Ayr\u0131ca \u0130stanbul\u2019da \u201cKad\u0131n M\u00fchendislerin Sorunlar\u0131\u201d konulu bir panel ger\u00e7ekle\u015ftirilmi\u015f ve bu toplant\u0131lar\u0131n sonu\u00e7lar\u0131 sempozyumda sunulmu\u015ftur. Sempozyumda sunulan bildiriler, yap\u0131lan tart\u0131\u015fmalar ve \u00f6neriler do\u011frultusunda a\u015fa\u011f\u0131daki tespit ve \u00e7\u00f6z\u00fcm \u00f6nerileri kamuoyunun bilgisine sunulmaktad\u0131r.<\/p>\n<p>Sermayenin s\u0131n\u0131rs\u0131z hareketlili\u011fini ifade eden kapitalist k\u00fcreselle\u015fme \u00e7a\u011f\u0131nda sermaye, ya\u015fam\u0131n b\u00fct\u00fcn alanlar\u0131nda egemenle\u015fiyor. Bu s\u00fcre\u00e7te \u00fclkemiz, uluslararas\u0131 sermayenin k\u00fcresel istemlerine uygun olarak enerjiden haberle\u015fmeye, e\u011fitimden sa\u011fl\u0131\u011fa, tar\u0131mdan sosyal g\u00fcvenli\u011fe kadar t\u00fcm alanlarda yap\u0131sal bir d\u00f6n\u00fc\u015f\u00fcm program\u0131na tabi tutulmaktad\u0131r. Uluslararas\u0131 sermaye \u00e7evrelerinin \u00e7\u0131karlar\u0131 do\u011frultusunda ve ayr\u0131ca AB ile uyum ad\u0131 alt\u0131nda sunulan bu d\u00f6n\u00fc\u015f\u00fcmden; kentlerimiz, k\u00f6ylerimiz, ya\u015fam \u00e7evrelerimiz, t\u00fcm ya\u015fam\u0131m\u0131z yan\u0131 s\u0131ra m\u00fchendislik, mimarl\u0131k ve \u015fehir planc\u0131l\u0131\u011f\u0131 uygulamalar\u0131, m\u00fchendislerin sosyal konum ve ko\u015fullar\u0131 da do\u011frudan olumsuz bi\u00e7imde etkilenmekte, meslek uygulama alanlar\u0131m\u0131z g\u00fcn ge\u00e7tik\u00e7e daralt\u0131lmaktad\u0131r.<\/p>\n<p>Bu durumun somut g\u00f6stergeleri; nitelikli, hatta y\u00fcksek nitelikli i\u015fg\u00fcc\u00fc olarak insan ya\u015fam\u0131n\u0131n her a\u015famas\u0131ndan sorumlu olan m\u00fchendislik, mimarl\u0131k ve \u015fehir planc\u0131l\u0131\u011f\u0131n\u0131n h\u0131zla i\u015flevsizle\u015ftirilmesidir. Bilim, ak\u0131l ve mesleki birikim d\u0131\u015flanarak ya\u015fam alanlar\u0131, \u00e7evreleri ve kaynaklar\u0131n\u0131n tahrip edilmesidir. \u0130\u015flevsizle\u015ftirilen meslek insanlar\u0131n\u0131n h\u0131zla i\u015fsizle\u015fmesi, \u00fccretli m\u00fchendislerin toplum i\u00e7indeki konumunu yitirmesi, kimliksizle\u015fmesi ve yoksullukla ba\u015f ba\u015fa b\u0131rak\u0131lmas\u0131d\u0131r.<\/p>\n<p>Mesleki birikimlerinden yola \u00e7\u0131karak \u00fclke ve toplum sorunlar\u0131na da \u00e7\u00f6z\u00fcm arayan m\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131n\u0131n \u00e7al\u0131\u015fma ya\u015fam\u0131nda \u00f6nemli sorunlar\u0131 bulunmaktad\u0131r. \u0130\u015f g\u00fcvencesine sahip olmamak, \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131n giderek a\u011f\u0131rla\u015fmas\u0131, yetersiz \u00fccret, i\u015fsizlik tehlikesi, sigortas\u0131z \u00e7al\u0131\u015ft\u0131r\u0131lma, insan onuruna yara\u015f\u0131r emeklilik s\u00fcrecini ya\u015fayamama ve cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131 bunlardan baz\u0131lar\u0131d\u0131r.<\/p>\n<p>Oysa son H\u00fck\u00fcmet Program\u0131nda da g\u00f6rd\u00fc\u011f\u00fcm\u00fcz gibi \u201cb\u00fcy\u00fcme\u201d masallar\u0131yla pembe tablolar sunulmaktad\u0131r. Ancak bu \u201cb\u00fcy\u00fcme\u201d hangi sekt\u00f6rlerde olmu\u015ftur? Toplumun geni\u015f katmanlar\u0131n\u0131 nas\u0131l etkilemi\u015ftir? Bu konulara ili\u015fkin bir a\u00e7\u0131klama yap\u0131lmamaktad\u0131r. \u0130\u015f\u00e7inin, memurun, esnaf\u0131n, \u00e7e\u015fitli meslek gruplar\u0131n\u0131n, \u00e7ift\u00e7inin reel geliri ne \u00f6l\u00e7\u00fcde artm\u0131\u015ft\u0131r? Bu g\u00f6rmezden gelinmektedir. B\u00fcy\u00fcme rant\u00e7\u0131n\u0131n, ithalat\u00e7\u0131n\u0131n, b\u00fcy\u00fck sermayenin, tekellerin ve vurguncunun b\u00fcy\u00fcmesidir. Zira istihdam azalm\u0131\u015f, i\u015fsizlik artm\u0131\u015f, \u00e7al\u0131\u015fanlar\u0131n reel gelirleri yerinde saym\u0131\u015ft\u0131r. Yoksulluk s\u0131n\u0131r\u0131ndaki 15 milyon insan ile 5,6 milyon i\u015fsiz g\u00f6rmezden gelinmektedir.<\/p>\n<p>Son on y\u0131l i\u00e7inde imalat sanayiinin \u00fcretim endeksi ortalama art\u0131\u015f oran\u0131 % 3,6\u2019d\u0131r. Sanayideki \u00fcretim art\u0131\u015f\u0131na ve kapasite kullan\u0131m oran\u0131n\u0131n % 77 oran\u0131nda art\u0131\u015f\u0131na kar\u015f\u0131n istihdam d\u00fczeyi belirgin bir d\u00fc\u015f\u00fc\u015f g\u00f6stermektedir.