Bir kamu m\u00fclk\u00fcn\u00fcn (rant\u0131n\u0131n) \u00f6zelle\u015ftirilerek nas\u0131l daha b\u00fcy\u00fck rantlara f\u0131rsat yarat\u0131ld\u0131\u011f\u0131n\u0131, Zorlu \u00f6rne\u011finden anlayabilirsiniz. Zorlu, \u00d6zelle\u015ftirme \u0130daresi\u2019nden metrekaresini 8 bin dolardan ald\u0131\u011f\u0131 \u0130stanbul Bo\u011faz\u0131\u2019na naz\u0131r 96 d\u00f6n\u00fcml\u00fck Karayollar\u0131 arsas\u0131na in\u015fa etti\u011fi daireleri, metrekaresi 10 bin ile 18 bin dolar aras\u0131nda de\u011fi\u015fen fiyatlarla sat\u0131\u015fa \u00e7\u0131kard\u0131\u011f\u0131n\u0131 duyuruyordu. <\/p>\n<p>Zorlu, tek \u00f6rnek de\u011fil tabii ki. \u0130stanbul\u2019u azman bir sanayi kentinden, \u201ck\u00fcresel kontrol kenti\u201d durumuna getirme slogan\u0131yla ba\u015flat\u0131lan \u201cg\u00f6kdelenle\u015fme\u201d, ortaya devasa rantlar \u00e7\u0131kard\u0131. \u0130stanbul\u2019da ya\u015fayan kentlinin haklar\u0131n\u0131 g\u00f6zeten y\u00f6netimler olsayd\u0131, yarat\u0131lm\u0131\u015f bu y\u00fcksek ranttan, adil bir vergileme ile kamu da pay al\u0131rd\u0131. \u00d6yle olmad\u0131. Her biri en az 25 kat\u0131 bulan, rekortmeni Safir (AKP\u2019li Kiler\u2019in) ile 68 kata ula\u015fan bu yap\u0131lar, sahiplerine ola\u011fan\u00fcst\u00fc birikimler sa\u011flad\u0131. Sa\u011flamakla da kalmad\u0131, T\u00fcrkiye\u2019nin kaynak da\u011f\u0131l\u0131m\u0131n\u0131 \u00e7arp\u0131tarak sanayiden emlak sekt\u00f6r\u00fcne kayd\u0131rd\u0131. Eskinin t\u00fcm sanayicileri, Eczac\u0131ba\u015f\u0131, \u0130\u015f Bankas\u0131, Vestel, G\u00fcm\u00fc\u015fsuyu, Hattat, Edip \u0130plik, Tekfen, Polat\u2026 sanayi yat\u0131r\u0131m\u0131 yerine \u0130stanbul emlak yat\u0131r\u0131mc\u0131s\u0131 oldular, sanayiden sa\u011flad\u0131klar\u0131 birikim yerine \u0130stanbul kule rant\u0131ndan birikimi s\u00fcrd\u00fcrmeye karar k\u0131ld\u0131lar, kaynaklar\u0131n\u0131 da bu y\u00f6ne kayd\u0131rd\u0131lar, buna devam edecekler. <\/p>\n<p>\u0130stanbul\u2019un kaderi ile ilgili karar veren merkezi ve yerel y\u00f6netim sorumlular\u0131, \u0130stanbul\u2019un y\u00fckselen rant\u0131n\u0131 bir avu\u00e7 holdinge ihsan ederken, kendi adlar\u0131na -bazen partileri ad\u0131na- \u201cavantalar\u201d alm\u0131\u015f olabilirler ama ba\u015fka bir ger\u00e7ek \u015fu: \u0130stanbul halk\u0131 bu y\u00fcksek kent rant\u0131ndan mahrum b\u0131rak\u0131ld\u0131\u011f\u0131 gibi, vergilerinin yine bu g\u00f6kdelenlerin altyap\u0131s\u0131 i\u00e7in harcanmas\u0131 ile ba\u015fka bir haks\u0131zl\u0131\u011fa u\u011frad\u0131. \u0130stanbul\u2019a d\u00f6n\u00fck yap\u0131lan kamu yat\u0131r\u0131mlar\u0131n\u0131n y\u00fczde 80\u2019i, bu rantg\u00f6z yap\u0131la\u015fman\u0131n ortaya \u00e7\u0131kard\u0131\u011f\u0131 altyap\u0131 sorunlar\u0131n\u0131 \u00e7\u00f6zmeye harcan\u0131yor. Bu, 120 metrekarelik bir dairenin bile 2 milyon dolar\u0131n \u00fcst\u00fcnde yerli-yabanc\u0131ya sunumu demek. Bu fiyat, ne kadar ger\u00e7ek, ne kadar balon, ya\u015fayarak g\u00f6r\u00fcr\u00fcz. Ama \u0130stanbul\u2019dan yeni y\u00fcksek kentsel rantlar \u00fcretip ondan daha \u00e7ok pay almak u\u011fruna, onun tarihsel, do\u011fal de\u011ferlerini ya\u011fma yar\u0131\u015f\u0131 daha da artacakt\u0131r. <\/p>\n<p>\u0130stanbul\u2019un rant\u0131na h\u00fccum, Anadolu\u2019da ya\u015fayanlar\u0131n da sorunudur. \u00c7\u00fcnk\u00fc \u0130stanbul\u2019a \u00fc\u015f\u00fc\u015fme, Anadolu\u2019da i\u015fe-a\u015fa d\u00f6n\u00fc\u015febilecek sermayenin Anadolu illerinden esirgenmesidir. Dolay\u0131s\u0131yla \u0130stanbul sorunu, sadece \u0130stanbul\u2019da ya\u015fayanlar\u0131n de\u011fil, Anadolu kentlerinde ya\u015fayanlar\u0131n da sorunudur. Ya\u015fad\u0131\u011f\u0131m\u0131z kente bir ev sahibi gibi de\u011fil, kirac\u0131 gibi davrand\u0131k\u00e7a, onu sahiplenmedik\u00e7e, rant ya\u011fmas\u0131 daha kolayla\u015facakt\u0131r.
