Oysa bu oran tek ba\u015f\u0131na do\u011fru bir oran olarak g\u00f6r\u00fcnmemektedir. \u00d6rne\u011fin \u00e7ok bini\u015fli kartlar\u0131n \u00fccreti 1.5 liradan 1.65 liraya \u00e7\u0131kar\u0131lm\u0131\u015f ve burada zam oran\u0131 y\u00fczde 10 olarak ger\u00e7ekle\u015fmi\u015ftir. Yine \u00e7ok bini\u015fli tam biletlerde uygulanan transfer \u00fccretleri ise 50 kuru\u015ftan 55 kuru\u015fa \u00e7\u0131kar\u0131lm\u0131\u015f ve zam oran\u0131 yine y\u00fczde 10 olmu\u015ftur. \u00d6zel Halk Otob\u00fcsleri ve minib\u00fcslerde 1.85 olan ta\u015f\u0131ma \u00fccreti 2 liraya \u00e7\u0131kar\u0131lm\u0131\u015f ve zam oran\u0131 y\u00fczde 8 olmu\u015ftur. Havaliman\u0131na sefer yapan EGO otob\u00fcslerinin 2 tam bilet olan ta\u015f\u0131ma \u00fccretlerinin ise 3 tam bilete \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r.<\/div>\n<div>\u00a0<\/div>\n<div>Ta\u015f\u0131t odakl\u0131 de\u011fil insan odakl\u0131 ula\u015f\u0131m<\/div>\n<div>Ula\u015f\u0131mda karayollar\u0131n\u0131n ve otomobillerin egemenli\u011fi artarken toplu ta\u015f\u0131ma se\u00e7enekleri konusunda sadece lafta kalan uygulamalar\u0131 harekete ge\u00e7iren B\u00fcy\u00fck\u015fehir Belediye Y\u00f6netimi, toplu ula\u015f\u0131mla ilgili sorunlar\u0131 ula\u015f\u0131ma zam yaparak \u00e7\u00f6zmek istemektedir. Bug\u00fcn toplu ula\u015f\u0131mda sorunlar\u0131n oldu\u011fu a\u00e7\u0131k ve hepimiz taraf\u0131ndan bilinen bir ger\u00e7ektir. Gerek otomobillere y\u00f6nelik d\u00fczenlemelerin toplu ula\u015f\u0131ma tercih edilmesi gerekse de zam \u00f6rneklerinde oldu\u011fu gibi \u201csosyal belediyecilik\u201d anlay\u0131\u015f\u0131n\u0131n yerine \u201ct\u00fcccar belediyecilik\u201d anlay\u0131\u015f\u0131n\u0131n ge\u00e7mesi belediye y\u00f6netiminin bu konudaki tutumunu a\u00e7\u0131k\u00e7a ortaya koymaktad\u0131r.<\/div>\n<div>\u00a0<\/div>\n<div>Belediyelerin kamu hizmeti olarak sunma y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc bulunan ula\u015f\u0131m hizmeti kamu yarar\u0131 esas\u0131nda herkes i\u00e7in e\u015fit ve ula\u015f\u0131labilir d\u00fczeyde ger\u00e7ekle\u015ftirmesi gerekir. Dolay\u0131s\u0131yla ula\u015f\u0131m vatanda\u015flar i\u00e7in bir hakt\u0131r. B\u00fcy\u00fck\u015fehir Belediye Y\u00f6netimi, y\u0131llardan beri vatanda\u015f\u0131n ula\u015f\u0131m hakk\u0131n\u0131 \u201cy\u00fcksek kar\u201d i\u00e7in kullanmakta, bir\u00e7ok hattaki EGO otob\u00fcsleri yerine \u00f6zel halk otob\u00fcsleri artt\u0131r\u0131rken insanlar\u0131 bal\u0131k istifi gibi yolculuklara mahkum etmekte ve metro gibi toplu ula\u015f\u0131m se\u00e7eneklerinin geli\u015ftirilmesi konusunda ad\u0131m atmamakta, var olan metro in\u015faatlar\u0131n\u0131 bitirmek i\u00e7in \u00e7aba g\u00f6stermemektedir. Belediyenin ula\u015f\u0131mdan kar etme \u00e7abas\u0131 da ge\u00e7ti\u011fimiz y\u0131llarda yap\u0131lan zamlara kar\u015f\u0131 a\u00e7\u0131lan davalar\u0131n sonucunda g\u00f6r\u00fclm\u00fc\u015ft\u00fc.