<\/p>\n<p>Bug\u00fcn \u00fclkemizde e\u011fitimli i\u015fsizlik oran\u0131 resmi rakamlara g\u00f6re % 20\u2019ye yak\u0131nd\u0131r. M\u00fchendislik e\u011fitimi alanlar\u0131n neredeyse d\u00f6rtte biri meslek d\u0131\u015f\u0131 i\u015flerde \u00e7al\u0131\u015f\u0131yor ya da i\u015fsizdir. Meslek alanlar\u0131m\u0131zda i\u015fsizlik yakla\u015f\u0131k olarak % 25\u2019ler seviyesine ula\u015fm\u0131\u015ft\u0131r. \u00c7al\u0131\u015fan \u00fcyelerimizin yakla\u015f\u0131k % 75\u2019i yoksulluk s\u0131n\u0131r\u0131n\u0131n alt\u0131nda \u00fccret almakta, \u00f6nemli bir kesimi de meslek d\u0131\u015f\u0131 alanlarda \u00e7al\u0131\u015fmaktad\u0131rlar. TMMOB genelinde yeni mezun olan meslekta\u015flar\u0131m\u0131z\u0131n % 32,5\u2019i mezuniyetlerinden sonra bir y\u0131l i\u00e7inde i\u015f bulamamaktad\u0131rlar, iki y\u0131l i\u00e7inde i\u015f bulamayanlar % 22,4 olup, kronik i\u015fsiz oran\u0131 % 18,5\u2019dir. Deneyimli m\u00fchendislerde ise bu oran ilk on meslek y\u0131l\u0131ndan sonra artmakta, i\u015f de\u011fi\u015ftiren bir m\u00fchendis, daha d\u00fc\u015f\u00fck \u00fccrete raz\u0131 olmaktad\u0131r. 25\u201345 ya\u015f aras\u0131 m\u00fchendislerde i\u015fsizlik oran\u0131 % 20,6\u2019d\u0131r. 45\u201360 ya\u015f aras\u0131nda ise bu oran % 30,5\u2019a \u00e7\u0131kmakta olup, meslek d\u0131\u015f\u0131 alanlarda \u00e7al\u0131\u015fanlar\u0131n toplama oran\u0131 % 19,8\u2019dir. Bunlar kay\u0131tlara ge\u00e7mi\u015f bilinen i\u015fsizlik rakamlar\u0131 olup, kay\u0131tlara ge\u00e7meyen bir o kadar daha m\u00fchendis bulunmaktad\u0131r.<\/p>\n<p>KOB\u0130\u2019lerde \u00e7al\u0131\u015fan m\u00fchendis say\u0131s\u0131 olduk\u00e7a d\u00fc\u015f\u00fck olup, H\u00fck\u00fcmet Program\u0131nda da dile getirilen \u201cverimlilik\u201d ad\u0131 alt\u0131nda daha da azalt\u0131lm\u0131\u015ft\u0131r. T\u00fcrkiye\u2019deki i\u015fletmelerin b\u00fcy\u00fck bir b\u00f6l\u00fcm\u00fcn\u00fc olu\u015fturan 200.000\u2019i a\u015fk\u0131n k\u00fc\u00e7\u00fck ve orta \u00f6l\u00e7ekli sanayi kurulu\u015flar\u0131nda hala m\u00fchendis istihdam gelene\u011fi olu\u015fturulamam\u0131\u015ft\u0131r. Sanayi KOB\u0130\u2019lerinin % 46,5\u2019inde m\u00fchendis istihdam\u0131 yap\u0131lmamakta, yaln\u0131zca % 22,3\u2019\u00fcnde bir m\u00fchendis \u00e7al\u0131\u015ft\u0131r\u0131lmaktad\u0131r. Bu durum k\u00fcresel rekabet ko\u015fullar\u0131nda zorlu bir m\u00fccadele veren KOB\u0130\u2019lerin ta\u015feronla\u015fmas\u0131n\u0131 h\u0131zland\u0131rmaktad\u0131r.<\/p>\n<p>M\u00fchendislerin, sanayi katma de\u011feri i\u00e7indeki \u00fccretlerinin toplam i\u00e7indeki pay\u0131 % 35,2 oran\u0131nda azalm\u0131\u015ft\u0131r. Yani bir di\u011fer deyi\u015fle m\u00fchendisler katma de\u011ferden daha az pay almaktad\u0131rlar ve g\u00f6rece on y\u0131l i\u00e7inde yoksulla\u015fm\u0131\u015flard\u0131r. M\u00fchendislik \u00fccretleri, ge\u00e7im standartlar\u0131 endeksine g\u00f6re son on y\u0131l i\u00e7inde % 56,8 oran\u0131nda d\u00fc\u015fm\u00fc\u015ft\u00fcr.<\/p>\n<p>Sempozyumda kad\u0131n meslekta\u015flar\u0131m\u0131z\u0131n genel sorunlar\u0131 yan\u0131nda cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131ndan kaynaklanan sorunlar\u0131na da \u00f6zel bir vurgu yap\u0131lm\u0131\u015ft\u0131r. \u0130stihdam olanaklar\u0131n\u0131n daralmas\u0131 kad\u0131nlarla erkekler aras\u0131ndaki i\u015fsizlik u\u00e7urumunu daha da derinle\u015ftirmektedir. T\u00fcm d\u00fcnyada oldu\u011fu gibi \u00fclkemizde de i\u015f piyasas\u0131nda cinsiyet ayr\u0131mc\u0131l\u0131\u011f\u0131 hayli yayg\u0131nd\u0131r. Kad\u0131n m\u00fchendis, mimar ve \u015fehir planc\u0131s\u0131 \u00fcyelerimiz istihdam olanaklar\u0131 a\u00e7\u0131s\u0131ndan iki kere daha s\u0131k\u0131nt\u0131l\u0131d\u0131r.<\/p>\n<p>Kad\u0131n\u0131n meslek ya\u015fam\u0131nda kar\u015f\u0131la\u015ft\u0131\u011f\u0131 ayr\u0131mc\u0131l\u0131k d\u00f6rt ana ba\u015fl\u0131k alt\u0131nda tan\u0131mlanabilir. \u0130\u015fe ilk giri\u015fte kar\u015f\u0131la\u015f\u0131lan problemler, kad\u0131nlar\u0131n belli i\u015flere y\u00f6nlendirilmesinden ba\u015flayarak, i\u015f g\u00f6r\u00fc\u015fmelerinde neden m\u00fchendis ya da mimar oldu\u011funun sorgulanmas\u0131 gibi konular; \u00e7al\u0131\u015fma ko\u015fullar\u0131, \u00fccretler, izinler, sosyal haklar gibi konularda ya\u015fanan problemler; kariyer ya da mesleki e\u011fitim olanaklar\u0131na ili\u015fkin kar\u015f\u0131la\u015f\u0131lan zorluklar ve son olarak i\u015fyerlerinde \u00f6zellikle kad\u0131nlar\u0131n daha fazla maruz kald\u0131\u011f\u0131 y\u0131ld\u0131rmalar, cinsel tacizler \u00e7ok yayg\u0131nd\u0131r.