Elma b\u00fcy\u00fckl\u00fc\u011f\u00fcnde bir dolu tanesi de\u011fil 50 tonluk bir i\u015f makinas\u0131.<\/p>\n<p>\u00dcst ge\u00e7itten ge\u00e7erken a\u00e7\u0131k bir kamyon damperi size do\u011fru geliyor ve \u00fcst ge\u00e7iti deviriyor\u2026<\/p>\n<p>Ya da \u00a0parktas\u0131n\u0131z, y\u00fcr\u00fcyorsunuz; orda olmas\u0131n\u0131 asla tahmin edemeyece\u011finiz bir hafriyat kamyonu gelip size \u00e7arp\u0131yor, park\u0131n i\u00e7inde\u2026<\/p>\n<p>Yan taraf\u0131n\u0131zdaki biti\u015fik nizam bina y\u0131k\u0131l\u0131rken sehven(!) sizin binan\u0131z\u0131 da y\u0131k\u0131yorlar, koca bir i\u015f makinas\u0131 evinizin i\u00e7inde beliriyor, freni tutmam\u0131\u015f\u2026<\/p>\n<p>Mahallenizde bisiklet s\u00fcr\u00fcyorsunuz sonra \u201ckazayla\u201d bir kamyon gelip sizi eziyor. Katliam yetmiyor bir de haberlerde \u2018Kamyon bisikletle \u00e7arp\u0131\u015ft\u0131!\u2019 ba\u015fl\u0131\u011f\u0131 at\u0131l\u0131yor. Katliam normalle\u015ftiriliyor.<\/p>\n<p>\u0130\u015fe gidiyorsunuz, bir ara sokakta veya i\u015f yolunuz \u00fczerinde beton mikseri \u00fczerinize \u00e7\u0131k\u0131yor..<\/p>\n<p>Bug\u00fcn \u0130stanbul\u2019un hali tam olarak bu \u00f6rnekler gibi, hepsi ya\u015fand\u0131, ya\u015fanmaya devam ediyor. \u0130stanbul\u2019da son bir y\u0131lda 30 ki\u015fi hafriyat kamyonlar\u0131 ve beton mikserleri taraf\u0131ndan katledildi. \u015eantiyeye d\u00f6nen kentin sokaklar\u0131nda, caddelerinde ya da herhangi bir ula\u015ft\u0131rma arac\u0131yla yol ald\u0131\u011f\u0131m\u0131z ana akslarda ula\u015f\u0131m g\u00fcvenli\u011fimiz kalmad\u0131. \u0130n\u015faat m\u00fchendisi olarak \u00e7al\u0131\u015ft\u0131\u011f\u0131m\u0131z \u015fantiye ile kentin sokaklar\u0131n\u0131 ay\u0131ramaz olduk.<\/p>\n<p><strong>Kentin kalbi \u015fantiye<\/strong><br \/>\nG\u00fcndelik trafi\u011fin par\u00e7as\u0131 haline getirilen hafriyat kamyonlar\u0131 ve beton mikserleri, sermayenin birikim sa\u011flad\u0131\u011f\u0131 in\u015faat sekt\u00f6r\u00fcn\u00fcn kentin emlak de\u011feri y\u00fcksek b\u00f6lgelerinde 6306 Afet Yasas\u0131 gibi d\u00f6n\u00fc\u015f\u00fcm yasalar\u0131 \u00e7\u0131kart\u0131larak ba\u015flat\u0131lan\/yayg\u0131nla\u015ft\u0131r\u0131lan projelere her g\u00fcn binlerce sefer yap\u0131yorlar. \u0130stanbul i\u00e7in en belirgin \u00f6rnek Kad\u0131k\u00f6y. Son y\u0131llarda Kad\u0131k\u00f6y\u2019de d\u00f6n\u00fc\u015f\u00fcme u\u011frat\u0131lan yap\u0131 say\u0131s\u0131 6 bin. Kentin kalbine yap\u0131lan bu operasyon i\u015f makinalar\u0131n\u0131 kentin kalbine \u00e7ekiyor.