D\u0130SK, \u00d6\u0130B\u2019lerin emek\u00e7ilere ne getirece\u011fini 20 maddeyle anlatt\u0131<\/strong><\/p>\n<p><a href=\"\/wp-content\/uploads\/2016\/05\/manset_ozel_i.jpg\"><img decoding=\"async\" class=\"alignnone wp-image-20833\" src=\"\/wp-content\/uploads\/2016\/05\/manset_ozel_i.jpg\" alt=\"manset_ozel_i\" width=\"717\" height=\"369\" srcset=\"https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2016\/05\/manset_ozel_i.jpg 756w, https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2016\/05\/manset_ozel_i-300x154.jpg 300w, https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2016\/05\/manset_ozel_i-150x77.jpg 150w, https:\/\/eonmeet.com\/pol\/wp-content\/uploads\/2016\/05\/manset_ozel_i-754x389.jpg 754w\" sizes=\"(max-width: 717px) 100vw, 717px\" \/><\/a><\/p>\n<p>\u00d6zel istihdam b\u00fcrolar\u0131 (\u00d6\u0130B) arac\u0131l\u0131\u011f\u0131yla ge\u00e7ici i\u015f ili\u015fkisi kurulmas\u0131, g\u00fcvencesiz ve esnek \u00e7al\u0131\u015fma modelini kapsayan yasa tasar\u0131s\u0131 AKP\u2019nin oylar\u0131yla bug\u00fcn (6 May\u0131s) Meclis\u2019te kabul edildi.<\/p>\n<p>Sermaye a\u00e7\u0131s\u0131ndan i\u015f\u00e7i maliyetlerini d\u00fc\u015f\u00fcren tasar\u0131 sendikal \u00f6rg\u00fctlenmeyi de engelliyor. D\u0130SK, \u00f6zel istihdam b\u00fcrolar\u0131na kar\u015f\u0131 neden m\u00fccadele edilmesi gerekti\u011fini 20 maddeyle \u015fu \u015fekilde anlatt\u0131:<\/p>\n<p><strong>1.<\/strong> \u0130\u015f g\u00fcvencesi ortadan kalkacakt\u0131r.<\/p>\n<p><strong>2<\/strong>. K\u0131dem tazminat\u0131 fiili olarak yok edilecektir. \u0130hbar tazminat\u0131 ortadan kald\u0131r\u0131lacakt\u0131r.<\/p>\n<p><strong>3<\/strong>. 1-9 aras\u0131 i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131ran i\u015f yerlerinde 5 i\u015f\u00e7iye kadar, 10\u2019un \u00fczerinde i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131ran i\u015fyerlerinde %25 oran\u0131nda kiral\u0131k i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131r\u0131labilecektir. B\u00f6ylece kay\u0131tl\u0131 istihdam\u0131n nerdeyse yar\u0131s\u0131 bu k\u00f6lelik b\u00fcrolar\u0131 arac\u0131l\u0131\u011f\u0131 ile g\u00fcvencesiz \u00e7al\u0131\u015ft\u0131r\u0131lacakt\u0131r.<\/p>\n<p><strong>4<\/strong>. Kural d\u0131\u015f\u0131, g\u00fcvencesiz ve esnek \u00e7al\u0131\u015fma bi\u00e7imleri kural haline gelecektir.<\/p>\n<p><strong>5<\/strong>. Sendikal \u00f6rg\u00fctlenmeler \u00e7ok ciddi kan kaybedecektir.<\/p>\n<p><strong>6<\/strong>. \u0130\u015fverenlerin i\u015ften \u00e7\u0131karma maliyetleri d\u00fc\u015fecektir, i\u015f\u00e7iler istenildi\u011fi gibi kullan\u0131l\u0131p kap\u0131 \u00f6n\u00fcne konulacakt\u0131r.<\/p>\n<p><strong>7<\/strong>. \u0130ddia edildi\u011fi gibi kay\u0131t d\u0131\u015f\u0131 istihdam d\u00fc\u015fmeyecektir. \u00c7\u00fcnk\u00fc i\u015fverenlerin tercih etti\u011fi en esnek \u00e7al\u0131\u015ft\u0131rma bi\u00e7imleri kay\u0131t d\u0131\u015f\u0131ndad\u0131r.