<\/p>\n<p>E\u011fitim alan\u0131nda ise istihdam boyutu d\u00fc\u015f\u00fcn\u00fclmeden, insan g\u00fcc\u00fc planlamas\u0131, gerekli altyap\u0131 ve e\u011fitim kadrosu g\u00f6z \u00f6n\u00fcne al\u0131nmadan politik ve ticari tercihler sonucu meslek alanlar\u0131m\u0131za ili\u015fkin yeni b\u00f6l\u00fcm ve fak\u00fcltelerin a\u00e7\u0131lmas\u0131na da devam edilmekte ve e\u011fitim hizmetlerinin kalitesinde de b\u00fcy\u00fck farkl\u0131l\u0131klar bulunmaktad\u0131r.<\/p>\n<p>2547 say\u0131l\u0131 Y\u00fcksek \u00d6\u011fretim Kanunu\u2019nda, y\u00fcksek\u00f6\u011fretimde verilmekte olan e\u011fitimin ulusal ya da uluslararas\u0131 objektif \u00f6l\u00e7\u00fctlere g\u00f6re denetlenmesi, \u00f6l\u00e7\u00fclmesi ve de\u011ferlendirilmesi i\u00e7in yap\u0131lmas\u0131 gereken i\u015flemlere ait a\u00e7\u0131k bir d\u00fczenleme mevcut de\u011fildir.<br \/>\n\u00dcretimden kopuk, plans\u0131z bir anlay\u0131\u015fla olu\u015fturulan bu b\u00f6l\u00fcmlerden mezun olan m\u00fchendis ve mimarlar\u0131n \u00e7o\u011funun hangi i\u015f sekt\u00f6r\u00fcnde, hangi konularda, hangi d\u00fczeyde istihdam edilece\u011fi bile d\u00fc\u015f\u00fcn\u00fclmemektedir. Yetki ve sorumluluklar\u0131n\u0131 belirten yasal d\u00fczenlemeler olduk\u00e7a yetersizdir.<\/p>\n<p>\u00c7al\u0131\u015fma ya\u015fam\u0131nda bir \u201cmeslek insan\u0131\u201d olarak var olmak giderek daha az de\u011fer g\u00f6rmektedir. \u00c7o\u011fu kez de o mesle\u011fin gerektirdi\u011fi hizmetlerde, gerekli ve yeterli e\u011fitimi bulunmayanlar \u00e7al\u0131\u015ft\u0131r\u0131labilmektedir. Hatta bu durum belli zorunluluklar d\u0131\u015f\u0131nda bir e\u011filim olmaya ba\u015flamaktad\u0131r. \u0130stihdam\u0131 giderek niteliksizle\u015ftiren bu ak\u0131ld\u0131\u015f\u0131 durumun; kamu-toplum yarar\u0131 ve gelece\u011fi a\u00e7\u0131s\u0131ndan derhal durdurulmas\u0131 gerekmektedir.<br \/>\nAyn\u0131 \u015fekilde mesleki yetki ve sorumluluklar\u0131m\u0131z\u0131n \u00f6nemli bir b\u00f6l\u00fcm\u00fc, Tekniker, Teknisyen ve Y\u00fcksek Teknik \u00d6\u011fretmenler taraf\u0131ndan kullan\u0131lmak istenmektedir. Siyasi kesimler daha fazla oy toplama ad\u0131na bilim d\u0131\u015f\u0131 bu yakla\u015f\u0131mlara ye\u015fil \u0131\u015f\u0131k yakmakta, yasal zemin haz\u0131rlamaya \u00e7al\u0131\u015fmaktad\u0131r.<\/p>\n<p>T\u00fcrkiye\u2019nin d\u00fcnyada e\u015fi benzeri g\u00f6r\u00fclmeyen bir teslimiyet ile 1995 y\u0131l\u0131nda imzalad\u0131\u011f\u0131 D\u00fcnya Ticaret \u00d6rg\u00fct\u00fc kapsam\u0131ndaki Hizmet Ticareti Genel Anla\u015fmas\u0131 (GATS) ile m\u00fchendislik hizmetleri neredeyse tek tarafl\u0131 olarak uluslararas\u0131 sermayeye yeni pazarlar olarak sunulmaktad\u0131r. Bir\u00e7ok AB \u00fclkesi m\u00fchendislik hizmetlerinin serbest dola\u015f\u0131m\u0131na \u00e7ekince ve \u00f6zel h\u00fck\u00fcmler koyarken \u00fclkemiz anla\u015fmay\u0131 ko\u015fulsuz olarak imzalam\u0131\u015ft\u0131r.<\/p>\n<p>Bir yandan da TBMM\u2019nin g\u00fcndeminde bulunan \u201cYabanc\u0131lar\u0131n \u00c7al\u0131\u015fma \u0130zinleri Hakk\u0131nda Kanun ile Baz\u0131 Kanunlarda De\u011fi\u015fiklik Yap\u0131lmas\u0131na \u0130li\u015fkin Kanun\u201d ile yabanc\u0131 m\u00fchendislerden istenmesi zorunlu olan denklik belgesi kald\u0131r\u0131lmakta, yabanc\u0131 m\u00fchendis ve mimar istihdam\u0131nda Bay\u0131nd\u0131rl\u0131k ve \u0130skan Bakanl\u0131\u011f\u0131 ile TMMOB\u2019nin g\u00f6r\u00fc\u015f bildirmesi uygulamas\u0131na son verilmek istenmektedir.<\/p>\n<p>\u00d6zel sekt\u00f6rde olsun, kamuda olsun \u00e7e\u015fitli bask\u0131larla \u00e7al\u0131\u015ft\u0131r\u0131lan meslek insanlar\u0131n\u0131n g\u00f6rev tan\u0131mlar\u0131n\u0131n hukuki g\u00fcvenceye kavu\u015fturulmas\u0131; mesleki kimli\u011fin korunmas\u0131 ve geli\u015ftirilmesi zorunluluktur.