<\/p>\n<p>\u0130BB Ula\u015f\u0131m Koordinasyon Merkezi\u2019nin verilerine g\u00f6re \u0130stanbul\u2019da faaliyet g\u00f6steren kay\u0131tl\u0131 toplam hafriyat kamyonu say\u0131s\u0131 8 bin 494, beton mikseri say\u0131s\u0131 2500. Her g\u00fcn trafikte, yan\u0131 ba\u015f\u0131m\u0131zda, binlerce kamyon ve beton mikseri dola\u015f\u0131yor.<\/p>\n<p><strong>Denetim yok<\/strong><br \/>\n\u0130BB Ula\u015f\u0131m Koordinasyon M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019n\u00fcn (UKOME) a\u011f\u0131r tonajl\u0131 ta\u015f\u0131tlar i\u00e7in \u015fehir i\u00e7i yasak saatleri (sabah saat 06.00 ile 10.00 ak\u015fam saat 16.00 ile 22.00 aras\u0131) mevcut olmas\u0131na ra\u011fmen kent trafi\u011finde, yasak saatlerde denetimsizce \u00e7al\u0131\u015fan y\u00fczlerce kamyona rastlayabiliyoruz. \u00c7\u00fcnk\u00fc halk\u0131n ya\u015fam g\u00fcvenli\u011fini sa\u011flayacak \u015fekilde a\u011f\u0131r tonajl\u0131 ara\u00e7lar\u0131n kent i\u00e7i dola\u015f\u0131m\u0131n\u0131n denetimi yap\u0131lm\u0131yor. T\u0131pk\u0131, hafriyat ya da beton ta\u015f\u0131d\u0131klar\u0131 projelerin \u015fantiyelerinin bulunduklar\u0131 lokasyonda yaratt\u0131\u011f\u0131 yap\u0131 istinatlar\u0131 g\u00f6\u00e7\u00fckleri, imar usuls\u00fczl\u00fckleri, g\u00fcr\u00fclt\u00fc, kirlilik, \u015fantiye trafi\u011fi v.b olumsuzluklar hakk\u0131nda etkili bir denetim olmad\u0131\u011f\u0131 gibi. Yani merkezi ve yerel y\u00f6netimler, sermaye lehine ya da yanda\u015f \u015firketler b\u00fcy\u00fcs\u00fcn diye bir kez daha sorumluluklar\u0131n\u0131 yerine getirmiyor. Buna da AKP\u2019nin kent politikas\u0131 diyoruz. Sonu\u00e7: mahalle aralar\u0131nda h\u0131zla ge\u00e7en, ortal\u0131\u011f\u0131 tozu dumana katan yani v\u0131z\u0131r v\u0131z\u0131r kamyon g\u00f6r\u00fcyoruz.<\/p>\n<p>Hatta dahas\u0131 var. \u0130stanbul&#8217;da d\u00fczenlenen &#8220;r\u00fc\u015fvet&#8221; operasyonunda, kamyon ve mikserlerin a\u011f\u0131r tonajl\u0131 y\u00fck ta\u015f\u0131malar\u0131na ve yasak olan saatlerde trafi\u011fe \u00e7\u0131kmalar\u0131na izin verdi\u011fi \u00f6ne s\u00fcr\u00fclen 60 trafik polisinin de aralar\u0131nda bulundu\u011fu 114 ki\u015fi g\u00f6zalt\u0131na al\u0131nd\u0131. \u00c7\u00fcnk\u00fc kamyonlar\u0131n sebep oldu\u011fu \u00f6l\u00fcmler, cinayetler tepkilere neden olmu\u015ftu ve siyasi sorumlular\u0131n, sermayenin &#8216;nadide&#8217; isimlerinin gizlenmesi ad\u0131na bir \u015feyler yap\u0131lmas\u0131 gerekiyordu, yap\u0131ld\u0131.