Bu makine park\u0131n\u0131n at\u0131l kald\u0131\u011f\u0131 her saat in\u015faat-finans kompleks i\u00e7in kardan zarar demek!<br \/>\n<a href=\"\/wp-content\/uploads\/2017\/06\/kamyon-havalimani-istanbulun-fethi.jpg\"><img decoding=\"async\" width=\"620\" height=\"350\" src=\"\/wp-content\/uploads\/2017\/06\/kamyon-havalimani-istanbulun-fethi.jpg\" alt=\"\" class=\"alignnone size-full wp-image-25497\" \/><\/a><\/p>\n<p>\u00c7evre ve \u015eehircilik Bakan\u0131 Mehmet \u00d6zhaseki ge\u00e7ti\u011fimiz hafta yapt\u0131\u011f\u0131 bir a\u00e7\u0131klamada \u0130stanbul\u2019da 7 b\u00fcy\u00fckl\u00fc\u011f\u00fcnde bir deprem oldu\u011funda 600 bin binan\u0131n y\u0131k\u0131labilece\u011fini  s\u00f6yledi. Ancak bu a\u00e7\u0131klama, deprem konusunda yap\u0131lm\u0131\u015f yeni bir bilimsel \u00e7al\u0131\u015fman\u0131n sonu\u00e7lar\u0131n\u0131n kamuoyuna duyurulmas\u0131 sonucunda ger\u00e7ekle\u015fmedi. \u00d6zhaseki\u2019nin amac\u0131, farkl\u0131 sorunlar nedeniyle durma noktas\u0131na gelen b\u00fcy\u00fck \u00f6l\u00e7ekli kentsel d\u00f6n\u00fc\u015f\u00fcm projelerine yeni bir ivme kazand\u0131rmak i\u00e7in bir haz\u0131rl\u0131klar\u0131 oldu\u011funu a\u00e7\u0131klamak idi.<\/p>\n<p>Bu haz\u0131rl\u0131\u011f\u0131n, hem ekonomi y\u00f6netiminin gelece\u011fe ka\u00e7\u0131\u015f plan\u0131 ile hem de Cumhurba\u015fkan\u0131\u2019n\u0131n yak\u0131nda a\u00e7\u0131klayaca\u011f\u0131n\u0131 \u00f6\u011frendi\u011fimiz 2019\u2019a kadar uygulanacak ekonomik yol haritas\u0131 ile uyumlu oldu\u011funu anl\u0131yoruz. G\u00fcndemde olan \u201chafriyat\u00e7\u0131 birikim\u201d(1). \u201cHafriyat\u00e7\u0131 birikim\u201d tabiri yeni bir teorik \u00e7er\u00e7eve ya da bir soyut bir kavram de\u011fil, basit bir betimleyici. Betimledi\u011fi, 2019\u2019a kadar ekonominin ana y\u00f6r\u00fcngesi.<\/p>\n<p><strong>Kentsel d\u00f6n\u00fc\u015f\u00fcm<\/strong><\/p>\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm uygulamalar\u0131nda ciddi sorunlar\u0131n oldu\u011fu ve bu uygulamalar\u0131n bir s\u00fcredir durma noktas\u0131na geldi\u011fi biliniyor. \u0130n\u015faat sekt\u00f6r\u00fcn\u00fcn ekonomideki \u00f6nemi d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, ekonomik durgunlu\u011fun oldu\u011fu bir d\u00f6nemde in\u015faat sekt\u00f6r\u00fcndeki yava\u015flama pek \u00e7ok sekt\u00f6r\u00fc de olumsuz etkileme riskini ta\u015f\u0131yor. Bu nedenle ekonomi y\u00f6netimi, ge\u00e7ti\u011fimiz y\u0131ldan beri in\u015faat sekt\u00f6r\u00fcne sa\u011flad\u0131\u011f\u0131 desteklere ek olarak yeni bir destek plan\u0131 olu\u015fturarak kentsel d\u00f6n\u00fc\u015f\u00fcm projelerini h\u0131zland\u0131rmay\u0131 planl\u0131yor.<\/p>\n<p>Bu ama\u00e7la 75 milyon TL\u2019lik bir kaynak bulma \u00e7abas\u0131n\u0131n ve bu \u00e7al\u0131\u015fmalar\u0131 y\u00fcr\u00fctecek yeni bir idari birim olu\u015fturulmas\u0131n\u0131n g\u00fcndemde oldu\u011funu anl\u0131yoruz. Dahas\u0131, 2019\u2019a kadar insanlar\u0131n g\u00fcndelik hayatlar\u0131nda k\u0131smi de olsa bir rahatlaman\u0131n ya\u015fanmas\u0131, bu olam\u0131yorsa, en az\u0131ndan mevcut durumun daha da k\u00f6t\u00fcye gitmemesi, Cumhurba\u015fkan\u0131\u2019n\u0131n birinci \u00f6nceli\u011fi durumunda. Yani ekonomik oldu\u011fu kadar siyasi bir s\u0131k\u0131\u015fma da var. Bu s\u0131k\u0131\u015f\u0131kl\u0131k i\u00e7inde in\u015faat sekt\u00f6r\u00fc bir kere daha kilidi a\u00e7abilecek bir anahtar olarak g\u00f6r\u00fcl\u00fcyor.