Yeni iktidar, Kemal Dervi\u015f\u2019in G\u00fc\u00e7l\u00fc Ekonomiye Ge\u00e7i\u015f Program\u0131\u2019n\u0131 devrald\u0131; IMF ile imzalanan anla\u015fmalar\u0131 harfiyen uygulad\u0131, yeniledi; AB ile G\u00fcmr\u00fck Birli\u011fi\u2019ni tam \u00fcyelik m\u00fczakerelerine d\u00f6n\u00fc\u015ft\u00fcrd\u00fc.<\/p>\n<p>Bu g\u00f6zlemlerin bir bilan\u00e7osu, Ba\u011f\u0131ms\u0131z Sosyal Bilimciler (BSB) taraf\u0131ndan 2007\u2019de yap\u0131ld\u0131: IMF G\u00f6zetiminde On Uzun Y\u0131l: Farkl\u0131 H\u00fck\u00fcmetler, Tek Siyaset (Yordam Kitap).<\/p>\n<p>Tam da o tarihte AKP iktidar\u0131n\u0131, \u00f6nceki d\u00f6nemden ayr\u0131\u015ft\u0131ran \u00f6zellikler ortaya \u00e7\u0131kmaya ba\u015flad\u0131. D\u00fcnya ekonomisi kriz ortam\u0131na girdi; AKP\u2019nin bolca yararland\u0131\u011f\u0131 d\u0131\u015f kaynaklar yava\u015flad\u0131; ini\u015f-\u00e7\u0131k\u0131\u015flar sonras\u0131nda ekonomi durgunla\u015ft\u0131. Durgunluk ortam\u0131nda geleneksel IMF re\u00e7eteleri yetersiz kald\u0131; art\u0131k de\u011ferin payla\u015f\u0131m\u0131nda keyf\u00ee, kapka\u00e7\u00e7\u0131 uygulamalar yayg\u0131nla\u015ft\u0131; b\u00f6l\u00fc\u015f\u00fcm sorunlar\u0131 a\u011f\u0131rla\u015ft\u0131.<\/p>\n<p>K\u0131sacas\u0131, art\u0131k, neoliberal d\u00f6nemin s\u0131radan bir uzant\u0131s\u0131 olmaktan \u00e7\u0131kan, ayr\u0131ca incelenmesi gereken \u201cAKP\u2019li Y\u0131llar\u201d s\u00f6z konusudur.  BSB\u2019nin son \u00e7al\u0131\u015fmas\u0131 bu do\u011frultuda \u00f6nemli bir ad\u0131m at\u0131yor: AKP\u2019li Y\u0131llarda Eme\u011fin Durumu (Yordam Kitap, Ekim 2015).<\/p>\n<p>Yirmi \u00fc\u00e7 sosyal bilimcinin ortakla\u015fa katk\u0131lar\u0131 ile AKP\u2019li y\u0131llar\u0131n b\u00f6l\u00fc\u015f\u00fcm ili\u015fkileri  \u00fczerinde odaklanan bu incelemeyi ku\u015fbak\u0131\u015f\u0131 g\u00f6zden ge\u00e7irelim.<\/p>\n<p>***<\/p>\n<p>2002-2014 y\u0131llar\u0131nda benzer b\u00fcy\u00fckl\u00fck ve \u00f6zellikteki \u00fclkelerle kar\u015f\u0131la\u015ft\u0131r\u0131l\u0131rsa, T\u00fcrkiye\u2019nin ortalama b\u00fcy\u00fcme h\u0131z\u0131 Asya \u00fclkelerinin gerisinde, Do\u011fu-G\u00fcney Avrupa ile Latin Amerika\u2019n\u0131n ilerisinde seyretmi\u015f; \u00f6zetle \u201corta halli\u201d kalm\u0131\u015ft\u0131r. \u0130\u015fsizlik, enflasyon, d\u0131\u015f k\u0131r\u0131lganl\u0131k g\u00f6stergeleri bak\u0131m\u0131ndan T\u00fcrkiye, kar\u015f\u0131la\u015ft\u0131r\u0131lan \u00fclke ortalamalar\u0131na g\u00f6re daha k\u00f6t\u00fc durumdad\u0131r (B\u00f6l\u00fcm I).