Bu bildiri, 21-23 Ekim 2010 tarihlerinde TMMOB Mimarlar Odas\u0131 Ankara \u015eubesi taraf\u0131ndan Ankara\u2019da ger\u00e7ekle\u015ftirilen Mimarl\u0131\u011f\u0131n Sosyal Forumu 2010 etkinlikleri sonucunda benimsenmi\u015ftir. <\/em><\/font><\/font> <\/p>\n

D\u00fcnyaya 1973 krizinden sonra, T\u00fcrkiye\u2019ye 1980 darbesi ile dayat\u0131lmaya ba\u015flanan neoliberal politikalar, kapitalist \u00fcretim tarz\u0131n\u0131n tarihsel dinamiklerini bir kez daha g\u00f6zler \u00f6n\u00fcne serdi. Sermaye, \u00fcretim fazlas\u0131n\u0131 daha fazla k\u00e2ra d\u00f6n\u00fc\u015ft\u00fcrebilece\u011fi yollardan yoksun kal\u0131nca mek\u00e2n\u0131 \u201cyeniden\u201d ke\u015ffetti. \u0130lk uygarl\u0131klardan bu yana egemen s\u0131n\u0131flar\u0131n g\u00fcc\u00fcn\u00fc g\u00f6sterdi\u011fi, politikac\u0131lar\u0131n etkin bir \u015fekilde tahakk\u00fcm arac\u0131 olarak kulland\u0131\u011f\u0131 kent mek\u00e2n\u0131 art\u0131k t\u00fcm a\u011f\u0131rl\u0131\u011f\u0131yla ekonominin merkezine oturmu\u015ftu. <\/font><\/font> <\/p>\n

O g\u00fcnden bug\u00fcne neler oldu, neler oluyor? Sermaye, mek\u00e2n\u0131 egemen s\u0131n\u0131flar lehine yeniden \u00fcreterek, yoksullar\u0131 yerlerinden edip onlar\u0131n ya\u015fam alanlar\u0131n\u0131 d\u00f6n\u00fc\u015ft\u00fcrerek k\u00e2r etmeye devam ediyor. Her ge\u00e7en g\u00fcn daha asimetrik bir hal alan\/kutupla\u015fan bir toplum haline geliyoruz. S\u0131n\u0131f kavram\u0131n\u0131n yok oldu\u011fu iddia edilen bug\u00fcnlerde, s\u0131n\u0131f farkl\u0131l\u0131klar\u0131n\u0131 mek\u00e2nda hi\u00e7 olmad\u0131\u011f\u0131 kadar belirgin bir \u015fekilde ya\u015f\u0131yoruz. Siyasal ve finansal g\u00fc\u00e7lerin ortakla\u015fa y\u00fcr\u00fctt\u00fc\u011f\u00fc komplo kent mek\u00e2n\u0131n\u0131n s\u00f6m\u00fcrgele\u015fmesine yol a\u00e7\u0131yor. Ayn\u0131 stratejiler k\u0131rsal\u0131 \u00f6ld\u00fcr\u00fcyor. T\u00fcm insanl\u0131k kentlerde ya\u015famaya zorlan\u0131yor. Az\u0131nl\u0131\u011f\u0131n k\u00e2r etmeye devam edebilmesi ad\u0131na yoksulluk normalle\u015ftiriliyor. Kentler d\u0131\u015flanman\u0131n, ayr\u0131\u015fman\u0131n, yoksunla\u015fman\u0131n ve insan hakk\u0131 ihlallerinin mek\u00e2nlar\u0131 haline getiriliyor.<\/span><\/font><\/font><\/p>\n