<\/p>\n<p><strong>\u0130n\u015faat-finans kompleks<\/strong><\/p>\n<p>T\u00fcrkiye\u2019de in\u015faat sekt\u00f6r\u00fc her zaman \u00f6nemliydi. Ancak in\u015faat\u0131n ekonomi i\u00e7indeki rol\u00fcn\u00fc niteliksel olarak de\u011fi\u015ftiren geli\u015fme, 2000\u2019li y\u0131llarda in\u015faat ile finans sekt\u00f6rlerinin b\u00fct\u00fcnle\u015fmesi oldu. Bu anlamda gayrimenkul finansman\u0131 hem arz hem de talebi desteklemek i\u00e7in kritik i\u015flevler y\u00fckleniyor. Ancak bu alandaki finansal derinle\u015fmeyi s\u0131n\u0131rlayan en \u00f6nemli unsur faiz oran\u0131n\u0131n y\u00fcksekli\u011fi. \u00d6n\u00fcm\u00fczdeki d\u00f6nemde uygulamaya sokulmas\u0131 planlanan yeni kentsel d\u00f6n\u00fc\u015f\u00fcm hamlesinde, bu sorun belediyeler devreye sokularak \u00e7\u00f6z\u00fclmeye \u00e7al\u0131\u015f\u0131l\u0131yor. Bakan \u00d6zhaseki bu giri\u015fimi \u015f\u00f6yle a\u00e7\u0131kl\u0131yor:<\/p>\n<p>Belediyelere 5 y\u0131l vadeli para verece\u011fiz. 2 y\u0131l \u00f6demesiz, 3 y\u0131l geri \u00f6demeli, s\u0131f\u0131r faizli. Vade de\u011fi\u015febilir ama hesaplamam\u0131z bunun \u00fczerine kurulu.<\/p>\n<p>Bu s\u00fcre\u00e7te kent rant\u0131n\u0131n \u00e7o\u011falt\u0131lmas\u0131, ufak tefek birikimi olan herkesin i\u015ftah\u0131n\u0131 kabart\u0131yor. \u0130stanbul\u2019da konut sahipli\u011fi oran\u0131n\u0131n y\u00fczde 60 civar\u0131nda oldu\u011funu d\u00fc\u015f\u00fcn\u00fcrsek, kentsel d\u00f6n\u00fc\u015f\u00fcm sonras\u0131nda ortaya \u00e7\u0131kacak ranttan farkl\u0131 oranlarda da olsa faydalanabilecek olan kesim \u00e7o\u011funlukta. Dolay\u0131s\u0131yla bu giri\u015fim ekonomideki s\u0131k\u0131\u015fman\u0131n a\u015f\u0131lmas\u0131n\u0131 ama\u00e7lad\u0131\u011f\u0131 kadar, siyasi destek toplama \u00e7abas\u0131n\u0131 da i\u00e7eriyor. Her ne kadar bu uygulamalar sonucunda \u015fantiyele\u015fen kentlerde ya\u015famaya mahkum olsak da hafriyat\u00e7\u0131 birikim h\u00fckm\u00fcn\u00fc icra ediyor.<\/p>\n<p><strong>Hafriyat\u00e7\u0131 birikim<\/strong><\/p>\n<p>Ge\u00e7ti\u011fimiz hafta art arda \u00e7\u0131kan iki haber hafriyat\u00e7\u0131 birikimin sonu\u00e7lar\u0131n\u0131 g\u00f6steriyor. \u0130lk haber, T\u00fcrkiye genelinde 2017\u2019nin ilk d\u00f6rt ay\u0131nda dakikada 2 konutun el de\u011fi\u015ftirdi\u011fini, ikinci haber de bu konut sat\u0131\u015flar\u0131n\u0131 i\u00e7inde \u00f6nemli bir yer kaplayan \u0130stanbul\u2019da ki\u015fi ba\u015f\u0131na d\u00fc\u015fen ye\u015fil alan miktar\u0131n\u0131n 1 metrekare  oldu\u011funu anlat\u0131yordu. Detaylar\u0131 \u00f6n\u00fcm\u00fczdeki g\u00fcnlerde netle\u015fecek olan yeni kentsel d\u00f6n\u00fc\u015f\u00fcm hamlesi, yukar\u0131daki iki haberde yer alan iki geli\u015fmenin daha da h\u0131zlanmas\u0131 anlam\u0131na gelebilir.<\/p>\n<p>Tabii ki hafriyat\u00e7\u0131 birikim sadece kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcre\u00e7leri ya da konut \u00fcretimi ile ilgili de\u011fil. Ge\u00e7ti\u011fimiz hafta 3. Havaalan\u0131 in\u015faat\u0131nda 1453 kamyonla yap\u0131lan ge\u00e7it t\u00f6reni, s\u00f6z konusu birikim modelinin en \u00e7arp\u0131c\u0131 simgelerinden biri idi. Kaz\u0131lan topra\u011fa beton d\u00f6k\u00fclen betonla ve \u00e7elik ile cam \u00fczerinde y\u00fckselen hafriyat\u00e7\u0131 birikim, mevcut kurulu makine park\u0131n\u0131n s\u00fcrekli \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131n\u0131 gerektiriyor.
