Melih G\u00f6k\u00e7ek\u2019in AO\u00c7 ve ODT\u00dc\u2019ye y\u00f6nelik sald\u0131r\u0131lar\u0131nda bu kez 4 farkl\u0131 yol projesinin plan\u0131 \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131&#8217;nca ask\u0131ya \u00e7\u0131kar\u0131ld\u0131. \u015eehir Planc\u0131lar\u0131 Odas\u0131 Ankara \u015eubesi bir bas\u0131n a\u00e7\u0131klamas\u0131 yay\u0131mlayarak, Melih G\u00f6k\u00e7ek\u2019in Atat\u00fcrk Orman \u00c7iftli\u011fi ve ODT\u00dc arazilerine kast eder gibi projeler yapmaya devam etti\u011fini, ODT\u00dc yolu ve t\u00fcneli, Eymir Yolu, AO\u00c7 \u00fczerinden ge\u00e7irilen yol projelerinin orman alanlar\u0131 ve do\u011fal alanlar\u0131 tahrip edece\u011fini belirtti.<\/p>\n<p>\u015eehir Planc\u0131lar\u0131 Odas\u0131\u2019n\u0131n a\u00e7\u0131klamas\u0131 \u015f\u00f6yle:<\/p>\n<blockquote><p>Ankara B\u00fcy\u00fck\u015fehir Belediyesi 27.11.2016 tarih ve 2372 say\u0131l\u0131 meclis karar\u0131 ile Bilkent \u015eehir Hastanesi ula\u015f\u0131m g\u00fczerg\u00e2hlar\u0131na ili\u015fkin olarak 1\/25000, 1\/5000 ve 1\/1000 \u00f6l\u00e7ekli plan de\u011fi\u015fiklikleri onaylam\u0131\u015ft\u0131. Ula\u015f\u0131m ana plan\u0131ndan azade haz\u0131rlanm\u0131\u015f, herhangi bir b\u00fct\u00fcnc\u00fcl ula\u015f\u0131m y\u00f6ntem ve yakla\u015f\u0131m\u0131 i\u00e7ermeyen, par\u00e7ac\u0131, beyhude bir trafik problemi \u00e7\u00f6zme \u00e7abas\u0131 olan ve taraf\u0131m\u0131zca yarg\u0131ya ta\u015f\u0131nan bu plan\u0131n detaylar\u0131n\u0131 ve ipu\u00e7lar\u0131n\u0131 verdi\u011fi muhtemel tehlikeyi 01.07.2017 tarihinde sizlerle payla\u015fm\u0131\u015ft\u0131k. (Bkz: http:\/\/spoankara.org\/index.php\/basin-aciklamalari\/ankara-ube\/1711-ehir-hastaneleri-trafikte-kaos-hayali-yollar-talan-edilen-araziler-katledilen-ormanlar) Bu plan\u0131n ard\u0131ndan \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 taraf\u0131ndan ula\u015f\u0131m g\u00fczerg\u00e2hlar\u0131na ili\u015fkin 4 ayr\u0131 plan onaylanm\u0131\u015f farkl\u0131 zamanlarda ask\u0131ya \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>ODT\u00dc YOLU<\/p>\n<p>Eski\u015fehir Yolu-Bilkent Kav\u015fa\u011f\u0131-\u0130ncek Bulvar\u0131 g\u00fczergah\u0131nda ilerleyen bu plan de\u011fi\u015fikli\u011finde, ODT\u00dc arazisinin bat\u0131s\u0131nda, bir b\u00f6l\u00fcm\u00fc ODT\u00dc arazisi i\u00e7inden ge\u00e7ecek bi\u00e7imde planlanan 50 metre geni\u015fli\u011finde yeni bir yol \u00f6ng\u00f6r\u00fcs\u00fc bulunmaktad\u0131r. ODT\u00dc s\u0131n\u0131r\u0131ndan yakla\u015f\u0131k 150-200 metre i\u00e7eri girerek ODT\u00dc arazisi i\u00e7inden 4.4 km boyunca ge\u00e7ecek \u015fekilde planlanan bu yolun \u0130ncek Bulvar\u0131`na ba\u011flant\u0131 sa\u011flamas\u0131 \u00f6ng\u00f6r\u00fclmektedir. \u00d6nerilen yolun ODT\u00dc arazisinden ge\u00e7en k\u0131sm\u0131 tescilli orman alan\u0131na denk gelmektedir. S\u00f6z konusu arazinin b\u00fcy\u00fck b\u00f6l\u00fcm\u00fc 2. derece do\u011fal sit alan\u0131 stat\u00fcs\u00fcndedir. Ayr\u0131ca, K\u00fclt\u00fcr Bakanl\u0131\u011f\u0131 taraf\u0131ndan onayl\u0131 ODT\u00dc sit alanlar\u0131 paftas\u0131nda arazinin bu b\u00f6lgesinde &#8220;Olas\u0131 Arkeolojik Sit Alan\u0131&#8221; ifadesi de yer almaktad\u0131r.