T\u00fcm tabiat kararlar\u0131 (Tabiat Sit kararlar\u0131, Milli Parklar, Tabiat Parklar\u0131, Do\u011fal alanlar\u0131n korunmas\u0131 ve bu alanlar\u0131n kullan\u0131ma a\u00e7\u0131lmas\u0131) \u00c7evre ve Orman Bakanl\u0131\u011f\u0131n\u0131n yetkisine verilmektedir (taslak yasa Md 37) <\/p>\n<p>2. \u00d6zerk olan K\u00fclt\u00fcr ve tabiat koruma kurullar\u0131ndan tabiat kararlar\u0131 al\u0131nmakta, Tabiat konusundaki kararlar bakanl\u0131\u011fa ba\u011fl\u0131 kurullara devredilmektedir (taslak yasa Md 6,7,8) <\/p>\n<p>3. Yasa tasar\u0131s\u0131 y\u00fcr\u00fcrl\u00fc\u011fe girdi\u011fi andan itibaren o tarihe kadar al\u0131nm\u0131\u015f t\u00fcm koruma alanlar\u0131 hakk\u0131ndaki kararlar yeniden d\u00fczenlenecektir. (Ge\u00e7ici Md 1) <\/p>\n<p>Bu; Milli Park olan Munzur Vadisi\u2019nin, Ar\u0131l\u0131, \u00c7a\u011flayan, \u0130kizdere Vadileri gibi 1. derece sit alan\u0131 ilan edilen vadilerin stat\u00fclerinin kald\u0131r\u0131lmas\u0131 ve yeniden de\u011ferlendirilmesi anlam\u0131na gelmektedir. Koruma stat\u00fcleri de\u011fi\u015ftiril de\u011fi\u015ftirilmez bunlara benzer t\u00fcm korunan alanlarda Su Kullanma Hakk\u0131 S\u00f6zle\u015fmesi imzalam\u0131\u015f ve \/veya HES i\u00e7in ruhsat alm\u0131\u015f t\u00fcm \u015firketlerin faaliyetleri yasalla\u015facak ve koruma alt\u0131ndaki vadilerde HES in\u015faatlar\u0131 h\u0131z kazanacakt\u0131r. <\/p>\n<p>4. Bu yasa ile Koruma stat\u00fcs\u00fc kald\u0131r\u0131lan alanlarda di\u011fer yasalar\u0131n bu vadilerde verilecek kullanma kararlar\u0131na engel olmamas\u0131 i\u00e7in de d\u00fczenlemeler getirilmi\u015ftir. (Ge\u00e7ici Md 2) Bug\u00fcne resmile\u015fmi\u015f 1. derece sit alanlar\u0131n\u0131n, Tabiat Parklar\u0131n\u0131n, Milli parklar\u0131n koruma stat\u00fcs\u00fcn\u00fcn kalkmas\u0131na engel te\u015fkil edecek t\u00fcm yasal d\u00fczenlemeler de bu taslak yasa ile yap\u0131lm\u0131\u015ft\u0131r: <\/p>\n<p>2863 say\u0131l\u0131 K\u00fclt\u00fcr ve Tabiat Varl\u0131klar\u0131 Koruma Kanununun Milli park ve 1. derece sit alanlar\u0131n\u0131n kullan\u0131ma a\u00e7\u0131lmas\u0131na engel olmas\u0131 mevzuat d\u00fczenlemesi ile \u00f6nlenmi\u015ftir. <\/p>\n<p>Ancak d\u00fczenlemenin hangi mevzuatla yap\u0131ld\u0131\u011f\u0131 yasada a\u00e7\u0131k de\u011fildir. Muhtemelen Tabiat sit alanlar\u0131n\u0131n ve tabiat parklar\u0131n\u0131n bu yasa ile kullan\u0131ma a\u00e7\u0131labilmesini \u00f6nleyen di\u011fer yasalar da bu yasa meclisten ge\u00e7erse revize edilecek yada kanun h\u00fckm\u00fcnde kararnamelerle 2863 say\u0131l\u0131 yasan\u0131n ve di\u011fer \u00f6rt\u00fc\u015fen yasalar\u0131n uygulamay\u0131 \u00f6nlemesi engellenecektir. Aksi takdirde Tabiat ve Biyolojik \u00c7e\u015fitlili\u011fi Koruma Kanunu (yasalla\u015f\u0131rsa) 2863 say\u0131l\u0131 yasa ile \u00e7eli\u015fmektedir. <\/p>\n<p>5. Yetki karga\u015fas\u0131n\u0131n ortadan kalkmas\u0131 ve Tabiat varl\u0131klar\u0131 ile ilgili t\u00fcm bilgi ve verinin \u00e7evre ve orman bakanl\u0131\u011f\u0131na devredilmesi i\u00e7in taslak yasada 3 y\u0131l \u00f6ng\u00f6r\u00fclm\u00fc\u015ft\u00fcr (Ge\u00e7ici Md3) <\/p>\n<p>Bilgi ve verilerin di\u011fer kurumlardan \u00c7evre ve Orman Bakanl\u0131\u011f\u0131na aktar\u0131lmas\u0131 (3 y\u0131l) ve daha \u00f6nce koruma stat\u00fcs\u00fcnde olan tabiat alan\u0131n\u0131n korunmas\u0131 i\u00e7in gereken veri ve bilgilerin bilimsel \u00e7al\u0131\u015fmalarla desteklenmesi (en az 5 y\u0131l) ve komisyonun o alan i\u00e7in yeniden koruma stat\u00fcs\u00fc karar\u0131 almas\u0131 (en az 1y\u0131l) dikkate al\u0131n\u0131rsa korunan alanlar\u0131n tekrar koruma stat\u00fcs\u00fcne al\u0131nmas\u0131 3y\u0131l ile 8 y\u0131l aras\u0131nda de\u011fi\u015fece\u011fi a\u015fikard\u0131r. <\/p>\n<p>6. Taslak t\u00fcm biyo\u00e7e\u015fitlili\u011fin ve do\u011fal alanlar\u0131n koruma- kullanma dengesine g\u00f6re s\u00fcrd\u00fcr\u00fclebilirli\u011fini kapsamaktad\u0131r. B\u00f6ylece sadece do\u011fal alanlar de\u011fil biyo\u00e7e\u015fitlilik de kullanma ilkesi nedeniyle ticarile\u015ftirilecek (Taslak yasa Md. 1) <\/p>\n<p>7. Tasar\u0131 4533 say\u0131l\u0131 Gelibolu Yar\u0131madas\u0131 Tarihi Milli Park\u0131 ile 2960 say\u0131l\u0131 Bo\u011fazi\u00e7i Kanunu kapsam\u0131nda korunan alanlar da yeniden g\u00f6zden ge\u00e7irilecek ((Taslak yasa Md 2) <\/p>\n<p>8.\tTaslak yasada koruma alanlar\u0131n\u0131 belirleyecek kurul 20 ki\u015fiden olu\u015fmaktad\u0131r. (Taslak Yasa Md 6) <\/p>\n<p>Yirmi ki\u015finin da\u011f\u0131l\u0131m\u0131 : <br \/>14 \u00fc kamu kurumlar\u0131n\u0131n temsilcisi  <br \/>D\u00f6rt ki\u015fi \u00e7evre ekolojisi ve biyolojik \u00e7e\u015fitlilikle ilgili akademik temsilci <br \/>\u0130ki ki\u015fi Bakanl\u0131k\u00e7a belirlenecek do\u011fa koruma alan\u0131nda faaliyet g\u00f6steren sivil toplum kurulu\u015flar\u0131ndan iki temsilci. <\/p>\n<p>Ond\u00f6rt Kurum temsilcileri ise \u00c7evre ve Orman Bakanl\u0131\u011f\u0131 M\u00fcste\u015far\u0131 veya g\u00f6revlendirece\u011fi M\u00fcste\u015far Yard\u0131mc\u0131s\u0131, Do\u011fa Koruma ve Milli Parklar Genel M\u00fcd\u00fcr\u00fc, \u00c7evre Y\u00f6netimi Genel M\u00fcd\u00fcr\u00fc, A\u011fa\u00e7land\u0131rma ve Erozyon Kontrol\u00fc Genel M\u00fcd\u00fcr\u00fc, Orman Genel M\u00fcd\u00fcr\u00fc, \u00d6zel \u00c7evre Koruma Kurumu Ba\u015fkan\u0131, Devlet Su \u0130\u015fleri Genel M\u00fcd\u00fcr\u00fc, Tar\u0131m ve K\u00f6yi\u015fleri Bakanl\u0131\u011f\u0131 