<\/p>\n<p>BSB \u00e7al\u0131\u015fmas\u0131, bu genel saptamadan sonra, b\u00f6l\u00fc\u015f\u00fcm ili\u015fkilerine e\u011filiyor. \u0130lk a\u015famada  milli has\u0131ladaki b\u00fcy\u00fcmenin istihdam\/i\u015fsizlik g\u00f6stergelerine yans\u0131mas\u0131  inceleniyor. \u0130stihdam art\u0131\u015flar\u0131 genellikle milli gelirin gerisinde seyretmi\u015f; sonu\u00e7ta i\u015fsizlik oranlar\u0131 art\u0131\u015f e\u011filimi g\u00f6stermi\u015ftir. AKP \u00f6ncesi \u00fc\u00e7 y\u0131l\u0131 (2000-2002\u2019yi), sonraki d\u00f6nemi ikiye (2003-2008 ve 2009-2014\u2019e) ay\u0131rarak kar\u015f\u0131la\u015ft\u0131ral\u0131m. Bu \u00fc\u00e7 zaman aral\u0131\u011f\u0131nda dar anlamdaki i\u015fsizlikteki de\u011fi\u015fme (y\u00fczde olarak) 8,4 => 10,4 => 10,8\u2019dir. \u201cGeni\u015f\u201d i\u015fsizlik y\u00fczdesindeki art\u0131\u015f ise,  daha belirgindir: 12,4 => 16,4 => 18,3\u2026(B\u00f6l\u00fcm II)<\/p>\n<p>AKP\u2019li Y\u0131llarda Eme\u011fin Durumu, emek\/sermaye ili\u015fkilerini etkileyen politikalar\u0131n bir bilan\u00e7osunu da, \u201cB\u00f6l\u00fc\u015f\u00fcm \u0130li\u015fkilerine Neoliberal Sald\u0131r\u0131\u201d ba\u015fl\u0131\u011f\u0131 alt\u0131nda \u00e7\u0131kar\u0131yor  (B\u00f6l\u00fcm III).<\/p>\n<p>\u00d6nce,  AKP\u2019li y\u0131llarda \u00e7al\u0131\u015fma hukukundaki de\u011fi\u015fiklikler, 1980-2002 d\u00f6nemi ile ba\u011flant\u0131 kurularak inceleniyor.<\/p>\n<p>Bu yasal \u00e7er\u00e7eve, eme\u011fi ile ge\u00e7inen insanlar\u0131n konumunu, g\u00fcvencesizle\u015fme ve metala\u015fma do\u011frultusunda etkilemi\u015ftir. Bu y\u00f6neli\u015fler, \u0130slamc\u0131 bir muhafazak\u00e2rl\u0131k  ile uyumlu yoksulluk y\u00f6netimini \u00f6n plana \u00e7\u0131karm\u0131\u015ft\u0131r. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131 saflar\u0131nda bu egemen e\u011filimleri reddeden sert patlamalar, direnme eylemleri ger\u00e7ekle\u015fmi\u015ftir.<\/p>\n<p>Tar\u0131m sekt\u00f6r\u00fc ise, neoliberal reformlar ve uluslararas\u0131la\u015fma  ile cebelle\u015fmi\u015ftir. 2000-2002 y\u0131llar\u0131nda kabul edilen D\u00fcnya Bankas\u0131 patentli Tar\u0131m Reformu program\u0131n\u0131n uygulay\u0131c\u0131s\u0131 olan AKP, son yedi y\u0131lda tar\u0131msal destekleme \u00f6demelerini g\u00f6reli olarak a\u015f\u0131nd\u0131rm\u0131\u015ft\u0131r. Tar\u0131m\u0131n d\u00fcnya piyasalar\u0131yla b\u00fct\u00fcnle\u015fmesi sonunda s\u00f6zle\u015fmeli tar\u0131ma y\u00f6nelmek zorunda kalan \u00e7ift\u00e7i, \u00fcretim s\u00fcreci \u00fczerindeki denetimini dev tar\u0131m-g\u0131da \u015firketlerine devretmi\u015ftir.