<\/div>\n<div>\u00a0<\/div>\n<div>Ula\u015f\u0131m Kar-Zarar Odakl\u0131 De\u011ferlendirilemez\u2026<\/div>\n<div>B\u00fcy\u00fck\u015fehir belediyesi, bu y\u0131l da \u00f6nceki y\u0131llarda oldu\u011fu gibi \u201ctoplu ta\u015f\u0131ma kamu hizmetinin s\u00fcreklili\u011finin sa\u011flanmas\u0131\u201d gerek\u00e7esiyle ula\u015f\u0131ma zam yapmay\u0131 \u00e7\u00f6z\u00fcm olarak ortaya koymu\u015f do\u011falgaz, akaryak\u0131t gibi girdilere zam yap\u0131lmas\u0131n\u0131 bahane olarak g\u00f6stererek belediyenin yapmas\u0131 gereken kamu hizmetini vatanda\u015f\u0131n cebinden \u00f6demek istemektedir. Ula\u015f\u0131m\u0131 kamu hizmeti kapsam\u0131ndan \u00e7\u0131kararak belediyenin kar-zarar\u0131na sebep olan bir unsur olarak de\u011ferlendirmektedir. Ula\u015f\u0131m\u0131n kar-zarar odakl\u0131 de\u011ferlendirilmesi ise vatanda\u015flar\u0131n\u0131n bir b\u00f6l\u00fcm\u00fcn\u00fcn maddi kaynaklar\u0131 itibariyle herkese ait olan bu alandan yararlanamamas\u0131 anlam\u0131na gelmektedir.<\/div>\n<div>\u00a0<\/div>\n<div>Ula\u015f\u0131m kar-zarar odakl\u0131 d\u00fc\u015f\u00fcn\u00fclmemesi gereken her vatanda\u015f\u0131n e\u015fit ve ula\u015fabilir \u015fekilde yararlanmas\u0131 gereken bir kamu hizmeti oldu\u011fu unutulmamal\u0131d\u0131r. Belediyeler bunu sa\u011flamakla y\u00fck\u00fcml\u00fc olman\u0131n yan\u0131nda ayn\u0131 zamanda kenti ara\u00e7lar i\u00e7in de\u011fil insan yarar\u0131na d\u00fczenlemeyi temel almal\u0131, kent merkezlerini insanlar\u0131n kullan\u0131m\u0131na a\u00e7mal\u0131d\u0131r. Bunun i\u00e7in en uygun olan metro gibi toplu ta\u015f\u0131m ula\u015f\u0131m se\u00e7eneklerini geli\u015ftirmeli ve bu ula\u015f\u0131m t\u00fcrlerini yayg\u0131nla\u015ft\u0131rmal\u0131d\u0131r.<\/div>\n<div>\u00a0<\/div>\n<div>B\u00fcy\u00fck\u015fehir belediye y\u00f6netimi, vatanda\u015flar i\u00e7in temel bir hak olan ula\u015f\u0131m hakk\u0131n\u0131 hak olmaktan \u00e7\u0131kararak vatanda\u015f\u0131 hizmetten yararlanan de\u011fil hizmeti sat\u0131n alan haline getirmektedir. Bug\u00fcn Ankaral\u0131lar yurtta\u015f de\u011fil m\u00fc\u015fteri konumuna sokulmak istenmektedir.<\/div>\n<div>\u00a0<\/div>\n<div>Ula\u015f\u0131ma y\u00fczde 100, asgari \u00fccrete y\u00fczde 45 zam<\/div>\n<div>2010 y\u0131l\u0131 enflasyon oranlar\u0131 ortalama y\u00fczde 7-8 aral\u0131\u011f\u0131nda beklenirken, 2011 i\u00e7in belirlenen asgari \u00fccret y\u00fczde 4-5 aral\u0131\u011f\u0131nda art\u0131r\u0131l\u0131rken toplu ta\u015f\u0131ma ara\u00e7lar\u0131 i\u00e7in yap\u0131lan bu zam oran\u0131 fahi\u015ftir. Kamu yarar\u0131 d\u00fc\u015f\u00fcnen bir anlay\u0131\u015f\u0131n y\u0131ll\u0131k enflasyon oran\u0131n\u0131n alt\u0131nda \u00fccret art\u0131\u015flar\u0131n\u0131n oldu\u011fu bir ekonomide kamu hizmetlerine zam de\u011fil, indirim yapmas\u0131 gerekir. \u00c7\u00fcnk\u00fc sosyal belediyecilik bunu gerektirir; kamu hizmetinden kar etmek gibi bir d\u00fc\u015f\u00fcnce ge\u00e7erli olmamal\u0131d\u0131r. \u00a0<\/div>\n<div>\u00a0<\/div>\n<div>Yine hat\u0131rlayaca\u011f\u0131m\u0131z gibi 2008 y\u0131l\u0131nda toplu ta\u015f\u0131ma ara\u00e7lar\u0131n\u0131n \u00fccretleri 1 lira idi. Bug\u00fcn yap\u0131lan zamlarla son 3 y\u0131l i\u00e7inde toplu ta\u015f\u0131ma ara\u00e7lar\u0131n\u0131n \u00fccretlerine y\u00fczde 100 zam gelmi\u015f oldu. Asgari \u00fccret ise 2008 y\u0131l\u0131ndan bu yana yakla\u015f\u0131k y\u00fczde 45 artm\u0131\u015ft\u0131r.