Ekinci, mimarl\u0131\u011f\u0131n i\u00e7mimarl\u0131k, peyzaj mimarl\u0131\u011f\u0131 ve \u015fehir b\u00f6lge planlama meslekleri taraf\u0131ndan par\u00e7alanma ve daralma tehlikesi ile kar\u015f\u0131 kar\u015f\u0131ya kald\u0131\u011f\u0131n\u0131 iddia etti\u011fi yaz\u0131s\u0131nda, imar d\u00fczeninin mimari duyarl\u0131l\u0131ktan yoksun ve tamamen rant odakl\u0131 olmas\u0131n\u0131n bu par\u00e7alanmadan kaynakland\u0131\u011f\u0131n\u0131 ifade ederek bu b\u00f6l\u00fcmlerden mezun olan meslek insanlar\u0131 zan alt\u0131nda b\u0131rak\u0131yordu. <\/p>\n<p>Ergino\u011flu &#038; \u00c7al\u0131\u015flar Mimarl\u0131k\u2019\u0131n savunmas\u0131nda, i\u00e7mimarl\u0131k b\u00f6l\u00fcmlerindeki i\u00e7mimar \u00f6\u011fretim g\u00f6revlisi say\u0131s\u0131n\u0131n az olmas\u0131 sorununu ve i\u00e7mimarl\u0131k e\u011fitiminin kimi \u00fcniversitelerde mimar k\u00f6kenli \u00f6\u011fretim g\u00f6revlileri taraf\u0131ndan verilmesini arg\u00fcman olarak kullanmas\u0131; Oktay Ekinci\u2019nin yaz\u0131s\u0131nda tekrar vurgulan\u0131yor. \u201c\u0130\u00e7mimarl\u0131k e\u011fitimini de zaten mimarlar veriyor\u201d \u015feklinde indirgemeci ve bilimsellikten uzak bu bak\u0131\u015f a\u00e7\u0131s\u0131 tart\u0131\u015fman\u0131n ilerleyen s\u00fcrecinde Do\u011fan Hasol taraf\u0131ndan da savunma arac\u0131 olarak kullan\u0131lmak \u00fczere dahiyane bir cevap olarak kabul g\u00f6r\u00fcyor.<br \/>\u201cMimarl\u0131ktan \u2018ayr\u0131larak\u2019 meslekle\u015fen uzmanl\u0131klar\u0131n, y\u0131llard\u0131r mimari duyarl\u0131l\u0131klardan kurtulmak\u2019 isteyen rant\u00e7\u0131 politikalarla kol kola meslek odac\u0131l\u0131\u011f\u0131 yapmalar\u0131na; ayn\u0131 nedenle TMMOB\u2019de de as\u0131l hedeflenmesi gereken \u2018birliktelik\u2019 yerine s\u00fcrekli \u2018meslek \u015fovenizmi\u2019ni \u00f6ne \u00e7\u0131karmalar\u0131na \u2019dur\u2019 deme zaman\u0131 \u00e7oktan geldi; hatta ge\u00e7iyor&#8230;\u201d diyerek yaz\u0131s\u0131n\u0131 tamamlayan Oktay Ekinci \u00e7\u00f6z\u00fcmden ziyade TMMOB\u2019yi kendi mesle\u011fi olan mimarl\u0131ktan yana tutum sergilemeye davet ediyordu. Kendi mesle\u011finin \u015fovenizmini yapt\u0131\u011f\u0131n\u0131n fark\u0131nda olmayarak\u2026 <\/p>\n<p>\u00c7ok ge\u00e7meden Oktay Ekinci\u2019nin yaz\u0131s\u0131na <strong>\u0130\u00e7mimar Muhittin \u0130nce<\/strong>\u2019den cevap geldi. \u0130nce cevab\u0131nda \u201c\u0130\u00e7mimarl\u0131k; mimari yap\u0131 