<\/p>\n<p>***<\/p>\n<p>Bu geli\u015fmelerin b\u00f6l\u00fc\u015f\u00fcm sonu\u00e7lar\u0131 nedir? AKP\u2019li Y\u0131llarda Eme\u011fin Durumu, bu soruyu ki\u015fisel gelir da\u011f\u0131l\u0131m\u0131, s\u0131n\u0131flar aras\u0131 b\u00f6l\u00fc\u015f\u00fcm g\u00f6stergeleri ve servet da\u011f\u0131l\u0131m\u0131 \u00e7er\u00e7eveleri i\u00e7inde inceliyor (B\u00f6l\u00fcm IV).<\/p>\n<p>AKP\u2019li y\u0131llarda gelir e\u015fitsizliklerinin azald\u0131\u011f\u0131 iddia ediliyor. Bu iddia, hane halk\u0131  gelir anketlerinde en y\u00fcksek gelirlerin kapsanmamas\u0131na dayanmaktad\u0131r. Bu eksiklik, Forbes\u2019un \u201cen zengin ki\u015filer T\u00fcrkiye listesi\u201d bilgileri kullan\u0131larak d\u00fczeltiliyor. Bu d\u00fczeltme, T\u00fcrkiye\u2019deki e\u015fitsizlik (Gini) g\u00f6stergelerini \u00e7arp\u0131c\u0131 oranlarda art\u0131rmaktad\u0131r.<\/p>\n<p>Milli geliri veya sekt\u00f6rel katma de\u011ferleri kapsayan ve  emek\/sermaye kar\u015f\u0131tl\u0131\u011f\u0131n\u0131 ifade eden temel b\u00f6l\u00fc\u015f\u00fcm g\u00f6stergeleri de 2002 sonras\u0131 i\u00e7in incelenmektedir. Art\u0131 de\u011fer oran\u0131, milli gelirde \u00fccret pay\u0131, \u00fccret ile emek verimi hareketleri aras\u0131ndaki makas incelendi\u011finde ayn\u0131 sonu\u00e7 elde ediliyor: AKP\u2019li y\u0131llarda i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131n g\u00f6reli durumu bozulmu\u015f; toplumsal veya sekt\u00f6rel has\u0131ladan elde etti\u011fi paylar gerilemi\u015ftir.<\/p>\n<p>T\u00fcrkiye\u2019nin di\u011fer b\u00fcy\u00fck emek\u00e7i s\u0131n\u0131f\u0131n\u0131 olu\u015fturan k\u00f6yl\u00fcl\u00fck ise, 1998-2002 y\u0131llar\u0131nda bir \u201cg\u00f6reli fiyat \u015foku\u201d ile kar\u015f\u0131la\u015fm\u0131\u015f; \u201ctar\u0131m\u0131n ticaret hadleri\u201d %38 oran\u0131nda \u00e7\u00f6km\u00fc\u015ft\u00fc. Bu \u00e7\u00f6k\u00fcnt\u00fc, AKP y\u0131llar\u0131nda hemen hemen aynen s\u00fcrd\u00fcr\u00fclm\u00fc\u015ft\u00fcr. 2013\u2019e gelindi\u011finde tar\u0131msal g\u00f6reli fiyatlar h\u00e2l\u00e2 1998\u2019in %32 alt\u0131ndad\u0131r. 2002-2014 y\u0131llar\u0131nda bu\u011fday, m\u0131s\u0131r, ay\u00e7i\u00e7e\u011fi ve pamukta \u00e7ift\u00e7inin eline ge\u00e7en fiyat hareketleri, iki temel girdi (mazot ve g\u00fcbre) maliyetlerinin gerisinde kalm\u0131\u015ft\u0131r. Dolay\u0131s\u0131yla, geriye d\u00f6n\u00fck piyasa ili\u015fkileri i\u00e7inde k\u00f6yl\u00fcl\u00fck ile (yerli\/yabanc\u0131) sanayi ve ticaret sermayesi aras\u0131ndaki kar\u015f\u0131tl\u0131k, sermaye lehine seyretmi\u015ftir.