Suyun  ticarile\u015ftirilmesine kar\u015f\u0131 s\u00fcrd\u00fcrece\u011fimiz m\u00fccadele \u00e7izgisini,  m\u00fccadelenin ilkelerini ve \u00f6rg\u00fctlenme bi\u00e7imini tart\u0131\u015ft\u0131k. Do\u011fu Karadeniz  Su Hakk\u0131 Forumu\u2019nda yap\u0131lan tart\u0131\u015fmalar ve \u00f6nerilerle olu\u015fturdu\u011fumuz  sonu\u00e7 bildirgesini \u00fclkenin d\u00f6rt bir yan\u0131nda ve t\u00fcm d\u00fcnyada su hakk\u0131  m\u00fccadelesi verenleri selamlayarak duyuruyoruz.  <\/p>\n<p><strong>Sermaye suya el koyuyor, suyu ticarile\u015ftiriyor <\/strong> <br \/>Canl\u0131 ya\u015fam\u0131n\u0131n temeli olan su, kapitalizmin  metala\u015ft\u0131rma\/piyasala\u015ft\u0131rma sald\u0131r\u0131s\u0131 alt\u0131nda. Suyun  ticarile\u015ftirilmesine d\u00f6n\u00fck sermaye sald\u0131r\u0131s\u0131 \u00e7ok boyutlu bi\u00e7imlerde  ilerliyor. Kentsel ve k\u0131rsal alanda su hizmetlerinin ticarile\u015ftirilmesi,  suyun piyasada fiyatland\u0131r\u0131lmas\u0131, suyun yer alt\u0131 sular\u0131ndan \u00e7ekilerek  ve kaynaklardan al\u0131narak \u015fi\u015felenip metala\u015ft\u0131r\u0131lmas\u0131, hizmet \u00fcretiminde  ta\u015feronla\u015ft\u0131rma\/eme\u011fin g\u00fcvencesizle\u015ftirilmesi uygulamalar\u0131&#8230;B\u00fct\u00fcn  bunlar suyun\/su hizmetlerinin ticarile\u015ftirilmesinin farkl\u0131 farkl\u0131  y\u00fczleri. Bug\u00fcn ise sald\u0131r\u0131n\u0131n bir ba\u015fk boyutuyla kar\u015f\u0131 kar\u015f\u0131yay\u0131z. AKP  iktidar\u0131 enerji \u00f6zelle\u015ftirmelerini temel alan (ba\u015fta elektrik piyasas\u0131  kanunu olmak \u00fczere) yasal d\u00fczenlemeleri yapt\u0131ktan sonra uygulamaya  soktu\u011fu \u201csu kullan\u0131m anla\u015fmalar\u0131\u201d ile \u00fclkenin d\u00f6rt bir yan\u0131ndaki  akarsular\u0131n kullan\u0131m hakk\u0131n\u0131 sermayeye sat\u0131yor. Akarsular\u0131n sermayeye  sat\u0131l\u0131\u015f\u0131 t\u00fcm canl\u0131lar\u0131n ya\u015fam hakk\u0131na y\u00f6nelen bir sald\u0131r\u0131 olarak  geli\u015fiyor.  <\/p>\n<p>Su kullan\u0131m hakk\u0131n\u0131n sermayeye sat\u0131\u015f\u0131 bug\u00fcn enerji \u00fcretimi yapmak  \u00fczere kurulan HES (Hidroelektrik Santral) projeleri gerek\u00e7e g\u00f6sterilerek  yap\u0131l\u0131yor.  Ancak su kullan\u0131m anla\u015fmalar\u0131, sulama suyundan i\u00e7me ve  kullanma suyu teminine kadar su kayna\u011f\u0131n\u0131n her t\u00fcrl\u00fc kullan\u0131m bi\u00e7imini  de kaps\u0131yor. Bu anla\u015fmalar suyun kullan\u0131m hakk\u0131n\u0131, bu hakka, do\u011fan\u0131n bir  par\u00e7as\u0131 olduklar\u0131 i\u00e7in sahip olan ve ya\u015famlar\u0131n\u0131 su sayesinde s\u00fcrd\u00fcren  t\u00fcm canl\u0131lar\u0131n elinden alarak suyu ticari bir mala d\u00f6n\u00fc\u015ft\u00fcrmesi i\u00e7in  sermayeye devrediyor.  <\/p>\n<p>Devleti \u201c\u00f6zel sekt\u00f6r\u201d mant\u0131\u011f\u0131yla y\u00f6netti\u011fini a\u00e7\u0131k\u00e7a ilan eden siyasi  iktidar; ortak ihtiya\u00e7lar alan\u0131n\u0131n b\u00fct\u00fcn di\u011fer par\u00e7alar\u0131nda yapt\u0131\u011f\u0131  gibi yasal d\u00fczenlemeler ve uygulamalarla enerji ve suyu sermayeye yeni  karl\u0131l\u0131k alanlar\u0131 olarak a\u00e7\u0131yor ve bu piyasala\u015ft\u0131rma s\u00fcre\u00e7lerini halka  kar\u015f\u0131 can siperhane savunuyor. AKP kendisini destekleyen sermaye  gruplar\u0131na ya da ki\u015filere bu yeni birikim alanlar\u0131nda \u00f6zel kanallar  a\u00e7\u0131yor ve bu \u015fekilde kendisini de g\u00fc\u00e7lendiriyor. Yine kamu  kurulu\u015flar\u0131n\u0131n yat\u0131r\u0131mc\u0131 i\u015fletmelere \u00e7evrilmesi; yerel y\u00f6netimlerin  \u015firketle\u015ftirilmesi; kamu-\u00f6zel ortakl\u0131\u011f\u0131 modellerinin ya\u015fama ge\u00e7irilmesi  k\u0131saca art\u0131k kamunun piyasa mant\u0131\u011f\u0131yla \u015fekillendirilmesi, suyun ve su  havzalar\u0131n\u0131n tahribat\u0131n\u0131\/ticarile\u015ftirilmesini h\u0131zland\u0131ran geli\u015fmeleri  olu\u015fturuyor. AKP bu s\u00fcrecin s\u00fcr\u00fckleyici akt\u00f6rlerinin ba\u015f\u0131nda geliyor.  <\/p>\n<p>T\u00fcm bu sald\u0131r\u0131n\u0131n kar\u015f\u0131s\u0131nda halk sessiz kalm\u0131yor. \u00dclkenin d\u00f6rt bir  yan\u0131nda farkl\u0131 k\u00fclt\u00fcrlere, dillere, gelenek ve ya\u015fama bi\u00e7imlerine sahip  olan insanlardan olu\u015fan yerel hareketler do\u011faya ve suya y\u00f6nelen  sald\u0131r\u0131n\u0131n kar\u015f\u0131s\u0131na dikiliyor. Bug\u00fcne kadar \u00fclkenin farkl\u0131 b\u00f6lgelerinde  geli\u015fen yerel hareketlerin ya\u015fad\u0131klar\u0131 deneyimlere ve sald\u0131r\u0131n\u0131n  geldi\u011fi boyuta bak\u0131ld\u0131\u011f\u0131nda ise izlenecek m\u00fccadele \u00e7izgisini ve  y\u00f6ntemlerini ortakla\u015fa tart\u0131\u015fmak, ortak hareket etme ve \u00f6rg\u00fctlenme  bi\u00e7imleri yaratmak bir ihtiya\u00e7 olarak beliriyor. Bu noktada  akarsular\u0131m\u0131z\u0131n \u015firketlere sat\u0131lmas\u0131n\u0131n nedenlerini ve yaratt\u0131\u011f\u0131  sonu\u00e7lar\u0131; m\u00fccadele deneyimlerinden \u00e7\u0131kar\u0131lan dersleri bilince \u00e7\u0131karmak  bundan sonra m\u00fccadelenin izleyece\u011fi seyir a\u00e7\u0131s\u0131ndan kritik \u00f6nem ta\u015f\u0131yor.   <\/p>\n<p><strong>Suya m\u00fcdahale ya\u015fama ve do\u011faya sald\u0131r\u0131d\u0131r!