Dolmabah\u00e7e-F\u0131nd\u0131kl\u0131 kara ula\u015f\u0131m trafi\u011fi beton dal\u0131\u015f t\u00fcnelleriyle yeralt\u0131na al\u0131n\u0131yor. Kabata\u015f&#8217;a 83 bin metrekarelik beton bir meydan yap\u0131l\u0131yor. Peki \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi&#8217;nin a\u00e7\u0131klamas\u0131nda allay\u0131p pullad\u0131\u011f\u0131, Kadir Topba\u015f&#8217;\u0131n &#8216;ustal\u0131k&#8217; eseri olarak tarifledi\u011fi proje hakk\u0131nda sarfedilen gerek\u00e7eler ne kadar do\u011fru?<\/strong><\/p>\n<p>Kabata\u015f Mart\u0131 Projesi&#8217;nin teknik ger\u00e7ekleri:<\/p>\n<p>&#8211; <strong>Kabata\u015f ula\u015f\u0131m a\u011f\u0131 i\u00e7erisinde iskelelerin yenilenmesi i\u00e7in denizin doldurulmas\u0131na ihtiya\u00e7 yok.<\/strong> Kabata\u015f iskelelerinde kapasite a\u015f\u0131m\u0131 s\u00f6z konusu de\u011fildir, mevcut iskelelerin rehabilitasyonu, Kabata\u015f&#8217;ta daha etkin bir ula\u015f\u0131m a\u011f\u0131 i\u00e7in yeterlidir.<\/p>\n<p>&#8211; Mevcut yap\u0131lar\u0131n yana\u015fmas\u0131 \u00f6ng\u00f6r\u00fclen deniz ula\u015ft\u0131rma ara\u00e7lar\u0131na uygunlu\u011fu yap\u0131sal a\u00e7\u0131dan irdelenmeli, gerekirse g\u00fc\u00e7lendirme yap\u0131lmal\u0131d\u0131r ancak Kabata\u015f iskelesini halihaz\u0131rda kullanan ve kullanacak olan ula\u015f\u0131m ara\u00e7lar\u0131 g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda b\u00fcy\u00fck yana\u015fma kuvvetleri do\u011furacak boyutta ara\u00e7lar de\u011fildir. Kabata\u015f&#8217;taki mevcut iskelelerin rehabilitasyonu ula\u015f\u0131m g\u00fcvenli\u011fi i\u00e7in de yeterlidir.<\/p>\n<p>&#8211; <strong>Kabata\u015f \u0130skelesi&#8217;nde ama\u00e7 iyile\u015fme veya kapasite art\u0131r\u0131m\u0131na gitmek ise mevcut vaziyet plan\u0131n\u0131 bozmayacak ve denize \u00f6telenmeyecek \u015fekilde a\u00e7\u0131k tip yap\u0131lar\u0131n yap\u0131lmas\u0131 m\u00fcmk\u00fcn.<\/strong> Kapal\u0131 tipte \u0131srar edildi\u011finde yani denize dolgu yap\u0131ld\u0131\u011f\u0131nda deniz k\u0131y\u0131dan belirli bir mesafe \u00f6telenecektir. Bu durum deniz canl\u0131lar\u0131n\u0131n ge\u00e7i\u015f b\u00f6lgesi Bo\u011faz&#8217;\u0131n ekosistemine zarar verir.<\/p>\n<p>&#8211; <strong>Kabata\u015f deprem b\u00f6lgesi s\u0131n\u0131rlar\u0131 i\u00e7indedir.<\/strong> Kabata\u015f&#8217;taki &#8216;ustal\u0131k&#8217; projesi beton dolgu alan projesidir. Bu proje s\u0131v\u0131la\u015fma riski ta\u015f\u0131yan zemin \u00fczerine in\u015fa edilecektir. Olas\u0131 bir depremde deniz dolgusu oturacak ve \u00e7\u00f6kecektir. K\u0131y\u0131 ve Deniz Yap\u0131lar\u0131nda Deprem Teknik Y\u00f6netmeli\u011fi&#8217;nde deprem riski y\u00fcksek olan b\u00f6lgelerde dolgu tipi r\u0131ht\u0131m ve a\u011f\u0131rl\u0131k tipi deniz yap\u0131lar\u0131n\u0131n yap\u0131lmamas\u0131 belirtilmektedir.<\/p>\n<p>&#8211; <strong>Rehabilitasyon i\u00e7in Kabata\u015f \u0130skelesi&#8217;nin topyek\u00fcn kapat\u0131lmas\u0131 gerekmez.<\/strong> \u00c7al\u0131\u015fmalar etap etap ilerleyebilir. Transfer Merkezi ad\u0131yla halka tan\u0131t\u0131lan proje mart\u0131 \u015feklinde \u00e7elik konstr\u00fcksiyon iskeleler, yer alt\u0131 dal\u0131\u015f t\u00fcnelleri, otopark gibi Kabata\u015f k\u0131y\u0131s\u0131nda geri d\u00f6n\u00fc\u015f\u00fc olmayacak b\u00fcy\u00fckl\u00fckte yap\u0131lar i\u00e7eren <strong>bir mega in\u015faat haz\u0131rl\u0131\u011f\u0131d\u0131r.