Belki kendilerini \u00f6zel hissediyorlar ama sendikal\u0131, vas\u0131fs\u0131z i\u015f\u00e7ilerden daha k\u00f6t\u00fc ko\u015fullarda \u00e7al\u0131\u015f\u0131yorlar.<\/p>\n<p>\u00dclke genelinde uygulanan saatlik 8.5 Euro asgari \u00fccret d\u00fczenlemesi d\u0131\u015f\u0131nda tutulan freelancelerin geliri, saatte 5 Euro\u2019ya kadar d\u00fc\u015f\u00fcyor. Almanya Ekonomik Analiz Enstit\u00fcs\u00fc\u2019ne (DIW) g\u00f6re freelancelerin ortalama ayl\u0131k geliri 1500 Euro.<\/p>\n<p>***<\/p>\n<p>Alman i\u015f kanununda, freelancelerin haklar\u0131n\u0131 d\u00fczenleyen maddeler yer alm\u0131yor. Ama Alman sendikalar\u0131 onlar\u0131n haklar\u0131 i\u00e7in m\u00fccadeleyi g\u00fcndemine alm\u0131\u015f durumda.<\/p>\n<p>Birle\u015fik Hizmet \u0130\u015f\u00e7ileri Sendikas\u0131 (Ver.Di) bu yeni ve yayg\u0131nla\u015fan istihdam bi\u00e7iminden endi\u015fe duydu\u011funu s\u00f6yl\u00fcyor. Ver.Di\u2019nin \u201ckendi hesab\u0131na \u00e7al\u0131\u015fanlar\u201d i\u00e7in bir birimi var. \u201cSekt\u00f6r\u201ddeki b\u00fcy\u00fcme \u00f6rg\u00fctlenmeye de yans\u0131yor. Bu yeni birimin 30 bin \u00fcyesi bulunuyor. 2.2 milyon \u00fcyesiyle d\u00fcnyan\u0131n en b\u00fcy\u00fck sendikalar\u0131ndan biri olan Ver.Di; kamu hizmetleri, ticaret, ta\u015f\u0131mac\u0131l\u0131k ve k\u00fclt\u00fcr-sanat gibi i\u015fkollar\u0131ndaki i\u015f\u00e7ileri temsil ediyor. San\u0131lan\u0131n aksine freelance \u00fcyeler aras\u0131nda sadece teknoloji tabanl\u0131 i\u015flerde \u00e7al\u0131\u015fanlar de\u011fil hem\u015fireler bile var.<\/p>\n<p>Metal ve Tekstil \u0130\u015f\u00e7ileri Sendikas\u0131 IG METALL\u2019e g\u00f6re; imalat sekt\u00f6r\u00fc de bu yeni \u00e7al\u0131\u015ft\u0131rma bi\u00e7iminden etkileniyor. IG METALL de freelanceleri \u00fcye yapmaya ba\u015flad\u0131. Ancak ilgili yasalar\u0131n neden oldu\u011fu engeller nedeniyle \u015fimdilik sadece \u201cfahri \u00fcye\u201d olarak kabul edebiliyor. \u00c7a\u011fr\u0131 merkezi ve online dan\u0131\u015fmanl\u0131k gibi hizmetler sunuyor.<\/p>\n<p>IG METALL s\u00fcreci \u015f\u00f6yle anlat\u0131yor: \u201cTa\u015feronla\u015fmaya kar\u015f\u0131 y\u00fcr\u00fctt\u00fc\u011f\u00fcm\u00fcz m\u00fccadele sonucunda toplu i\u015f s\u00f6zle\u015fmelerine koruyucu maddeler ekledik. Ge\u00e7ici \u00e7al\u0131\u015fma, ta\u015feronla\u015fma ve g\u00fcvencesiz \u00e7al\u0131\u015fma bi\u00e7imleri yayg\u0131nla\u015f\u0131yor.\u201d<\/p>\n<p>Metal i\u015f\u00e7ilerinin, art\u0131k fabrikaya hi\u00e7 u\u011framayan, i\u015fletmenin \u00e7al\u0131\u015fan\u0131 olarak g\u00f6z\u00fckmeyen, yaz\u0131l\u0131mc\u0131, teknik terc\u00fcman veya analist gibi \u00fcnvanlar kullanan, par\u00e7a ba\u015f\u0131 veya proje bazl\u0131 \u00e7al\u0131\u015fan yeni i\u015f arkada\u015flar\u0131 var. \u0130malatta \u00e7al\u0131\u015fan i\u015f\u00e7ilerden daha iyi e\u011fitimli olan bu yeni meslekta\u015flar, sendikal\u0131 i\u015f\u00e7ilerin sahip oldu\u011fu pek \u00e7ok haktan faydalanam\u0131yor.<\/p>\n<p>***<\/p>\n<p>Alman sendikalar\u0131, \u2018freelance\u2019 \u00e7al\u0131\u015fman\u0131n -ba\u015fta belediyeler olmak \u00fczere- pek \u00e7ok i\u015fyerinde ta\u015feronla\u015fma ve g\u00fcvencesizle\u015ftirme takti\u011fi oldu\u011funu s\u00f6yl\u00fcyor. Sendikalar, freelance \u00e7al\u0131\u015fanlar\u0131 bir yandan toplu s\u00f6zle\u015fmelere dahil etmeye \u00e7al\u0131\u015f\u0131rken di\u011fer yandan da mesleki asgari \u00fccret ve emsal \u00fccret uygulamas\u0131 talep ediyorlar. \u201cOrtak \u00e7al\u0131\u015fma alanlar\u0131\u201d i\u00e7in i\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve i\u015f g\u00fcvenli\u011fi \u00f6nlemleri de g\u00fcndemde.<\/p>\n<p>Sendikalara g\u00f6re, \u015firketlerin i\u015ften \u00e7\u0131kartmay\u0131 kolayla\u015ft\u0131rmak, \u00fccretleri d\u00fc\u015f\u00fcrmek ve sigorta primlerinden tasarruf etmek i\u00e7in ba\u015fvurdu\u011fu bu hile, gelecekte emeklilik sistemini ve b\u00fct\u00fcn i\u015f\u00e7ilerin maa\u015flar\u0131n\u0131 etkileyecek.<\/p>\n<p>Teknolojik yeniliklerin i\u015f\u00e7i haklar\u0131n\u0131 eskiye g\u00f6t\u00fcrmesine izin vermemeli.
