D\u0130SK, OVP\u2019nin sermayenin talep ve beklentilerine g\u00f6re \u015fekillendi\u011fini, \u2018istikrar\u2019 kavram\u0131n\u0131n b\u00fcy\u00fck oranda \u2018g\u00fcvencesizlikte ve i\u015fsizlikte istikrar\u2019 olarak somutland\u0131\u011f\u0131n\u0131n alt\u0131n\u0131 \u00e7izdi<\/strong><\/p>\n<p>2017-2019 OVP\u2019nin 6 Ekim 2016 tarihinde Resmi Gazete\u2019de yay\u0131mlanmas\u0131n\u0131n ard\u0131ndan D\u0130SK 10 madde ile OVP\u2019yi \u00f6zetledi.<\/p>\n<p>D\u0130SK, \u201cDaha \u00f6nceki Orta Vadeli Programlara benzer \u015fekilde sermayenin talep ve beklentilerine g\u00f6re \u015fekillendi\u011fi g\u00f6r\u00fclen programda s\u0131k\u00e7a tekrarlanan \u2018istikrar\u2019 kavram\u0131n\u0131n b\u00fcy\u00fck oranda \u2018g\u00fcvencesizlikte ve i\u015fsizlikte istikrar\u2019 olarak somutland\u0131\u011f\u0131 g\u00f6r\u00fclmektedir\u201d dedi.<\/p>\n<p>Ba\u015fbakan Binali Y\u0131ld\u0131r\u0131m\u2019\u0131n programa dair sunu\u015funda dile getirdi\u011fi \u201cB\u00fcy\u00fcmenin kalitesi\u201d kavram\u0131n\u0131n ise sermaye lehine bir niteli\u011fi ifade etti\u011fini belirten D\u0130SK \u015funlar\u0131 s\u00f6yledi:<\/p>\n<p>Refah\u0131n payla\u015f\u0131lmas\u0131, gelir da\u011f\u0131l\u0131m\u0131n\u0131n d\u00fczeltilmesi, \u00fccretlerin ekonomik b\u00fcy\u00fcmeden pay almas\u0131, insan onuruna yara\u015f\u0131r nitelikli i\u015fler yaratarak i\u015fsizlikle m\u00fccadele gibi meselelerin programda yer bulamamas\u0131yla somutlan\u0131yor. Program\u0131n temel ama\u00e7lar\u0131 aras\u0131nda s\u0131ralanan \u2018kapsay\u0131c\u0131 b\u00fcy\u00fcme\u2019 kavram\u0131 i\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131 kapsamamakta, ucuz ve g\u00fcvencesiz i\u015f\u00e7ilik \u00fczerinden sermaye birikiminin s\u00fcreklili\u011fini hedeflemektedir.<\/p>\n<p>\u2018Ekonomik b\u00fcy\u00fcme\u2019 ve \u2018rekabet g\u00fcc\u00fc\u2019 ad\u0131na eme\u011fin de\u011fersizle\u015ftirilmesi, g\u00fcvencesizle\u015ftirilmesi ve s\u00f6m\u00fcr\u00fcn\u00fcn yo\u011funla\u015ft\u0131r\u0131lmas\u0131 amac\u0131, Orta Vadeli Program\u2019da \u2018i\u015fg\u00fcc\u00fc piyasalar\u0131n\u0131n etkinle\u015ftirilmesi\u2019 ve \u2018istihdam piyasas\u0131n\u0131n daha esnek hale getirilmesi\u2019 gibi kavramlarla ifade ediliyor.<\/p>\n<p><em><strong>10 maddede 10 OVP<\/strong><\/em><\/p>\n<p><strong>1. Orta vadede b\u00fcy\u00fcme d\u00fc\u015ferken i\u015fsizlik baki<\/strong><\/p>\n<p>2016 b\u00fcy\u00fcme hedefi y\u00fczde 4.5\u2019ten, iyimser bir tahminle 3.2\u2019ye \u00e7ekilirken, bu rakam\u0131n tutturulmas\u0131 i\u00e7in dahi son \u00e7eyrekte \u201cmucizevi\u201d bir b\u00fcy\u00fcme ger\u00e7ekle\u015fmesi gerekiyor. 