<\/strong> <br \/>HES projelerinin yap\u0131m\u0131nda oldu\u011fu gibi su kaynaklar\u0131n\u0131n sermaye  taraf\u0131ndan denetimi i\u00e7in do\u011faya ve kayna\u011f\u0131n kendisine yap\u0131lan  m\u00fcdahaleler su sayesinde varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcren ekosistemi tahrip ediyor.  Suya HES&#8217;le m\u00fcdahale, suyun barajlanarak tutuklanmas\u0131; boru ve  kanallarla dere yata\u011f\u0131n\u0131n ve do\u011fan\u0131n d\u0131\u015f\u0131na ta\u015f\u0131nmas\u0131, yeralt\u0131 sular\u0131n\u0131n  a\u00e7\u0131lan t\u00fcnellerle \u00e7ekilmesi, dere yataklar\u0131n\u0131n yerinin ve suyun  ak\u0131\u015f\u0131n\u0131n de\u011fi\u015ftirilmesi yoluyla yap\u0131l\u0131yor. Derelerin kurutulmas\u0131, suda  ya\u015fayan mikroorganizmalar\u0131n, suyla beslenen hayvanlar\u0131n ve bitkilerin o  b\u00f6lgedeki varl\u0131klar\u0131n\u0131 s\u00fcrd\u00fcr\u00fclemez hale getiriyor, bal\u0131klar\u0131n g\u00f6\u00e7  yollar\u0131n\u0131 t\u0131k\u0131yor. Biyo\u00e7e\u015fitlilik azal\u0131yor. Yaban hayat yok ediliyor.  HES&#8217;lerin yap\u0131m a\u015famas\u0131nda \u00f6zellikle yol ve iletim hatt\u0131 \u00e7al\u0131\u015fmalar\u0131nda  ormanlar katlediliyor. HES&#8217;lerde kullan\u0131lan betonarme yap\u0131lar i\u00e7in  gereken kum ve \u00e7ak\u0131l i\u00e7in a\u00e7\u0131lan ta\u015f ocaklar\u0131, in\u015faat s\u0131ras\u0131ndaki  hafriyatlar, di\u011fer at\u0131klar, toz emisyonlar\u0131 do\u011fal \u00e7evreyi kirletiyor ve  t\u00fcm canl\u0131lar\u0131n ya\u015fam\u0131n\u0131 tehlikeye sokuyor. HES\u2019ler suyu havzan\u0131n daha  y\u00fcksek yerlerinde tutarak havzan\u0131n a\u015fa\u011f\u0131 kesimlerine do\u011fru olan suyun  ak\u0131\u015f\u0131n\u0131 azalt\u0131yor. Bu durum yer alt\u0131 sular\u0131n\u0131n b\u00fcy\u00fck oranlarda  azalmas\u0131na hatta baz\u0131 durumlarda sulak alanlar\u0131n kurumas\u0131na neden  oluyor. HES in\u015faatlar\u0131 i\u00e7in kullan\u0131lan dinamitleme y\u00f6ntemi yeralt\u0131  sular\u0131n\u0131 etkileyerek halk\u0131n i\u00e7me suyu kaynaklar\u0131n\u0131n yok olmas\u0131na,  susuzluk tehlikesinin a\u00e7\u0131\u011fa \u00e7\u0131kmas\u0131na neden oluyor. HES&#8217;lerle suyun  kendini yenileyebilme niteli\u011fi azal\u0131yor.  <\/p>\n<p>T\u00fcm bunlarla birlikte HES projeleri tarihsel k\u00fclt\u00fcrel dokular\u0131,  b\u00f6lgede ya\u015fayan insanlar\u0131n y\u00fczy\u0131llard\u0131r suyla birlikte \u015fekillenen ya\u015fama  bi\u00e7imlerini ve k\u00fclt\u00fcrlerini de yok ediyor. Bu yan\u0131yla HES&#8217;ler k\u00fclt\u00fcrel  \u00e7e\u015fitlili\u011fe ve zenginli\u011fe y\u00f6nelik bir sald\u0131r\u0131 olarak da geli\u015fiyor.  <\/p>\n<p>Bug\u00fcn geli\u015fen yerel hareketlerin temel dinami\u011fini sermaye sald\u0131r\u0131s\u0131  alt\u0131ndaki suya, HES projelerinin yap\u0131lmas\u0131 planlanan vadilere ve  k\u00fclt\u00fcrel\/ya\u015famsal de\u011ferlere sahip \u00e7\u0131kmak olu\u015fturuyor. Bu noktada  m\u00fccadelenin iki temel eksenini suyun ticarile\u015ftirilmesine kar\u015f\u0131 topyek\u00fcn  m\u00fccadele ve do\u011fan\u0131n\/ya\u015fam\u0131n kar g\u00fcd\u00fcs\u00fcyle tahrip edilmesine kar\u015f\u0131  verilecek ekolojik m\u00fccadele olarak kavramayan her e\u011filim sald\u0131r\u0131n\u0131n  b\u00fcy\u00fckl\u00fc\u011f\u00fc kar\u015f\u0131s\u0131nda durmak ve m\u00fccadeleyi ilerletmek bak\u0131m\u0131ndan  s\u0131n\u0131rlara \u00e7arp\u0131yor. <\/p>\n<p>A\u00e7\u0131k ki su, do\u011fan\u0131n hakk\u0131 ve koruyucusudur. Do\u011fada canl\u0131 ve cans\u0131z  varl\u0131klar aras\u0131 ili\u015fkiyi kurarak canl\u0131lar\u0131n daha sa\u011fl\u0131kl\u0131 ya\u015famas\u0131n\u0131,  ekosistemin devaml\u0131l\u0131\u011f\u0131n\u0131 sa\u011flayan en \u00f6nemli unsurdur. Bu nedenle su  hakk\u0131 m\u00fccadelesi do\u011fan\u0131n varl\u0131\u011f\u0131n\u0131 ve devaml\u0131l\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrmesi i\u00e7in;   kendini bu sald\u0131r\u0131 kar\u015f\u0131s\u0131nda savunamayan hayvanlar ve bitkiler i\u00e7in de  verilmelidir. O do\u011fal \u00e7evrede olu\u015fmu\u015f tarihsel-k\u00fclt\u00fcrel doku, yap\u0131 ve  de\u011ferlerin korunmas\u0131 da m\u00fccadelenin bir par\u00e7as\u0131d\u0131r.  <\/p>\n<p><strong>Suyun ticarile\u015ftirilmesi k\u00f6yl\u00fcl\u00fck i\u00e7in y\u0131k\u0131m getiriyor!<\/strong> <br \/>Suyun ticarile\u015ftirilmesi ve bunun bir par\u00e7as\u0131 olarak HES projeleri  bir\u00e7ok farkl\u0131 etkiyle tar\u0131m ve hayvanc\u0131l\u0131kta k\u00fc\u00e7\u00fck \u00fcreticiyi\/ge\u00e7imlik  \u00fcretim yapanlar\u0131 \u00fcretimini s\u00fcrd\u00fcremez hale getiriyor. HES projeleri  suyun do\u011fal \u00e7evrimini, dolay\u0131s\u0131yla b\u00f6lgenin ya\u011fmur ve nem dengesini  bozuyor. Bu m\u00fcdahaleler yerellerde geleneksel ge\u00e7im kayna\u011f\u0131n\u0131 olu\u015fturan  tar\u0131msal \u00fcr\u00fcnlerin yeti\u015fme ko\u015fullar\u0131n\u0131 ortadan kald\u0131r\u0131yor. Su d\u00f6ng\u00fcs\u00fcne  yap\u0131lan m\u00fcdahalelerle suyla ta\u015f\u0131nan toprak ve besinin azalmas\u0131 tar\u0131m  topraklar\u0131n\u0131n beslenememesine, toprak veriminin d\u00fc\u015fmesine, tar\u0131msal  topraklar\u0131n niteliklerini kaybetmelerine neden oluyor. Akarsuya yap\u0131lan  m\u00fcdahalelerle suyun niteli\u011finin azalmas\u0131 ve kirletilmesi Tokat ve Amasya  \u00f6rneklerinde ya\u015fad\u0131\u011f\u0131m\u0131z gibi \u00fcr\u00fcnlerin kurumas\u0131na\/\u00e7\u00fcr\u00fcmesine yol  a\u00e7\u0131yor. HES projelerinin yap\u0131m s\u00fcrecinde kullan\u0131lan tekniklerle a\u00e7\u0131\u011fa  \u00e7\u0131kan kirlilik ar\u0131c\u0131l\u0131k faaliyetlerinin ortadan kalkmas\u0131na neden oluyor.   <\/p>\n<p>Su kaynaklar\u0131n\u0131n metala\u015ft\u0131r\u0131lmas\u0131; tar\u0131m yapt\u0131klar\u0131 topraklar\u0131  akarsular\u0131 kullanarak sulayan, hayvanlar\u0131n\u0131n su ihtiya\u00e7lar\u0131n\u0131  akarsulardan kar\u015f\u0131layan k\u00f6yl\u00fclerin kulland\u0131klar\u0131 suyu bir \u00fcretim  maliyeti haline getiriyor. Hali haz\u0131rda \u00fcretim maliyetlerini  kar\u015f\u0131layamayan k\u00f6yl\u00fcler i\u00e7in bu durum h\u0131zla yoksulla\u015fma anlam\u0131na geldi\u011fi  gibi; suyun etraf\u0131nda kurulan ve suyla ya\u015fam bulan k\u00f6yl\u00fcl\u00fc\u011f\u00fcn ve  k\u00fc\u00e7\u00fck\/ge\u00e7imlik tar\u0131msal \u00fcretimin tasfiyesi, suyun metala\u015ft\u0131r\u0131lmas\u0131yla  h\u0131zlan\u0131yor. Bu s\u00fcre\u00e7 ayn\u0131 zamanda kentte ve k\u0131rda emek\u00e7i halk\u0131n beslenme  hakk\u0131na kar\u015f\u0131 bir sald\u0131r\u0131 olarak da geli\u015fiyor. Su kaynaklar\u0131n\u0131n sermaye  taraf\u0131ndan ele ge\u00e7irilmesi s\u00fcrecinin bu b\u00f6lgelerde end\u00fcstriyel tar\u0131ma  ge\u00e7i\u015fin (geleneksel \u00fcr\u00fcnlerde de\u011fi\u015fiklik yap\u0131lmas\u0131n\u0131 sa\u011flayan  m\u00fcdahaleler, GDO&#8217;lu \u00fcr\u00fcnlerin kullan\u0131m\u0131n\u0131n yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 da bu  s\u00fcrecin bir par\u00e7as\u0131d\u0131r) temellerini de att\u0131\u011f\u0131; yerel halk\u0131n  topraks\u0131zla\u015ft\u0131r\u0131larak kendi topra\u011f\u0131nda i\u015f\u00e7ile\u015ftirilmesinin ve b\u00fcy\u00fck  b\u00f6l\u00fcm\u00fcn\u00fcn de g\u00f6\u00e7 etmek zorunda b\u0131rak\u0131lmas\u0131n\u0131n \u00f6n\u00fcn\u00fc a\u00e7aca\u011f\u0131 bug\u00fcnden  g\u00f6r\u00fcl\u00fcyor. T\u00fcm bunlar bug\u00fcn suyun ticarile\u015ftirilmesine kar\u015f\u0131 y\u00fcr\u00fct\u00fclecek  m\u00fccadelenin ayn\u0131 zamanda topra\u011f\u0131na, tohumuna ve beslenme hakk\u0131na sahip  \u00e7\u0131kma m\u00fccadelesi oldu\u011funu g\u00f6steriyor. <\/p>\n<p><strong>Sermayenin enerji ihtiyac\u0131 i\u00e7in verecek suyumuz yok!<\/strong> <br \/>HES projeleri ya\u015fama ge\u00e7irilirken kullan\u0131lan arg\u00fcmanlardan biri  yenilenebilir enerjidir. HES&#8217;lerin ekosistemde yaratt\u0131\u011f\u0131 tahribat  a\u00e7\u0131kt\u0131r. Yenilenebilirlik iddias\u0131n\u0131n ger\u00e7ek olmad\u0131\u011f\u0131n\u0131 ya\u015fad\u0131klar\u0131m\u0131z  bize \u00f6\u011fretmektedir. <\/p>\n<p>HES projeleriyle su d\u00f6ng\u00fcs\u00fcn\u00fcn bozulmas\u0131 do\u011fadaki suyun miktar\u0131nda  de\u011fi\u015fiklik yapmamaktad\u0131r, suyun yap\u0131s\u0131n\u0131 de\u011fi\u015ftirmektedir. Derenin  yata\u011f\u0131ndan \u00e7\u0131kar\u0131lan su art\u0131k yeralt\u0131 katmanlar\u0131ndan ge\u00e7erek  zenginle\u015femiyor, yeralt\u0131 sular\u0131n\u0131 besleyemiyor, su, i\u00e7ine al\u0131nd\u0131\u011f\u0131 boru  ve kanal\u0131n i\u00e7inde ak\u0131\u015f\u0131 s\u0131ras\u0131nda oksijence zenginle\u015femiyor, dere  yata\u011f\u0131ndan akarken i\u00e7indeki mikroorganizmalar\u0131n yaratt\u0131\u011f\u0131 biyokimyasal  s\u00fcre\u00e7ten ge\u00e7emiyor. K\u0131saca art\u0131k su deredeki su olarak de\u011fil sadece bir  s\u0131v\u0131 olarak ak\u0131yor. O kanaldan al\u0131nan s\u0131v\u0131yla sulanan bitki, s\u0131v\u0131y\u0131 alan  canl\u0131 serinliyor ancak beslenemiyor. Suyun do\u011fal ak\u0131\u015f\u0131 engellenerek  borulanmas\u0131, kanallanmas\u0131 do\u011fada yarat\u0131lan tahribat\u0131n geri  d\u00f6nd\u00fcr\u00fclemezli\u011fini a\u00e7\u0131k\u00e7a g\u00f6stermektedir. Bu nedenle HES&#8217;lerle \u00fcretilen  enerji yenilenebilir de\u011fildir.  <\/p>\n<p>Akarsular\u0131n kullan\u0131m hakk\u0131n\u0131 sermayeye satarken siyasal iktidar\u0131n  halk\u0131 ikna etmek i\u00e7in kulland\u0131\u011f\u0131 en temel arg\u00fcmanlar\u0131ndan birini \u00fclkenin  enerji ihtiyac\u0131n\u0131n giderek artt\u0131\u011f\u0131, enerji krizinin kap\u0131da oldu\u011fu ve  HES projeleriyle bu ihtiyac\u0131n kar\u015f\u0131lanaca\u011f\u0131d\u0131r. \u00d6zellikle yerel halka  kar\u015f\u0131 m\u00fclki amirler, \u015firketler HES projeleriyle enerjide d\u0131\u015fa  ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n azalaca\u011f\u0131 arg\u00fcman\u0131n\u0131 kullanmakta, bu projelere kar\u015f\u0131  \u00e7\u0131kman\u0131n &#8220;ihanet&#8221; oldu\u011fu s\u00f6ylenerek halk su\u00e7lanmaktad\u0131r. Burada temel  soru bu enerji ihtiyac\u0131n\u0131n kimin ihtiyac\u0131 oldu\u011fudur. Evet, kar\u0131 temel  alan kapitalist \u00fcretim bi\u00e7iminin enerji ihtiyac\u0131 artmaktad\u0131r.   