Konuya dair art\u0131k rakamlar\u0131n\u0131 ezberledi\u011fimiz say\u0131s\u0131z istatistik\u00ee bilgi de tart\u0131\u015fmaya eklenerek kafa bulan\u0131kl\u0131\u011f\u0131 s\u00fcrd\u00fcr\u00fclmektedir.<\/p>\n<p>Hat\u0131rlayaca\u011f\u0131m\u0131z gibi K\u0131z\u0131lay-Bat\u0131kent aras\u0131nda 14,6 kilometre uzunlu\u011fa sahip hat yakla\u015f\u0131k 4,5 y\u0131lda hizmete sokulmu\u015ftu. Oysa, 1994\u2019te Melih G\u00f6k\u00e7ek y\u00f6netiminin belediyeye gelmesiyle birlikte metro konusu savsaklanm\u0131\u015f, bu y\u00f6netim d\u00f6neminde ba\u015flat\u0131lan K\u0131z\u0131lay-\u00c7ayyolu, Bat\u0131kent-Sincan ve Tando\u011fan-Ke\u00e7i\u00f6ren metro \u00e7al\u0131\u015fmalar\u0131 da Ankara\u2019y\u0131 b\u00fcy\u00fck bir \u015fantiye g\u00f6r\u00fcnt\u00fcs\u00fcne \u00e7evirerek y\u0131llard\u0131r \u00e7\u00fcr\u00fcmeye terk edilmi\u015ftir. Bug\u00fcn esasen tart\u0131\u015fmam\u0131z gereken konu da, onca iktidar imkan\u0131na sahip olan bir partinin yerel belediyesinin, 15 y\u0131ld\u0131r in\u015faat halinde bekletti\u011fi bu metro hatlar\u0131n\u0131 neden tamamlayamad\u0131\u011f\u0131 olmal\u0131d\u0131r. Belediye\u2019nin bu konuda, y\u0131llard\u0131r s\u00fcrd\u00fcrd\u00fc\u011f\u00fc oyalama ve kand\u0131rma takti\u011finin hesab\u0131n\u0131n sorulmas\u0131 gereklili\u011fidir.<\/p>\n<p>Metro konusunda kapsaml\u0131 bir de\u011ferlendirme yapabilmek i\u00e7in \u00f6ncelikli olarak \u201cAnkara&#8217;n\u0131n metrolara ihtiyac\u0131 var m\u0131?\u201d sorusuyla ba\u015flamam\u0131z yerinde olur. \u0130lhan Tekeli \u201c\u0130stanbul ve Ankara \u0130\u00e7in Kent \u0130\u00e7i Ula\u015f\u0131m Tarihi Yaz\u0131lar\u0131\u201d isimli \u00e7al\u0131\u015fmas\u0131nda Ankara&#8217;n\u0131n makro modele g\u00f6re tek merkezli bir \u015fehir oldu\u011fundan bahsederek, i\u015f b\u00f6lgesi ve konut alanlar\u0131n\u0131 ba\u011flayan ana yol a\u011flar\u0131n\u0131n 300 bin n\u00fcfusa g\u00f6re \u00f6ng\u00f6r\u00fcld\u00fc\u011f\u00fcnden bahseder. \u015eehrin b\u00fcy\u00fcmesi ile birlikte, merkezdeki binalar bu yol a\u011f\u0131 etraf\u0131nda y\u00fckselerek yo\u011funla\u015f\u0131r. B\u00f6ylece \u015fehrin yeni olmas\u0131na ra\u011fmen, \u015fehir merkezindeki yol a\u011f\u0131n\u0131 geni\u015fletmek ya da yeni ana kanallar geli\u015ftirmek \u00e7ok pahal\u0131 hale gelir. Bu da \u015fehirde yeni bir rant alan\u0131 yaratmaktad\u0131r. <\/p>\n<p>Ankara B\u00fcy\u00fck\u015fehir Belediye y\u00f6netiminin ifadesine g\u00f6re \u00f6zel ara\u00e7 sahiplerinin say\u0131s\u0131 son d\u00f6nemde 350 binden 1 milyon 200 bine y\u00fckselmi\u015ftir. Tahmin edilece\u011fi gibi, B\u00fcy\u00fck\u015fehir Belediye Y\u00f6netimi bu durumdan \u00f6v\u00fcnerek