Koruma ve Kontrol Genel M\u00fcd\u00fcr\u00fc, Tar\u0131msal Ara\u015ft\u0131rmalar Genel M\u00fcd\u00fcr\u00fc, Tar\u0131msal \u00dcretim ve Geli\u015ftirme Genel M\u00fcd\u00fcr\u00fc, K\u00fclt\u00fcr ve Turizm Bakanl\u0131\u011f\u0131 K\u00fclt\u00fcr Varl\u0131klar\u0131 ve M\u00fczeler Genel M\u00fcd\u00fcr\u00fc, Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131; Maden \u0130\u015fleri Genel M\u00fcd\u00fcr\u00fc, Enerji \u0130\u015fleri Genel M\u00fcd\u00fcr\u00fc, Bay\u0131nd\u0131rl\u0131k ve \u0130skan Bakanl\u0131\u011f\u0131 Teknik Ara\u015ft\u0131rma ve Uygulama Genel M\u00fcd\u00fcr\u00fc veya bunlar\u0131n g\u00f6revlendirece\u011fi yard\u0131mc\u0131lar\u0131 <\/p>\n<p>Yasada belirtilen Kurul (Tabiat\u0131 Koruma Bilim Heyeti \u00c7evre ve Orman Bakanl\u0131\u011f\u0131 28. 10.210 tarihli bas\u0131n a\u00e7\u0131klamas\u0131) engin tecr\u00fcbesi ile daha \u00f6nce sit karar\u0131 ya da koruma stat\u00fcs\u00fc olan ve yasayla koruma stat\u00fcleri iptal edilen alanlar\u0131n yeniden korumaya al\u0131nmas\u0131n\u0131 sa\u011flamayacakt\u0131r. <\/p>\n<p>9. Taslak yasa 7. md ye g\u00f6re mahalli geli\u015fme plan\u0131n\u0131n haz\u0131rlanmas\u0131ndan sorumlu Mahalli biyolojik \u00e7e\u015fitlilik kurullar\u0131 ve Bakanl\u0131\u011f\u0131n koordinat\u00f6rl\u00fc\u011f\u00fcnde dan\u0131\u015fma organ\u0131 niteli\u011finde Tabiat\u0131 Koruma Bilim Heyeti kurulacakt\u0131r (Taslak yasa Md 8). <\/p>\n<p>Taslak Yasa 6, 7 ve 8. Md lerde belirtilen kurullar salt \u00e7o\u011funlukla \u00e7al\u0131\u015facakt\u0131r ve bu kurullar\u0131n te\u015fkili ile \u00e7al\u0131\u015fma usul ve esaslar\u0131 y\u00f6netmelikle d\u00fczenlenecektir. <\/p>\n<p>Yasa y\u00fcr\u00fcrl\u00fc\u011fe girdi\u011fi andan itibaren t\u00fcm tabiat koruma stat\u00fcleri iptal edilecektir ancak yeniden koruma stat\u00fcs\u00fc kararlar\u0131n\u0131n verilece\u011fi kurullar\u0131n \u00e7al\u0131\u015fma usulleri ile ilgili y\u00f6netmelikler \u00e7\u0131kar\u0131ld\u0131ktan sonra kurullar \u00e7al\u0131\u015fmaya ba\u015flayacakt\u0131r. Y\u00f6netmeliklerin haz\u0131rlanmas\u0131 ve kurullar\u0131n olu\u015fturulmas\u0131 ve \u00e7al\u0131\u015fmaya ba\u015flamas\u0131 en az \u00fc\u00e7 y\u0131l ( Taslak yasa Md 35) alacakt\u0131r. <\/p>\n<p>10. Yasa tasar\u0131s\u0131na g\u00f6re uzun devreli geli\u015fme planlar\u0131 da d\u00e2hil olmak \u00fczere korunan alanlara ait her t\u00fcr ve \u00f6l\u00e7ekteki planlar Bakanl\u0131k\u00e7a yap\u0131l\u0131r, yapt\u0131r\u0131l\u0131r ve onaylan\u0131r (Taslak yasa Md 9) <\/p>\n<p>Bakanl\u0131k koruma alanlar\u0131na ait planlamay\u0131 \u00f6zel kurulu\u015flara yapt\u0131rmay\u0131 ve koruma stat\u00fcs\u00fc kazand\u0131raca\u011f\u0131 