<\/p>\n<p><strong>H\u0131zl\u0131 ve g\u00fcvenlikten yoksun \u00e7al\u0131\u015fma<\/strong><br \/>\nSay\u0131sal anlamda bir kentin kald\u0131ramayaca\u011f\u0131 kadar fazla hafriyat kamyonu ve beton mikseri yol a\u00e7t\u0131klar\u0131 trafik kazalar\u0131yla can al\u0131yor. \u0130n\u015faat projelerinin h\u0131zl\u0131 bitirilmesi ad\u0131na i\u015f ak\u0131\u015f\u0131n\u0131n h\u0131zland\u0131r\u0131lmas\u0131, \u015fof\u00f6rlerin h\u0131zl\u0131 ve seri ara\u00e7 kullanmaya zorlanmas\u0131 katliamlara davetiye \u00e7\u0131karan bir sarmal olu\u015fturuyor.<\/p>\n<p>Kazalara neden olan hafriyat kamyonlar\u0131 sefer say\u0131s\u0131 odakl\u0131 prim sistemiyle \u00e7al\u0131\u015ft\u0131r\u0131l\u0131yor. Asgari \u00fccretle istihdam edilen \u015fof\u00f6rler, yapt\u0131klar\u0131 sefer say\u0131s\u0131 veya \u00e7al\u0131\u015fma saatlerine g\u00f6re 1600 TL\u2019ye kadar ek prim al\u0131yorlar. Bu \u00fccretle ya\u015fayamayaca\u011f\u0131n\u0131 bilen kamyon \u015fof\u00f6rleri, kendilerine dayat\u0131lan h\u0131z ve i\u015f yo\u011funlu\u011fu ile trafi\u011fe \u00e7\u0131k\u0131yor. \u015eof\u00f6rler i\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011finden yoksun \u00e7al\u0131\u015ft\u0131r\u0131l\u0131yor, kentlerde halk\u0131n ula\u015f\u0131m g\u00fcvenli\u011fi kalm\u0131yor.<\/p>\n<p><strong>Kentin merkezine 2 saatte beton<\/strong><br \/>\nT\u00fcrkiye Haz\u0131r Beton Birli\u011fi\u2019nin verilerine g\u00f6re 2016 y\u0131l\u0131 i\u00e7in \u0130stanbul\u2019da d\u00f6k\u00fclen beton miktar\u0131 20 milyon metrek\u00fcp. T\u00fcrkiye genelinde 2016 y\u0131l\u0131nda kullan\u0131lan beton miktar\u0131 ise 109 milyon metrek\u00fcp. \u0130n\u015faat projeleri kentin merkezinde yo\u011funla\u015ft\u0131r\u0131ld\u0131\u011f\u0131 i\u00e7in beton mikserleri kentin kalbine milyonlarca metrek\u00fcp beton ta\u015f\u0131yor. Betonun 2-2,5 saatlik bir ta\u015f\u0131ma \u00f6mr\u00fc bulunuyor. Kent d\u0131\u015f\u0131ndaki bir beton santralinden kentin i\u00e7ine bu s\u00fcre i\u00e7inde beton ta\u015f\u0131mak zorunda kalan beton mikserleri kent i\u00e7i trafi\u011finde tehlike olu\u015fturuyor. Yani beton donmadan (priz alma) \u015fantiyeye yeti\u015ftirilmeli!<\/p>\n<p>Bu konuda \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi\u2019nin baz\u0131 \u2018\u00e7\u00f6z\u00fcm\u2019ler buldu\u011funu g\u00f6r\u00fcyoruz. Kent i\u00e7i kamusal alanlar beton santraline d\u00f6n\u00fc\u015ft\u00fcr\u00fcl\u00fcyor. Ma\u00e7ka Park\u0131\u2019nda, \u00dcnalan\u2019da, G\u00f6ztepe\u2019de yerle\u015fim alanlar\u0131n\u0131n i\u00e7inde kamuya ait arazilerde beton santralleri var. Ama bu \u2018\u00e7\u00f6z\u00fcm\u2019 beton mikserlerinin kent trafi\u011finde daha yava\u015f hareket etmesi i\u00e7in de\u011fil, projelere daha k\u0131sa bir i\u015f ak\u0131\u015f\u0131yla beton sa\u011flanabilmesi i\u00e7in yap\u0131l\u0131yor. Kent i\u00e7inde santral yeri sa\u011flanan beton firmalar\u0131 da tahmin edilece\u011fi gibi AKP\u2019li.