b\u00fct\u00fcnl\u00fc\u011f\u00fcnde a\u00e7\u0131k-kapal\u0131 her \u00e7evrenin, hacmin fizik de\u011ferleri ile birlikte i\u015flevselli\u011fi do\u011frultusunda incelenerek insan fakt\u00f6r\u00fcn\u00fcn, fizyolojik, ergonomik, psikolojik de\u011ferlerin, sosyal-ekonomik kriterlerin geni\u015f a\u00e7\u0131da planlanmas\u0131 ve bilimsel, sanatsal, teknik kuramlar\u0131n organizasyonudur.\u201d \u015feklindeki i\u00e7mimarl\u0131k tan\u0131m\u0131n\u0131 kullanarak 1976 y\u0131l\u0131nda kurulan TMMOB \u0130\u00e7mimarlar Odas\u0131 ile de i\u00e7mimarl\u0131k mesle\u011finin sadece odaya kay\u0131tl\u0131 i\u00e7mimarlar taraf\u0131ndan icra edilmesi m\u00fchendislik ve mimarl\u0131k hakk\u0131ndaki kanunla g\u00fcvence alt\u0131na al\u0131nd\u0131\u011f\u0131n\u0131 belirtiyordu.<\/p>\n<p>2005 y\u0131l\u0131nda TMMOB&#8217;ye ba\u011fl\u0131 odalar\u0131n SMM y\u00f6netmeliklerini revizyonu s\u0131ras\u0131nda, Mimarlar Odas\u0131 SMM y\u00f6netmeli\u011fi i\u00e7erisinden i\u00e7mimarl\u0131k hizmetleri \u00e7\u0131kart\u0131lm\u0131\u015f, \u0130\u00e7mimarlar Odas\u0131 SMM y\u00f6netmeli\u011fi ile de ayr\u0131\u015fma netle\u015fmi\u015ftir.\u00dclkemizde bir yap\u0131n\u0131n v\u00fccuda gelebilmesi i\u00e7in hangi disiplinlerin kullan\u0131laca\u011f\u0131n\u0131 belirten Bay\u0131nd\u0131rl\u0131k Bakanl\u0131\u011f\u0131nca 1985 y\u0131l\u0131nda y\u00fcr\u00fcrl\u00fc\u011fe sokulan Mimarl\u0131k M\u00fchendislik Hizmetleri \u015eartnamesinin 10. maddesinde tan\u0131mlad\u0131\u011f\u0131 \u00fczere 4-5 grup yap\u0131lar\u0131 i\u00e7mimarl\u0131k hizmetlerinin aranaca\u011f\u0131 yap\u0131 s\u0131n\u0131flar\u0131 olarak belirtilmi\u015ftir. Bu hizmetlerin neleri kapsad\u0131\u011f\u0131n\u0131 da belirten \u0130nce, Bay\u0131nd\u0131rl\u0131k Bakanl\u0131\u011f\u0131\u2019n\u0131n gerekli y\u00f6netmeliklerde d\u00fczenlemeler yapmamas\u0131 ve Mimarlar Odas\u0131\u2019n\u0131n da \u00e7izim standartlar\u0131n\u0131n i\u00e7erisinden i\u00e7 mimariye ait arg\u00fcmanlar\u0131 \u00e7\u0131kartmamas\u0131ndan dolay\u0131, uygulama ve tefri\u015f projesi ad\u0131 alt\u0131nda i\u00e7mimarl\u0131k meslek alan\u0131 ihlal edilmekte oldu\u011funu, binalar\u0131n i\u00e7 mekanlar\u0131 bu \u015fekilde olu\u015fturuldu\u011funu, i\u00e7mimarlar\u0131n haz\u0131rlamas\u0131 gereken i\u00e7 mimari projelerin imar y\u00f6netmeliklerindeki a\u00e7\u0131klardan dolay\u0131 talep edilmedi\u011fini ifade ediyordu. <\/p>\n<p>\u201c\u0130\u00e7mimarl\u0131k