2017 i\u00e7in \u00f6ng\u00f6r\u00fclen y\u00fczde 5\u2019lik b\u00fcy\u00fcme hedefi de yeni programda 4.4\u2019e indiriliyor. Bir \u00f6nceki programda 2016 i\u00e7in ki\u015fi ba\u015f\u0131na gelir 9 bin 364 dolardan 9 bin 243 dolara gerilerken, 2017 i\u00e7in \u00f6ng\u00f6r\u00fclen 10 bin 30 dolarl\u0131k ki\u015fi ba\u015f\u0131na gelir beklentisi 9 bin 529 dolara, 2018 i\u00e7in 10 bin 659 dolar olan beklenti de 10 bin 164 dolara indi.<\/p>\n<p>B\u00fcy\u00fcme oranlar\u0131ndaki beklentilerin a\u015fa\u011f\u0131 \u00e7ekilmesi ve sabit sermaye yat\u0131r\u0131mlar\u0131n\u0131n gerilemesi, resmi (dar tan\u0131ml\u0131) i\u015fsizlik oran\u0131 beklentilerinin de y\u00fczde 10 band\u0131nda kal\u0131c\u0131la\u015fmas\u0131na neden oldu. Bir \u00f6nceki Orta Vadeli Program\u2019da 2017\u2019de y\u00fczde 10\u2019un alt\u0131na \u00e7ekilmesi hedeflenen resmi (dar tan\u0131ml\u0131) i\u015fsizlik oran\u0131, yeni planda 2019\u2019a kadar y\u00fczde 10\u2019un \u00fcst\u00fcnde, 2019\u2019da y\u00fczde 9.8 olarak hedefleniyor.<\/p>\n<p>Bu veriler geni\u015f tan\u0131ml\u0131 i\u015fsiz say\u0131s\u0131n\u0131n tahminen 6 milyon civar\u0131nda kal\u0131c\u0131la\u015faca\u011f\u0131n\u0131 g\u00f6stermektedir. \u0130\u015fsiz say\u0131s\u0131n\u0131n bu kadar y\u00fcksek olmas\u0131 ve i\u015fsizlik oran\u0131n\u0131n d\u00fc\u015fmemesi beklenirken, \u0130\u015fsizlik Sigortas\u0131 Fonu\u2019nda biriken kaynaklar\u0131n da ak\u0131t\u0131lmas\u0131 beklenen T\u00fcrkiye Varl\u0131k Fonu\u2019nun sermaye i\u00e7in \u201cetkin bir \u015fekilde\u201d kullan\u0131lmas\u0131 yeni Orta Vadeli Program\u2019da yer bulmu\u015ftur.<\/p>\n<p><strong>2. Gen\u00e7 i\u015fsizli\u011fi ile mukayeseli \u00fcst\u00fcnl\u00fck<\/strong><\/p>\n<p>Programa dair Ba\u015fbakan Binali Y\u0131ld\u0131r\u0131m\u2019\u0131n sunu\u015funda T\u00fcrkiye\u2019nin mukayeseli \u00fcst\u00fcnl\u00fc\u011f\u00fc olarak ifade edilen gen\u00e7 n\u00fcfus, T\u00dc\u0130K\u2019in verilerine g\u00f6re i\u015fsizlikle m\u00fccadele ediyor. 