Havaliman\u0131\u2019n\u0131 yap\u0131yoruz, buraya gelecek yolcu say\u0131s\u0131 belli, ara\u00e7 say\u0131s\u0131 da belli. Ancak bunu ta\u015f\u0131yacak karayolu, demiryolu, metro iki y\u0131l \u00f6nce s\u00f6ylememize ra\u011fmen ihaleleri bile yap\u0131lmad\u0131. \u015eimdi bunlar\u0131 yapmazsak liman ve havalimanlar\u0131m\u0131z\u0131n hepsi a\u00e7\u0131ld\u0131\u011f\u0131nda \u0130stanbul\u2019un ba\u015f\u0131na bela olacak yat\u0131r\u0131mlar haline gelecek.\u201d<\/p>\n<p>\u00d6zdemir\u2019in bu a\u00e7\u0131klamas\u0131n\u0131n ard\u0131ndan siyasiler hemen durumdan vazife \u00e7\u0131kard\u0131, Cumhurba\u015fkan\u0131 Recep Tayyip Erdo\u011fan, d\u00f6rt bakan e\u015fli\u011finde 3. havaliman\u0131n in\u015faat alan\u0131n\u0131 ziyaret etti. Erdo\u011fan\u2019\u0131n do\u011fum g\u00fcn\u00fcne denk gelen 26 \u015eubat 2018 tarihinde a\u00e7\u0131lmas\u0131 planlanan havaliman\u0131n\u0131n in\u015faat\u0131 gezildi gezilmesine de g\u00f6r\u00fcnen o ki ortada \u015fimdilik sadece terminal binas\u0131 in\u015faat\u0131 var, pistler ne durumda belli de\u011fil.<\/p>\n<p>3. Havaliman\u0131\u2019n\u0131n ekolojik anlamda yarataca\u011f\u0131 geri d\u00f6n\u00fclemez k\u0131y\u0131mlar art\u0131k, konuya hassasiyet g\u00f6steren herkesin malumu. 3. Havaliman\u0131 proje alan\u0131 toplam 7650 hektar, bunun y\u00fczde 81\u2019i orman alan\u0131, y\u00fczde 9\u2019u g\u00f6l ve g\u00f6let. \u0130stanbul\u2019un ormanlar\u0131 d\u00fcnyadaki 200 \u00f6nemli ekolojik b\u00f6lgeden biri, Avrupa\u2019da ise acil korunmas\u0131 gereken 100 ormandan biri. En \u00f6nemlisi, ku\u015f g\u00f6\u00e7 yollar\u0131n\u0131n \u00fczerinde.<\/p>\n<p>Di\u011fer yandan, t\u00fcm bu y\u0131k\u0131mlara ra\u011fmen devam eden projeye dair \u00d6zdemir\u2019in yapt\u0131\u011f\u0131 \u015fu a\u00e7\u0131klamaya dikkat \u00e7ekmek istiyorum: \u201c\u0130stanbul\u2019dan ge\u00e7en yolcu say\u0131s\u0131n\u0131n y\u00fczde 60\u2019\u0131 transit ge\u00e7en yolcu. Bizim yeni yapaca\u011f\u0131m\u0131z 3. Havaliman\u0131\u2019nda da bu \u00f6zellikleri kapsayan bir havaliman\u0131 yapmaya \u00e7al\u0131\u015f\u0131yoruz. B\u00fcy\u00fck bir \u00e7al\u0131\u015fma var ve bu \u00e7al\u0131\u015fmay\u0131 bu \u015fekilde s\u00fcrd\u00fcr\u00fcr ve herhangi bir aksilik olmazsa 2018\u2019in ilk \u00e7eyre\u011finde bu havaliman\u0131m\u0131z\u0131 90 milyon yolcu kapasitesi ile a\u00e7\u0131p havac\u0131l\u0131k sekt\u00f6r\u00fcne sunaca\u011f\u0131z. D\u00fcnyada ve T\u00fcrkiye\u2019de havac\u0131l\u0131k sekt\u00f6r\u00fc y\u00fczde 10\u2019lar seviyesinde b\u00fcy\u00fcme g\u00f6steriyor. T\u00fcrkiye\u2019de de bu rakam daha yukar\u0131da \u00e7\u0131kmaktad\u0131r.