<\/p>\n<p><strong>Madalyonun di\u011fer y\u00fcz\u00fcnde do\u011fa katliam\u0131 var<\/strong><br \/>\nKent hayat\u0131n\u0131 ve ya\u015fam g\u00fcvenli\u011fini etkileyen a\u011f\u0131r tonajl\u0131 kamyonlar\u0131n ta\u015f\u0131d\u0131klar\u0131 da madalyonun di\u011fer taraf\u0131n\u0131 olu\u015fturuyor. Betonla\u015fma sanayi i\u00e7in ta\u015f ocaklar\u0131, dolum sahalar\u0131 ve hafriyatlar\u0131n bo\u015falt\u0131laca\u011f\u0131 alanlar gerekiyor. Kent merkezlerinin \u015fantiyeye d\u00f6n\u00fc\u015fmesi elbette bizleri \u00e7ok tehlikeli ve ayn\u0131 zamanda daha trafikli, daha tozlu, daha g\u00fcr\u00fclt\u00fc ya\u015famaya mecbur k\u0131l\u0131yor. Do\u011fay\u0131 da ta\u015f ocaklar\u0131yla kirletiyor. Kuzey Ormanlar\u0131\u2019nda art\u0131k uzaydan g\u00f6r\u00fclen ta\u015f ocaklar\u0131 tahribat\u0131 var. Kent i\u00e7inden \u00e7\u0131kan hafriyat ve molozlar ka\u00e7ak bir \u015fekilde orman alanlar\u0131na d\u00f6k\u00fcl\u00fcyor. CHP \u0130BB Belediye Meclisi \u00fcyelerinin verdi\u011fi bilgiye g\u00f6re 2013 \u2013 2017 y\u0131llar\u0131 aras\u0131nda \u0130stanbul\u2019da ilan edilen hafriyat alan\u0131 15,8 kilometre kare. Yani \u0130stanbul\u2019un, 7 il\u00e7esinden daha b\u00fcy\u00fck y\u00fcz \u00f6l\u00e7\u00fcme sahip hafriyat alan\u0131 var, \u00fcstelik \u0130stanbul\u2019un ya\u015fam kayna\u011f\u0131 Kuzey Ormanlar\u0131\u2019na uzan\u0131yor.<\/p>\n<p><strong>\u015eule \u0130dil Dere m\u00fccadelesi b\u00fcy\u00fctmeli<\/strong><br \/>\nHafriyat kamyonu ve beton mikserleri sebebiyle kaybetti\u011fimiz insanlar i\u00e7in son s\u00f6z\u00fc s\u00f6ylemi\u015f olal\u0131m. Kad\u0131k\u00f6y Yo\u011furt\u00e7u park\u0131nda y\u00fcr\u00fcy\u00fc\u015f yaparken \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi (\u0130BB) \u00c7evre Koruma ve Kontrol Dairesi&#8217;ne ait hafriyat kamyonu alt\u0131nda kalan \u015eule \u0130dil Dere i\u00e7in m\u00fccadele devam ediyor. \u0130dari anlamda \u00fcst sorumlu \u0130BB yetkililerinin yarg\u0131lanmas\u0131na \u0130stanbul Valili\u011fi izin vermiyor. Ancak m\u00fccadele sorumlular yarg\u0131lanana kadar devam edecek. \u015eule\u2019nin annesi <strong>\u2018Benim k\u0131z\u0131m kuca\u011f\u0131ma \u00f6yle bir \u015fey b\u0131rakt\u0131 ki \u00f6lene kadar bu i\u015fin pe\u015fini b\u0131rakmayaca\u011f\u0131m\u201d<\/strong> demi\u015fti. Bizim de son s\u00f6z\u00fcm\u00fcz bu olsun. Sa\u011fl\u0131kl\u0131 bir kentte ya\u015fam hakk\u0131 m\u00fccadelesi ayn\u0131 zamanda mesleki sorumlulu\u011fumuz. Bu sorumlulu\u011fa sahip \u00e7\u0131kmaya devam edece\u011fiz.<\/p>\n<p><strong>M.
