Kamuoyuna g\u00fcvenceli esneklik ad\u0131 alt\u0131nda servis edilen ve kiral\u0131k i\u015f\u00e7ilik olarak bilinen bu tasar\u0131 t\u00fcm \u00e7al\u0131\u015fanlar i\u00e7in b\u00fcy\u00fck bir tehlikeyi bar\u0131nd\u0131r\u0131yor.<\/p>\n<p>Tasar\u0131n\u0131n her ne kadar kad\u0131n i\u015f\u00e7ileri, ev i\u00e7i eme\u011fi ve tar\u0131m i\u015f\u00e7ilerini g\u00f6zetmek i\u00e7in haz\u0131rland\u0131\u011f\u0131 ifade edilse de ger\u00e7ek bundan bir hayli uzakta. Ger\u00e7eklikte \u00d6zel \u0130stihdam B\u00fcrolar\u0131 arac\u0131l\u0131\u011f\u0131 ile i\u015fverenlerin as\u0131l i\u015f koluna dahil olan i\u015fler i\u00e7in de i\u015f\u00e7i kiralayabilecekleri temelini ta\u015f\u0131yor. Yani ge\u00e7mi\u015fte as\u0131l i\u015fkolunu kapsamayan ta\u015feron sistemi s\u0131n\u0131rs\u0131zla\u015ft\u0131r\u0131l\u0131yor. B\u00f6ylelikle as\u0131l i\u015fverenle hukuki bir ba\u011f\u0131 kalmayan i\u015f\u00e7iler istendi\u011fi anda i\u015ften \u00e7\u0131kart\u0131labilecek ve i\u015f\u00e7ilerin \u00f6rg\u00fctlenme haklar\u0131 da fiilen ellerinden al\u0131nm\u0131\u015f olacak.<\/p>\n<p>Emek \u00f6rg\u00fctlerinin \u015fu ana dek yapt\u0131\u011f\u0131 ara\u015ft\u0131rmalar sonucunda tasar\u0131n\u0131n yasala\u015fmas\u0131 halinde T\u00fcrkiye&#8217;deki kay\u0131tl\u0131 istihdam\u0131n yar\u0131s\u0131 kiral\u0131k i\u015f\u00e7ilik olarak kullan\u0131lacak. Bu durumda i\u015f\u00e7iler her an i\u015ften \u00e7\u0131kart\u0131labilecek, k\u0131dem tazminatlar\u0131n\u0131 kullanmalar\u0131 m\u00fcmk\u00fcn olmayacak. Y\u0131ll\u0131k izinlerin kullan\u0131m\u0131 ise hayale d\u00f6necek. \u00c7al\u0131\u015fanlar i\u015fveren taraf\u0131ndan kiraland\u0131klar\u0131 i\u00e7in keyfi i\u015ften \u00e7\u0131karmalar\u0131n t\u00fcm zemini i\u015fverene sunulmu\u015f olacak. Bunun sonucu olarak i\u015f\u00e7ilerin sa\u011fl\u0131k sigortalar\u0131, gelirleri, SGK prim \u00f6demeleri de d\u00fczenden ar\u0131nd\u0131r\u0131lacak. Her kiralanma aral\u0131\u011f\u0131nda i\u015f\u00e7iler devlete sa\u011fl\u0131k pirimini \u00f6deyecek. Emeklilik hayal olacak. \u00dccretsiz fazla mesai ve mobbing uygulamalar\u0131nda ciddi art\u0131\u015fa da zemin haz\u0131rlayan uygulama sayesinde i\u015fveren \u0130S\u0130G ile ili\u015fkili hususlarda da rahatlam\u0131\u015f olacak.<\/p>\n<p>Uygulama yaln\u0131zca mavi yakal\u0131 i\u015f\u00e7ileri de\u011fil M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131n\u0131 de ayn\u0131 derecede ilgilendiriyor. T\u00fcm \u00e7al\u0131\u015fanlar\u0131n oldu\u011fu gibi M\u00fchendis Mimar ve \u015eehir Planc\u0131lar\u0131n\u0131n da i\u015f g\u00fcvencesi bu yasa ile ellerinden al\u0131nm\u0131\u015f oluyor.<\/p>\n<p>Sorunun ger\u00e7ek \u00e7\u00f6z\u00fcm\u00fc i\u00e7in \u00c7al\u0131\u015fma Bakanl\u0131\u011f\u0131 ve \u0130\u015eKUR&#8217;u \u00e7al\u0131\u015fma kamp\u0131 idare amirli\u011fi gibi davranmay\u0131 b\u0131rak\u0131p \u00e7al\u0131\u015fandan yana bir istihdam program\u0131 yaratmaya davet ediyoruz.<\/p>\n<p>7 milyon i\u015f\u00e7iyi, yani kay\u0131tl\u0131 istihdam\u0131n yar\u0131s\u0131n\u0131 etkileyecek bu yasa tasar\u0131s\u0131 derhal meclis g\u00fcndeminden \u00e7ekilmelidir.