meslek e\u011fitimine 1925 y\u0131l\u0131nda ba\u015flanm\u0131\u015f ve \u00fclkemizde ihtisaslasman\u0131n hangi dallarda olaca\u011f\u0131na T\u00fcrk mimarl\u0131\u011f\u0131 bu tarihte karar vermi\u015ftir. Aradan 85 y\u0131l ge\u00e7mi\u015f ve \u00fclkemizde 30.000 i\u00e7mimar yeti\u015fmi\u015ftir. Bu vakitten sonra hi\u00e7 kimse mimaride ihtisasla\u015fma yanl\u0131\u015f yap\u0131lm\u0131\u015f, mimarlar da i\u00e7mimarl\u0131k yapabilir, deme keyfiyetinde ve haddinde olamaz.\u201d diyen Muhittin \u0130nce meslekta\u015flar\u0131n\u0131n i\u015fsizlik s\u0131k\u0131nt\u0131s\u0131 \u00e7ekti\u011fi ko\u015fullarda, yasa ve y\u00f6netmeliklerdeki bo\u015fluklardan yararlan\u0131larak ve denetimden uzak bir bi\u00e7imde i\u00e7mimarl\u0131k meslek alan\u0131n\u0131n neredeyse %99\u2019u i\u00e7mimarlar\u0131n d\u0131\u015f\u0131ndaki meslek mensuplar\u0131nca (mimar ya da marangoz) yap\u0131lmas\u0131na kar\u015f\u0131 verilen m\u00fccadelenin i\u00e7 mekan tasar\u0131m\u0131n\u0131n, e\u011fitimini alm\u0131\u015f yetkinli\u011fi olan i\u00e7mimarlar taraf\u0131ndan yap\u0131lmas\u0131n\u0131 sa\u011flamaya \u00e7al\u0131\u015fman\u0131n, i\u00e7 mimariyi korumaya \u00e7al\u0131\u015fma \u00e7abas\u0131n\u0131n, evrensel mimarl\u0131\u011fa, \u00e7a\u011fda\u015f tasar\u0131m d\u00fcnyas\u0131na, tarihi ve k\u00fclt\u00fcrel de\u011ferlerimize sayg\u0131n\u0131n bir ifadesi oldu\u011funu ifade ederek yaz\u0131s\u0131n\u0131 tamaml\u0131yordu.<\/p>\n<p>Konuyla ilgili tart\u0131\u015fmalar internet ortam\u0131nda \u00e7e\u015fitli platformlarda devam etti. Yeni Mimar internet dergisinde <strong>\u00d6zgen Osman Demirba\u015f<\/strong> 8 Temmuz 2010 tarihli \u201cMimarl\u0131k ve i\u00e7 mimarl\u0131k aras\u0131ndaki s\u0131n\u0131r tan\u0131mlanabilir mi?\u201d ba\u015fl\u0131\u011f\u0131 ile yay\u0131nlanan yaz\u0131s\u0131nda, sordu\u011fu soruya bar\u0131\u015f\u00e7\u0131l cevaplar buldu. Tasar\u0131m \u015femsiyesi alt\u0131ndaki t\u00fcm disiplinlerin birbirleri ile var oldu\u011funu, s\u0131n\u0131r s\u0131n\u0131ra de\u011fil, birbiri ile \u00f6rt\u00fc\u015fen bir ili\u015fkisinin s\u00f6z konusu oldu\u011funu s\u00f6yleyen Demirba\u015f, tasar\u0131m etkinli\u011finin b\u00fct\u00fcnselli\u011fi nedeniyle ilgili t\u00fcm tasar\u0131m kollar\u0131n\u0131n belirli bir koordinasyonla i\u015flev alarak hareket etmesi gerekti\u011fini bildirdi.