alanlar\u0131 yada t\u00fcrlerin i\u015fletmelere devrini bu madde ile y\u00fcr\u00fcrl\u00fc\u011fe sokmaktad\u0131r. <\/p>\n<p>11. Tasla\u011f\u0131n 12. Md ne g\u00f6re hazinenin m\u00fclkiyetindeki ta\u015f\u0131nmazlar ile Devletin h\u00fck\u00fcm ve tasarrufu alt\u0131ndaki yerler 25\/2\/1998 tarihli ve 4342 say\u0131l\u0131 Mera Kanunu h\u00fck\u00fcmlerine uygun olarak Bakanl\u0131\u011f\u0131n talebi \u00fczerine Maliye Bakanl\u0131\u011f\u0131nca, orman say\u0131lan alanlar ise Orman Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fcnce Bakanl\u0131\u011fa tahsis edilebilir. Tahsis edilen bu alanlar\u0131n bu Kanun h\u00fck\u00fcmlerine g\u00f6re de\u011ferlendirilmesi ve i\u015flem tesis edilmesi yetkisi Bakanl\u0131\u011fa aittir. <\/p>\n<p>Yani bu yasa ile hazine arazileri, meralar ve ormanlar kullan\u0131ma a\u00e7\u0131labilmesi i\u00e7in \u00c7evre ve Orman Bakanl\u0131\u011f\u0131n\u0131n yetkisine sunulacakt\u0131r. <\/p>\n<p>12. Yasa tasar\u0131s\u0131n\u0131n 13 Md sine g\u00f6re ise korunmas\u0131 uygun g\u00f6r\u00fclen alanlar\u0131n korunmas\u0131 \u00f6zel g\u00fcvenlik g\u00f6revlileri marifetiyle sa\u011flanacakt\u0131r. <\/p>\n<p>HES lisans\u0131 alan \u015firketler ile ilgili y\u00f6netmelikte de \u015firketlere y\u00f6netmeli\u011fin ge\u00e7ici maddesinde tesisi \u00f6zel g\u00fcvenlik kuvvetleri ile korumalar\u0131 belirtilmi\u015ftir. HES yapmak isteyen \u015firketler ile y\u00f6re halk\u0131 aras\u0131nda ya\u015fananlarda derelerini korumaya \u00e7al\u0131\u015fan y\u00f6re halk\u0131na Jandarma ve \u00f6zel g\u00fcvenlik kuvvetleri m\u00fcdahale etmektedir. Benzeri m\u00fcdahalelerin elinden meras\u0131, deresi, orman\u0131, ya da kamula\u015ft\u0131r\u0131larak tarlas\u0131 al\u0131nanlar i\u00e7in de ya\u015fanaca\u011f\u0131 a\u00e7\u0131kt\u0131r. <\/p>\n<p>13. Y\u00f6re halk\u0131n\u0131n satabilece\u011fi bir \u00fcr\u00fcn\u00fc varsa o \u00fcr\u00fcn\u00fc belgelendirmesi ve kar ama\u00e7l\u0131 sat\u0131\u015f\u0131 ile y\u00f6re halk\u0131na da destek verilecektir. Bu yasaya g\u00f6re ekonomik de\u011feri olamayan \u00e7ift\u00e7inin yani ge\u00e7imlik tar\u0131m ve hayvanc\u0131l\u0131k yapanlar\u0131n idarenin yetkisindeki alanlarda s\u00f6z hakk\u0131 yoktur (Taslak yasa Md 9) <\/p>\n<p>14. Korunmas\u0131 gereken alan olarak bakanl\u0131k\u00e7a uygun g\u00f6r\u00fclen yerlerde \u00fclke d\u00fczeyinde, \u00fcst\u00fcn kamu yarar\u0131 ve stratejik kullan\u0131m\u0131 gerektiren kullanma izni, intifa ve irtifak hakk\u0131 karar\u0131 Bakanlar Kurulu ile verilebilece\u011fi belirtilirken ayn\u0131 maddenin son f\u0131kras\u0131nda bakanl\u0131\u011f\u0131n gerekli g\u00f6rd\u00fc\u011f\u00fcnde izinler, intifa veya irtifak