<\/p>\n<p>Hane halk\u0131 anketlerinden t\u00fcretilen s\u0131n\u0131fsal gelir da\u011f\u0131l\u0131m\u0131 bulgular\u0131, kapitalist s\u0131n\u0131f\u0131n en \u00f6nemli gelir \u00f6\u011felerinden biri olan da\u011f\u0131t\u0131lmayan k\u00e2rlar\u0131 kapsamad\u0131\u011f\u0131 i\u00e7in eksik kalmaktad\u0131r. Buna kar\u015f\u0131l\u0131k T\u00fcrkiye\u2019nin s\u0131n\u0131f haritas\u0131ndaki de\u011fi\u015fimin ana do\u011frultusunu ortaya koymaktad\u0131r.   2002-2011 y\u0131llar\u0131 i\u00e7inde T\u00fcrkiye \u00e7ok h\u0131zl\u0131 bir i\u015f\u00e7ile\u015fme s\u00fcrecinden ge\u00e7mi\u015ftir. \u00c7al\u0131\u015fan n\u00fcfus i\u00e7inde \u00fccretli n\u00fcfus, i\u015fsizlerle birlikte %54\u2019ten %69\u2019a \u00e7\u0131km\u0131\u015ft\u0131r. Bu art\u0131\u015f, b\u00fcy\u00fck \u00f6l\u00e7\u00fcde k\u00f6yl\u00fcl\u00fck ile k\u00fc\u00e7\u00fck burjuvazinin tasfiyesinden kaynaklanm\u0131\u015ft\u0131r.<\/p>\n<p>K\u0131sacas\u0131, kapitalizmin ana e\u011filimleri i\u015flemektedir.<\/p>\n<p>***<\/p>\n<p>AKP\u2019li y\u0131llarda temel b\u00f6l\u00fc\u015f\u00fcm ili\u015fkilerindeki bozulma, ikincil b\u00f6l\u00fc\u015f\u00fcm ili\u015fkileri veya  yeniden da\u011f\u0131t\u0131m mekanizmalar\u0131 ile telafi edilmi\u015f midir? Bu soru, B\u00f6l\u00fcm V\u2019te yan\u0131tlan\u0131yor. 1998-2002 ile AKP iktidar\u0131n\u0131n son alt\u0131 y\u0131l\u0131 kar\u015f\u0131la\u015ft\u0131r\u0131l\u0131yor ve belirleniyor ki \u00f6zel ve kamusal t\u00fcketimin milli gelirdeki ortalama paylar\u0131 y\u00fczde 80\u2019den y\u00fczde 85\u2019e \u00e7\u0131km\u0131\u015ft\u0131r. Bu art\u0131\u015f, yabanc\u0131 sermaye giri\u015fleri, yani artan cari i\u015flem a\u00e7\u0131\u011f\u0131 ile kar\u015f\u0131lanm\u0131\u015ft\u0131r.<\/p>\n<p>T\u00fcketim pay\u0131ndaki ilerleme, t\u00fcm s\u0131n\u0131flar\u0131 kapsad\u0131\u011f\u0131 oranda, i\u015f\u00e7i ve k\u00f6yl\u00fclerin gelir paylar\u0131ndaki erimenin t\u00fcketime yans\u0131mas\u0131 frenlenmi\u015f olmaktad\u0131r. Yani,  T\u00fcrkiye emek\u00e7ileri AKP\u2019li y\u0131llarda gelirlerini a\u015fan bir t\u00fcketim d\u00fczeyine ula\u015fabilmi\u015ftir.