Bu durumda iklim de\u011fi\u015fikli\u011fini, yani bu y\u00fcksek karbon ekonomisini biz finanse ediyoruz.<\/p>\n<p>Bu resimde ba\u015fka bir sorun yok mu? K\u00f6pr\u00fc A.\u015e. di\u011ferlerine g\u00f6re \u00e7ok k\u00fc\u00e7\u00fck. B\u00f6ylece 2001\u2019de k\u00f6pr\u00fc ve otoyollar toplam 201,5 milyon dolar gelir getirirken, bug\u00fcn 484 milyon dolar gibi bir gelire ula\u015ft\u0131.<\/p>\n<p><a href=\"\/wp-content\/uploads\/2017\/04\/k_2.jpg\"><img decoding=\"async\" width=\"736\" height=\"378\" src=\"\/wp-content\/uploads\/2017\/04\/k_2.jpg\" alt=\"\" class=\"alignnone size-full wp-image-25002\" \/><\/a><\/p>\n<p>Bu kadar bo\u015fa kazan\u0131lan bir para olunca, bunun orta\u011f\u0131 da \u00e7ok olacakt\u0131r. Nitekim \u00fc\u00e7\u00fcnc\u00fc k\u00f6pr\u00fc b\u00f6yle bir modeldi.<\/p>\n<p>Ne \u00fc\u00e7\u00fcnc\u00fc k\u00f6pr\u00fc, ne de duble yol yat\u0131r\u0131mlar\u0131na bakarak resmin b\u00fct\u00fcn\u00fcn\u00fc g\u00f6rebiliriz. Nitekim 2013 y\u0131l\u0131ndaki say\u0131n\u0131n \u00e7ok alt\u0131nda. \u015eimdi siz bunun \u00fcst\u00fcne 135 bin ara\u00e7 garantili \u00fc\u00e7\u00fcnc\u00fc k\u00f6pr\u00fc ve 68 bin 500 ara\u00e7 garantili Avrasya T\u00fcneli\u2019ni ekleyin. Yani 411 bin art\u0131 203 bin ile 614 bin ara\u00e7 demek. Peki bu nas\u0131l olacak?<\/p>\n<p><strong>B\u0130R\u0130NC\u0130 VE \u0130K\u0130NC\u0130 K\u00d6PR\u00dcDEN ARA\u00c7 ALDILAR<\/strong><\/p>\n<p>\u0130lk i\u015f olarak ilk iki k\u00f6pr\u00fcden ara\u00e7 \u00e7almak gerekiyordu. Malum devlet bu kadar para kazan\u0131rken \u00fc\u00e7\u00fcnc\u00fc k\u00f6pr\u00fcn\u00fcn, t\u00fcnelin para kazanmamas\u0131 olmazd\u0131. 2017 y\u0131l\u0131nda g\u00fcnl\u00fck ara\u00e7 ge\u00e7i\u015fi ilk iki k\u00f6pr\u00fcde 301 bine d\u00fc\u015ft\u00fc. Yani 203 bin arac\u0131n 110 bini ilk iki k\u00f6pr\u00fcden geldi.<\/p>\n<p><strong>K\u00d6PR\u00dcLER \u0130\u00c7\u0130N MARMARAY \u00c7ALI\u015eTIRILMIYOR<\/strong><\/p>\n<p>\u0130kinci olarak Marmaray\u2019\u0131n \u00e7al\u0131\u015fmamas\u0131 gerekiyordu. Marmaray 860 milyon dolar ile s\u00f6zle\u015fmesi imzalanm\u0131\u015f, bitti\u011finde ise 1 milyar 750 milyon dolara mal olmu\u015ftu. Bu yat\u0131r\u0131m\u0131n maliyetini \u00e7\u0131karmak i\u00e7in g\u00fcnde 700-800 bin yolcudan fazlas\u0131n\u0131n ge\u00e7mesi gerekiyor. Zaten Marmaray tek y\u00f6ne saatte 75 bin yolcu ta\u015f\u0131ma