<\/p>\n<p>\u0130\u015fte bu noktada mesleklerimizi d\u00fczenleyici, m\u00fchendislik, mimarl\u0131k ve \u015fehir planc\u0131l\u0131\u011f\u0131 birikim ve uygulamalar\u0131n\u0131 geli\u015ftirici y\u00f6netmelik, mevzuat ve mesleki denetimlerimiz son derece \u00f6nem ta\u015f\u0131maktad\u0131r. Uygulanan politikalar\u0131n \u00fclkemiz ve mesle\u011fimiz aleyhine olan temel \u00e7izgilerine kar\u015f\u0131 \u00e7\u0131kmak ve bir mesleki yeterlilik ve yetkinlik d\u00fczeyi tutturmak, uluslararas\u0131 tan\u0131n\u0131l\u0131rl\u0131k alan\u0131nda ad\u0131mlar atmak durumunday\u0131z. M\u00fchendis, mimar, \u015fehir planc\u0131s\u0131n\u0131n eme\u011finin, birikimin ve mesleklerinin korunmas\u0131 en ba\u015fta gelen g\u00f6revler aras\u0131nda benimsenmelidir.<\/p>\n<p>Sempozyumumuz bu belirlemelerden hareketle a\u015fa\u011f\u0131daki \u00f6nerileri Odalar\u0131m\u0131z ve kamuoyunun dikkatine sunmaktad\u0131r.<\/p>\n<p>Sosyal Sigortalar, Genel Sa\u011fl\u0131k Sigortas\u0131 yasalar\u0131 ile t\u00fcm yurtta\u015flar\u0131n sosyal g\u00fcvence hakk\u0131 \u201cmezarda emeklili\u011fe\u201d, sa\u011fl\u0131k hakk\u0131 \u201cparan kadar sa\u011fl\u0131\u011fa\u201d indirgenmekte; olumsuz emek piyasas\u0131 ko\u015fullar\u0131nda, \u00e7o\u011fu kez zaten g\u00fcvencesiz bir bi\u00e7imde \u00e7al\u0131\u015ft\u0131r\u0131lan m\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131n\u0131n bu de\u011fi\u015fikliklerle gelece\u011fe ili\u015fkin hi\u00e7bir umudu kalmamaktad\u0131r. Bu nedenle sosyal devletin yeniden kurumla\u015fmas\u0131 ve sosyal g\u00fcvence mekanizmalar\u0131n\u0131n yeniden \u00f6rg\u00fctlenmesi bir zorunluluktur.<\/p>\n<p>Kamuda ve yerel y\u00f6netimlerde \u00e7ifte standart olu\u015fturan \u201cs\u00f6zle\u015fmeli\u201d uygulamas\u0131 ve buna ba\u011fl\u0131 olarak \u00f6zel sekt\u00f6rde ve kamuda \u00fccret dengesizlikleri ve ayn\u0131 hizmet \u00fcretiminde farkl\u0131 stat\u00fclerde ve farkl\u0131 \u00fccretlerle \u00e7al\u0131\u015ft\u0131rma derhal ortadan kald\u0131r\u0131lmal\u0131d\u0131r.<\/p>\n<p>\u00dccretli \u00e7al\u0131\u015fanlar a\u00e7\u0131s\u0131ndan mesleki hizmet normlar\u0131n\u0131n belirlenmesi ve uygulanmas\u0131 konusundaki \u00e7al\u0131\u015fmalar TMMOB ve ba\u011fl\u0131 Odalar\u0131n y\u00f6nlendirmesiyle yap\u0131lmal\u0131d\u0131r. Bu anlamda kamuda idari vesayet alt\u0131nda mesleki hizmet \u00fcretiminde ya\u015fanan g\u00fc\u00e7l\u00fckler nedeniyle, kadro g\u00f6rev tan\u0131mlar\u0131, mesleki e\u011fitime, uzmanl\u0131klara, deneyim ve bilgi birikimine sayg\u0131 temelinde d\u00fczenlenmeli, \u00e7o\u011fu kez bir s\u00fcrg\u00fcn tehdidi olan uygulamalara derhal son verilmelidir.<\/p>\n<p>TMMOB \u00fcyelerinden 70.000\u2019e yak\u0131n m\u00fchendis, mimar ve \u015fehir planc\u0131s\u0131, kamuda \u00e7al\u0131\u015fmaktad\u0131r. Ancak bu \u00f6nemli kesimin, toplu s\u00f6zle\u015fme ve grevi de i\u00e7eren sendikal haklar\u0131; uluslararas\u0131 normlara uygun olmayan bir bi\u00e7imde engellenmektedir. \u00d6zel sekt\u00f6rde ise par\u00e7al\u0131 bir bi\u00e7imde istihdam edilen \u00fccretli \u00e7al\u0131\u015fan m\u00fchendis, mimar ve planc\u0131lar\u0131n \u00e7ok az bir k\u0131sm\u0131, ancak b\u00fcy\u00fck i\u015fyerlerinde sendikal \u00f6rg\u00fctlenmeler i\u00e7inde yer alabilmektedir. Kamuda ve \u00f6zel sekt\u00f6rde \u00e7al\u0131\u015fan m\u00fchendis, mimar ve planc\u0131lar\u0131n uluslararas\u0131 hukuka uygun grevli- toplu s\u00f6zle\u015fmeli sendikal haklar\u0131n kullan\u0131m\u0131 mutlaka sa\u011flanmal\u0131d\u0131r. Kamuda \u00e7al\u0131\u015fan m\u00fchendis, mimar ve planc\u0131lar\u0131n \u00fccretleri di\u011fer t\u00fcm kamu \u00e7al\u0131\u015fanlar\u0131 da dahil derhal insanca ya\u015fanabilecek bir d\u00fczeye \u00e7\u0131kar\u0131lmal\u0131d\u0131r.<\/p>\n<p>Kendi i\u015fsizlik krizini \u00e7\u00f6zmeye \u00e7al\u0131\u015fan geli\u015fmi\u015f \u00fclkelerin y\u00f6nlendirdi\u011fi uluslararas\u0131 nitelikli emek pazar\u0131, giderek \u00fclkemiz meslek insanlar\u0131na daha kapal\u0131 hale gelmektedir. Bu nedenle, bir yandan bu s\u00fcrece ciddi bir direni\u015f g\u00f6stermek, di\u011fer yandan da \u00fclkemiz insan kaynaklar\u0131n\u0131n heba olmamas\u0131n\u0131 sa\u011flayacak politikalar\u0131n meslek alanlar\u0131nda \u00f6r\u00fclmesini sa\u011flayacak ad\u0131mlar\u0131 h\u0131zla atmak gerekiyor. Uluslararas\u0131 geli\u015fmeler bu gereklilik temelinde de\u011ferlendirilmeli; m\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131 i\u00e7in kamu ve \u00f6zel sekt\u00f6rde \u00e7a\u011fda\u015f ya\u015fam\u0131n gerektirdi\u011fi yeni istihdam alanlar\u0131 yarat\u0131lmal\u0131d\u0131r.