{"id":2273,"date":"2010-06-30T11:54:28","date_gmt":"2010-06-30T08:54:28","guid":{"rendered":"http:\/\/politeknik.org.tr\/\/?p=2273"},"modified":"2013-11-07T17:04:42","modified_gmt":"2013-11-07T14:04:42","slug":"kocaeli-ikk-kuzey-marmara-otoyolu-hakkinda-gorusumuz","status":"publish","type":"post","link":"https:\/\/eonmeet.com\/pol\/kocaeli-ikk-kuzey-marmara-otoyolu-hakkinda-gorusumuz\/","title":{"rendered":"Kocaeli TMMOB \u0130KK: &#8220;Kuzey Marmara Otoyolu Hakk\u0131nda G\u00f6r\u00fc\u015f\u00fcm\u00fcz&#8221;"},"content":{"rendered":"<p>Kentlerimizi otomobillere tutsak hale getiren karayolu \u00f6ncelikli ula\u015f\u0131m  politikalar\u0131 sonucu, tarihsel, do\u011fal ve \u00e7evresel de\u011ferler b\u00fcy\u00fck oranda yok  edilmi\u015f ve yok edilmeye de devam edilmektedir.<\/p>\n<p>Bu &#8220;karayolcu&#8221; politikalar yeni Bo\u011faz K\u00f6pr\u00fcs\u00fcn\u00fc ve devam\u0131ndaki Kuzey Marmara  Karayolunu bir \u00e7\u00f6z\u00fcm olarak kar\u015f\u0131m\u0131za \u00e7\u0131karm\u0131\u015ft\u0131r. Oysaki \u0130stanbul\u2018un, Bo\u011fazi\u00e7i  ve FSM karayolu k\u00f6pr\u00fclerinin kente olumsuz etkileri bizzat ya\u015fanarak y\u0131llar  i\u00e7inde g\u00f6r\u00fclm\u00fc\u015ft\u00fcr.<\/p>\n<p>\u00d6zellikle FSM K\u00f6pr\u00fcs\u00fc, TEM Otoyolu ve ba\u011flant\u0131 yollar\u0131 yap\u0131ld\u0131ktan sonra  kentin kuzeyindeki ormanlar, i\u00e7me suyu havzalar\u0131 ve tar\u0131m arazileri b\u00fcy\u00fck oranda  zarar g\u00f6rm\u00fc\u015f ve bu zarar son y\u0131llarda daha da artm\u0131\u015ft\u0131r. Bo\u011fazi\u00e7i\u2018nde ka\u00e7ak  yap\u0131la\u015fmalar h\u0131zla artm\u0131\u015ft\u0131r. \u00d6rne\u011fin \u00d6merli Havzas\u0131 \u00fczerinde n\u00fcfusu 500 bini  a\u015fan Sultanbeyli, Samand\u0131ra ve Sar\u0131gazi ka\u00e7ak kentleri kurulmu\u015ftur. <\/p>\n<p>Bu \u00f6rnekler \u00e7o\u011falt\u0131labilir. K\u00f6pr\u00fcler yap\u0131ld\u0131ktan sonra, iddia edildi\u011fi gibi,  her iki k\u00f6pr\u00fc de ula\u015f\u0131m sorununu \u00e7\u00f6zememi\u015f, aksine \u00e7arp\u0131k kentle\u015fmeye yol  a\u00e7m\u0131\u015ft\u0131r.<\/p>\n<p>Biz bu sonu\u00e7lar\u0131n fark\u0131nday\u0131z. Ya\u015fad\u0131\u011f\u0131m\u0131z kenti fiziki, sosyal, do\u011fal  de\u011ferleri ile \u00e7ok iyi tan\u0131yanlar olarak ve ayn\u0131 zamanda kente dair karar ve  uygulamalar\u0131n nas\u0131l ger\u00e7ekle\u015fti\u011fini bilenler olarak, yeni olas\u0131 otoyol \u00fczerinden  Kocaeli\u2018yi de\u011ferlendirmek istiyoruz.