2016 Haziran d\u00f6neminde 1,7 puan artarak y\u00fczde 19,4\u2019e y\u00fckselen gen\u00e7 i\u015fsizli\u011fi 2014 y\u0131l\u0131nda y\u00fczde 16.7 idi. 2014\u2019te 839 bin olan gen\u00e7 i\u015fsiz say\u0131s\u0131 1 milyonu ge\u00e7ti. OECD \u00fclkeleri aras\u0131nda da T\u00fcrkiye, OECD ortalamas\u0131n\u0131n yakla\u015f\u0131k iki kat\u0131 i\u015fsizlik oran\u0131yla gen\u00e7 i\u015fsizli\u011finde (15-29 ya\u015f aras\u0131) zirvede yer almaktad\u0131r. Gen\u00e7 i\u015fsizli\u011fi h\u0131zla artarken gen\u00e7 n\u00fcfusu \u201cmukayeseli \u00fcst\u00fcnl\u00fck\u201d kayna\u011f\u0131 olarak de\u011ferlendirmek, gen\u00e7 i\u015fsizli\u011finin \u00fccretleri bask\u0131lamak, g\u00fcvencesizli\u011fi ve esnekli\u011fi dayatmak i\u00e7in kullan\u0131laca\u011f\u0131n\u0131 g\u00f6stermektedir. \u0130\u015f ba\u015f\u0131nda e\u011fitim ad\u0131 alt\u0131nda \u00e7\u0131rak ve stajyerlerin ucuz i\u015fg\u00fcc\u00fc deposu olarak kullan\u0131lmas\u0131 uygulamas\u0131n\u0131n yayg\u0131nla\u015ft\u0131r\u0131laca\u011f\u0131n\u0131n ifade edilmesi de gen\u00e7lerimizin istihdam\u0131 ile ilgili yakla\u015f\u0131m\u0131 g\u00f6zler \u00f6n\u00fcne germektedir.<\/p>\n<p><strong>3. Programda i\u015f\u00e7iler i\u00e7in adalet yok<\/strong><\/p>\n<p>\u201c2017-2019 D\u00f6neminde \u00d6ncelikli D\u00fczenleme ve Uygulamalar\u201d olarak programda yer alan uygulamalar aras\u0131nda ilk s\u0131rada \u201c\u0130\u015f uyu\u015fmazl\u0131klar\u0131n\u0131n arabuluculuk m\u00fcessesesi ile \u00e7\u00f6z\u00fclmesini sa\u011flayacak d\u00fczenlemeler\u201d yap\u0131lmas\u0131 bulunmaktad\u0131r. Bu d\u00fczenleme a\u00e7\u0131k\u00e7a i\u015f\u00e7inin mahkemeler yoluyla hakk\u0131n\u0131 aramas\u0131n\u0131n k\u0131s\u0131tlanmas\u0131d\u0131r. Sendikala\u015fma oran\u0131 \u00e7ok d\u00fc\u015f\u00fck olan ve kolektif haklar\u0131n kullan\u0131m\u0131n\u0131n b\u00fcy\u00fck \u00f6l\u00e7\u00fcde engellendi\u011fi T\u00fcrkiye\u2019de i\u015f\u00e7ilerin bireysel i\u015f hukuku alan\u0131nda da haklar\u0131 s\u0131n\u0131rland\u0131r\u0131lmak istenmektedir. T\u00fcrkiye\u2019de haks\u0131z yere i\u015ften at\u0131lan, \u00fccretlerini, tazminatlar\u0131n\u0131 alamayan i\u015f\u00e7ilerin haklar\u0131n\u0131 k\u0131smen alabildikleri i\u015f mahkemelerinin arabuluculuk mekanizmas\u0131 ile ikame edilmesi ve bunun \u201cmahkemeler l\u00fczumsuz yere me\u015fgul olmayacak\u201d s\u00f6zleriyle sunulmas\u0131 adaletsizli\u011fi derinle\u015ftirecektir.<\/p>\n<p><strong>4. Kamu istihdam\u0131nda OHAL\u2019e yer var, ta\u015feron i\u015f\u00e7iye yok<\/strong><\/p>\n<p>1 Kas\u0131m 2015 y\u0131l\u0131ndaki genel se\u00e7imlerde \u201cTa\u015feron i\u015f\u00e7ilere kadro\u201d vaadi vererek iktidar olan h\u00fck\u00fcmetin 3 y\u0131ll\u0131k planlar\u0131 aras\u0131nda bu vaat yer almam\u0131\u015f, yeni program\u0131n sunu\u015funda \u201cE\u011fitim ve