<\/p>\n<p>T\u00fcm toplumsal ya\u015fam\u0131n ve dolay\u0131s\u0131yla \u00e7al\u0131\u015fma ya\u015fam\u0131n\u0131n da yar\u0131s\u0131n\u0131 olu\u015fturan kad\u0131nlar i\u00e7in \u00e7al\u0131\u015fma ya\u015fam\u0131nda e\u015fitlik sa\u011flanmal\u0131d\u0131r. Kad\u0131n m\u00fchendisler toplumsal ya\u015fam\u0131n her alan\u0131nda ve \u00e7al\u0131\u015fma ya\u015fam\u0131nda da erkeklerle e\u015fit oranda temsil edilmelidir.<\/p>\n<p>E\u015fitsizlik, ayr\u0131mc\u0131l\u0131k ve yoksullu\u011fun k\u00fcreselle\u015ferek derinle\u015fti\u011fi d\u00fcnyam\u0131zda istikrar politikalar\u0131 ad\u0131 alt\u0131nda dayat\u0131lan \u00f6zelle\u015ftirmeler, kamu harcamalar\u0131n\u0131n daralt\u0131lmas\u0131 ve \u00f6rg\u00fcts\u00fczle\u015ftirmeye kar\u015f\u0131 m\u00fccadelenin kad\u0131nlar\u0131n kurtulu\u015fu m\u00fccadelesinin ayr\u0131lmaz bir par\u00e7as\u0131 oldu\u011fu \u00f6ne \u00e7\u0131kar\u0131lmal\u0131d\u0131r.<\/p>\n<p>Daha fazla k\u00e2r mant\u0131\u011f\u0131yla kad\u0131n eme\u011finin \u00fcretimi i\u00e7inde de\u011fersizle\u015ftirilmesinin aileye destek olarak alg\u0131lanmas\u0131na sebep olan sisteme kar\u015f\u0131 m\u00fccadele geni\u015fletilmelidir. Kad\u0131nlar\u0131n \u00e7al\u0131\u015fma hayat\u0131na kat\u0131labilmesi i\u00e7in geleneksel aile yap\u0131s\u0131 e\u015fitlik\u00e7i ili\u015fkilerle yenilenmelidir.<\/p>\n<p>TMMOB, yetersiz olan e\u011fitim sisteminden sadece diploma sahibi olarak mezun olan, mesle\u011finin gerektirdi\u011fi donan\u0131mlar\u0131 eksik ve yetersiz olan \u00fcyelerinin bilgi ve becerilerini artt\u0131rmak i\u00e7in meslek i\u00e7i e\u011fitim ve belgelendirme \u00e7al\u0131\u015fmalar\u0131n\u0131 daha \u00f6rg\u00fctl\u00fc ve etkin bir \u015fekilde yapmal\u0131d\u0131r. Bu hizmetler t\u00fcm geli\u015fmi\u015f \u00fclkelerde Meslek Odalar\u0131 kanal\u0131 ile y\u00fcr\u00fct\u00fclmektedir. Bu husus, \u00fclkemizde Odalar\u0131m\u0131z taraf\u0131ndan eksiksiz olarak ger\u00e7ekle\u015ftirilmelidir.<\/p>\n<p>Meslek i\u00e7i e\u011fitimler yan\u0131 s\u0131ra m\u00fchendislerin m\u00fchendislik tasar\u0131m\u0131, AR-GE ve akreditasyon konular\u0131nda yetkinle\u015fmeleri a\u00e7\u0131s\u0131ndan Odalar\u0131m\u0131za b\u00fcy\u00fck g\u00f6revler d\u00fc\u015fmektedir.<\/p>\n<p>\u00c7ok say\u0131da niteliksiz m\u00fchendis yeti\u015ftirecek donan\u0131ms\u0131z \u00fcniversite ve b\u00f6l\u00fcm a\u00e7mak yerine, \u00fclke ihtiya\u00e7lar\u0131n\u0131 g\u00f6zeten yeterli e\u011fitim kadrosu ve k\u00fct\u00fcphane, derslik, laboratuvar, yurt v.b. alt yap\u0131s\u0131 tamamlanm\u0131\u015f kurulu\u015flar olu\u015fturmak, bug\u00fcne kadar a\u00e7\u0131lm\u0131\u015f bulunan \u00fcniversitelerin kalite d\u00fczeyini art\u0131rmak ve aralar\u0131ndaki e\u015fitsizli\u011fi ortadan kald\u0131rmak, eksik alt yap\u0131lar\u0131n\u0131 tamamlamak, e\u011fitimde kalite standartlar\u0131n\u0131 olu\u015fturarak m\u00fchendislik b\u00f6l\u00fcmlerinin kalitesini bu kriterlere g\u00f6re denetlemek, \u00fclkemizde verilen lisans diplomalar\u0131n\u0131n uluslararas\u0131 d\u00fczeyde tan\u0131nmas\u0131n\u0131 sa\u011flamak, lisans e\u011fitimini meslek i\u00e7i e\u011fitim programlar\u0131yla s\u00fcrekli desteklemek y\u00f6n\u00fcnde \u00e7al\u0131\u015fmalar yap\u0131lmal\u0131d\u0131r.<\/p>\n<p>Odalar\u0131m\u0131z\u0131n kapsad\u0131\u011f\u0131 disiplinlere ili\u015fkin b\u00f6l\u00fcmlerin a\u00e7\u0131lmas\u0131 ve kontenjanlar\u0131n\u0131n belirlenmesi karar s\u00fcre\u00e7lerinde TMMOB ve Odalar\u0131m\u0131z mutlaka yer almal\u0131d\u0131r. Bu \u00e7er\u00e7evede M\u00fchendislik ve Mimarl\u0131k Hakk\u0131ndaki Yasa, Y\u00d6K Yasas\u0131 ve TMMOB Yasas\u0131nda gerekli d\u00fczenlemeler yap\u0131lmal\u0131d\u0131r.<\/p>\n<p>Odalar\u0131m\u0131zda, kapsad\u0131\u011f\u0131m\u0131z m\u00fchendislik disiplinleri, meslek ve uzmanl\u0131klara ili\u015fkin \u201cMeslek Dal\u0131 Ana Komisyonlar\u0131\u201d, \u015eubelerde ise \u201cMeslek Komisyonlar\u0131\u201d olu\u015fturulmal\u0131d\u0131r.