Biz mek\u00e2n \u00fczerine \u00e7al\u0131\u015fanlar (mimarlar, \u015fehir planc\u0131lar\u0131 vs.), sermayenin azg\u0131n k\u00e2r h\u0131rs\u0131yla tek ba\u015f\u0131m\u0131za ba\u015f edemeyece\u011fimizin fark\u0131nday\u0131z. \u00d6te yandan mimarl\u0131\u011f\u0131n egemen s\u0131n\u0131f\u0131n bir l\u00fcks\u00fc olarak g\u00f6r\u00fclmesini reddediyoruz. Mimarl\u0131\u011f\u0131n, herkes i\u00e7in bir hak oldu\u011funa inan\u0131yoruz. Biliyoruz ki, toplumsal mimarl\u0131k, toplumla birlikte kendi yarat\u0131c\u0131 mek\u00e2nlar\u0131n\u0131 \u00fcretmeye muktedirdir. Mimarl\u0131\u011f\u0131n Sosyal Forumu s\u00fcresince hayatlar\u0131n\u0131 bu t\u00fcr projelere adam\u0131\u015f mimarlar, \u015fehirciler ve bu projelerde aktif olarak g\u00f6rev alm\u0131\u015f kentlilerin deneyimleri bu inanc\u0131m\u0131z\u0131 per\u00e7inledi. Forum\u2019un, gelece\u011fimizin asl\u0131nda kendi ellerimizde oldu\u011fu fikrinin payla\u015f\u0131lmas\u0131 ad\u0131na amac\u0131na ula\u015ft\u0131\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyoruz. B\u00f6yle bir bilin\u00e7lenme s\u00fcrecini ba\u015flatmas\u0131, Forum\u2019un en somut sonucudur. Bu Forum, mek\u00e2nsal siyasetin yan\u0131nda kendi g\u00fcc\u00fcm\u00fcz\u00fcn ve \u00f6rg\u00fctl\u00fc m\u00fccadelenin de \u00f6nemini g\u00f6steren bir k\u0131v\u0131lc\u0131m olabilmi\u015ftir ve gerisi gelecektir. Forumun hareketlendirdi\u011fi sokak etkinli\u011fi ele al\u0131nan konular hakk\u0131nda kamuoyu olu\u015fturmak a\u00e7\u0131s\u0131ndan hayati \u00f6nemdedir. Bundan sonraki m\u00fccadelenin deneyim payla\u015f\u0131m\u0131n\u0131n \u00f6tesine ge\u00e7mesi daha \u00fcretken ve k\u00f6ktenci bir yol izlemesi gerekmektedir. Yasad\u0131\u011f\u0131m\u0131z d\u00fcnyan\u0131n ka\u00e7\u0131n\u0131lmaz olmad\u0131\u011f\u0131n\u0131, farkl\u0131 alternatiflerin kolektif bir \u015fekilde \u00fcretilebilece\u011fini g\u00f6stermek \u00fczere kendimizi kitlelerin s\u00fcrd\u00fcrd\u00fc\u011f\u00fc m\u00fccadelelere d\u00e2hil etmeliyiz.<\/span><\/font><\/font><\/p>\n

Forum\u2019un Mimarlar Odas\u0131 Ankara \u015eubesi taraf\u0131ndan yaln\u0131zca benzer kayg\u0131lar\u0131 payla\u015fan kurumlar\u0131n katk\u0131lar\u0131yla d\u00fczenlenmi\u015f olmas\u0131 \u00f6nemlidir. Forum, sistemin aya\u011f\u0131 olan hi\u00e7bir b\u00fcy\u00fck \u015firket ya da \u015firket vakf\u0131n\u0131n finansman\u0131 ile ger\u00e7ekle\u015fmemi\u015f, muhalefetin kendi kendine de\u015farj olmas\u0131 ya da ehlile\u015fmesi yerine, inanc\u0131n kam\u00e7\u0131lanmas\u0131n\u0131, m\u00fccadelenin yeni bir bak\u0131\u015f a\u00e7\u0131s\u0131 ve ivme kazanmas\u0131n\u0131 hedeflemi\u015ftir. <\/span><\/font><\/font> <\/p>\n