<\/div>\n<div>\u00a0<\/div>\n<div>Halk otob\u00fcsleri kazan\u0131yor, EGO zarar ediyor, zamlarla Belediye kurtar\u0131l\u0131yor<\/div>\n<div>Ankara B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkan\u0131 Say\u0131n G\u00f6k\u00e7ek, yap\u0131lan zamlardan sonra &#8221;Ayda 10 milyon lira zarar ediyoruz. Bunun tabii ki hepsini kapatmayacak bu zam ama en az\u0131ndan bir k\u0131sm\u0131n\u0131 kapatabilir\u201d diyor. Ankara&#8217;da toplu ta\u015f\u0131ma hizmetlerinin zarar etmesi inan\u0131lmas\u0131 g\u00fc\u00e7 bir durum. E\u011fer ki her \u015feye ra\u011fmen zarar etti\u011fi ger\u00e7ekse de, burada Say\u0131n G\u00f6k\u00e7ek yine hatay\u0131 kendinde aramal\u0131. Bir\u00e7ok g\u00fczerg\u00e2hta EGO otob\u00fcslerinin say\u0131s\u0131 azalt\u0131l\u0131rken, halk otob\u00fcslerinin say\u0131s\u0131 artmaktad\u0131r.<\/div>\n<div>\u00a0<\/div>\n<div>Bug\u00fcn Ankara&#8217;da ya\u015fayan vatanda\u015flar, toplu ta\u015f\u0131ma hizmetlerinden pahal\u0131ya yararland\u0131\u011f\u0131 kadar konforlu ve g\u00fcvenli bir bi\u00e7imde de yararlanam\u0131yor. Toplu ta\u015f\u0131ma bir kamu hizmetidir ve bu hizmetten herkesin e\u015fit, g\u00fcvenilir, konforlu ve en ucuz \u015fekilde yararlan\u0131lmas\u0131 esas al\u0131nmal\u0131d\u0131r. Oysa bug\u00fcn b\u00fcy\u00fck\u015fehir belediye y\u00f6netimi, 3 tane b\u00fcy\u00fck metro projesini bile tamamlayamam\u0131\u015f ve Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131&#8217;na devretmi\u015ftir. Ne zaman tamamlanabilece\u011fi konusunda net bir bilgi yoktur. Bug\u00fcn d\u00fcnyan\u0131n en kalabal\u0131k 38. kenti olan Ankara&#8217;da halen 2 adet metro hatt\u0131 var.<\/div>\n<div>\u00a0<\/div>\n<div>Ula\u015f\u0131mda zamlar geri \u00e7ekilmeli toplu ula\u015f\u0131m se\u00e7enekleri geli\u015ftirilmelidir<\/div>\n<div>Ula\u015f\u0131mda karayollar\u0131n\u0131n ve otomobil ta\u015f\u0131mas\u0131n\u0131n getirdi\u011fi olumsuzluklar dikkate al\u0131nmal\u0131d\u0131r. Otomobillere y\u00f6nelik ula\u015f\u0131m se\u00e7eneklerinin geli\u015ftirilmesi ve metro gibi toplu ula\u015f\u0131m se\u00e7eneklerinin geli\u015ftirilmemesi kenti ya\u015fan\u0131l\u0131r olmakta uzakla\u015ft\u0131rmas\u0131n\u0131n yan\u0131nda, kentin trafik sorunlar\u0131n\u0131 da artt\u0131rmaktad\u0131r.<\/div>\n<div>\u00a0<\/div>\n<div>Ankara&#8217;da toplu ta\u015f\u0131ma hizmetlerindeki sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fc ula\u015f\u0131m \u00fccretlerine zam yapmak de\u011fildir. \u00c7\u00f6z\u00fcm ayn\u0131 anda daha \u00e7ok kitleyi, daha h\u0131zl\u0131, daha g\u00fcvenli, daha konforlu ta\u015f\u0131ma imkan\u0131 yaratan metro gibi toplu ta\u015f\u0131ma alternatiflerinin geli\u015ftirilmesidir. Bu konuda Ankara\u2019da yar\u0131m b\u0131rak\u0131lan metro hatlar\u0131n\u0131n bitirilmesi \u00f6ncelik olmal\u0131 ve yeni hatlar g\u00fcndeme getirilmelidir.