<\/p>\n<p>\u00d6zel t\u00fcketimdeki art\u0131\u015f, insanlar\u0131n artan bor\u00e7lanmas\u0131yla m\u00fcmk\u00fcn olmu\u015ftur. T\u00fcketici kredilerinin milli gelire oran\u0131 1998-2002 d\u00f6neminde y\u00fczde 2\u2019nin alt\u0131nda seyretmi\u015fti. Kesintisiz ve h\u0131zla y\u00fckselen bu oran AKP\u2019nin son be\u015f y\u0131l\u0131nda y\u00fczde 19\u2019a ula\u015fm\u0131\u015f; bor\u00e7lanma, \u00f6zellikle d\u00fc\u015f\u00fck gelirlilerde h\u0131zla artm\u0131\u015ft\u0131r. B\u00f6l\u00fcm IV\u2019teki servet  da\u011f\u0131l\u0131m\u0131 bulgular\u0131 g\u00f6stermi\u015ftir ki krediler,  halk s\u0131n\u0131flar\u0131n\u0131n konut m\u00fclkiyetini art\u0131rmakta; ancak, emek\u00e7ilerin finansal servet bilan\u00e7olar\u0131nda bor\u00e7lar varl\u0131klar\u0131 a\u015fmaktad\u0131r.<\/p>\n<p>B\u00f6ylece AKP iktidar\u0131, krizlerle sonu\u00e7lanan tipik bir neoliberal deformasyonu abart\u0131l\u0131 boyutlarda T\u00fcrkiye\u2019ye ta\u015f\u0131m\u0131\u015ft\u0131r: D\u0131\u015f a\u00e7\u0131klar\u0131 t\u00fcketim art\u0131\u015flar\u0131na y\u00f6neltmek ve bor\u00e7 k\u0131skac\u0131nda emek\u00e7iler\u2026<\/p>\n<p>B\u00f6l\u00fc\u015f\u00fcmdeki bozulmay\u0131 telafi eden \u201ckamusal t\u00fcketim\u201d kalemleri, sosyal g\u00fcvenlik ve sosyal yard\u0131m harcamalar\u0131n\u0131 kaps\u0131yor. Hane halk\u0131 anketlerinden ve b\u00fct\u00e7e verilerinden t\u00fcretilen bulgulara g\u00f6re, son y\u0131llarda bu kalemlerin gelir toplamlar\u0131ndaki paylar\u0131 artm\u0131\u015ft\u0131r.<\/p>\n<p>AKP iktidar\u0131 alt\u0131nda bu harcamalar\u0131n bir b\u00f6l\u00fcm\u00fc keyf\u00ee, asimetrik   \u00f6zellikler ta\u015f\u0131m\u0131\u015ft\u0131r, ama b\u00f6l\u00fc\u015f\u00fcm bozulmalar\u0131n\u0131 telafi edici bir rol de oynam\u0131\u015ft\u0131r. Ancak, BSB \u00e7al\u0131\u015fmas\u0131 madalyonun di\u011fer y\u00fcz\u00fcne de bak\u0131yor: Ayn\u0131 y\u0131llarda vergilerin milli gelire oran\u0131 y\u00fczde 17\u2019den 20\u2019ye  \u00e7\u0131km\u0131\u015f; \u00fccretlilerin gelir vergisi i\u00e7indeki pay\u0131 %44\u2019ten %59\u2019a \u00e7\u0131km\u0131\u015ft\u0131r. Dahas\u0131, d\u00fc\u015f\u00fck gelirlilere daha fazla y\u00fcklenen dolayl\u0131 vergilerin milli gelire oran\u0131 da 3 puan artm\u0131\u015ft\u0131r.<\/p>\n<p>B\u00f6ylece AKP\u2019li y\u0131llarda halk s\u0131n\u0131flar\u0131na d\u00f6n\u00fck sosyal harcamalardaki art\u0131\u015flar, ayn\u0131 s\u0131n\u0131flar\u0131n \u201cfark etmeden \u00f6dedikleri\u201d vergiler taraf\u0131ndan fazlas\u0131yla kar\u015f\u0131lanm\u0131\u015ft\u0131r. Bordro vergileri ile t\u00fcketim harcamalar\u0131 i\u00e7inde emek\u00e7i ve d\u00fc\u015f\u00fck gelirlilerin \u00f6dedi\u011fi \u00d6TV ve KDV art\u0131\u015flar\u0131  kastediliyor.