bahsetmektedir. Ankara i\u00e7in Metrodan \u00e7ok yeni yollara, kav\u015faklara ihtiya\u00e7 oldu\u011funu d\u00fc\u015f\u00fcnen B\u00fcy\u00fck\u015fehir Belediye Y\u00f6netiminin buna kar\u015f\u0131 \u00f6nerisi de \u201ct\u00fcnel yollar\u201d olmaktad\u0131r. \u0130lk hedef olarak da Ke\u00e7i\u00f6ren&#8217;i \u0130stanbul, Eski\u015fehir ve Konya yollar\u0131na ba\u011flayacak bir projeden bahsedilmektedir. <\/p>\n<p>T\u00fcnel yollar yapmak i\u00e7in belediye kaynaklar\u0131n\u0131 seferber etmeyi planlayan B\u00fcy\u00fck\u015fehir Belediye Y\u00f6netimi, K\u0131z\u0131lay-\u00c7ayyolu, Bat\u0131kent-Sincan ve Tando\u011fan-Ke\u00e7i\u00f6ren metro \u00e7al\u0131\u015fmalar\u0131 i\u00e7inse, kilometresi 30 milyon dolara mal olacak bu \u00e7al\u0131\u015fmalar\u0131 yapacak g\u00fcc\u00fc olmad\u0131\u011f\u0131n\u0131 s\u00f6ylemektedir! \u00e7\u0131kart\u0131lmas\u0131 d\u00fc\u015f\u00fcn\u00fclen bir yasa uyar\u0131nca Bakanlar Kurulu bir karar alarak G\u00f6k\u00e7ek&#8217;in metro projelerini Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131&#8217;na devretmesini sa\u011flayacak. Peki, Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 ne zaman bitirecek bu projeleri? Ya da Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 bu projeleri bitirmezse yerel se\u00e7imlerde halk Bakanl\u0131k&#8217;a nas\u0131l hesap soracak? Daha \u015fimdiden bitirilmeyen metro \u00e7al\u0131\u015fmalar\u0131nda \u00f6ncelik s\u0131ralamas\u0131\u0131 nas\u0131l yap\u0131lacak, hangisi daha \u00f6nce bitirilecek, G\u00f6k\u00e7ek\u2019e g\u00f6re mi \u00f6ncelik belirlenecek? Metro yap\u0131mlar\u0131n\u0131 mevcut firmalar m\u0131 devam ettirecek yoksa yeniden mi ihale edilecek? Bunun gibi bir\u00e7ok soru halen hem iktidardan, hem de iktidar\u0131n \u201ckurtarma operasyonu\u201d d\u00fczenledi\u011fi B\u00fcy\u00fck\u015fehir Belediye Y\u00f6netiminden cevap beklemektedir. <\/p>\n<p>Bu arada k\u0131sa bir not belirtmekte yarar var; yeni anayasa tart\u0131\u015fmalar\u0131nda Anayasa&#8217;ya konulmas\u0131 d\u00fc\u015f\u00fcn\u00fclen bir c\u00fcmle ile art\u0131k mahkemelerin yerindelik karar\u0131 veremeyecek olmas\u0131, G\u00f6k\u00e7ek&#8217;in Ankara\u2019ya yeni \u201chizmet\u201dler yapmas\u0131 i\u00e7in \u00f6n\u00fcn\u00fc a\u00e7acak ve ilk projesinin de \u201cAnkaraland\u201d isimli bir e\u011flence merkezi oldu\u011fu biliniyor. Maliyeti ise yakla\u015f\u0131k olarak 670 milyon dolar. Yani G\u00f6k\u00e7ek&#8217;in g\u00fcc\u00fc yetmedi\u011fi i\u00e7in tamamlayamad\u0131\u011f\u0131 metro projesinin bir kilometresine d\u00fc\u015fen maliyetin tam 22 kat\u0131! Yani metro projelerinin b\u00fcy\u00fck k\u0131sm\u0131n\u0131n tamamlanmas\u0131 demek. <\/p>\n<p>Halk\u0131n \u00f6ncelikli olarak ula\u015f\u0131m sorununun giderilmesine mi Ankaraland&#8217;a m\u0131 ihtiyac\u0131 oldu\u011fu tart\u0131\u015fmas\u0131 yapm\u0131yoruz elbette. \u00c7\u00fcnk\u00fc ula\u015f\u0131m kent ya\u015fam\u0131n\u0131n en \u00f6nemli unsurlar\u0131ndan biridir. \u0130nsanlar\u0131n kentte bir yerden bir yere gidebilmesi ya da en basitinden evlerinden i\u015flerine, i\u015flerinden tekrar evlerine gidebilmeleri i\u00e7in ula\u015f\u0131m ara\u00e7lar\u0131n\u0131 kullanmalar\u0131 bir zorunluluktur. Bu zorunluluk asl\u0131nda ula\u015f\u0131m\u0131 halk\u0131n en temel haklar\u0131 aras\u0131na sokuyor. Kentlerde ula\u015f\u0131m\u0131n en \u00f6nemli belirleyeni ise zaman i\u00e7erisinde de\u011fi\u015fen kent merkezleri ve olu\u015fan yeni konut alanlar\u0131 aras\u0131ndaki ba\u011flant\u0131n\u0131n kurulmas\u0131 ve buralarda ya\u015fayan insanlar\u0131n bir yerden bir yere varmalar\u0131n\u0131 sa\u011flamakt\u0131r. Bu ihtiya\u00e7lar\u0131 kent \u00f6zelinde belirleyen ise, temelde halk ya da sermaye yarar\u0131na uygulanan politikalard\u0131r. <\/p>\n<p>B\u00fcy\u00fck\u015fehir Belediye Y\u00f6netimi, mevcut \u015fartlarda ula\u015f\u0131m maliyetlerinin kar\u015f\u0131lanamad\u0131\u011f\u0131ndan, sadece \u015fehiri\u00e7i toplu ta\u015f\u0131mac\u0131l\u0131k yapan otob\u00fcsler i\u00e7in her ay 10 milyon liray\u0131 belediyeden EGO&#8217;ya aktard\u0131klar\u0131ndan bahsediyor. Peki, \u00e7\u00f6z\u00fcm \u00f6nerisi olarak ne sunuluyor? T\u00fcnel yollar! Ya da yakla\u015f\u0131k y\u00fczde 85 oran\u0131nda belirlenen yeni ula\u015f\u0131m zamlar\u0131! \u015e\u00f6yle basit bir hesap sunarsak; n\u00fcfusu 2 milyonu a\u015fm\u0131\u015f her \u015fehirde otob\u00fcsler ortalama saatte 6.000 yolcu ta\u015f\u0131ma kapasitesine sahipken metrolar saatte ortalama 40.000 yolcu ta\u015f\u0131rlar. Bu bile Ankara&#8217;n\u0131n metro ihtiyac\u0131 i\u00e7in ba\u015fl\u0131 ba\u015f\u0131na bir veri olu\u015fturmaktad\u0131r. <\/p>\n<p>B\u00fcy\u00fck\u015fehir Belediye Y\u00f6netiminin bahanelerinin arkas\u0131ndaki ger\u00e7ek \u015fudur ki; rayl\u0131 sistem hatlar\u0131n\u0131n bitirilememesinin temel nedeni, bug\u00fcne kadar belediye b\u00fct\u00e7esinin, halk\u0131n kaliteli ve ucuz toplu ula\u015f\u0131m ihtiyac\u0131n\u0131n sa\u011flanmas\u0131 i\u00e7in de\u011fil de, aksine ara\u00e7 trafi\u011finin sa\u011flanmas\u0131 i\u00e7in kullan\u0131lm\u0131\u015f olmas\u0131d\u0131r. Bug\u00fcne kadar kente yap\u0131lan katl\u0131 kav\u015faklar i\u00e7in bulunan kaynaklar rayl\u0131 sistemler i\u00e7in kullan\u0131lmamakta, in\u015faat\u0131 ba\u015flat\u0131lan ama bir t\u00fcrl\u00fc bitirilemeyen rayl\u0131 sistemler se\u00e7im konu\u015fmalar\u0131nda