\u201d<\/p>\n<p>Birincisi bu havaliman\u0131 g\u00fcndeme geldi\u011fi g\u00fcnden bu yana y\u0131lda 150 milyon yolcunun bu havaliman\u0131ndan ge\u00e7i\u015f yapaca\u011f\u0131 s\u00f6yleniyordu. Zaten 150 milyon yolcuya nas\u0131l ula\u015f\u0131laca\u011f\u0131 kafalarda soru i\u015fareti. Bu haliyle hayata ge\u00e7irilmesi halinde d\u00fcnyan\u0131n en b\u00fcy\u00fck havaliman\u0131 unvan\u0131 alacak bu havaliman\u0131 iddia edildi\u011fi gibi 150 milyon yolcuya nas\u0131l ula\u015facak bu belirsiz, say\u0131 a\u015fa\u011f\u0131 do\u011fru g\u00fcncellenerek 90 milyona m\u0131 \u00e7ekildi \u015fimdilik bu da belirsiz.<\/p>\n<p>Tam bu noktada havalimanlar\u0131ndan gelip ge\u00e7en yolcu say\u0131lar\u0131na bakmakta fayda var. Zira, y\u0131ll\u0131k bazda bak\u0131ld\u0131\u011f\u0131nda d\u00fcnyan\u0131n en fazla trafik alan havaalanlar\u0131nda elbette art\u0131\u015f ya\u015fan\u0131yor ancak bir iki istisna haricinde y\u00fczde 10 seviyesine ula\u015fan pek yok.<\/p>\n<p>airport-technology.com sitesinin derledi\u011fi verilere g\u00f6re, d\u00fcnyan\u0131n en yo\u011fun havaalan\u0131 unvan\u0131na sahip ABD\u2019deki Atlanta Hartsfield-Jackson Havaliman\u0131, 2015\u2019te 100 milyon yolcu say\u0131s\u0131n\u0131 ge\u00e7en ilk havaliman\u0131 olmu\u015f. 2014\u2019te 96 milyon civar\u0131nda yolcu a\u011f\u0131rlayan havaliman\u0131n\u0131n bir y\u0131l sonraki art\u0131\u015f\u0131 y\u00fczde 5 civar\u0131nda. Neredeyse 20 y\u0131ld\u0131r d\u00fcnyan\u0131n en yo\u011fun havaliman\u0131 olma \u00f6zelli\u011fini koruyan havaliman\u0131 ABD\u2019nin en b\u00fcy\u00fck havayolu \u015firketlerinden Delta Airlines\u2019\u0131n da merkezi.<\/p>\n<p>7650 hektar alan kamula\u015ft\u0131r\u0131larak in\u015fa edilen havaalan\u0131n\u0131n hizmet verece\u011fi iddia edilen 150 milyon yolcu nereden bulunacak? D\u00fcnyan\u0131n en yo\u011fun trafi\u011fe sahip havalimanlar\u0131ndan Hartsfield-Jackson Havaliman\u0131\u2019n\u0131n 100 milyon yolcuya yeni eri\u015fmi\u015f olmas\u0131 ger\u00e7e\u011fi, Avrupa ve Asya havaalanlar\u0131n\u0131n da bu kapasitenin hayli alt\u0131nda olmas\u0131, y\u0131ll\u0131k 150 milyon yolcu trafi\u011fi iddias\u0131n\u0131 bir kez daha sorgulat\u0131yor. \u00dcstelik \u015fu haliyle 3. havaliman\u0131, Atlanta\u2019dakinin alan olarak be\u015f kat\u0131 b\u00fcy\u00fckl\u00fc\u011f\u00fcnde!<\/p>\n<p>Bir k\u0131yas yapmak a\u00e7\u0131s\u0131ndan \u015fu verilere de bakmakta da fayda var. D\u00fcnyan\u0131n en yo\u011fun trafi\u011fe sahip di\u011fer havaalanlar\u0131ndan Pekin Havaliman\u0131 2330 hektar, Londra Heathrow Havaliman\u0131 1216 hektar, Tokyo Havaliman\u0131 1445 hektar, Paris Charles de Gaulle Havaliman\u0131 3100 hektar, Dubai Havaliman\u0131 ise 1445 hektarl\u0131k alan \u00fczerine kurulu.<\/p>\n<p>3. Havaliman\u0131\u2019n\u0131n, d\u00fcnyan\u0131n en yo\u011fun trafi\u011fe sahip havalimanlar\u0131ndan \u00fc\u00e7 d\u00f6rt kat b\u00fcy\u00fck olu\u015fu, kamula\u015ft\u0131r\u0131lan alan\u0131n kentsel rant kayg\u0131s\u0131yla b\u00fcy\u00fck tutuldu\u011funu destekler nitelikte. Ula\u015f\u0131m projesi olarak pazarlanan 3. Havaliman\u0131, asl\u0131nda \u0130stanbul\u2019un kuzeyinde in\u015faat sekt\u00f6r\u00fc i\u00e7in bir cazibe merkezi yaratma giri\u015fimi ve 3. K\u00f6pr\u00fc, Kanal \u0130stanbul ile birlikte bir paket. Bu projelerin her biri di\u011ferini beslemek \u00fczere planlanm\u0131\u015f durumda.