Ayr\u0131ca, <\/span><\/font><\/font>Forum\u2019un, sistem taraf\u0131ndan \u0130stanbul\u2019la yapay bir rekabete zorlanan Ankara\u2019da ger\u00e7ekle\u015ftirilmi\u015f olmas\u0131 \u00f6nemlidir. K\u00fcresel bir durum haline gelen ve kentlere dayat\u0131lan rekabetin yapayl\u0131\u011f\u0131 Forum sayesinde te\u015fhir edilmi\u015ftir. Rekabetin do\u011fam\u0131zdan kaynakland\u0131\u011f\u0131 s\u00f6ylemi ile kentlerimizin yar\u0131\u015ft\u0131r\u0131lmas\u0131 aras\u0131ndaki ili\u015fki a\u00e7\u0131kt\u0131r; kentler ve b\u00f6lgeler aras\u0131 e\u015fitsiz geli\u015fme insanlar\u0131 g\u00f6\u00e7e zorlamaktad\u0131r. Ki\u015filerin, hayatlar\u0131n\u0131 kendi ya\u015fam alanlar\u0131nda s\u00fcrd\u00fcrebilme haklar\u0131na sayg\u0131 g\u00f6sterilirken, insanlar\u0131n g\u00f6\u00e7 etme hakk\u0131n\u0131n da tan\u0131nmas\u0131 \u015fartt\u0131r. Herkes, ya\u015fam\u0131n\u0131 tercih etti\u011fi mek\u00e2nda s\u00fcrd\u00fcrme hakk\u0131na sahiptir.<\/span><\/font><\/font><\/p>\n

Forum\u2019a kat\u0131lan <\/span><\/font><\/font>bizler, meslek kurulu\u015flar\u0131n\u0131n, toplumsal hareketlerin ve aktivist \u00f6rg\u00fctlerin mensuplar\u0131, sermaye ve k\u00e2r odakl\u0131 de\u011fil, insan ve emek odakl\u0131 bir d\u00fcnyan\u0131n m\u00fcmk\u00fcn oldu\u011funu mek\u00e2n \u00fczerinde yapt\u0131klar\u0131m\u0131zla kan\u0131tlayaca\u011f\u0131m\u0131z\u0131 ilan ediyoruz. Forum s\u00fcresince devam eden at\u00f6lyeler, bu y\u00f6nde deneysel \u00e7abalard\u0131. Bundan sonraki s\u00fcre\u00e7, kapitalizmin \u00fcretti\u011fi krizlerin mek\u00e2n arac\u0131l\u0131\u011f\u0131yla egemen s\u0131n\u0131f lehine \u00e7\u00f6z\u00fclmesine kar\u015f\u0131 ortak bir m\u00fccadeleyi gerektirmektedir. Mek\u00e2nsal tahakk\u00fcme kar\u015f\u0131 m\u00fccadelenin \u00f6neminin kavranmas\u0131 ve bu m\u00fccadelenin g\u00fc\u00e7lendirilmesi gerekmektedir. G\u00fcndelik hayat\u0131n her an\u0131nda gerek bireysel gerekse kolektif olarak bu tahakk\u00fcm bi\u00e7imine kar\u015f\u0131 durmak zorunluluk haline gelmi\u015ftir. <\/span><\/font><\/font> <\/p>\n

Mimarl\u0131\u011f\u0131n Sosyal Forumu bile\u015fenleri ve kat\u0131l\u0131mc\u0131lar\u0131 olarak bizler, bu payla\u015f\u0131m ortam\u0131nda ba\u015flatt\u0131\u011f\u0131m\u0131z birlikteli\u011fi daha \u00f6rg\u00fctl\u00fc ve daha \u00fcretken yollarla s\u00fcrd\u00fcrece\u011fiz. Kapitalist tahakk\u00fcm\u00fcn mek\u00e2nsal bi\u00e7imlerine kar\u015f\u0131 m\u00fccadele arzumuzu payla\u015fan \u00f6rg\u00fct ve inisiyatifleri uluslararas\u0131 bir dayan\u0131\u015fma a\u011f\u0131 olu\u015fturmaya \u00e7a\u011f\u0131r\u0131yoruz! <\/span><\/font><\/font> <\/p>\n

This declaration was <\/em><\/span><\/font><\/font>endorsed by the Social Forum of Architecture organized by the Chamber of Architects of Turkey Ankara Branch on October 21-23, 2010, in Ankara.<\/em><\/span><\/font><\/font><\/p>\n