g\u00fcvenlik\u201d d\u0131\u015f\u0131nda kamuda personel al\u0131m\u0131 d\u00fc\u015f\u00fcnmediklerini ifade edilmi\u015ftir. OHAL s\u00fcrecinde e\u011fitim alan\u0131nda ya\u015fanan tasfiyeler ve \u00fclkede\/b\u00f6lgede s\u00fcrd\u00fcr\u00fclen sava\u015f politikalar\u0131 kamu istihdam\u0131ndaki tercihleri belirlemi\u015f, ta\u015feron i\u015f\u00e7ilerinin umutlar\u0131yla oynanmaya devam edilmi\u015f, verilen vaatler Orta Vadeli Program\u2019da bir kez daha unutulmu\u015ftur.<\/p>\n<p>Bir \u00f6nceki programda yer alan \u201cAlt i\u015fverenlik uygulamas\u0131 ile ilgili sorunlar tespit edilecek ve bu sorunlar\u0131n i\u015f\u00e7i haklar\u0131n\u0131 ve ekonominin rekabet g\u00fcc\u00fcn\u00fc g\u00f6zetecek \u015fekilde \u00e7\u00f6z\u00fcm\u00fcne y\u00f6nelik d\u00fczenlemeler yap\u0131lacakt\u0131r\u201d c\u00fcmlesi bu programdan kald\u0131r\u0131lm\u0131\u015ft\u0131r. O g\u00fcnden bug\u00fcne \u201ckadro\u201d s\u00f6z\u00fcn\u00fcn ger\u00e7ekle\u015ftirilmesi de dahil olmak \u00fczere sorunlar ortadan kalkmam\u0131\u015f, anla\u015f\u0131lan o ki \u201cekonominin rekabet g\u00fcc\u00fcn\u00fc g\u00f6zetecek \u015fekilde\u201d bu madde ortadan kald\u0131r\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p><strong>5. Orta Vadeli Programda k\u00f6lelik dayatmas\u0131<\/strong><\/p>\n<p>\u0130\u015f\u00e7i s\u0131n\u0131f\u0131n\u0131 daha da yoksulla\u015ft\u0131rmay\u0131, g\u00fcvencesizle\u015ftirmeyi hedefleyen \u00e7al\u0131\u015fma ya\u015fam\u0131n\u0131 \u201cesnekle\u015ftirme\u201d politikalar\u0131 Orta Vadeli Program\u2019da kendine yer buldu ve \u201ci\u015fg\u00fcc\u00fc piyasas\u0131 akt\u00f6rlerinin esnek \u00e7al\u0131\u015fma bi\u00e7imlerine uyumunu kolayla\u015ft\u0131racak mevzuat d\u00fczenlemelerinin, bilgilendirme ve bilin\u00e7lendirme \u00e7al\u0131\u015fmalar\u0131n\u0131n\u201d yap\u0131laca\u011f\u0131 ifade edildi. \u0130\u015fg\u00fcc\u00fc piyasalar\u0131n\u0131n akt\u00f6rleri olan sendikalar\u0131n, T\u00fcrkiye\u2019de \u00e7al\u0131\u015fma ya\u015fam\u0131n\u0131n alabildi\u011fince esnek oldu\u011fu, g\u00fcvencesizli\u011fin en ileri boyutlarda ya\u015fand\u0131\u011f\u0131 ile ilgili ele\u015ftirileri yok say\u0131larak, \u201cesnek \u00e7al\u0131\u015fma bi\u00e7imlerine uyum\u201d ifadesinin kullan\u0131lmas\u0131, g\u00f6r\u00fcnt\u00fcdeki \u201csosyal diyalog\u201du dahi rafa kald\u0131rma e\u011filimlerinin bir yans\u0131mas\u0131d\u0131r.