hep bir sonraki d\u00f6nemin vaatleri olarak be\u015fer y\u0131l ileriye itilmektedir. <\/p>\n<p>Metronun yararlar\u0131ndan bahsetmi\u015fken, devam edelim. Ankara metrosu kamunun kitle ula\u015f\u0131m sistemindeki kontrol\u00fcn\u00fc ve etkinli\u011fini artt\u0131racak, disipline edecektir. Ayn\u0131 zamanda, Ankara \u015fehir formunun \u00f6zel ara\u00e7lara g\u00f6re olu\u015fmas\u0131n\u0131 \u00f6nleyecek, \u015fehir formunun kamu kitle ula\u015f\u0131m sistemine uygun bi\u00e7imde kalmas\u0131n\u0131 sa\u011flayacakt\u0131r. Bu amac\u0131n sa\u011flanmas\u0131nda metronun di\u011fer kitle ula\u015f\u0131m sistemlerine sa\u011flad\u0131\u011f\u0131 \u00fcst\u00fcnl\u00fck, \u00f6zel otolara ayr\u0131lan yol kapasitesini artt\u0131rmadan ve ondan ba\u011f\u0131ms\u0131z olarak kamu kitle ula\u015f\u0131m sistemini geli\u015ftirme olana\u011f\u0131n\u0131 vermesidir ve en \u00f6nemlisi de yayalara \u00f6ncelik vermesidir. \u015eehir merkezinde yol ve otopark kapasitesini s\u0131n\u0131rl\u0131 tutarak, metro ile b\u00fct\u00fcnle\u015fmi\u015f, etkin bir kamu kitle ula\u015f\u0131m sistemi ile ev-i\u015f yolculuklar\u0131n\u0131n b\u00fcy\u00fck k\u0131sm\u0131 ger\u00e7ekle\u015ftirilebilir hale gelebilir. <\/p>\n<p>Sonu\u00e7: Ankara&#8217;da acil olarak metro projelerinin bitirilmesi bir zorunluluktur! <\/p>\n<p>Bildi\u011fimiz gibi Ankara&#8217;da toplu ta\u015f\u0131mac\u0131l\u0131k hizmetlerinin sekteye u\u011framas\u0131 1970&#8217;li y\u0131llarda ba\u015flam\u0131\u015ft\u0131r. O y\u0131llarda Anadol, Renault ve F\u0131at&#8217;\u0131n \u00fcretime ge\u00e7mesi toplu ta\u015f\u0131mac\u0131l\u0131k sistemi yerine bireysel ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 \u00f6ne \u00e7\u0131karmaya ba\u015flam\u0131\u015ft\u0131r. 1975 y\u0131l\u0131na gelindi\u011finde \u00f6zel ara\u00e7lar\u0131n kent i\u00e7i ula\u015f\u0131mdaki pay\u0131 EGO&#8217;nun pay\u0131na ula\u015fm\u0131\u015f, bug\u00fcn ise \u00e7oktan ge\u00e7mi\u015f durumdad\u0131r. Bunun yan\u0131nda t\u00fcm d\u00fcnyada oldu\u011fu T\u00fcrkiye\u2019de de toplu ta\u015f\u0131ma se\u00e7eneklerinden rayl\u0131 sistem projeleri en yayg\u0131n yat\u0131r\u0131m t\u00fcrleri olmu\u015ftur. Ankara\u2019da 1990\u2019l\u0131 y\u0131llar\u0131n ikinci yar\u0131s\u0131nda hizmet vermeye ba\u015flayan metro ve Ankaray sistemleri, toplu ta\u015f\u0131m hizmetinin iyile\u015ftirilmesi ve geli\u015ftirilmesi a\u00e7\u0131s\u0131ndan \u00f6nemli uygulamalar olmas\u0131na ra\u011fmen belediye, rayl\u0131 sistemlerin yan\u0131nda kent merkezinde \u00f6zel ara\u00e7l\u0131 yolculuklar\u0131n s\u0131n\u0131rlanmas\u0131 y\u00f6n\u00fcnde d\u00fczenlemeler yapmad\u0131\u011f\u0131 i\u00e7in o zamandan beri