Neoliberal policies forced on the world after the crisis in 1973 and on Turkey with the military regime following the 1980 coup revealed once again the historical dynamics of capitalist mode of production. Failing to utilize channels to transfer economic surplus into new investments, capital re-discovered space. Urban space, which has been a major instrument for the ruling classes to display power and <\/span><\/font><\/font>exert domination, was now at the core of economic activity.<\/span><\/font><\/font><\/p>\n

What happened since then? Capital is still reproducing space to the advantage of ruling classes, displacing the poor and gaining profit by regenerating their living environments. We are living in a society that gradually becomes more and more polarized and asymmetrical. While it is claimed that the concept of \u201cclass\u201d has become obsolete, we experience class distinctions as reflected in urban space as obvious as never before. The conspiracy pursued by the united forces of political and financial power is leading to the colonization of urban space. Same strategies annihilate countryside and humanity is forced to live in cities. Poverty is being made into something natural for the few to continue profiting. Cities are turning into spaces of exclusion, isolation, segregation, deprivation and the violation of human rights.<\/span><\/font><\/font><\/p>\n

 <\/p>\n

We, the professionals working with space (architects, urban planners and alike) are well aware that it is not possible for us to overcome the greed of capital. Yet, we refute the perception of architecture as a luxury of the <\/span><\/font><\/font>affluent. Instead, we consider architecture as a public right for all. We know that social architecture is capable of creating inventive spaces with the involvement of the people. The shared experiences of the participants of the Social Forum of Architecture, who devoted their lives to the design and implementation of such projects, confirmed our belief. We believe that the Forum was successful in sharing our idea that our future is in our hands. The initiation of such a process in raising consciousness is the first and foremost achievement of the Forum. It has been a spark exposing the politics of space and displaying our will as well as the importance of organized struggles. The street power of the Forum was and is vital in making a public opinion that is more receptive regarding the topics in question. From this point onwards, it is essential to move beyond sharing experiences and develop a radical and dynamic line of action. It is necessary to demonstrate that the conditions we live in are not unavoidable. We must work for the defense of public spaces and the democratization of common spaces. We should incorporate ourselves into the people\u2019s ongoing struggles and work towards generating alternatives collectively. <\/span><\/font><\/font> <\/p>\n

It is important to note that the Forum was organized solely by the Chamber of Architects Ankara Branch and organizations sharing similar concerns. The Forum was not sponsored by corporate firms or their foundations exploiting and discharging the political energy and militancy of urban activists. On the contrary, the Forum was made possible through the sources available to these oppositional organizations. <\/span><\/font><\/font> <\/p>\n

 <\/p>\n

It is also important that the Forum <\/span><\/font><\/font>took place in Ankara, a city which is forced to competition with Istanbul. This has become a global pattern legitimizing the domination of big cities. The success of the Forum revealed the artificiality of such competition being forced on cities. It is clear that there is a strong relationship between the allegations that competition is in human nature and in this way to fabricate competition among cities. The unequal development among cities as well as regions results in people being forced to migrate. While people\u2019s right to maintain their living conditions in their homelands should be acknowledged, it is also crucial to recognize the people\u2019s freedom of migration. Everybody has the right to pursue their lives in the place they choose.<\/span><\/font><\/font><\/p>\n

 <\/p>\n

We<\/span><\/font><\/font>, the participants of the Forum, who are members of professional institutions, grassroots initiatives and activist organizations, declare our intention to demonstrate that another world that stands on humanitarian values and labor in contrast to capital accumulation and profit maximization is possible. We intend to do this via our practices in and on space. The workshops held during the Forum were experiments in this respect. The step ahead requires a joint struggle against the use of urban space as a means of recovery from systemic crises of capitalism. It is necessary to grasp the significance of struggle against spatial domination and it is crucial to intensify this struggle. It is today an inescapable task to stand against this mode of domination individually as well as collectively in every domain of our daily lives.<\/span><\/font><\/font><\/p>\n

We, the participants and active constituents of the Social Forum of Architecture will expand the cooperation founded on this shared platform in organized and productive ways.