<\/p>\n<p>\u201c\u0130\u015f G\u00fcvenli\u011fi M\u00fchendisli\u011fi\u201dnde oldu\u011fu gibi, bir\u00e7ok alanda m\u00fchendis olmayan teknik elemanlar\u0131n m\u00fchendislerin \u00f6n\u00fcne ge\u00e7irilmesi \u00e7al\u0131\u015fmalar\u0131na kar\u015f\u0131 bug\u00fcne kadar oldu\u011fu gibi hukuki m\u00fccadele ve ayr\u0131ca kamuoyu olu\u015fturma \u00e7al\u0131\u015fmalar\u0131 yap\u0131lmal\u0131d\u0131r.<\/p>\n<p>M\u00fchendisler i\u00e7in belirlenen asgari \u00fccret seviyesinin uygulanmas\u0131 y\u00f6n\u00fcnde kamu ve \u00f6zel sekt\u00f6r nezdinde bas\u0131n\u00e7 olu\u015fturulmal\u0131, asgari \u00fccret belirleme uygulamas\u0131 yapmayan Odalar\u0131m\u0131z bu konuyu mutlaka g\u00fcndemlerine almal\u0131d\u0131rlar.<\/p>\n<p>Yasad\u0131\u015f\u0131 unvan\/yetki kullan\u0131m\u0131n\u0131n engellenmesi i\u00e7in mesleki denetim ve mesleki cezalar h\u0131zl\u0131 bi\u00e7imde uygulanmal\u0131d\u0131r.<\/p>\n<p>Meslek alanlar\u0131m\u0131zdaki sekt\u00f6rlerde m\u00fchendis, mimar \u015fehir planc\u0131s\u0131 istihdam\u0131na y\u00f6nelik \u00e7ok y\u00f6nl\u00fc \u00f6zel \u00e7al\u0131\u015fmalar yap\u0131lmal\u0131d\u0131r. Kamu ve yerel y\u00f6netimlerde gerek duyulan teknik personel gereksiniminin kar\u015f\u0131lanmas\u0131 i\u00e7in gerekirse tek tek kurulu\u015flar ve sekt\u00f6rler nezdinde istihdam gereksinim \u00f6rnekleme \u00e7al\u0131\u015fmalar\u0131na y\u00f6nelinmelidir.<\/p>\n<p>Siyasi iktidarlar istihdam ve atamalarda mesleki, bilimsel\u2013teknik kriterleri esas almal\u0131, \u00e7al\u0131\u015fma ya\u015fam\u0131n\u0131 k\u00f6t\u00fcr\u00fcmle\u015ftiren siyasi kadrola\u015fmay\u0131 durdurmal\u0131d\u0131rlar.<\/p>\n<p>\u00dccretli m\u00fchendislerin i\u015f ya\u015fam\u0131nda kar\u015f\u0131la\u015ft\u0131klar\u0131 ma\u011fduriyetlere kar\u015f\u0131 yap\u0131lacak \u00e7al\u0131\u015fmalar kapsam\u0131nda hukuksal destek ve bunun g\u00fc\u00e7l\u00fc k\u0131l\u0131nmas\u0131 i\u00e7in \u00f6zel birimle\u015fmelere y\u00f6nelinmelidir.<\/p>\n<p>Odalar ilgili sekt\u00f6r temsilci ve \u00f6rg\u00fctleriyle bir araya gelmeli, meslek alanlar\u0131yla ilgili sorunlar\u0131 masaya yat\u0131rarak sekt\u00f6r temsilcilerine mesleki ve sosyal gereklilikleri an\u0131msatmal\u0131 ve birlikte \u00e7\u00f6z\u00fcm yollar\u0131 aranmal\u0131d\u0131r.<\/p>\n<p>Mesleklerin gerektirdi\u011fi hizmetler d\u0131\u015f\u0131nda \u00e7al\u0131\u015ft\u0131r\u0131lmaya kar\u015f\u0131 hukuksal m\u00fccadele y\u00fcr\u00fct\u00fclmelidir.<\/p>\n<p>Odalar\u0131m\u0131z b\u00fcnyesinde i\u015fsiz \u00fcyelere y\u00f6nelik i\u015f bulma olanaklar\u0131 yaratan birimler kurulmal\u0131 ve bu birimlerin Odalar b\u00fcnyesinde merkezile\u015fmesi sa\u011flanmal\u0131, i\u015fsiz \u00fcyelerin sorunlar\u0131n\u0131n takibi yap\u0131lmal\u0131d\u0131r. \u00dcyelere i\u015f bulma s\u00fcreci, ayn\u0131 zamanda kopmaz bir \u00f6rg\u00fctl\u00fcl\u00fck ba\u011f\u0131 kurma olarak anla\u015f\u0131lmal\u0131 ve bu birimlerde bu \u00f6zelliklere sahip personel istihdam edilmelidir.<\/p>\n<p>Uluslararas\u0131 kaynakl\u0131 baz\u0131 projelerde uygulanan \u201ckilit personel\u201d uygulamas\u0131nda yabanc\u0131 m\u00fchendis-mimara \u00f6ncelik verilmesi v.b. s\u00f6m\u00fcrgeci mant\u0131\u011fa kar\u015f\u0131 \u00e7\u0131k\u0131lmal\u0131d\u0131r.<\/p>\n<p>Meslek alanlar\u0131m\u0131z\u0131 ortadan kald\u0131ran, m\u00fchendisli\u011fi yok sayan, kazan\u0131lm\u0131\u015f t\u00fcm haklar\u0131m\u0131z\u0131 elimizden almaya y\u00f6nelik \u00e7\u0131kar\u0131lan ve \u00e7\u0131kart\u0131lmaya \u00e7al\u0131\u015f\u0131lan yasa ve y\u00f6netmeliklerin takibini yapabilmesi i\u00e7in Odalarca bir tarama ekibi olu\u015fturulmal\u0131 ve bu s\u00fcre\u00e7lere zaman\u0131nda, daha h\u0131zl\u0131 ve etkin m\u00fcdahalelerin yap\u0131lmas\u0131 sa\u011flanmal\u0131d\u0131r.<br \/>\nEmekli \u00fcyelerimizin \u00e7al\u0131\u015fmak zorunda kalmas\u0131n\u0131n, gen\u00e7 m\u00fchendisler nezdinde \u00fccret d\u00fc\u015f\u00fckl\u00fc\u011f\u00fcne yol a\u00e7\u0131c\u0131 tarzda kullan\u0131m\u0131n\u0131 engellemeye y\u00f6nelik kamuoyu \u00e7al\u0131\u015fmalar\u0131 yap\u0131lmal\u0131d\u0131r.