Yada Ezber Bozmak &#8211;  Neriman Usta \/ Elif G\u00fcven"},"content":{"rendered":"<p><font color=\"#000000\">14-15 Kas\u0131m 2009 tarihlerinde \u0130T\u00dc Mustafa Kemal anfisinde ger\u00e7ekle\u015ftirilen TMMOB \u00dccretli \u0130\u015fsiz M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131 Kurultay\u0131nda,\u00a0 Kurultay y\u00fcr\u00fctme kurulunca haz\u0131rlanan karar taslak \u00f6nerileri bro\u015f\u00fcr\u00fcnde\u00a0 \u201c\u00f6zelle\u015ftirmenin m\u00fchendis mimar ve \u015fehir planc\u0131lar\u0131 \u00fczerindeki etkileri\u201d ba\u015fl\u0131\u011f\u0131 alt\u0131nda tek madde olarak yer alan \u201c<em>TMMOB, emperyalist ba\u011f\u0131ml\u0131l\u0131k ili\u015fkilerinin b\u00fct\u00fcn y\u00f6nlerine kar\u015f\u0131 m\u00fccadeleyi; \u00fclke kaynaklar\u0131na, ba\u011f\u0131ms\u0131z bir bilim ve teknoloji politikas\u0131na dayal\u0131, planl\u0131 bir sanayile\u015fme ve kalk\u0131nma hamlesinin \u00f6rg\u00fctlenmesini savunur; \u00f6zelle\u015ftirmeye kar\u015f\u0131, ge\u00e7mi\u015fte \u00f6zelle\u015ftirilmi\u015f kurulu\u015flar\u0131n yeniden kamula\u015ft\u0131r\u0131lmas\u0131 i\u00e7ine alacak bi\u00e7imde m\u00fccadele ederek kamu kesimi yat\u0131r\u0131mlar\u0131n\u0131n sanayile\u015fme ve kalk\u0131nmaya temel olu\u015fturulmas\u0131 talebini etkinle\u015ftirerek s\u00fcrd\u00fcr\u00fcr.<\/em>\u201d\u00a0 \u015feklindeki karar \u00f6nergesi,\u00a0 uzun tart\u0131\u015fmalar sonucunda reddedildi. <br \/><\/font><\/p>\n<p> <font color=\"#000000\"><br \/>\u0130lk bak\u0131\u015fta,\u00a0 y\u0131llard\u0131r TMMOB\u2019nin sahip oldu\u011fu genel g\u00f6r\u00fc\u015f\u00fcn, kulaklar\u0131m\u0131za \u00e7ok da bildik gelen ve bu y\u00fczden \u00e7ok da sorgulamad\u0131\u011f\u0131m\u0131z bu \u00f6nergenin bug\u00fcn i\u00e7in ne anlam ifade etti\u011fini, ekonomik ve toplumsal olarak neye kar\u015f\u0131l\u0131k geldi\u011fini irdelemekte yarar var. \u00a0<\/p>\n<p>Sanayisi olmayan ve ba\u011f\u0131ms\u0131z sanayile\u015fmeyi \u00f6n\u00fcne hedef olarak koyan Cumhuriyetin ilk kadrolar\u0131, \u00fclkede bir sermaye s\u0131n\u0131f\u0131 ve birikimi bulunmad\u0131\u011f\u0131ndan devlet eliyle sanayile\u015fmeyi ba\u015flatt\u0131lar. \u0130zmir iktisat kongresinde al\u0131nan kararlar gere\u011fi ayn\u0131 zamanda bir sermaye s\u0131n\u0131f\u0131 yaratmay\u0131 da hedeflediler. \u0130lk sanayile\u015fme hamlesi\u00a0 , i\u015f\u00e7i ve k\u00f6yl\u00fc haklar\u0131n\u0131n bask\u0131 alt\u0131na al\u0131nd\u0131\u011f\u0131, hi\u00e7 tan\u0131nmad\u0131\u011f\u0131, toprak reformlar\u0131n\u0131n dile getirilip ger\u00e7ekle\u015ftirilmedi\u011fi ,siyasal hayatta tek partili d\u00f6neme kar\u015f\u0131l\u0131k gelir. Ayn\u0131 zamanda\u00a0 