\u00a0<\/p>\n<p>Demirba\u015f, t\u00fcm bu disiplinlerin yasalar ve \u00fcst kurumlarca kapsamlar\u0131 do\u011frultusunda belirlenmi\u015f, e\u015fit s\u00fcreli programlar ile e\u011fitimlerinin (d\u00f6rt y\u0131ll\u0131k lisans e\u011fitimi) verildi\u011fi d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, bu kollardan hi\u00e7birinin, bir \u00f6teki \u00fczerinde hak iddia etmemesi, bir hegemonya yaratmaya \u00e7al\u0131\u015fmamas\u0131 gerekti\u011fini s\u00f6yledi\u011fi yaz\u0131s\u0131nda g\u00fcn\u00fcm\u00fczdeki mimarl\u0131k mesle\u011fi ile 15. yy daki &#8216;mimar&#8217; kavram\u0131n\u0131 ayn\u0131 d\u00fczlemde ele alman\u0131n yanl\u0131\u015f olaca\u011f\u0131n\u0131 ve mevcut problemlerin \u00e7\u00f6z\u00fcm\u00fcn\u00fc imkans\u0131z k\u0131laca\u011f\u0131n\u0131 ifade etti.<\/p>\n<p>Ayn\u0131 internet dergisinde 1 Temmuz 2010 tarihinde <strong>Serpil \u00d6zalo\u011flu<\/strong> taraf\u0131ndan kaleme al\u0131nan \u201cMimarl\u0131k ve i\u00e7 mimarl\u0131k aras\u0131nda s\u0131n\u0131r ihlali olabilir mi?\u201d ba\u015fl\u0131kl\u0131 yaz\u0131 ise o kadar bar\u0131\u015f\u00e7\u0131l de\u011fil. Belki ba\u015fka disiplinler \u00fczerinden konuya bakarak daha objektif bir bak\u0131\u015f a\u00e7\u0131s\u0131 olu\u015fturabiliriz \u015feklinde konuya giren \u00d6zalo\u011flu \u201cMesela hekimlik a\u00e7\u0131s\u0131ndan bakt\u0131\u011f\u0131m\u0131zda t\u00fcm uzman hekimlerin pratisyen hekimleri dava etmesi gerekirdi. Ya da terapistlerin psikologlar\u0131, sinema oyuncular\u0131n\u0131n sinemada oynayan tiyatro oyuncular\u0131n\u0131, pasta f\u0131r\u0131nlar\u0131n\u0131n ekme\u011fin yan\u0131 s\u0131ra \u00e7\u00f6rek \u00e7\u0131karan ekmek f\u0131r\u0131nlar\u0131n\u0131, uluslararas\u0131 hukuk\u00e7unun d\u00fcz hukuk\u00e7uyu, i\u015fletmecinin ekonomisti, bilgisayar m\u00fchendisinin elektrik-elektronik m\u00fchendisini, polisiye yazarlar\u0131n\u0131n arada bir polisiye konulu roman yazan d\u00fcz romanc\u0131lar\u0131, vb.\u201d \u015feklinde davam ederek konuyu son derece indirgenmi\u015f hatta abs\u00fcrt bir boyutta ele al\u0131yor.\u00a0<\/p>\n<p>Yap\u0131lan i\u00e7mimarl\u0131k i\u015flerinin denetlenebilir olmamas\u0131 gibi bir olumsuzluktan yola \u00e7\u0131karak \u201cnas\u0131lsa Oda bu i\u015fleri denetleyemeyecek\u201d demeye getiriyor ve \u201cBence meslekta\u015flar meslek \u00f6rg\u00fctlenmelerini g\u00fc\u00e7lendirip, piyasadaki ehliyetsiz ki\u015filerin yapt\u0131\u011f\u0131 denetimsiz i\u015fleri ortaya \u00e7\u0131karmaya ve zapt-\u0131 rapt alt\u0131na almaya \u00e7al\u0131\u015fsalar \u00e7ok daha yararl\u0131 bir i\u015f yapm\u0131\u015f olurlar.