Kapitalist geli\u015fme ve ya\u015fam tarz\u0131n\u0131n \u00fcretim ve t\u00fcketimde enerjiye  duydu\u011fu ihtiya\u00e7 yeni enerji kaynaklar\u0131 a\u00e7\u0131\u011fa \u00e7\u0131karma, var olan  kaynaklara el koyma ve enerji alan\u0131na yat\u0131r\u0131mlar\u0131n h\u0131zla artmas\u0131  sonu\u00e7lar\u0131n\u0131 do\u011furmaktad\u0131r. Enerji sermayenin de\u011ferlenme alanlar\u0131ndan  biridir. AKP iktidar\u0131 enerji alan\u0131n\u0131n piyasala\u015ft\u0131r\u0131lmas\u0131 i\u00e7in gerekli  d\u00fczenlemeleri h\u0131zla ya\u015fama ge\u00e7irmektedir. A\u00e7\u0131k ki enerji ihtiyac\u0131  s\u00f6ylemiyle ya\u015fama ge\u00e7irilen ve ya\u015fam\u0131n kayna\u011f\u0131 suya el koyma s\u00fcrecinin  arac\u0131 olan HES&#8217;lerde \u00fcretilecek enerji halk\u0131n de\u011fil kar ama\u00e7l\u0131 \u00fcretim  yapanlar\u0131n; kapitalist \u00fcretim bi\u00e7iminin ihtiyac\u0131d\u0131r. Sermayenin  birikimini artt\u0131rmak i\u00e7in verecek suyumuz yok! Bug\u00fcn a\u00e7\u0131\u011fa \u00e7\u0131kan su  hakk\u0131 m\u00fccadeleleri enerji alan\u0131nda sermayenin hakim ideolojisini, kar  ama\u00e7l\u0131 kapitalist \u00fcretim bi\u00e7iminin ger\u00e7ekte ya\u015famsal olmayan \u00fcr\u00fcnleri  nas\u0131l ihtiya\u00e7m\u0131\u015f gibi sundu\u011funu ve bu \u00fcretim bi\u00e7iminin do\u011fada yaratt\u0131\u011f\u0131  y\u0131k\u0131m\u0131 sorgulatma yetene\u011fini de i\u00e7inde bar\u0131nd\u0131rmaktad\u0131r. <\/p>\n<p><strong>Sermaye sald\u0131r\u0131lar\u0131n\u0131 yo\u011funla\u015ft\u0131r\u0131yor; su hakk\u0131 m\u00fccadelesi  \u00f6\u011fretiyor <\/strong> <br \/>Bug\u00fcn HES projeleriyle b\u00f6lgeye giren \u015firketler t\u00fcrl\u00fc y\u00f6ntemlerle su  kaynaklar\u0131n\u0131n egemenli\u011fini ele ge\u00e7irmeye \u00e7al\u0131\u015fmaktad\u0131r. Y\u00f6ntemlerden  biri ge\u00e7imlik \u00fcretimleri ellerinden al\u0131nan, giderek yoksulla\u015ft\u0131r\u0131lan ve  i\u015fsizlikle bo\u011fu\u015fan y\u00f6re halk\u0131n\u0131 parayla sat\u0131n almaya \u00e7al\u0131\u015fmakt\u0131r.  \u00c7antalarla paralar HES b\u00f6lgelerinde dola\u015ft\u0131r\u0131lmakta \u00f6ncelikle muhtarlar  i\u015fbirlik\u00e7ile\u015ftirilmeye \u00e7al\u0131\u015f\u0131lmakta, halk i\u015f vaatleriyle ikna edilmeye  \u00e7al\u0131\u015f\u0131lmaktad\u0131r. Halk\u0131 yoksulla\u015ft\u0131ran, ge\u00e7im ara\u00e7lar\u0131n\u0131 elinden alan,  her t\u00fcrl\u00fc sosyal korumay\u0131 ortadan kald\u0131rarak ya\u015famsal ihtiya\u00e7lar\u0131n  tamam\u0131n\u0131 piyasaya ba\u011f\u0131ml\u0131 k\u0131lanlar bu yoksullu\u011fu \u015fimdi do\u011fan\u0131n ve suyun  metala\u015ft\u0131r\u0131lmas\u0131nda kullanmaktad\u0131r. HES\u2019lerin yap\u0131ld\u0131\u011f\u0131 b\u00f6lgelerde m\u00fclki  amirler ve devletin kolluk kuvvetleri de bu sald\u0131r\u0131n\u0131n par\u00e7as\u0131 haline  gelmektedir. \u00d6yle ki kimi kaymakamlar HES \u015firketlerine kar\u015f\u0131 \u00e7\u0131kan  k\u00f6ylerde k\u00f6yl\u00fcleri ye\u015fil kartlar\u0131n\u0131 iptal etmekle tehdit edebilmektedir.   <\/p>\n<p>Di\u011fer yandan sermaye kendi \u00f6zelle\u015fmi\u015f zor ayg\u0131tlar\u0131n\u0131 yaratmaya  giri\u015fmi\u015ftir. \u015eirketlere kullan\u0131m hakk\u0131n\u0131 ele ge\u00e7irdikleri suyu halktan  korumak i\u00e7in \u00f6zel g\u00fcvenlik \u00f6rg\u00fctlerini kurma iznini verecek d\u00fczenlemeler  yap\u0131lmaktad\u0131r. Bug\u00fcn \u015firketler art\u0131k b\u00f6lgede kiralad\u0131klar\u0131 \u00f6zel  g\u00fcvenlik \u015firketleriyle s\u00fcrmekte olan HES in\u015faatlar\u0131n\u0131 ve \u00fcretime ge\u00e7mi\u015f  HES projelerini korumaktad\u0131r. \u00d6zel g\u00fcvenlikler yerel halk\u0131n ya\u015fam  hakk\u0131na tecav\u00fcz etmektedir. Kolluk kuvvetleri \u015firketlerin \u00e7\u0131karlar\u0131n\u0131  savunmak \u00fczere halk direni\u015flerinin kar\u015f\u0131s\u0131na \u00e7\u0131kmaktad\u0131r. HES  \u015firketlerinin yapt\u0131klar\u0131 bununla bitmemekte Giresun \u00c7anak\u00e7\u0131 \u00f6rne\u011finde  g\u00f6r\u00fcld\u00fc\u011f\u00fc gibi yeri geldi\u011finde projenin yap\u0131ld\u0131\u011f\u0131 b\u00f6lgelerde paral\u0131  adamlar\u0131yla y\u00f6re halk\u0131na sald\u0131rmaktad\u0131r. Art\u0131k yoldan ge\u00e7erken HES  projesine bakmak isteyenler ta\u015feron \u015firket patronlar\u0131 taraf\u0131ndan silahla  kar\u015f\u0131lanabilmekte; HES projeleri g\u00fczergahlar\u0131nda polis ve jandarma  taraf\u0131ndan s\u00fcrekli kimlik kontrolleri yap\u0131lmas\u0131 s\u0131radan uygulamalar  haline gelmekte; \u015firketlerin \u00f6zel g\u00fcvenlik elemanlar\u0131 yoldan ge\u00e7enleri  istedikleri gibi durdurabilmektedir. Sermaye direni\u015f kar\u015f\u0131s\u0131nda  sald\u0131rganl\u0131\u011f\u0131n\u0131 artt\u0131rmaktad\u0131r. <\/p>\n<p>Sermayenin ve siyasal iktidar\u0131n su hakk\u0131 m\u00fccadelesini engellemek  i\u00e7in kulland\u0131\u011f\u0131 bir di\u011fer y\u00f6ntem ise kar\u015f\u0131t\u0131n\u0131 i\u00e7erme; i\u00e7ererek bast\u0131rma  y\u00f6ntemidir. Di\u011fer t\u00fcm toplumsal muhalefet hareketlerinde denendi\u011fi gibi  sermaye su hakk\u0131 m\u00fccadelesini de i\u00e7ererek yok etmeye \u00e7al\u0131\u015fmakta ve bu  noktada sermaye ve siyasal iktidar taraf\u0131ndan desteklenen, \u00e7e\u015fitli  fonlar kullanan STK\u2019lar