yeni bir ulus yaratma projesine ko\u015fut bir e\u011fitim ve ayd\u0131nlanma seferberli\u011fi ile birlikte b\u00fcrokratik \u2013teknik kadrolar\u0131 da yaratma s\u00fcrecidir. \u0130lk sanayile\u015fme do\u011frudan halk\u0131n ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131layacak ve sanayi alt yap\u0131 tesislerinin (Etibank ve S\u00fcmerbank vb.) kurulmas\u0131yla ba\u015flam\u0131\u015ft\u0131r. <br \/>2. d\u00fcnya sava\u015f\u0131 sonras\u0131 Marshall yard\u0131mlar\u0131yla, hem \u00e7ok partili sisteme ge\u00e7i\u015f, hem de yeni bir sanayile\u015fme hamlesi ile\u00a0 yerli sermaye s\u0131n\u0131f\u0131 g\u00fc\u00e7lendirilmi\u015f ve etkinle\u015fmeye ba\u015flam\u0131\u015ft\u0131r.\u00a0\u00a0 60\u2019l\u0131 y\u0131llarda\u00a0 enerji yat\u0131r\u0131mlar\u0131 ile birlikte\u00a0 t\u00fcketim mallar\u0131n\u0131n \u00fcretilmesine y\u00f6nelik do\u011frudan yabanc\u0131 sermaye\u00a0 \u00fclkeye girmi\u015f, geli\u015fen yerli sermaye\u00a0 ise kompradorla\u015fm\u0131\u015ft\u0131r.\u00a0 70\u2019li y\u0131llarda\u00a0\u00a0 d\u00fcnya ekonomik krizinden etkilenen \u00fclkemizde i\u015f\u00e7i s\u0131n\u0131f\u0131\u00a0 ekonomik ve demokratik haklar\u0131 \u015fiddetle bask\u0131lanm\u0131\u015f ve s\u0131n\u0131f m\u00fccadelesi\u00a0 en \u00fcst noktaya ula\u015fm\u0131\u015ft\u0131r. 1950 ve 1980 aras\u0131ndaki y\u0131llar, emperyalizm ile ili\u015fkilerin i\u00e7selle\u015ftirildi\u011fi, yerli sermayenin geli\u015fip g\u00fc\u00e7lendi\u011fi ,\u00a0\u00a0 k\u0131rsal n\u00fcfusun k\u0131smen \u00e7\u00f6z\u00fcld\u00fc\u011f\u00fc, i\u00e7 ve d\u0131\u015f g\u00f6\u00e7lerin ve bununla beraber yo\u011fun \u00e7arp\u0131k kentle\u015fmenin ya\u015fand\u0131\u011f\u0131 y\u0131llard\u0131r.\u00a0\u00a0 Sanayile\u015fmeyle beraber\u00a0 artan i\u015f\u00e7i kitlesinin ve s\u0131n\u0131f hareketinin yan\u0131nda yer alan ayd\u0131n ve gen\u00e7li\u011fin demokrasi ve hak\u00a0 taleplerinin y\u00fckselmesi sonucu , s\u0131n\u0131f m\u00fccadelesini bertaraf etmek amac\u0131yla 10\u2019ar y\u0131l arayla \u00fc\u00e7 askeri darbe\u00a0 ger\u00e7ekle\u015ftirilmi\u015ftir.<\/font><\/p>\n<p>&nbsp;<\/p>\n<p><font color=\"#000000\"><br \/>70 \u2018li y\u0131llara damgas\u0131n\u0131 vuran krizi a\u015fmak i\u00e7in\u00a0 kapitalizm t\u00fcm d\u00fcnyada neo liberal program\u0131 hayata ge\u00e7irmeye ba\u015flam\u0131\u015f, \u00fclkemizde de 24 ocak 1980 kararlar\u0131 ile karma ekonomik yap\u0131 terk edilmi\u015f, piyasa tek d\u00fczenleyici g\u00fc\u00e7 olarak \u00f6ne \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r. 80 sonras\u0131 d\u00f6nemin belirgin \u00f6zelliklerinden biri devlet taraf\u0131ndan yap\u0131lm\u0131\u015f olan sanayi ve alt yap\u0131 tesislerinin sermayeye devridir.