<\/p>\n<p>Faaliyet alanlar\u0131 kiral\u0131k i\u015f\u00e7ili\u011fi de kapsayacak \u015fekilde geni\u015fletilen \u00f6zel istihdam b\u00fcrolar\u0131n\u0131n yayg\u0131nla\u015ft\u0131r\u0131laca\u011f\u0131n\u0131n programda ifade edilmesi, her ne kadar soyut olarak \u201cetkin bir denetim\u201dden bahsedilse de, ta\u015feron d\u00fczenini dahi aratacak k\u00f6lece \u00e7al\u0131\u015ft\u0131rma bi\u00e7imlerini esas \u00e7al\u0131\u015ft\u0131rma bi\u00e7imi haline getirme niyetinin bir yans\u0131mas\u0131d\u0131r. Hedef bildi\u011fimiz anlamda istihdam\u0131 sona erdirilerek, olabilecek en g\u00fcvencesiz ve kurals\u0131z \u00e7al\u0131\u015fma \u015fartlar\u0131n\u0131 hakim hale getirmektir.<\/p>\n<p>Programda yer alan \u201c\u0130s\u0327 Kanunu ekonominin ihtiya\u00e7lar\u0131na g\u00f6re g\u00f6zden ge\u00e7irilecektir\u201d ifadesi esnek ve g\u00fcvencesiz \u00e7al\u0131\u015fma y\u00f6n\u00fcnde yeni ad\u0131mlar\u0131n at\u0131laca\u011f\u0131n\u0131n i\u015faretidir. Sermaye \u00e7evrelerinin i\u015f yasas\u0131ndaki yayg\u0131n esneklik uygulamalar\u0131n\u0131 dahi yeterli bulmayarak yeni esneklik taleplerinde bulunduklar\u0131 biliniyor.<\/p>\n<p><strong>6. \u0130\u015f\u00e7i \u00f6l\u00fcmlerine kay\u0131ts\u0131z program<\/strong><\/p>\n<p>2015 Ekiminde yay\u0131nlanan Orta Vadeli Program ile son yay\u0131nlanan program aras\u0131nda, \u0130\u015f\u00e7i Sa\u011fl\u0131\u011f\u0131 ve \u0130\u015f G\u00fcvenli\u011fi Meclisi\u2019nin verilerine g\u00f6re, 1700\u2019\u00fcn \u00fczerinde i\u015f\u00e7i ya\u015fam\u0131n\u0131 yitirmi\u015ftir. B\u00f6ylesine bir meseleyi ge\u00e7ti\u011fimiz programda tek bir c\u00fcmle ile ge\u00e7i\u015ftiren anlay\u0131\u015f bu programda da korunmu\u015f, katliama d\u00f6n\u00fc\u015fen i\u015f\u00e7i \u00f6l\u00fcmlerine ra\u011fmen ayn\u0131 c\u00fcmle kopyalanarak yeni programa eklenmi\u015f, eski programdaki yakla\u015f\u0131m\u0131n yetersizli\u011fine kay\u0131ts\u0131z kal\u0131nm\u0131\u015ft\u0131r.<\/p>\n<p>Kapsay\u0131c\u0131 b\u00fcy\u00fcme gibi iddial\u0131 bir kavram\u0131n kullan\u0131ld\u0131\u011f\u0131 program\u0131n, i\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve i\u015f g\u00fcvenli\u011fini kapsamamas\u0131 bir yana, program sunu\u015fu s\u0131ras\u0131nda Ba\u015fbakan Binali Y\u0131ld\u0131r\u0131m\u2019\u0131n \u201cekonomiyi daha da canland\u0131rmak, istihdam\u0131 art\u0131rmak ve b\u00f6ylece milli gelirimizi daha da b\u00fcy\u00fctmek\u201d hedefi do\u011frultusunda yap\u0131lan i\u015f hayat\u0131yla ilgili d\u00fczenlemeler aras\u0131nda az riskli i\u015f yerlerinde 6331 say\u0131l\u0131 yasan\u0131n getirdi\u011fi