kapasitesine sahip. Bu durumda iki y\u00f6nde 5\u2019er saat tam kapasite \u00e7al\u0131\u015fmas\u0131 demek. Ama bir sorun var. Marmaray \u00e7al\u0131\u015ft\u0131k\u00e7a k\u00f6pr\u00fcden ara\u00e7 ge\u00e7i\u015fi azal\u0131yor. Hatta d\u00f6nemin Ula\u015ft\u0131rma Bakan\u0131 Binali Y\u0131ld\u0131r\u0131m, ilk defa k\u00f6pr\u00fc ge\u00e7i\u015flerinde azalma oldu\u011funu s\u00f6yl\u00fcyordu. 2013\u2019de Marmaray yokken k\u00f6pr\u00fcden 152 milyon ara\u00e7 ge\u00e7erken, Marmaray\u2019\u0131n da etkisi ile ge\u00e7en yolcu say\u0131s\u0131 2015\u2019te 141 milyona d\u00fc\u015ft\u00fc. G\u00fcnde 30 binden fazla ara\u00e7 s\u00fcr\u00fcc\u00fcs\u00fc art\u0131k k\u00f6pr\u00fc yerine metroyu kullan\u0131yordu. Marmaray \u015fimdi g\u00fcnde ka\u00e7 yolcu ta\u015f\u0131yor biliyor musunuz? Tam 175 bin. Yanl\u0131\u015f duymad\u0131n\u0131z.<\/p>\n<p><strong>MARMARAY \u00c7ALI\u015eSA K\u00d6PR\u00dcYE B\u0130S\u0130KLET YOLU \u00c7IKAR<\/strong><\/p>\n<p>\u015eimdi Marmaray\u2019\u0131n tam \u00e7al\u0131\u015ft\u0131\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcn. G\u00fcnl\u00fck 175 bin yolcu kapasitesi ile 30 bine yak\u0131n ara\u00e7 \u00e7ekiyorsa, 700-800 bin ile bu rakam 150 bin araca \u00e7\u0131kar. Bu Avrasya T\u00fcneli\u2019nin, \u00fc\u00e7\u00fcnc\u00fc k\u00f6pr\u00fcn\u00fcn kapanmas\u0131 ve birinci k\u00f6pr\u00fcye de birer \u015ferit bisiklet yolu a\u00e7\u0131lmas\u0131 demek.<\/p>\n<p><strong>K\u00d6PR\u00dcLER\u0130N GER\u00c7EK FATURASI NE?<\/strong><\/p>\n<p>K\u00f6pr\u00fclerin faturas\u0131n\u0131 Say\u0131\u015ftay hazinden \u00e7\u0131kan para olarak g\u00f6rebilir. Ancak ger\u00e7ek fatura bizim i\u00e7in \u015firkete \u00f6denen ge\u00e7i\u015f garantisi de\u011fil. Bunun \u00fcst\u00fcne ge\u00e7ti\u011fimizde \u00f6dedi\u011fimiz k\u00f6pr\u00fc ge\u00e7i\u015f paras\u0131, otoyol ge\u00e7i\u015f paras\u0131, bunlar\u0131n KDV\u2019si, belediye pay\u0131 gibi pek \u00e7ok kalem daha var. Sonu\u00e7ta ister in\u015faat \u015firketine, ister petrol \u015firketine ister devlete gitsin, paran\u0131n \u00e7\u0131kt\u0131\u011f\u0131 yer belli.