<\/p>\n<p>Otoyol, \u0130stanbul s\u0131n\u0131rlar\u0131n\u0131 a\u015f\u0131p Bal\u00e7\u0131k, Pelitli\u2018den Gebze\u2018ye ula\u015f\u0131yor,  Dilovas\u0131\u2018n\u0131n \u00c7erke\u015fli, Demirciler k\u00f6yleri s\u0131n\u0131rlar\u0131ndan ge\u00e7ecek ve daha sonra,  Tav\u015fanc\u0131l\u2018\u0131n \u00fcst\u00fcndeki k\u00f6ylerden ge\u00e7en yol, K\u00f6rfez il\u00e7enin Kalburca, Derek\u00f6y ve  Belen k\u00f6ylerinin s\u0131n\u0131rlar\u0131ndan Derince\u2018ye do\u011fru ilerleyecek. Derince il\u00e7e  s\u0131n\u0131rlar\u0131 i\u00e7inde Toylar k\u00f6y\u00fcn\u00fcn alt\u0131ndan \u0130zmit\u2018e do\u011fru ilerleyecek. \u0130zmit  s\u0131n\u0131rlar\u0131na gelindi\u011finde yol, Kabao\u011flu, Sekbanli ve Sepet\u00e7i k\u00f6yleri s\u0131n\u0131rlar\u0131  i\u00e7erisinden ge\u00e7ecek. Yass\u0131ba\u011f k\u00f6y\u00fcn\u00fcn alt\u0131ndan ge\u00e7ecek yol,Eseler-Bayraktar  ovas\u0131n\u0131 delerek,Emirhan, Bibero\u011flu k\u00f6ylerinden ge\u00e7erek, Gedikli ve Karaabd\u00fcbaki  k\u00f6ylerine do\u011fru ilerliyor. Kurttepe, Avluburun\u2018dan ilerleyen yol, E\u015fme Ahmediye  k\u00f6y\u00fcnden Kocaeli s\u0131n\u0131rlar\u0131n\u0131 terk edip, Sakarya s\u0131n\u0131r\u0131na ula\u015f\u0131yor.<\/p>\n<p>Bir\u00e7ok k\u00f6y ismi sayd\u0131k&#8230; K\u00f6yler, bildi\u011fimiz gibi bizim yegane tar\u0131m  alanlar\u0131m\u0131zd\u0131r. Yani g\u00fcn\u00fcm\u00fczde yok olmaya y\u00fcz tutmu\u015f k\u0131rsal ya\u015fam alanlar\u0131m\u0131z,  \u00f6zel \u00fcretim alanlar\u0131m\u0131z, beslenme kayna\u011f\u0131m\u0131z, ya\u015fam kayna\u011f\u0131m\u0131z&#8230; K\u0131rsalda  tar\u0131m\u0131 tamamen yok etmek istiyorsak, yani do\u011fan\u0131n dengesini bozmak, tar\u0131m  topra\u011f\u0131n\u0131 yok etmek, k\u00f6yl\u00fcn\u00fcn \u00fcretmesini engellemek, g\u0131dada kent d\u0131\u015f\u0131na ba\u011f\u0131ml\u0131  kalmak, tar\u0131mla u\u011fra\u015fan pek \u00e7ok k\u00f6yl\u00fcy\u00fc i\u015fsizli\u011fe s\u00fcr\u00fcklemek istiyorsak\u00a0\u00a0 i\u015fte  bu otoyol bir f\u0131rsat.<\/p>\n<p>K\u00f6yl\u00fc tarlas\u0131n\u0131 ba\u011f\u0131n\u0131 bah\u00e7esini otoyola satacak, i\u015fsiz kalacak, bir umutla  kentte bir hayat se\u00e7ecek&#8230; Oysa biz bilim insanlar\u0131 olarak sa\u011fl\u0131kl\u0131 ya\u015famak  ad\u0131na k\u0131rsal ya\u015fam\u0131 destekliyor, kentlere g\u00f6\u00e7\u00fcn yaratt\u0131\u011f\u0131 olumsuzluklar\u0131,  sa\u011fl\u0131ks\u0131z kentle\u015fmeleri \u00e7ok iyi biliyoruz.