y\u00fck\u00fcml\u00fcl\u00fcklerin bir sene ertelenmesini saymas\u0131 dikkat \u00e7ekicidir. Ekonomiyi canland\u0131rmak ve b\u00fcy\u00fcme hedeflerine ula\u015fmak i\u00e7in \u201c\u0130\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve i\u015f g\u00fcvenli\u011finden\u201d \u00f6nlemlerinden tasarruf yapmak, Orta Vadeli Program\u2019\u0131n sa\u011fl\u0131kl\u0131 ya\u015fam hakk\u0131n\u0131 dahi kapsamayan niteli\u011fini yans\u0131tmaktad\u0131r.<\/p>\n<p>Programa hakim olan g\u00fcvencesizle\u015fme ve esneklik dayatmas\u0131n\u0131n, bu alandaki sorunlar\u0131 daha da b\u00fcy\u00fctece\u011fi muhakkakt\u0131r.<\/p>\n<p><strong>7. Borca ba\u011f\u0131ml\u0131 b\u00fcy\u00fcme<\/strong><\/p>\n<p>Orta Vadeli Program\u2019da net ihracat\u0131n, toplam fakt\u00f6r verimlili\u011finin 2016 y\u0131l\u0131nda b\u00fcy\u00fcmeye katk\u0131s\u0131n\u0131n negatif olaca\u011f\u0131, sabit sermaye yat\u0131r\u0131mlar\u0131n\u0131n geriledi\u011fi, y\u0131l\u0131n ilk yar\u0131s\u0131nda talep kaynakl\u0131 bir b\u00fcy\u00fcme ya\u015fand\u0131\u011f\u0131 belirtilmi\u015ftir.<\/p>\n<p>Bu noktada i\u00e7 talebin nas\u0131l art\u0131r\u0131ld\u0131\u011f\u0131 \u00f6nemlidir. T\u00fcrkiye ekonomisinde i\u00e7 talebin yarat\u0131lmas\u0131nda bor\u00e7lanman\u0131n \u00f6nemli bir ara\u00e7 olarak kullan\u0131ld\u0131\u011f\u0131 ortadad\u0131r. 2002\u2019de hane halk\u0131 borcunun harcanabilir hane halk\u0131 gelirine oran\u0131 y\u00fczde 4 civar\u0131nda iken, bu oran 2015 itibariyle y\u00fczde 51\u2019dir. T\u00dc\u0130K Gelir ve Ya\u015fam Ko\u015fullar\u0131 Ara\u015ft\u0131rmas\u0131 2015 y\u0131l\u0131 verilerine g\u00f6re taksit \u00f6demeleri ve bor\u00e7lar\u0131 olanlar\u0131n oran\u0131 y\u00fczde 67,9\u2019dur.<\/p>\n<p>Ekonominin rekabet g\u00fcc\u00fc kazanmas\u0131 i\u00e7in eme\u011fin de\u011fersizle\u015ftirilmesi ve g\u00fcvencesizle\u015ftirilmesi \u00fczerine y\u00fckselen bir programda, i\u00e7 talebe dayal\u0131 bir b\u00fcy\u00fcmeyi s\u00fcrd\u00fcrmek, halk\u0131n refah\u0131n\u0131n artmas\u0131 ve gelir da\u011f\u0131l\u0131m\u0131n\u0131n d\u00fczelmesi ile de\u011fil b\u00fcy\u00fck oranda halk\u0131n bor\u00e7 bata\u011f\u0131na s\u00fcr\u00fcklenmesiyle s\u00fcrd\u00fcr\u00fclmeye \u00e7al\u0131\u015f\u0131lmaktad\u0131r ve bu e\u011filim Orta Vadeli Program\u2019da da kendini g\u00f6stermektedir.