\u00a0 Uluslararas\u0131 sermaye t\u00fcketim mallar\u0131 \u00fcretiminde d\u00fc\u015fen kar marjlar\u0131n\u0131\u00a0 y\u00fckseltebilmek i\u00e7in i\u015fg\u00fcc\u00fcn\u00fcn ucuz oldu\u011fu b\u00f6lgelere kaym\u0131\u015f, par\u00e7alanan\u00a0 \u00fcretim s\u00fcreci gere\u011fi \u00fclkemizde sanayi ,\u00a0 uluslararas\u0131 i\u015f b\u00f6l\u00fcm\u00fcne entegre olarak\u00a0 tedarik zincirinin par\u00e7as\u0131 haline gelmi\u015f , \u00fclke ihtiyac\u0131na y\u00f6nelik de\u011fil ihracata y\u00f6nelik \u00fcretim\u00a0 yap\u0131lmaya ba\u015flanm\u0131\u015ft\u0131r. <\/p>\n<p>K\u0131rsal alan\u0131n \u00e7\u00f6z\u00fclmesi ile kentlere do\u011fru artan\u00a0 g\u00f6\u00e7 dalgas\u0131 yeni bir yedek i\u015f\u00e7i kitlesini de ortaya \u00e7\u0131karm\u0131\u015ft\u0131r. Sermayenin rekabet edebilirli\u011finin s\u00fcrd\u00fcr\u00fclebilmesi i\u00e7in;\u00a0 emek s\u00fcreci esnekle\u015ftirilmi\u015f, g\u00fcvencesizle\u015ftirilmi\u015f ve\u00a0 ta\u015feronla\u015ft\u0131rma uygulamalar\u0131 temel \u00e7al\u0131\u015fma bi\u00e7imleri haline gelmi\u015ftir. Bu s\u00fcre\u00e7te kar marj\u0131 y\u00fcksek olan eme\u011fin yeniden \u00fcretim ( temel hizmet ) alanlar\u0131\u00a0\u00a0 AB normlar\u0131 ve Gats anla\u015fmalar\u0131 ile\u00a0 h\u0131zla piyasala\u015ft\u0131r\u0131lmaya ba\u015flanarak metala\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131\u00a0 bir yandan g\u00fcvencesiz-ve esnek \u00e7al\u0131\u015fma bi\u00e7imlerine mahkum edilirken, di\u011fer yandan eme\u011fin yeniden \u00fcretim alanlar\u0131n\u0131n da piyasala\u015ft\u0131r\u0131lmas\u0131 ile beraber ya\u015fam maliyetleri y\u00fckselmi\u015f ve \u00e7ifte s\u00f6m\u00fcr\u00fcye maruz b\u0131rak\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>Sanayile\u015fme ve kalk\u0131nma terimlerinin birlikte kullan\u0131lmas\u0131 , sanayile\u015fmenin her durumda kalk\u0131nman\u0131n \u00f6n ko\u015fulu olarak alg\u0131lanmas\u0131na yol a\u00e7maktad\u0131r. Kalk\u0131nma nedir ve kimin i\u00e7in kalk\u0131nma sorular\u0131n\u0131 kendimize sormam\u0131z gerekir.\u00a0 Kalk\u0131nma toplumun en yoksul kesimlerinden ba\u015flanarak en temel ihtiya\u00e7lar\u0131n\u0131n ( bar\u0131nma, beslenme, sa\u011fl\u0131k, temiz su, giyecek,e\u011fitim , enerji ve ya\u015fanabilir \u00e7evre )kar\u015f\u0131lanmas\u0131 durumunu tarif eder ve etmelidir. \u2018Muas\u0131r medeniyet\u2019 seviyesine ula\u015fmak olarak dillendirilen sanayile\u015fme ve kalk\u0131nma bat\u0131n\u0131n t\u00fcketim al\u0131\u015fkanl\u0131klar\u0131na ve standartlar\u0131na eri\u015fim olarak tariflenmi\u015f, ekonomi\u00a0 kapitalizmin yap\u0131s\u0131 gere\u011fi t\u00fcketim mallar\u0131 \u00fcretimi ve dola\u015f\u0131m\u0131 \u00fczerine in\u015fa edilmi\u015ftir. Bu durumda yeterli varl\u0131\u011fa ve gelire sahip olanlar (\u00a0 orta ve \u00fcst gelir gruplar\u0131) t\u00fcketim mallar\u0131na ula\u015fabilirken , di\u011fer gelir gruplar\u0131\u00a0 ula\u015famaz hale gelmi\u015ftir.