de ula\u015f\u0131m konusunda Ankara&#8217;n\u0131n y\u00fcz\u00fc hi\u00e7 g\u00fclmemi\u015f ve Ankara kenti toplu ta\u015f\u0131ma alan\u0131nda ba\u015far\u0131l\u0131 bir uygulama \u00f6rne\u011fi olamam\u0131\u015ft\u0131r. <\/p>\n<p>Bug\u00fcn ula\u015f\u0131m zamlar\u0131 olarak kar\u015f\u0131m\u0131za \u00e7\u0131kan, otopark sorunlar\u0131 olarak ifade edilen ve yeni otopark ihtiya\u00e7lar\u0131 olarak g\u00fcndeme gelen, kentlerde toplu ta\u015f\u0131mac\u0131l\u0131k yerine bireysel ta\u015f\u0131mc\u0131l\u0131\u011f\u0131n yani \u00f6zel otomobillerin kullan\u0131m\u0131n\u0131n yayg\u0131nla\u015ft\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. Ula\u015f\u0131m politikalar\u0131nda \u00f6nceli\u011fin karayollar\u0131na, katl\u0131 kav\u015faklara ya da k\u00f6pr\u00fclere verilmesi de ula\u015f\u0131m politikalar\u0131nda \u00f6zel otomobil kullan\u0131m\u0131na \u00f6ncelik verildi\u011finin, kent mimarisinin ve yaya ya\u015fam\u0131n\u0131n hi\u00e7e say\u0131ld\u0131\u011f\u0131n\u0131n g\u00f6stergeleridir. <br \/>T\u00fcm bunlar\u0131n yerine halk\u0131n ula\u015f\u0131m hakk\u0131 i\u00e7in herkesin yararlanabilece\u011fi \u015fekilde \u00fccretlendirilmi\u015f ve a\u011flar\u0131 geni\u015fletilmi\u015f bir ula\u015f\u0131m politikas\u0131 uygulanmas\u0131 gerekirken bug\u00fcn tam tersine ula\u015f\u0131m politikalar\u0131n\u0131 d\u00fczenleyen h\u00fck\u00fcmetler ve yerel y\u00f6netimler \u201ckimin eli kimin cebinde\u201d mant\u0131\u011f\u0131yla hareket ederek, halk\u0131n ula\u015f\u0131m hakk\u0131 yerine otopark sorunlar\u0131n\u0131, karayollar\u0131n\u0131 g\u00fcndeme getirmektedir. <\/p>\n<p>Ula\u015f\u0131mla ilgili yerel y\u00f6netimlerin uygulad\u0131\u011f\u0131 politikalar, halk\u0131n ula\u015f\u0131m hakk\u0131 do\u011frultusunda toplu ula\u015f\u0131m\u0131 g\u00f6zeterek yap\u0131lmal\u0131d\u0131r. \u201cMetro projelerinin kalan k\u0131sm\u0131n\u0131 Ankara B\u00fcy\u00fck\u015fehir Belediyesi mi, Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 m\u0131 tamamlayacak\u201d polemiklerine girmeden bir an \u00f6nce Ankaral\u0131n\u0131n metro sorunu \u00e7\u00f6z\u00fcme kavu\u015fturulmal\u0131d\u0131r. <\/p>\n<p>Ankara halk\u0131 bug\u00fcne kadar b\u00fcy\u00fck bir sab\u0131rla ve \u00f6zveriyle bu projelerin tamamlanmas\u0131n\u0131 beklemi\u015ftir. En temel haklar\u0131ndan biri olan toplu ula\u015f\u0131m hakk\u0131, di\u011fer b\u00fcy\u00fck kentlerde de oldu\u011fu gibi her Ankaral\u0131n\u0131n hakk\u0131d\u0131r. Bu do\u011frultuda metro in\u015faatlar\u0131, bir an \u00f6nce tamamlanarak hizmete sokulmal\u0131 ve ula\u015f\u0131m i\u00e7in harcanan zaman ve \u00fccretler bir an \u00f6nce minimum miktara indirilmelidir.
