Bombalar\u0131n, katliamlar\u0131n duman\u0131 dahi sokaktayken AKP-Saray iktidar\u0131n\u0131n siyasi \u015fovuna d\u00f6n\u00fc\u015fecek \u201c\u015fa\u015fal\u0131\u201d bir a\u00e7\u0131l\u0131\u015fa tan\u0131k olaca\u011f\u0131z. \u0130ktidar\u0131n\u0131 mega y\u0131k\u0131m projeleri \u00fczerinde in\u015fa eden Saray\u2019\u0131n kamu varl\u0131klar\u0131n\u0131 in\u015faat patronlar\u0131na \u201cgaranti\u201d etti\u011fi bu d\u00fczende, sonu gelmez \u201cen\u201dlerden biri daha geliyor. \u0130smi i\u00e7in Abd\u00fclhamid, Atat\u00fcrk ve Menderes isimlerini oylatmak \u00fczere ba\u015flat\u0131lan anket, sonu\u00e7 AKP-Saray iktidar\u0131n\u0131n istemedi\u011fi \u015fekilde \u00e7\u0131k\u0131nca tamamlanmad\u0131. \u0130smi Avrasya Karayolu T\u00fcneli olarak kald\u0131. \u0130stanbul&#8217;da Asya ile Avrupa Yakas\u0131&#8217;n\u0131 ba\u011flayacak olan Avrasya Karayolu T\u00fcneli Projesi&#8217;nde t\u00fcnel a\u00e7\u0131l\u0131\u015f\u0131 20 Aral\u0131k\u2019ta yap\u0131lacak. Yine alelacele, yar\u0131m yamalak..<\/p>\n<p>Karayolu y\u00fck\u00fcn\u00fc artt\u0131ran, ana trafik aks\u0131n\u0131 kentin merkezine \u00e7eken, yak\u0131n zamanda \u0130stanbul&#8217;un yeni trafik \u00e7ilesine d\u00f6n\u00fc\u015fecek olan, planlama ilkelerinden yoksun proje \u00f6v\u00fcn\u00fclerek trafi\u011fe a\u00e7\u0131lacak. Peki \u0130stanbullular\u0131n trafik \u00e7ilesi? Mevcut anlay\u0131\u015fla \u00e7\u00f6z\u00fclmek bir yana daha da kangren hale getiriliyor.<\/p>\n<p>\u0130stanbul Bo\u011faz\u0131 Karayolu T\u00fcnel Ge\u00e7i\u015fi (Avrasya T\u00fcneli) Projesi Avrupa Yakas\u0131\u2019nda Kazl\u0131\u00e7e\u015fme k\u00f6pr\u00fcl\u00fc kav\u015fa\u011f\u0131ndan, Anadolu Yakas\u0131\u2019nda ise G\u00f6ztepe-Uzun\u00e7ay\u0131r k\u00f6pr\u00fcl\u00fc kav\u015fa\u011f\u0131nda son buluyor. Kazl\u0131\u00e7e\u015fme ile G\u00f6ztepe\u2019de geni\u015fletilen yollar, yakla\u015f\u0131m t\u00fcnelleri ve ana t\u00fcnel ge\u00e7i\u015fleriyle iki yaka aras\u0131 karayolu ula\u015f\u0131m g\u00fczergah\u0131n\u0131 mevcut kenti\u00e7i trafik yo\u011funlu\u011fu \u00fczerine konumland\u0131r\u0131yor.<\/p>\n<p>Avrasya T\u00fcneli Proje kapsam\u0131nda; Avrupa Yakas\u0131&#8217;nda Kazl\u0131\u00e7e\u015fme&#8217;den Kumkap\u0131&#8217;ya uzanan 5,4 kmlik sahil yolu, 0,6 km\u2019lik yakla\u015f\u0131m t\u00fcneli, 3,4 km\u2019lik Bo\u011faz ge\u00e7i\u015f t\u00fcneli ve Avrupa Yakas\u0131&#8217;nda Haydarpa\u015fa&#8217;dan G\u00f6ztepe&#8217;ye 1,3 km\u2019lik yakla\u015f\u0131m t\u00fcneli ile G\u00f6ztepe sonras\u0131 i\u00e7in 3,8 km\u2019lik E-5 geni\u015fletme etaplar\u0131 bulunuyor.<\/p>\n<p><strong>G\u00f6ztepe ve Kennedy Caddesi halihaz\u0131rda fel\u00e7<\/strong><br \/>\n\u0130stanbul&#8217;da trafi\u011fe y\u0131lda 160.000 ara\u00e7 eklendi\u011fi d\u00fc\u015f\u00fcn\u00fcl\u00fcnce 2005\u2019de 1,3 milyon olan ara\u00e7 say\u0131s\u0131n\u0131n 2023\u2019de 4,2 milyona ula\u015fmas\u0131 \u00f6ng\u00f6r\u00fcl\u00fcyor. \u00d6zellikle trafi\u011fin yo\u011fun oldu\u011fu saatlerde Bo\u011faz K\u00f6pr\u00fcleri\u2019ne ula\u015fan \u00e7evre yollar\u0131nda 15 km\u2019yi a\u015fan kuyruklar d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, halihaz\u0131rda yo\u011fun olan Kennedy Caddesi ve E-5 G\u00f6ztepe aks\u0131 Avrasya T\u00fcneli Projesi\u2019yle 8 \u015ferite \u00e7\u0131kar\u0131lsa dahi \u00e7ok k\u0131sa