\u201d diyerek\u00a0 \u0130\u00e7mimar Odas\u0131 bu konuyla ilgilenmiyormu\u015f gibi bir izlenim yaratmaya \u00e7al\u0131\u015f\u0131rken mimarlar\u0131n \u201cayr\u0131cal\u0131kl\u0131\u201d konumunu koruma y\u00f6n\u00fcnde fikir belittiyordu.<\/p>\n<p>Mimarl\u0131k alan\u0131nda \u00f6nemli i\u015fler yapm\u0131\u015f, mimarl\u0131k ve tasar\u0131m d\u00fcnyas\u0131nda \u00f6nemli bir yeri olan Yap\u0131 End\u00fcstri Merkezi\u2019in kurucusu <strong>Do\u011fan Hasol<\/strong>, Yap\u0131 Dergisi Temmuz 2010 say\u0131s\u0131nda \u00e7\u0131kan \u201c \u0130\u00e7mimar Mimara Kar\u015f\u0131\u201d yaz\u0131s\u0131 da bu konuda incelenmeye de\u011fer. Do\u011fan Hasol da mimarl\u0131k mesle\u011finin kentsel planlama, kentsel tasar\u0131m, peyzaj mimarl\u0131\u011f\u0131, i\u00e7mimarl\u0131k b\u00f6l\u00fcmlerinin tehditi alt\u0131nda oldu\u011funu savunuyor. T\u00fcrkiye\u2019de yetki s\u0131n\u0131rlar\u0131 belirsiz olan bu b\u00f6l\u00fcmlerin s\u0131n\u0131rlar\u0131n\u0131 oturtma \u00e7abas\u0131na girerken fazla c\u00fcretkar oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyor. <\/p>\n<p>\u201cTralles\u2019li (Ayd\u0131n) Anthemios ve Miletos\u2019lu \u0130sidoros adlar\u0131 yakla\u015f\u0131k 1500 y\u0131ldan beri Ayasofya ile birlikte an\u0131lmaz m\u0131? S\u00fcleymaniye, Selimiye camileri Sinan\u2019s\u0131z d\u00fc\u015f\u00fcn\u00fclebilir mi? Paris\u2019in tarihsel \u00fcnl\u00fc Operas\u0131, mimar\u0131n\u0131n ad\u0131n\u0131 ta\u015f\u0131r ve Op\u00e9ra Garnier olarak an\u0131l\u0131r&#8230; Durum eskiden \u00f6yleydi de bug\u00fcn farkl\u0131 m\u0131? Hay\u0131r!.. Bug\u00fcn de \u015eelale Evi, Ronchamp \u015eapeli, Sydney Operas\u0131, Guggenheim m\u00fczeleri ve daha binlercesi yine mimarlar\u0131n\u0131n adlar\u0131yla birlikte an\u0131l\u0131r. Bu binalar\u0131n d\u0131\u015f\u0131n\u0131 ba\u015fkas\u0131, i\u00e7ini ba\u015fkas\u0131 m\u0131 yapm\u0131\u015ft\u0131r?\u201d diye soruyor. Oysa \u015eelale Evi\u2019nin mimar\u0131 Frank Lloyd Wright i\u00e7 mekan tasar\u0131m\u0131na getirdi\u011fi yeniliklerle i\u00e7 mekanda uzmanla\u015fma gerektiren konular\u0131n kurucusu, bir nevi i\u00e7mimarl\u0131\u011f\u0131n \u00e7\u0131kmas\u0131n\u0131n \u00f6nc\u00fclerinden kabul edilebilecek bir mimard\u0131r. Frank Ghery de ayn\u0131 \u015fekilde i\u00e7 mekana yo\u011funla\u015fan \u00e7al\u0131\u015fmalar yapm\u0131\u015f, bu alan\u0131n \u00f6zel ihtisas alan\u0131 haline gelmesinin bir ihtiya\u00e7 olmas\u0131n\u0131 sa\u011flam\u0131\u015ft\u0131r. Tasar\u0131m tarihinde ya\u015fanan s\u00fcre\u00e7 budur.