi,\u00a0 kurumlar\u0131n en \u00fcst d\u00fczey yetkilileri ile yap\u0131lan g\u00f6r\u00fc\u015fmelerde ve g\u00f6nderilen yaz\u0131larda defalarca dile getirilmi\u015f olmas\u0131na ra\u011fmen kurum yetkililerinin bu konuda bir giri\u015fimi olmad\u0131\u011f\u0131 g\u00f6zlemlenmektedir.<\/p>\n<p>Ya\u015famlar\u0131n\u0131n en g\u00fczel y\u0131llar\u0131n\u0131 m\u00fchendis olmak i\u00e7in t\u00fcketen gen\u00e7lerimizi i\u015fsiz b\u0131rakarak geleceklerini karartmak onlara yap\u0131lan en b\u00fcy\u00fck haks\u0131zl\u0131kt\u0131r. Ailelerinin s\u0131n\u0131rl\u0131 olanaklar\u0131n\u0131 zorlayarak okuyan ve maden m\u00fchendisi olmaya hak kazanan meslekta\u015flar\u0131m\u0131za i\u015f olana\u011f\u0131 yaratmak h\u00fck\u00fcmetin asli g\u00f6revleri aras\u0131ndad\u0131r. Her hafta sadece faize 1 milyar dolar kaynak ak\u0131tan siyasi iktidarlar madencilik yat\u0131r\u0131mlar\u0131na yeterince kaynak ay\u0131rmayarak bug\u00fcnk\u00fc tablonun sorumlusu olmu\u015flard\u0131r. Bug\u00fcn &#8220;biz herkese i\u015f bulmak zorunda de\u011filiz&#8221; gibi bir gerek\u00e7enin arkas\u0131na s\u0131\u011f\u0131nmak h\u00fck\u00fcmeti sorumluluktan kurtaramaz.<br \/>Madencilik sekt\u00f6r\u00fcnde yap\u0131lan \u00f6zelle\u015ftirmeler sonucunda; kamu i\u015fletmelerine ve kamu taraf\u0131ndan sa\u011flanan hizmetlere el konulmu\u015f, \u00fcretimler d\u00fc\u015fm\u00fc\u015f, istihdamda ciddi daralmalar ya\u015fanm\u0131\u015f, sekt\u00f6r\u00fcn Gayri Safi Milli Has\u0131la\u2018daki pay\u0131 (GSMH)\u00a0 azalm\u0131\u015ft\u0131r.<\/p>\n<p>Kamu kurulu\u015flar\u0131m\u0131z yat\u0131r\u0131m yap\u0131larak ve personel istihdam\u0131 ile g\u00fc\u00e7lendirilmeli, yeralt\u0131 kaynaklar\u0131m\u0131z kamu yarar\u0131 do\u011frultusunda de\u011ferlendirilmelidir.<br \/>Madencilik sekt\u00f6r\u00fcnde giderek b\u00fcy\u00fcyen i\u015fsizlik sorununun \u00e7\u00f6z\u00fcm\u00fc i\u00e7in kamu eliyle acil olarak istihdam yaratma uygulamalar\u0131 ba\u015flat\u0131lmal\u0131 ve istihdama olumlu katk\u0131lar\u0131 olacak sekt\u00f6rler, projeler desteklenmelidir.