<\/p>\n<p>EYM\u0130R YOLU<\/p>\n<p>Turan G\u00fcne\u015f Bulvar\u0131 ile G\u00fcney \u00c7evre Otoyolu ba\u011flant\u0131s\u0131n\u0131 sa\u011flayacak olan bu plan de\u011fi\u015fikli\u011finde Eymir G\u00f6l\u00fc giri\u015fine yak\u0131n b\u00f6lgede, viyad\u00fckler \u00fczerinden ge\u00e7ecek 30 metre geni\u015fli\u011finde bir yol yap\u0131lmas\u0131 planlanmaktad\u0131r. Bu yolun iki taraf\u0131nda bulunan a\u00e7\u0131k alanlar orman ve do\u011fal sit alanlar\u0131d\u0131r; b\u00f6lge G\u00f6lba\u015f\u0131 \u00d6zel \u00c7evre Koruma (\u00d6\u00c7K) B\u00f6lgesinde yer almaktad\u0131r. Burada 30 metre geni\u015fli\u011findeki bir ta\u015f\u0131t yoluna gereksinim bulunmad\u0131\u011f\u0131 gibi; bu geni\u015flikteki yol (ve viyad\u00fck yap\u0131s\u0131) nedeniyle \u00d6\u00c7K ve sit stat\u00fcs\u00fcnde bulunan b\u00f6lgede do\u011fal alan\u0131n tahribat\u0131 s\u00f6z konusu olacakt\u0131r.<\/p>\n<p>ODT\u00dc T\u00dcNEL\u0130<\/p>\n<p>Plan de\u011fi\u015fikli\u011fi ODT\u00dc Koruma Ama\u00e7l\u0131 \u0130mar Plan\u0131nda Bilkent Bulvar\u0131n\u0131n 35 metreden 50 metreye geni\u015flemesini, bu yol \u00fczerindeki ODT\u00dc T\u00fcnel, \u015fehir hastanesi yolu ve di\u011fer yollar\u0131n kav\u015fak d\u00fczenlemesi ile ODT\u00dc T\u00fcnelinin g\u00fczerg\u00e2h de\u011fi\u015fikli\u011fini i\u00e7ermektedir. Planda \u015fematik olarak g\u00f6sterilen ODT\u00dc T\u00fcnelinin 736 metresi ve 14.168 m2 si 1. Derece Do\u011fal Sit Alan\u0131 i\u00e7erisinde kalmaktad\u0131r. 2015 y\u0131l\u0131nda onaylanan ODT\u00dc Koruma Ama\u00e7l\u0131 \u0130mar Plan\u0131nda yer alan, t\u00fcnelin a\u00e7-kapa y\u00f6ntemi kullan\u0131lmadan in\u015fa edilmesi gerekti\u011fi y\u00f6n\u00fcndeki plan notu bu plan de\u011fi\u015fikli\u011fi ile \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>AO\u00c7 ALANLARI VE \u00c7EVRES\u0130<\/p>\n<p>Plan de\u011fi\u015fikli ile AO\u00c7 i\u00e7erisinde kav\u015fak d\u00fczenlemeleri yap\u0131lmakta, Eski\u015fehir Yolu-Sabanc\u0131 Bulvar\u0131-Ankara Bulvar\u0131n\u0131 birbirine ba\u011flayan 2 adet 50 metre geni\u015fli\u011finde yeni yollar tasarlanmakta ve Sabanc\u0131 Bulvar\u0131 50 m`ye geni\u015fletilmektedir. 1.derece do\u011fal ve tarihi sit alanlar\u0131ndan ge\u00e7ecek olan t\u00fcm bu yollar Ka\u00e7aksaray, Ankapark, Ankara Bulvar\u0131 ile talan edilen AO\u00c7`yi art\u0131k tamam\u0131yla kaybedece\u011fimiz bir m\u00fcdahaledir.