\u00a0 \u201cS\u00fcrekli y\u00fcksek maddi standartlara sahip olma aray\u0131\u015f\u0131 yaln\u0131zca s\u0131n\u0131fl\u0131 toplumun en k\u00f6t\u00fc niteliklerini s\u00fcrekli \u00fcretir. Mallar\u0131n geni\u015f bir \u00e7e\u015fitlilik i\u00e7inde \u00fcretiminin s\u00fcrekli olarak art\u0131\u015f\u0131, di\u011fer etkilerinin yan\u0131nda, eme\u011fin kat\u0131 \u00e7izgilerle b\u00f6l\u00fcnmesinin s\u00fcreklili\u011fine, \u00fcretimin b\u00fcy\u00fck kurulu\u015flarda yo\u011funla\u015fmas\u0131na ve zehir sa\u00e7an sanayi merkezlerinin olu\u015fmas\u0131na yol a\u00e7ar .\u201d<em>(1)<\/em><\/p>\n<p>Kalk\u0131nmay\u0131\u00a0 toplumun en yoksul kesimlerinin dahi temel ihtiya\u00e7lar\u0131na eri\u015febilmesi olarak tarifledi\u011fimizde, bunu ger\u00e7ekle\u015ftirebilmek i\u00e7in merkezi bir planlamaya ihtiya\u00e7 vard\u0131r.\u00a0 1962 y\u0131l\u0131ndan itibaren \u00fclkemizde 5 y\u0131ll\u0131k kalk\u0131nma planlar\u0131 uygulanm\u0131\u015f ancak bu\u00a0 halk\u0131n de\u011fil sermayenin ihtiya\u00e7lar\u0131n\u0131 g\u00f6zeten planlamalar oldu\u011fundan, e\u015fitsizlikleri ve s\u0131n\u0131fsal \u00e7eli\u015fkileri de derinle\u015ftirmi\u015ftir.Sormam\u0131z gereken\u00a0 soru, kimin i\u00e7in, kim taraf\u0131ndan ve nas\u0131l planlama yap\u0131lmas\u0131 gerekti\u011fidir. Planlama, kaynaklar\u0131n s\u0131n\u0131rl\u0131 olmas\u0131 nedeniyle ayn\u0131 zamanda \u00f6nceliklerimizi belirleme y\u00f6ntemidir. \u00d6ncelikleri sermaye belirlerse, Tunceli k\u00f6ylerinde yerel se\u00e7imler \u00f6ncesinde i\u00e7me suyu ve tesisat\u0131n\u0131n olmad\u0131\u011f\u0131 evlere \u00e7ama\u015f\u0131r makinesi da\u011f\u0131t\u0131l\u0131r. Oysa Tunceli k\u00f6yl\u00fclerine\u00a0 ihtiya\u00e7lar\u0131n\u0131n neler\u00a0 oldu\u011fu ve \u00f6nceliklerini belirleyebilece\u011fi ve ger\u00e7ekle\u015ftirebilece\u011fi\u00a0 mekanizmalar yarat\u0131lm\u0131\u015f olsa idi hi\u00e7biri su tesisat\u0131n\u0131n olmad\u0131\u011f\u0131 bir eve \u00e7ama\u015f\u0131r makinesi talep etmezdi. Sovyetler Birli\u011fi \u00f6rne\u011finin bize g\u00f6sterdi\u011fi gibi halk ad\u0131na bir b\u00fcrokrat kesimin planlama yapmas\u0131 e\u015fitsizlikleri giderici bir etki yaratmad\u0131\u011f\u0131 gibi, b\u00fcrokratlar\u0131n \u00fcst bir sosyal tabaka olu\u015fturmas\u0131na ve giderek ya\u015fam standartlar\u0131n\u0131n toplumun genelinden farkl\u0131la\u015fmas\u0131 ile toplumun ger\u00e7eklerinden kopmas\u0131na ve\u00a0 \u00f6nceliklerinin de\u011fi\u015fmesine neden olmu\u015ftur.