Protokole g\u00f6re Hattat Holding, \u0130BB\u2019ye \u015farts\u0131z 18 arsa ba\u011f\u0131\u015flad\u0131, buna kar\u015f\u0131l\u0131k daha \u00f6nce m\u00fch\u00fcrlenen milyar dolarl\u0131k projesi i\u00e7in onay ald\u0131.<\/p>\n<p>Cumhuriyet gazetesinin haberine g\u00f6re Hattat Holding\u2019in onay kar\u015f\u0131l\u0131\u011f\u0131nda ba\u011f\u0131\u015flad\u0131\u011f\u0131 arsalardan \u00fc\u00e7\u00fc ise \u0130BB Ba\u015fkan\u0131 Kadir Topba\u015f\u2019\u0131n B\u00fcy\u00fck\u00e7ekmece G\u00fczelce\u2019deki villas\u0131n\u0131n yan\u0131nda bulunuyor. Meseleye dair \u0130BB sessiz kal\u0131rken Hattat Holding\u2019in patronu Mehmet Hattat, \u201cProtokol\u00fc ben teklif ettim, onlar da ilgi duydu\u201d diye konu\u015ftu.<\/p>\n<p><strong>\u0130BB m\u00fch\u00fcrlemi\u015fti<\/strong><br \/>\nHattat grubundan Hema End\u00fcstri\u2019nin 2003\u2019te, Maslak\u2019ta ana caddede yap\u0131m\u0131na ba\u015flad\u0131\u011f\u0131 \u201cDiamond Of \u0130stanbul\u201d projesi imara ayk\u0131r\u0131l\u0131klar\u0131 gerek\u00e7esiyle \u0130BB taraf\u0131ndan m\u00fch\u00fcrlenmi\u015fti. \u0130lk etapta ticaret ve i\u015f merkezi olarak planlanan projenin yap\u0131m\u0131 2009\u2019da yar\u0131m kald\u0131. Ancak \u015firket projeyi revize edip 28 Aral\u0131k 2015\u2019te \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019na \u00c7ED i\u00e7in ba\u015fvurdu. 6 Ocak 2016 tarihinde \u00c7ED izni \u00e7\u0131kt\u0131. Projeye a\u00e7\u0131lan iptal davalar\u0131 ise hala s\u00fcr\u00fcyor.<\/p>\n<p><strong>Ba\u011f\u0131\u015flanan 18 ta\u015f\u0131nmaz\u2019\u0131n 3\u2019\u00fc Topba\u015f\u2019a kom\u015fu<\/strong><br \/>\nBu s\u00fcre\u00e7te holdingin Y\u00f6netim Kurulu Ba\u015fkan\u0131 Mehmet Hattat ile \u0130BB aras\u0131nda 2 Kas\u0131m 2015 tarihinde \u201cavan projenin (\u00f6n proje) onaylanmas\u0131 ve Hattat taraf\u0131ndan \u015farts\u0131z ba\u011f\u0131\u015flar\u0131n yap\u0131lmas\u0131\u201dn\u0131n konu edildi\u011fi protokol imzaland\u0131. Protokol kapsam\u0131nda Hattat, \u0130BB\u2019ye \u015farts\u0131z 18 arsa devretti. Bu arsalar i\u00e7inde bulunan toplam 3 bin metrekare olan \u00fc\u00e7 arsa \u0130BB Ba\u015fkan\u0131 Kadir Topba\u015f\u2019\u0131n B\u00fcy\u00fck\u00e7ekmece, G\u00fczelce\u2019de Sevda Sokak\u2019ta yer alan villas\u0131na kom\u015fu durumunda bulunuyor.<\/p>\n<p>Arsalar\u0131n 2\u2019si konut alan\u0131 olarak 1\u2019i ise turizm alan\u0131 olarak g\u00f6r\u00fcn\u00fcyor. \u015eu anda bo\u015f olan ve \u00e7itlerle \u00e7evrilen arsalar Hattat taraf\u0131ndan 12 Haziran 2015 tarihinde al\u0131nm\u0131\u015f. Bu 3 arsa Topba\u015f\u2019\u0131n villas\u0131n\u0131n arka konumunda yer al\u0131yor. Hattat\u2019\u0131n ald\u0131\u011f\u0131 2 yerin yan\u0131nda ise sa\u011fl\u0131k tesisi ve belediye hizmet alan\u0131 g\u00f6r\u00fcn\u00fcyor. Bu alanlar da bo\u015f ve tellerle \u00e7evrilmi\u015f. Topba\u015f\u2019\u0131n arsas\u0131 ise denize s\u0131f\u0131r konumda. Google Earth\u2019ten incelendi\u011finde Topba\u015f\u2019\u0131n evinin in\u015faat\u0131 2011 y\u0131l\u0131nda ba\u015flam\u0131\u015f. Y\u0131llarca in\u015faat\u0131n yap\u0131m\u0131n\u0131 engelliyorsun, ka\u00e7aklar\u0131ndan dolay\u0131 binay\u0131 zab\u0131tl\u0131yorsun. Sonra