<\/p>\n<p>S\u00f6z konusu yol planlar\u0131 Ankara B\u00fcy\u00fck\u015fehir Belediyesi`nin 23 y\u0131ld\u0131r ayn\u0131 hatay\u0131 tekrarlayan &#8220;daha fazla h\u0131z, daha fazla yol, daha fazla imarl\u0131 alan\u0131 t\u00fcket&#8221; temal\u0131 ve \u00f6zel ara\u00e7 sahiplili\u011fine dayanan ula\u015f\u0131m politikas\u0131n\u0131n \u00fcr\u00fcn\u00fcd\u00fcr. Bu projeler art niyetlidir, bu projeler in\u015faat sekt\u00f6r\u00fcnden, rant lobisine ve otomotiv sekt\u00f6r\u00fcne kadar halk\u0131n, kentin de\u011fil sermayenin \u00e7\u0131karlar\u0131na hizmet etmektedir. Ankara ula\u015f\u0131m\u0131 i\u00e7inde b\u00fct\u00fcnc\u00fcl olarak ele al\u0131nmayan bu yollar Ankara ula\u015f\u0131m sorunun \u00e7\u00f6z\u00fcm\u00fcne katk\u0131 sunmayacakt\u0131r. Bu yollar Ankara B\u00fcy\u00fck\u015fehir Belediyesi ve \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131n\u0131n yollar\u0131n \u00e7evresinde yer alan arazilerde bir\u00e7ok yarg\u0131 karar\u0131n\u0131 hi\u00e7e sayarak ger\u00e7ekle\u015ftirmi\u015f oldu\u011fu y\u00fczlerce l\u00fcks konut projesine hizmet eden ve hala doymad\u0131klar\u0131 yap\u0131la\u015fmaya a\u00e7mak istedikleri ormanl\u0131k alanlar\u0131n, tar\u0131m alanlar\u0131n\u0131n \u00fczerinden ge\u00e7en yollard\u0131r.<\/p>\n<p>ODT\u00dc kamp\u00fcs\u00fc yakla\u015f\u0131k 40 km2`lik bir alan \u00fczerine kurulmu\u015ftur ve 1960`l\u0131 y\u0131llardan bu yana ODT\u00dc taraf\u0131ndan yap\u0131lan a\u011fa\u00e7land\u0131rma \u00e7al\u0131\u015fmalar\u0131yla kamp\u00fcs\u00fcn\u00fcn yakla\u015f\u0131k %85\u2018ini orman haline getirilmi\u015ftir. Atat\u00fcrk Orman \u00c7iftli\u011fi (AO\u00c7) de tar\u0131msal ar-ge alan\u0131 olarak hayata ge\u00e7irilmi\u015f, kent i\u00e7erisinde \u00f6nemli bir a\u00e7\u0131k-ye\u015fil alan omurgas\u0131 olu\u015fturan, kentsel altyap\u0131ya \u00f6nemli hizmetler sunan devrimci bir Cumhuriyet projesidir.<\/p>\n<p>Ankara \u015fehri i\u00e7erisinde AO\u00c7 ve ODT\u00dc arazileri ana ye\u015fil alan arz\u0131n\u0131 te\u015fkil etmektedir. Neoliberal politikalar ile salt sermaye birikimi g\u00fcd\u00fcm\u00fcndeki h\u0131zla \u2018betonla\u015fan\u2018 kentimizde yap\u0131l\u0131 \u00e7evremizin daha da sa\u011fl\u0131ks\u0131z bir hal almamas\u0131, kalan bu son do\u011fal alanlar\u0131n yok edilmemesi ve gelecek nesillerin daha sa\u011fl\u0131kl\u0131 bir \u00e7evrede ya\u015fayabilmeleri i\u00e7in toplumsal bir m\u00fccadele gereklili\u011fi ortaya \u00e7\u0131kmaktad\u0131r.<\/p>\n<p>\u015eehir Planc\u0131lar\u0131 Odas\u0131 Ankara \u015eubesi olarak yurtta\u015flar\u0131m\u0131za, mesle\u011fimize, kentlerimize kar\u015f\u0131 duydu\u011fumuz sorumlulukla ODT\u00dc ve AO\u00c7 \u00fczerine d\u00f6k\u00fclecek betona ge\u00e7it vermeyece\u011fimizi bildirir, bu planlar\u0131 yarg\u0131ya ta\u015f\u0131yaca\u011f\u0131m\u0131z\u0131 ve her t\u00fcrl\u00fc m\u00fccadeleyi y\u00fcr\u00fctece\u011fimizi duyururuz.