<\/p>\n<p>Y\u0131llarca karayoluna endeksli ula\u015f\u0131m politikalar y\u00fcz\u00fcnden, yol akslar\u0131  \u00fczerindeki ka\u00e7ak yap\u0131la\u015fmalar, yerle\u015fim alanlar\u0131m\u0131z olu\u015fmu\u015ftur.Bu yeni aks ile  yine ayn\u0131 \u015feyin olaca\u011f\u0131n\u0131 ve mevcut tar\u0131m alanlar\u0131, orman alanlar\u0131 ve sanayi  alanlar\u0131 i\u00e7inden y\u00f6nlenen g\u00fczergahta; altyap\u0131s\u0131 tamamen olmasa da haz\u0131r gibi  g\u00f6r\u00fcnen bu aks do\u011frultusunda kontrols\u00fcz konut ve \u00f6zellikle sanayi yap\u0131la\u015fmas\u0131  ba\u015flayacak, kent yine ranta yenik d\u00fc\u015fecektir.<\/p>\n<p>Bakanl\u0131k\u00e7a yeni yolun gerek\u00e7esi anlam\u0131nda ; &#8220;Ba\u015fta \u015fehir i\u00e7i ula\u015f\u0131m olmak  \u00fczere transit trafikte ya\u015fanan ve gittik\u00e7e a\u011f\u0131rla\u015fan sorunlara \u00e7\u00f6z\u00fcm bulmak ve  \u0130stanbul \u015fehir i\u00e7i trafi\u011fini rahatlatman\u0131n yan\u0131 s\u0131ra, do\u011fudan bat\u0131ya, bat\u0131dan  do\u011fuya ticaretin y\u00fczde 95\u2018inin ger\u00e7ekle\u015ftirildi\u011fi bu koridorda yeni bir projeyi  hayata ge\u00e7irmek elzem bir durum haline gelmi\u015ftir&#8221; denmektedir.<\/p>\n<p>Ancak, \u0130stanbul Kocaeli ve Sakarya kentlerinin mevcut \u00a0ula\u015f\u0131m akslar\u0131 ile  nas\u0131l entegre olaca\u011f\u0131 a\u00e7\u0131k de\u011fildir. Bu otoyolun kentlerden ge\u00e7ip yine TEM  otoyoluna ba\u011flanmas\u0131 planlanmaktad\u0131r. B\u00f6ylece TEM otoyolunun ba\u011flant\u0131 noktalar\u0131  ba\u015fta olmak \u00fczere tamam\u0131nda sorunlar artacakt\u0131r. <\/p>\n<p>\u0130stanbul Kocaeli ve Sakarya kentlerinin mevcut ula\u015f\u0131m sorunlar\u0131  \u00e7\u00f6z\u00fcmlenmemi\u015fken, sorunlu ula\u015f\u0131m g\u00fczergahlar\u0131na bir yeni aks\u0131n ilavesi, yani  yeni bir yo\u011funlu\u011fun getirilmesi kentin sorununu nas\u0131l \u00e7\u00f6zecektir?<\/p>\n<p>\u00dclke, b\u00f6lge ve kent \u00f6l\u00e7eklerinde yap\u0131lacak planlamalar ile bu yolun  gereklili\u011fi, ge\u00e7ti\u011fi g\u00fczergah\u0131n do\u011frulu\u011fu ne kadar tart\u0131\u015f\u0131lm\u0131\u015ft\u0131r, bilinmez.  <\/p>\n<p>Kocaeli\u2018de neredeyse kent merkezi say\u0131labilecek noktada Solaklar, Durasan,  Bayraktar, Eseler,\u00a0 Uzunbey, Emirhan, Bibero\u011flu k\u00f6ylerinin verimli topraklar\u0131  bir otoyol u\u011fruna tehdit edilmektedir. Bu k\u00f6ylerin hemen yan\u0131 ba\u015f\u0131nda bulunan  OSB alanlar\u0131 da k\u0131rsal ya\u015fam i\u00e7in tehlikedir. Otoyol ve OSB birlikteli\u011finde ise  bu b\u00f6lgede k\u0131sa zamanda k\u0131rsal ya\u015fam\u0131n tar\u0131m\u0131n sona erece\u011fi ve sanayi  alanlar\u0131n\u0131n artarak t\u00fcm k\u00f6y alanlar\u0131n\u0131 i\u015fgal edece\u011fi ortadad\u0131r. Zira otoyol  tar\u0131m