i\u015fin sahibi ile avan proje kar\u015f\u0131l\u0131\u011f\u0131nda bir protokol yap\u0131l\u0131yor. \u0130BB ad\u0131na projenin sahibine arsalar sat\u0131n ald\u0131r\u0131yorsun. M\u00fcteahhitin elinde arsa yok, kendisine hangi il\u00e7eden alaca\u011f\u0131n\u0131 s\u00f6yl\u00fcyorsun. Hattat\u2019\u0131n ald\u0131\u011f\u0131 arsalar Topba\u015f\u2019\u0131n adeta bir \u015fato g\u00f6r\u00fcn\u00fcm\u00fcndeki villas\u0131n\u0131n yan\u0131nda. Bu 3 alan \u0130BB\u2019ye Hattat taraf\u0131ndan devredildi. Topba\u015f villas\u0131n\u0131n etraf\u0131na ye\u015fil donat\u0131 alan\u0131 yaparak kendine peyzaj alanlar\u0131 yaratacak. Nas\u0131l olsa sat\u0131n al\u0131nan arsalar kamuya ge\u00e7ti. \u0130tiraz eden de olmaz. Bu skandal bir organizasyon. Su\u00e7 duyurusunda bulunaca\u011f\u0131z.\u201d<\/p>\n<p><strong>Topba\u015f sessiz ama Hattat do\u011frulad\u0131<\/strong><br \/>\n\u0130BB Ba\u015fkan\u0131 Kadir Topba\u015f, konuyla ilgili gazetemizin g\u00f6r\u00fc\u015fme talebine olumlu yan\u0131t vermedi. Topba\u015f\u2019\u0131n bas\u0131n dan\u0131\u015fmanlar\u0131 sorular\u0131m\u0131z\u0131 yan\u0131tlamak i\u00e7in d\u00f6neceklerini s\u00f6ylemesine kar\u015f\u0131n \u0130BB kanad\u0131 sessiz kalmay\u0131 tercih etti. Hattat Holding\u2019in patronu Mehmet Hattat ise gazetemize konu\u015fmay\u0131 tercih etti. \u0130BB ile yapt\u0131\u011f\u0131 protokol\u00fc, arsalar\u0131n devrini ve projesine ald\u0131\u011f\u0131 onay\u0131 gazetemize do\u011frulayan Hattat \u015funlar\u0131 s\u00f6yledi: \u201cMaslak\u2019taki yer zaten transfer merkeziydi. 24 bin 600 metrekare \u0130BB\u2019ye hibe edecektik. Hibenin kar\u015f\u0131l\u0131\u011f\u0131 da bize yukardan emsal hakk\u0131 verilecekti. 2011 meclis karar\u0131nda da \u2018\u0130BB\u2019ye hibe edilecek alanlar kadar emsale ilave edilecek diye yazar\u2019. \u0130BB zamanla Maslak\u2019\u0131n de\u011ferlenmesinin ard\u0131ndan T\u00fcrkiye Sanayi Kalk\u0131nma Bankas\u0131\u2019na bir rapor yapt\u0131rd\u0131. Bizim hibe edece\u011fimiz transfer merkeziyle, bodrum alanlar\u0131n\u0131 \u00fcst kata \u00e7\u0131kaca\u011f\u0131m\u0131z emsal alan\u0131yla mukayese ettirdi. Sizin \u2018\u015eu kadar daha katk\u0131da bulunman\u0131z laz\u0131m\u2019 dediler. \u2018De\u011ferli oldu art\u0131k Maslak. Sizin verece\u011finiz bodrumlar\u0131n bedeli ise d\u00fc\u015f\u00fck\u2019 dediler. Bunun da d\u00fc\u015f\u00fck oldu\u011funa dair rapor yapt\u0131rd\u0131lar. \u2018\u015eu kadar daha o emsali kar\u015f\u0131lamak \u00fczere hibe yapman\u0131z gerekiyor\u2019 dediler. Prensip olarak para kabul etmediklerini, \u0130stanbul i\u00e7inde gayrimenkul hibesi kabul ettiklerini s\u00f6ylediler. \u2018Verece\u011fimizle alaca\u011f\u0131m\u0131z\u0131 dengelemek laz\u0131m\u2019 dediler. Protokol\u00fc ve gayrimenkulleri ben teklif ettim. Teklife ilgi duyuldu. Ben de elimde olan ve karde\u015fim \u00fczerine olan alanlar\u0131 dengelemek \u00fczere verdim. \u0130BB\u2019ye devrettim. Avan proje onayland\u0131. Verece\u011fi ile alaca\u011f\u0131n\u0131 \u0130BB dengeledi. Ormanl\u0131k alan yap\u0131laca\u011f\u0131na dair bize duyum gelmedi. Do\u011fru de\u011fil. B\u00f6yle bir \u015feyi Kadir ba\u015fkan ne d\u00fc\u015f\u00fcn\u00fcr ne de \u015fey yapar.