su m\u00fccadelesini i\u00e7erden etkilemek i\u00e7in devreye  sokulabilmektedir. \u00c7evre ve Orman Bakan\u0131 ile Enerji Bakan\u0131 HES  \u015firketleri ile yapt\u0131klar\u0131 son toplant\u0131da &#8220;\u00f6n\u00fcn\u00fczdeki t\u00fcm engelleri  kald\u0131raca\u011f\u0131z&#8221; vaadiyle birlikte \u015firketlere halk \u00f6rg\u00fctleniyorsa siz de  \u00f6rg\u00fctlenin \u00f6nerisini iletmi\u015ftir. \u00d6n\u00fcm\u00fczdeki d\u00f6nem \u015firketlerin halka  kar\u015f\u0131 ortak stratejiler belirleyece\u011fi ve sermaye yanl\u0131s\u0131 STK&#8217;lar  arac\u0131l\u0131\u011f\u0131yla HES yap\u0131lan b\u00f6lgelerde muhalefeti engelleme takti\u011fine  yayg\u0131n bi\u00e7imde ba\u015fvuraca\u011f\u0131 g\u00f6r\u00fclmektedir. Bug\u00fcn STK&#8217;lar \u00f6zellikle su  m\u00fccadelesinde pazarl\u0131k\u00e7\u0131 yakla\u015f\u0131mlar\u0131n \u00f6rg\u00fctlenmesinde \u00f6zel bir misyon  ta\u015f\u0131maktad\u0131r.  <\/p>\n<p>Bug\u00fcn do\u011fay\u0131 ve suyu metala\u015ft\u0131rmada temel itki olan kar ama\u00e7l\u0131  \u00fcretim bi\u00e7imini, neoliberal piyasala\u015ft\u0131rma, metala\u015ft\u0131rma politikalar\u0131n\u0131  onaylayan kimi egemen siyasal akt\u00f6rler de halk\u0131n HES\u2019lere kar\u015f\u0131  tepkisini yerellerde siyasal rant elde etmek ve oy avc\u0131l\u0131\u011f\u0131 yapmak i\u00e7in   kullanmaktad\u0131r. A\u00e7\u0131kt\u0131r ki su m\u00fccadelesi \u00f6rg\u00fctlenmesi sermayeden,  devletten, su m\u00fccadelesini siyasal rant malzemesi haline getirmeye  \u00e7al\u0131\u015fan t\u00fcm akt\u00f6rlerden ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 kritik \u00f6nem ta\u015f\u0131maktad\u0131r. <\/p>\n<p>Yerellerde ya\u015fama ge\u00e7en m\u00fccadele deneyimlerinden a\u00e7\u0131\u011fa \u00e7\u0131kan bir  di\u011fer sonu\u00e7 \u015fudur ki; m\u00fccadele talebini sadece o b\u00f6lgede yap\u0131lan  HES\u2019lere kar\u015f\u0131tl\u0131\u011fa indirgeyen yerelci yakla\u015f\u0131mlar; vadilerde yap\u0131lacak  HES say\u0131s\u0131n\u0131 ya da can suyu miktar\u0131n\u0131 belirlemeyi hedef alan; k\u00f6klerini  AB su mevzuat\u0131nda g\u00f6rd\u00fc\u011f\u00fcm\u00fcz ve ger\u00e7ekte havzan\u0131n tamam\u0131n\u0131n planlanmas\u0131  ve akarsu havzalar\u0131n\u0131n \u015firketlere plan yap\u0131larak devredilmesinden ba\u015fka  bir anlam ta\u015f\u0131mayan \u201cb\u00fct\u00fcnle\u015fik havza planlamas\u0131\u201d talebini temel alan  e\u011filimler su hakk\u0131 m\u00fccadelesinin b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc g\u00f6r\u00fcnmez k\u0131lmaya hizmet  etmektedir. A\u00e7\u0131kt\u0131r ki pazarl\u0131\u011f\u0131n di\u011fer y\u00fcz\u00fc uzla\u015fmad\u0131r.  <\/p>\n<p>Yine HES\u2019lere kar\u015f\u0131 m\u00fccadele i\u00e7inde \u00f6zellikle halk\u0131n muhafazakar,  milliyet\u00e7i e\u011filimlerine yaslanma kolayl\u0131\u011f\u0131na ka\u00e7mak ve sadece yabanc\u0131  sermayeyi \u201cd\u00fc\u015fmanla\u015ft\u0131rarak\u201d m\u00fccadele dilini buna g\u00f6re kurmak da sermaye  kar\u015f\u0131s\u0131nda verilmesi gereken b\u00fct\u00fcnl\u00fckl\u00fc m\u00fccadeleyi zay\u0131flatmaktad\u0131r. Bu  e\u011filim \u00f6zellikle egemenlerin HES projelerini me\u015frula\u015ft\u0131rmak i\u00e7in  kulland\u0131\u011f\u0131 \u201cenerjide ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 ortadan kald\u0131rmak i\u00e7in HES projelerini  yap\u0131yoruz\u201d s\u00f6ylemine me\u015fruluk kazand\u0131rmakta, bug\u00fcn HES projelerini  yapmak i\u00e7in harekete ge\u00e7en bir\u00e7o\u011fu \u00f6zel olarak HES projelerinin ya\u015fama  ge\u00e7irildi\u011fi b\u00f6lgeden olmak \u00fczere y\u00fczlerce yerli \u015firketlere kar\u015f\u0131  verilecek m\u00fccadeleyi zay\u0131flatmaktad\u0131r. Sermaye \u00f6zel olarak hem\u015fericilik  ili\u015fkilerini muhalefeti bast\u0131rmak i\u00e7in kullanmay\u0131 bir y\u00f6ntem olarak  belirlemektedir. Yine bu s\u00fcre\u00e7te yerel bir dizi \u015firket su\/enerji alan\u0131na  girmekte ve yeni birikim kanallar\u0131 olu\u015fmaktad\u0131r. A\u00e7\u0131kt\u0131r ki bug\u00fcn suya  ve do\u011faya sald\u0131ran sermayenin dini, dili, milliyeti yoktur. Yerli ve  uluslararas\u0131 sermaye ayn\u0131 ama\u00e7 do\u011frultusunda yani suyu ve do\u011fay\u0131  metala\u015ft\u0131rmak i\u00e7in harekete ge\u00e7mi\u015f durumdad\u0131r.  <\/p>\n<p>HES projelerinin \u00e7e\u015fitli y\u00f6ntemlerle ya\u015fama ge\u00e7irildi\u011fi b\u00f6lgelerde  \u00f6zellikle yerel iktidar odaklar\u0131 ve \u015firketler arac\u0131l\u0131\u011f\u0131yla sonu\u00e7lardan  do\u011frudan etkilenen ve tepki g\u00f6steren halk aras\u0131nda bu s\u00fcrecin geri  d\u00f6nd\u00fcr\u00fclemezli\u011fine ili\u015fkin bir kan\u0131 ve yenilgi duygusu  yayg\u0131nla\u015ft\u0131r\u0131lmaya \u00e7al\u0131\u015f\u0131lmaktad\u0131r. Oysa HES projelerinin vadilerde  gayrime\u015fru varl\u0131\u011f\u0131 yap\u0131m a\u015famas\u0131 ve \u00fcretim s\u00fcrecinde yerel halkla  \u015firketler aras\u0131nda suyun kullan\u0131m hakk\u0131 etraf\u0131nda s\u00fcrekli bir m\u00fccadele  dinami\u011fi do\u011furmaktad\u0131r. Su hakk\u0131 m\u00fccadelesi bu hakk\u0131 elde edene kadar  s\u00fcrecek kesintisiz bir m\u00fccadeledir, \u00fcstelik HES\u2019lerin yap\u0131ld\u0131\u011f\u0131 ve  sonu\u00e7lar\u0131n\u0131n a\u00e7\u0131\u011fa \u00e7\u0131kt\u0131\u011f\u0131 b\u00f6lgelerde m\u00fccadele yeni bir safhaya girerek  artacakt\u0131r.  <\/p>\n<p>HES projeleri i\u00e7in gittikleri b\u00f6lgelerde \u015firketler yerel halk  aras\u0131nda b\u00f6l\u00fcnme ve \u00e7at\u0131\u015fma yaratmak \u00fczere \u00f6zel stratejiler uygulamaya  koymaktad\u0131rlar. Bu bak\u0131mdan yerel halk\u0131n birli\u011fini sa\u011flamak \u00f6nem  ta\u015f\u0131maktad\u0131r. <\/p>\n<p>Yine HES projelerine ba\u015flanan kimi b\u00f6lgelerde ise kimi zaman  m\u00fccadeleyi sadece hukuksal s\u00fcre\u00e7lere havale etme e\u011filimi  y\u00fckseltilmektedir. Bu e\u011filim hukuksal m\u00fccadelede al\u0131nan olumsuz sonu\u00e7lar  ya da \u015firketlerin hukuk kararlar\u0131n\u0131 uygulamamas\u0131 durumunda m\u00fccadele  y\u00f6ntemlerini ba\u015ftan t\u0131kamaktad\u0131r. \u00d6zellikle AKP iktidar\u0131n\u0131n sermayenin  hareket alan\u0131n\u0131 geni\u015fletmek, \u00f6n\u00fcndeki yasal engelleri ortadan kald\u0131rmak  ve halk\u0131n kar\u015f\u0131s\u0131nda sermayenin \u00e7\u0131karlar\u0131n\u0131 korumak ad\u0131na Anayasa  de\u011fi\u015fikli\u011fi de dahil olmak \u00fczere yapt\u0131\u011f\u0131 hukuksal d\u00fczenlemeler  d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde m\u00fccadelenin hukuksal alanla s\u0131n\u0131rland\u0131r\u0131lmamas\u0131 as\u0131l  olarak halk\u0131n \u00f6rg\u00fctl\u00fc m\u00fccadelesinin ve direni\u015finin temel al\u0131nmas\u0131 kritik  \u00f6nem ta\u015f\u0131maktad\u0131r.  <\/p>\n<p><strong>Su hakk\u0131 m\u00fccadelesi halk\u0131n \u00f6rg\u00fctl\u00fc g\u00fcc\u00fcn\u00fc temel al\u0131r! <\/strong> <br \/>Halk\u0131n HES projelerine kar\u015f\u0131 m\u00fccadelesi kar\u015f\u0131s\u0131nda sermaye,  sald\u0131r\u0131lar\u0131n\u0131 boyutland\u0131rarak y\u00fckseltmektedir. Sermayenin do\u011fay\u0131 ve onun  ya\u015famsal bir par\u00e7as\u0131 olarak suyu metala\u015ft\u0131rma sald\u0131r\u0131s\u0131 gayri me\u015frudur.  Sermayenin yan\u0131nda yer alan t\u00fcm kurum ve kurulu\u015flar; yasal  d\u00fczenlemelerle su kaynaklar\u0131n\u0131n sermayeye sat\u0131\u015f\u0131ndan, su hizmetlerinin  piyasala\u015ft\u0131r\u0131lmas\u0131na kadar suyu ticarile\u015ftirme s\u00fcrecinin \u00f6n\u00fcn\u00fc a\u00e7an ve  su hakk\u0131 i\u00e7in direnen halka kar\u015f\u0131 geli\u015fen t\u00fcrl\u00fc sald\u0131r\u0131lar\u0131n arkas\u0131nda  duran siyasal iktidar, halk\u0131n ve do\u011fan\u0131n d\u00fc\u015fman\u0131d\u0131r. Bu noktada suyun  metala\u015ft\u0131r\u0131lmas\u0131na ve do\u011fan\u0131n yok edilmesine kar\u015f\u0131 aktif direni\u015f i\u00e7inde  halk hakl\u0131l\u0131\u011f\u0131n\u0131 me\u015frulu\u011fundan alan her t\u00fcrl\u00fc m\u00fccadele y\u00f6ntemini ve  eylem bi\u00e7imini kullanabilir ve bu sald\u0131r\u0131lar\u0131 kar\u015f\u0131layacak bir  \u00f6rg\u00fctlenme d\u00fczeyi yaratmak zorunludur.  <\/p>\n<p>Halk\u0131n do\u011frudan \u00f6zne olmad\u0131\u011f\u0131 m\u00fccadelelerin geli\u015fme ve kazan\u0131m elde  etme olana\u011f\u0131 yoktur. Sald\u0131r\u0131n\u0131n \u00e7ap\u0131 g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda halk\u0131n  kat\u0131l\u0131m kanallar\u0131n\u0131 a\u00e7mayan, kitleselle\u015fmeyen, halka m\u00fccadele konusunda  karar verme ve sorumluluk alma hakk\u0131 tan\u0131mayan \u00f6rg\u00fctlenme bi\u00e7imlerinin  m\u00fccadeleyi y\u00fckseltebilme \u015fanslar\u0131 yoktur. Bu tarz bir \u00f6rg\u00fctlenme bi\u00e7imi  b\u00fcrokratikle\u015fmeye ve yozla\u015fmaya a\u00e7\u0131k olacakt\u0131r. Su ve ya\u015fam hakk\u0131  m\u00fccadelesinin halk\u0131n do\u011frudan s\u00f6z ve karar hakk\u0131na sahip oldu\u011fu bir  \u00f6rg\u00fctlenme bi\u00e7imiyle y\u00fcr\u00fct\u00fclmesi vazge\u00e7ilmez bir gerekliliktir.  <\/p>\n<p>Sermayenin suya ve do\u011faya d\u00f6n\u00fck metala\u015ft\u0131rma program\u0131 \u00fclke \u00e7ap\u0131nda  b\u00fct\u00fcnl\u00fckl\u00fc bir sald\u0131r\u0131 olarak \u015fekilleniyor. Bu sald\u0131r\u0131n\u0131n kar\u015f\u0131s\u0131nda  m\u00fccadelenin geli\u015fmesi ve kazan\u0131m elde edebilmesi bak\u0131m\u0131ndan \u00fclkenin  farkl\u0131 yerellerde s\u00fcrd\u00fcr\u00fclen su hakk\u0131 m\u00fccadeleleri aras\u0131ndaki ili\u015fki  kritik \u00f6nem ta\u015f\u0131maktad\u0131r. Su hakk\u0131 m\u00fccadelesi dil, din, \u0131rk b\u00f6lge farkl\u0131  g\u00f6zetmeden s\u00fcrd\u00fcr\u00fclmesi gereken ortak bir m\u00fccadeledir ve halklar\u0131n  m\u00fccadele i\u00e7inde karde\u015fle\u015fmesinin olanaklar\u0131n\u0131 i\u00e7inde bar\u0131nd\u0131rmaktad\u0131r.  \u00d6ncelikle farkl\u0131 \u00f6rg\u00fctlenmeler ve dinamikler \u00fczerinde y\u00fckselen  m\u00fccadelelerin birbirleriyle m\u00fccadele i\u00e7inden dayan\u0131\u015fma ili\u015fkileri  geli\u015ftirmeleri, her t\u00fcrl\u00fc olanaklar\u0131n\u0131 ve deneyimlerini payla\u015fmalar\u0131,  ortak hareket etmeleri m\u00fccadeleyi\/\u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fc g\u00fc\u00e7lendirmek bak\u0131m\u0131ndan  \u00f6nemli bir ilk ad\u0131md\u0131r.  <\/p>\n<p>Suyun ticarile\u015ftirilmesi sermayenin b\u00fct\u00fcnl\u00fckl\u00fc program\u0131n\u0131n bir  par\u00e7as\u0131d\u0131r. Temiz suya eri\u015fim  k\u0131s\u0131tland\u0131\u011f\u0131nda kad\u0131nlar daha yo\u011fun bi\u00e7imde sa\u011fl\u0131k sorunlar\u0131 ya\u015famakta;  suyun paraya ba\u011f\u0131ml\u0131 k\u0131l\u0131nmas\u0131 kad\u0131nlar\u0131n suya eri\u015fimini engellemekte;  kad\u0131nlar\u0131n suya ula\u015fmas\u0131ndaki zorluk ev i\u015flerinden, bah\u00e7e\/tarla  i\u015flerine, hane halk\u0131n\u0131n temizli\u011fi ve bak\u0131m\u0131n\u0131 sa\u011flamaya kadar kad\u0131nlar\u0131n  sarf ettikleri kar\u015f\u0131l\u0131ks\u0131z emeklerini artt\u0131rmalar\u0131na yol a\u00e7maktad\u0131r.  Suyun piyasala\u015ft\u0131r\u0131lmas\u0131 ev i\u00e7indeki cinsiyet\u00e7i i\u015fb\u00f6l\u00fcm\u00fcn\u00fcn peki\u015fmesine  neden olmaktad\u0131r. Sermaye ise &#8220;toplumsal cinsiyete duyarl\u0131 su kaynaklar\u0131  y\u00f6netimi&#8221; gibi yeni stratejiler geli\u015ftirerek kad\u0131nlar\u0131 suyun  ticarile\u015ftirilmesi s\u00fcrecine dahil etmeye\/uyumlula\u015ft\u0131rmaya, direni\u015flerini  k\u0131rmaya \u00fcstelik piyasala\u015ft\u0131r\u0131lan su hizmetlerinin \u00fccretlerinin  kad\u0131nlar\u0131n eme\u011fi kullan\u0131larak al\u0131nmas\u0131 planlar\u0131n\u0131 ya\u015fama ge\u00e7irecek  projeler yapmaya \u00e7al\u0131\u015fmaktad\u0131r. Bu stratejiler ger\u00e7ekte kad\u0131nlar\u0131n  \u00fccretli ve \u00fccretsiz eme\u011fi \u00fczerindeki s\u00f6m\u00fcr\u00fcy\u00fc per\u00e7inleme  stratejileridir. Bug\u00fcn kad\u0131nlar su m\u00fccadelesinin en kararl\u0131 ve direngen  \u00f6zneleridir. Ancak sermayenin sald\u0131r\u0131y\u0131 sertle\u015ftirmesi kar\u015f\u0131s\u0131nda  m\u00fccadelenin \u201cerkek i\u015fi\u201d olarak tan\u0131mlanmas\u0131 ve kad\u0131nlar\u0131n geride kalmaya  d\u00f6n\u00fck uyar\u0131lar almas\u0131 yayg\u0131nla\u015fma e\u011filimi g\u00f6sterebilmektedir. Suyun metala\u015ft\u0131r\u0131lmas\u0131n\u0131  temel bir program olarak benimseyen, halk\u0131n kar\u015f\u0131s\u0131nda do\u011frudan  sermayenin \u00e7\u0131karlar\u0131n\u0131 savunan AKP iktidar\u0131 ba\u015fta olmak \u00fczere do\u011faya ve  halka d\u00f6n\u00fck sermaye sald\u0131r\u0131lar\u0131n par\u00e7as\u0131 olan her kurum, kurulu\u015f ve ki\u015fi  halk\u0131n ve do\u011fan\u0131n suyun metala\u015ft\u0131r\u0131lmas\u0131ndan dolay\u0131 ya\u015fad\u0131\u011f\u0131 ve  ya\u015fayaca\u011f\u0131 t\u00fcm ma\u011fduriyet ve y\u0131k\u0131mdan do\u011frudan sorumlu ve bu  gayrime\u015frulu\u011fun orta\u011f\u0131d\u0131r. <\/p>\n<p>\u2022\t Halk\u0131n suyun ve do\u011fan\u0131n metala\u015ft\u0131r\u0131lmas\u0131 sald\u0131r\u0131s\u0131n\u0131n t\u00fcm  odaklar\u0131na ve sald\u0131r\u0131n\u0131n t\u00fcm y\u00fczlerine kar\u015f\u0131 her bi\u00e7imde direnme, su  kullan\u0131m hakk\u0131n\u0131 fiilen ya\u015fama ge\u00e7irme ve do\u011fay\u0131 savunma hakk\u0131 vard\u0131r. Su hakk\u0131 m\u00fccadelesi hi\u00e7bir  pazarl\u0131\u011fa konu edilmeden halk\u0131n \u00f6rg\u00fctl\u00fc g\u00fcc\u00fcne dayanarak ve do\u011frudan  eylem bi\u00e7imleriyle zenginle\u015ftirilerek s\u00fcrd\u00fcr\u00fclmelidir. <\/p>\n<p>\u2022\tSu hakk\u0131 m\u00fccadelesi suyun sadece uluslar aras\u0131 su \u015firketlerine  sat\u0131lmas\u0131na kar\u015f\u0131 m\u00fccadeleye indirgenemez. Milliyet\u00e7i e\u011filimleri,  yabanc\u0131 d\u00fc\u015fmanl\u0131\u011f\u0131n\u0131 besleyecek yakla\u015f\u0131mlar sald\u0131r\u0131n\u0131n b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fcn ve  sistemle ili\u015fkisinin g\u00f6r\u00fclmesine engel olmaktad\u0131r. Su m\u00fccadelesinde  yerli ve uluslararas\u0131 sermayenin suyu metala\u015ft\u0131rma program\u0131n\u0131n ve bu  program\u0131n yaratt\u0131\u011f\u0131 y\u0131k\u0131m\u0131n ortak oldu\u011funu vurgulayan sermaye kar\u015f\u0131t\u0131  bir m\u00fccadele olmal\u0131d\u0131r. <\/p>\n<p>\u2022\tSu hakk\u0131 m\u00fccadelesi sular\u0131m\u0131z \u00f6zg\u00fcr ak\u0131ncaya kadar s\u00fcrecek bir  m\u00fccadeledir. Bu noktada m\u00fccadelenin sadece yap\u0131lmas\u0131 planlanan HES  projelerini engellemeye de\u011fil suyun ticarile\u015ftirilmesinin kabul  edilemezli\u011fi ve canl\u0131lar\u0131n suyu kullan\u0131m hakk\u0131 ilkesine dayanarak  bitirilen HES projelerini de ortadan kald\u0131rmay\u0131 hedeflemesi \u00f6nemlidir. <\/p>\n<p>\u2022\tHukuki m\u00fccadele su hakk\u0131 m\u00fccadelesinin temel dayana\u011f\u0131 olarak de\u011fil  halk\u0131n fiili m\u00fccadelesinin destekleyen bir m\u00fccadele alan\u0131 olarak ele  al\u0131nmal\u0131d\u0131r. <\/p>\n<p>\u2022\tAKP iktidar\u0131n\u0131n ya\u015fama ge\u00e7irmeye \u00e7al\u0131\u015ft\u0131\u011f\u0131; mevcut sit alanlar\u0131n\u0131  ortadan kald\u0131racak ve su havzalar\u0131n\u0131, orman ve meralar\u0131, k\u0131y\u0131 alanlar\u0131n\u0131  etkileyecek &#8220;Tabiat  ve bio\u00e7e\u015fitlili\u011fi koruma yasa tasar\u0131s\u0131&#8221; kanunu,  \u00e7evre denetimini \u015firketlere devreden &#8220;\u00c7evre denetim g\u00f6revlisi  y\u00f6netmeli\u011fi&#8221; gibi  do\u011fay\u0131 sermaye talan\u0131na a\u00e7maya y\u00f6nelik t\u00fcm  d\u00fczenlemelerin neler getirece\u011fi hakk\u0131nda halk do\u011frudan  bilgilendirilmeli; d\u00fczenlemelere kar\u015f\u0131 etkili bir m\u00fccadele s\u00fcreci  \u00f6rg\u00fctlenmelidir.  <\/p>\n<p><strong>Su Hakk\u0131 i\u00e7in \u00d6rg\u00fctlenmeye! <\/strong> <br \/>A\u00e7\u0131k ki halk\u0131n vadilerini ve derelerini korumaya y\u00f6nelik  kendili\u011finden savunma e\u011filimleri ancak sermayenin insan ya\u015fam\u0131 ve do\u011faya  y\u00f6nelik sald\u0131r\u0131lar\u0131 kar\u015f\u0131s\u0131nda \u00f6rg\u00fctl\u00fc bir m\u00fccadeleye d\u00f6n\u00fc\u015ft\u00fc\u011f\u00fcnde bu  sald\u0131r\u0131lar\u0131 geri p\u00fcsk\u00fcrtebilir. Hedeflenen ise sermaye sald\u0131r\u0131s\u0131 kar\u015f\u0131s\u0131nda farkl\u0131 b\u00f6lgelerde y\u00fcr\u00fcyen su  hakk\u0131 m\u00fccadelelerinin yerelin \u00f6zg\u00fcn ko\u015fullar\u0131 da g\u00f6z \u00f6n\u00fcnde tutularak  programatik, ilkesel ve pratik olarak canl\u0131 bir m\u00fccadele ortakl\u0131\u011f\u0131 ve  \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fc olu\u015fturmak; su hakk\u0131 hareketini yaratmak olmal\u0131d\u0131r. <\/p>\n<p>\u2022\t Bu noktada \u00fclke \u00e7ap\u0131nda farkl\u0131 b\u00f6lgelerde suyun kullan\u0131m hakk\u0131n\u0131n  sermayeye sat\u0131\u015f\u0131na kar\u015f\u0131 m\u00fccadele eden halk\u0131n birbirleriyle ve suyun  ticarile\u015ftirilmesinin farkl\u0131 bi\u00e7imlerine kar\u015f\u0131 m\u00fccadele edenlerle  ileti\u015fim ve dayan\u0131\u015fma a\u011flar\u0131n\u0131 yaratacak bir \u00f6rg\u00fctlenme bi\u00e7imi  hedeflenmelidir. Bug\u00fcn suyun metala\u015ft\u0131r\u0131lmas\u0131 sald\u0131r\u0131s\u0131 da su kullan\u0131m  hakk\u0131 m\u00fccadelesi de d\u00fcnya \u00e7ap\u0131nda s\u00fcrmektedir. Bu bak\u0131mdan t\u00fcm d\u00fcnyada  su hakk\u0131 i\u00e7in m\u00fccadele eden halklar\u0131n m\u00fccadelesi ortakt\u0131r, sermayenin  \u00e7\u0131karlar\u0131n\u0131n kar\u015f\u0131s\u0131nda halklar\u0131n ortak \u00e7\u0131karlar\u0131na, do\u011fan\u0131n var olma  hakk\u0131na dayanan bu m\u00fccadeleler aras\u0131nda ili\u015fki kurulmal\u0131d\u0131r. <\/p>\n<p>\u2022\tSu hakk\u0131 ve do\u011fan\u0131n ya\u015fam hakk\u0131 m\u00fccadelesi neoliberal kapitalizmin  ya\u015fam\u0131n tamam\u0131n\u0131 metala\u015ft\u0131rma sald\u0131r\u0131s\u0131na kar\u015f\u0131 bir m\u00fccadeledir. Farkl\u0131  hak m\u00fccadeleleri birbirlerinin deneyimlerini g\u00f6ren ve birbirlerine  yakla\u015fan hareketler olarak geli\u015fmelidir.  Bu bak\u0131mdan halk\u0131n \u201cinsanca  ya\u015fam-g\u00fcvenceli i\u015f\u201d; e\u015fitlik ve \u00f6zg\u00fcrl\u00fck  m\u00fccadelesinin \u00f6znesi olan emek  \u00f6rg\u00fctlerinin, kitle \u00f6rg\u00fctlerinin ve politik \u00f6rg\u00fctlenmelerin su hakk\u0131 ve  do\u011fan\u0131n var olma hakk\u0131 m\u00fccadelesinde aktif bi\u00e7imde yer almalar\u0131  gerekmektedir. <\/p>\n<p>\u2022\tBug\u00fcn su m\u00fccadelesinin \u00f6znelerinin \u00f6zellikle akarsular\u0131n sat\u0131\u015f\u0131n\u0131n  g\u00fcndemde oldu\u011fu ve hen\u00fcz HES projelerine ba\u015flanmam\u0131\u015f b\u00f6lgelerde yo\u011fun  bir bilgilendirme ve \u00f6rg\u00fctlenme \u00e7al\u0131\u015fmas\u0131 y\u00fcr\u00fctmeyi programlamas\u0131 bir  zorunluluktur. Su hakk\u0131na ili\u015fkin \u00f6rg\u00fctlenme \u00e7al\u0131\u015fmalar\u0131 i\u00e7in yaz\u0131l\u0131,  g\u00f6rsel ara\u00e7lar\u0131n\u0131 \u00fcretmek; suyun ticarile\u015fmesinin boyutlar\u0131 ve HES  projeleri hakk\u0131nda yap\u0131lacak bilin\u00e7lendirme \u00e7al\u0131\u015fmalar\u0131n\u0131 s\u00fcrd\u00fcrecek  ki\u015filerin say\u0131s\u0131n\u0131n artt\u0131r\u0131lmas\u0131 i\u00e7in s\u00fcrekli e\u011fitimin sa\u011flanmas\u0131, hukuk  alan\u0131nda deneyimlerin payla\u015f\u0131laca\u011f\u0131 ortak hareket eden bir merkezin  olu\u015fturulmas\u0131 su hakk\u0131 \u00f6rg\u00fctlenmelerinin pratik hedeflerinden olmal\u0131d\u0131r. <\/p>\n<p>\u2022\tG\u00fcncel bir geli\u015fme olarak AKP iktidar\u0131n\u0131n haz\u0131rlad\u0131\u011f\u0131 Anayasa  de\u011fi\u015fikli\u011fi \u00f6zel olarak HES projelerinde oldu\u011fu gibi idarenin eylem ve  i\u015flemlerine kar\u015f\u0131 a\u00e7\u0131lan davalarda \u00f6zellikle &#8220;kamu yarar\u0131&#8221; \u00f6l\u00e7\u00fct\u00fcn\u00fcn  yerindelik denetimi olarak kullan\u0131lmas\u0131n\u0131n \u00f6n\u00fcne ge\u00e7ilmesini  ama\u00e7lamaktad\u0131r. Anayasa de\u011fi\u015fikli\u011finin ana y\u00f6nelimi de sermayenin  piyasala\u015ft\u0131rma politikalar\u0131n\u0131n \u00f6n\u00fcndeki engelleri ortadan kald\u0131rmakt\u0131r.  Tam da bu nedenle su hakk\u0131 m\u00fccadelesi verilen b\u00f6lgelerde halk\u0131 Anayasa  de\u011fi\u015fikli\u011finin i\u00e7eri\u011fi ve yol a\u00e7aca\u011f\u0131 sonu\u00e7lar bak\u0131m\u0131ndan bilgilendirmek  gereklidir. Su hakk\u0131n\u0131 savunanlar do\u011fan\u0131n su hakk\u0131n\u0131 tan\u0131mayan,  derelerin \u00f6zg\u00fcr akmas\u0131n\u0131 garanti alt\u0131na almayan hi\u00e7bir Anayasa  de\u011fi\u015fikli\u011fine evet demeyecektir. Su hakk\u0131 i\u00e7in m\u00fccadele edenler  referandumda AKP&#8217;nin Anayasa de\u011fi\u015fikli\u011fine HAYIR diyecektir. <\/p>\n<p>Su hakk\u0131 ya\u015fam hakk\u0131d\u0131r.
