Deprem s\u0131ras\u0131nda ve sonras\u0131nda ya\u015fanan \u00e7aresizli\u011fi, bir do\u011fa olay\u0131 olan depremin bir afete nas\u0131l d\u00f6n\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc g\u00f6rd\u00fck.<\/p>\n<p>\u00dclkemiz i\u00e7in asr\u0131n felaketi olarak de\u011ferlendirilebilecek nitelikteki bu depremi, TMMOB Jeofizik M\u00fchendisleri Odas\u0131 olarak hi\u00e7bir zaman unutmad\u0131k, unutmayaca\u011f\u0131z, unutturmayaca\u011f\u0131z.<\/p>\n<p>Depremin a\u011f\u0131r sonu\u00e7lar\u0131n\u0131n, 1999 y\u0131l\u0131nda ya\u015fanan Marmara ve D\u00fczce depremlerinde g\u00f6r\u00fclmesine ra\u011fmen, ge\u00e7en 17 y\u0131l i\u00e7erisinde ge\u00e7mi\u015fte ya\u015fanan ac\u0131 olaylardan ders \u00e7\u0131kar\u0131ld\u0131\u011f\u0131 ve meydana gelecek depremlere ve afetlere \u00fclke olarak haz\u0131r oldu\u011fumuz s\u00f6ylenemez.<\/p>\n<p>Alp-Himalaya ku\u015fa\u011f\u0131nda yer alan \u00fclkemiz; Kuzey Anadolu Fay\u0131, Do\u011fu Anadolu Fay\u0131, ve Bat\u0131 Anadolu Horst-Graben sistemi ve \u00e7ok say\u0131da diri fay\u0131n etkisi alt\u0131ndad\u0131r. \u00dclkemizin %92`si, n\u00fcfusumuzun %95`i, b\u00fcy\u00fck sanayi merkezlerinin %98`i, barajlar\u0131m\u0131z\u0131n %93`\u00fc tehlikeli deprem b\u00f6lgeleri i\u00e7erisinde yer almaktad\u0131r. Bu veriler, \u00fclkemizin her an y\u0131k\u0131c\u0131 bir deprem tehlikesiyle kar\u015f\u0131 kar\u015f\u0131ya oldu\u011fu ger\u00e7e\u011fini ortaya koymaktad\u0131r.<\/p>\n<p>Kamuoyunca a\u00e7\u0131k\u00e7a fark edildi\u011fi ve dile getirildi\u011fi gibi, 1999 Marmara Depreminden sonra adeta yeniden ke\u015ffedilen m\u00fchendislik dallar\u0131ndan biri Jeofizik M\u00fchendisli\u011fidir. Y\u00f6netmeliklerde mesle\u011fimiz yeterince yer almamas\u0131na kar\u015f\u0131l\u0131k deprem, heyelan v.b. gibi do\u011fal afetlerde zarar\u0131n en aza indirilmesinde Jeofizik M\u00fchendisli\u011finin vazge\u00e7ilmez oldu\u011funun bilincine var\u0131lmas\u0131 ya\u015famsal \u00f6nemde toplum yarar\u0131nad\u0131r.<\/p>\n<p>Deprem ve afette en \u00f6nemli konulardan biri, zeminin \u00f6zelliklerinin ve yeralt\u0131 yap\u0131s\u0131n\u0131n iyi bilinmesidir. Zemin \u00d6zelliklerinin belirlenmesinde en \u00f6nemli bilim dallar\u0131ndan birisi Jeofizik M\u00fchendisli\u011fidir. Binay\u0131 y\u0131kan depremin dinamik parametreleridir. Bu parametreler Jeofizik M\u00fchendisleri taraf\u0131ndan hesaplanmaktad\u0131r.<\/p>\n<p>Deprem; yery\u00fcz\u00fc \u00fczerinde bulunan t\u00fcm yap\u0131lar\u0131n hasar g\u00f6r\u00fcp, can ve mal kayb\u0131na u\u011frayacak \u015fekilde y\u0131kabilece\u011fini g\u00f6steren bir do\u011fa olay\u0131d\u0131r. Deprem dalgalar\u0131n\u0131n nas\u0131l yay\u0131ld\u0131\u011f\u0131n\u0131, \u00f6l\u00e7\u00fc aletlerini, kay\u0131tlar\u0131n de\u011ferlendirilmesini ve depremle ilgili t\u00fcm konular\u0131 inceleyen sismoloji, jeofizi\u011fin alt bilim dal\u0131d\u0131r.