haklar\u0131 Bakanl\u0131\u011f\u0131n izni ile \u00fc\u00e7\u00fcnc\u00fc \u015fah\u0131slara devredilebilece\u011fi belirtilmektedir. <\/p>\n<p>15. Yasa tasar\u0131s\u0131n\u0131n 34 . Md sine t\u00fcr ve habitatlar\u0131n korunmas\u0131 amac\u0131yla koruma alanlar\u0131n\u0131n i\u015fletme yetkisi il \u00f6zel idarelerine, belediyelere, bu Kanunun amac\u0131na uygun faaliyetleri y\u00fcr\u00fctmek \u00fczere kurulan vak\u0131f veya derneklere Bakan onay\u0131 ile devredilebilir. <\/p>\n<p>Bakan tek ba\u015f\u0131na korunan alan\u0131n devri konusunda yetkilendirilmi\u015ftir. Sadece bakan onay\u0131 ile koruma alanlar\u0131 il \u00f6zel idareler, belediyeler, ve vak\u0131f, dernekler taraf\u0131ndan i\u015fletilmek \u00fczere devral\u0131nabilecektir. <\/p>\n<p>Bu yasa tasar\u0131s\u0131 Anadolu\u2019nun her k\u00f6\u015fesindeki do\u011fal varl\u0131klar\u0131 \u015firketin kullan\u0131m\u0131na sokmak i\u00e7in haz\u0131rlanm\u0131\u015ft\u0131r bir ba\u015fka deyi\u015fle bu yasa \u015firketlerin dereleri, g\u00f6lleri, yer alt\u0131 sular\u0131n\u0131, ormanlar\u0131, meralar\u0131, yeralt\u0131 katmanlar\u0131n\u0131 (madenleri) s\u0131n\u0131rs\u0131zca kullanmalar\u0131n\u0131n \u00f6n\u00fcn\u00fc a\u00e7mak i\u00e7in haz\u0131rlanm\u0131\u015ft\u0131r. <\/p>\n<p>Yukar\u0131da say\u0131lan a\u00e7\u0131klamalara ek olarak: <\/p>\n<p>Gerek\u00e7e1:  <br \/>Yasa meclisten ge\u00e7meden \u00f6nce korunan, \u00fczerinde nehir tipi, baraj tipi HES yap\u0131lamayan, kum \u00e7ak\u0131l oca\u011f\u0131 i\u015fletilemeyen, maden aranamayan ve \u00e7\u0131kar\u0131lamayan, herhangi bir i\u015fletmeye kullan\u0131m hakk\u0131 verilmeyen alanlar\u0131n koruma stat\u00fclerinin ortadan kald\u0131r\u0131lmas\u0131 ve kullan\u0131ma a\u00e7\u0131lmas\u0131 hedeflenmeseydi: <br \/>bu taslak yasa ile daha \u00f6nce verilmi\u015f sit kararlar\u0131 iptal edilmezdi ya da Tabiat ve milli parklar\u0131n koruma stat\u00fclerine dokunulmazd\u0131. K\u0131saca taslak yasada \u201cge\u00e7ici 1.md\u201d olmazd\u0131. <\/p>\n<p>Gerek\u00e7e2:  <br \/>28 Ekim 2010 Tarihine kadar 1. derece sit alan\u0131 olan veya milli park stat\u00fcs\u00fcnde olan vadiler i\u00e7in \u015firketlerle su kullan\u0131m hakk\u0131 anla\u015fmas\u0131 imzalanmazd\u0131 ya da koruma stat\u00fcs\u00fc karar\u0131ndan \u00f6nce imzalanan anla\u015fmalar iptal edilirdi. <\/p>\n<p>\u00d6rne\u011fin:  <br \/>1. derece sit alan\u0131 ilan edilen \u00c7a\u011flayan Vadisindeki \u00c7a\u011flayan HES ve reg\u00fclat\u00f6r\u00fc i\u00e7in 24.11.2009 tarihinde \u015firketlerden ihale teklifleri al\u0131nan projeler yap\u0131lmas\u0131 i\u00e7in bekletilmektedir. (Ref: www.dsi.gov.tr 21.10.2010 g\u00fcncelleme ile HES katk\u0131 