Peki BES\u2019in bu ayl\u0131k maa\u015f\u0131 ne kadar? CHP \u0130stanbul Milletvekili Yakup Akkaya\u2019n\u0131n dan\u0131\u015fman\u0131 ve sosyal g\u00fcvenlik uzman\u0131 Dr. O\u011fuz Topak, bu konuda bir \u00e7al\u0131\u015fma yapt\u0131.<\/p>\n<p>Anlams\u0131z bir para<\/p>\n<p>Dr. O\u011fuz Topak\u2019\u0131n \u00e7al\u0131\u015fmas\u0131na g\u00f6re, SGK ve T\u00dc\u0130K verileri \u00e7er\u00e7evesinde ortalama \u00fccret \u00fczerinden \u00e7al\u0131\u015fan\u0131n 10 y\u0131ll\u0131k birikimi; anapara, devlet katk\u0131s\u0131 ve nemas\u0131yla birlikte 16 bin 405 TL oluyor. Y\u0131ll\u0131k 1.640 lira olan bu paran\u0131n maa\u015f olarak ayl\u0131k getirisi ise 140 TL.<br \/>\nYani bir i\u015f\u00e7i ya da memur, 10 y\u0131l sonra ayda 140 TL dolay\u0131nda bir gelire sahip olacak. Bu paran\u0131n \u00e7al\u0131\u015fan a\u00e7\u0131s\u0131ndan hi\u00e7bir anlam\u0131 ve de\u011feri yok. Paralar\u0131n yat\u0131r\u0131ld\u0131\u011f\u0131 \u00f6zel emeklilik \u015firketi iflas ederse ya da ekonomik bir kriz durumunda bu paray\u0131 da bulmak m\u00fcmk\u00fcn de\u011fil. \u00c7\u00fcnk\u00fc sistemde bir devlet garantisi yok.<br \/>\nAyr\u0131ca \u00e7al\u0131\u015fan\u0131n paras\u0131, emeklilik yat\u0131r\u0131m fonlar\u0131nda hisse senedi veya di\u011fer bir menkul k\u0131ymet olarak de\u011ferlendirilece\u011fi i\u00e7in bu hisse senetlerinin de\u011fer kaybetmesi halinde d\u00fc\u015f\u00fc\u015fler do\u011frudan do\u011fruya kat\u0131l\u0131mc\u0131lar\u0131n birikimlerine yans\u0131yacak. \u00c7al\u0131\u015fan a\u00e7\u0131s\u0131ndan b\u00f6yle bir de\u011fer kayb\u0131 da s\u00f6z konusu.<\/p>\n<p>AKP i\u00e7in yeni kaynak<\/p>\n<p>Oysa devletin kazanc\u0131 epey fazla. Yine O\u011fuz Topak\u2019\u0131n hesab\u0131na g\u00f6re, 8 milyon ki\u015finin sistemdeki 10 y\u0131ll\u0131k birikimi 131 milyar 242 milyon 66 bin lira ediyor. Bu toplam birikimin devlet taraf\u0131ndan kullan\u0131labilecek miktar\u0131 ise 78-80 milyar lira dolay\u0131nda. Yani AKP, bu yolla yeni bir kaynak yaratacak.<br \/>\n\u00c7al\u0131\u015fan a\u00e7\u0131s\u0131ndan di\u011fer \u00f6nemli bir handikap ise, BES\u2019in k\u0131dem tazminat\u0131 i\u00e7in bir nab\u0131z yoklamas\u0131 olmas\u0131d\u0131r. K\u0131dem tazminat\u0131n\u0131n bireysel hesaba d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi \u00f6ng\u00f6r\u00fcld\u00fc\u011f\u00fcnde BES bir emsal olacak. Yani k\u0131dem tazminatlar\u0131n\u0131n bireysel bir hesap a\u00e7\u0131larak fona devrinin ard\u0131ndan bu fonun BES\u2019le ba\u011flant\u0131s\u0131 kurulabilecek.<\/p>\n<p>\u0130ki kat zorunlu BES<\/p>\n<p>45 ya\u015f\u0131n alt\u0131ndaki b\u00fct\u00fcn i\u015f\u00e7i ve memurlar\u0131 zorunlu olarak BES\u2019e dahil eden A\u011fustos 2016 tarihli yasal d\u00fczenleme, \u00e7al\u0131\u015fanlara bildirimi takiben 2 ay i\u00e7inde s\u00f6zle\u015fmeden cayma, yani sistemden \u00e7\u0131kma hakk\u0131 tan\u0131m\u0131\u015ft\u0131. Ancak 17 Aral\u0131k 2016 tarihinde \u00e7\u0131kar\u0131lan yeni bir y\u00f6netmelikle, \u00e7al\u0131\u015fan sistemden \u00e7\u0131ksa bile bir y\u0131l ya da iki y\u0131l sonra tekrar sisteme girmek zorunda kalacak. Yani, zorunlu BES\u2019ten ka\u00e7\u0131\u015f yok.<br \/>\nAsl\u0131nda yeni y\u00f6netmeli\u011fin bu anlamda yasal bir kayna\u011f\u0131 ve dayana\u011f\u0131 da yok. \u00c7\u00fcnk\u00fc yasada, 2 ay i\u00e7indeki cayma hakk\u0131 d\u0131\u015f\u0131nda sistemden ayr\u0131l\u0131p yeniden girebilmek i\u00e7in i\u015f de\u011fi\u015fikli\u011fi ve i\u015fsizlik hallerinden s\u00f6z ediliyor. Bunlar\u0131n d\u0131\u015f\u0131nda sisteme yeniden girme zorunlulu\u011fu ile ilgili somut bir h\u00fck\u00fcm bulunmuyor. O nedenle y\u00f6netmelik, yasan\u0131n amac\u0131n\u0131 a\u015fan bir nitelik ta\u015f\u0131yor.<\/p>\n<p>Sendikalar ne yap\u0131yor?<\/p>\n<p>Peki uygulama ve giri\u015fimler kar\u015f\u0131s\u0131nda sendikalar ne yap\u0131yor diyeceksiniz? T\u00fcrk-\u0130\u015f\u2019in ise konfederasyon d\u00fczeyinde bir tavr\u0131 ve \u00e7al\u0131\u015fmas\u0131 pek g\u00f6z\u00fckm\u00fcyor. Asl\u0131nda i\u015f\u00e7i e\u011fitimlerinde \u00e7al\u0131\u015fanlar\u0131n bas\u0131ndan \u00f6\u011frendikleri kadar\u0131 ile bilgi sahibi oldu\u011fu g\u00f6r\u00fcl\u00fcyor. 2 ay i\u00e7inde cayma hakk\u0131yla ilgili bir bilgileri yok, e\u011fitimde s\u00f6z edilince haberleri oluyor. Konunun fark\u0131na var\u0131nca da \u201cDemek ki bizden hara\u00e7 gibi bir para kesecekler\u201d \u015feklinde yorum yapabiliyorlar.<\/p>\n<p>\u00d6ncelikle \u015fube ba\u015fkanlar\u0131ndan, temsilcilerden ba\u015flayan bir bilgilendirme yapmak gerekiyor.