bir s\u00fcre sonra t\u0131kanmalara yol a\u00e7acak. Bak\u0131rk\u00f6y\u2019den Sarayburnu-Sirkeci y\u00f6n\u00fcne do\u011fru olan mevcut trafik ak\u0131m\u0131, \u00f6nerilen proje sonras\u0131nda Anadolu\u2019dan Avrupa yakas\u0131na y\u00f6nelecek olan yeni ve yo\u011fun bir trafik ak\u0131m\u0131 ile birle\u015ferek, Tarihi Yar\u0131mada ve yak\u0131n \u00e7evresinde mevcut Kennedy Caddesi&#8217;nin ta\u015f\u0131ma kapasitelerinin artmas\u0131na neden olacak. Yaya eri\u015fimini ve toplu ula\u015f\u0131m\u0131 geri plana itecek.<\/p>\n<p>T\u00fcnelin kontroll\u00fc ve g\u00fcvenli ge\u00e7i\u015f kapasitesine g\u00f6re i\u015fletilmesi halinde sabah ve ak\u015fam zirve saatlerinde t\u00fcnelin her iki yakadaki geri b\u00f6lgelerinde olu\u015facak kuyruklanmalar ve s\u0131k\u0131\u015f\u0131k trafik nedeniyle \u00e7evre yerle\u015fim alanlar\u0131ndaki i\u00e7\/yan yollara bu s\u0131k\u0131\u015f\u0131k trafikten y\u00f6nelimler olaca\u011f\u0131 i\u00e7in, proje g\u00fczergah\u0131na kom\u015fu alanlarda dolayl\u0131 bir trafik art\u0131\u015f\u0131 ya\u015fanacak.T\u00fcnelin s\u00fcrekli bir doluluk, d\u00fc\u015f\u00fck h\u0131z, yak\u0131n takip ve y\u00fcksek talep bask\u0131s\u0131 alt\u0131nda \u00e7al\u0131\u015fmas\u0131n\u0131 ka\u00e7\u0131n\u0131lmaz k\u0131lacak. 14,6 km\u2019lik karayolu projesi \u0130stanbul&#8217;un yeni krizlerinden biri olacak.<\/p>\n<p><strong>\u00d6zel otomobil kullan\u0131m\u0131na te\u015fvik<\/strong><br \/>\n\u0130stanbul ula\u015f\u0131m\u0131nda Anadolu ve Avrupa yakalar\u0131 aras\u0131nda k\u00f6pr\u00fc ge\u00e7i\u015fleri %81\u2019lik, deniz yoluyla yap\u0131lan bo\u011faz ge\u00e7i\u015fleri ise %19\u2019luk bir paya sahip. Bo\u011faz k\u00f6pr\u00fclerindeki ara\u00e7 trafik s\u0131k\u0131\u015f\u0131kl\u0131\u011f\u0131n\u0131n esas nedeni olan \u00f6zel otomobillerin pay\u0131 % 82 iken -di\u011fer bir deyi\u015fle k\u00f6pr\u00fclerden ge\u00e7en ara\u00e7lar\u0131n % 82\u2019si \u00f6zel otomobil iken- bu otomobillerin ta\u015f\u0131d\u0131\u011f\u0131 yolcu say\u0131s\u0131 ise yaka ge\u00e7i\u015fi yapan t\u00fcm yolcular\u0131n sadece % 24\u2019\u00fc kadard\u0131r. Buna ra\u011fmen yaka ge\u00e7i\u015fi yapan yolcular\u0131n % 63\u2019\u00fcn\u00fc ta\u015f\u0131yan toplu ula\u015f\u0131m ara\u00e7lar\u0131n\u0131n k\u00f6pr\u00fc trafi\u011findeki pay\u0131 ise % 10\u2019dur. Toplu ula\u015f\u0131m ara\u00e7lar\u0131n\u0131n kullan\u0131m oran\u0131na ra\u011fmen Avrasya T\u00fcneli sadece \u00f6zel ara\u00e7lar\u0131n kullan\u0131m\u0131na ait bir karayolu ge\u00e7isi olarak t\u00fcm yolcular\u0131n %24&#8217;\u00fcne hizmet verecek. Toplam trafi\u011fi azaltmayacak, hatta k\u0131sa vadedeki \u201crahatl\u0131\u011f\u0131\u201d ve \u00f6zel ara\u00e7 kullan\u0131m\u0131n\u0131 te\u015fvik edecek.<\/p>\n<p><strong>G\u00fcvenli\u011fi hen\u00fcz sa\u011flanmad\u0131<\/strong><br \/>\nProje yak\u0131nda a\u00e7\u0131lacak, ancak bir\u00e7ok projede oldu\u011fu gibi teknik altyap\u0131 tamamlanmadan a\u00e7\u0131lacak. T\u00fcnel i\u00e7i trafi\u011fin, olas\u0131 kaza ve yang\u0131nlar\u0131n yarataca\u011f\u0131 zehirli gaz ve partik\u00fcllerin tahliyesini sa\u011flayacak havaland\u0131rma sistemleri hen\u00fcz tamamlanm\u0131\u015f de\u011fil. T\u00fcnel i\u00e7inde olabilecek herhangi gaz birikimi, ara\u00e7 s\u00fcr\u00fcc\u00fclerinin hayat\u0131n\u0131 riske atar, faciaya neden olur.