<\/strong> \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi Ba\u015fkan\u0131 Kadir Topba\u015f bu mega in\u015faat\u0131n rant\u0131nda pay\u0131 olmayan halk\u0131n iki hafta i\u00e7inde evi, i\u015fi, ya\u015fam\u0131 i\u00e7in kulland\u0131\u011f\u0131 Kabata\u015f&#8217;tan yok olmas\u0131n\u0131 istemektedir.<\/p>\n<p>&#8211;\u00a0<strong>Projenin Transfer Merkezi olarak tan\u0131mlanmas\u0131 asl\u0131 olmayan bir propagandad\u0131r.<\/strong> Kabata\u015f halihaz\u0131rda\/mevcut haliyle bir transfer merkezidir. Deniz, metro ve kara ula\u015f\u0131m\u0131n\u0131n bulu\u015fma noktas\u0131d\u0131r. <strong>Mart\u0131 Projesi&#8217;<\/strong>yle yap\u0131lan 83 bin metrekarelik beton yap\u0131lar\u0131n bulundu\u011fu beton meydan in\u015faas\u0131d\u0131r.<\/p>\n<p>&#8211;\u00a0<strong>Yayalar ile ula\u015ft\u0131rma ara\u00e7lar\u0131 aras\u0131nda ba\u011flant\u0131 kurulmas\u0131 i\u00e7in devasa dolgu alanlara ihtiya\u00e7 yoktur.<\/strong> Ula\u015ft\u0131ma ara\u00e7lar\u0131 aras\u0131ndaki trafik ge\u00e7i\u015flerinin yaya bazl\u0131 d\u00fczenlenmesi, kald\u0131r\u0131m ge\u00e7i\u015flerinin engelsiz olmas\u0131 Kabata\u015f&#8217;da mevcut s\u0131k\u0131nt\u0131lar\u0131n \u00e7\u00f6z\u00fcm\u00fc i\u00e7in yeterlidir.<\/p>\n<p>&#8211;\u00a0<strong>Projede belirtilen Dolmabah\u00e7e ve F\u0131nd\u0131kl\u0131 aras\u0131nda trafi\u011fin beton dal\u0131\u015f t\u00fcnelleriyle yeralt\u0131na al\u0131nmas\u0131 d\u00fczenlemenin yaya odakl\u0131 de\u011fil, ara\u00e7 odakl\u0131 yap\u0131ld\u0131\u011f\u0131n\u0131n g\u00f6stergesidir.<\/strong> Yayalar\u0131 trafikten kurtarmak yerine toplu ula\u015f\u0131m\u00a0ara\u00e7lar\u0131n\u0131n duraklar\u0131n\u0131 dal\u0131\u015f t\u00fcnelleri i\u00e7ine -Taksim Meydan\u0131&#8217;nda oldu\u011fu gibi- konumland\u0131racak, yayalar\u0131 h\u0131zland\u0131r\u0131lm\u0131\u015f trafi\u011fe maruz b\u0131rakacakt\u0131r.<\/p>\n<p>&#8211; <strong>Mart\u0131 Projesi yeralt\u0131 yap\u0131lar\u0131 yani yeralt\u0131nda otopark ve yeralt\u0131 galerileri bar\u0131nd\u0131rmaktad\u0131r.<\/strong> Yeralt\u0131 yap\u0131lar\u0131 yer\u00fcst\u00fcnde do\u011fal bir park dokusuna imkan tan\u0131mayan yapay ve beton bir meydan\u0131n garantisidir. Betonla\u015ft\u0131r\u0131lan Taksim Meydan\u0131&#8217;nda oldu\u011fu gibi yaln\u0131zca saks\u0131lara daralt\u0131lm\u0131\u015f peyzaj \u00e7al\u0131\u015fmalar\u0131 olacakt\u0131r.<\/p>\n<p>&#8211; Karak\u00f6y &#8211; Kabata\u015f k\u0131y\u0131 \u00e7izgisindeki d\u00f6n\u00fc\u015f\u00fcm Karak\u00f6y &#8211; F\u0131nd\u0131kl\u0131 aras\u0131nda yap\u0131lmakta olan ve k\u0131y\u0131y\u0131 halka kapatan Galataport Projesi&#8217;yle ba\u015flat\u0131l\u0131p Mart\u0131 Projesi&#8217;yle s\u00fcrd\u00fcr\u00fclmek istenmektedir. Projeler k\u0131y\u0131 gerisindeki yerle\u015fim alanlar\u0131n\u0131 ve dolay\u0131s\u0131yla halk\u0131 etkilemektedir, halk\u0131 yerinden edecektir.<\/p>\n<p>&#8211; Kabata\u015f konumu gere\u011fi Bo\u011faz&#8217;da tarihi k\u0131y\u0131 \u00e7izgisinin par\u00e7as\u0131d\u0131r. Mart\u0131 \u015feklinde mimari a\u00e7\u0131dan nitellik ta\u015f\u0131mayan, yapay ve beton bu proje Kabata\u015f&#8217;\u0131n tarihi dokusuna zarar verecektir.<\/p>\n<p>Kabata\u015f Mart\u0131 Projesi bir beton rant projesidir. Bu ranta, in\u015faat \u015firketlerinin-\u0130BB&#8217;nin kar\u0131na halk ortak de\u011fildir. Bu proje derhal durdurulmal\u0131d\u0131r.