<\/p>\n<p>M\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131n\u0131n kamu ve \u00f6zel sekt\u00f6rde fikri haklar\u0131n\u0131n yok say\u0131lmamas\u0131 ve g\u00fcvenceye al\u0131nmas\u0131 gerekmektedir. Zira d\u0131\u015fa ba\u011f\u0131ml\u0131 ve ta\u015feronla\u015ft\u0131r\u0131c\u0131 uygulamalara kar\u015f\u0131 \u00fccretli \u00e7al\u0131\u015fanlar\u0131 da i\u00e7erecek \u015fekilde m\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131n\u0131n fikri haklar\u0131 tan\u0131nmal\u0131 ve hukuki korumaya al\u0131nmal\u0131d\u0131r.<\/p>\n<p>AB s\u00fcrecinde serbest dola\u015f\u0131mla g\u00fcndeme gelen d\u00fczenlemeler aras\u0131nda, mesleki yeterlilik, mesleki e\u011fitim, unvan\/yetki kullan\u0131m\u0131, s\u00fcrekli mesleki geli\u015fim, mesleki hizmet sigortas\u0131, stajla \u00f6n deneyimle ilgili bir\u00e7ok yasal de\u011fi\u015fiklik s\u00f6z konusudur. Bu kapsamdaki de\u011fi\u015fikliklerin 2010 y\u0131l\u0131na kadar ger\u00e7ekle\u015fmesi i\u00e7in \u00fclkemiz lehine ciddi bir alt yap\u0131 bulunmamakta ve meslek alanlar\u0131m\u0131za yap\u0131lan mevcut m\u00fcdahalelerden \u00fclkemiz aleyhine sonu\u00e7lar verece\u011fi anla\u015f\u0131lmaktad\u0131r. \u00dclkemiz m\u00fchendislik, mimarl\u0131k ve \u015fehir planc\u0131l\u0131\u011f\u0131 birikiminden ba\u011f\u0131ms\u0131z ve ona kar\u015f\u0131 yap\u0131lan ve yap\u0131lacak olan bu d\u00fczenlemeler, hizmetlerin yabanc\u0131la\u015fmas\u0131 s\u00fcrecini h\u0131zland\u0131racakt\u0131r. Bu s\u00fcrece kar\u015f\u0131 \u00e7ok \u00f6rg\u00fctl\u00fc bir tarzda m\u00fccadele edilmelidir.<\/p>\n<p>TMMOB k\u00fcresel sermayenin ve ba\u015f\u0131n\u0131 ABD\u2019nin \u00e7ekti\u011fi emperyalist yap\u0131lanmalar\u0131n d\u00fcnyay\u0131 s\u0131n\u0131rs\u0131z ve engelsiz bir s\u00f6m\u00fcr\u00fc alan\u0131 haline getirdi\u011fi, ulus devletlerin kendi gelece\u011fini planlama i\u015flevlerinden ar\u0131nd\u0131r\u0131ld\u0131\u011f\u0131, sosyal devlet anlay\u0131\u015f\u0131n\u0131n tasfiye edildi\u011fi, \u00fclkemizi IMF ve D\u00fcnya Bankas\u0131 gibi uluslararas\u0131 finans kurulu\u015flar\u0131n\u0131n y\u00f6netir hale geldi\u011fi bu d\u00f6nemde TMMOB \u00e7at\u0131s\u0131 alt\u0131nda, di\u011fer meslek \u00f6rg\u00fctleri ve sendikalarla birlikte emek\u00e7i halk\u0131n saf\u0131nda yer alm\u0131\u015ft\u0131r. TMMOB \u00fclkemizdeki toplumsal m\u00fccadelelerin \u00f6nemli bir aya\u011f\u0131n\u0131n sendikalar oldu\u011funu bilmekte ve \u00f6rg\u00fctlenmelerine katk\u0131, dayan\u0131\u015fma ve m\u00fccadele birli\u011fi i\u00e7inde bulunmaktad\u0131r.<\/p>\n<p>TMMOB sendikala\u015fmaya ili\u015fkin olarak \u201ci\u015fyeri sendikac\u0131l\u0131\u011f\u0131\u201d, \u201cmeslek sendikac\u0131l\u0131\u011f\u0131\u201d gibi yakla\u015f\u0131mlar\u0131 do\u011fru bulmamakta, \u201ci\u015fkolu sendikala\u015fmas\u0131\u201d ekseninde \u00e7al\u0131\u015fanlar\u0131n ortak \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcn\u00fc savunmakta ve \u00fcyelerini bu kapsamda ilgili sendikalara \u00fcye olmaya \u00e7a\u011f\u0131rmaktad\u0131r. Bu kapsamda Odalar\u0131m\u0131z, kendi \u00f6rg\u00fctl\u00fcl\u00fckleri yan\u0131 s\u0131ra \u00fcyelerinin ilgili sendikalara \u00fcye olmas\u0131n\u0131 da aktif bir \u015fekilde desteklemelidir. \u00dcyelerimizin sorunlar\u0131n\u0131n \u00f6nemli bir k\u0131sm\u0131n\u0131 \u00e7\u00f6zecek platformun ilgili i\u015f kolundaki sendikas\u0131 oldu\u011fu bilince \u00e7\u0131kar\u0131lmal\u0131, sendikala\u015fma bilinci olu\u015fturulmal\u0131d\u0131r.<\/p>\n<p>Eme\u011fini satan m\u00fchendis, mimar, \u015fehir planc\u0131s\u0131; emek hareketinin \u201cm\u00fchendis, mimar, \u015fehir planc\u0131s\u0131 kimli\u011fi\u201d ile bir bile\u015fenidir. Bunu hepimiz ve sendikal alandaki dostlar\u0131m\u0131z da benimsemek durumundad\u0131r. Objektif konum farkl\u0131l\u0131klar\u0131 yan\u0131 s\u0131ra d\u00fczenin koydu\u011fu yabanc\u0131la\u015ft\u0131r\u0131c\u0131 etkileri y\u0131kmak i\u00e7in gerekirse e\u011fitsel boyuttan ba\u015flayarak \u00f6zel \u00e7al\u0131\u015fmalar yap\u0131lmal\u0131d\u0131r. Sendikal\u0131 olma ile \u00f6rg\u00fctl\u00fc m\u00fccadeleyi se\u00e7me aras\u0131ndaki ayr\u0131m ortadan kald\u0131r\u0131lmal\u0131d\u0131r. Sendikalar ilgili olduklar\u0131 s\u0131n\u0131fsal alan\u0131 b\u00fct\u00fcn\u00fcyle kapsamaya y\u00f6nelmelidir.<\/p>\n<p>\u00c7al\u0131\u015fma \u015fartlar\u0131n\u0131n iyile\u015ftirilmesi ve temel haklardan m\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131n\u0131n yararlanabilmesi i\u00e7in meslek odalar\u0131 ve sendikalar ortak m\u00fccadele programlar\u0131 olu\u015fturmal\u0131 ve bu do\u011frultuda m\u00fccadele edilmelidir.