\u00a0\u00a0 Bu y\u00fczden planlama demokratik ve kat\u0131l\u0131mc\u0131 mekanizmalar olu\u015fturularak, \u00f6nceliklerini en yoksul kesimlerin ihtiya\u00e7lar\u0131n\u0131n kar\u015f\u0131lanmas\u0131, b\u00f6lgesel ve yerel e\u015fitsizliklerin giderilmesini hedeflemesi durumunda ger\u00e7ek bir kalk\u0131nmay\u0131 sa\u011flayabilir.<\/p>\n<p>Neo liberal ekonominin kurallar\u0131n\u0131n ge\u00e7erli oldu\u011fu \u00fclkemizde kamunun sanayi yat\u0131r\u0131m alanlar\u0131 do\u011frudan \u00f6zelle\u015ftirilmi\u015ftir. Temel hizmet alanlar\u0131n\u0131n piyasala\u015ft\u0131r\u0131lmas\u0131\u00a0 sonucu ise \u00f6zelle\u015ftirmeler yap\u0131lmasa dahi bu hizmetlere eri\u015fim g\u00fcvencesi\u00a0 ortadan kalkmaya ba\u015flam\u0131\u015ft\u0131r. Sorun, kamuda olsun veya olmas\u0131n , \u00fcretim sekt\u00f6rlerinde ve hizmet alanlar\u0131nda uygulanan ekonomi politikalard\u0131r. Bu nedenle kamula\u015ft\u0131rma talebi, sadece \u00f6zelle\u015ftirilen kurulu\u015flar\u0131n geri al\u0131nmas\u0131 de\u011fil, t\u00fcm\u00fcyle serbest piyasa ekonomisinden vazge\u00e7ilmesini\u00a0\u00a0 ve \u00f6ncelikle temel hizmet alanlar\u0131nda yer alan sermayenin bu alanlardan tasfiyesini de i\u00e7erecek bir kamula\u015ft\u0131rma talebi olmal\u0131d\u0131r. Neo-liberalizmin ana e\u011filimleri d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde \u00f6zelle\u015ftirme ve piyasala\u015ft\u0131rma uygulamalar\u0131ndan vazge\u00e7ilerek ger\u00e7ekle\u015ftirilecek bir kamula\u015ft\u0131rma do\u011fal olarak s\u0131n\u0131flar m\u00fccadelesi alan\u0131nda belirlenecektir.<\/p>\n<p>Kurultayda yukar\u0131daki karar \u00f6nergesinin yerine \u201cTMMOB emperyalist ba\u011f\u0131ml\u0131l\u0131k ili\u015fkilerinin b\u00fct\u00fcn y\u00f6nlerine kar\u015f\u0131 m\u00fccadeleyi savunur .\u00d6zelle\u015ftirme ve piyasala\u015ft\u0131rma uygulamalar\u0131na son verilmeli, e\u011fitim, sa\u011fl\u0131k, enerji, haberle\u015fme, bar\u0131nma, g\u0131da ve su gibi temel hizmet alanlar\u0131 ve kamusal denetimler piyasa alan\u0131ndan \u00e7\u0131kar\u0131lmal\u0131d\u0131r. Halk\u0131n bu hizmetlere eri\u015fiminin g\u00fcvence alt\u0131na al\u0131nmas\u0131 ve insanca ya\u015famaya yetecek miktar\u0131n\u0131n \u00fccretsiz sunulmas\u0131 amac\u0131 ile kamula\u015ft\u0131r\u0131lmas\u0131 i\u00e7in TMMOB di\u011fer emek \u00f6rg\u00fctleri ile beraber m\u00fccadele eder.\u201d \u00f6nerisi 2 red oyuna kar\u015f\u0131l\u0131k di\u011fer kat\u0131l\u0131mc\u0131lar\u0131n\u00a0 evet oyu vermesiyle kabul edildi.