<\/p>\n<p><strong>8<\/strong>. Kay\u0131td\u0131\u015f\u0131 istihdam edilenler g\u00fcvence kazanmayacaklar; aksine formel sekt\u00f6rlerde, sendikal \u00f6rg\u00fctlenmelerin var oldu\u011fu alanlarda i\u015f\u00e7iler g\u00fcvencesiz hale gelecektir.<\/p>\n<p><strong>9<\/strong>. \u0130\u015f\u00e7i s\u0131n\u0131f\u0131 \u201ckiral\u0131k i\u015f\u00e7ilik\u201d ad\u0131 alt\u0131nda k\u00f6lelik ili\u015fkilerine mahkum edilecektir.<\/p>\n<p><strong>10<\/strong>. Gelir, emeklilik, y\u0131ll\u0131k izin ve sa\u011fl\u0131k ile ilgili b\u00fct\u00fcn haklar tamamen ortadan kalkacakt\u0131r.<\/p>\n<p><strong>11<\/strong>. Kiral\u0131k i\u015f\u00e7iler ayn\u0131 i\u015fi yapan di\u011fer i\u015f\u00e7ilere g\u00f6re \u00e7ok daha d\u00fc\u015f\u00fck \u00fccrete mahkum olacakt\u0131r.<\/p>\n<p><strong>12<\/strong>. Uzun \u00e7al\u0131\u015fma saatleri a\u00e7\u0131s\u0131ndan d\u00fcnyada zirvede yer alan \u00fclkemizde, kiral\u0131k i\u015f\u00e7iler yo\u011fun \u00e7al\u0131\u015fma temposuyla, yo\u011fun bir s\u00f6m\u00fcr\u00fc \u00e7ark\u0131 i\u00e7inde olacakt\u0131r.<\/p>\n<p><strong>13<\/strong>. \u00dclkemizde i\u015f hukuku, i\u015f\u00e7i-i\u015fveren aras\u0131ndaki s\u00f6zle\u015fme, i\u015f yeri ve i\u015f kolu d\u00fczenlemeleri \u00fczerine kuruludur. Meclisteki tasar\u0131, bu hukuksal d\u00fczenlemeleri ge\u00e7ersiz hale getirecektir. B\u00f6ylece \u00e7al\u0131\u015fma ya\u015fam\u0131 tamamen hukuk d\u0131\u015f\u0131 bir hal alacakt\u0131r.<\/p>\n<p><strong>14<\/strong>. \u0130\u015fverene toplu i\u015ften \u00e7\u0131karma hakk\u0131 tan\u0131nacak, i\u015fveren 8 ay sonra ayn\u0131 i\u015f\u00e7iyi k\u00f6lelik b\u00fcrolar\u0131ndan \u00e7ok daha ucuza, sendikas\u0131z, haks\u0131z hukuksuz kiralayabilecektir.<\/p>\n<p><strong>15<\/strong>. \u0130\u015fverenler, \u00f6zel istihdam b\u00fcrolar\u0131ndan i\u015f\u00e7i kiralama hakk\u0131 kazand\u0131\u011f\u0131nda, \u201ckadrolu\u201d i\u015f\u00e7ilerin \u00fczerinde s\u00fcrekli bir bask\u0131 olu\u015fturacakt\u0131r.<\/p>\n<p><strong>16<\/strong>. Kiral\u0131k i\u015f\u00e7iler, i\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve i\u015f g\u00fcvenli\u011fi uygulamalar\u0131ndan yaralanamayacak, a\u011f\u0131r, tehlikeli ve \u00f6l\u00fcmc\u00fcl risklerle kar\u015f\u0131 kar\u015f\u0131ya kalacakt\u0131r.<\/p>\n<p><strong>17<\/strong>. Kiral\u0131k i\u015f\u00e7ilerin i\u015fsizlik fonundan yararlanma olanaklar\u0131 olmayacakt\u0131r.<\/p>\n<p><strong>18<\/strong>. \u0130\u015f-Kur i\u015flevsiz hale gelecek, kamu emek g\u00fcc\u00fc piyasas\u0131ndaki sorumluluklar\u0131n\u0131 tamamen \u00fcst\u00fcnden atm\u0131\u015f olacakt\u0131r.<\/p>\n<p><strong>19<\/strong>. Kamudaki alt i\u015fverenler, \u00f6zel istihdam b\u00fcrolar\u0131ndan i\u015f\u00e7i kiralayabileceklerdir. Kamuda ta\u015feron k\u00f6leli\u011fini aratan \u00e7al\u0131\u015fma d\u00fczeni kurulacakt\u0131r.<\/p>\n<p><strong>20<\/strong>.