<\/p>\n<p>Depremler b\u00fcy\u00fck zararlar vermekte, maddi ve manevi kay\u0131plara neden olmaktad\u0131r. Depremlerin olu\u015fturaca\u011f\u0131 zararlar\u0131 azaltman\u0131n en etkin iki yolu depreme dayan\u0131kl\u0131 binalar in\u015fa etmek ve insanlar\u0131m\u0131za deprem bilincini vermektir. Bug\u00fcnk\u00fc teknik bilgilerle depremin ne zaman olaca\u011f\u0131 belirlemek m\u00fcmk\u00fcn olmad\u0131\u011f\u0131ndan, her an deprem olacakm\u0131\u015f gibi haz\u0131rl\u0131kl\u0131 olmak gerekmektedir.<\/p>\n<p>Devletin, do\u011fa olaylar\u0131n\u0131n yol a\u00e7t\u0131\u011f\u0131 can ve mal kay\u0131plar\u0131n\u0131n afete d\u00f6n\u00fc\u015fmemesini sa\u011flayacak her t\u00fcrl\u00fc tedbirleri almak Anayasa ile belirlenmi\u015f g\u00f6revidir. Deprem sonras\u0131 ya\u015fanan ac\u0131 olaylardan ders al\u0131nmal\u0131 ayn\u0131 ac\u0131lar\u0131n ya\u015fanmamas\u0131 i\u00e7in zemin et\u00fctleri konusunda merkezi ve yerel y\u00f6netimler yeterli duyarl\u0131l\u0131\u011f\u0131 g\u00f6stermeli, binalar\u0131n dinamik zemin ko\u015fullar\u0131n\u0131n uygun oldu\u011fu yerlerde yap\u0131lmal\u0131 ve kamusal denetim etkinle\u015ftirilmelidir. Yerel idarelerde zemin et\u00fct raporlar\u0131n\u0131n kontrol\u00fc ve gerekli durumlarda yerinde denetim amac\u0131yla Jeofizik M\u00fchendisi istihdam\u0131 zorunlu hale getirilmelidir.<\/p>\n<p>Kontrols\u00fcz olarak h\u0131zla b\u00fcy\u00fcyen kentlerimizin afetlere haz\u0131rl\u0131kl\u0131 hale gelmesi i\u00e7in sorunun \u00e7ok disiplinli yakla\u015f\u0131mlarla ele al\u0131nmas\u0131 gerekmektedir. Bu nedenle kentsel d\u00f6n\u00fc\u015f\u00fcm projeleri; sosyal, ekonomik, psikolojik ve fiziksel \u00e7evrenin bir b\u00fct\u00fcnl\u00fc\u011f\u00fc kapsam\u0131nda ele al\u0131nmal\u0131d\u0131r. Kentsel de\u011fi\u015fim-d\u00f6n\u00fc\u015f\u00fcm projelerinde \u00f6ncelik afet riskinin y\u00fcksek oldu\u011fu yerlere ve g\u00f6\u00e7ecek binalara verilmelidir. &#8221;<\/p>\n<p>Bilim insanlar\u0131 taraf\u0131ndan tek seferde k\u0131r\u0131lmas\u0131 halinde 7.2 b\u00fcy\u00fckl\u00fc\u011f\u00fcnde deprem \u00fcretece\u011fi ifade edilen olas\u0131 Marmara depremi, ba\u015fta \u0130stanbul olmak \u00fczere b\u00fct\u00fcn Marmara B\u00f6lgesini etkileyecektir. Ya\u015fanacak depremde can ve mal kayb\u0131n\u0131n en aza indirilmesi i\u00e7in al\u0131nacak \u00f6nlemlerle ilgili gerekli haz\u0131rl\u0131klar yap\u0131lmal\u0131d\u0131r. \u00d6zellikle deprem sonras\u0131 \u00e7ad\u0131r yerleri, toplanma alanlar\u0131 ve acil yollar belirlenmelidir. Marmara Denizi ve \u00e7evresi 1. Derece Deprem B\u00f6lgesi i\u00e7erisinde yer almaktad\u0131r.