<\/p>\n<p><strong>8. \u00d6zelle\u015ftirme ya\u011fmas\u0131 s\u00fcrecek<\/strong><\/p>\n<p>Toplumsal kaynaklar\u0131n hara\u00e7 mezat elden \u00e7\u0131kart\u0131lmas\u0131 anlam\u0131na gelen \u00f6zelle\u015ftirmelerin devam edece\u011fi ve emek\u00e7ilerin on y\u0131llard\u0131r d\u00f6kt\u00fckleri al\u0131nterinin eserlerinin g\u00fcn\u00fc kurtarmak i\u00e7in kullan\u0131laca\u011f\u0131 programda 13 milyar liral\u0131k \u00f6zelle\u015ftirme geliri hedefi ile yer bulmaktad\u0131r. Bir \u00f6nceki Orta Vadeli Program\u2019da 2015 i\u00e7in y\u00fczde 6.3, 2016 i\u00e7in y\u00fczde 5 enflasyon oran\u0131 tahmin edilmekteydi. Ancak 2015 enflasyonu y\u00fczde 8.8 olurken, 2016 hedefi de y\u00fczde 7\u2019ye \u00e7\u0131kar\u0131ld\u0131. T\u00fcrkiye\u2019de \u00fccret art\u0131\u015flar\u0131 b\u00fcy\u00fck oranda beklenen enflasyon oran\u0131nda tutulmaya \u00e7al\u0131\u015f\u0131ld\u0131\u011f\u0131 i\u00e7in, ger\u00e7ekle\u015fen enflasyonun beklenen enflasyondan y\u00fcksek \u00e7\u0131kmas\u0131 i\u015f\u00e7ilerin reel olarak yoksulla\u015fmas\u0131 anlam\u0131na geliyor. Orta Vadeli Programdaki d\u00fc\u015f\u00fck enflasyon hedeflerinin, bir \u00f6nceki programda oldu\u011fu gibi ger\u00e7ekle\u015fmemesi halinde \u00fccretler reel olarak d\u00fc\u015fm\u00fc\u015f olacak.<\/p>\n<p><strong>10. Ola\u011fan\u00fcst\u00fc halde ola\u011fan\u00fcst\u00fc s\u00f6m\u00fcr\u00fc<\/strong><\/p>\n<p>Ola\u011fan\u00fcst\u00fc Hal Ko\u015fullar\u0131nda a\u00e7\u0131klanan Orta Vadeli Program, sermaye i\u00e7in ola\u011fan \u00fcst\u00fc s\u00f6m\u00fcr\u00fc olanaklar\u0131 sunmaktad\u0131r. \u0130ktidar a\u00e7\u0131s\u0131ndan kendi varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrebilmenin yolunun, sermayenin t\u00fcm kesimlerinin deste\u011fini almaktan, bunun i\u00e7in de emek\u00e7ilerin haklar\u0131n\u0131, \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131 daha da geriye g\u00f6t\u00fcrecek bir program ilan etmekten ge\u00e7ti\u011fini d\u00fc\u015f\u00fcnmektedir.<\/p>\n<p>Bu nedenledir ki \u201cgiri\u015fimcilik, rekabet, te\u015fvik, \u00f6zelle\u015ftirme, yat\u0131r\u0131mc\u0131lara ve i\u015fletmelere kolayl\u0131klar, esneklik\u201d program\u0131n her a\u015famas\u0131nda kar\u015f\u0131m\u0131za \u00e7\u0131karken, ta\u015ferona verilen s\u00f6zler unutulmakta, i\u015f\u00e7i \u00f6l\u00fcmlerine kay\u0131ts\u0131z kal\u0131nmakta, eme\u011fin haklar\u0131ndan, \u00f6rg\u00fctlenme \u00f6zg\u00fcrl\u00fc\u011f\u00fcnden, sendikal haklardan hemen hemen hi\u00e7 bahsedilmemektedir.<\/p>\n<p>G\u00fcvencesizlikte ve i\u015fsizlikte sa\u011flanan \u201cistikrar\u201d, kendi iktidarlar\u0131n\u0131n istikrar\u0131 i\u00e7in bir zorunluluk olarak g\u00f6r\u00fclmektedir.