<\/p>\n<p>\u00c7al\u0131\u015fma \u015fartlar\u0131n\u0131n iyile\u015ftirilmesi gerekmektedir. Haftal\u0131k 45, uygulamada 50 saati a\u015fan \u00e7al\u0131\u015fma s\u00fcreleri d\u00fc\u015f\u00fcr\u00fclmelidir. \u00c7al\u0131\u015fma s\u00fcrelerinin tam \u00fccretten geriye d\u00fc\u015f\u00fclmeksizin d\u00fc\u015f\u00fcr\u00fclmesi, i\u015fsizlik sigortas\u0131n\u0131n daha i\u015flevli hale getirilmesi v.b. sosyal haklar\u0131n kazan\u0131m\u0131 ve geli\u015ftirilmesi i\u00e7in ortak hedefler do\u011frultusunda \u00e7al\u0131\u015fmalar y\u00fcr\u00fct\u00fclmelidir.<\/p>\n<p>Fazla mesai \u00fccreti uygulamas\u0131n\u0131n ge\u00e7erli k\u0131l\u0131nmas\u0131 i\u00e7in m\u00fccadele edilmelidir.<\/p>\n<p>Esnek \u00fcretim ve esnek istihdam modellerine kar\u015f\u0131 \u00e7\u0131k\u0131l\u0131p, i\u015f g\u00fcvenceli tam istihdama dayal\u0131 istihdam politikalar\u0131 y\u00f6n\u00fcnde zorlama yap\u0131lmal\u0131d\u0131r.<\/p>\n<p>Genel asgari \u00fccret yoksulluk s\u0131n\u0131r\u0131n\u0131n \u00fcst\u00fcne \u00e7ekilmelidir.<\/p>\n<p>Sendikal hak ve yasalar, \u0130\u015f Yasas\u0131, Devlet Memurlar\u0131 Yasas\u0131 ve di\u011fer ilgili yasalar\u0131 uluslararas\u0131 s\u00f6zle\u015fmelere uygun hale getirecek d\u00fczenlemelerin yap\u0131lmas\u0131 y\u00f6n\u00fcnde birlikte m\u00fccadele g\u00fcndeme al\u0131nmal\u0131d\u0131r.<\/p>\n<p>1998 y\u0131l\u0131nda yap\u0131lan bir TMMOB ara\u015ft\u0131rmas\u0131na g\u00f6re \u00f6zel sekt\u00f6rde \u00e7al\u0131\u015fan \u00fccretli mimar- m\u00fchendislerin % 28,7\u2019si sendika olan bir i\u015fyerinde \u00e7al\u0131\u015fmakta, ancak bu kesimdeki sendika \u00fcyesi mimar-m\u00fchendislerin oran\u0131 % 0,5\u2019te kalmaktad\u0131r. Kamu dahil toplamda ise genel sendikala\u015fma oran\u0131 % 46,6 iken mimar ve m\u00fchendislerde bu oran % 11,7 idi. 1990 sonras\u0131 toplu s\u00f6zle\u015fmelerde kapsam d\u0131\u015f\u0131 personel uygulamas\u0131yla bu durum yayg\u0131nla\u015fm\u0131\u015ft\u0131r. M\u00fchendis ve teknik elemanlar\u0131n sendikalara \u00fcyeliklerini i\u015flevsiz k\u0131lan b\u00fct\u00fcn d\u00fczenlemeler iptal edilmelidir.<\/p>\n<p>Sonu\u00e7 olarak; kapitalist k\u00fcreselle\u015fmenin eme\u011fi bask\u0131 alt\u0131na alan stratejilerine kar\u015f\u0131 istihdam bir hak olarak kabul edilmeli, \u00e7al\u0131\u015fma saatleri azalt\u0131lmal\u0131 ve \u00e7al\u0131\u015fman\u0131n do\u011fay\u0131 ve \u00e7evreyi tahribat\u0131 en aza indirilmelidir. Her t\u00fcrl\u00fc ayr\u0131mc\u0131l\u0131\u011fa son verilmelidir. F\u0131rsat e\u015fitli\u011fi de\u011fil e\u015fitli\u011fin kendisi bir de\u011fer olarak kabul edilmelidir. Grevli toplu s\u00f6zle\u015fmeli sendikal haklar t\u00fcm \u00e7al\u0131\u015fanlara sa\u011flamal\u0131d\u0131r.<\/p>\n<p>Sanayile\u015fme, kalk\u0131nma ve b\u00fcy\u00fcme, istihdam ve refah sa\u011flanacak ise mutlaka kamu yarar\u0131na bir yat\u0131r\u0131m ve \u00fcretim planlamas\u0131 yap\u0131lmal\u0131, y\u0131llard\u0131r tek yanl\u0131 uygulanan, IMF\u2019ye ve D\u00fcnya Bankas\u0131\u2019na teslim edilen ekonomi politikalar\u0131na derhal son verilmelidir.<\/p>\n<p>TMMOB yeniden ve yeniden, kalk\u0131nan b\u00fcy\u00fcyen ve sanayile\u015fen bir T\u00fcrkiye talebini dile getirmektedir. Yat\u0131r\u0131mlar art\u0131r\u0131lmal\u0131, \u00f6zelle\u015ftirme uygulamalar\u0131yla devletin k\u00fc\u00e7\u00fclt\u00fclmesi saplant\u0131s\u0131ndan vazge\u00e7ilmelidir. Eksenine insanlar\u0131n\u0131n mutluluk ve refah\u0131n\u0131, sosyal devlet anlay\u0131\u015f\u0131n\u0131 oturtan, bilim ve teknoloji politikalar\u0131na dayal\u0131 bir sanayile\u015fme ve kalk\u0131nma plan\u0131 uygulamaya konmal\u0131d\u0131r.<\/p>\n<p>Gelecek hem \u00fclkemiz m\u00fchendislik, mimarl\u0131k ve \u015fehir planc\u0131l\u0131\u011f\u0131 hizmetleri a\u00e7\u0131s\u0131ndan, hem de m\u00fchendis, mimar ve \u015fehir planc\u0131lar\u0131 a\u00e7\u0131s\u0131ndan kayg\u0131 vericidir.<\/p>\n<p>Biz sorunlar\u0131m\u0131z\u0131n kapitalist k\u00fcreselle\u015fmenin neoliberal ekonomik d\u00fczeninden kaynakl\u0131 oldu\u011funu ve giderek a\u011f\u0131rla\u015faca\u011f\u0131n\u0131 biliyoruz.