<\/p>\n<p>***<\/p>\n<p>AKP\u2019li Y\u0131llarda Eme\u011fin Durumu, neoliberal d\u00f6n\u00fc\u015f\u00fcmlerin e\u011fitim ve sa\u011fl\u0131k alanlar\u0131ndaki yans\u0131malar\u0131n\u0131 da inceliyor.<\/p>\n<p>2002-2007\u2019de e\u011fitim ve  bilimde piyasac\u0131 ve gerici dayatmalar\u0131n ilk ad\u0131mlar\u0131 at\u0131lm\u0131\u015f; sonras\u0131nda bu ad\u0131mlar yasala\u015fm\u0131\u015f ve yayg\u0131n uygulamalara ge\u00e7ilmi\u015ftir. BSB \u00e7al\u0131\u015fmas\u0131, bu d\u00f6n\u00fc\u015f\u00fcmlerin art\u0131k kritik bir e\u015fi\u011fe ula\u015ft\u0131\u011f\u0131n\u0131 sapt\u0131yor; e\u011fitim sisteminin h\u0131zla laik ve bilimsel bir \u00e7izgiye \u00e7ekilmemesi halinde toplumun Orta \u00c7a\u011f karanl\u0131\u011f\u0131na s\u00fcr\u00fcklenme tehlikesini vurguluyor (B\u00f6l\u00fcm VI).<\/p>\n<p>Sa\u011fl\u0131k alan\u0131, AKP\u2019nin 2003\u2019te g\u00fcndeme getirdi\u011fi Sa\u011fl\u0131kta D\u00f6n\u00fc\u015f\u00fcm Program\u0131 taraf\u0131ndan bi\u00e7imlenmi\u015ftir. D\u00fcnya Bankas\u0131 \u00f6nerileriyle birebir \u00f6rt\u00fc\u015fen bu program, T\u00fcrkiye sa\u011fl\u0131k sisteminin piyasala\u015fmas\u0131n\u0131 hedeflemi\u015f; bu do\u011frultuda uygulamalar ba\u015flam\u0131\u015ft\u0131r. BSB \u00e7al\u0131\u015fmas\u0131, aile hekimli\u011fi, yatakl\u0131 tedavi, finansman, sa\u011fl\u0131k personeli, halk\u0131n sa\u011fl\u0131k g\u00f6stergeleri \u00fczerinde duruyor ve i\u015f kazalar\u0131 ile meslek hastal\u0131klar\u0131ndaki art\u0131\u015flar\u0131 inceliyor (B\u00f6l\u00fcm VII).<\/p>\n<p>Kitab\u0131n son b\u00f6l\u00fcm\u00fc, \u201cKentle\u015fme, Kentsel D\u00f6n\u00fc\u015f\u00fcm ve Kentsel Muhalefet\u201d ba\u015fl\u0131\u011f\u0131n\u0131 ta\u015f\u0131yor. Bu b\u00f6l\u00fcmde kapsanan konular, AKP\u2019nin burjuvaziyle ili\u015fkilerinin kritik halkalar\u0131na \u0131\u015f\u0131k tutuyor. Kamusal kent varl\u0131klar\u0131n\u0131n, \u00f6zel m\u00fclkiyete ve servet art\u0131\u015flar\u0131na d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesinin \u00f6nemi, AKP belediyelerinde ke\u015ffedilmi\u015fti;  iktidar d\u00f6neminde y\u00f6ntemler geli\u015ftirildi; sonuna kadar kullan\u0131ld\u0131; gelir ak\u0131mlar\u0131na ta\u015f\u0131nd\u0131.