pay\u0131 teklifleri) <\/p>\n<p>Munzur Vadisi milli park\u0131 s\u0131n\u0131rlar\u0131 i\u00e7inde kurulmas\u0131 planlanan Akyay\u0131k HES ve Reg\u00fclat\u00f6r\u00fc i\u00e7in 17.09.2008 da \u015firketlerden teklif al\u0131nm\u0131\u015ft\u0131r, yap\u0131m\u0131 i\u00e7in beklemektedir (Ref: www.dsi.gov.tr 21.10.2010 g\u00fcncelleme ile HES katk\u0131 pay\u0131 teklifleri) <\/p>\n<p>Bu \u00f6rnekleri 1. derece Sit Alan\u0131nda ya da Milli Park s\u0131n\u0131rlar\u0131nda olan Konaktepe 1 ve Konaktepe 2 yi, Bozkaya, \u0130kizdere vadisinde yap\u0131m\u0131 bekleyen 22 HES, \u00c7a\u011flayan ve Ar\u0131l\u0131 Vadilerinde yap\u0131lamayan ancak s\u00f6zle\u015fmeleri iptal edilmeyen onlarca proje ile artt\u0131rmak m\u00fcmk\u00fcnd\u00fcr. <\/p>\n<p>Gerek\u00e7e 3: <br \/>Yasa \u00c7evre ve Orman Bakanl\u0131\u011f\u0131n\u0131n 28. 10. 2010 bas\u0131n a\u00e7\u0131klamas\u0131nda belirtti\u011fi nedenle AB mevzuatlar\u0131na uyum i\u00e7in yap\u0131ld\u0131ysa \u00e7ok a\u00e7\u0131kt\u0131r ki ama\u00e7; su havzalar\u0131n\u0131n, ormanlar\u0131n ve meralar\u0131n kullan\u0131ma a\u00e7\u0131lmas\u0131d\u0131r. D\u00fcnya Su Forumu \u00c7evre ve Orman Bakanl\u0131\u011f\u0131- DS\u0130 ve \u0130stanbul B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkanl\u0131\u011f\u0131 ev sahipli\u011finde \u0130stanbul\u2019da ger\u00e7ekle\u015ftirilmi\u015f ve Kentsel Su Mutabakat\u0131 taraflar aras\u0131nda imzalanm\u0131\u015ft\u0131r. <br \/>\u2022 Belediyelerin g\u00f6rev ve sorumluluklar\u0131n\u0131n belirlendi\u011fi 5393 say\u0131l\u0131 yasa \u201cBelediye\u2026\u2026..hizmetlerini yapar veya yapt\u0131r\u0131r\u201d olarak de\u011fi\u015ftirilmi\u015f ve b\u00f6ylece belediyenin \u00f6zel \u015firketlerden hizmet al\u0131m\u0131n\u0131n \u00f6n\u00fc a\u00e7\u0131lm\u0131\u015ft\u0131r. <br \/>\u2022 Yasal d\u00fczenleme ile (01.09.2000tarihli ve 3848\/9631.348 say\u0131l\u0131 Genelge ile) 2003 y\u0131l\u0131nda yay\u0131mlanan 4856 say\u0131l\u0131 \u00c7evre ve Orman Bakanl\u0131\u011f\u0131n\u0131n Te\u015fkilat ve G\u00f6revleri Hakk\u0131nda Kanunda de\u011fi\u015fiklik ile) \u201c Bay\u0131nd\u0131rl\u0131k ve \u0130skan Bakanl\u0131\u011f\u0131ndan 1\/100.000 lik \u00e7evre naz\u0131m plan\u0131 yapma yetkisi \u00c7evre ve Orman Bakanl\u0131\u011f\u0131na aktar\u0131lm\u0131\u015f, \u00c7evre ve Orman Bakanl\u0131\u011f\u0131 yapt\u0131\u011f\u0131 protokolle \u0130stanbul 1\/100.000 lik \u00e7evre naz\u0131m plan\u0131 yapmas\u0131 i\u00e7in \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesini g\u00f6revlendirmi\u015f \u0130BB de \u2026.yetkisini 5393 say\u0131l\u0131 yasadan ald\u0131\u011f\u0131 yetki ile B\u0130MTA\u015e isimli \u015firkete vermi\u015ftir.