alanlar\u0131n\u0131 verimsizle\u015ftirecek, insanlar\u0131 sa\u011fl\u0131ks\u0131zla\u015ft\u0131racak ve k\u00f6yl\u00fc  k\u00f6y\u00fcn\u00fc tarlas\u0131n\u0131 terk edecektir. Verimsiz tar\u0131m alanlar\u0131n\u0131n yeni kararlar ile  sanayiye d\u00f6n\u00fc\u015fmesi ise olmayacak i\u015f de\u011fildir, \u00e7\u00fcnk\u00fc \u00fclkemizdeki planlama  anlay\u0131\u015f\u0131 arz talep ili\u015fkisi ile ger\u00e7ekle\u015fmektedir. Arz talep ili\u015fkisi do\u011fru  olabilecek bir ili\u015fki iken, halen bilin\u00e7siz olan toplumca, bask\u0131lara maruz  y\u00f6netimlerce farkl\u0131 yorumlanmaktad\u0131r.<\/p>\n<p>\u015eehirleraras\u0131 transit ula\u015f\u0131m\u0131, ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 kent i\u00e7i trafikten soyutlayarak  \u00e7\u00f6zece\u011fi ifade edilen otoyolun, kent ile entegre oldu\u011fu noktalarda sorunlar  olacakt\u0131r. T\u00fcm d\u00fcnyada ta\u015f\u0131mac\u0131l\u0131k i\u00e7in deniz ve demir yolu tercih edilirken  do\u011faya ve ya\u015fama zarar verecek bu \u00e7\u00f6z\u00fcm\u00fc \u00e7a\u011f d\u0131\u015f\u0131 buluyoruz.<\/p>\n<p>\u00c7evresel Etki De\u011ferlendirmesi (\u00c7ED) Y\u00f6netmeli\u011fi\u2018nin \u00c7ED raporu haz\u0131rlanmas\u0131  gereken projeler listesinde otoyollar da bulunmaktad\u0131r. \u00c7ED Raporu olmadan proje  hayata ge\u00e7irilemez ve bu raporlar\u0131n haz\u0131rlanmas\u0131 \u00f6ncesinde y\u00f6netmeli\u011fin 9.  maddesine g\u00f6re &#8220;Halk\u0131n Kat\u0131l\u0131m\u0131&#8221; toplant\u0131lar\u0131n\u0131n d\u00fczenlenmesi gerekmektedir.  Bunun i\u00e7in de\u00a0Kuzey\u00a0Marmara\u00a0Otoyol Projesinin ge\u00e7ti\u011fi her yerde, \u00c7ED Halk  Kat\u0131l\u0131m\u0131 toplant\u0131lar\u0131na kat\u0131l\u0131p fikirlerimizi anlatmam\u0131z gerekmektedir.Ayn\u0131  zamanda karayollar\u0131nca haz\u0131rlanan bu g\u00fczergah\u0131n planlara i\u015flenmesi ile  ba\u015flayacak olan ask\u0131 s\u00fcrecinin de takibi ve gere\u011finin yap\u0131lmas\u0131 i\u00e7in  \u00e7al\u0131\u015fmal\u0131y\u0131z.<\/p>\n<p>TMMOB olarak kamu ve toplumsal sorumluluklar\u0131m\u0131z gere\u011fi, t\u00fcm meslek  \u00f6rg\u00fctleriyle, toplumla,\u00a0 kente ve \u00e7evreye duyarl\u0131 t\u00fcm kesimlerle birlikte,  demokratik uyar\u0131 g\u00f6revimizi yerine getiriyoruz. Farkl\u0131 uzmanl\u0131k alanlar\u0131nda, ama  ayn\u0131 ama\u00e7 i\u00e7in, sa\u011fl\u0131kl\u0131 ya\u015fam i\u00e7in, m\u00fccadele verirken, 3.k\u00f6pr\u00fcy\u00fc ve buna ba\u011fl\u0131  geli\u015fen kuzey Marmara Otoyolunu \u00f6ncelikli bir gereklilik olarak g\u00f6rm\u00fcyoruz.