<\/p>\n<p>Yolcu say\u0131lar\u0131na d\u00f6necek olursak, d\u00fcnyan\u0131n ikinci en yo\u011fun havaliman\u0131 olan Beijing Capital International Havaliman\u0131 2015\u2019te 89,9 milyon yolcu a\u011f\u0131rlam\u0131\u015f, bir \u00f6nceki y\u0131la g\u00f6re art\u0131\u015f y\u00fczde 1,4. Tokyo\u2019daki uluslararas\u0131 havaliman\u0131 2015\u2019te 75,3 milyon yolcu a\u011f\u0131rlam\u0131\u015f, bir \u00f6nceki y\u0131la g\u00f6re art\u0131\u015f y\u00fczde 3,46.<\/p>\n<p>Avrupa\u2019ya bakacak olursak, Londra\u2019daki Heathrow Havaliman\u0131 ge\u00e7en y\u0131l 74,9 milyon yolcu a\u011f\u0131rlam\u0131\u015f, 2014\u2019e g\u00f6re art\u0131\u015f y\u00fczde 2,2. Paris\u2019teki Charles de Gaulle Havaliman\u0131 65,8 milyon yolcuya ev sahipli\u011fi yaparken, yolcu say\u0131s\u0131nda 2014\u2019e g\u00f6re y\u00fczde 3,1 art\u0131\u015f g\u00f6stermi\u015f. Ge\u00e7en y\u0131l Atat\u00fcrk Havaliman\u0131 61,3 milyon yolcu a\u011f\u0131rlayarak Londra ve Paris\u2019ten sonra \u00fc\u00e7\u00fcnc\u00fc olmu\u015f.<\/p>\n<p>Burada a\u00e7\u0131k ara y\u00fckseli\u015f g\u00f6steren tek havaliman\u0131 \u00f6zelli\u011fine sahip olan Dubai. 78 milyon yolcu a\u011f\u0131rlayan havaliman\u0131ndaki art\u0131\u015f bir \u00f6nceki y\u0131la oranla y\u00fczde 10,7. Dubai \u00fczerinden Afrika, Ortado\u011fu ve Asya \u00fclkelerinden Avrupa\u2019ya gidenlerin y\u00fczde 70\u2019i burada aktarma yap\u0131yor. Bulundu\u011fumuz b\u00f6lgenin en yo\u011fun havaliman\u0131n\u0131n bile ula\u015ft\u0131\u011f\u0131 rakam 2015 itibariyle 78 milyon. Ba\u015fta konan 150 milyon hedefinin neredeyse yar\u0131s\u0131, \u015fimdi dillendirilmeye ba\u015flanan 90 milyon hedefinin de alt\u0131nda.<\/p>\n<p>Havaliman\u0131 alan\u0131n\u0131n bu kadar b\u00fcy\u00fck tutulmas\u0131, yolcu say\u0131s\u0131 hedeflerinin d\u00fcnyan\u0131n en trafikli havaalanlar\u0131n\u0131n bile \u00fczerinde tutulmas\u0131 maalesef ger\u00e7ekleri yans\u0131tm\u0131yor. AKP iktidarlar\u0131 d\u00f6neminde in\u015faat sekt\u00f6r\u00fcyle ekonomiyi ivmelendirmeye \u00e7al\u0131\u015fman\u0131n en tipik \u00f6rneklerinden biridir bu proje.<\/p>\n<p>Atat\u00fcrk Havaliman\u0131\u2019n\u0131n do\u011fru planlanmad\u0131\u011f\u0131, yolcu art\u0131\u015f\u0131na uygun d\u00fczenleme yap\u0131lmad\u0131\u011f\u0131 \u00f6rneklerle ortada. Avrupa\u2019dan \u00f6rnek verecek olursak, Heathrow\u2019da da gecikmeler, yo\u011funluk oluyor, fakat o havaliman\u0131n\u0131 kapat\u0131p ba\u015fka bir yere \u00e7ok b\u00fcy\u00fc\u011f\u00fcn\u00fc yapmak gibi bir fikir ortaya at\u0131lm\u0131yor. Kald\u0131 ki zaten orada da tart\u0131\u015fma y\u0131llard\u0131r \u00fc\u00e7\u00fcnc\u00fc bir pistin yap\u0131lmas\u0131yla ilgili. \u00c7evreciler, hava ve g\u00fcr\u00fclt\u00fc kirlili\u011fi, alan\u0131n b\u00fcy\u00fcmesi gibi sebeplerle kar\u015f\u0131 \u00e7\u0131k\u0131yor.