\u00a0G\u00fcn\u00fcm\u00fczde i\u00e7mimarl\u0131k i\u015flerini i\u00e7mimarlar\u0131n yapmas\u0131 gerekti\u011fini savunmak, ge\u00e7mi\u015fi reddetmek de\u011fil, gelece\u011fi sa\u011fl\u0131kl\u0131 temeller \u00fczerine kurmak demektir.\u00a0<\/p>\n<p>Hasol yaz\u0131s\u0131nda \u201cMimarl\u0131k yap\u0131t\u0131n\u0131n bir tasar\u0131mlar b\u00fct\u00fcn\u00fc oldu\u011fu, i\u00e7 ve d\u0131\u015f mek\u00e2n\u0131yla bir b\u00fct\u00fcn olu\u015fturdu\u011fu nas\u0131l g\u00f6zard\u0131 edilebilir? Tasar\u0131m ve uygulamada uzmanl\u0131k destekleri al\u0131nmas\u0131 do\u011fald\u0131r; ancak bunlar yap\u0131t\u0131n mimara ait oldu\u011fu ger\u00e7e\u011fini de\u011fi\u015ftirmez.\u201d \u015feklinde genel bir kabul\u00fc tekrarl\u0131yor. Bir yap\u0131n\u0131n i\u00e7iyle d\u0131\u015f\u0131n\u0131n bir b\u00fct\u00fcn oldu\u011fu kadar mimari bir yap\u0131t\u0131n mimar\u0131na ait oldu\u011fu da su ge\u00e7irmez bir ger\u00e7ektir. Ancak bu ger\u00e7eklik\u00a0i\u00e7 mekan\u0131n i\u00e7 mimar taraf\u0131ndan tasarlanmas\u0131n\u0131n, yap\u0131t\u0131n mimara ait olmas\u0131na ne gibi bir zarar getiece\u011fini\u00a0a\u00e7\u0131klamaya yetmez. \u0130\u00e7mimara bu duyarl\u0131l\u0131k e\u011fitim hayat\u0131 boyunca verilir, dolay\u0131s\u0131yla bunun aksi bir tutumda bulunmak\u00a0mesleki de\u011fil ki\u015fisel duyars\u0131zl\u0131ktan kaynaklanacakt\u0131r.\u00a0<\/p>\n<p>Do\u011fan Hasol \u201cG\u00fcn\u00fcm\u00fczde yap\u0131lar, \u00e7a\u011f\u0131n getirdi\u011fi yeni i\u015flevler ve yepyeni geli\u015fmi\u015f teknolojilerle \u00e7ok karma\u015f\u0131k hale gelmi\u015ftir. \u00c7ok geni\u015f bir tak\u0131m \u00e7al\u0131\u015fmas\u0131 s\u00f6z konusudur art\u0131k. Bu tak\u0131mda mimarlar, \u00e7e\u015fitli dallardan m\u00fchendisler, peyzaj, i\u00e7mimarl\u0131k, akustik, yang\u0131n ve can g\u00fcvenli\u011fi uzmanl\u0131klar\u0131n\u0131n yan\u0131s\u0131ra konunun gerektirdi\u011fi ba\u015fka bir\u00e7ok uzmanl\u0131k dal\u0131ndan dan\u0131\u015fmanlar yer al\u0131r. Yap\u0131lan i\u015f, bir orkestra \u00e7al\u0131\u015fmas\u0131 gibidir ve bu orkestran\u0131n \u015fefi, tasar\u0131mc\u0131-m\u00fcellif mimard\u0131r.\u201d \u015feklinde \u2018iyi niyetli\u2019 a\u00e7\u0131klamalara da yaz\u0131s\u0131nda yer veriyor.