<\/p>\n<p>Elimizdeki bilgilerden bir derleme yapt\u0131\u011f\u0131m\u0131zda, asl\u0131nda ge\u00e7mesek de k\u00f6pr\u00fc ge\u00e7i\u015flerinden bir ciro garantisi veriyoruz. Sadece bu ciro garantisini hesaplasak, ortaya y\u0131lda 126 milyon dolar para toplanan ilk iki k\u00f6pr\u00fc resmine bitti\u011finde tam 1,8 milyar dolar \u00f6deyece\u011fimiz bir resim \u00e7\u0131k\u0131yor. Notlar: 1- Birinci ve ikinci k\u00f6pr\u00fc rakamlar\u0131 KGM\u2019den al\u0131nm\u0131\u015ft\u0131r. 2- \u00dc\u00e7\u00fcnc\u00fc k\u00f6pr\u00fc ve \u00c7anakkale\u2019de sadece ge\u00e7i\u015f fiyat\u0131 d\u0131\u015f\u0131nda otoyol kullan\u0131m \u00fccreti de vard\u0131r. 3- \u00dc\u00e7\u00fcnc\u00fc k\u00f6pr\u00fc i\u00e7in ayr\u0131ca 7 dolar otoyol \u00fccreti garantisi de vard\u0131r. 4- K\u00f6pr\u00fclerde KDV d\u0131\u015f\u0131nda y\u00fczde 10 belediye pay\u0131 vard\u0131r. 5- Resmi rakamlar a\u00e7\u0131k olmad\u0131\u011f\u0131 i\u00e7in bu tablodaki rakamlar de\u011fi\u015febilir ama fikir de\u011fi\u015fmeyecektir.<\/strong><\/p>\n<p><strong>KARAYOLLARI HOLD\u0130NG \u0130Y\u0130 G\u00dcNLER D\u0130LER<\/strong><\/p>\n<p>2015 y\u0131l\u0131nda kamunun yapt\u0131\u011f\u0131 57,3 milyar TL\u2019lik yat\u0131r\u0131m\u0131n 20 milyar TL\u2019sini KGM tek ba\u015f\u0131na yapt\u0131 . KGM o ve daha \u00f6nce yapt\u0131\u011f\u0131 yat\u0131r\u0131mlar ile 2016\u2019da vergiler ya da ge\u00e7i\u015f \u00fccretleri ile 58 milyar TL gelir elde etti. O resimde en k\u00fc\u00e7\u00fck kalem 380 milyon TL ile K\u00f6pr\u00fc A.\u015e.\u2019ye ait idi. \u015eimdi son yat\u0131r\u0131mlarla, a\u00e7\u0131lan ve ihale edilen k\u00f6pr\u00fclerle bunun 10 belki 15 kat\u0131n\u0131 biz \u00f6deyece\u011fiz.<\/p>\n<p>2012\u2019de duble yollar\u0131n paras\u0131 ile \u00fclkede ula\u015f\u0131m\u0131n \u00fccretsiz olarak yap\u0131labilece\u011fini tart\u0131\u015f\u0131yorduk. O zaman kar\u015f\u0131m\u0131zdaki fatura 43 milyar TL\u2019lik duble yol paras\u0131 idi. Bug\u00fcn ise \u00e7ok daha fazlas\u0131n\u0131 neredeyse her y\u0131l \u00f6d\u00fcyoruz. Art\u0131k bu para ile sadece \u00fccretsiz ve iklim dostu ula\u015f\u0131m yat\u0131r\u0131m\u0131 yap\u0131labilece\u011fi gibi, Afrika\u2019n\u0131n a\u00e7l\u0131k sorunu bile \u00e7\u00f6z\u00fcl\u00fcr. Sadece Marmaray\u2019\u0131 tam kapasite \u00e7al\u0131\u015ft\u0131rsak \u00fc\u00e7\u00fcnc\u00fc k\u00f6pr\u00fc ve Avrasya T\u00fcneli kapanmakla kalmaz, birinci k\u00f6pr\u00fcye de bir \u015ferit bisiklet yolu \u00e7\u0131kar.<\/p>\n<p>\u00d6dedi\u011fimiz fatura ortada, \u00fc\u00e7\u00fcnc\u00fc k\u00f6pr\u00fc ve t\u00fcnel sadece bunun k\u00fc\u00e7\u00fck bir par\u00e7as\u0131.
